Different people have different perceptions about artificial intelligence (AI). It is extremely important to bring together all the alternative frames of thinking—from the various communities of developers, researchers, business leaders, policymakers, and citizens—to properly start acknowledging AI. This article highlights the ‘fruitful collaboration’ that sociology and AI could develop in both social and technical terms. We discuss how biases and unfairness are among the major challenges to be addressed in such a sociotechnical perspective. First, as intelligent machines reveal their (...) nature of ‘magnifying glasses’ in the automation of existing inequalities, we show how the AI technical community is calling for transparency and explainability, accountability and contestability. Not to be considered as panaceas, they all contribute to ensuring human control in novel practices that include requirement, design and development methodologies for a fairer AI. Second, we elaborate on the mounting attention for technological narratives as technology is recognized as a social practice within a specific institutional context. Not only do narratives reflect organizing visions for society, but they also are a tangible sign of the traditional lines of social, economic, and political inequalities. We conclude with a call for a diverse approach within the AI community and a richer knowledge about narratives as they help in better addressing future technical developments, public debate, and policy. STS research has devoted relatively little attention to the promotion and reception of science and technology by non-scientific actors and institutions. One consequence is that the relationship of science and technology to political power has tended to remain undertheorized. This article aims to fill that gap by introducing the concept of sociotechnical imaginaries. Through a comparative examination of the development and regulation of nuclear power in the US and South Korea, the article demonstrates the analytic potential of the imaginaries (...) concept. Although nuclear power and nationhood have long been imagined together in both countries, the nature of those imaginations has remained strikingly different. In the US, the state’s central move was to present itself as a responsible regulator of a potentially runaway technology that demands effective containment. In South Korea, the dominant imaginary was of atoms for development which the state not only imported but incorporated into its scientific, technological and political practices. In turn, these disparate imaginaries have underwritten very different responses to a variety of nuclear shocks and challenges, such as Three Mile Island (TMI), Chernobyl, and the spread of the anti-nuclear movement. The “smart village” flourishes – at least in policy papers that envision the revitalization of rural areas through the civic deployment of networked media and telecommunications. Yet, while such aspirations are widespread, little is known about the views of those tasked with supervising and supporting digitally driven public participation for rural progress. To address the lack of insight into what these intermediary administrators conceive as catalysts and challenges for the realization of smart village conceptions, we surveyed representatives of regions in (...) Germany who oversee rural development schemes, most notably within the European LEADER framework. For these key actors, digital participation does not mainly hinge on broadband access and IT availability. Instead, they emphasize the importance of human and administrative resources as well as multi-actor collaboration, which we discuss in terms of digital readiness, digital willingness, and digital activity. Building the smart village, we conclude, seems not so much a matter of technological infrastructure, but rather of sociotechnical infrastructuring. (shrink)

This article traces the historical development of the boundaries around computer software and hardware. On one hand, the author documents ongoing discussions about the technical equivalence of hardware and software. On the other hand, he accounts for the stubborn persistence of these terms as markers for two distinct spheres of technology, knowledge, and practice. By using theoretical concepts such as “boundary work” and “coproduction,” the author argues that ongoing efforts to negotiate the boundaries between hardware and software are significantly “ (...) class='Hi'>sociotechnical” in that they involve both social and technical considerations. The analysis culminates with a discussion of the more recent rise of the “hardware/software codesign” movement. Particular emphasis is placed on the conditions that led to the emergence of codesign and the ongoing challenges faced by its proponents. The article concludes by describing how codesign points toward a more reflexive and socially responsible culture of computer design and use. (shrink)

Introducing the perspective of science and technology studies (STS) to the analysis of the design and adoption of environmentally friendly technologies may help develop more effective and diversified strategies for an environmentally oriented technology policy. A case study of the organizational context and sociotechnical network of modern domestic bio-mass heating systems in Austria demonstrates the usefulness of such an approach. Mapping out the sociotechnical system and the guiding visions surrounding the domestic use of biomass and the dynamics of (...) its development may help find effective levers for a technology policy focusing on regional and interactive strategies to influence the organizational context of a technology. In the case of biomass, the target of technology policy shifts from technological research and development to information programs and vocational training for installers, organizational infrastructures for the supply of wood chips, or the elaboration of innovative energy services. Through a discourse analysis of core documents related to the development of a new primary school subject titled technology comprehension (TC), this article explores how sociotechnical imaginaries of (trans)human perfectibility are promoted in technology education in Denmark. Based on the idea that transhumanism can be understood as a type of eudemonistic virtue ethics, I argue that TC is shaped by the idea that the purpose of technology education is to prepare pupils for the coming of a future characterised by (...) a profound digital transformation of society and human existence through the cultivation of ‘transhuman virtues’ related to normative—and politically produced—ideas of human perfectibility or, in other words, a sociotechnical eudaimonia. I identify two types of transhuman imaginaries, and thus two versions of sociotechnical eudaimonia, in the discourse of TC: 1) the imaginary of technological extension and 2) the imaginary of technological adaptation. Gene editing techniques, such as CRISPR, are being heralded as powerful new tools for delivering agricultural products and foods with a variety of beneficial traits quickly, easily, and cheaply. Proponents are concerned, however, about whether the public will accept the new technology and that excessive regulatory oversight could limit the technology’s potential. In this paper, we draw on the sociotechnical imaginaries literature to examine how proponents are imagining the potential benefits and risks of gene editing technologies within agriculture. We (...) derive our data from a content analysis of public comments submitted to the Food and Drug Administration’s 2017 docket titled “Genome Editing in New Plant Varieties Used for Food.” Our sample frame consists of 26 comments representing 30 agriculture and biotech companies, organizations, and trade associations. Our findings reveal three key sociotechnical imaginaries, including that gene editing technologies in agriculture: are not GMO but instead equivalent to traditional plant breeding; have the potential to usher in a new Green Revolution; and could facilitate the democratization of agricultural biotechnologies. We argue that forming and projecting these collective interpretations of the potential of gene editing technologies for crops and foods plays an important role in efforts by proponents to influence regulatory oversight, modes of governance, and build public acceptance. This research contributes to calls by science and technology studies scholars to investigate emergent concerns and imaginaries for novel technoscientific advances to help inform upstream models of public engagement and governance decisions. This paper provides an empirical and conceptual account on seeing machine learning models as part of a sociotechnical system to identify relevant vulnerabilities emerging in the context of use. As ML is increasingly adopted in socially sensitive and safety-critical domains, many ML applications end up not delivering on their promises, and contributing to new forms of algorithmic harm. There is still a lack of empirical insights as well as conceptual tools and frameworks to properly understand and design for the (...) impact of ML models in their sociotechnical context. In this paper, we follow a design science research approach to work towards such insights and tools. We center our study in the financial industry, where we first empirically map recently emerging MLOps practices to govern ML applications, and corroborate our insights with recent literature. We then perform an integrative literature research to identify a long list of vulnerabilities that emerge in the sociotechnical context of ML applications, and we theorize these along eight dimensions. We then perform semi-structured interviews in two real-world use cases and across a broad set of relevant actors and organizations, to validate the conceptual dimensions and identify challenges to address sociotechnical vulnerabilities in the design and governance of ML-based systems. The paper proposes a set of guidelines to proactively and integrally address both the dimensions of sociotechnical vulnerability, as well as the challenges identified in the empirical use case research, in the organization of MLOps practices. Constructivist research in Science and Technology Studies is committed to revealing the heterogeneity of technological change and the fluid boundaries between the elements involved. Its major theories, the Social Construction of Technology and Actor Network Theory, have however both been criticized for limiting themselves to the micro-level of cases, impeding a structural analysis of technological systems. This article seeks to bridge any such divides. We research the recent changes in the viticulture of Mendoza, Argentina, which underwent radical changes over the (...) past decades: once governed by low-cost yield maximization, grape production now revolves around “quality.” To show how the particular quality definition developed, we depart from a social-constructivist framework, following the sociotechnical shaping of problem-solution relationships across the wine production system. To include relevant social groups from different settings around the world, we gradually incorporate the ANT concepts of obligatory passage points, enrollment, convergence, delegation, and codes into the analysis. Combined into the concept of “sociotechnical alliance,” our analysis follows the dual process of creating agreement while establishing heterogeneous practices across settings at different levels. It shows that functioning involves alliance building and highlights the hybridity and continuous dynamics of systems at large. (shrink)

Scholarship on embedding values in AI is growing. In what follows, we distinguish two concepts of AI and argue that neither is amenable to values being ‘embedded’. If we think of AI as computational artifacts, then values and AI cannot be added together because they are ontologically distinct. If we think of AI as sociotechnical systems, then components of values and AI are in the same ontologic category—they are both social. However, even here thinking about the relationship as one (...) of ‘embedding’ is a mischaracterization. The relationship between values and AI is best understood as a dimension of the relationship between technology and society, a relationship that can be theorized in multiple ways. The literature in this area is consistent in showing that technology and society are co-productive. Within the co-production framework, the relationship between values and AI is shown to be generative of new meaning. This stands in stark contrast to the framework of ‘embedding’ values which frames values as fixed things that can be inserted into technological artifacts. (shrink)

Proposed ways of governing climate engineering have most often been supported by narrowly framed and unreflexive appraisals and processes. This article explores the governance implications of a Deliberative Mapping project that, unlike other governance principles, have emerged from an extensive process of reflection and reflexivity. In turn, the project has made significant advances in addressing the current deficit of responsibly defined criteria for shaping governance propositions. Three such propositions argue that reflexive foresight of the imagined futures in which climate engineering (...) proposals might reside is required; the performance and acceptance of climate engineering proposals should be decided in terms of robustness, not optimality; and climate engineering proposals should be satisfactorily opened up before they can be considered legitimate objects of governance. Taken together, these propositions offer a sociotechnical framework not simply for governing climate engineering but for governing responses to climate change at large. (shrink)

In feminist and cultural studies, there is a growing body of work concerned with how people’s lives are subjected to multiple, intersecting axes of differentiation and power. There is growing concern that we seem unable to address more than one difference at a time, thus failing to interrogate enactments of class, race, ethnicity, gender, and sexuality in science, technology, and medicine. This article aims to contribute to the effort to conceptualize the making of and interactions between differences. It explores how (...) differences such as disability, gender, and class are made and unmade in sociotechnical practices. It shows that interactions between enactments of differences are complex, contradictory, unpredictable, and surprising and defy simple conclusions about effects and politics. These patterns of interference need to be investigated in situated practices, and we have to examine carefully how processes of differentiation interact to support and reinforce but also to challenge and undermine each other. There has been a surge of recent interest in sociocultural diversity in machine learning research. Currently, however, there is a gap between discussions of measures and benefits of diversity in machine learning, on the one hand, and the broader research on the underlying concepts of diversity and the precise mechanisms of its functional benefits, on the other. This gap is problematic because diversity is not a monolithic concept. Rather, different concepts of diversity are based on distinct rationales that should inform (...) how we measure diversity in a given context. Similarly, the lack of specificity about the precise mechanisms underpinning diversity’s potential benefits can result in uninformative generalities, invalid experimental designs, and illicit interpretations of findings. In this work, we draw on research in philosophy, psychology, and social and organizational sciences to make three contributions: First, we introduce a taxonomy of different diversity concepts from philosophy of science, and explicate the distinct epistemic and political rationales underlying these concepts. Second, we provide an overview of mechanisms by which diversity can benefit group performance. Third, we situate these taxonomies of concepts and mechanisms in the lifecycle of sociotechnical machine learning systems and make a case for their usefulness in fair and accountable machine learning. We do so by illustrating how they clarify the discourse around diversity in the context of machine learning systems, promote the formulation of more precise research questions about diversity’s impact, and provide conceptual tools to further advance research and practice. In We Have Always Been Cyborgs (2021), Stefan L. Sorgner argues that, given the growing economic burden of desirable welfare programs, in order for Western democratic societies to continue to flourish it will be necessary that they establish some form of algocracy (i.e., governance by algorithm). This is argued to be necessary both in order to maintain the sustainability and efficiency of these programs, but also due to the fact that further integration of humans into technical systems provides the only (...) effective means to bridge gaps in functionality and governance. However, Sorgner’s position is entirely insensitive to the design turn in applied ethics, which argues against the neutrality of technology, instead maintaining that technology and society co-construct each other with persistent feedback loops. This, I argue, is a problem for his account inasmuch as technologies, as they become more ubiquitous, likewise become pervasive and inextricable from our sociotechnical infrastructures. As such, less-than-beneficent forces, as current trends illustrate, can appropriate these seemingly banal infrastructures to gear them towards oppressive ends, thereby ultimately threatening the social democracies that Sorgner’s position aims to buttress. What were the impacts of the Covid‐19 pandemic on trust in public health information, and what can be done to rebuild trust in public health authorities? This essay synthesizes insights from science and technology studies, information studies, and bioethics to explore sociotechnical factors that may have contributed to the breakdown of trust in public health information during the Covid‐19 pandemic. The field of science and technology studies lays out the dynamic nature of facts, helping to explain rapid shifts in (...) public health messaging during Covid‐19 and reasons they produced a lack of trust in public health authorities. The information field looks at how facts are sociotechnically constructed through systems of classification, illustrating how extrascientific factors influence public health authorities. Putting these perspectives alongside bioethics principles raises additional factors to consider. The goal of this essay is to learn from past failures to point toward a brighter future where trust in public health authorities can be rebuilt, not on faith, but rather through striving for calibrated trust within which, through a virtuous circle, trust is validated. The emergence of the ultralightweight wheelchair has transformed the lives of millions of disabled people. It has radically changed the principles and practices of wheelchair design, manufacture, and prescription and redefined wheelchair users and wheelchair use. Designed and built largely by wheelchair users themselves, it was driven initially by a desire to improve sport performance and later by a wish for improved access to the community and built environment. In this paper, we draw on oral histories and documentary sources to (...) reconstruct its sociotechnical history. We employ the analytical concept of “boundary object” to illuminate how the wheelchair as a technological artifact is implicated in relations of social change and show the role of wheelchair users in the development and emergence of the ultralightweight wheelchair. We highlight the tensions and negotiations within this history and the push and pull between different social groups. The emergence of the ultralightweight wheelchair helped to reconfigure ideas about wheelchairs and their users and allowed wheelchairs to gain a foothold within broader social and technological infrastructures. What makes this account powerful is that this is a success story for a group who have historically been excluded from design processes. (shrink)

Recent years have seen a surge in online collaboration between experts and amateurs on scientific research. In this article, we analyse the epistemological implications of these crowdsourced projects, with a focus on Zooniverse, the world’s largest citizen science web portal. We use quantitative methods to evaluate the platform’s success in producing large volumes of observation statements and high impact scientific discoveries relative to more conventional means of data processing. Through empirical evidence, Bayesian reasoning, and conceptual analysis, we show how information (...) and communication technologies enhance the reliability, scalability, and connectivity of crowdsourced e-research, giving online citizen science projects powerful epistemic advantages over more traditional modes of scientific investigation. These results highlight the essential role played by technologically mediated social interaction in contemporary knowledge production. We conclude by calling for an explicitly sociotechnical turn in the philosophy of science that combines insights from statistics and logic to analyse the latest developments in scientific research. Artificial Intelligence (AI) technologies offer new ways of conducting decision-making tasks that influence the daily lives of citizens, such as coordinating traffic, energy distributions, and crowd flows. They can sort, rank, and prioritize the distribution of fines or public funds and resources. Many of the changes that AI technologies promise to bring to such tasks pertain to decisions that are collectively binding. When these technologies become part of critical infrastructures, such as energy networks, citizens are affected by these decisions whether (...) they like it or not, and they usually do not have much say in them. The democratic challenge for those working on AI technologies with collectively binding effects is both to _develop_ and _deploy_ technologies in such a way that the democratic legitimacy of the relevant decisions is safeguarded. In this paper, we develop a conceptual framework to help policymakers, project managers, innovators, and technologists to assess and develop approaches to democratize AI. This framework embraces a broad sociotechnical perspective that highlights the interactions between technology and the complexities and contingencies of the context in which these technologies are embedded. We start from the problem-based and practice-oriented approach to democracy theory as developed by political theorist Mark Warren. We build on this approach to describe practices that can enhance or challenge democracy in political systems and extend it to integrate a sociotechnical perspective and make the role of technology explicit. We then examine how AI technologies can play a role in these practices to improve or inhibit the democratic nature of political systems. We focus in particular on AI-supported political systems in the energy domain. (shrink)

The current discourse on fairness, accountability, and transparency in machine learning is driven by two competing narratives: sociotechnical dogmatism, which holds that society is full of inefficiencies and imperfections that can only be solved by better algorithms; and sociotechnical skepticism, which opposes many instances of automation on principle. Both perspectives, we argue, are reductive and unhelpful. In this chapter, we review a large, diverse body of literature in an attempt to move beyond this restrictive duality, toward a pragmatic (...) synthesis that emphasizes the central role of context and agency in evaluating new and emerging technologies. We show how epistemological and ethical considerations are inextricably intertwined in contemporary debates on algorithmic bias and explainability. We trace the dialectical interplay between dogmatic and skeptical narratives across disciplines, merging insights from social theory and philosophy. We review a number of theories of explanation, ultimately endorsing a sociotechnical pragmatism that combines elements of Floridi’s levelism and Mayo’s reliabilism to place a special emphasis on notions of agency and trust. We conclude that this hybrid does more to promote fairness, accountability, and transparency in machine learning than dogmatic or skeptical alternatives. (shrink)

Dreamscapes of Modernity offers the first book-length treatment of sociotechnical imaginaries, a concept originated by Sheila Jasanoff and developed in close collaboration with Sang-Hyun Kim to describe how visions of scientific and technological progress carry with them implicit ideas about public purposes, collective futures, and the common good. The book presents a mix of case studies—including nuclear power in Austria, Chinese rice biotechnology, Korean stem cell research, the Indonesian Internet, US bioethics, global health, and more—to illustrate how the concept (...) of sociotechnical imaginaries can lead to more sophisticated understandings of the national and transnational politics of science and technology. A theoretical introduction sets the stage for the contributors’ wide-ranging analyses, and a conclusion gathers and synthesizes their collective findings. The book marks a major theoretical advance for a concept that has been rapidly taken up across the social sciences and promises to become central to scholarship in science and technology studies. This paper examines two prominent formal trade-offs in artificial intelligence (AI)---between predictive accuracy and fairness, and between predictive accuracy and interpretability. These trade-offs have become a central focus in normative and regulatory discussions as policymakers seek to understand the value tensions that can arise in the social adoption of AI tools. The prevailing interpretation views these formal trade-offs as directly corresponding to tensions between underlying social values, implying unavoidable conflicts between those social objectives. In this paper, I challenge that prevalent (...) interpretation by introducing a sociotechnical approach to examining the value implications of trade-offs. After providing a set-theoretic understanding of these model trade-offs, I argue that their implications cannot be understood in isolation from the technical, psychological, organizational, and social factors that shape the integration of AI models into decision-making pipelines. Specifically, I identify three key considerations---validity and instrumental relevance, compositionality, and dynamics---for contextualizing and characterizing these implications. These considerations reveal that the relationship between model trade-offs and corresponding values depends on critical choices and assumptions. Crucially, judicious sacrifices in one model property for another can, in fact, promote both sets of corresponding values. The proposed sociotechnical perspective thus shows that we can and should aspire to higher epistemic and ethical possibilities than the prevalent interpretation suggests, while offering practical guidance for achieving those outcomes. Finally, I draw out the broader implications of this perspective for AI design and governance, highlighting the need to broaden normative engagement across the AI lifecycle, develop legal and auditing tools sensitive to sociotechnical considerations, and rethink the vital role and appropriate structure of interdisciplinary collaboration in fostering a responsible AI workforce. This article argues for engaging with the smart city as a sociotechnical imaginary. By conducting a close reading of primary source material produced by the companies IBM and Cisco over a decade of work on smart urbanism, we argue that the smart city imaginary is premised in a particular narrative about urban crises and technological salvation. This narrative serves three main purposes: it fits different ideas and initiatives into a coherent view of smart urbanism, it sells and disseminates this (...) version of smartness, and it crowds out alternative visions and corresponding arrangements of smart urbanism. Furthermore, we argue that IBM and Cisco construct smart urbanism as both a reactionary and visionary force, plotting a model of the near future, but one that largely reflects and reinforces existing sociopolitical systems. We conclude by suggesting that breaking IBM’s and Cisco’s discursive dominance over the smart city imaginary requires us to reimagine what smart urbanism means and create counter-narratives that open up space for alternative values, designs, and models. Digital technologies have opened up new perspectives in thinking about the future of food and farming. Not only do these new technologies promise to revolutionise our way of meeting global food demand, they do so by boldly claiming that they can reduce their environmental impacts. However, they also have the potential to transform the organisation of agri-food systems more fundamentally. Drawing on assemblage theory, we propose a conceptual model of digitalisation organised around three facets: digitalisation as a project; “everyday digitalisation”; (...) and reflexive digitalisation. These facets reflect different relations between concrete practices and representations, imaginaries, and narratives, while representing different modes of agency: the collective, the distributed, and the individual, which, we argue, highlight contrasting ways for human and non-human actors to engage with digitalisation. With this model anchored in assemblage theory, we offer a tool for critically and comprehensively engaging with the complexity and multiplicity of digitalisation as a sociotechnical process. We then apply our theoretical framework to two ethnographic studies, one explores the growth of digital technologies in Switzerland as a way to govern and monitor national agriculture, the other focuses on Indonesia, where small digital startups have begun to dot the landscape. By identifying the material and semiotic processes occurring in each case, we notice similar issues being raised in terms of how digitalisation is co-constructed in society. (shrink)

Three-dimensional ‘bioprinting’ is under development, which may produce living human organs and tissues to be surgically implanted in patients. Like tissue engineering and regenerative medicine generally, the process of bioprinting potentially disrupts experience of the human body by redefining understandings of, and becoming actualised in new practices and regimes in relation to, the body. The authors consider how these novel sociotechnical imaginaries may emerge, having regard to law’s contribution to, as well as its possible transformation by, the process of (...) 3D bioprinting. The authors draw on Gilbert Simondon and corporeal, material feminists to account for these disruptions as ‘ontogenetic,’ in the sense that technology can produce new ontologies or beings. The authors focus namely on ontogenesis, individuation and the pre-individual forces that comprise, and yet remain inexhausted by, the process of 3D bioprinting. The authors argue legal phenomena are pre-individual forces that ‘in-form’ ontogenesis. These pre-individual forces are indistinguishable from those implicated in the individuation of the body’s physical form; thereby, the individuation of the bodily material through 3D bioprinting may be expressive and generative of sociolegal phenomena, at least as those relate to the body. The authors conclude that 3D bioprinting shores up conventional, liberal conceptions in law of the human body as individual, bounded and primarily contractual. Three-dimensional bioprinting may introduce ontological difference to the extent it promises and realises a new temporality of the human as a species- and legal-subject, although such a development would only seem to expand, rather than attenuate, a biopolitical regime. Actor‐Network Theory is a research lens that has gained popularity in the nursing and health sciences domains. The perspective allows a researcher to describe the interaction of actors (both human and non‐human) within networked sociomaterial contexts, including complex practice environments where nurses and health technology operate. This study will describe Actor‐Network Theory and provide methodological considerations for researchers who are interested in using this sociotechnical lens within nursing and informatics‐related research. Considerations related to technology conceptualization, levels of analysis, and (...) sampling procedures in Actor‐Network Theory based research are addressed. As a theoretical framework in the Science and Technology Studies (sts) scholarship, the sociotechnical imaginaries approach (sta) has provided a conceptual framework and methodology that not only overcome the deterministic understanding of technological development but also theorized the relationship between society on the one hand, and science and technology on the other. However, as will be pointed out, a limitation of the sta renders it incapable of problematizing what I will call as the technopolitics of specialization, defined as the (...) organization of unequal positions based on the capitalist centers’ control over techno-epistemic networks set against the backdrop of a neocolonial relation. Such an incapacity glosses over the persistence of neocolonialism and dependency especially in the Global South. -/- This paper aims to reimagine the theoretical framework of the sociotechnical imaginaries by developing a critical review of its approach. The paper will place in dialogue the most recent and relevant conceptual developments of the sta and the dependency theory of Samir Amin. The paper will present how the most relevant literature concerning the sta work on the assumption that every polity has control over existing techno-epistemic networks from which imaginaries are independently defined. The vision of integrating artificial intelligence in education is part of an ongoing push for harnessing digital solutions to improve teaching and learning. Drawing from Jasanoff and Hasse, this paper deliberates on how sociotechnical imaginaries are interrelated to the implications of new technologies, such as AI, in education. Complicating Hasses’s call for the development of Socratic ignorance to consider our predispositions about new technologies and open new prospects of thought, this paper revisits postphenomenology and Feenberg’s critical constructivist theories. The aim of this study is to investigate radio frequency identification tagging as a form of sociotechnical experimentation and the kinds of sociotechnical futures at stake in this experimentation. For this purpose, a detailed analysis of a publicly available promotional video by a tag producer for the fashion industry, a sector widely using RFID tags, was analysed in detail. The results of the study indicated that the sociotechnical imaginary of RFID tagging gravitates around the core value of (...) perfect sociotechnical efficiency. This demands a high degree of readiness to engage in standardization efforts, which performs a specific materialized understanding of ethics by other means. Furthermore, the analysis points to the importance of considering the spatiotemporal dimensions in which RFID tags work when reflecting on how this technology matters to society. Finally, the analysis shows a tacit effort to keep RFID technology and thus any questions of responsible innovation confined to the shop floor. However, given the spreading of the use of RFIDs, much wider-ranging considerations are called for. (shrink)

This article examines Russian engineers’ social imagination about the future through the professional discussions held at the electrotechnical congresses in the nineteenth century. Formulating the prospective future of the industry, the state and society was a collective endeavor, a process in which the identity and mission of engineers were crystallized. Through envisioning the future of technology and its role in the society, engineers revealed their cultural role as mediators between technological innovation, and both the wider public and the state. In (...) order to better understand the manifestations of the shared cultural understandings of a desirable future and social order, the article resorts to Sheila Jasanoff’s concept of sociotechnical imaginaries. The engineering community’s sociotechnical imagination about electricity was shaped around the transformative possibilities of this technology. It was believed that electrical engineering was able not only to accelerate industrial production, but also to solve social, medical and cultural problems, thereby uniting the Russian Empire. Descriptions of the rational, comfortable and beautiful world of the electrified future overlapped in engineering discussions, journalism and science fiction. Positive scenarios emphasized the advantages of electrical engineering and bypassed the problems associated with electrification, constructing an idea of its inevitability. The electrical engineer became a kind of a new cultural hero, who knew how to make a working device or system, and also filled the task of linking the development of technology to the development of society. It has been argued that ethical frameworks for data science often fail to foster ethical behavior, and they can be difficult to implement due to their vague and ambiguous nature. In order to overcome these limitations of current ethical frameworks, we propose to integrate the analysis of the connections between technical choices and sociocultural factors into the data science process, and show how these connections have consequences for what data subjects can do, accomplish, and be. Using healthcare as an example, (...) attention to sociocultural conversion factors relevant to health can help in navigating technical choices that require broader considerations of the sociotechnical system, such as metric tradeoffs in model validation, resulting in better ethical and technical choices. This approach promotes awareness of the ethical dimension of technical choices by data scientists and others, and that can foster the cultivation of 'ethical skills' as integral to data science. A growing body of literature in the field of embodied situated cognition is drawing attention to the hostile ways in which our environments can be constructed, with detrimental effects on people’s ability to flourish as environmentally situated beings. This paper contributes to this body of research, focusing on a specific area of concern. Specifically, I argue that a very particular problematic quasi-Cartesian picture of the human body, the human mind, what it means for these to function well, and the role (...) of technology in promoting such functioning, animate our Western sociotechnical imagination. This picture, I show, shapes the sociotechnical niches we inhabit in an _ableist_ manner, perniciously legislating which body-minds have access to a rich world of affordances and are seen as agential and valuable. Because the ableist quasi-Cartesian commitments animating our Western sociotechnical imagination are problematic and pervasive, I argue that exposing and reimagining these commitments should be a prime focal point of those working at the intersection of science, technology, and human values. I present insights from enactive 4E cognition and critical disability studies as fruitful resources for such much-needed reimagining. I also make the case, more provocatively but also more tentatively, that the ableist view of bodily and minded well- functioning animating our Cartesian Western sociotechnical imagination is not only damaging to embodied minds who deviate from the presumed norm, creating inaccessible worlds for some of us; it is in fact a threat to human and planetary flourishing at large. We can observe self-organization properties in various systems. However, modern networked dynamical sociotechnical systems have some features that allow for realizing the benefits of self-organization in a wide range of systems in economic and social areas. The review examines the general principles of self-organized systems, as well as the features of the implementation of self-organization in sociotechnical systems. We also delve into the production systems, in which the technical component is decisive, and social networks, in which the social (...) component dominates; we analyze models used for modeling self-organizing networked dynamical systems. It is shown that discrete models prevail at the micro level. Furthermore, the review deals with the features of using continuous models for modeling at the macro level. (shrink)

Explicitly dismantling or decommissioning existing sociotechnical systems seems to be unimaginable both within dominant public imaginaries and in academic thought. Indeed, ‘gee whiz’ journalistic narratives regarding emerging technoscience abound as many members of the public appear to eagerly await any new innovation coming out of Silicon Valley. At the same time, most science and technology studies (STS) research focuses on the creation of new technoscience, not its destruction or temporary decommissioning. Yet, lay citizens clearly engage in forms of Luddism: (...) schoolchildren and overworked professionals take digital ‘detoxes’, a number of cities have dismantled their urban highways, and a growing movement of parents have opted their children out of their state’s standardized testing requirements. While all such efforts are rooted in the rejection of a technology, they vary in terms of their resemblance to 19th century English Luddism as well as with respect to Langdon Winner’s concept of epistemological Luddism. How might STS scholars better make sense of 21st century Luddism? This article conceptualizes a number of contemporary examples of technological dismantling with regard to their epistemological and political characteristics. We end with a call for research to better understand lay technological refusal, especially in comparison to elite-driven forms of disruption. (shrink)

Discussions of ethics within in-service teacher education tend to focus on microethical concerns (e.g., discipline) that deal with decision making at interpersonal levels. Issues concerning educational technology are no exception. Yet, as teachers choose and are expected to integrate technological devices (e.g., laptops) and sociotechnical systems (e.g., learning management systems) into pedagogical practices, their classrooms and schools may become implicated in macroethical issues (e.g., electronic waste) that reach beyond the local consequences of their direct actions. Necessitated by tight couplings (...) of technology and education, this article presents the concept of macroethics for teacher educators by grounding it in three areas of concern: obsolescence, automation, and big data. These three areas offer opportunities to make economic and environmental issues more central to case studies on technology in teacher education. At the same time, teacher educators will need to put emphasis on critical reflection and collective action in units on macroethics since the limited impact of individual decision-making on these issues may put teachers in double binds (i.e., dilemmas with contradictory demands). Building on critical approaches that understand algorithms in terms of communication, culture and organization, this paper offers the supplementary conceptualization of algorithms as organizational figuration, defined as material and meaningful sociotechnical arrangements that develop in spatiotemporal processes and are shaped by multiple enactments of affordance–agency relations. We develop this conceptualization through a case study of a Danish fintech start-up that uses machine learning to create opportunities for sustainable pensions investments. By way of ethnographic and literary methodology, we provide an (...) in-depth analysis of the dynamic trajectory in and through which the organization gives shape to and takes shape from its key algorithmic tool, mapping the shifting sociotechnical arrangements of the start-up, from its initial search for a viable business model through the development of the algorithm to the public launch of its product. This paper explores the important role of critical science, and in particular of post-colonial and decolonial theories, in understanding and shaping the ongoing advances in artificial intelligence. Artificial intelligence is viewed as amongst the technological advances that will reshape modern societies and their relations. While the design and deployment of systems that continually adapt holds the promise of far-reaching positive change, they simultaneously pose significant risks, especially to already vulnerable peoples. Values and power are central to this discussion. Decolonial theories (...) use historical hindsight to explain patterns of power that shape our intellectual, political, economic, and social world. By embedding a decolonial critical approach within its technical practice, AI communities can develop foresight and tactics that can better align research and technology development with established ethical principles, centring vulnerable peoples who continue to bear the brunt of negative impacts of innovation and scientific progress. We highlight problematic applications that are instances of coloniality, and using a decolonial lens, submit three tactics that can form a decolonial field of artificial intelligence: creating a critical technical practice of AI, seeking reverse tutelage and reverse pedagogies, and the renewal of affective and political communities. The years ahead will usher in a wave of new scientific breakthroughs and technologies driven by AI research, making it incumbent upon AI communities to strengthen the social contract through ethical foresight and the multiplicity of intellectual perspectives available to us, ultimately supporting future technologies that enable greater well-being, with the goal of beneficence and justice for all. Several competing narratives drive the contemporary AI ethics discourse. At the two extremes are sociotechnical dogmatism, which holds that society is full of inefficiencies and imperfections that can only be solved by better technology; and sociotechnical skepticism, which highlights the unacceptable risks AI systems pose. While both narratives have their merits, they are ultimately reductive and limiting. As a constructive synthesis, we introduce and defend sociotechnical pragmatism—a narrative that emphasizes the central role of context and human agency (...) in designing and evaluating emerging technologies. In doing so, we offer two novel contributions. First, we demonstrate how ethical and epistemological considerations are intertwined in the AI ethics discourse by tracing the dialectical interplay between dogmatic and skeptical narratives across disciplines. Second, we show through examples how sociotechnical pragmatism does more to promote fair and transparent AI than dogmatic or skeptical alternatives. By spelling out the assumptions that underpin sociotechnical pragmatism, we articulate a robust stance for policymakers and scholars who seek to enable societies to reap the benefits of AI while managing the associated risks through feasible, effective, and proportionate governance.
