Regulatory impact assessment (RIA) is seen as a tool for increasing evidence-based policy making and as such it is being integrated into decision-making procedures on a wide range of issues. Based on systematic consultation, clear criteria for policy choice, and economic analysis of how costs and benefits impact on a wide range of affected parties, this tool operates by using scientific knowledge and technical analysis rather than political considerations. Scientific knowledge can be used to achieve instrumental learning (Radaelli, (...) 2009, OECD), policy change (Sabatier, 1999), to impact on decision making (Caplan, 1979; C.H.Weiss, 1999) but also to seek legitimacy from the policy environment (Edelman, 1985; Schrefler, 2010). This article suggests an analytical framework for analysing RIA documents with insight from knowledge utilization theories. We argue that in order to better understand the RIA itself, we need to look at institutional factors as well. The combination of institutional context variables and variables for RIA document content analysis which make up worldviews in this framework provide the basis for the document analysis and exploration of RIA in its context. The aim of this exploratory study was to examine client demographics and expectations, reasons for use, sensations during treatment, and perceived outcomes of Pranic Healing, an energy healing system lacking in scientific documentation but whose use in the general population is becoming more widespread internationally. This study consisted of a cross-sectional survey of adults (18+ years of age) receiving care from 12 Pranic Healing practices in four different states in the U.S. (N = 179) completing online questionnaires. Closed-ended (...) response sets were analyzed descriptively, while qualitative data were analyzed using content analysis. Reasons to use the therapy included physical, mental/emotional, and metaphysical issues, dissatisfaction with conventional care, and overall well-being. Expectations of care included enhanced abilities, cure or relief, or unsure. Respondents were more likely to cite a specific problem from which they needed alleviation than to cite overall health or wellness as their goal. Sensations experienced were reported to be of a relaxing nature and not, as was hypothesized, of an energizing nature. Results show that those who use Pranic Healing fit the sociodemographic profile of CAM (complementary and alternative medicine) users in the United States, that their reasons for use are not homogeneous, and that preliminary descriptive data from a selective subsample of respondents indicated that some respondents are experiencing positive outcomes attributed to this modality. This study of the concept of orbit is intended to throw light on the nature of revolutionary concepts in science. We observe that Kepler transformed theoretical astronomy that was understood in terms of orbs [Latin: orbes] and models , by introducing a single term, orbit [Latin: orbita], that is, the path of a planet in space resulting from the action of physical causes expressed in laws of nature. To demonstrate the claim that orbit is a revolutionary concept we pursue three (...) lines of argument. First we trace the origin of the term; second, we document its development and specify the meaning of the novel term as it was introduced into astronomy by Kepler in his Astronomia nova . Finally, in order to establish in what sense the concept is revolutionary, we pay attention to the enduring impact that the concept has had on the relevant sciences, in this case astronomy and indeed physics. We claim that orbit is an instance of a revolutionary concept whose provenance and use can provide the insights we are seeking. (shrink)

The production of manuscripts can be an indication for the scientific, linguistic or medical interests of a community. In this paper the author argues that Parisinus Graecus 2293, a bilingual Greek-Arabic manuscript, containing parts of the first three books of Paul of Aegina's medical encyclopaedia, was produced in Sicily or Southern Italy, probably in Palermo during the reign of the Hohenstaufen. It is thus a testimony to the fervent scientific and medical interest of the Swabian court which promoted (...) cultural exchange between the East and the West. The purpose of the manuscript was not so much to help medical practice but rather to further bilingualism by giving the reader a tool with which he could improve his knowledge of either language. Este trabajo tiene como objetivo valorar la contribución del Centro de Desarrollo de las Ciencias Sociales y Humanísticas en Salud a las Ciencias Sociales y Humanísticas en el sector de la Salud de Camagüey, desde la contextualización de la política científica cubana en la proyección estratégica de la entidad. En el mismo se expone la trayectoria de la gestión de la actividad científico-tecnológica del centro. Se utilizó la revisión de los documentos y resultados generados por la entidad y trabajos publicados (...) acerca de la actividad científica. Se concluye que el centro es una institución pertinente y con sus resultados impacta en la formación integral de los recursos humanos y en el desarrollo del enfoque social de los problemas de salud. The objective of this work is to value the contribution of the Center of development for the Social and Humanity Sciences in Health to the Social and Humanity Sciences in the health area in Camagüey, from the contextualization of the Cuban scientific policy in the strategic projection of this center. Its trajectory on the management of the scientific-technological activity was exposed. It was used the revision of documents and results generated by the institution, and published works about the scientific activity. It is concluded that the center is pertinent and its results have an impact in the integral formation of the human resources and the development of the social viewpoint of health problems. (shrink)

Seit mehr als 25 Jahren sind sich die Historiker einig, dass die deutschen Physiker wussten, wie eine Atombombe gebaut werden muss, dass aber ein Programm wie das amerikanische Manhattan‐Projekt zu ihrer Realisierung in Deutschland, erst recht während des Krieges, unmöglich war. Eine genaue Analyse aller erhaltenen Original‐Dokumente über die Arbeit an der Atombombe während des,Dritten (...) Reichs‘ zeigt jedoch erhebliche Fehler der Autoren durch unvollständige Analyse der Dokumente, falsches Verständnis naturwissenschaftlicher Erläuterungen und Ignorieren physikalischer Fakten. Es wird nachgewiesen, dass die deutschen Physiker bis zum Ende des Krieges nicht bemerkt hatten, dass eine Atombombe nur mit schnellen Neutronen realisiert werden kann. For more than 25 years, the historians agree that they knew how to build the bomb, but that a bomb‐development programme of the size of the US‐Manhattan‐Project would not have been possible in wartime Germany. A detailed analysis of all preserved documents on the German atomic bomb research during the ‘Third Reich’, however, reveals considerable mistakes by the authors due to incomplete analysis of documents, misinterpretations of scientific explanations and ignoring of physical facts. It is shown that until the end of the war the German physicists did not know that an atomic bomb can only be made with fast neutrons, except Heisenberg, who, however, discovered it rather late, did not communicate it clearly and did not study any bomb physics. The physically correct interpretation of the documents reveals that the German physicists worked unsuccessfully on a reactor, which would have been a prerequisite for a plutonium bomb. Entrepreneurship is considered a key element for economic and social development, requiring cognitive, attitudinal, and procedural competencies for its realization. This study focuses on a documentary review aimed at answering the following questions: How is research on entrepreneurial capabilities approached in different countries? What is the volume of scientific production on this topic? In light of this, the present work is developed within the inclusion criteria: publications between 2012 and 2022, various types of documents, written in English, and included (...) in the SCOPUS database. To conduct the analysis, a combination of tools such as VOSviewer, Biblioshiny, and Excel was used. These tools allowed for the identification of clusters, co-occurrence frequencies, and network nodes. Based on this, the behavior of authors, countries, journals, and the evolution of the topic over time were examined. The results reveal that the United States is the leading country in publishing research on entrepreneurship. There is an increase in scientific production related to this topic, with the majority of publications concentrated in a limited number of journals (53). Limited collaboration among authors and institutions is also evident. The co-authorship network is divided into 47 clusters, with weak grouping among them. (shrink)

Scientific Philosophy: Origins and Development is the first Yearbook of the Vienna Circle Institute, which was founded in October 1991. The book contains original contributions to an international symposium which was the first public event to be organised by the Institute: `Vienna--Berlin--Prague: The Rise of Scientific Philosophy: The Centenaries of Rudolf Carnap, Hans Reichenbach and Edgar Zilsel.' The first section of the book - `Scientific Philosophy - Origins and Developments' reveals the extent of scientific communication in (...) the inter-War years between these great metropolitan centres, as well as presenting systematic investigations into the relevance of the heritage of the Vienna Circle to contemporary research and philosophy. This section offers a new paradigm for scientific philosophy, one which contrasts with the historiographical received view of logical empiricism. Support for this re-evaluation is offered in the second section, which contains, for the first time in English translation, Gustav Bergmann's recollections of the Vienna Circle, and an historical study of political economist Wilhelm Neurath, Otto Neurath's father. The third section gives a report on current computer-based research which documents the relevance of Otto Neurath's `Vienna method of pictorial statistics', or `Isotypes'. A review section describes new publications on Neurath and the Vienna Circle, as well anthologies relevant to Viennese philosophy and its history, setting them in their wider cultural and political perspective. Finally, a description is given of the Vienna Circle Institute and its activities since its foundation, as well as of its plans for the future. (shrink)

Health professionals communicate with each other about medication information using different forms of documentation. This article explores knowledge and power relations surrounding medication information exchanged through documentation among nurses, doctors and pharmacists. Ethnographic fieldwork was conducted in 2010 in two medical wards of a metropolitan hospital in Australia. Data collection methods included participant observations, field interviews, video‐recordings, document retrieval and video reflexive focus groups. A critical discourse analytic framework was used to guide data analysis. The written medication chart (...) was the main means of communicating medication decisions from doctors to nurses as compared to verbal communication. Nurses positioned themselves as auditors of the medication chart and scrutinised medical prescribing to maintain the discourse of patient safety. Pharmacists utilised the discourse of scientific judgement to guide their decision‐making on the necessity of verbal communication with nurses and doctors. Targeted interdisciplinary meetings involving nurses, doctors and pharmacists should be organised in ward settings to discuss the importance of having documented medication information conveyed verbally across different disciplines. Health professionals should be encouraged to proactively seek out each other to relay changes in medication regimens and treatment goals. (shrink)

Microphotography was one of the earliest applications of photography in science: The first monograph on tissue organization illustrated with microphotographs was published in 1845. In the 1860s, a large number of introductions to scientific microphotography were published by anatomists. They argued that microphotography was a means of documenting the results of microscopic analysis, uncontaminated by the subjectivity of the observer. In the early decades of the 19th century, before the general acceptance of cell theory, such a technique was of (...) special importance, as no criteria were available to distinguish between important and superficial characters in the description of tissue microstructures. Microphotography was praised as the method of choice for documenting the scientific observations of microscopic material. Some of the microphotographic practices described in these early manuals, however, did not conform with the idea of a purely mechanical process of documentation. The authors of these manuals saw photography not as a technique which produced artifacts, but as a complete and reliable substitute for the original preparations. Thus, according to these authors, the artificial world of photography was seen as the actual representation of the microworld. Consequently, they tried to understand the microcosm by analyzing photographs instead of the microscopic preparation themselves. Such attitudes discredited the use of microphotography in the sciences. Consequently, the definitive breakthrough of scientific microphotography was delayed until the 1880s and was largely due to the efforts of Robert Koch, who made microphotography a central tool of bacteriology. Scientists and laypeople alike use the sense of understanding that an explanation conveys as a cue to good or correct explanation. Although the occurrence of this sense or feeling of understanding is neither necessary nor sufficient for good explanation, it does drive judgments of the plausibility and, ultimately, the acceptability, of an explanation. This paper presents evidence that the sense of understanding is in part the routine consequence of two well-documented biases in cognitive psychology: overconfidence and hindsight. In light of (...) the prevalence of counterfeit understanding in the history of science, I argue that many forms of cognitive achievement do not involve a sense of understanding, and that only the truth or accuracy of an explanation make the sense of understanding a valid cue to genuine understanding. A persistent puzzle for philosophers of science is the well-documented appeal made by scientists to their aesthetic emotions in the course of scientific research. Emotions are usually viewed as irremediably subjective, and thus of no epistemological interest. Yet, by denying an epistemic role for scientists’ emotional dispositions, philosophers find themselves in the awkward position of ignoring phenomena which scientists themselves often insist are of importance. This paper suggests a possible solution to this puzzle by challenging the wholesale identification of (...) emotion with subjectivity. The proposed method is a naturalistic and externalist one, calling for empirical investigation into the intersubjective processes by which scientists’ emotional dispositions become refined and attuned to specific objects of attention. The proposal is developed through a critical discussion of Michael Polanyi’s theory of scientific passions, as well as plant geneticist Barbara McClintock’s celebrated “feeling for the organism.”. Feminist science studies scholars have documented the historical and cultural contingency of scientific knowledge production. It follows that political and social activism has impacted the practice of science today; however, little has been done to examine the current cultures of science in light of feminist critiques and activism. In this article, I argue that, although critiques have changed the cultures of science both directly and indirectly, fundamental epistemological questions have largely been ignored and neutralized through these policy reforms. I (...) provide an auto-ethnography of my doctoral work in a neuroscience program to a) demonstrate how the culture of science has incorporated critiques into its practices and b) identify how we might use these changes in scientific practices to advance feminist science agendas. I critically analyze three areas in current scientific practice in which I see obstacles and opportunities: 1) research ethics, 2) diversity of research subjects and scientists, and 3) identification of a project's significance for funding. I argue that an understanding of the complicated and changing cultures of science is necessary for future feminist interventions into the sciences that directly challenge science's claim to epistemic authority. The selections in this anthology provide original sources for an understanding of the development of American thought and society. The central theme of the book deals with the impact of modern science and scientific method upon thinkers from the time of Edwards to that of Dewey. Some philosophers responded by trying to limit the scope of science in order to protect their threatened moral and religious beliefs. Others tried to use science and scientific method to restructure common sense, (...) theology, metaphysics, morals, and even society itself. This volume presents the many diverse reactions, including the transcendentalism of Emerson, the pragmatism of Charles Peirce and William James, and the naturalism of Santayana and Dewey. Because the philosophers of this period felt that contemporary cultural issues were as much the province of philosophy as abstract theoretical questions, several selections reflect the impact of science on other areas of civilization, including religion, morals, law, education, and politics.Although the anthology focuses on leading American philosophers from the eighteenth century to the mid-twentieth century, selections from Locke, Coleridge, and Spencer are also included because American thinkers have been profoundly influenced by their European masters and contemporaries. Professor White has provided a general preface and concise introductions on each of the philosophers represented. A great deal of research has been done on the origin of belief and its effects on human beings. In recent years, these researches are not only limited to the theological field, but also continued by various branches of science. Scientific disciplines that investigate different dimensions of belief have made some explanations about the origins of belief under titles such as cognitive science, mental science, evolutionary theory and genetics, but these results have been someti-mes discussed and criticized. Studies on (...) this subject have not yet achieved a general consis-tency so far. In the last century, there has been a great increase in the number of such studies. Before the 1970s, there was an understanding that tried to explain the issue from an evolutio-nary perspective. The interest in the source of human belief started especially in the field of biology and has been supported by many systematic scientific studies. These types of studies tried to understand and explain the biological origins of belief, but did not go beyond labora-tory experiences. These studies associated belief with certain diseases, attempted to explain biologically different versions of belief, tried to explain the relationship between brain mobi-lity and religious experience, and searched for a separate God Gene and God Field. This article focuses on the psychological basis of the subject, and then the biological basis of the subject. Studies on consciousness, unconsciousness, death, diseases, and many psychological disorders handled in different ways the relation with belief. Such basic human processes are tried to be explained in relation to many areas such as health, spirituality and culture. Socio-biology, evo-lutionary psychology, and contemporary cognitive sciences have carried out a series of studies on this subject, especially looking for the foundations of belief. Since the 1970s, there have been some attempts in biology, especially depending on the developments in science and tech-nology. These studies mostly claim that “the ability to believe” is innate in humans and is parti-ally supported by some scientific discussions. Scientists who seek the source of belief directly in biology follow the hypothesis that the temporal lobe of the brain is the source of religious and mystical experience. Neurologists have focused on the prefrontal cortex of the brain and suggested that this region of the brain may be related to religion and belief. These studies are the continuation of other research that started earlier and searched for belief, spirituality, and God in a certain region of the brain. In these studies, conceptualizations such as “the God spot” and “the God module” have been made instead of the concept of the “God gene.” As a result, studies on religion and brain will increasingly come to the fore. Studies on this subject have opened a new door in terms of showing the relationship between religious belief, attitudes and behaviors and the brain. However, more studies are needed in this area in order to understand more accurately and fully the relationship between religious beliefs or experiences and physi-cal processes because most of the studies on this subject have focused on Christians and Budd-hists. Although a serious relationship has not been established between religion and biology until now, it is likely that these issues will come to the fore more frequently from now on. These studies which investigate whether there is a relationship between believing and the brain are called neurotheology. In this study, the developmental process of neurotheology as a science and the studies in this field were examined by literature and document review. Studies conducted in the last hundred years were systematically examined and the current situation was discussed. (shrink)

For the first time, this book compiles original documents from Science for the People, the most important radical science movement in U.S. history. Between 1969 and 1989, Science for the People mobilized American scientists, teachers, and students to practice a socially and economically just science, rather than one that served militarism and corporate profits. Through research, writing, protest, and organizing, members sought to demystify scientific knowledge and embolden "the people" to take science and technology into their own hands. The (...) movement's numerous publications were crucial to the formation of science and technology studies, challenging mainstream understandings of science as "neutral" and instead showing it as inherently political. Its members, some at prominent universities, became models for politically engaged science and scholarship by using their knowledge to challenge, rather than uphold, the social, political, and economic status quo. Highlighting Science for the People's activism and intellectual interventions in a range of areas -- including militarism, race, gender, medicine, agriculture, energy, and global affairs -- this volume offers vital contributions to today's debates on science, justice, democracy, sustainability, and political power. The aim of the research is to identify the role of policies and procedures for the electronic document management system in the success of the electronic document management system in the Palestinian Pension Agency. In order to achieve the objectives of the study, the researchers used the analytical descriptive method in which the tries to describe the phenomenon studied, analyze its data, the relationship between its components and the opinions that are raised around it, and use the comprehensive inventory method (...) due to the small size of the society. (108) questionnaires were distributed to the community of 65 employees in Gaza Strip and 43 employees in the West Bank. All the responses were retrieved. The research found that there is a clear adoption by the Commission of the policies and procedures put in place to implement the electronic management system of electronic documents. The study showed that there are no statistically significant differences between the responses of the study population regarding the role of policies and procedures for the electronic document management system in the success of the electronic document management system in the Palestinian Pension Agency due to variable (age, nature of job, specialization). And showed that there is a fundamental difference in the opinion of members of the study community on the role of policies and procedures for the electronic document management system in the success of the electronic document management system in the Palestinian Pension Agency attributed to the scientific qualification, and shows the difference in favor of the bachelor's degree. And years of service, and shows the difference in favor of the 11-15 year category. The research led to a number of recommendations, the most important of which is the increase of interest and awareness of the need to implement policies and procedures to ensure the success of the electronic document management system through access to and benefit from the experiences of other institutions and the private sector. And the need to focus on the attention to develop appropriate and clear plans and dissemination on the electronic document management system and specific to specific objectives and the Commission is committed to apply them, the need to pay attention to the development of strategic plans and policies and work mechanisms commensurate with the electronic document management system, and the need to define a policy in advance to form a team of different specialties of the staff of the Authority and cooperation with consultants from outside the body to work on the electronic document system. Modes of rationality in nursing documentation: biology, biography, and the ‘voice of nursing’ This article is based on a discourse analysis of the complete nursing records of 45 patients, and concerns the modes of rationality that mediated text‐based accounts relating to patient care that nurses recorded. The analysis draws on the work of the critical theorist, Jürgen Habermas, who conceptualised rationality in the context of modernity according to two types: purposive rationality based on an instrumental logic, and value rationality (...) based on ethical considerations and moral reasoning. Our analysis revealed that purposive rationality dominated the content of nursing documentation, as evidenced by a particularly bio‐centric and modernist construction of the workings of the body within the texts. There was little reference in the documentation to central themes of contemporary nursing discourses, such as notions of partnership, autonomy, and self‐determination, which are associated with value rationality. Drawing on Habermas, we argue that this nursing documentation depicted the colonisation of the sociocultural lifeworld by the bio‐technocratic system. Where nurses recorded disagreements that patients had with medical regimes, the central struggle inherent in the project of modernity became transparent — the tension between the rational and instrumental control of people through scientific regulation and the autonomy of the subject. Una búsqueda en la historia de las publicaciones de la provincia de Camagüey, fundamentalmente revistas y periódicos que incluyeron artículos de carácter científico entre las décadas del treinta y el cincuenta del siglo XX, es propósito esencial de este trabajo. El sondeo realizado permitió la valoración de la figura de la primera doctora camagüeyana en Medicina Gertrudis Aguilera Céspedes y su actuación descollante en este período. Para ello se revisaron los documentos que atesoran la Sala de Fondos Raros y Valiosos (...) de la Biblioteca Provincial “Julio Antonio Mella”, el Departamento de Investigaciones del Museo Provincial “Ignacio Agramonte” y bibliotecas particulares de algunos médicos y profesionales del territorio. The study was carried out to value the figure of the first female doctor in Medicine Gertrudis Aguilera Cespedes and her outstanding performance at that time. Some journals and documents from different libraries were revised. The search led to the demonstration of the impact that Tula Aguilera represented for this scientific field, at the same time this is a contribution to preserve the cultural memory of Camagüey city. Henri Poincaré was not just one of the most inventive, versatile, and productive mathematicians of all time--he was also a leading physicist who almost won a Nobel Prize for physics and a prominent philosopher of science whose fresh and surprising essays are still in print a century later. The first in-depth and comprehensive look at his many accomplishments, Henri Poincaré explores all the fields that Poincaré touched, the debates sparked by his original investigations, and how his discoveries still contribute to (...) society today. Math historian Jeremy Gray shows that Poincaré's influence was wide-ranging and permanent. His novel interpretation of non-Euclidean geometry challenged contemporary ideas about space, stirred heated discussion, and led to flourishing research. Throughout the late nineteenth and early twentieth centuries, philosophers of various sorts, including Helmholtz, Avenarius, Husserl, Russell, Carnap, Neurath, and Heidegger, were united in promulgating a new, “scientific” philosophy. This article documents some of the varieties of scientific philosophy and argues that the history of scientific philosophy is crucial to the development of analytic philosophy and the division between analytic and continental philosophy. Scientific philosophy defined itself via criticisms of old-fashioned systematic metaphysics and, in the twentieth (...) century, of Lebensphilosophie. It offered a modernist vision of philosophy participating in a progressive, problem-solving, piecemeal, and collaborative scientific ethos. The article argues that the rise of scientific philosophy indicates a change of the conception of science as well as philosophy in the late nineteenth century and notes some tensions in the accounts of science offered by scientific philosophers. The article offers some preliminary lessons for the interpretation of logical empiricism and phenomenology as episodes within a larger history of scientific philosophy. (shrink)

Straightening the current ‘value-laden turn’ (VLT) in the philosophical literature on values in science, and reviving the legacy of the value-free ideal of science (VFI), this paper argues that the influence of extra-scientific values should be minimised—not excluded—in the core phase of scientific inquiry where claims are accepted or rejected. Noting that the original arguments for the VFI (ensuring the truth of scientific knowledge, respecting the autonomy of science results users, preserving public trust in science) have not (...) been satisfactorily addressed by proponents of the VLT, it proposes four prerequisites which any model for values in the acceptance/rejection phase of scientific inquiry should respect, coming from the fundamental requirement to distinguish between facts and values: (1) the truth of scientific knowledge must be ensured; (2) the uncertainties associated with scientific claims must be stated clearly; (3) claims accepted into the scientific corpus must be distinguished from claims taken as a basis for action. An additional prerequisite of (4) simplicity and systematicity is desirable, if the model is to be applicable. Methodological documents from international institutions and regulation agencies are used to illustrate the prerequisites. A model combining Betz’s conception (stating uncertainties associated with scientific claims) and Hansson’s corpus model (ensuring the truth of the scientific corpus and distinguishing it from other claims taken as a basis for action) is proposed. Additional prerequisites are finally suggested for future research, stemming from the requirement for philosophy of science to self-reflect on its own values: (5) any model for values in science must be descriptively and normatively relevant; and (6) its consequences must be thoroughly assessed. The author argues that the new digital possibilities in scientific communication do not imply, by any means, that many old requirements are becoming dispensable. The essential elements of the system, such as quality assurance, authenticity, orientation and navigation will still demand considerable expense. The overall system costs will rather be higher in a hybrid system. In the second part of his lecture, the author discusses the two fundamentally different open access models, the Golden Road, which is supposed to be (...) able to operate, eventually, without any publishers, and the Green Road, whose functioning is based on primary publication through publishing houses. Finally, the basic issue of the indispensable qualitative stratigraphy of scientific documents is addressed. For this, the published journals, which also provide topical focus and, thus, orientation as well as active marketing in terms of optimal diffusion, still are a very capable tool. It is questionable to what extent these tasks could be fulfilled by university-based repositories. The publishing houses, on the other hand, have a proven track record of providing a wide range of useful value-adding services in digital publishing. (shrink)

Se concluye que la publicación científica seriada ha pasado a ser, más que un proceso singular de la comunicación científica, el modo fundamental de evaluación de la calidad del trabajo científico, de ahí la importancia de tener claridad y propuestas propias de los indicadores de la evaluación. There is amplitude in bibliography, regarding the edition of scientific journals, where the scientific technological achievements that have been made in recent times have contributed with a new dynamic. The edition in digital format has its name due to the appearance of the new information and communication technologies. The recently emerged perspectives, instruments and indicators impact evaluation of publications processes and the accreditation in the higher education. The aim of this document is to offer an assessment on the current situation of the evaluation process of serialized scientific publications through the use of indicators. The text analysis and bibliographic review procedures were used to achieve the previous goal. In conclusion, the serialized scientific publications have become the main way quality of scientific research evaluation rather than a specific process of scientific communication. That is why is important to be certain of the combination of indicators for evaluating the scientific publications. (shrink)

Primarily between 1833 and 1840, William Whewell attempted to accomplish what natural philosophers and scientists since at least Galileo had failed to do: to provide a systematic and broad-ranged study of the tides and to attempt to establish a general scientific theory of tidal phenomena. I document the close interaction between Whewell’s philosophy of science and his scientific practice as a tidologist. Las etapas y tareas que la integran persiguen como propósito fundamental garantizar a los investigadores la información pertinente para el desarrollo exitoso de su trabajo. De ahí la necesidad de evaluar con periodicidad su comportamiento en las bibliotecas médicas. A partir de ello, el objetivo del estudio fue sistematizar los aspectos teórico-metodológicos correspondientes a la evaluación de la actividad científico- informativa en bibliotecas médicas. Para su realización se realizó revisión (...) bibliográfica en la que se analizaron tanto documentos normativos que rigen su accionar en el sector de la salud cubano, como materiales emitidos por otras instancias nacionales e internacionales. The informative work constitutes an essential component of the scientific work. The stages and tasks that comprise it pursue as fundamental purpose to ensure relevant information in order that researchers achieve the successful development of their work. Hence the need to assess regularly their behavior in the medical libraries. Based on that, the objective of the study was to systematize the methodological aspects relating to the evaluation of the scientific-informative work at the medical libraries. In order to accomplish this a broad literature review was made which analyzed both normative documents governing its actions in the Cuban health sector, as materials issued by other national and international bodies. The article focuses on the analysis of curriculum documents from Taiwan to investigate how benchmarks for learning nature of science are positioned in different versions of the science curricula. Following a review of different approaches to the conceptualization of NOS and the role of NOS in promoting scientific literacy, an empirical study is reported to illustrate how the science curriculum documents represent different aspects of NOS. The article uses the family resemblance approach as the account of NOS and adapts (...) it for analysis of the curriculum documents. The FRA defines NOS as cognitive-epistemic and social-institutional systems that serve as constructs of knowledge categories with a high level of interconnectedness. The FRA was used as an analytical tool for investigating two sets of Taiwanese curriculum guidelines published 10 years apart, providing an opportunity to discuss how NOS is addressed in the curriculum reforms. The findings show a shift away from the excessive centralization of the cognitive-epistemic system to a consideration of the social-institutional system. Modifications to the benchmarks are proposed in order to achieve a more holistic and progressive approach to NOS. The article contributes to studies on NOS in science education by illustrating how the FRA can act as a tool for exploring interconnectedness of NOS ideas in the curriculum. (shrink)

Text recycling, often called “self-plagiarism”, is the practice of reusing textual material from one’s prior documents in a new work. The practice presents a complex set of ethical and practical challenges to the scientific community, many of which have not been addressed in prior discourse on the subject. This essay identifies and discusses these factors in a systematic fashion, concluding with a new definition of text recycling that takes these factors into account. BackgroundThis paper highlights the issues that one of the 90 Italian Research Ethics Committees (RECs) might encounter during the approval phase of a clinical trial to identify corrective and preventive actions for promoting a more efficient review process and ensuring review quality. Publications on the subject from Italy and the rest of Europe are limited; encouraging constructive debate can improve RECs’ service to the subject of the clinical trial.MethodsWe retrospectively reviewed a cohort of 822 clinical trial protocols, initially reviewed by (...) REC, from June 2014 to December 2018. Data collected for each protocol were type of trial, sample size, use of placebo, number and kind of revisions requested by the REC before approval, and time taken for approval. Data for each protocol were collected by a trained clinical research assistant using the REC’s files and electronic archives.ResultsAlmost 45% of the reviewed studies (374/822) required clarifications, significant changes to the documentation, or minor changes before final approval.ConclusionsPreventive measures are needed to reduce the number of requested corrections and thus also the time required for approval, while maintaining review quality. All critical points and proposals presented in this paper require harmonization through updates to European regulations, as regulatory harmonization produces better compliance with rules and reduces the number of changes required before the trials’ final approval. Such updates include the development of standardized formats for informed consent, the verification of any evidence in favor of using off-label treatments over placebo as comparators, using multidisciplinary staff in clinical trials with children and adolescents, improving the legal definition of RECs to assign responsibilities and ensure independence, and providing guidance for RECs to engage clinical research assistants in internal audits. Research represents an avenue through which patients can contribute to the knowledge base surrounding their condition. However, persons with dementia cannot legally consent to participation in most scientific research. One possible avenue to preserve patient autonomy in the sphere of research is through an advance planning document. Scholars of medicine, ethics, and law have largely approached this topic from a theoretical angle, compelling the authors to develop and implement a tangible research-specific advance planning tool. In order to inform the (...) creation of this novel legal instrument, the present study leveraged semistructured telephone interviews with cognitively intact older adults in the Upper Connecticut River Valley region of New Hampshire. Participants were prompted to reflect on their attitudes toward participation in scientific research, should they develop dementia. They were also asked to consider the possibility of incorporating research into their advance planning regime, their preferred format for a research-specific advance planning tool, and the potential relationship between an advance planning tool and their surrogate decision maker in the context of research participation. Qualitative analysis was employed to extract themes from interview responses, revealing a pervasive desire for an advance planning tool that embraces specificity, flexibility, practicality, and the integral role of the surrogate decision maker. Ultimately, through collaboration with physicians and an elder law attorney in the region, these findings were translated into a research-specific advance planning component within the Dartmouth Dementia Directive. BackgroundScientific researchers are expected to follow the professional norms in their own domain. With a growing number of scientific publications retracted and research misconduct cases revealed in recent years, Chinese biomedical research integrity is questioned. As institutions educating and training future researchers, universities and the guidance they provide are important for the research quality and integrity of the country. Therefore, through a review of the guidance and policy documents on research integrity in Chinese universities, this work aims to investigate (...) how the professional norms are specified in these documents.MethodsAfter a stratified sampling, 53 universities were selected. Their guidance and policy documents on research integrity were collected via a web search of their official websites. The search was confirmed by these universities. Then the content of all the collected documents were analyzed using inductive content analysis.Results118 active university documents were collected and analyzed. Most of the Chinese universities we investigated had their own guidance or policy on research integrity. They listed principles or examples of desired and undesired academic practices, investigation procedures and punishments of academic misconduct, and put forward measures to promote research integrity. Differences on specific practices and principles were observed between university groups and with European university documents.ConclusionDespite the discrepancy they have, all these documents were designed to promote research integrity and cultivate a good research environment in Chinese biomedical domain. Nevertheless, there is still room for improvement, for example, through more consultation of international guidance. (shrink)

The aim of the article is to present the results of bibliometric analyzes of scientific papers on the quality management of medical services published in 2001–2017 and indexed in the Scopus database. The analysis uses basic techniques of bibliometric analysis with the technical support of VOSviewer software. The publication proposes an original procedure for analyzing the literature on the subject. The results of the study allowed to determine the trends in the number of publications from 2010 to 2017. At (...) the same time, an analysis of areas of science was presented, in which issues related to the management of the quality of medical services were analyzed, as well as citation of main authors and research centers. The whole analysis concerning the topic of quality management of medical services and bibliometric analysis of scientific works on the concepts and interrelations studied has identified the main six clusters that related to the management of quality of medical services ranging from broadly understood changes in healthcare organizations, internal quality management factors, development issues and education, regulation and standardization of the concept of quality improvement, and technological aspects of quality management in medical services. It seems, therefore, that the conducted studies can be considered as a specific guide for those interested in risk and uncertainty, despite the fact that they are not free of restrictions, for example, due to the narrowing of the time or criteria concerning the types of documents examined. In this context, the analyzes carried out give a wide range of opportunities to propose new research ideas on the above issues in contemporary organizations. (shrink)

Ethics in research became a central theme regarding globalization of the scientific development, particularly when related to the socioeconomic conditions of the countries involved as partners in research protocols, production of inputs and of knowledge. The objective of this paper is to analyze the sources of information about ethics in research present at Scientific Electronic Library Online. Methodologically, this is an exploratory study was carried out by the systematic analysis of the literature available. The search engines retrieved 885 (...) summaries, from which 170 were analyzed. The first publication was dated from 1996 and it could be identified the mention to international documents about research in humans. Since 2002 there has been an increase of publications related to the gain of legitimacy of the topic in academy. As a conclusion, although the amount is not huge, the manuscripts presented great impact as they stimulated debates and produced scientific knowledge on the topic. It can be observed that ethics in research has outcome the biomedical field, being inserted in other fields of knowledge. (shrink)

Historians are increasingly working with material that is not only digital but has been digitized. Early digitization projects aimed to encode data for systematic analysis; more recent projects have sought to reproduce unique archival material in a manner that allows for open-ended historical inquiry without the need to travel to archives and manipulate physical objects. Such projects have undeniable benefits for the preservation of documents and access to them. Yet historians must be aware of the scope of digitization, the reasons (...) why material is chosen to be digitized, and limitations on the dissemination of digitized sources. Furthermore, some physical aspects of sources, and of collections of sources, are lost in their digital simulacra. Nonetheless, digitization and the standardization of metadata offer significant possibilities for future archival research and documentation. (shrink)

However, including them in clinical trials is necessary, since both groups are in need of scientific innovation and new therapies. Their dependence and limited decision-making capacities increase their vulnerability, necessitating extra precautions when including them in clinical trials. Beside these similarities there are also many differences between the groups. The most obvious one is that children have an entire life ahead of (...) them and will become persons with certain ideals and preferences, while adults with dementia have lived a life in which they have expressed their ideals and preferences. Some of the available research guidelines recognize these differences, setting one list of specific requirements for groups of incapacitated adults and another list for children. Other documents, however, do not differentiate and only set requirements for subjects unable to consent as a single category of subjects. In this article we analyse to what extent the similarities and differences between the two groups are represented in legal documents and ethical guidelines. The article presents an overview and an analysis of the requirements for doing research with children and dementia patients. We conclude with suggestions about how to better incorporate the morally relevant aspects of these two groups in legislation and ethical guidelines. (shrink)

In 1959, the Charles Darwin Station and the Galápagos National Park were established, formally inaugurating conservation on the archipelago. In the same year, a utopian colony from the United States arrived. Whereas scholars have dismissed the latter and focused on the former, this essay unveils the science-inspired utopianism common to both enterprises. Investing science with the exclusive role of producing all knowledge and steering politics, leaders of the two initiatives aspired not only to protect nature but also to forge a (...) new humanity. Describing how such ambitions burst along lines of race, class, and nationality, I argue that these enterprises consolidated the current understanding of the Galápagos as “pristine”: a site fit for research and tourism but unhospitable to people. Drawing on archival and historical documents, this essay aims to reinvigorate two conversations: one between science and technology studies and conservation, and the other between STS and utopian studies. If recent attempts at bridging the divide between science and imagination have emphasized how powerful actors shape human society, this essay considers the long-lasting effects of scientific imaginaries on a politics of nature. In a series of experiments done in wartime Nazi Germany, inmates of the Dachau concentration camp were exposed to cold by being immersed in ice water, or kept outside in freezing temperatures; their responses were measured, and various techniques were used in an attempt to revive them. The immediate application of these hypothermia studies was to the war effort, to try to protect or save soldiers exposed to cold water or air. An account of the procedures and results of these (...) experiments was written by an American officer, Major Leo Alexander, on the basis of his post-war discovery of documents and interviews in Germany. These reports reveal the ghastly and abominable details of the experiments.Recent scientific work in British Columbia has caused some ethical debate when it consulted the Alexander report and used some of the Nazi experimental data. The scientists in the Hypothermia Unit of the University of Victoria, unsurprisingly but reassuringly, have no intention of repeating the Nazi atrocities, and condemn them. The current controversy concerns the morality of their using the Alexander data in their study. This out-of-the-way case has some small intrinsic interest; but its consideration leads to broader concerns. (shrink)

More than twenty-five years after the first signs of potential harm, the US remains locked in the grip of an opioid epidemic, with more Americans dying from overdoses than ever before.1 Diversion of prescription opioids plays an important role in opioid-related harms. Much of the scientific and public health focus on diversion has been on end-users, given how commonly non-medical prescription opioid use occurs, as well as the proportion of individuals who report that their source of non-medical opioids was (...) friends or family. However, diversion of opioids, as well as their rampant oversupply, can be discerned higher up the supply chain, including among wholesalers, pharmacies and rogue prescribers whose behavior may trigger well-described “flags” warranting further evaluation and action. Despite growing public concerns around socio-scientific problems and the significance of these problems to everyday life, there is a dearth of sociological literature addressing the production and diffusion of the natural sciences in Australia. In particular, critical analyses of scientific knowledge production and diffusion relative to the actions of the state, the market and civil society are largely absent. This thesis sets out to mitigate this situation by contributing a critical historiography of scientific knowledge production and diffusion (...) as it relates to Australia since white settlement. It is anticipated that this work will open up the topic for further academic research and rational debate. This thesis explores the production and diffusion of scientific knowledge through the lens of social dynamics that have emerged in Australia between the 1770s and the 2010s. The research relies primarily on the theoretical work of Max Weber in order to identify and analyse the conception of rationality and its application to social action that is present in the policy and praxis of the natural sciences in Australia. In particular, the relationships between the state, the market and civil society are analysed using secondary data drawn from published histories, official documents and the formal policies and practices of the state and the market during this period. A tripartite analytical model has been created specifically for this thesis and is utilised to trace scientific knowledge production and diffusion through the transformative social processes associated with instrumentalism, bureaucratisation, developmentalism, environmentalism, postmodernism and neoliberalism. Rationality is applied in three ways: as non-instrumental science produced to further human understandings of the natural world and to promote the development of civil society; as pre-instrumental science produced by the state to in order to develop markets and for other instrumental purposes such as national defense strategies; and as instrumental scientific knowledge produced by the participants in the market expressly to enhance their own position in the market. The research reveals that instrumental rationality has been an enduring concept in the policy and praxis of the natural sciences in Australia. Moreover, this thesis finds that a strong tension is often present between non-instrumental notions of scientific knowledge and those practices that are predominantly instrumental. Through each of the periods studied the state and the market have been close confederates, often working together to realize instrumental outcomes through the knowledge produced by natural science. In particular, administrative and economic ends are seen to be primary; ends associated with more normative intentions, such as the nurturing of civil society, have been regularly overlooked in favour of strictly instrumental aspirations. This continuing instrumentality has altered the relationships between the state, the market and civil society during each period studied. On the current trajectory, the policy and praxis of the natural sciences in Australia may yet begin to compromise the sovereignty of that nation state and the authority of its citizenry. (shrink)

In various documents the view emerges that contemporary biotechnosciences are currently experiencing a scientific revolution: a massive increase of pace, scale and scope. A significant part of the research endeavours involved in this scientific upheaval is devoted to understanding and, if possible, ameliorating humankind: from our genomes up to our bodies and brains. New developments in contemporary technosciences, such as synthetic biology and other genomics and “post-genomics” fields, tend to blur the distinctions between prevention, therapy and enhancement. An (...) important dimension of this development is “biomimesis”: i.e. the tendency of novel technologies and materials to mimic or plagiarize nature on a molecular and microscopic level in order to optimise prospects for the embedding of technological artefacts in natural systems such as human bodies and brains. In this paper, these developments are read and assessed from a psychoanalytical perspective. Three key concepts from psychoanalysis are used to come to terms with what is happening in research laboratories today. After assessing the general profile of the current revolution in this manner, I will focus on a particular case study, a line of research that may serve as exemplification of the vicissitudes of contemporary technosciences, namely viral biomaterials. Viral life forms can be genetically modified (their genomes can be rewritten) in such a manner that they may be inserted in human bodies in order to produce substances at specific sites such as hormones (testosterone), neurotransmitters (dopamine), enzymes (insulin) or bone and muscle tissue. Notably, certain target groups such as top athletes, soldiers or patients suffering from degenerative diseases may become the pioneers serving as research subjects for novel applications. The same technologies can be used for various purposes ranging from therapy up to prevention and enhancement. (shrink)
