Culture-independent high-throughput sequencing has provided unprecedented insights into microbial ecology, particularly for Earth’s most ubiquitous and diverse inhabitants – the viruses. A plethora of methods now exist for amplifying the vanishingly small amounts of nucleic acids in natural viral communities in order to sequence them, and sequencing depth is now so great that viral genomes can be detected and assembled even amid large concentrations of non-viral DNA. Complementing these advances in amplification and sequencing is the ability to (...) physically link fluorescently labeled viruses to their host cells via high-throughput flow sorting. Sequencing of such isolated virus–host pairs facilitates cultivation-independent exploration of the natural host range of viruses. Within the next decade, as these technologies become widespread, we can expect to see a systematic expansion of our knowledge of viruses and their hosts. (shrink)

Let me begin with what may seem a very minor point, but one which I think reveals something about how many philosophers today conceive of their subject. During the past few decades, there has been an increasing tendency for references in philosophy books and articles to be formatted in the ‘author and date’ style (‘see Fodor (1996)’, ‘see Smith (2001)’.) A neat and economical reference system, you may think; and it certainly saves space, albeit inconveniencing readers by forcing them to (...) flip back to the end of the chapter or book to find the title of the work being referred to. But what has made this system so popular among philosophers? A factor which I suspect exerts a strong subconscious attraction for many people is that it makes a philosophy article look very like a piece of scientific research. For if one asks where the ‘author-date’ system originated, the answer is clear: it comes from the science journals. And in that context, the choice of referencing system has a very definite rationale. In the progress-driven world of science, priority is everything, and it's vitally important for a career that a researcher is able to proclaim his work as breaking new ground. Bloggs (2005) developed a technique for cloning a certain virus; Coggs (2006) showed how certain bits of viral DNA could be spliced; and now Dobbs (2007) draws on both techniques to develop the building blocks of a new vaccine. The idea is that our knowledge-base is enhanced, month by month and year by year, in small incremental steps (perhaps with occasional major breakthroughs); and in the catalogue of advances, the date tagged to each name signals when progress was made, and by whom. In the past few years, a large number of new chemokines (chemotactic cytokines) and chemokine receptors have been discovered. The growth in knowledge about these molecules has been achieved largely through advances in bioinformatics and the expansion of expression sequence tag (EST) databases. It is now clear that chemokines are crucial in controlling both the development and functioning of leukocytes and that their role is not restricted to cell attraction, as originally assumed. In particular, recent findings provide strong support for (...) the idea that chemokines and their receptors are especially important in the control of viral infection and replication. Thus, specific chemokines are now known to enhance the cytotoxic activity of infected cells, thus inhibiting further virus replication. In addition, some chemokines orchestrate the recruitment of activated leukocytes to foci of infection to aid viral clearance. Viruses, in turn, have evolved various defences against chemokines. These range from the production of proteins that inhibit biological activity of the host chemokine to the hijacking of the chemokine system, whereby certain viruses utilize chemokine receptors for their entry. The latter viral defence can itself be blocked by chemokines. Altogether, these findings illustrate the central role of chemokines in many different phases of the immune response, particularly those aspects involving antiviral defence, a variety and versatility that was not fully appreciated even a few years ago. ABSTRACT Why did the popping of the housing bubble bring the financial system—rather than just the housing sector of the economy—to its knees? The answer lies in two methods by which banks had evaded regulatory capital requirements. First, they had temporarily placed assets—such as securitized mortgages—in off‐balance‐sheet entities, so that they did not have to hold significant capital buffers against them. Second, the capital regulations also allowed banks to reduce the amount of capital they held against assets that remained on (...) their balance sheets—if those assets took the form of AAA‐rated tranches of securitized mortgages. Thus, by repackaging mortgages into mortgage‐backed securities, whether held on or off their balance sheets, banks reduced the amount of capital required against their loans, increasing their ability to make loans many‐fold. The principal effect of this regulatory arbitrage, however, was to concentrate the risk of mortgage defaults in the banks and render them insolvent when the housing bubble popped. (shrink)

Les qualités qui ont conduit la Pensée juridique à être un des ouvrages de base de la formation théorique de toute une génération de juristes, celle des décennies 60-70, demeurent encore aujourd'hui intactes. The starting point of this paper are two views: on the one hand, two general claims about street art – a broad art category encompassing works of spray painting as well as of yarn bombing, paste ups as well as sculptural interventions, tags as well as stickers, and so on – and, on the other hand, a much more specific view about certain contemporary tags produced, roughly, over the past twenty years. The two general claims are, first, that all works (...) of street art are subversive (see, e.g., Bacharach 2015; 2018; Chackal 2016; Baldini 2015; 2016; 2017; 2018; Willard 2016), second, that works of street art are the result of acts of self-expression (Riggle 2016). The specific view about certain contemporary tags is that they are artworks, although they are not presented, mainly, for appreciation of aesthetic properties grounded in their perceptual properties, because they are works of conceptual street art (see Lewisohn 2010; JAK 2012). The key question of the paper concerns, however, not contemporary tags, but “very early tags” (VETs) – a term that I shall use to designate the extremely simple, unadorned tags that first appeared in the late 1960s and that some scholars consider as the historical predecessors of the various practices that today we group under the category “street art” (see, e.g., Young 2014; Gastman et al. 2015): should we regard VETs as artworks? On the one hand, VETs writers tend to answer this question in the negative, since they stress that they didn’t cast themselves as artists and often identify the first tags that are artworks with the graphically elaborated tags that begun to be seen around New York City and Philadelphia just a few years after the appearance of the first tags. On the other hand, already in the early 1970s, artists and intellectuals such as Norman Mailer and Gordon Matta-Clark seemed to hold the view that it was appropriate to regard both VETs and later tags as art, although they didn’t defend this thesis with argument. The view that some contemporary tags that are not presented, mainly, for appreciation of their aesthetic properties might be candidates for appreciation as works of conceptual art suggests a strategy for assessing the issue whether VETs are candidates for art appreciation: can we defend the claim that the extremely simple, unadorned VETs were presented for appreciation as works of conceptual street art? Tagging is the phenomenon in which regions of a picture, map, or diagram are annotated with words or other symbols, to provide descriptive information about a depicted object. The interpretive principles that govern tagged images are not well understood, due in part to the difficulty of integrating pictorial and linguistic semantic rules. Rather than directly combining these rules, I propose to use the framework of perspectival feature maps as an intermediary representation of content, in which the outputs of pictorial (...) and linguistic interpretation may be assimilated. The result is a simple and compositional semantics for tagged images. (shrink)

The advent of the so-called Web 2.0 and the Semantic Web, for all their seemingly apparent (Floridi, 2009) differences, was instrumental in a renewed interest in questions that used to be addressed solely by the philosophy of language. Amongst these, the problem of meaning is paramount to many a Webservice. The fact that philosophical problematiques of such a magnitude as this one are brought up both in the design process and effective use of technical devices, forces us to realize that (...) some topics are already moving from the traditional realm of theoretical questions to an area packed with innumerable “artefacts of meaning” - tagging systems among many (we will focus on these for the time being). This shift, that we’ve chosen to dub “artefactualization” elsewhere (Monnin, 2009a), bespeaks the now common coupling between philosophical questions and technological realities. In other words, a process that exhibits continuity as well as radical change and deeply subverts established views about the relationships symbolic forms and artefacts entertain with one another. Purely parallel neural networks can model object recognition in brief displays – the same conditions under which illusory conjunctions (the incorrect combination of features into perceived objects in a stimulus array) have been demonstrated empirically (Treisman 1986; Treisman & Gelade 1980). Correcting errors of illusory conjunction is the “tag-assignment” problem for a purely parallel processor: the problem of assigning a spatial tag to nonspatial features, feature combinations, and objects. This problem must be solved to model human object recognition over a (...) longer time scale. Our model simulates both the parallel processes that may underlie illusory conjunctions and the serial processes that may solve the tag-assignment problem in normal perception. One component of the model extracts pooled features and another provides attentional tags that correct illusory conjunctions. Our approach addresses two questions: (i) How can objects be identified from simultaneously attended features in a parallel, distributed representation? (ii) How can the spatial selectional requirements of such an attentional process be met by a separation of pathways for spatial and nonspatial processing? Our analysis of these questions yields a neurally plausible simulation of tag assignment based on synchronizing feature processing activity in a spatial focus of attention. (shrink)

A long-standing problem in biology, economics, and social sciences is to understand the conditions required for the emergence and maintenance of cooperation in evolving populations. This paper investigates how to promote the evolution of cooperation in the Prisoner’s Dilemma game. Differing from previous approaches, we not only propose a tag-based control mechanism but also look at how the evolution of cooperation by TBC can be successfully promoted. The effect of TBC on the evolutionary process of cooperation shows that it can (...) both reduce the payoff of defectors and inhibit defection; although when the cooperation rate is high, TBC will also reduce the payoff of cooperators unless the identified rate of the TBC is large enough. An optimal timing control of switched replicator dynamics is designed to consider the control costs, the cooperation rate at terminal time, and the cooperator’s payoff. The results show that the switching control between an optimal identified rate control of the TBC and no TBC can properly not only maintain a high cooperation rate but also greatly enhance the payoff of the cooperators. Our results provide valuable insights for some clusters, for example, logistics parks and government, to regard the decision to promote cooperation. (shrink)

An important element of Natural Language Processing is parts of speech tagging. With fine-grained word-class annotations, the word forms in a text can be enhanced and can also be used in downstream processes, such as dependency parsing. The improved search options that tagged data offers also greatly benefit linguists and lexicographers. Natural language processing research is becoming increasingly popular and important as unsupervised learning methods are developed. There are some aspects of the Albanian language that make the creation of (...) a part-of-speech tag set challenging. This research provides a discussion of those issues linguistic phenomena and presents a proposal for a part-of-speech tag set that can adequately represent them. The corpus contains more than 250,000 tokens, each annotated with a medium-sized tag set. The Albanian language’s syntagmatic aspects are adequately represented. Additionally, in this paper are morphologically and part-of-speech tagged corpora for the Albanian language, as well as lemmatize and neural morphological tagger trained on these corpora. Based on the held-out evaluation set, the model achieves 93.65% accuracy on part-of-speech tagging, The morphological tagging rate was 85.31 % and the lemmatization rate was 88.95%. Furthermore, the TF-IDF technique weighs terms and with the scores are highlighted words that have additional information for the Albanian corpus. (shrink)

The paper discusses recent developments in web technologies based on collaborative tagging. This approach is seen as a tremendously powerful way to coordinate the ontologies and views of a large number of individuals, thus constituting the most successful tool for distributed cognition so far.

A cell's biochemistry is now known to be the biochemistry of molecular machines, that is, protein complexes that are assembled and dismantled in particular locations within the cell as needed. One important element in our understanding has been the ability to begin to see where proteins are in cells and what they are doing as they go about their business. Accordingly, there is now a strong impetus to discover new ways of looking at the workings of proteins in living cells. (...) Although the use of fluorescent tags to track individual proteins in cells has a long history, the availability of laser-based confocal microscopes and the imaginative exploitation of the green fluorescent protein from jellyfish have provided new tools of great diversity and utility. It is now possible to watch a protein bind its substrate or its partners in real time and with submicron resolution within a single cell. The importance of processes of self-organisation represented by protein folding on the one hand and subcellular organelles on the other are well recognised. This paper presents a comprehensive Tag set as a fundamental component for developing an automated Word Class/part-of-speech (PoS) tagging system for the Arabic language. The aim is to develop a standard and comprehensive PoS tag set that based upon PoS classes and Arabic inflectional morphology useful for Linguistics and Natural Language Processing (NLP) developers to extract more linguistic information from it. The tag names in the developed tag set uses terminology from Arabic tradition grammar rather than English grammar. The (...) usability of the presented Tag set has been tested in manual tagging and built up a set of tagged text to serve as a goal corpus used to compare it with the results obtained from the tagger. Although having conscious experiences is a fundamental feature of our everyday life, our understanding of what consciousness is is very limited. According to one of the main conclusions of contemporary philosophy of mind, the qualitative aspect of consciousness seems to resist functionalisation, i.e. it cannot be adequately defined solely in terms of functional or causal roles, which leads to an epistemic gap between phenomenal and scientific knowledge. Phenomenal qualities, then, seem to be, in principle, unexplainable in scientific terms. As a (...) reaction to this pessimistic conclusion it is a major trend in contemporary science of consciousness to turn away from subjective experiences and re-define the subject of investigations in neurological and behavioural terms. This move, however, creates a gap between scientific theories of consciousness, and the original phenomenon, which we are so intimately connected with. The thesis focuses on this gap. It is argued that it is possible to explain features of consciousness in scientific terms. The thesis argues for this claim from two directions. On the one hand, a specific identity theory is formulated connecting phenomenal qualities to certain intermediate level perceptual representations which are unstructured for central processes of the embedding cognitive system. This identity theory is hypothesised on the basis of certain similarities recognised between the phenomenal and the cognitive-representational domains, and then utilised in order to uncover further similarities between these two domains. The identity theory and the further similarities uncovered are then deployed in formulating explanations of the philosophically most important characteristics of the phenomenal domain—i.e. why phenomenal qualities resist functionalisation, and why the epistemic gap occurs. On the other hand, the thesis investigates and criticises existing models of reductive explanation. On the basis of a detailed analysis of how successful scientific explanations proceed a novel account of reductive explanation is proposed, which utilises so-called prior identities. Prior identities are prerequisites rather than outcomes of reductive explanations. They themselves are unexplained but are nevertheless necessary for mapping the features to be explained onto the features the explanation relies on. Prior identities are hypothesised in order to foster the formulation of explanatory claims accounting for target level phenomena in terms of base level processes—and they are justified if they help projecting base level explanations to new territories of the target level. The thesis concludes that the identity theory proposed is a prior identity, and the explanations of features of the phenomenal domain formulated with the aid of this identity are reductive explanations proper. In this sense, the thesis introduces the problem of phenomenal consciousness into scientific discourse, and therefore offers a bridge between the philosophy and the science of consciousness: it offers an approach to conscious experience which, on the one hand, tries to account for the philosophically most important features of consciousness, whereas, on the other hand, does it in a way which smoothly fits into the everyday practice of scientific research. A good deal of concern is generated when a person with dementia wanders. One putatively easy technological remedy is to consider electronic tagging. This possibility, however, raises a dif erent set of ethical concerns. In this paper we report the results of a survey that was intended to elicit people’s views about the ethical issues surrounding the topic of tagging in dementia. There was broad agreement in response to the scenario used in the survey that electronic tagging (...) could be an ethically reasonable way to deal with wandering in people who are confused. It was seen as considerably better than locking doors as a way to maintain a person’s safety. There were, however, concerns and uncertainties about principles relating to civil liberties, stigma and dignity. And there appeared to be some weight behind the view that electronic tagging of confused people who wander requires professional involvement, the nature of which would need to be decided. population in general. This paper uses Wmatrix to generate semantic tagging to compare corpora of media representations between the American Dream and the Chinese Dream. The USAS tagger is used to assign the semantic field tags to the America Dream Corpus and the Chinese Dream Corpus. The motivation of this study is to replicate the studies using an automated and inclusive method based on semantic tagging. 295–324), and more importantly, to conduct a broad semantic categorization on both national dreams so as (...) to uncover the cultural, social and historical similarities and/or differences. It is found that the cultural difference of the individualistic home and work association of the American Dream versus the collectivistic nation and world attributions of the Chinese Dream. The different historical stage and social-economic contexts are disclosed from the different temporal positions from time category, and the contrastive tags associated with negative representation of the American Dream and positive representation of the Chinese Dream. This study evaluated the potential contribution of extrageniculate visual pathways to oculomotor orienting reflexes in hemianopic patients. It tested whether extrageniculate pathways mediate inhibition of return —a phenomenon characterized by slowed target detections at recently stimulated locations . Because hemianopic subjects cannot overtly respond to stimuli presented within their hemianopic field, we utilized a spatial cueing paradigm that capitalized on the fact that IOR operates in spatiotopic coordinates. Subjects moved their eyes so that a cue and a target presented at (...) the same spatial location were imaged successively onto blind and seeing portions of their retinas. One hemianopic patient showed a similar IOR effect from cues presented within both the seeing and the hemianopic fields. With a second hemianopic patient, only presentations of the cue to the subject's seeing field produced IOR. The explanation for this discrepancy is not evident. These observations highlight both the potential value and the pitfalls inherent in using “blindsight” as a window into human consciousness. (shrink)

This past February 22–24, the University of Virginia held a specially arranged conference on the subject of “Fukuyama and the End of History.” Invitations were extended to philosophers, historians, political scientists, sociologists, economists, and literary critics, with the host university contributing a number a speakers. Each person attending the conference received a copy of Francis Fukuyama’s well known article, “The End of History?” from The National Interest, 16 : 3–18, and Fukuyama himself was expected to attend. At the last minute (...) the organizers learned of the existence of Philip Grier’s “The End of History, and the Return of History,” which would within the next few weeks appear in The Owl, 21, 2 : 131–144. Upon receiving it, and the permission of the Editor of The Owl, the organizers decided to provide an advance copy of this article to everyone attending, along with the Fukuyama piece, so that the controversy over the latter’s possible mis-appropriation of Hegel would be a theme for discussion from the outset. I examine what would be necessary to move part-of-speech tagging performance from its current level of about 97.3% token accuracy (56% sentence accuracy) to close to 100% accuracy. I suggest that it must still be possible to greatly increase tagging performance and examine some useful improvements that have recently been made to the Stanford Part-of-Speech Tagger. However, an error analysis of some of the remaining errors suggests that there is limited further mileage to be had either from better (...) machine learning or better features in a discriminative sequence classifier. The prospects for further gains from semisupervised learning also seem quite limited. Rather, I suggest and begin to demonstrate that the largest opportunity for further progress comes from improving the taxonomic basis of the linguistic resources from which taggers are trained. That is, from improved descriptive linguistics. However, I conclude by suggesting that there are also limits to this process. The status of some words may not be able to be adequately captured by assigning them to one of a small number of categories. While conventions can be used in such cases to improve tagging consistency, they lack a strong linguistic basis. (shrink)

‘The day of the Lord is already here’ (2 Thess 2:2b) – A key problem to the understanding of the second letter to the Thessalonians. 2 Thessalonians 2:2b, that is, the words ἐνέστηκεν ἡ ἡμέρα τοῦ κυρίου are a crux interpretum. At the same time their interpretation is crucial for the overall understanding of 2 Thessalonians. Does this text offer a view of early Christian eschatology totally different from Paul’s or is it compatible to what we read for example in (...) 1 Thessalonians? The article deals critically with two recent monographs by Norbert Baumert and Maria-Irma Seewann who offered a new interpretation of the passage according to which 2 Thessalonians 2:2 is not concerned with matters of Parousia, but with Christ’s presence in the community. It offers an overview of the development of the ‘Day of the Lord’ traditions in the Old Testament and Early Judaism and shows that Baumert and Seewann’s interpretation is untenable. After an analysis of the context of 2 Thessalonians 2:1–2 the article develops an own interpretation of 2 Thessalonians’ 2:2 in light of a parallel in Hippolyt’s Commentary on Daniel. The eschatology of 2 Thessalonians 2 finally, provides an argument for the text’s pseudepigraphy. (shrink)

The Philippine government has been relentless in its counterinsurgency campaigns. From the colonial wars that vilified as insurgents and bandits the honored heroes of today, up to the anti-communist and anti-secessionist civil and military efforts of the postcolonial regimes, these campaigns have not only rolled out large state resources but also cost lives of innocent civilians. Patterned after the United States (US) of America’s principle of low-intensity conflict aimed at countering Marxist and anti-imperialist movements (Reed 1986), counterinsurgency campaigns have unleashed (...) a warfare that indiscriminately target its supposed opponents, including unarmed activists. In 2007, the United Nations Special Rapporteur Philip Alston examined the horrible political situation of the Philippines – characterized by political killings, abductions, and tortures – and identified how state elements, under the blanket protection of waging a counterinsurgency campaign, were responsible for the political repressions then (Sales 2009). Today, under the murderous Duterte regime, the counterinsurgency campaign has reached an unprecedented level of ferocity as it is waged through a militarist whole-ofnation approach composed by multi-level government and multi-agency responses. -/- Being greatly influenced by the US, counterinsurgency campaigns in the Philippines follow the paranoiac and hysterical communist witch-hunt of McCarthyism (Hutchins-Viroux 2008). The hysteria’s contemporary and local expression is the phenomenon called red- or terror-tagging.1 Terror-tagging is the systematic process of maliciously naming or identifying an individual or group as a communist and/or terrorist by its association with a supposed communist and/or terrorist group. Being a systematic process, it is initiated and sustained by state elements with the view of maligning or defaming political activists. Terror-tagging is aimed against activists, dissenters, and even the political opposition. The social activist Rhoda Dalang (2014) has noted how terror-tagging has been deployed by the Philippine state in its counterinsurgency efforts, from the Marcos up to the then Aquino regime. And until the previous Duterte regime, yet with increased intensity and fatality, terror-tagging continued to defame and liquidate activists. As terror-tagging has not received enough academic attention, this chapter aims to fill this gap by providing a preliminary analysis of it. The chapter will be doing a critical discourse analysis. It will take off from a revealing study done by Don Kevin Hapal and Raisa Serafica of Rappler, a media outlet in the Philippines. Through a separate discourse analysis of Facebook posts of the National Task Force to End Local Communist Armed Conflict (NTFELCAC),2 the chapter will also identify aspects of terror-tagging. The discussion will further be theorized using the Marxist analysis of the State and informed by interviews of Atty. Maria Sol Taule and Cristina Palabay. They are both human rights workers who have worked with terror-tagged activists and are themselves subjected to terror-tagging. (shrink)
