The aim of the paper is to investigate the impact of the Greek language on modern legal languages in the United Kingdom and United States of America. The focus is placed on terms with the prefix cyber- of Greek origin that have recently enriched the English legal languages in connection with the fact that certain new phenomena have been regulated by laws as a result of the development of new technologies. Therefore, the authors have investigated the occurrence of terms with (...) the prefix cyber- in legislation and other legal texts. Apart from the analysis of borrowings in the English legal languages, the authors have also investigated the occurrence of equivalent terms in Greek and Cypriot legislation and other genres of legal texts. Furthermore, the analysis involved the investigation of the occurrence of terms with the analysed prefix cyber- in European Union legislation and terminological databases to find out whether the borrowings may become internationalisms of Greek origin. Furthermore, the authors have also investigated whether for those terms with a prefix of Greek origin there are synonyms in the languages under scrutiny of non-Greek origin. (shrink)

Ukrainian science and its terminology in the nineteenth century experienced a number of twists and turns. Divided between two empires, it lacked institutions, scholars pursuing it, and a unified literary language. One could even say that until the late nineteenth century there was a possibility for two communities with two literary languages to emerge – Ruthenian (Habsburg Empire) and Ukrainian (Russian Empire). Eventually, both communities and languages merged. This article tracks the meanderings of this process, arguing that scholarly publications (...) played a crucial role in shaping the standard for the scientific language. The article follows the biography of the naturalist Ivan Verhrats’kyi (1846–1919), the author of the first dictionaries of naturalist terminology in Ruthenian in 1860, a translator and author of textbooks, and the head of the Mathematical–Naturalist–Medical Section of the Shevchenko Society in L’viv. He thus shaped many Ruthenian, and then Ruthenian–Ukrainian scholarly projects. Initially successful with his approach to making the Ruthenian scientific language vernacular, in the 1890s his approach was losing ground to the internationalization of vocabulary and to the growing pressure toward the unification of Ruthenian and Ukrainian. Finally, in the beginning of the twentieth century, Verhrats’kyi became marginalized within the Ukrainian scholarly community. By discussing the history of a minority language within imperial structures, I argue that the media in which scholarly work was published requires special attention. In the Ruthenin–Ukrainian case, they determined the standard for scientific language. Lacking professional journals, Ruthenian scholars published in the 1860s–late 1880s in popular newspapers and in school textbooks, requiring them to use a language that was near to the spoken tongue of the Habsburg province. Once the political situation changed, favoring Ruthenian–Ukrainian unification, and scholarly journals appeared and transgressed the imperial boundary, the favored language had to be transimperial, ousting out the vernacular. This paper presents a model of practice for analysing the internationalisation of higher education, and for better providing teaching service and support to both the internal and external other. It is derived from the theoretical analysis of the rationales, concepts and developments of the internationalisation of higher education, and from a New Zealand case study that exemplifies the current trend in the internationalisation of higher education—a shift from aid to trade. In the paper, the author examines the impacts of globalisation (...) and the knowledge economy on the shifting currency of the rationales. The paper concludes that, because of increasing numbers of resident immigrant students, ‘the international (other)’ is no longer beyond national borders but is within them. Therefore, universities would do well to revisit neglected social and cultural dimensions in the provision of higher education services. (shrink)

It is essential for the strategy of open access self-archiving that scientific authors are given comprehensive information on publisher copyright policies. DINI, the German Initiative for Networked Information, has developed a German (and potentially multilingual) interface to the English SHERPA/RoMEO service to provide additional information on German publishers' open access policies. As a next step, this interface was enhanced to an integration layer combining different sources on publisher copyright policies. This integration layer can be used in many different contexts. In recent years, an increasingly assertive People’s Republic of China (PRC) leadership has sought to extend the PRC’s influence globally. To this end, it has developed diverse strategies ranging from soft power to more coercive means. The more visible strategies include the Belt and Road Initiative, the Chinese Dream, and ‘wolf warrior’ diplomacy. At the soft power end of the spectrum, Chinese overseas students are at the nexus between two strategies of soft power – the Chinese diaspora and the internationalisation (...) of higher education. While there is an established literature analysing China’s soft power worldwide, relatively little has been done on the role of higher education, particularly where this concerns overseas Chinese students. The article will examine China’s use of overseas students to project its soft power. It then identifies the strategies that support this, viz. ideological and political education to prepare young people for this role and, once overseas, an appeal to a conception of the Chinese diaspora, as well as the organisations (e.g. embassies and student associations) that form potential channels to students and monitor and support them in their role. This article argues for a new theoretical paradigm for the analysis of change in educational institutions that is able to deal with such issues as readiness for change, transformational change and the failure of change strategies. Punctuated equilibrium is a theory which has wide application. It envisages long-term change as being made up of a succession of long periods of relative stability interspersed by brief periods of rapid profound change. In the periods of stability only relatively small incremental changes are (...) possible. The periods of transformational change may be triggered by external or internal influences. A recent study of the long-term process of internationalisation in higher education institutions shows evidence to support the theory: long periods of incremental change, events precipitating profound change and the failure of externally imposed attempts to change. Also, as the theory predicts, changes in collegial organisations are slower and more uncertain than changes in managed organisations. (shrink)

This paper discusses the relationship between internationalisation, mobility, quality and equality in the context of recent developments in research policy in the European Research Area (ERA). Although these developments are specifically concerned with the growth of research capacity at European level, the issues raised have much broader relevance to those concerned with research policy and highly skilled mobility. The paper draws on a wealth of recent research examining the relationship between mobility and career progression with particular reference to a recently (...) completed empirical study of doctoral mobility in the social sciences (Ackers et al. Doctoral Mobility in the Social Sciences. Report to the NORFACE ERA-Network, 2007). The paper is structured as follows. The first section introduces recent policy developments including the European Charter for Researchers and Code of Conduct for the Recruitment of Researchers and the European Commission’s Green Paper on the ERA. The discussion focuses on concerns around the definition of ‘mobility’ and the tendency (in both policy circles and academic research) to conflate different forms of mobility and to equate these with notions of excellence or quality. Scientific mobility is shaped as much by ‘push’ factors (limited opportunity) as it is by the ‘draw’ of excellence. Scientists are exercising a degree of ‘choice’ within a specific and individualised framework of constraints. The following sections consider some of the ‘professional’ and ‘personal’ factors shaping scientific mobility and the influence that these have on the relationship between mobility, internationalisation and excellence. The paper concludes that mobility is not an outcome in its own right and must not be treated as such (as an implicit indicator of internationalisation). To do so contributes to differential opportunity in scientific labour markets reducing both efficiency and equality. (shrink)

The present study investigates the relationship between technology director, internationalisation, and firm performance, assuming the beneficial effect of digital-sustainable corporate governance reforms. We implied the presence of a technology director on the board and empirically examined its impact on firm performance. In addition, we also test business internationalisation as a mediator between the technology director on the board and firm performance. The empirical findings rely on the data retrieved from the S&P Dow Jones Sustainability Index 2019 for 115 top sustainable (...) EU firms and the Thomson Reuters Refinitiv Eikon database. The results reveal a significant positive relationship between the technology director's presence on the board and firm performance. We also find business internationalisation mediates the relationship between the technology director's presence on the board and firm performance. Overall, we try to lay a foundation for a digitally aware board and its impact on important firm decisions. (shrink)

First, it looks at the transfer of the methodology of systems analysis from the RAND Corporation to the International Institute for Applied Systems Analysis (IIASA) in the wake of an East–West bridge-building effort during the Cold War. Second, it draws out a more general argument about how the institutional structures of these research organizations condition their methodological orientations. Acknowledging the complexity of factors influencing methodological choices at RAND and IIASA, the article concentrates on the (...) centrality of institutional purpose, institutional environments and internal organizational structure, and demonstrates how, when taken together, these factors led to a methodological diversification at IIASA that is best summarized as the internationalization of systems analysis. From a classical perspective, multinational companies operate based on market determinants, but recent economic discussions emphasize the central role of the human cognitive system in the decision-making process, thereby giving birth to interdisciplinary fields such as behavioral economics and neuroeconomics. While neuroeconomics is still considered an emerging field, hitherto scant studies have investigated the reflection of cultural experiences on the nervous system. Moreover, the interpretation of cultural diversity in the decision-making process, especially from a neuroeconomic perspective, has not been explored. (...) In response, this study, aperspective research in nature, endeavors to research the neural responses to cultural diversity by contextualizing the neuroeconomic discussion within an MNC framework as one of the best multicultural settings. This study demonstrates that the internationalization process of MNCs is established on the cultural identity and integration of the executive. Through a neuroscientific lens, our findings prove that culture is a fundamental determinant of the cognitive makeup; therefore, cultural diversity in MNCs influences their decision-making process. Moreover, the performance of MNCs is driven by cultural harmonization at the executive level. Finally, the study reveals that the novel field of neuroeconomics is instrumental in identifying cultural intuitions on brain cells and the implications on economic decisions even at a corporate level. The main contribution of this study is the initiation of a multidisciplinary merge of the sociocultural and economic as well as neuroscientific fields, as a research center for MNCs’ decision-making processes. There are multiple positive effects of internationalization of Higher Education (HE) on enriching students’ experiences in general and providing opportunities for exchange and development of all segments of university functioning. This paper aims to contribute to determining the role of institutional QA in promotion of the international cooperation in HE by analysing undergraduate students’ perceptions on their international experience and comparing them to their home University. Individual experiences of students from the Southeast European University (SEEU) in North Macedonia, who (...) participated in Erasmus exchange program in the last two academic years (2021/22 and 2022/23), with regard to the main quality assurance (QA) principles and measurements applied at their home University, are being considered. Their academic progress at the international universities is also taken into consideration. The aim is to collect firsthand information from the main stakeholders in the QA process about areas that can be further developed, as well as to position SEEU and self-check where it stands comparing and benchmarking it with some reputable European universities in order to better prepare its students for the international job market. SEEU has one of the most developed QA systems in the wider region, created and constantly being developed based on the international standards and guidelines and the long institutional experience. Thus, the paper also aims to contribute to defining some basic standards of internationalization of QA which would be recommended to the institutions from less developed, ITC (inclusiveness target countries) in order to assist them to place and welcome international students more successfully. Affecting many spheres of social life, globalization also inevitably affects the functioning of higher education and the legal status of individuals who intend to apply for admission in a country other than the one where they completed a previous stage of their education. The paper considers selected legal aspects of the access to higher education in Poland, primarily in the context of the internationalization of education, and, thus, the internationalization of the recruitment procedure where individual candidates apply for (...) admission to study on the basis of documents authorizing them to pursue higher education in different legal systems. The background for the reflections is the normative content of the right to education and one of its guarantees, namely the principle of equal access to education – in Poland having the status of a constitutional norm. Researching the organization and management of international public affairs (IPA) in the then-new multinational enterprises (MNEs) started in the 1960s. At first, IPA studies kept fairly good pace with what was known about the MNEs' nonmarket environments, their structurings, and their processes. After 1980, a disconnect developed in our knowledge of these three interrelated topics. In particular, much of more recent IPA research (a) fails to reflect the true scope, real actors, and organizational location of the IPA function; (b) remains (...) focused on old issues (e.g., the hierarchical relationship between headquarters and subsidiaries); (c) is mired in complex statistical analyses of remote data; (d) uses relevant theories in rather marginal ways; and (e) overlooks the impact on IPA of such important developments as mergers, acquisitions, and divestments. Yet, investigators can stretch their research methodologies and refocus their studies on the organization and management of the two faces of public affairs—offensive and defensive—in the context of new nonmarket threats and opportunities. This study aims to explore the new directions towards internationalization of higher education in China during post-COVID 19. The systematic literature review is applied as an evidence-based policy analysis approach. The findings indicate that the challenges and difficulties of internationalization of higher education in the post-COVID 19 were considered as a high-frequency discussion topic. In order to address the crises of internationalization of higher education during the post-COVID 19, the idea of internationalization at home is regarded (...) as a beneficial approach to deal with the process of internationalization of higher education, systematically. This study also highlighted that the internationalization at home within Chinese higher education institutions not only brings opportunities for the development of China’s higher education system, but also poses challenges to the reform of the current higher education system. One of the consequences of improper management of European businesses, set solely on profit, is the global financial crisis, felt even today by many societies. Previous negative experience has led to a growing interest in the world at present, in the model in which employees are guaranteed involvement in the management of transnational entities. A new, universal legal framework for the functioning of this model has been created by the European Union. Instead of creating a single transnational legal system, it (...) was decided to create a model for employee involvement in management by coordinating national systems. The aim of this study is to analyse the terminology related to the issue of workers’ involvement in the management of European business entities. This analysis will aim to determine whether the legal language used in the EU regulations and directives relating to workers’ involvement in management and implementing acts allows coordination between legal systems of the Member States. In this context, it is particularly important to determine whether the terminology used in EU acts is consistent with the terminology used in Polish implementing laws and how EU terminology fits into current understanding in the Polish legal tradition of institutions of employee involvement in the management of the workplace. The Australian bush has many meanings. Notably, the bush is an environment of both nostalgic loss and regeneration, and is a contradictory place capable of signifying homeliness and otherness. This article examines the durability of the myth of the Australian bush as a locale for the internationalisation of capital, employment and environmental management and as a resource for traditional concepts of Australian identity.

In recent years, the internationalization of music education has become an important topic. Scholars of various research traditions try to find the best solutions for problems in music education theory and practice by taking a look at what other countries do. English as common language seems to facilitate this recent development. However, in spite of this seemingly unproblematic way of communicating, there are various obstacles which make the mutual understanding and the internationalization of music education difficult. This particularly (...) concerns different scholarly cultures and traditions of presenting research, both in written papers and oral presentations. Most scholars realize that there are difficulties, but because they mostly only know one culture of research well, they are not aware of the reasons for these problems. Therefore, it is important to take a critical look at the scholarly traditions in Germany and the United States, examining reasons and suggesting solutions for an internationalization of music education that takes into account the strengths of various traditions, while at the same time fostering international understanding and the improvement of music education all over the world. Despite facing significant criticism for assigning human-like characteristics to artificial intelligence, phrases like “trustworthy AI” are still commonly used in official documents and ethical guidelines. It is essential to consider why institutions continue to use these phrases, even though they are controversial. This article critically evaluates various reasons for using these terms, including ontological, legal, communicative, and psychological arguments. All these justifications share the common feature of trying to justify the official use of terms like “trustworthy AI” by appealing to (...) the need to reflect pre-existing facts, be it the ontological status, ways of representing AI or legal categories. The article challenges the justifications for these linguistic practices observed in the field of AI ethics and AI science communication. In particular, it takes aim at two main arguments. The first is the notion that ethical discourse can move forward without the need for philosophical clarification, bypassing existing debates. The second justification argues that it’s acceptable to use anthropomorphic terms because they are consistent with the common concepts of AI held by non-experts—exaggerating this time the existing evidence and ignoring the possibility that folk beliefs about AI are not consistent and come closer to semi-propositional beliefs. The article sounds a strong warning against the use of human-centric language when discussing AI, both in terms of principle and the potential consequences. It argues that the use of such terminology risks shaping public opinion in ways that could have negative outcomes. (shrink)

Institutions of higher education are today under increasing pressure tointernationalize their courses and programmes. The overall impact ofthis process is far from clear. This essay compares and contrastspatterns of Australian higher education offered to students fromdeveloping countries, with services delivered to Australian-bornstudents. We suggest that the process of globalization is contributingto uneven economic and educational development, and may weaken theover-stretched educational systems of poorer countries.
