Mặc dù Việt Nam cùng với 146 quốc gia trên thế giới đã có cam kết mạnh mẽ nhất trong việc giảm phát thải vào năm 2050, tuy nhiên việc cụ thể hóa cam kết thông qua các giải pháp sáng tạo là rất quan trọng. This article aims to explore the connection between classical learning and study of governing in Jeong Yak-yong’s thought, by considering ‘achievement investigation 考績’ in Old Lessons of Book of Documents 尙書古訓–his typical work on classical learning, and Testaments on Study of Governing 經世遺表–his representative work of study of governing. In Old lessons of Book of Documents, Jeong Yak-yong analyzes the investigation of officials’ achievements in the interpretations on political activities and thoughts of Yao 堯, Shun 舜, Yu 禹, Gao Yao (...) 皐陶. He points that the achievement investigation is ‘great way’ of Yao-Shun’s politics. This investigation is conducted every three years, and after three times the reward and punishment, the promotion and demotion are carried out. This investigation is applied to all officials in the bureaucracy. The investigation of officials’ achievements is conducted as follows: the mandarin comes before the King and directly reports on his own achievements. After that the King embarks an inspection tour to areas to verify those reports. To Testaments on Study of Governing, the achievement investigation is built into one of the plans for bureaucratic reform. Jeong Yak-yong, based on the achievement investigation recorded in Book of Documents 書經 and Rites of Zhou 周禮, thinks that in the contemporary Joseon, the achievement investigation should be conducted every one year and after three times the reward or promotion should be carried out. In his thought, the achievement investigation must be applied to all officials, not only to the low-ranking ones as the current regulation. Jeong Yak-yong proposes investigation methods applied to central and local officials. In the investigation of local officials’ achievements, Jeong Yak-yong pays a special attention to the investigation of Su-ryeong 守令–the leader of each local area. He proposes the so-called “9 guiding principles” with 54 articles to investigate Su-ryeongs’ achievements. He also states that it is necessary to define the levels in considering the achievements of officials, and the fixed number of officials in each level. After three years (means three times of investigation), each Su-ryeong must return to the capital to directly report his achievements before the King, and after that the court send inspectors to the locality to secretly investigate those reports. Through the changes and development of the achievement investigation from unsystematic arguments (in Old lessons of Book of Documents) to a complete reform plan (in Testaments on Study of Governing), it can be seen the close connection between the classical learning and the study of governing in Jeong Yak-yong’s thought. His classical learning and study of governing themselves are different from ones in Neo-Confucians: his classical learning pays attention to the social ruling issues, and his study of governing itself is comprehensive social reform projects. That practical classical learning provides ideal models – social standards and ruling ways in Yao-Shun era - for that reformist study of governing. And it also provides important theories on human nature, cultivation, politics etc. for the study of governing so that it has a solid ground for the reformist arguments. Moreover, Jeong Yak-yong’s study of governing also relies on the reality (the practical situations) to develop reform plans, thus on one hand, it contains new, practical and rational features, and on the other hand, it makes the classical learning become more realistic. A universal basic income (UBI) would be a guaranteed income floor for both the employed and the unemployed, from which economic theory predicts a gain in bargaining power and a disincentive to work. For high earners, the increase in taxes necessary to fund this program would decrease their motivation to earn. To assess these aspects, we conducted a lab-in-the-field experiment at a State Employment Service office in Spain. The unemployed participants received either an initial unconditional endowment, framed under the logic (...) of the solidarity condition of UBI (UBI treatment) – to examine the taxes’ effect – or as a participation fee (FEE) or no initial endowment (NONUBI). Subsequently, they faced one default randomized task from a set of four paid real-effort tasks. To study bargaining power, they could change the task up to three times and/or skip all tasks and conclude the experiment. In the FEE treatment, they yielded the highest earnings. While we did not find a statistically significant difference in earnings between the FEE and the NON-UBI treatments, the UBI differed from the NON-UBI and FEE. A likely reason could be a crowding-out of motivation by the pressure to reciprocate without believing in other participants’ deservingness of the UBI. In addition, the results reveal that females change tasks more frequently than males. (shrink)

Culture is the source of fostering the systems of philosophy, the philosophical ideologies/thoughts, and is the condition and material, the origin and condition for development of philosophy. A nation may have no its own system of philosophy, but cannot have no its own culture. Without its own culture, such nation cannot exist. Culture is the necessary conditions, requisites for existence of each nation in both aspects of the material and spiritual life. According to that meaning, culture is also the requisites (...) for the existence and development of the systems of philosophy. Different from the systems of scholarly philosophy in which the thinkers, scientists completely define and create the philosophies, the universals are commonly nameless, appear and exist in the different forms such as: folkverse, folk-speech, in the daily life, in architecture, etc... Cannot determine exactly the time of generating one certain universal, one specific philosophy. But can determine the author and the appearance time of one specific system of philosophy. Such philosophies, abundant and diverse universals have existed for a long time in the life of each national community, however they can exist only side by side, reflect the specific aspects, processes of the social life, but they cannot incorporate into a system of philosophy having an internal structure, a system of reasons/arguments. Their generalization level cannot be high and closely systematical like the systems of scholarly philosophy. The life reality of the nations shows the national cultures cannot be short of philosophies, universals because they are the orientations for their activities, communication and communication. The more and more a culture develops, the bigger and bigger quantity and depth of philosophies get. The farther and farther go towards the modernity, the bigger and bigger quantity, depth and polyhedral diversity of the entire philosophies become. The more and more go backward the ancient past, the smaller and smaller quantity, depth and polyhedral diversity of the entire philosophies become. The most important is that when the system of philosophies increases in both quantity and depth, the other factors in the national culture also develop in both width and depth according to the development orientation of system of philosophies, since how far philosophies develop and expand,they will pave the way, create the direction, form the patterns for actions, communication and activities in order to create new cultural value, new cultural environment, new cultural products. Another aspect in the relationship between culture and philosophy that relates to the philosophies in the national culture is the role of the philosophies for the systems of scholarly philosophy. Only a few nations have the systems of scholarly philosophy. The systems of philosophy are normally at the high argumentative level in comparison with the philosophies in the national culture. The systems of philosophy are also an important component of the national culture. Can say, the doctrines of the scholarly philosophy is the high-leveled crystallization at the high argumentative level presenting the world outlook and the outlook on life of the nation in that era which were refracted through the concrete philosophists’ prism. The philosophies in the national culture are the direct materials for forming the structure for all factors of the systems of scholarly philosophy. On another side, the philosophies can take part more or less by their contents of knowledge, way of thinking, and deduction... into the systems of philosophy in the form of archetype. On the other hand, many philosophies indirectly take part in the doctrines of the scholarly philosophy through influencing the philosophist’s thought, consciousness during the study process, throughthe life experience, through adopting the experiences of the other people, in order to take part into the system of the scholarly philosophy since such system appeared, formed, developed and was expressed to become the systematical argumentation. The national culture is the living environment of the systems of scholarly philosophy, is the place supplying food, drinking water, oxygen and sunlight to those systems of scholarly philosophy. Like fruit trees in the garden being planted in the national culture gardens, the fatter, the richer with appropriate temperature, humidity, light they are, the more they develop with the more fruit. The systems of scholarly philosophy are the products firstly of the national culture that were piled up, distilled and sublimed through talent of the awareness, meditation, skill and spirit combined with the other virtues of the philosophists who have created the systems of scholarly philosophy that were also sprouted, fostered in the national culture. Can say there is no national culture that developed to a certain degree, cannot have the systems of scholarly philosophy. Culture is the spiritual foundation of society, at the same times is the spiritual foundation of philosophy. Culture in the broad sense of the word is the foundation of the existence of the humankind, at the same time is the decisive foundation for the birth, existence, development and perdition of the systems of philosophy.Culture despite the broad sense of the word or the narrow meaning is regularly the motive force of the social development in general in which there is the development of philosophy. A nation without a developed culture cannot have the abundant, diverse philosophies, even cannot have the systems of philosophy. A nation may be enslaved for thousands years, but it has not lost, eliminated its own culture, then that nation can exist as an independent nation. The nations can borrow the systems of philosophy, but cannot borrow the philosophies, moreover cannot borrow the culture in general. Because of the misspecification of models and specificity of operationalizations, many studies produce claims of limited utility. We suggest a path forward that requires taking a few steps back. Researchers can retool large-scale replications to conduct the descriptive research which assesses the generalizability of constructs. Large-scale construct validation is feasible and a necessary next step in addressing the generalizability crisis.

Trust has been identified as an indicator within Social Quality theory. As an important component of social quality, trust has become increasingly important in modern society because literature suggests that trust in a number of democratic countries is declining. Modern technologies and specialties are often beyond the understanding of lay individuals and thus, the need for trusting relations between lay individuals and organizations/individuals has grown. The purpose of the study was to examine the extent to which Australians (dis)trust individuals and (...) organizations/institutions. A national postal survey was conducted with 1,044 respondents recruited using the electronic white pages directory. Findings from multivariate analyses suggest that income, age, sex, and health status are associated with trust in groups of individuals and trust in organizations/institutions. The findings highlight populations where trust needs to be (re)built. Future government policy and practice should utilize these findings as a means of facilitating social quality. (shrink)

The phrase ‘chết phải toàn thây’, which has no direct English translation, can be roughly interpreted as ‘one must die with an intact body’. This belief, deeply rooted in Vietnamese culture, significantly influences how the body is treated after death. It is often linked to the idea that the body must remain whole for the soul to rest peacefully or transition smoothly into the afterlife. While many societies, particularly in the Western world, view the donation of organs after death as (...) a noble act, the belief in ‘chết phải toàn thây’ poses a significant barrier to promoting organ donation in Vietnam. This essay highlights the cultural origins of this belief and explores a broader interpretation of ‘toàn thây’ or ‘intact body’ in the modern era. The phrase ‘chết phải toàn thây’, firmly ingrained in Vietnamese culture for thousands of years, reflects the influence of religious and philosophical traditions, particularly Confucianism, Buddhism and Taoism.1 Confucianism emphasises filial piety (xiao), which includes preserving bodily integrity after death as a sign of respect for one’s parents and ancestors.2 Taoism, with its focus on the soul’s immortality and harmony with nature, regards the body as a sacred vessel crucial for maintaining a balance between the physical and spiritual realms.2 Together, these traditions form a cultural framework that assigns profound spiritual and emotional significance to the body, making its preservation a deeply held …. The principle of mandatory prosecution (MP) is respected, extensively applied, and has a long-standing tradition in continental European countries, and it is highly valued in socialist nations. However, in recent decades, there has been a notable shift in its implementation within these countries, with numerous studies reflecting this change by presenting diverse perspectives on the necessity to alter, modify, or preserve this principle. One of the primary aims of this paper is to examine the scope of research on responses to (...) MP and the main reasons for maintaining or renewing MP highlighted in related publications. This paper employed a systematic literature review (SLR) to search the Scopus and Web of Science (WoS) databases, compiling a total of 28 papers spanning 50 years. These articles cover a wide range of countries and diverse jurisdictions currently applying either MP or discretionary prosecution (DP) principles. Furthermore, the literature review includes various arguments and discussions on how countries should respond to MP. Findings indicate that MP persists due to its enduring values, such as legality and equality, alongside its significant role in safeguarding the criminal justice system against arbitrariness and abuse of power. Our paper also reveals that the tendency to renew or replace MP is influenced not only by conflicting opinions but also by political factors and the consideration of victims’ discretion in certain offenses, particularly in cases of domestic violence. Additionally, three options for reconciling MP and DP principles are proposed to aid readers in understanding the transition process between these two fundamental principles. Ultimately, the paper advocates for further research on MP in current or former socialist countries, where applicable. (shrink)

Given that health systems research involves different aims, approaches, and methodologies as compared to more traditional clinical trials, the ethical issues present in HSR may be unique or particularly nuanced. This article outlines eight pertinent ethical issues that are particularly salient in HSR and argues that the ethical review process should be better tailored to ensure more efficient and appropriate oversight of HSR with adequate human protections, especially in low- and middle-income countries. The eight ethical areas we discuss include the (...) nature of intervention, types of research subjects, units of intervention and observation, informed consent, controls and comparisons, risk assessment, inclusion of vulnerable groups, and benefits of research. HSR involving human participants is necessary to ensure health systems strengthening and quality of care and to guide public policy intelligently. Health systems researchers must carefully define their intent and goals and openly clarify the values that may influence the premises and design of protocols. As new types of population-level research activities become more commonplace, it is critical that institutional review board and research ethics committee review processes evolve to evaluate these research protocols in ways that address the nuanced features of these studies. Within the research community, it is generally accepted that consent processes for research should be culturally appropriate and tailored to the context, yet researchers continue to grapple with what valid consent means within specific stakeholder groups. In this study, we explored the consent practices and attitudes regarding essential information required for the consent process within hospital-based trial communities from four referral hospitals in Vietnam. We collected surveys from and conducted semi-structured interviews with study physicians, study nurses, ethics committee members, and (...) study participants and family members regarding their experiences of participating in research, their perspectives toward research, and their views about various elements of the consent process. In our findings, we describe three interrelated themes related to the consent process: words and regulation; reimbursement, suspicions, and joining; and responsibilities. In general, stakeholders had highly varied perspectives of nghiên cứu and researchers used varying levels of detail regarding all aspects of the study in the consent process to build trust with and/or promote potential research participants’ choices about taking part in research. Findings additionally highlight how researchers felt that offering financial reimbursements in a hospital setting, where payment for services was routine, would be unfamiliar to participants and could raise suspicions about the research. Participants, however, focused their discussions on reimbursement or alternative reasons for joining the study, such as health related benefits or altruism. Finally, participants often relied on their physician to help them decide about joining a study or not. Further research is needed to understand how researchers and participants make sense of and practice consent, and how that impacts participants’ decision-making about research participation. To promote valid consent within this context, it is important to engage with hospital-based trial communities as a whole. The data from this study will inform future research on consent, guide the revisions of consent related policies within our research sites and point to several larger issues surrounding researcher-participant expectations, communication, and trust. Medical students’ mask-making can provide valuable insights into personal and professional identity formation and wellness. A subset of first- and second-year medical students attending a medical school wellness retreat participated in a mask-making workshop. Faculty-student teams examined student masks and explanatory narratives using visual and textual analysis techniques. A quantitative survey assessed student perceptions of the experience. We identified an overarching theme: “Reconciliation/reclamation of authentic identity.” The combination of nonverbal mask-making and narrative offers rich insights into medical students’ experience and (...) thinking. Her sanat dalında olduğu gibi hat sanatında da güzeli arama arzusu ve eşsiz eserler ortaya koyma çabası, hattatları sabırla çalışmaya ve kendi sınırlarını zorlamaya sevk etmiştir. Bir kitap sanatı olan hüsn-i hattın kelime manasının “güzel yazı” olmasına mukabil, daha iyisini yazmak uğruna harcanan çaba yorucu ve zahmetlidir, ancak sabırla çalışan elbette ki karşılığını alır. Başka bir deyişle “Muhakkak ki Allah güzeldir, güzeli sever!” hadis-i şerifi ışığında bu (...) sanata gönül verenler, yazıyı daha muntazam yazma hususunda büyük ölçüde gayret gösterirler. Harf bünyesini oluşturan kaidelerin dışında satır ve sınırlara bağlı kalmadan yazılan bu yazılar kendi içinde bir kompozisyon oluşturmakta ve çoğu zaman yazan kişiyi dahi hayrete düşürecek özgün çalışmalar ortaya çıkabilmektedir. On Theravada Buddhism and philosophy of mind.

Study on Trilaksaṇa, the four seals of the Buddhist doctrine.

The book "Wer hat das Wissen in der Wissenschaft versteckt?" [Who had hidden knowledge in science?] is about the organisational character of science - "science" as understood in continental Europa as social & natural sciences. The reason for this interest is that, as it is the case with other things, human beings undertake scientific enquiries because they, as individuals, have certain interests related to the content of their activities, they want to know certain things. Then, when an activity is organised, (...) the organisation (or organisational structure) itself develops own interests and imposes them on the individuals. Soon, the individuals do not follow anymore (so much) their own interests but the interests of the organisation. This phenomenon is exemplarified by an analysis of the foreword of Wilhelm Schmid's book: "Philosophie der Lebenskunst" (1998) [Philosophy of the art of living], his habilitation at the University of Erfurt: The analysis shows how Schmid in this foreword is trying hard to present the art of living (which is first and foremost useful for the individual human person) as something which is useful for society because this is what science, represented by the academic environment in which we are socialized requires. In total, the book comprises 12 individual studies of which the analysis of the foreword of Schmid's "Philosophie der Lebenskunst" is one. The other 11 studies analyse texts by: Jeanne Marie Gagnebin, Sandra Beaufays, andreas Hütig, Carl Djerassi, Monika Wogrolly, Friedericke Hassauer, Michel Foucault, John Stuart Mill, Erich Visotschnig & Siegfried Schrotta, Gordon A. Frutschnigg, and Oliver Sacks. One important aspect of the book is the relationship between philosophy and science, analysed e.g. with the help of Gordon A. Frutschnigg's diploma theses on the diploma theses completed at the Institute of Philosophy of the University of Vienna between 2005 and 2007: Can philosophy, which primarily serves for the orientation of the individual in life be scientific in the sense of the organisational character of science (which tries to exclude individual interests as best as it can for they are deemed to bring subjectivity into science striving for objective truth). The choice of the books/texts which are analyzed in this study was partly (admittedly) random; however, they bear a common characteristic which is: these are texts which show/make visible the organisational character of science. The character of the studies in this book is phenomenological because they provide a close look at 12 texts/books and their use of language, supported by extensive quotes. (shrink)
