Public schools are functionally provided through structural arrangements such as government funding, but public schools are achieved in substance, in part, through local governance. In this essay, Kathleen Knight Abowitz explains the bifocal nature of achieving public schools; that is, that schools are both subject to the unitary Public compact of constitutional principles as well as to the more local engagements with multiple publics. Knight Abowitz sketches this bifocal nature, exploring both the (...) unitary ideal and its parameters, as well as the less understood forms of multiple, organic publics that come into being in response to localized problems in schools or districts. These publics often fail to realize their potential in the development of increased capacity for enhanced teaching and learning. The essay ultimately points to a practical application: that educational leadership of all types, and with some very specific kinds of habits and skills, is needed to help achieve public schools. Postmodernism is a philosophical description that encompasses philosophy, the arts, a period of history, and many other aspects of today’s existence. This dissertation examines the extent to which Indiana public school superintendents use postmodern philosophy as opposed to modern philosophy to inform their practice. This was accomplished by examining eight leadership concepts through the application of questions with decisions related to either modernism or postmodernism. Inspired by Rancière, we indicate first how the actual (international and national) policy story about the school and the organizational technologies that accompany it install and legitimate profound inequalities, which consequently can no longer be questioned (and become 'invisible'). The Landless Workers’ Movement has been the principal protagonist developing an alternative educational proposal for rural public schools in Brazil. This article analyzes the MST’s differential success implementing this proposal in municipal and state public schools. The process is both participatory—activists working with government officials to implement MST goals—and contentious—the movement mobilizing support for its education initiatives through various forms of protest. In some locations, the MST has succeeded in institutionalizing a participatory relationship with government actors, (...) while in other regions the MST has a more limited presence in the schools or has been completely banned from participating. Drawing on the concept of coproduction—the active participation of civil society actors in the provision of public goods—the author argues that coproduction is a joint product of high levels of social mobilization and government orientation. In this article, I argue that the material and rhetorical connection between “parental involvement” and motherhood has the effect of making two important features of parental involvement disappear. Both of these features need to be taken into account to think through the positive and negative effects of parental involvement in public schooling. First, parental involvement is labor. In the following section of this paper, I discuss the work of feminist scholars who have brought this to light. Second, parental involvement (...) remains one of the most significant ways in which citizens participate in the public sphere. While education reform projects centered on parental involvement do show some recognition that what parents/mothers do is in fact work, even as they ignore the gendered dimensions of this work and sunnily demand that parents do ever more of it, these projects resist the recognition that parents’/mothers’ involvement is also political. In this paper I will deal with the question of the religious education in the public schools in Romania, from the point of view of the relationship between Church and State. My quantitative and qualitative analysis of the bills concerning religious education, the way in which law has been applied and some of the consequences of this application wants to circumscribe the meaning of some concepts such as religious liberty and the new religious forms. The basic consequence of (...) this I hope will be the redefining of the notion of public space and of the role played by religion with its characteristic aspects: the relationship between state and religious organizations. This will clearly show the essential bond between two main aspects of religious liberty: the formal aspect - legal and institutional - and the informal aspect – an aspect connected to the personal and social attitudes regarding the new forms of religious behaviour. In this article we aim to open a new line of debate about religion in public schools by focusing on religious ideals. We begin with an elucidation of the concept ‘religious ideals’ and an explanation of the notion of reasonable pluralism, in order to be able to explore the dangers and positive contributions of religious ideals and their pursuit on a liberal democratic society. We draw our examples of religious ideals from Christianity and Islam, because these religions have (...) most adherents in Western liberal democracies that are the focus of this article. The fifth and most important section ‘‘Reasonable pluralism and the inclusion of religious ideals in public secondary schools’’ provides three arguments for our claim that public schools should include religious ideals, namely that they are important to religious people, that they are conducive for the development of pupils into citizens of a liberal democracy, and that the flourishing of pupils as adults is advanced by encountering religious ideals. We also offer a more practical reason: religious ideals can more easily be included within public education than religious dogmas and rules. (shrink)

Plurality implies a public sphere in which different worldviews (e.g. Secular Humanist, Christian, Jewish, Muslim and others) coexist respecting each other. Banning the presence of one or several of them from the public sphere is questionable in principle, and divisive in practice.

I consider what it might mean to teach creationism and offer a variety of educational, legal, religious, and philosophical arguments for why it is improper to teach it in public school science classes and possibly elsewhere as well. I rebut the standard creationist arguments for inclusion. I also rebut Rawlsian arguments offered by philosopher of religion Alvin Plantinga.

The study aimed to comprehensively overview the experiences encountered by public school employees during the recruitment, selection, and placement (RSP) process within the DepEd Bohol Division. Employing a qualitative-descriptive research design, the researchers utilized a phenomenological approach to delve deeply into these experiences, shedding light on the nuances and intricacies of the division's RSP process. As Lambert et al. (2013) described, qualitative- descriptive studies aim to provide a comprehensive and detailed summary of specific events experienced by individuals or groups (...) in everyday terms. To achieve this, Colaizzi's (1978) data analysis method was applied, meticulously gathering, transcribing, and analyzing recorded participant responses. The rigorous analysis revealed that an overwhelming 81% of the participants recognized significant challenges within the current RSP system of the division, underscoring the pressing need for a renewed approach to address these identified challenges. This highlighted the necessity for an RSP policy that is responsive and innovative, tailored to meet the evolving needs and expectations of applicants, schools, and the division. By implementing improvements to the RSP process, a more efficient and timely filling of vacated and newly available positions is anticipated, contributing to the seamless functioning of the educational system and ultimately enhancing the prospects of success. At a House hearing on December 5, 2023, the presidents of three universities—Harvard, MIT, and the University of Pennsylvania—refused to state that certain kinds of hate speech, specifically calls for genocide of Jews, are prohibited on their campuses. The backlash against two of them, Harvard’s Claudine Gay and Penn’s Liz Magill, was swift and devastating; both of them were successfully pressured to resign. Still, while Professors Gay’s and Magill’s responses were widely criticized as tone-deaf, they were legally correct. At many (...) private, and all public, colleges and universities, even the worst hate speech is generally protected unless it is accompanied by aggressive, threatening, or violent conduct. -/- These “demotions” augur even worse consequences, including termination, for less powerful faculty who say the “wrong” thing, in particular statements in support of Trumpism, an increasingly mainstream ideology that stitches together white supremacy, misogyny, a preference for autocracy over democracy, and several phobias—homophobia, Islamophobia, transphobia, and xenophobia. The question I address in this paper is whether these consequences are constitutional at public schools. Whose right is stronger—a public-school teacher’s First Amendment right to express pro-Trumpist sentiments or a public school’s right to maintain a fair, inclusive, and welcoming learning environment? In this article, I argue that the public school has the upper hand here, that it is indeed constitutionally permitted to prohibit political hate speech that contributes to a hostile learning environment. Still, I narrowly limit this prohibition to dehumanizing speech—that is, speech explicitly suggesting that some human beings are “lesser”, intrinsically less valuable, than other human beings. -/- One objection to this position is that public schools may not prohibit any speech, no matter how dehumanizing, because such prohibition amounts to constitutionally impermissible viewpoint discrimination. I argue, however, that viewpoint discrimination is an integral part of education and therefore constitutionally permissible. Education necessarily involves promoting some values over others. These values fall into seven categories: constitutional principles, the humanist virtues, successful character traits and behaviors, knowledge and truth, art and beauty, health (both mental and physical), and social goods (such as justice, peace, and rule of law). In this paper, John Tillson defends an approach to deciding the aims and content of public schooling from the critique of Public Reason Liberalism. The approach that he defends is an unrestricted pairing of the Epistemic Criterion and of the Momentousness Criterion. On the Epistemic Criterion, public schooling should align students' credence with credibility. On the Momentousness Criterion, public schooling ought to include content that it is costly for children to lack the correct view about, where (...) they are otherwise unlikely to have it. Public Reason Liberals seek to restrict both the Epistemic and Momentousness Criteria to within a range that is acceptable to politically reasonable citizens. In response, Tillson argues, first, that the considerations that encourage Public Reason Liberalism instead motivate unrestricted versions of the Epistemic and Momentousness Criteria; and, second, that Public Reason Liberalism faces a dilemma, that it either entails absurd consequences or must undermine itself in addressing these. Some children living with life-shortening medical conditions may wish to attend school without the threat of having resuscitation attempted in the event of cardiopulmonary arrest on the school premises. Despite recent attention to in-school do-not-attempt-resuscitation (DNAR) orders, no assessment of state laws or school policies has yet been made. We therefore sought to survey a national sample of prominent school districts and situate their policies in the context of relevant state laws. Most (80%) school districts sampled did not have policies, (...) regulations, or protocols for dealing with student DNARs. A similar majority (76%) either would not honor student DNARs or were uncertain about whether they could. Frequent contradictions between school policies and state laws also exist. Consequently, children living with life-shortening conditions who have DNARs may not have these orders honored if cardiopulmonary arrest were to occur on school premises. Coordinated efforts are needed to harmonize school district, state, and federal approaches in order to support children and families' right to have important medical decisions honored. (shrink)

This book provides an antidote to the ungrounded, anecdotal components that define the contemporary conversation regarding policies of standardized dress in American K-12 districts and schools. The contributing authors draw upon years of educational teaching and administrative experience and research directed at objectively and empirically understanding the issue of school uniform policies at two focal levels of schooling: elementary and middle.

Big business moguls seem determined to dismantle public schools in the name of a market driven system of educating children via vouchers and charter schools. No Child Left Behind contributes to this business-model and penalizes children and teachers with unrealistic expectations and expensive unnecessary testing. Research indicates that NCLB, charter schools, and vouchers do not improve students’ learning or help educators teach better. This qualitative study examines the expectations and beliefs parents, students, and teachers have about the teaching of heritage histories in public high schools. Students from three heritage groups, as well as their parents and teachers, were interviewed to shed light on this complex, often silent, relationship. This study is grounded in literature about the purposes of history education, historical distance, and collective memory/heritage, which give shape to and help to explicate some of the more complex issues inherent in (...) the teaching of heritage histories. Participants included four Hmong students, three of their parents, and their teacher in St. Paul, Minnesota; eight Chinese students, nine of their parents, and their teacher in Elmdale, California; and five Jewish students, five of their parents, and their teacher in Maple Lake, Illinois. Findings indicate that the three stakeholder groups believe that the public school history classroom is an appropriate and desired place for heritage histories to be taught. This is complicated, however, by several factors: the placement of the heritage history narratives within larger curricular and mainstream narratives, how the teachers choose to incorporate the heritage narratives into the formal classroom curriculum, and the changing nature of historical and generational distance. Controversial Supreme Court decisions have barred organized school prayer, but neither the Court nor public policy exclude religion from schools altogether. In this book, one of America's leading constitutional scholars asks what role religion ought to play in public schools. Kent Greenawalt explores many of the most divisive issues in educational debate, including teaching about the origins of life, sex education, and when--or whether--students can opt out of school activities for religious reasons. Using these and other (...) case studies, Greenawalt considers how to balance the country's constitutional commitment to personal freedoms and to the separation of church and state with the vital role that religion has always played in American society. Do we risk distorting students' understanding of America's past and present by ignoring religion in public-school curricula? When does teaching about religion cross the line into the promotion of religion? Tracing the historical development of religion within public schools and considering every major Supreme Court case, Greenawalt concludes that the bans on school prayer and the teaching of creationism are justified, and that the court should more closely examine such activities as the singing of religious songs and student papers on religious topics. He also argues that students ought to be taught more about religion--both its contributions and shortcomings--especially in courses in history. To do otherwise, he writes, is to present a seriously distorted picture of society and indirectly to be other than neutral in presenting secularism and religion. Written with exemplary clarity and even-handedness, this is a major book about some of the most pressing and contentious issues in educational policy and constitutional law today. (shrink)

Drawing on positioning theory this study investigates how Somali diaspora mothers actively struggle to be recognized by teachers in Danish public schools as equitable partners in their children’s education. The study takes into account the historically and politically constituted conditions for positioning work and argues that these mothers navigate skillfully in these conditions explicitly positioning themselves as both ‘supportive assistants’ and ‘responsible parents’. However, the analysis shows that these mothers have narratives of unjust treatment of both themselves and (...) their children in schools, but the struggle to be recognized as equitable partners inhibits their possibilities of taking up the position of ‘advocate for their child’. They are thereby drawn into a position of ‘passive complacency’. Additionally the article argues for a more encompassing understanding of positioning theory that takes into account the constituted conditions as well as embodied and material aspects of constitutive here-and-now negotiations. A decent education is a basic human right. The provision of free, compulsory education in the US attests to a national commitment to this right. However, thecurrent school system is plagued by inequities, including spending less money on schools serving predominantly poor and non-White populations, subjectingstudents of color to harsher punishments, putting non-White students in special education tracks at higher rates, and neglecting students who are not fluent inEnglish. These inequities are taken for granted within the school system, making (...) the inevitable outcome, achievement gaps between White and non-Whitestudents, seem natural and inevitable. Bourdieu calls this process of making arbitrary differences seem natural “symbolic violence.” Two recent federalinterventions, No Child Left Behind and Race to the Top, have the potential to provide tools for combating this symbolic violence. However, each is designedaround flawed premises which inhibit that potential, which we explore in the context of teacher education. (shrink)

Conflicts over the proper role of religion in schools-and particularly in public schools supported by tax monies-are frequently featured in news reports. For example, in the United States there currently are conflicts over the teaching of evolution, inserting the word God in the pledge of allegiance, conducting school holiday celebrations, posting the biblical Ten Commandments in schools, and praying at school functions. People who are interested in such controversies often-or, perhaps, usually-fail to understand the historical backgrounds (...) to the conflicts and therefore do not recognize the very complex factors that affect why the controversies become so heated. To help readers gain a better understanding of such matters, this book focuses on the seven major types of conflicts that have become particularly confrontational during the first decade of the twenty-first century. The cases on which the chapters focus concern issues that currently are being hotly debated in America. Controversies are described in relation to their historical origins and the author shows how the history affects current understanding of the issues. Thomas does not take sides in the arguments; rather, he lays out the arguments, their historical and cultural contexts, and the groups that debate them and their goals. This paper reflects on the establishment of an Ethics Education Programme for school pupils aged between five and sixteen years who opt out of Catholic Religious Education in Malta. It needs to be seen in the light of the changing demography of Malta and the increasing secularisation of the country, as well as to the growing racism, islamophobia and rejection of the Other to be found all over Europe. We question if the Ethics Education Programme, in its commitment to ‘totalising’ (...) western ideals of rationality, autonomy, and universal values, is itself rooted in discomfort with the Other and constitutes a form of ethical violence. The work of Emmanuel Levinas on Otherness, sameness and violence is central to this paper. (shrink)

The question of public aid for non-public schools deserves thorough and objective discussion. Here is a study of policy and practice and a pro-aid evaluation.

In this essay David Labaree examines the tension between two competing visions of the purposes of education that have shaped American public schools. From one perspective, we have seen schooling as a way to preserve and promote public aims, such as keeping the faith, shoring up the republic, or promoting economic growth. From the other perspective, we have seen schooling as a way to advance the interests of individual educational consumers in the pursuit of social access and (...) social advantage. In the first half of the essay Labaree shows the evolution of the public vision over time, from an emphasis on religious aims to political ones to economic ones and, finally, to an embrace of individual opportunity. In the second half, he shows how the consumerist vision of schooling has not only come to dominate in the rhetoric of school reform but also in shaping the structure of the school system. (shrink)

The study aims to identify the degree of possession of government school principals in the Karbala Governorate Education Directorate of artificial intelligence applications. The descriptive analytical approach was used. To achieve the study objectives, a questionnaire which contained (34) items was developed, divided into five dimensions. The study community was (114) male and female principals. The study sample consisted of (94) male and female managers, and the sample was selected randomly. The results of the study showed that the degree of (...) possession of government school principals in the Karbala Governorate Education Directorate of artificial intelligence applications was average. The results of the study also showed that there were no statistically significant differences at the significance level (α=0.05) attributed to the study variables (gender, academic qualification, experience in artificial intelligence techniques). In light of the study results, the researchers recommended several recommendations, most notably: paying attention to training courses in the field of information and communications technology, especially in the subject of artificial intelligence, by organizing meetings and workshops with the aim of raising awareness among individuals and society about the importance of artificial intelligence, encouraging the Iraqi Ministry of Education to its teaching staff and providing them with incentives to employ artificial intelligence applications in their administrative and educational work, introducing artificial intelligence applications into curricula and courses and paying attention to them, and providing specialized teaching staff in this field.
