Policy Reforms.Partha Dasgupta - 2001 - In Human Well-Being and the Natural Environment. Oxford University Press.
It is shown that the correct way to evaluate a public project is to compare reductions in consumption arising from the investment outlay with the increase in wealth that the investment helps to create. Putting it in other words, projects should be accepted if they add to wealth, but not otherwise. It is also shown that for public projects this amounts to estimating the present discounted value of the flow of the project's social profits. A project whose PDV is positive (...)

Women's movements and state policy reform aimed at domestic violence against women:: A comparison of the consequences of movement mobilization in the U.s. And india.Diane Mitsch Bush - 1992 - Gender and Society 6 (4):587-608.
This article compares the social movement mobilization that led to reforms in police and judicial handling of battering in the United States to the movement ideology, organization, and tactics that resulted in analogous policy reform in the processing of dowry burnings and beatings in India. Using field notes and secondary sources from both countries, the article examines how both movements redefined violence against women in families as a public issue, then looks at how movement demands affected policy (...)

The troubled path to food sovereignty in Nepal: ambiguities in agricultural policy reform.Puspa Sharma & Carsten Daugbjerg - 2020 - Agriculture and Human Values 37 (2):311-323.
The food sovereignty movement arose as a challenge to neoliberal models of agriculture and food and the corporatization of agriculture, which is claimed to have undermined peasant agriculture and sustainability. However, food sovereignty is an ambiguous idea. Yet, a few countries are institutionalizing it. In this paper, we argue that food sovereignty possesses the attributes of a ‘coalition magnet’ and, thus, brings together policy actors that support agricultural reform, but have diverse and often opposing interests, in a loose (...)

The Article traces recent trends in the management and distribution of citizenship within the Israeli context of the 1990s, as they have evolved in the wake of new modes of migration that are neither Jewish nor Palestinian and that stem from liberalized market policies. The Article focuses on administrative and policy initiatives taken since September 2003 that deal with the naturalization of the children of undocumented labor migrants. The vulnerable situation of these migrants in lacking resident status and being (...)

Leaving a Legacy for my Children: The One-Child Policy Reform and Engagement in CSR Among Family Firms in China.Douglas Cumming, Jun Hu & Huiying Wu - 2024 - Journal of Business Ethics 193 (3):611-632.
The reform of China’s one-child policy allows families to have more children and thus may affect anticipation of intergenerational succession of family businesses and drive family firms to improve their corporate social responsibility (CSR). Using a difference-in-differences design, we find that the reform positively affects the CSR of family firms. We also find that the positive impact is more pronounced for family firms whose owners have fewer children, have no son, and have not yet surpassed reproductive age (...)

The development of a human right to water and sanitation under international law has created an imperative to implement human rights in water and sanitation policy. Through forty-three interviews with informants in international institutions, national governments, and non-governmental organizations, this research examines interpretations of this new human right in global governance, national policy, and local practice. Exploring obstacles to the implementation of rights-based water and sanitation policy, the authors analyze the limitations of translating international human rights into (...)

The expansion of the corpus of international human rights to include the right to water and sanitation has implications both for the process of recognizing human rights and for future developments in the relationships between technology, engineering and human rights. Concerns with threats to human rights resulting from developments in science and technology were expressed in the early days of the United Nations (UN), along with the recognition of the ambitious human right of everyone “to enjoy the benefits of scientific (...)

The federal government indirectly subsidizes the pharmaceutical industry by funding basic research, various tax credits and deductions, patent rules, grants of market exclusivity, and other means, in order to spur drug development, promote public health, and improve medical care. But today, the pharmaceutical industry often neglects these goals and sometimes even undermines them, due to what Lawrence Lessig refers to as institutional corruption — that is, widespread or systemic practices, usually legal, that undermine an institution’s objectives or integrity. A key (...)

Mild and moderate mental illnesses can hinder labor force participation, lead to work interruptions, and hamper earning potential. Targeted interventions have proven effective at addressing these problems. But their potential depends on labor protections that enable people to take advantage of these interventions while keeping jobs and income.

The Spanish future subjunctive demonstrates how linguistics can inform modern language policy. The FS is described as an archaism to be eliminated from contemporary legal texts. We analyze a corpus of over 3000 tokens of the FS in Spanish legal texts dated between the 13th and 16th century. The FS has two functions in legal discourse. The casuistic function allows for indicating paradigmatic subordination; the forwarding function introduces new information. Our quantitative results suggest an increase in the usage frequency (...)

Choices or Rights? Charter Schools and the Politics of Choice-Based Education Policy Reform.Nicholas J. Eastman, Morgan Anderson & Deron Boyles - 2016 - Studies in Philosophy and Education 36 (1):61-81.
Simply put, charter schools have not lived up to their advocates’ promise of equity. Using examples of tangible civil rights gains of the twentieth century and extending feminist theories of invisible labor to include the labor of democracy, the authors argue that the charter movement renders invisible the labor that secured civil protections for historically marginalized groups. The charter movement hangs a quality public education—previously recognized as a universal guarantee—on the education consumer’s ability to navigate a marketplace. The authors conclude (...)

The paper describes the nature and scope of US obligations under the GATS, the ways in which the trade agreement intersects with domestic health policy, and the institutional factors that mediate trade-offs between health and trade policy. The analysis suggests that the GATS (...)

Making Policy with Bureaucrats and Experts: The Dilemma of Citizen Members in the Participatory Pension Reforms in Japan.Sunil Kim - 2016 - Japanese Journal of Political Science 17 (2):278-300.
Documenting how the Japanese state responded to increasing social discontent during initiation of unpopular welfare reforms, this study examines the factors that hindered the political empowerment of civil society despite the timely introduction of participatory policymaking institutions. The Japanese government opted in the early 2000s to introduce a participatory method to initiate the unpopular pension reform. Deliberation councils were established to encourage open discussions among government policymakers and committee members, including citizen representatives. The final outcomes of the deliberations, however, (...)

These individuals are ineligible for the federal insurance program that covers dialysis and/or transplantation for citizens, and consequently are subject to local or state policies regarding the provision of healthcare. In 76% of states, undocumented immigrants are ineligible to receive scheduled outpatient dialysis treatments, and typically receive dialysis only when presenting to the emergency center with severe life-threatening symptoms. ‘Emergency-only hemodialysis’ is associated with higher (...)

The Misdirection of Education Policy poses critically important questions about the wisdom of American public education policy and reform initiatives. The approach suggested here is designed to offer an arterial that allows students and teachers to do more than simply prepare for STEM careers; it advocates for an education that helps people navigate life by becoming explorers who remain curious and analytical about their world.

Between 1909 and 1941, the Russell Sage Foundation (RSF) was actively involved in crafting and lobbying for policy solutions to the pervasive problem of predatory lending. Using a rich assortment of archival records, I build upon political learning theory by demonstrating how institutional conditions and political pressures – in addition to new knowledge gained through scientific study and practical experience – all contributed to the emergence and development of RSF experts’ policy ideas over the course of this 30-year (...)

While the evidence is clear that the changes pose a challenge to maintaining standards amidst resource cuts and restructuring, the processes through which these changes occur and the decisions which drive the reforms remain complex and largely obscure. This paper intends to stimulate further thinking and debate among nurses about the effects of these reforms on the (...)

Japan's New Agricultural Trade Policy and Electoral Reform: 'Agricultural Policy in an Offensive Posture [ seme no nosei]'.Hironori Sasada - 2008 - Japanese Journal of Political Science 9 (2):121-144.
The Japanese government maintained protectionist agricultural policies for several decades after the end of World War II. However, it recently introduced a new policy that aims at promoting the export of agricultural products to overseas markets. Agricultural export promotion policy is fundamentally different from traditional agricultural trade policies, as it focuses primarily on the promotion of competitiveness of Japanese agriculture rather than protection of inefficient farmers. This paper tries to explain this intriguing development in Japanese agricultural trade (...) by focusing on the impacts of the changes in legislators' incentives since the electoral reform of 1994. It argues that the post-reform electoral environment induced the introduction of the agricultural export promotion policy. It is because the reform made certain particularistic policies, such as the protection of the agricultural sector, less attractive to politicians that politicians must now appeal to a broader consituency. In its early periods, pesantren as a type of Islamic educational institution focused merely on religious teachings. Socio-political pressures and the need to carry out Islamic outreach have pushed kiai as pesantren leaders to negotiate their idealism according to the circumstances in different historical periods. Historical accounts from the Dutch colonial period to Indonesian independence show that kiai leadership becomes the decisive factor as well as the legitimation for pesantren to take certain actions during precarious situations. Three sets of ideas are proposed: inter- and intra-generational equity, stability of public systems, and a sense of solidarity, which confirms the scope of community and functions as a precondition for the previous two ideas.
