ABSTRACTSome people might argue that there are already too many different documents, guidelines, and regulations in bioethics. Some overlap with one another, some are advisory and lack legal force, others are legally binding in countries, and still others are directed at narrow topics within bioethics, such as HIV/AIDS and human genetics. As the latest document to enter the fray, the UNESCO Declaration has the widest scope of any previous document. It embraces not only research involving human beings, but addresses broader (...) concerns in medicine and healthcare. The UNESCO draft declaration has some minor weaknesses, but on the whole, the strengths outweigh the weaknesses. One weakness is that some items in the draft are stated in a way that is too restrictive, thereby appearing to rule out legitimate activities. A strength of the Declaration is that it is relatively brief, yet at the same time contains sufficient detail to make it something more than a rehearsal of mere pieties. As the most recent of the numerous bioethics and human rights documents, the UNESCO draft draws on many of the earlier documents and also includes some of the most recent thinking about ethical norms and obligations. Perhaps its greatest strength lies not in details of the principles or their implementation, but rather in its stature as an international declaration issued by a United Nations organization. Education in Africa is in a crisis. Some scholars go as far as to say that it is broken. This was also noted when the United Nations Sustainable Development Goals, linked to the Agenda 2063: The Africa We Want, were developed. One of the goals was defined as to ‘Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all’. This article explores the important role of education in transforming societies. To achieve this objective, the (...) research in this article is based on a qualitative literature search. It focuses on relevant literature that included books, scholarly articles, online articles and scientific data provided by Statistics South Africa. It starts off by describing the brokenness of education in South Africa through the latest statistics that provide a very dark picture of education in the country. In the second place, the article revisits the Reformation to indicate that the church can and is called to play an important role in the improvement of education. The article concludes with two examples of how church organisations and specific churches in South Africa take up the challenge to transform societies through specific educational programmes.Contribution: Specific mention is made of the programme of the South African Council of Churches called The South Africa We Pray For and Little Seeds, which is a combined programme in Early Childhood Development. As such, what happens in South Africa can be an example to the rest of Africa. (shrink)

If national education is, as Ilan Gur-Ze’ev thinks, inevitably a matter of agents for and victims of a national system, only a “counter-education” can correct it. Martin Buber shared many of Gur-Ze’ev’s concerns, but advocated a more positive view of national education. This essay examines Buber’s development of his pedagogical theory in its context, notes his influence on several educational models, investigates how his view of national education either continues or is ignored (...) in the modern State of Israel, and shows that his positive view draws not only on his “I-Thou” dialogical insight but also on his advocacy of a myth of Zion, a myth that provides an alternative not just to the dominant myths in Israel today but also to Gur-Ze’ev’s counter-education. Through an examination of selected documents, this article explores the role which the Irish state attributed to education in promoting the Christian, specifically Catholic, identity of its young citizens. The essay also examines the evidence of a desire to distance the state from a direct role in reinforcing the religious dimensions of cultural identity and of an endeavour to reconcile respect for the nation's Christian heritage with respect for other versions of human self-understanding.

ABSTRACTMany rich countries are witnessing the rise of xenophobic political parties. The opposition to immigration and global redistributive policies is high. How can we pursue global justice in such non-ideal circumstances? Whatever the way we want to pursue global justice, it seems that a change in the political ethos of citizens from rich countries will be necessary. They must come to internalize some genuine concern for foreigners and relativize national identities. Can education contribute to the promotion of such (...) cosmopolitan ethos? An overtly cosmopolitan educational agenda is not likely to be endorsed in these societies where national ties and national priority may be considered fully legitimate by the majority. Nevertheless, this paper argues, some more achievable educational aims may have desirable cosmopolitan spillover effects although it is not their primary purpose. Decentration, empathy, critical thinking, understanding of social reality and social mix can be defended as necessary for a better domestic society. Yet these aims also make the widespread development of a cosmopolitan ethos more likely. This paper thus considers the arguments that can be made for these educational aims and their potential effects on citizens’ attitudes towards foreigners. Then, it discusses a possible tension with another aspect of national civic education: national integration. (shrink)

The paper argues that nationality and national sentiment have been, until fairly recently, neglected topics in liberal, as distinct from conservative, political and educational philosophy. It claims that the promotion of national sentiment as an educational aim is not incompatible with liberalism, and may indeed be desirable for reasons of personal and cultural identity as well as for redistributive reasons. It then explores a remodelled conception of British nationality in particular; and finally looks at curricular implications.

This research focuses on the similarities and differences in the cognitive moral development of business professionals and graduate business students in two countries, India and the United States. Factors that potentially influence cognitive moral development, namely, culture, education, sex and gender are analyzed and discussed. Implications for ethics education in graduate business schools and professional associations are considered. Future research on the cognitive moral development of graduate business students and business professionals is recommended.

Literature on ethical behavior has paid little attention to the mechanism between macro-environmental variables and environmental performance. This study aims at constructing a model to examine the relationships which link cultural values, population growth, economic development, and environmental performance by incorporating the mediating role of education. The multiple linear regression model was employed to test the hypotheses on a 3-year-pooled sample of 51 countries. Empirical results conclude that national culture, economic development, and population growth would significantly influence environmental (...) performance directly. In addition, through the mediating effect of education, population growth and national culture would significantly affect environmental performance indirectly. These findings provide theoretical and managerial implications for constructing the mechanism of cultural values and ethical behavior in general and environmental management in particular. (shrink)

The 1988 Education Reform Act legislated for a statutory curriculum in state-funded schools in England and Wales. This study explores how, out of a common curriculum framework for both countries, there emerged a school curriculum that was adapted to the distinctiveness of the linguistic and cultural context in Wales. The roles of those most closely involved in policy development in Wales are examined as is the relationship between the 'national' and 'territorial' arenas of policy-making in the months leading (...) up to publication of the Education Reform Bill in November 1987. It is argued that a pragmatic approach to policy development in Wales during that period laid the foundations both for a reworking of the 1988 curriculum framework during the 1990s and for potentially more radical change following the 2002 Education Act. Florentino Ameghino was probably the most important naturalist in nineteenth-century Argentina, being a self-taught palaeontologist, whose theories rivalled the most advanced of the time in Europe and the United States. On top of his vast palaeontological discoveries, Ameghino’s fame came from his theory of the origin of the human species in the Argentine Pampas, published in 1880. The idea of Ameghino’s followers was to create a place of secular pilgrimage for the new Argentine nation to honour their own secular hero (...) or saint, as Ingenieros had called him. A few accusations by the local Catholic Church were posed with Ameghino’s followers denying them. The education of the nation was one of the greatest concerns that Catholics had, and some saw in the positivist liberal position a rejection of the education on the virtues required for the building of a nationally educated society in Argentina for the twentieth century. -/- . John Howard Whitehouse was a British educationalist, social reformer and the founder of Bembridge School on the Isle of Wight. Originally published in 1913, this book contains a series of essays by Whitehouse on the creation of a national education system. The text was issued with the general approval of the executive committee of the Liberal Education Group of the House of Commons. Yael Tamir's book Liberal Nationalism seeks to show that liberalism and nationalism are not incompatible political philosophies. Nationalism need not take the closed, authoritarian form it has so often taken; and liberalism is premised on certain national ideas, including national self-determination. This critical discussion of her account is broadly sympathetic to the compatibility thesis, but takes issue both with her notion of nationalism, with her account of a nation as a self-conscious cultural community, and with the sharp line (...) she draws between civic and cultural concerns. Although her book does not deal with education, this paper concludes with remarks about what the role of nationality should be in education, in both a Tamirian and a non-Tamirian framework. Schools have always been under presure to change or reform. Recent public criticism of schools provoked an attempt to address weaknesses in American education. Goals 2000 is a legislative effort that would reform schools using national goals for education. Selected goals are highlighted and The Language of Education provides a structure to develop understanding of the goals. We conted that Scheffler's method for examining the discussion on education and policies developed from it is valid in (...) the contemporary context. The analysis possible using The Language of Education would bring a missing sense of order to educational policy development and possibly give voice to those often disenfranchised by the process. As has become tradition, executive directors of United States’ presidential bioethics committees offer reflections about their experience shortly after the orderly shutdown of the commission staff. After the records are filed according to government records regulations; after all the staff members, who are hired into temporary positions that must be renewed every two years, have secured permanent employment; after preparations are made to ensure that the next commission staff (should there be one) has a budget and standard operating procedures in (...) order to begin its work in a timely manner; after the lights are turned out for the last time, the executive director makes the final climb up the stairs into the sunlight and reflects on the whirlwind. There is much about my work with the Presidential Commission for the Study of Bioethical Issues that deserves comment, but one aspect of the commission that has been especially valuable to me is its work to educate the nation on bioethical issues. This is, moreover, a contribution in which the commission staff was central, and it is one that, as an ethics educator myself, I will cherish deeply. (shrink)

Immanuel Kant is the author of the project of “perpetual peace” as a concept for a global federation of states remaining in peaceful relations towards each other. According to the philosopher, in order for such a federation to be possible at some time in the future, individual states need to be institutions which respect their citizens’ right of self-determination. An additional necessary condition for the future implementation of “perpetual peace” is the appearance of at least one state with a republican (...) system of government. The German thinker saw that as the first step towards realising “perpetual peace”. According to Kant, “perpetual peace” is not only limited to the existence of a certain set of institutions, appropriate laws, or external relations among states and individual people. “Perpetual peace” chiefly demands that people internalise the following obligations: 1. peaceful conduct towards others; 2. hospitality; 3. fairness; 4. respect towards the self-determination of others; 5. self-sufficiency; 6. respecting the freedom of others; 7. refraining from actions which might raise distrust in others. Based on those requirements, the philosopher suggests that the fundamental condition for a future existence of “perpetual peace” is the proper moral education of people. (shrink)

In U.S. national policy, K-12 education is slated to play a significant role in the development and deployment of the National Information Infrastructure (NII). Analysis of legislation, policy documents, and histori cal narratives about attempts to use communications technologiesfor K-12 education shows, that these texts and discourses construct knowledge about, and allowable domains for, education in communications and national policy contexts such as the NII. This article fashions a counternarrative of policy pasts and presents (...) that constructs new knowledge about the NII and education and questions the many relations that have structured, and continue to structure, the process and practice of education relative to communications- based technologies. By briefly drawing attention to such counternarratives, the author encourages communications and educational policy makers to consider how education's position might be constructed and envisioned differently as they design policies for current and future uses of telecommunications-based educational technology and the NII. Originally published 1974. Thousands of elementary schools for the children of the poor were founded during the nineteenth century, yet there is scarcely a published history of a single one of them. This volume is precisely such a history and the authors trace its story against the background of local and national change in education and society. On the basis of a unique collection of records the authors have pieced together a picture of the social composition of the (...) school, its curriculum and teaching methods, and its administration and finance. Despite the growing population of youth identifying with a transgender or nonbinary gender identity, research on gender-diverse individuals’ educational outcomes is limited. This study takes advantage of the first nationally representative, population-based data set that includes measures of gender identity and educational outcomes: the High School Longitudinal Study of 2009. Using minority stress and structural symbolic interactionist frameworks, we examine the association between gender identity and high school and college educational outcomes. We compare the educational outcomes of gender-diverse youth—binary transgender, (...) nonbinary, and gender unsure—with those of cisgender youth, and also examine differences within the gender-diverse population. Given the strong link between minority stress and educational experiences among gender-diverse youth, we examine differences in outcomes before and after accounting for school belonging and emotional distress. We also account for individuals’ social-structural location, arguing that social positionality shapes both gender identity and educational outcomes. Results indicate important differences in educational outcomes within the gender-diverse population: Whereas binary transgender and gender-unsure youth exhibit educational disadvantage, relative to cisgender youth, nonbinary youth do not. The gender-unsure disadvantage remains even after accounting for differences in social-structural location and social-psychological factors associated with minority stress. (shrink)

The term 'Asian values' became popular in the political discourse in the 1980s and 1990s. The most vocal proponents of Asian values are Singapore s Lee Kuan Yew and Malaysia's Mahathir and their deputies and government officials, as well as post-Tiananmen Chinese leaders. Most notable of all these three strands of the Asian values debate is the 'Singapore School', which 'comprises leaders who have articulated a defence of the Singapore regime, either in their personal or official capacities'. This article discusses (...) the origins and philosophical underpinnings of 'Asian values' in the Singapore context and its relationship to civics education. First, it provides the historical context for the interest in Confucianism and Asian Values. It then looks at the role and use of Confucianism and Asian Values in Asia, before discussing the case of Singapore and Asian values. I explore the interconnections between changes in history, civics and social studies curricula, and the politics of the 'Asian Values' discourse in Singapore which underpins these curricula. At the heart of the issue was the states attempt to forge and articulate a Singaporean identity, and the role of citizenship/moral education in attaining this elusive nation building goal. (shrink)
