Purpose– The purpose of this paper is to present a novel mnemonic, ACTIVE, inspired by Mason's 1985 PAPA mnemonic, which will help researchers and IT professionals develop an understanding of the major issues in information ethics.Design/methodology/approach– Theoretical foundations are developed for each element of the mnemonic by reference to philosophical definitions of the terms used and to virtue ethics, particularly MacIntyrean virtue ethics. The paper starts with a critique of the elements of the PAPA mnemonic and then proceeds to (...) develop an understanding of each of the elements of ACTIVE ethics, via a discussion of the underpinning virtue ethics.Findings– This paper identifies six issues, described by the mnemonic, ACTIVE. ACTIVE stands for: autonomy, the ability of the individual to manage their own information and make choice; community, the ethical effect of an information systems on the community which it supports; transparency, the extent to which the derivation of content and process in an information system is made clear; identity, the social and ethical effect of an information system on the definition and maintenance of the distinctive characteristics of a person; value, the value or moral worth placed on information associated with an individual and hence on the relationship with the individual; and empathy, the ability of the information systems professional to emotionally connect with the user and the extent to which the information system distances or connects.Originality/value– The paper applies virtue ethics to developing a tool to help information professionals reflect on their ethical practice in developing and supporting information systems. This paper represents the attempt to define a methodology that can evaluate the degree to which companies' information systems correspond to needs determined by the objectives of sustainability the firm imposes on itself. The result is the creation of a general model which define the correct approach to evaluating information systems - a model which should be adapted to the specificity of each single company which intends to adopt it. In the chart indicated, we obviously have (...) not considered activities connected to the implementation of the survey system, which are particular to each company's situation. The first part of the paper consists of an overall introduction to the approach that has been used to assess the of Granarolo, one of the Italian companies involved. The case study contains a profile of the company, the analysis of its MIS referred to the three dimensions of sustainability, and an evaluation of the strong points and issues to be developed. This approach to evaluate the gap between desired requirements of an information system for sustainability and current data available in a firm, has proved its consistency and usefulness. It helps to understand where data are, which dimensions, spheres, stakeholders account for and what is the level of integration between different information systems existing in the firm. (shrink)

When developing computational models to analyze the tradeoffs between climate risk management strategies (i.e., mitigation, adaptation, or geoengineering), scientists make explicit and implicit decisions that are influenced by their beliefs, values and preferences. Model descriptions typically include only the explicit decisions and are silent on value judgments that may explain these decisions. Eliciting scientists’ mental models, a systematic approach to determining how they think about climate risk management, can help to gain a clearer understanding of their modeling decisions. (...) In order to identify and represent the role of values, beliefs and preferences on decisions, we used an augmented mental models research approach, namely values-informed mental models (ViMM). We conducted and qualitatively analyzed interviews with eleven climate risk management scientists. Our results suggest that these scientists use a similar decision framework to each other to think about modeling climate risk management tradeoffs, including eight specific decisions ranging from defining the model objectives to evaluating the model’s results. The influence of values on these decisions varied between our scientists and between the specific decisions. For instance, scientists invoked ethical values (e.g., concerns about human welfare) when defining objectives, but epistemic values (e.g., concerns about model consistency) were more influential when evaluating model results. ViMM can (i) enable insights that can inform the design of new computational models and (ii) make value judgments explicit and more inclusive of relevant values. This transparency can help model users to better discern the relevance of model results to their own decision framing and concerns. (shrink)

The exponential digitization of medical data has led to a transformation of the practice of medicine. This change notably raises a new complexity of issues surrounding health IT. The proper use of these communication tools, such as telemedicine, e-health, m-health the big medical data, should improve the quality of monitoring and care of patients for an information system to "human face". Dutch municipalities are confronted with an increased number of prescribed environmental tasks and also with a growing demand, both from the central government and environmental pressure groups, to undertake environmental activities on their own initiative. This development over-taxed the information management of most municipalities. Computer ethicists have for some years been troubled by the issue of how to assign moral responsibility for disastrous events involving erroneous information generated by expert information systems. Recently, Jeroen van den Hoven has argued that agents working with expert information systems satisfy the conditions for what he calls epistemic enslavement. Epistemically enslaved agents do not, he argues, have moral responsibility for accidents for which they bear causal responsibility. In 2013, I've transformed the each_co_uk server side system (aspx / c#) to the client system of a few javascript files ≈400KB potentially webassembly, without plugins / 3rd party / css.. The system maximally reuses functions & data to apply: 1) Linguistic principle of arbitrariness of the sign maximizing repetitions, 2) Multi layer logic of the chess composition, 3) Information Theory minimizing entropy. Some of these ideas were presented at conferences in Santorini, Adelaide, Geneva, Daejon and virtually. Philosophically, any (...) system only organizes the existing reality (information), but can't create it. Its fragmentation easily leads to illusions (entropy): e.g. Zeno's Achilles can't overtake the slower tortoise because as he gets closer, the tortoise gets a bit further, so he gets closer and closer but never reaches her. So the more are logic and data fragmented in various layers (server, javascript, css, sql, frameworks..), the less capable system is. (shrink)

Organisations have eagerly adopted the new opportunities provided by distributed computing technology. These opportunities have also created new dependency on the technology and threats of technical problems. Information technology (IT) management has to choose its position towards these new technical risks. Should the problems be prevented proactively in advance or settled reactively afterwards?This paper draws conclusions from an action research case study aimed at proactive versus reactive end-user support. Between 1994 and 1997 one of the business units (...) in Nokia Telecommunications required a new approach for its distributed information systems (IS) to facilitate rapid organisational growth. The distributed IS and its end-user support were established and organised during a 30-month re-engineering process.These results provide a new view to the dependencies between business processes and IT. The new distributed IT has become, often insidiously, a necessity for vital business processes. Therefore, risk management should be adopted as a standard tool for IS management to identify such dependencies. Proactive actions should be aimed at those areas where IT-related business risks are identified. Proactivity should be supplemented by reactive support to provide daily assistance for the end-users. Fortune 500 non-management employees who work in their company's information systems department were polled via a mail survey; of 191 surveys sent (one to a company), 123 (64%) were returned. Virtually all respondents (97%) indicated that management should define ethical computer use for employees. A majority of respondents (60%) reported that the method management uses to do this should be some form of consensus building. Almost two thirds of respondents (63%) reported that the definition of (...) ethical computer use was well known in their organization. Finally, over half of the respondents (55%) had no personal knowledge that computer abuse occurred in their organization – a surprisingly favorable finding. Of responses indicating knowledge of computer abuse, only about a quarter (26%) indicated direct evidence of the problem. (shrink)

Researchers in areas such as artificial intelligence, formal and computational linguistics, biomedical informatics, conceptual modeling, knowledge engineering and information retrieval have come to realise that a solid foundation for their research calls for serious work in ontology, understood as a general theory of the types of entities and relations that make up their respective domains of inquiry. In all these areas, attention is now being focused on the content of information rather than on just the formats and languages (...) used to represent information. The clearest example of this development is provided by the many initiatives growing up around the project of the Semantic Web. And, as the need for integrating research in these different fields arises, so does the realisation that strong principles for building well-founded ontologies might provide significant advantages over ad hoc, case-based solutions. The tools of formal ontology address precisely these needs, but a real effort is required in order to apply such philosophical tools to the domain of information systems. Reciprocally, research in the information sciences raises specific ontological questions which call for further philosophical investigations. The purpose of FOIS is to provide a forum for genuine interdisciplinary exchange in the spirit of a unified effort towards solving the problems of ontology, with an eye to both theoretical issues and concrete applications. For several years the research group at our Dialogue Systems Lab has been involved in the development of the information state update approach to the building of dialogue systems and in particular Issue based dialogue management developed in Staffan Larsson's PhD thesis and based on Jonathan Ginzburg's gameboard approach to dialogue, focussing on the notion of questions (or issues) under discussion. Larsson's computational approach to information state updates involves a large collection of update rules which (...) fire when certain conditions in the information state are met in a regime determined by a general control algorithm. An utterance by a dialogue participant will in general unleash a whole chain of such updates and part of the power of the approach lies in the fact that we can define very general update rules which have small effects on the information state and which are not necessarily linked to any particular form of utterance. It gives us a much finer grain on update rules than thinking in terms of single monolithic updates associated with speaker utterances. (shrink)

Concerns with improper collection and usage of personal information by businesses or governments have been seen as critical to the success of the emerging electronic commerce. In this regard, computer professionals have the oversight responsibility for information privacy because they have the most extensive knowledge of their organization's systems and programs, as well as an intimate understanding of the data. Thus, the competence of these professionals in ensuring sound practice of information privacy is of great importance (...) to both researchers and practitioners. This research addresses the question of whether male computer professionals differ from their female counterparts in their self-regulatory efficacy to protect personal information privacy. A total of 103 male and 65 female subjects surveyed in Taiwan responded to a 10-item questionnaire that includes three measures: protection, non-distribution, and non-acquisition. The findings show significant gender differences exist in the subjects' overall self-regulatory efficacy for information privacy, and, in particular, that female subjects in this study exhibited a higher level of self-regulatory efficacy than males for the protection and non-acquisition of personal privacy information. The identification of the factorial structure of the self-regulatory efficacy concerning information privacy may contribute to future research directed to examining the links between privacy efficacy and psychological variables, such as ethical attitude, ethical intention, and self-esteem. Studies can also be extended to investigate how different cultural practices of morality and computer use in men and women may shape the different development patterns of privacy self-efficacy. Understanding the different cultural practices may then shed light on the social sources of privacy competence and the appropriate remedies that can be provided to improve the situation. (shrink)

Complexity has emerged as the new norm in the 21st century, and IS projects play a significant role in organisations to address various socio-political concerns. The purpose of this paper is to understand what are the relevant constructs for measuring IS project complexity. A model for measuring IS project complexity is developed using PLS-SEM. The model reveals that organisational complexity, technical complexity, and uncertainty underpin IS project complexity. Organisational complexity in terms of project team, stakeholder management, and strategic drive (...) should be managed by the project manager. Technical complexity was established in terms of project goals, requirements management, technology management, and norms and standards. Uncertainty in IS projects exists in terms of skills management, the triple constraint, and activity management. Suggestions were provided to guide IS project managers on how to manage each construct and alleviate the level of project complexity. This paper presents an updated and different perspective on measuring and managing IS project complexity. The findings would serve as additional building blocks to further elucidate IS project complexity understanding and assist with improving the value of these projects. Furthermore, the suggestions for IS project managers can lead discussions around how IS projects should be managed to ensure complexity is under control. (shrink)

Software application ontologies have the potential to become the keystone in state-of-the-art information management techniques. It is expected that these ontologies will support the sort of reasoning power required to navigate large and complex terminologies correctly and efficiently. Yet, there is one problem in particular that continues to stand in our way. As these terminological structures increase in size and complexity, and the drive to integrate them inevitably swells, it is clear that the level of consistency required for (...) such navigation will become correspondingly difficult to maintain. While descriptive semantic representations are certainly a necessary component to any adequate ontology-based system, so long as ontology engineers rely solely on semantic information, without a sound ontological theory informing their modeling decisions, this goal will surely remain out of reach. In this paper we describe how Language and Computing nv (L&C), along with The Institute for Formal Ontology and Medical Information Sciences (IFOMIS), are working towards developing and implementing just such a theory, combining the open software architecture of L&C’s LinkSuiteTM with the philosophical rigor of IFOMIS’s Basic Formal Ontology. To identify and mathematically assess the uniqueness is the key applicable to other areas eg. computer programming. Maximization of uniqueness is minimization of entropy that coincides as well as goes beyond Information Theory (Shannon, 1948). The reusage of logic as a universal principle to minimize entropy, requires simplified architecture and abstraction. This study aims to compare and contrast how specific information health technologies (IHTs) have been debated, how they have proliferated, and what they have enabled in Germany’s and England’s healthcare systems. For this a discourse analysis was undertaken that specifically focussed on future-scenarios articulated in policy documents and strategy papers released by relevant actors from both healthcare systems. The study reveals that the way IHTs have been debated and how they have proliferated depends on country-specific regulatory structures, (...) their respective values, actors’ and institutions’ organized interests, and the status of health professionals. These conditions have enabled IHTs to promote a new and similar concept of patienthood in both countries, although they tend to affect practitioners’ practices more dramatically in England. The conclusion is drawn that with the usage of IHTs, healthcare systems reproduced existing patterns of health provision while also enabling a sort of convergence. Future research should investigate whether the new concept of patienthood emerging in both welfare states actually suits patients’ and professionals’ needs and requirements. (shrink)

This article reports the findings of a survey examining whether gender differences influence the degree to which individuals recognize unethical conduct in the use and development of information technology. The results show that, on the average, there is a significant gender gap in the recognition of unethical behavior in information systems. Although, women are better able to recognize unethical actions described in information systems scenarios than men, the existence of statistically significant differences varies depending upon (...) the nature of the ethical dilemma. The findings of this study provide both managers and researchers valuable understanding regarding the differences (and similarities) in the reactions of individuals of both genders to unethical situations in information systems. FOIS is the flagship conference of the International Association for Ontology and its Applications, a non-profit organization which promotes interdisciplinary research and international collaboration at the intersection of philosophical ontology, linguistics, logic, cognitive science, and computer science. This book presents the papers delivered at FOIS 2023, the 13th edition of the Formal Ontology in Information Systems conference. The event was held as a sequentially-hybrid event, face-to-face in Sherbrooke, Canada, from 17 to 20 July 2023, and online from 18 (...) to 20 September 2023. In total, 62 articles from 19 different countries were submitted, out of which 25 were accepted for inclusion in the conference and for publication; corresponding to an acceptance rate of 40 percent. The contributions are separated into the book’s three sections: (1) Foundational ontological issues; (2) Methodological issues around the development, alignment, verification and use of ontologies; and (3) Domain ontologies and ontology-based applications. In these sections, ontological aspects from a wide variety of fields are covered, primarily from various engineering domains including cybersecurity, manufacturing, petroleum engineering, and robotics, but also extending to the humanities, social sciences, medicine, and dentistry. A noticeable trend among the contributions in this edition of the conference is the recognition that improving the tools to analyze, align, and improve ontologies is of paramount importance in continuing to advance the field of formal ontology. This research tackled the challenges public secondary schools in Sagbayan District, Bohol, faced regarding records management. The study employed a mixed research design, combining both descriptive-qualitative and descriptive- quantitative methods. The qualitative phase involved conducting in-depth interviews and focus group discussions with relevant stakeholders involved in records management. On the other hand, the quantitative phase utilized survey questionnaires to gather data from relevant stakeholders to determine the acceptability of the proposed MIS among end-users. The first phase findings revealed (...) various challenges in records management faced by the schools, such as inefficient manual record-keeping systems, difficulties in data retrieval, and the risk of data loss due to inadequate backup procedures. These challenges highlighted the need for a comprehensive, technology-driven solution to streamline records management processes and ensure data security. The evaluation results in the second phase showed that the developed Management Information System (MIS) was well-accepted among the end users. The absence of any significant difference in the level of acceptability among the participants further validated the system's suitability for addressing their specific needs. The successful implementation of the MIS proved to be an effective solution to the records management challenges faced by the public secondary schools in Sagbayan District, Bohol. (shrink)

We have examined the prerequisites for knowledge management, relationships between human resources management processes, quality management systems and information technologies with the purpose of building an efficient quality management system inside an organization. At the present stage, information technologies are developing rapidly and their management requires continuous education and self-development. Thus, one of the priority tasks of economic development is the professional application of computer technology in all fields of activity. The paper considers the intellectual computer mathematics system InparSolver, which is designed to automatically explore and solve basic classes of computational mathematics problems on multi-core computers with graphics accelerators. The problems of results reliability of solving problems with approximate input data are outlined. The features of the use of existing computer mathematics systems are analyzed, their weaknesses are found. The functionality of InparSolver, some innovative approaches to the implementation of effective solutions to problems in a hybrid architecture are described. (...) Examples of applied usage of InparSolver for processes mathematical modeling in various subject areas are given. Nowadays, new more complex objects and phenomena in many subject areas are constantly emerging, which are subject to mathematical research on a computer. This encourages the development of new numerical methods and technologies of mathematical modeling, as well as the creation of more powerful computers for their implementation. With the advent and constant development of supercomputers of various architectures, the problems of their effective use, expansion of tasks range should be solved, ensuring the reliability of computer results and increasing the level of intellectual information support for users ‒ specialists in various fields. Today, the issues of solving these problems are given special attention by many specialists in the fields of information technology and parallel programming. The world's leadingscientists in the field of computer technology see the solution to the problems of efficient usage of modern supercomputers in algorithmic software creation that easily adapts to different computer architectures with different types of memory and coprocessors, supports efficient parallelism on millions of cores etc. In addition, improving the efficiency of high-performance computing on modern supercomputers is provided by their intellectualization, transferring to the computer to perform a significant part of the functions. Purpose Interdisciplinary linkage of information is an emerging topic to create knowledge by collaboration of experts in diverse domains. New insights can be found by using the combined techniques and information when people have the chance to discuss and communicate on a common basis. Design/methodology/approach This paper describes RMS Cloud, an information management system which allows distributed data sources to be searched using dynamic joins of results from heterogeneous data formats. It is based on the well-known (...) Mediator architecture, but reverses the connection of the data sources to grant data owners full control over the data. Findings Data owners and learners are enabled to retrieve information and to cross-connect domain-extrinsic knowledge and enhances collaborative learning with a search interface that is intuitive and easy to operate. Originality/value This novel architecture is able to connect to differently shaped data sources from interdisciplinary domains into one common retrieval interface. (shrink)

When the U.S. conducts warfare, elements of a force are drawn from different services and work together as a single team to accomplish an assigned mission. To achieve such unified action, it is necessary that the doctrines governing the actions of members of specific services be both consistent with and subservient to joint Doctrine. Because warfighting today increasingly involves not only live forces but also automated systems, unified action requires that information technology that is used in joint warfare (...) must be aligned with joint doctrine. It requires also that the separate information systems used by the different elements of a joint force must be interoperable, in the sense that data and information that is generated by each element must be usable (understandable, processable) by all the other elements that need them. Currently, such interoperability is impeded by multiple inconsistencies among the different data and software standards used by warfighters. We describe here the on-going project of creating a Joint Doctrine Ontology (JDO), which uses joint doctrine to provide shared computer-accessible content valid for any field of military endeavor, organization, and information system. JDO addresses the two previously mentioned requirements of unified action by providing a widely applicable benchmark for use by developers of information systems that will both guarantee alignment with joint doctrine and support interoperability. A conception of an information system has been introduced by Pawlak. The study has been continued in works of Pawlak and Orlowska and in works of Vakarelov. They had proposed some basic relations and had constructed a formal system of a modal logic that describes the relations and some of their Boolean combinations. Our work is devoted to a generalization of this approach. A class of relation systems and a complete calculus construction method for these systems are (...) proposed. As a corollary of our main result, our paper contains a solution of a Vakarelov's problem: how to construct a formal system that describes all the Boolean combinations of the basic relations. The question we pose in this paper is: How can wisdom and its inherent drive for integration help information systems in the development of practices for responsibly and ethically managing and using big data, ubiquitous information and algorithmic knowledge and so make the world a better place? We use the recent financial crises to illustrate the perils of an overreliance on and misuse of data, information and predictive knowledge when global Information Systems are not (...) wisely integrated. Our analysis shows that the global financial crisis was in part caused by a serious lack of integration of information with the larger context of social, cultural, economic and political dynamics. Integration of all the variables in a global and information hungry industry is exceptionally difficult, and so “exceptionality” of some kind is needed to make sufficient integration happen. Wisdom, we suggest, is the exceptionality needed to lead successful integration. We expect that a wisdom-based shift can lead to more organizationally effective and socially responsible Information Systems. (shrink)

The first providing an overview of some main lines of research in deontic logic: the emergence of SDL, Chisholm's paradox and the development of dyadic deontic logics, various other puzzles/challenges and areas of development, along with philosophical applications. The second part focus on some actual and potential fruitful interactions between deontic logic, computer science and artificial intelligence. These include applications of deontic logic to AI knowledge representation (...) in legal systems, to modelling computer systems where it is expected that sub-ideal states will emerge and require countermeasures, to norm-governed human interactions with computer systems, and to the representation of some features of multi-agent systems where different agent-like computer systems interact with one another. The question we pose in this paper is: How can wisdom and its inherent drive for integration help information systems in the development of practices for responsibly and ethically managing and using big data, ubiquitous information and algorithmic knowledge and so make the world a better place? We use the recent financial crises to illustrate the perils of an overreliance on and misuse of data, information and predictive knowledge when global Information Systems are not (...) wisely integrated. Our analysis shows that the global financial crisis was in part caused by a serious lack of integration of information with the larger context of social, cultural, economic and political dynamics. Integration of all the variables in a global and information hungry industry is exceptionally difficult, and so “exceptionality” of some kind is needed to make sufficient integration happen. Wisdom, we suggest, is the exceptionality needed to lead successful integration. We expect that a wisdom-based shift can lead to more organizationally effective and socially responsible Information Systems. (shrink)

This paper presents a conceptual model for describing the role of information systems in a Total Quality Management (TQM) organization and contrasts it with one for a traditional business firm. The model, based on systems theory, provides a framework for understanding the principles of TQM and their effects on information systems (IS). This paper suggests that TQM introduces changes in the firm’s feedback loop and creates new requirements for the IS function. In recent years, the design and production of information systems have seen significant growth. However, these information artefacts often exhibit characteristics that compromise their reliability. This issue appears to stem from the neglect or underestimation of certain crucial aspects in the application of Information Systems Design (ISD). For example, it is frequently difficult to prove when one of these products does not work properly or works incorrectly (falsifiability), their usage is often left to subjective experience (...) and somewhat arbitrary choices (anecdotes), and their functions are often obscure for users as well as designers (explainability). In this paper, we propose an approach that can be used to support the analysis and re-(design) of information systems grounded on a well-known theory of information, namely, teleosemantics. This approach emphasizes the importance of grounding the design and validation process on dependencies between four core components: the producer (or designer), the produced (or used) information system, the consumer (or user), and the design (or use) purpose. We analyze the ambiguities and problems of considering these components separately. We then present some possible ways in which they can be combined through the teleological approach. Also, we debate guidelines to prevent ISD from failing to address critical issues. Finally, we discuss perspectives on applications over real existing information technologies and some implications for explainable AI and ISD. (shrink)

Information technology has been integrated into the current social and economic space. The use of computers and telecommunications has influenced an unprecedented intensity of communicative interactions. These processes affect the stages of social development. The article analyzes the current understanding of the fourth and fifth information revolution. The problems of economics, management and post-industrial society are considered. An attempt is made to synthesize the models of foreign and domestic researchers. The article considers the existing theoretical approaches to the explication of political security, highlighted such its component as information and political security, and this author's interpretation of the latter. The limits of the information-political security, allowing to separate it from other types of security, depending on the information are established. Society is becoming increasingly reliant upon the dependability of computerbased systems. Achieving and demonstrating the dependability of systems requires the construction and review of valid and coherent arguments. This paper discusses the need for a variety of classes of arguments in dependable systems and reviews existing approaches to the representation of arguments in each of these classes. The issues surrounding the certification of safety critical systems demonstrate the current need for richer representations of dependability arguments which (...) support tools for their construction and review. In this article we present the foundations of a decision support system for blockage management in Fire Service. Blockage refers to the situation when all fire units are out and a new incident occurs. The approach is based on two phases: off-line data preparation and online blockage estimation. The off-line phase consists of methods from data mining and natural language processing and results in semantically coherent information granules. The online phase is about building the probabilistic models that estimate (...) the block-age probability based on these granules. Finally, the selected classifier judges whether a blockage can occur and whether the resources from neighbour fire stations should be asked for assistance. (shrink)

In this paper, we consider how an agent may manage a questioning agenda in a situation where multiple information sources are available. We work within the framework of formal dialogue systems with the underpinning of Inferential Erotetic Logic. Firstly, we present the formal dialogue system DL(IEL)mult for managing multi-agent information retrieval. Then, we extend the proposed system so that it is capable of representing group and individual levels for the question decomposition process. For computer simulation models to usefully inform climate risk management, uncertainties in model projections must be explored and characterized. Because doing so requires running the model many times over, and because computing resources are finite, uncertainty assessment is more feasible using models that demand less computer processor time. Such models are generally simpler in the sense of being more idealized, or less realistic. So modelers face a trade-off between realism and uncertainty quantification. Coming from Hubert Dreyfus’ recent book ‘‘Retrieving Realism”, the paper presents embodied pre-conceptual perception and representational cognition as two contrasting perspectives on accessing the world. It further characterises the ‘different forms of knowledge emerging from these perspectives and how they dynamically relate to each other. Taking up the Peircean theory of signs and abductive reasoning as methods of discovery, computers are analysed as semiotic machines that formally model and objectify explicit knowledge about social practices and that can be embedded in (...) the sign processes of thereby restructured practices. This practice theoretical perspective allows for both, understanding the limits of AI and pointing to options for productively combining the performance of ‘‘cognitive artifacts” with the tacit skills of knowledge workers. This research aims to determine the quality of public services through the Electronic-Based Government System (SPBE), as well as to know and analyze the Implementation of Strategies for Achieving PERPRES No. 95 of 2018 concerning SPBE in the Medan City Government. This research is important to obtain a Strategic Management Model in Achieving PERPRES No.95 of 2018 concerning SPBE in the Medan City Government. The research paradigm used is Constructivist Paradigm, with Qualitative Research Method. Data were collected through in-depth (...) interviews, discussions with several informants from the Medan City Office, DPRD, UPT Kecamatan, and community leaders. In addition, data was also collected through literature study, document study, and secondary data. The results showed the following: First, there is coordination between agencies in the development of application services. The coordination is conducted by the Diskominfo of Medan City Government. A number of Departments used external consultants in the development of SPBE. Diskominfo made new rules to address ICT service issues. The services use external programmers and experts and if an error occurs, the City Government is not responsible for the service. Secondly, Medan City Government conducted a Memorandum of Understanding with Tangerang City to collaborate and share resources through the innovation of E-Files application for correspondence needs. The use of shared correspondence applications by the Government in Tangerang City was adjusted based on the specific needs of each city. The platform used is the same, but with different application names, E-Files in Tangerang and Sarana in Medan. Third, there are 3 SPBE service providers in Medan City Government, including: Telkom (PT. Telekomunikasi Indonesia) for Kelurahan/Kecamatan, GDS (Global Digital Solusi) for Diskominfo and other OPDs, and TNC (Telemedia Network Cakrawala) for Medan City Office. Fourth, Medan City Government uses a Strategic Management Model that combines the Environmental Model with the Collaboration Model in developing the Achievement of PERPRES No.95/2018 on SPBE in Medan City Government. The Environmental Model/Flow emphasizes vertical and horizontal coordination between work units in Medan City Government. The Collaboration Model develops a strategy of collaborative cooperation with other local governments or state-owned/private enterprises. (shrink)

The innovation of the deep learning modeling scheme plays an important role in promoting the research of complex problems handled with artificial intelligence in smart cities and the development of the next generation of information technology. With the widespread use of smart interactive devices and systems, the exponential growth of data volume and the complex modeling requirements increase the difficulty of deep learning modeling, and the classical centralized deep learning modeling scheme has encountered bottlenecks in the improvement of (...) model performance and the diversification of smart application scenarios. The parallel processing system in deep learning links the virtual information space with the physical world, although the distributed deep learning research has become a crucial concern with its unique advantages in training efficiency, and improving the availability of trained models and preventing privacy disclosure are still the main challenges faced by related research. To address these above issues in distributed deep learning, this research developed a clonal selective optimization system based on the federated learning framework for the model training process involving large-scale data. This system adopts the heuristic clonal selective strategy in local model optimization and optimizes the effect of federated training. First of all, this process enhances the adaptability and robustness of the federated learning scheme and improves the modeling performance and training efficiency. Furthermore, this research attempts to improve the privacy security defense capability of the federated learning scheme for big data through differential privacy preprocessing. The simulation results show that the proposed clonal selection optimization system based on federated learning has significant optimization ability on model basic performance, stability, and privacy. The aim of this paper is to conduct an in-depth study on environmental management systems developed in the ceramic tiles sector. This study is conceived as an improvement on a previous survey related to an environmental diagnosis of the ceramic tiles sector where some incongruities between environmental explicit speeches and environmental actions were detected. Such incongruities revealed that firms assumed to be highly environmental committed while from facts this commitment was not so high proved. So, it was necessary (...) to introduce case study research methodology to clarify and to understand the reasons of these inconsistencies. The main objectives of our case study research are two. The first one consists in determining the relationship between firms and environment, analysing environmental positions in companies assumed in their environmental strategy and their environmental behaviour reflected in facts, while the second one attempts to establish the role played by the accounting information system in the environmental management systems of the companies in the sector. Our case study research reveals the elaboration of a larger amount of environmental accounting information for internal use than for external one. This fact is due not only to the inexistence of regulations about environmental disclosures in Spain, at that time, but also to the importance of environmental internal accounting information for management which supports the prevalence of decision-usefulness theory in the implementation of environmental management systems.
