This paper explores the relationship of time and value in the history of economics, using the contributions of Girard, Achterhuis, Kula and Mirowski. In the ‘anthropometric stage’ time and value are intertwined: value and time are not abstract concepts, but they express a concrete process which incorporates the social positions of individuals. In the ‘lineamentric stage’ the concepts of time and value remain cyclical, but they receive an abstract character. The economy reproduces itself cyclically, because the origin of (...) value – human labour – reproduces itself in each production period. In the ‘syndetic stage’ the cyclical conception of the economy is abandoned through the perception of a non-reproductive system. Time and value are detached from each other, and linear time enters economic theory as an analytical tool. The labour theory of value is replaced by external denominants of value: utility and external scarcity. (shrink)

Vilfredo Pareto's Manual of Political Economy is a 'classic' study in the history of economic thought. Our modern observation-based approaches to the study of the human condition were shaped by the Scottish Enlightenment. Political Economy emerged as a discipline of its own in the nineteenth century, then fragmented further around the dawn of the twentieth century. Today, we see Political Economy’s pieces being reassembled and reunited with their philosophical roots. This issue pauses to reflect on the history of this new but also old field of study.

In this response to the symposium on our two books we try to deal as fully as possible in the brief space available with most of the major issues raised by our distinguished commentators. Although at least three of them are in agreement with the main thrust of the arguments put forward in our books, they all raise important issues relating to methodology, the history of economic thought, and a number of more specific issues. Our answer is based on (...) the restatement of the chief purpose of our two books, describing the intellectual history of the evolution of economic science emphasising the role of the excision of the social and the historical from economic theorising in the transition from political economy to economics, only for the two to be reunited through the vulgar form of economics imperialism following the monolithic dominance of neoclassical economics at the expense of pluralism after the Second World War. Foucault’s analysis of the relation of power and the economy in the lectures given at the Collège de France between 1975 and 1979 opens up modern societies for a radically different interrogation of the relations of force inscribed in historically heterogeneous forms of wealth creation and distribution, but more specifically within the period of liberal capitalism. Its vast scope clears the ground for genealogies of power, political economy and race that demonstrate their intertwinement, yet he underplays several (...) elements which have been central for the institution of the political economy of liberal capitalism, particularly regarding colonial expansion and subjugation, the prior existence of trade and other networks operating on a world scale, and politico-economic and technical developments, such as banking and finance, that acted as conditions of possibility. By redressing the balance, this article outlines a different genealogy of the emergence of biopolitics and the mechanisms supporting global capitalism, making visible the constitutive role of colonialism. It suggests elements for a more fundamental critique of inequality, one that relays the Foucaldian themes of economy, territory, security, population and race according to a longer periodization that reveals most economies to have been zero-sum games of ‘winners’ and ‘losers’. Transcending this situation requires a radically different, transcolonial and transindividual understanding of the essentially collaborative and co-implicate character of the production of all life. The implications mean the rejection of ontologies that support not only neoliberalism but other forms of dispossession and pauperization, often allied to the hierarchization of difference, opening the way for a different history of the present and for imagining new economies and socialities. Eric Santner offers a radically new interpretation of Marx's labor theory of value as one concerned with the afterlife of political theology in secular modernity. What Marx characterized as the dual character of the labor embodied in the commodity, he argues, is the doctrine of the King's Two Bodies transferred from the political theology of sovereignty to the realm of political economy. Causes of the Wealth of Nations, which combines a theoretical account of political economy with specific proposals on politico-economic matters, might seem to exemplify such a characterization. For some commentators at the time of its publication, however, Smith's lack of practical experience in the field of trade disqualified any claims he might make to authoritative knowledge. Sir John Pringle, for instance, military surgeon and friend of Smith's, thought that a man "who had never been in trade could not be expected to write well on the subject"; and while Dr. Johnson repudiated this, suggesting that all that was necessary was "extensive views," Pringle's opinion was not unusual. 2 Such objections, interrogating the very basis of Smith's expertise, reiterate, in the context of his work, the same kinds of questions regarding knowledge's provenance which preoccupied his age, and which were indeed addressed by Smith himself. Recent decades have witnessed both a renewed energy in feminist activism and widespread attacks taking back hard-won rights. Despite powerful feminist movements, the Covid-19 pandemic has significantly undermined the progress women have struggled for decades to achieve; how can this be? What explains this paradox of a strong feminist movement coexisting with stubborn patriarchal arrangements? How can we stop the next global catastrophe initiating a similar backlash? This book suggests that the shortcomings of social theory prevent feminist strategies from initiating (...) transformative changes and achieving permanent gains. It investigates the impact of theoretical shortcomings upon feminist strategies by engaging with two clusters of work: ungendered accounts of capitalist development and theories on gendered oppression and inequality. Although Hegel is increasingly recognized as an important figure in the history of political economy, his economic views are never strictly economic. In contrast to other modern thinkers, his primary concern is not the economic efficacy of different practices or institutions but the extent to which they enable and promote the development of human freedom. In this article, I argue that Hegel's pioneering critique of modern liberal economy plays out simultaneously at a more empirical level, corresponding (...) to the properly economic dimension of his analysis, and at a deeper, logical level, which grounds and guides his position. Moreover, I argue that the tendency to favour the first of these levels, found in most of the literature on Hegel's economic thought, reduces the Philosophy of Right's main argument to a more or less vigorous plea for economic interventionism. Against this kind of reading, I show that a renewed focus on the text's logical structure reveals a different and more radical philosophical proposition, which has yet to be fully acknowledged. In particular, I argue that Hegel's dialectical logic leads him beyond the liberalism‐interventionism debate, towards a qualitatively different conception of social and economic relations. (shrink)

This paper proposes that Dickens’s Bleak House is symptomatic of a so-called social realm, in which neither oikos nor polis exists as a distinct, autonomous entity; therefore, neither can offer sanctuary or adequately discharge the historical role of the household – maintaining life. In this zone of indistinction, the symbolic structures of London’s law have become the city’s physical structures, leading to symptoms like Jo the outlaw, whose illness and death is attributed to the failure of both the polis and (...) the oikos – the city’s legal housekeeping and the law-as-house, respectively – to maintain life. London’s law has become so immanent that it takes on the role of religion, thus precluding God’s transcendence. Ultimately, the novel recoils from London’s threatening presence and attempts to inter the nineteenth-century anxieties associated with the city – anxieties centering around the law both as structure and religion – through redemptive repetition: Bleak House attempts to wrest the oikos from the clutches of the polis. But despite the novel’s efforts, as the divisions between oikos and polis collapse, it is ultimately impossible for either sphere to retain any semblance of itself. As a result, retreat from the polis to the oikos is impossible: there are no longer well-defined domains – of oikos or polis – into which to retreat in the growing indistinction of the social realm. Economics has become a monolithic science, variously described as formalistic and autistic with neoclassical orthodoxy reigning supreme. So argue Dimitris Milonakis and Ben Fine in this new major work of critical recollection. The authors show how economics was once rich, diverse, multidimensional and pluralistic, and unravel the processes that lead to orthodoxy’s current predicament. The book details how political economy became economics through the desocialisation and the dehistoricisation of the dismal science, accompanied by the separation of economics from (...) the other social sciences, especially economic history and sociology. It is argued that recent attempts from within economics to address the social and the historical have failed to acknowledge long standing debates amongst economists, historians and other social scientists. This has resulted in an impoverished historical and social content within mainstream economics. The book ranges over the shifting role of the historical and the social in economic theory, the shifting boundaries between the economic and the non-economic, all within a methodological context. Schools of thought and individuals, that have been neglected or marginalised, are treated in full, including classical political economy and Marx, the German and British historical schools, American institutionalism, Weber and Schumpeter and their programme of Socialökonomik, and the Austrian school. At the same time, developments within the mainstream tradition from marginalism through Marshall and Keynes to general equilibrium theory are also scrutinised, and the clashes between the various camps from the famous Methodenstreit to the fierce debates of the 1930s and beyond brought to the fore. The prime rationale underpinning this account drawn from the past is to put the case for political economy back on the agenda. This is done by treating economics as a social science once again, rather than as a positive science, as has been the inclination since the time of Jevons and Walras. It involves transcending the boundaries of the social sciences, but in a particular way that is in exactly the opposite direction now being taken by "economics imperialism". Drawing on the rich traditions of the past, the reintroduction and full incorporation of the social and the historical into the main corpus of political economy will be possible in the future. In standard interpretations of the history of socialism, the cosmological and providential side of nineteenth century socialist thought tends to be ignored. What still today is often considered the core of socialist reasoning was its preoccupation with the claims of producers, its championing of the cause of the working class, its critique of political economy. In the twentieth century, the most characteristic goal of socialist parties - at least until the advent of Tony Blair - has been (...) the socialisation of the means of production. The particular association of socialism with a language of productivism - with work, producers, the character of labour, and a critique of political economy - goes back to the commentaries of the 1830s and 1840s. Adolphe Blanqui, the brother of the famous revolutionary, in his History of Political Economy in Europe published in 1837, described Fourier and Owen as 'utopian economists',1 while Lorenz von Stein in his Der Sozialismus und Kommunismus des heutigen Frankreichs, first published in 1842, defined socialism as a theory which made work the sole basis of.. Many worry that global warming may produce dire consequences not just for humankind, but for many other living organisms on the planetEarth. This has raised concerns about the desirability of the political and economic policies that brought us to this point in history, a period of markedly higher levels of consumptionConsumption that produce higher levels of CO2. That, in turn, has raised new concerns about the ideologies and theoretical paradigms upon which such political and economic policies are (...) based. Many now call for a rejection of free marketFree Market economies to make room for more centrally planned economic systems. Even the idea of Homo EconomicusHomo Economicus – the primary actor in the modern free marketFree Market economy – is under fire in favor of a new conceptualization of the primary actor: Homo CuratorHomo Curator. This essay explains why these changes are both unnecessary and dangerous. I argue they are unnecessary by showing: (1) Homo Economicus and excessive consumptionConsumption are not the root of the problem, and (2) how the theory of market failure already gives us proven means to address problems like global warming. I argue that abandoning Homo Economicus and the free marketFree Market economy is dangerous because it will inevitably lead to a world that is far less likely to support individual and collective human flourishing; one that poorer, less free, and less respectful of the sanctity of the individual. This work approaches the phenomenon of guild socialism from a new perspective, focusing on the Douglas Social Credit movement. It explores the key ideas, gives an overview of the main theories and traces their subsequent history. Thoroughly researched, it provides original material relevant to the field of political economy. This early approach to non-equilibrium economics reveals the extent of the incompatibility between capitalist growth economics and social and environmental sustainability.

The philosophy of economics has been largely guided by analytic philosophy. Even Marx has been appropriated without much scandal by economists who separate his scientific contributions from his politics. In this article, I place philosophical hermeneutics (i.e., Heidegger and Ricoeur) in dialogue with the conventional understanding of land as a factor of production. The history of political economy misunderstands land as an entity classifiable as property and capital. I argue instead that land's ontological role, deriving from Heidegger's (...) concept of earth, suggests that economics needs to account for it in a new way according to David Ricardo's notion of land rent. ABSTRACT This article explores the reflections on economic issues underlying the French political treatise Le Conseiller d’Estat (1632). Its aim is to add a piece to the puzzle of early seventeenth-century economic culture by examining a specific source that is especially significant on account of the importance it assigns to the economic dimension, within the framework of reflections on the raison d'État, paying particular attention to the connection between economics and politics. At the same time, from a more general (...) perspective, the article aims to highlight the significance of the reflections on economics to be found in seventeenth-century political treatises. These remain to be reconstructed in all of their complexity, and yet they constitute a genuine legacy of the European economic culture of the Early Modern Age, and one which only partly found its way into eighteenth-century thought. Summary This paper notes and explores the attraction of Dugald Stewart's moral philosophy for women readers and a few women writers. Student lecture notes reveal the chronological development of his ideas, as he drew upon the works of Thomas Reid, Adam Smith, and Adam Ferguson, and responded to political events. Particular attention is paid to Stewart's comments relating to women and gender, through discussions of education, the institution of marriage, and population questions. After 1800, he shifted away from a (...) speculative conjectural history towards a philosophy of moral progress rooted in common sense philosophy and a belief in perfectibility. He taught a system of practical morality relevant to the education of children and strongly emphasised the importance of the association of ideas in childhood. For women readers, the message was contradictory in that he united an apparently conservative reinforcement of the relations of the sexes with a belief in the improvement of the condition of women through education in a modern, progressive, and commercial society. Orthodoxy maintains that Jean-Baptiste Say was a liberal political economist and the French disciple of Adam Smith. This article seeks to question such an interpretation through an examination of Say's early writings, and especially the first edition of his famous Traite d'economie politique (Paris, 1803). It is shown that Say was a passionate republican in the 1790s, but a republican of a particular kind. Through the influence of the radical Genevan exile Etienne Claviere, Say became convinced that only a (...) republican constitution would protect the gains of the Revolution. Furthermore, the foundation of a successful republic lay in the pursuit of specific virtuous manners, and in particular independence, equality, frugality and industriousness. Although in 1803 Say turned against supporters of republican constitutions he continued to demand the reformation of manners. His ultimate vision was a science of political economy which would foster republican manners, by instructing both legislators and the general populace. (shrink)

This paper argues that what Aristotle has in mind as the criterion for estimating the value of products in Nicomachean Ethics V.5 is neither the Marxian concept of 'human labour' nor Polanyi's concept of 'status', but the benefit of a recipient, and maintains that Aristotle here does not analyse the mechanism of a market economy, but addresses the problem of how to build reciprocal relationships among citizens through the exchange of goods. Furthermore, unlike Nussbaum's capability approach, which draws attention (...) to the concept of well-being, the paper argues that the concept of reciprocity plays the key role in Aristotle's distributive theory of property in the Politics and lays the foundation for his understanding of political governance as the exchange of governing and being governed in turn. The program of the Geschichtliche Grundbegriffe, formulated primarily by Otto Brunner, Werner Conze, and Reinhart Koselleck, calls for relating conceptual change to structural transformations of government, society, and economy in German-speaking Europe. J. G. A. Pocock, of Cambridge, identified the range of alternative and competing political discourses available to early modern writers, while Quentin Skinner, also of Cambridge, treated political theories in terms of those historical contexts and linguistic conventions which both facilitate and circumscribe legitimations of (...) class='Hi'>political arrangements, and he described such theories as intentional speech acts. Despite the differences in the German and Anglophone modes of treating political language, however, there are no major obstacles in bringing them together. The GG could profit from Pocock's technique of analysis and comparison in identifying early modern political languages, and the issues raised by Skinner about political thought and theorizing as forms of linguistic action, as well as the effect of general linguistic conventions upon available modes of legitimating political arrangements. The Anglophone mode might profit from considering the GG's non-reductive use of social history in conjunction with that of concepts, and from the GG's systematic use of contemporary sources of language and linguistic definitions. In the course of the eighteenth and nineteenth centuries the paradigm of a new science, political economy, was established. It was a science distinct from the Aristotelian sub-disciplines of practical philosophy named oikonomía and politiké, and emphasis on its character of science not unlike the natural sciences – still called ‘natural philosophy’ – mirrored precisely a willingness to stress its autonomy from two other sub-disciplines of practical philosophy, that is, ethics and politics. However, the new science resulted from (...) a transformation of part of traditional practical philosophy, allowing the inclusion of bodies of knowledge accumulated by experts of commerce and public finance. Such bodies of knowledge were unified by the (true or alleged) discovery of regularities, mechanisms, causal connections making for a new partial order within the overall social order. How far this paved the way to a science similar to mathematics rather left a normative discipline as alive as ever was a recurrent question for at least a century, until the marginalist revolution opened the way for a sharp division, leaving ‘economics’ as a science of causes and effects facing ‘economic policy’ as a discourse on ends. ABSTRACTThis article has two aims. The first is to explore the early reception of James Steuart in Italy, focusing on Giovanni Tamassia’s writings. In his Dello spirito di riforma, written between 1799 and 1800, Tamassia was the first Italian author to assume Steuart as a point of reference in economic analysis. Largely re-proposing Steuart’s considerations on the issues of redistribution of land, of luxury, and of comparison between ancient and modern times, he contributed decisively to the first circulation in Italy (...) of the Principles of Political Economy. The second aim is to shed light on the singular reading given by Tamassia of Steuart’s thought. In his works Lezione di economia politica and Delle scienze e della libertà relativamente al commercio, the Italian author proposed an economic liberal reading of the Principles. Deliberately downplaying the importance attributed by Steuart to protectionist policies, he attempted to demonstrate the compatibility between the economic theories of Steuart and those of Smith in the matter of economic freedom. Rather than being based on the grounds of a rigorous economic analysis, Tamassia’s reading reflected a deliberate attempt to make Steuart’s thought compatible with an economic and political culture centred on the defence of freedom. Wealth and Virtue reassesses the remarkable contribution of the Scottish Enlightenment to the formation of modern economics and to theories of capitalism. Its unique range indicates the scope of the Scottish intellectual achievement of the eighteenth century and explores the process by which the boundaries between economic thought, jurisprudence, moral philosophy and theoretical history came to be established. Dealing not only with major figures like Hume and Smith, there are also studies of lesser known thinkers like Andrew Fletcher, Gershom (...) Carmichael, Lord Kames and John Millar as well as of Locke in the light of eighteenth century social theory, the intellectual culture of the University of Edinburgh in the middle of the eighteenth century and of the performance of the Scottish economy on the eve of the publication of the Wealth of Nations. While the scholarly emphasis is on the rigorous historical reconstruction of both theory and context, Wealth and Virtue directly addresses itself to modern political theorists and economists and throws light on a number of major focal points of controversy in legal and political philosophy. In the global context, the economic-technological powers are also the political-cultural powers, which have the capacity to obtain the maximising benefits from the global flow of information. Meanwhile, the countries which are inferior in economics, technology, etc. feel unable to enjoy the fruits of the information society; they have to struggle for their right to communicate.

Money performs its economic functions best when its value remains stable over time. This Article explores how that desideratum was achieved, or not achieved, under five identifiable monetary regimes in economic history. Transitions from one regime to another resulted from the demands of economic growth, which some regimes met better than others. The modern fiat money regime is optimal in most economic respects. Whatever amount of money needed to accommodate growth can be supplied at minimal costs. But political (...) control over money creation can be used to increase the short-term control over economic resources of those in power and their constituents. When such debasements of money have occurred, the political economy of every regime interfered with achieving optimal long-term economic outcomes by unleashing inflation.
