ABSTRACT The history of Latin America, the history of disease, medicine, and public health, and global history are deeply intertwined, but the intersection of these three fields has not yet attracted sustained attention from historians. Recent developments in the historiography of disease, medicine, and public health in Latin America suggest, however, that a distinctive, global approach to the topic is beginning to emerge. This essay identifies the distinguishing characteristic of this approach as an attentiveness to transfers (...) of contagions, cures, and medical knowledge from Latin America to the rest of the world and then summarizes a few episodes that demonstrate its promise. While national as well as colonial and neocolonial histories of Latin America have made important contributions to our understanding, works taking the global approach have the potential to contribute more directly to the decentering of the global history of disease, medicine, and public health. Considering the lack of substantive scientific or theoretical studies about ethics in small and medium sized enterprises (SMEs) in Latin America, this paper examines the context of an existent paradox, based upon the perspective of experts and academicians of Latin America and the Caribbean. These countries live different realities, due to their respective European cultural influences, as well as to racial and economic issues. Such facts impact the size and characteristics of their industries. On the other (...) hand, the SMEs face more similarities in the region, so they will be treated as a group in the discussion of ethics and corporate social responsibility (CSR) in Latin American SMEs. As this topic has not been sufficiently investigated in this geographic area, the objective of this exploratory study is to offer a contribution for future research. It raises the main dilemmas and intends to explain how legislation and common practices enable and perhaps lead SMEs to choose unethical strategies to survive and compete in the market. These enterprises are growing in number and in job creation, but do not participate in the Gross National Product in the same proportion. Informality, tax evasion and corruption are gradually caused or erode morality in business, but can contribute to corporate social responsibility in the region. The paper tries to show positive and negative aspects of apparently unethical practices and discusses challenging ways to solve complex problems that are common in most Latin America. (shrink)

In Latin America Cardenal is generally regarded as an enduring poet. He brought a recognizably Latin American material into his poetry, and he introduced to Spanish-language poetry in general such poetic techniques as textual collage, free verse lines shaped in Poundian fashion, and, especially, a diction that is concrete and detailed, textured with proper names and the names of things in preference to the accepted poetic language, which was more abstract, general, and vaguely symbolic. But what is (...) notable in Spanish-language poetry is not only Cardenal’s “craft,” in the sense given this word by Seamus Heaney to mean manipulation of poetic resources; there is also this poet’s “technique,” which in Heaney’s sense means a “definition of his stance toward life.”2 Cardenal’s characteristic poetic stance has been admired because he addresses the political and social pressures that shape—and often distort, damage, or destroy—life and feeling. This is apparent even in the earliest poems Cardenal has chosen to preserve. “Raleigh,” for example, is a dramatic meditation from 19493 in which the treasure-hunting explorer marvels at the expanse and wealth of the American continents and out of sheer pleasure recounts some of the triumphs and hardships of his travels. Although his alertness and wonder make him sympathetic, this Raleigh’s vision of the New World as a limitless source of wealth is forerunner to the economic exploitation of the land and people.One might ask, What are the political and social circumstances which, rather than distorting and damaging life and feeling, nurture and preserve them? Perhaps one might answer that, paradoxically, destructive conditions of life have many times proven insufficiently powerful to prevent the creation of poetry. And some poetry has even arisen in reaction to the destructive: such conditions produce resistance, which, if it cannot heal the spirit, can lend it strength. One might answer further that it is not Cardenal’s or any artist’s responsibility to establish what circumstance will form a fruitful matrix for art, but only to work as honestly and as hard as political, social, and artistic circumstances will permit. 2. Fertility levels have dropped substantially in Latin America in recent decades, fuelled by increased contraceptive use and notably a method mix skewed towards female sterilization. This study examined choice of female sterilization in four Latin American countries: Brazil, Colombia, the Dominican Republic and Peru. Data were drawn from national Demographic and Health Surveys conducted in 1995s reproductive histories to consider the effects of a number of sociodemographic and contextual determinants as they pertained to status at the (...) moment of the event. Republics of Knowledge tells the story of how the circulation of knowledge shaped the formation of nation-states in Latin America, and particularly in Argentina, Peru and Chile, during the century after Iberian rule was defeated in the 1820s. Most immediately, the author has sought to provide a cross-disciplinary approach to the history of knowledge, combining the methods of global intellectual history with a new way of thinking about nations as experienced and enacted as well as how they are (...) imagined, and in so doing offer a new interpretation of the history of independent Latin America to illustrate its wider significance in the making of the modern world. By bringing these lines of inquiry together within a transnational framework, Nicola Miller shows how evidence from the pioneering nations of Latin America can invite historians to rethink many of their general theories about how knowledge travels and how a sense of nationhood is created. The book is designed to stimulate debate about the significance of knowledge not only in Latin America but in all modern societies. As Miller explains, Latin America is usually regarded as an exception to general theories, notably of colonialism, nationalism and liberalism; and yet it was in that part of the world, not in Europe, that the Age of Revolution brought the founding of a second wave of modern republics, and it was in Latin America that pioneering attempts were made to apply liberal principles in societies with inherited caste divisions and corporate institutions. Throughout, Latin America retained its primacy in global planning. As Washington was considering the overthrow of the Allende government in Chile in 1971, Nixon's National Security Council observed that if the US cannot control Latin America, it cannot expect "to achieve a successful order elsewhere in the world." That policy problem has become more severe with recent South American moves towards integration, a prerequisite for independence, and establishment of more varied international ties, while also beginning (...) to address severe internal disorders, most importantly, the traditional rule of a rich Europeanized minority over a sea of misery and suffering. Inspired by Columbus, Spaniards set out on an adventurous voyage of the circumnavigation of the globe and, to their surprise, encountered a new continent.This is the essential fact. There were no preliminaries, no previous knowledge, but an abrupt and unexpected meeting between a handful of men who represented the mentality of Spain at the end of the 15th century and an immense geographical panorama that slowly and continuously unfolded, populated by beings for whom there was not even a name and (...) who represented native cultures in different stages of devopment with no previous contact with Europeans, almost diametrically opposed in values, concepts and mentalities to what the transatlantic navigators represented and brought with them. This article revisits the work of the Argentine political scientist Guillermo O’Donnell (1936–2011), one of Latin America’s leading intellectual figures of the twentieth century. While previous analyses have concentrated on his legacy in the social sciences, this study offers an intellectual history of O’Donnell’s ideas on democracy and inequality. It traces O’Donnell’s shifting perspectives, from a structuralist view of global centre-periphery relationships to an emphasis on individual agency concerning inequalities. The article presents, first, an analysis of his early (...) work, in particular his conceptualization of the “Bureaucratic-Authoritarian” State, which was connected to a specific view of inequality characteristic of the 1960s and 1970s. Second, the article focuses on his second major work, Transitions from Authoritarian Rule, in relation to the most important political event in Latin America in the 1980s and 1990s, namely the various transitions from dictatorship to democracy. Thirdly, the article examines in detail O’Donnell’s ideas on the quality of democracy, the state, and inequality in Latin America in the 1990s and 2000s. By exploring O’Donnell’s intellectual journey chronologically, the article illuminates the shifts and continuities in his work, thereby highlighting the evolving perspectives on inequality of one of Latin America’s foremost intellectuals. This article provides a comparative and interpretative analysis of the emerging projects in Latin America after the crisis of the neoliberal modernity project. It offers a critical interpretation of the current tendencies in Latin American politics at the national level, while suggesting some hints to understand the current neoliberal crisis in Western countries after Trump’s electoral triumph. The purpose is to figure out the collective meanings behind the new national projects in Latin America (...) (postcolonial indigeneity, confrontational populism, defective neoliberalism, and social liberalism) that are constructing a new regional order. The work examines how the neoliberal modernity project came to be dominant in the late 1980s, only to enter into a period of crisis in the current century. That crisis, in turn, provides the basis for exploring four different alternative projects of modernity, based on the kind of rationality and agency promoted by them. (shrink)

Social sciences in Latin America experienced, during the 1960s, a great number of debates concerning the very foundations of different academic fields. In the case of Argentina, research programs such as Proyecto Marginalidad constituted fundamental elements of those controversies, which were characteristic of disciplinary developments within the social sciences, particularly sociology. Mainly influenced by the critical context that had been deepened by Project Camelot, Argentinian social scientists engaged in debates about the theories that should be chosen in order (...) to account for ‘national reality’, the origins of funding for scientific research, or the applied dimension of science. In this sense, the practices of philanthropic organizations like the Ford Foundation stimulated considerably the ideological passions of that period; those practices also contributed to fragmentation in various academic groups. In this way, the problem of American imperialism, and its consequent economic and cultural dependencies, were present in the controversies of academic fields whose historic evolutions cannot be fully understood without considering their strong links with national and international politics. This essay examines contemporary Latin American historical writing about natural history from the nineteenth through the twentieth centuries. Natural history is a “network science,” woven out of connections and communications between diverse people and centers of scholarship, all against a backdrop of complex political and economic changes. Latin American naturalists navigated a tension between promoting national science and participating in “universal” science. These tensions between the national and the universal have also been reflected in historical writing (...) on Latin America. Since the 1980s, narratives that recognize Latin Americans' active role have become more notable within the renewal of the history of Latin American science. However, the nationalist slant of these approaches has kept Latin American historiography on the margins. The networked nature of natural history and Latin America's active role in it afford an opportunity to end the historiographic isolation of Latin America and situate it within world history. This article examines the views of Latin American philosophers on the process of formation of the Latin American subject of history, its characteristic features, as well as the role of the intellectual in this process. The main objective of this paper is to demonstrate the position of the prominent Argentine philosopher A. A. Roig, and to compare his position with the position of another well-known representative of the philosophy of liberation (E. Dussel). In this paper therefore, Roig's works (...) devoted to the philosophical interpretation of the process of formation and development of Latin American national thought are analyzed. It is established that in the writings of this thinker the activity of Latin American people appears as the activity of a single collective subject of history. During the study, we conclude that both philosophers (Roig and Dussel), come to the same idea in different ways: the intellectual identity of the Latin American collective subject of history is based on the history of interaction between the people of Latin America and Europe, unique in its dramatic nature and same for the entire continent. The work uses mainly the historical and bibliographic method, as well as the method of comparative analysis. (shrink)

The purpose of this investigation is to indicate the current status of Economic and Business Ethics (BE) in Latin America (LA) as part of a broader global study. The investigation done shows that, in general terms, LA is not much developed in the BE field. Analysing the most important findings it is possible to conclude that more topics are being studied and that activities are growing in the field of BE in LA. However, it is also clear that (...) the field of BE remains clearly underdeveloped in the region. BE is addressed by only a few business schools in each country and a small number of NGOs in LA. In addition, until now little rigorous research has been conducted and publications in prestigious academic journals have been scarce. Studies in BE are still relatively rare and very locally focussed. From another perspective, there is a great difference in the level of activity across countries in the LA region. When looking at the future, corruption appears as the major concern, almost certainly due to the political, social, and ethical context that many of the nations in the region are experiencing. There is a strong need for more business schools and NGOs to join the task of researching, teaching and training in the broad spectrum of areas that fall within the scope of the field of business and economic ethics. In this respect, the need is glaring and the opportunities are enormous. (shrink)

The task of mapping the reception of mimetic theory in Latin America presents two challenges. On the one hand, rather than looking at just one country, this study has to take into account a mosaic of nations making up a continent, each with their own local diversities and particular complexities. Such circumstances impose specific rhythms onto the assimilation of Girardian thought, and being aware of these rhythms is vital to understanding the precise impact of mimetic theory. Laurence Gale describes the uneven provision of schools for different sections of the community and the problems which arise with the racial, cultural and geographical difficulties. He examines the main features in education throughout Latin America, areas of co-operation and agreement and differences of policy and provision.

The article analyses the two pink tides in Latin America in relation to contemporary global prospects. First, it recalls the main characteristics of the first tide, mainly linked to Venezuela, Brazil and Bolivia. Second, it explains the limits of the first tide. Third, it focuses on the main characteristics of the second tide, which are analysed in detail later in the article. Fourth, it analyses the reasons behind the recent changes in Colombia. Fifth, it describes the economic transformation (...) system in Cuba. Sixth, it addresses how Brazil is joining the new tide, seventh, particularly concerning Bolsonaro’s legacy and Lula’s return. Eighth, it shows the revitalization of Lula’s social policy, and ninth, the Latin American and global impacts of the recent elections in Latin America. Latin America is not one, but many. It exists in six different regions with differing forms of Catholicism. This Catholicism had acted from a position of power. The challenge of modernity and independence movements made people anti-Church if not anti-Christian. New missionary priests from North America and Europe changed the face of Latin American Catholicism after the second world war. Yet Catholicism is not deeply rooted in Latin America and thus has had to resort (...) to political means for survival. Each article reveals queer challenges—theoretical, aesthetic, political, ideological, libidinal, corporeal—to prevailing logics of heteronormativity and neoliberalism, and to asymmetrical processes of knowledge production and circulation. Rafael de la Dehesa examines how political responses to AIDS in Brazil enabled surprising alliances between NGOs, activists, and the state, which produced radical (...) social change and, at times, engendered exclusion and vulnerability. Christine Keating and Amy Lind’s essay explores indigenous and transfeminist efforts to transform the Ecuadorian constitution, producing new conceptions of both state and family. Constanza Tabbush and Melina Gaona trace the rise and fall of a neighborhood organization in Argentina called Tupac Amaru, which provided a space of encounter for lesbian, non-gender normative, and marginalized women. In a review of recent work on Latin American sexualities, Juan Camilo Galeano Sánchez finds LGBT people across Latin America and the diaspora deploying “queer revolutionary gestures” as a form of resistance to social, political, and economic marginalization. María Amelia Viteri’s commentary examines the intellectual trajectories of a network of queer scholars from across the Americas. The art essay by Tara Daly engages Iquitos artist Christian Bendayán’s visual efforts to queer prevailing conceptions of the Amazon, and tatiana de la tierra’s* poems offer a deep celebration of female eroticism. * We have spelled tatiana de la tierra’s name in lower case in accordance with the wishes of her literary executors. 256Preface Another cluster of essays highlights reproductive rights and race in Mexico, Central America, and the Caribbean. Gabriela Arguedas Ramírez and Lynn M. Morgan study the tactics that right-wing, US-based organizations deploy against sexual and reproductive rights in Mexico and Central America. Jennifer L. Shoaff examines the Dominican cultural construction of the Haitian mother as “beggar-mother,” which shores up ideas of pathological black maternity. Ana-Maurine Lara’s article considers the gendered and sexual logics of anti-blackness, and anti-Haitianism, in the Dominican Republic. The provocation for our cluster on representations of queer identities and politics in Latin America came, broadly, from developments in Latin America in recent decades: the wave of LGBT organizing around issues from same-sex marriage to transgender rights, alongside the continued, if not escalated, violence against trans, travestis, and other queer people in countries throughout the region. More immediately, it came from a symposium on Latin American/Latin@ queer and sexuality studies, cosponsored by the Center for Latin American, Caribbean, and Latino Studies (CLACLS) and the Women, Gender, Sexuality Studies Department at the University of Massachusetts (UMass), Amherst, in March 2013. Several of the papers published here were initially presented at that event and have been complemented and extended by other analytical essays and creative material on similar questions. Based on their familiarity with the debates, Sonia Alvarez, UMass CLACLS Director and professor of political science, and Amy Lind, head of the Department of Women’s, Gender, and Sexuality Studies at the University of Cincinnati, offered invaluable input for this issue, and we thank them for their intellectual generosity and collaborative spirit. Three of the articles in the cluster take us inside the complex relations between queer movements and neoliberal institutions, illustrating the distinctive ways these dynamics play out in different national contexts and political configurations. In “NGOs, Governmentality, and the Brazilian Response to AIDS: A Multistranded Genealogy of the Current Crisis,” Rafael de la Dehesa argues that the AIDS crisis served as a “doorway to the state” for marginalized actors, such as sex workers and LGBT activists. These groups pushed for and won a national AIDS program that dramatically reduced rates of mortality and new infections in Brazil in the 1990s through universal access to treatment and a nonstigmatizing approach to prevention. Its success was based, in part, on World Bank Preface 257 loans and, in part, on a participatory model of public-private partnerships characteristic of neoliberal government. De la Dehesa argues that, “Far from encapsulating activism in a seamless web of biopolitical management... nodes of articulation between officials and activists became sites of conflict and productive tension.” However, while the alliances between NGOs... Recent visits to five Latin American nations indicate that some medical professionals are eager to increase the role of bioethics in their countries. Conversations with key figures there point up similarities and differences among Latin nations, and between Latin countries and the United States, in their approaches to ethics. Opportunities exist for U.S. bioethicists to help get bioethics teaching and research off the ground in Latin America.

During the last twenty years in Latin America, there has been a rise in governments drawn from self-defining progressive political currents. Consequently a revitalization is underway of the debate on the viability, pertinence, and characteristics of the welfare state in the twenty-first century. In this context, the present article explores emerging social practices that redefine the various senses of the public space; practices that go beyond nation states, situated in a global territoriality, articulating languages and eliciting emotions capable (...) of producing new socialities. The multitude is discussed as a social subject capable of generating transformative practices. Specifically, the article analyzes the way in which the singularities of occupations raise further questions for nation states. Good and Mary-Jo DelVecchio GoodIf, as Arthur Frank (2002) writes, "moral life, for better and worse, takes place in storytelling," this collection of narratives written by physicians working in field settings in global medicine gives us a glimpse of some aspects of moral experience, practice, and dilemmas in settings of poverty and low health care resources. These essays are written (...) from the midst of practice, in diverse settings in Africa, South Asia, Latin America, the Caribbean, and the United States. The majority of the writers are practitioners of contemporary 'global medicine'—physicians from North America or Europe who spend part of their lives flying into settings of poverty or special need to practice medicine and work with on-going collaborative clinical and public health systems—while a smaller number are working in the societies in which they were born. Although a few work for classic humanitarian organizations or have developed their own local NGO's, the great majority are engaged in the 'hybrid life' described by Robert Riviello and noted by Renée Fox, moving between academic medical centers and distant health care systems that are supported by local governments, major international organizations and funding agencies, and international NGO's like Partners in Health. These diverse forms of practice have become a common model for contemporary clinicians engaged in what has emerged as a new discipline of global health or global medicine, and these narratives give us a glimpse of some of the enduring, as well as newly emerging, forms of moral practice and ethical dilemmas characteristic of today's global medicine.Many of these stories are filled with the tension and pathos that makes clinical narratives powerful to read. Physicians are forced to make unfathomable decisions about whether to resuscitate and keep a baby alive, using all means available, or to let the infant die, whether to carry out a procedure that will save an infant in birth but would put the mother at risk, about how to deal with a cancer found in a very advanced state. However, virtually all of the stories transcend these classical stories of the decisions physicians are forced to make by being placed in settings of great scarcity of resources, which stand in particular contrast to the academic medical settings in North America or Europe where many of these global medicine specialists have trained and many continue to practice. The unspeakable inequality of resources emerges throughout these narratives as a kind of master theme, as the underlying moral, as opposed to plot, which gives meaning and sense to the stories. For those who practice medicine in such settings, global inequalities and scarcity of medical resources are deeply felt. They produce the rage that Jeffrey Deal describes. ("I learned to despise American churches during that time, a time when my world encompassed a dying newborn in Sudan, as well as the air conditioned padded seats [End Page 121] of our affluent suburban church.") They produce the distinctive experiences of helplessness and pain felt by clinicians who cannot separate how they would be able to treat such a patient at home from how they have to practice in these settings. For those clinicians working in their own societies, scarcity of resources often produces deep anger at the corrupt governments that fail to support basic human services for the great majority of their population. ("We were temporary actors performing in the cynical play of scarcity on permanent display in Port-au-Prince," writes Haitian physician Paul Pierre about his experience prior to joining Partners in Health.)But for those who regularly travel back and forth across the divide between rich and poor, whether across national boundaries or within their own society, the challenge to live a moral life is unendingly complicated. While becoming a part of a struggle for global justice with colleagues and advocates from both sides of the divide, few of the narrators can avoid personal feelings of ambivalence and guilt at being able to easily move from one side of that divide to the other back home. The Chilean Cybersyn project, an attempt to manage a nation’s economy by cybernetic methods, has evoked more and more interest in recent years. The project’s design lead and several team members were alumni of the Ulm School of Design—an institution that has been labelled “Bauhaus successor” and today is famous for a no-arts and method-led design approach with strong societal aspirations. The school also influenced the emerging design discipline in Latin America during the 1960s and 70s. This article (...) reviews topics in the Ulm curriculum that influenced “Ulmian” thinking, but often remained unnoticed in design centred publications. Cybernetics, Operations Research and Information Theory and their relation to design are discussed and the related scholars are portrayed critically. (shrink)

Postmodernism may seem a particularly inappropriate term when used in conjunction with a region that is usually thought of as having only recently, and then unevenly, acceded to modernity. Yet in the last several years the concept has risen to the top of the agenda of cultural and political debate in Latin America. This collection explores the Latin American engagement with postmodernism, less to present a regional variant of the concept than to situate it in a transnational (...) framework. Recognizing that postmodernism in Latin America can only inaccurately be thought of as having traveled from an advanced capitalist "center" to arrive at a still dependent neocolonial "periphery," the contributors share the assumption that postmodernism is itself about the dynamics of interaction between local and metropolitan cultures in a global system in which the center-periphery model has begun to break down. These essays examine the ways in which postmodernism not only designates the effects of this transnationalism in Latin America, but also registers the cultural and political impact on an increasingly simultaneous global culture of a Latin America struggling with its own set of postcolonial contingencies, particularly the crisis of its political left, the dominance of neoliberal economic models, and the new challenges and possibilities opened by democratization. Many traditional agroecosystems found in Latin America constitute major in situ repositories of crop genetic diversity. This native germplasm is crucial to developing countries and industrialized nations alike. Native varieties expand and renew the crop genetic resources of developed countries while also performing well under the ecological and economic conditions of the traditional farms where they are grown. With agricultural modernization and environmental degradation, crop genetic diversity is decreasing in peasant agricultural systems. Research is urgently needed to document (...) rates and causes of genetic erosion in these systems and the role that peasants play in maintenance of crop genetic diversity. It is proposed that multi-disciplinary teams that work under the paradigms of ethnoecology and agroecology be assembled to integrate farmers’ knowledge with Western scientific approaches to design meaningful in situ crop genetic conservation strategies. Pocock, Virtue, Commerce, and History1In 1973, Roberto Schwarz published a paper that profoundly marked a generation of thinkers in Latin America: "As idéias fora do lugar" ("Misplaced Ideas").2 It was originally intended to provide a theoretical framework for "progressivist" authors to counter the influence of nationalistic tendencies that, in the 1960s and 1970s, were particularly noticeable among the leftist political organizations.3 Yet, the concept of "misplaced [End Page 149] ideas" soon proved especially productive for theorizing the problematic development of ideas in Latin American history. Schwarz's text thus became the fundamental point of reference for those in the field who intended to question the hitherto predominant paradigms in cultural and literary critique, which were mostly inspired by the Romantic-nationalistic tradition. Notwithstanding, a quarter of a century later, Schwarz's original contribution in this regard needs to be reassessed. In the course of the last twenty-five years, the apparent loss of the national states' centrality helped to reveal the inherent complexity of the processes of cultural exchange hidden behind a perspective that still tended to conceive of them exclusively in terms of inter-national relationships. Furthermore, a series of new developments in the disciplines specifically dedicated to analyzing those kinds of exchange processes compels us to reconsider some of the implicit assumptions in Schwarz's concept and reformulate it.The object of this paper is to explore, in the light of the new realities of the last fin-de-siècle, new perspectives regarding the dynamic of ideas and cultural exchange in peripheral areas (of which Latin American is only a particular case), utilizing the new conceptual tools provided by the recently developed disciplines and theories in the field. Ultimately, the present work intends to raise a broader, epistemological, issue, whose relevance exceeds the local context. As it shows, the shortcomings in Schwarz's theory spring from a crude linguistic view, which is inherent in the "history of ideas," that reduces language exclusively to its referential function. A more precise distinction of the different levels of language will thus help to reveal aspects and problems that Schwarz's perspective obliterates. Yet, as this paper also intends to demonstrate, Schwarz's original intellectual project may be disentangled from its linguistic premises and recovered for cultural critique. Applied in a new way, it can still provide a theoretical framework to comprehend the intricacies of the processes of cultural exchange, and, more specifically, the problematic dynamics of ideas in Latin America that Schwarz intended to analyze. On Places and Non-Places of Ideas In order to understand the sense of Schwarz's notion of "misplaced ideas" we must place it within the conceptual framework in which it emerged. With it, Schwarz aimed to translate into a cultural key the postulates of the so-called "dependency theory," the core of which took shape in the "Seminar [End Page 150] on Marx," organized in São Paulo in the early 1960s (and in which Schwarz participated). As is well known, that theory intended to refute the "dualistic" approaches that viewed the peripheral areas as vestiges of a precapitalistic world that tends historically to disappear. The nations in this area would thus replicate the same pattern of linear development of central countries. On the contrary, dependency theory postulated the existence of a complex dynamic between the center and the periphery, the two representing instances inherent in capitalist development, thus forming a single, interconnected system. The arbitrarily-settled line some twenty years ago between the rich and the poor or, as called at that time, the “underdeveloped”, was based at the level of 1000 U. S. dollars per capita. The expression was (...) badly accepted by those it described, because development confers a dignity which cannot be refused to anybody. That is why the following euphemism appeared: “developing countries”, as promising as it is little compromising. This volume is the result of an exemplary effort to stimulate the study of the history of Latin American churches, to communicate the results of historical scholarship across national lines, and to bring many persons of diverse tendencies and religious backgrounds together in a unified enterprise. Cooperation at the Latin American level has been made difficult at times due to repression, internal wars, and opposition by conservative church leaders. Heroic efforts by Enrique Dussel and the Commission for the Study of Church History in Latin America brought forth an eleven-volume General History of the Church in Latin America. The present volume benefits from this magnanimous enterprise and includes many contributors to the larger series. The result is a singlevolume history of the churches, Catholic and Protestant, with many strengths and weaknesses. The editor structured the work to provide a chronological survey of the region in its first section, one which is succinct and useful for understanding the distant roots of the Catholic church. The middle section takes up regional histories and generally succeeds in conveying well the history up to the contemporary period. Including the treatment of the church in Chile, however, with that in Argentina, Paraguay, and Uruguay does not work well. Their civic cultures and ecclesiastical histories differ greatly, especially in this century. The final part devotes itself to special topics and becomes less historical than descriptive and evaluative. Here themes such as theology of liberation, Afro-American slavery, and religious orders receive special attention. This section offers much less reliable guidance to Latin American history, in my view. BOOK REVIEWS 331 One of the distinctive marks of the collaboration has been a determined effort (although not uniformally carried out) to recount history from the underside, from the point of view of the poor and oppressed, as well as from the perspective of religious and secular elite members who are thought to make history. This is an admirable and egalitarian ideal, but much basic research from this point of view has not been done. Within this section, Moises Sandoval provides a view of Hispanic Catholicism in the United States. He manages to sustain a view from the grassroots. The chapter, one of the best in the volume, could be required reading for any student of Nor,th American history. A few chapters may be marred by revisionist frameworks. The chapter on Protestantism is one. In my view, Jean Pierre Bastian's ideo· logical simplification does not allow him to give adequate consideration to the contemporary theological iand ecclesiological convictions behind notably diverse Protestant positions. Pentecostals account for 75-90 percent of Protestants in most Latin American countries; yet much of the history of Protestant churches in Latin America, as Bastian has re· counted it, has been irrelevant for explaining Pentecostal growth. This is not a minor consideration, since,the volume lacks a sense that Pentecostal churches are major religious organizations within Latin America. Similar tendencies mar the work of some Catholic writers who are wedded to the discourse of the " historical process of liberation." Such discourse leads to extravagant characterizations, as by Jose Comblin. He writes in the chapter on the church and human rights: "New democracies are totally unstable. Development has stagnated. There is no future in sight " (pp. 452-453). Comblin, a highly regiarded theologian, not a social scientist or historian, does not account for the great expansion (more than 2,000) of human rights organizations in Latin America. In recent years, animal welfare has become an important element of sustainable production that has evolved along with the transformation of animal production systems. Consumer attitudes towards farm animal welfare are changing around the world, especially at emerging markets of Asia, Africa and Latin America. Survey-based research on consumer attitudes towards farm animal welfare has increased. However, the geographical coverage of studies on consumer attitudes and perceptions about farm animal welfare has mostly been limited to Europe, and North (...) America. Until now, Latin American consumers’ attitudes towards animal welfare have not been well studied. Despite the fact that Mexico, Chile and Brazil belong to the same region, there are marked differences between these countries in terms of their economical and geographical characteristics among other factors. Those differences potentially have an impact on consumer attitudes towards animal welfare and livestock production systems in general. Given the evidence from the literature review, it seems advisable that Latin American producers and food industry who engage in animal welfare-enhancing practices should clearly label their products with information on the type of husbandry system to reach those consumers who want to make an informed choice. Therefore, there are some aspects that need to be studied and cannot be worked separately in order to promote and understand consumer attitudes towards dairy and beef systems, such as geography, economic development, and politics. Population involves the counting of a group in a place. To count is to know. To know is to intervene. Knowing and intervening are complicated practices. Assigning groups to places is complicated as well. This set of essays, that examine how scientists make Latin American groups into "objects of inquiry and intervention" allows for a fundamental examination of how practicing population can involve seemingly disparate accounts of the relationship of groups to places. We aimed to conduct a scoping review to assess the profile of retracted health sciences articles authored by individuals affiliated with academic institutions in Latin America and the Caribbean (LAC). We systematically searched seven databases (PubMed, Scopus, Web of Science, Embase, Medline/Ovid, Scielo, and LILACS). We included articles published in peer‐reviewed journals between 2003 and 2022 that had at least one author with an institutional affiliation in LAC. Data were collected on the year of publication, study design, authors' (...) countries of origin, number of authors, subject matter of the manuscript, scientific journals of publication, retraction characteristics, and reasons for retraction. We included 147 articles, the majority being observational studies (41.5%). The LAC countries with the highest number of retractions were Brazil (n = 69), Colombia (n = 16), and Mexico (n = 15). The areas of study with the highest number of retractions were infectology (n = 21) and basic sciences (n = 15). A retraction label was applied to 89.1% of the articles, 70.7% were retracted by journal editors, and 89.1% followed international retraction guidelines. The primary reasons for retraction included errors in procedures or data collection (n = 39), inconsistency in results or conclusions (n = 37), plagiarism (n = 21), and suspected scientific fraud (n = 19). In conclusion, most retractions of scientific publications in health sciences in LAC adhered to international guidelines and were linked to methodological issues in execution and scientific misconduct. Efforts should be directed toward ensuring the integrity of scientific research in the field of health. (shrink)

The European project European and Latin American Systems of Ethics Regulation of Biomedical Research Project (EULABOR) has carried out the first comparative analysis of ethics regulation systems for biomedical research in seven countries in Europe and Latin America, evaluating their roles in the protection of human subjects. We developed a conceptual and methodological framework defining ‘ethics regulation system for biomedical research’ as a set of actors, institutions, codes and laws involved in overseeing the ethics of biomedical research (...) on humans. This framework allowed us to develop comprehensive national reports by conducting semi-structured interviews to key informants. These reports were summarised and analysed in a comparative analysis. The study showed that the regulatory framework for clinical research in these countries differ in scope. It showed that despite the different political contexts, actors involved and motivations for creating the regulation, in most of the studied countries it was the government who took the lead in setting up the system. The study also showed that Europe and Latin America are similar regarding national bodies and research ethics committees, but the Brazilian system has strong and noteworthy specificities. (shrink)

Official Catholic opposition to contraception has long been portrayed as a stand that is based in antiquated doctrine and “out of touch” with society and its problems. In fact, Catholic arguments often have been less devoted to doctrine and more reflective of concerns for social justice and human rights. This was certainly the case in Latin America, as international birth control programs evolved in the mid to late 20th century. Programs were targeted at developing nations like those in (...) Latin America which were experiencing what was termed a “population explosion.” This article describes how, in this primarily Catholic region, Catholic authorities responded to popula- tion policy, arguing that overpopulation should not be considered the primary cause of economic strife, nor should birth control be promoted as the solution. This volume is a collection of studies on Latin American scholasticism originally presented at the Fourth International Conference of Medieval Philosophy at the Pontifícia Universidade Católica do Rio Grande do Sul (PUCRS), Porto Alegre, Brazil, November 12-14, 2012. These essays provide a significant overview of authors, works and areas of interest associated to scholastic thought in the 16th-18th centuries, focusing particularly on Latin American or European-born authors whose philosophical and theological careers were significantly set in Latin American soil and, due to their education, reveal a profound acquaintance with European philosophical theories and problems. The reception and development of Medieval thought in Baroque scholasticism, the connections between European philosophy, mainly Iberian scholasticism, and philosophical-theological debates in the New World, and the revisiting by Latin American scholars of Medieval schools of thought and theoretical patterns taught in Europe, prompted by the encounter with several peoples living in the new continent and the search and justification for models of colonization, are some of the relevant issues discussed in here. Existing research on developing countries emphasizes the decisive power of teacher unions in education politics. Yet that power varies, and a full understanding of the roots of union power and the sources of cross-national variation requires deeper analysis of organizational dynamics within unions. This analysis supports four arguments. First, teachers have a range of advantages in overcoming obstacles to collective action. Second, unions are not all alike; they vary widely, from interest groups to powerful political machines. Third, the source (...) of this variation lies in factors that shift power within unions from members to leaders in political-machine unions. Fourth, analyzing the dimensions of variation helps explain the different outcomes of recent reforms to teacher careers in Latin America, especially in highlighting the staunch opposition from political-machine unions. A Preliminary Critique of the Report of the Truth and Reconciliation Commission of South Africa (TRC) Mahmood Mamdani The Truth and Reconciliation Commission of South Africa was the fruit of a political compromise whose terms both made possible the Commission and set the limits within which it would work. These limits, in turn, defined the space available to (...) the Commission to interpret its terms of reference and define its agenda. This paper takes the compromise legislation that set up the TRC as a historical given and focuses attention on the TRC's interpretation of its terms of reference.The TRC claimed to be different from its predecessors, whether in Latin America or Eastern Europe. It would practice neither impunity nor vengeance. It was therefore determined to avoid two pitfalls: on the one hand, reconciliation becoming an unprincipled embrace of political evil and, on the other hand, a pursuit of justice so relentless as to turn into revenge. To do so, the Commission was determined to address both "victims" and "perpetrators," not just one or the other.This double determination was first written into the interim constitution that paved the way for the legislation that set up the TRC. First, there would be no blanket amnesty. Amnesty would be conditional. It would not be a group amnesty. Every perpetrator would have to be identified individually, and would have to own up to his or her guilt—the truth—before receiving amnesty from legal prosecution. Second, any victim who is so acknowledged would give up the right to prosecute perpetrators in courts of law. Justice for the victim would thus not be criminal but restorative: acknowledgment would be followed by reparations. In sum, individual amnesty for the perpetrator, truth for the society, and acknowledgement and reparations for the victim—this was the pact built into the legislation that set up the TRC.Since the Act did not clearly define "victim," however, the definition of "perpetrator" was unclear as well. The task of defining "victim" and "perpetrator" was left to the Commission and was the single most important decision that determined the scope and depth of the Commission's work. Without a comprehensive acknowledgment of victims of apartheid, there would be only a limited identification of perpetrators and only a partial understanding of the legal regime that made possible the "crime against humanity." From this perspective, the paper identifies three key limitations in the Commission's Report.First, the TRC individualized the victims of apartheid. Though it acknowledged apartheid as a "crime against humanity" which targeted entire communities for ethnic and racial policing and cleansing, the Commission majority was reluctant to go beyond the formal acknowledgment. The Commission's analysis reduced apartheid from a relationship between the state and entire communities to one between the state and [End Page 33] individuals. Where entire communities were victims of gross violations of rights, the Commission acknowledged only individual victims. If the "crime against humanity" involved a targeting of entire communities for racial and ethnic cleansing and policing, individualizing the victim obliterated this particular—many would argue central—characteristic of apartheid. Limiting the definition of harm and remedy to individuals center-staged political activists as victims of apartheid, as indeed happened with the victim hearings. The consequence was to narrow the TRC perspective to a political reconciliation between state agents and political activists, individual members of a fractured political elite, rather than the "national unity and reconciliation" mandated by the legislation that set it up. To pursue its actual mandate, the TRC needed to broaden its perspective: to work for a social reconciliation between perpetrators and victims required that the relationship between the state and the entire South African people be addressed.Second, by focusing on individuals and obscuring the victimization of communities, the TRC was unable to highlight the bifurcated nature of apartheid as a form of power that governed natives differently from non-natives. First, it discusses the merits of university research agendas as tools in the fight against inequality. Second, it analyzes the feasibility of defining such research agendas in Latin American public universities, taking into account their long tradition of institutionalized social commitment. Citizens of different regions simultaneously created new nation states and established republican systems of government. This occurred at a time when the very meaning of the notions of "nation" and "republic" remained ill-defined. In such a context, a number of (...) debates naturally emerged regarding the tenets of modern politics, and the kind of dilemmas and problems contained therein.Yet the assessment of the historical relevance of these disputes has been precluded by the teleological assumptions which have informed traditional approaches in the history of ideas. These assumptions have led historians to interpret these disputes as mere expressions of local prejudices that prevented the correct understanding of the true meaning of the modern liberal concept of representative democracy. According to this traditional view, the concerns of Latin American commentators were seen as "deviations" from the rational path of conceptual development and understanding. It was necessary to undermine this traditional teleological prejudice before the debates around these notions produced in Latin America in the nineteenth century could reveal their historical significance and become matters for systematic analysis. The rise of a "new intellectual history," insofar as it has [End Page 593] questioned the assumed rationality and logical consistency of the putative models and disclosed the contingent nature of their foundations, has opened the door to an entirely new universe of problems and issues for scholarly research in the field of Latin American politico-intellectual history.The great wave of new studies on the crisis of the Spanish and Portuguese empires and the emergence of new national states, triggered by the approach of the Bicentennial of Independence, has been greatly influenced by this new set of questions.1 Historians from different countries in Latin America have revisited that fundamental event, and have sought to revise established perspectives in the field. This has made room for the development of a self-defined "revisionist" position. However, what is to be revised has not always been clear.The revisionists seek to dislocate an epic narrative of independence as the epiphany of long-lasting struggles of oppressed nations to recover their rights to self-determination.2 They argue that the teleological, nationalistic biases of traditional approaches led their authors to see as already present at the point of departure an entity (the nation) which actually could be perceived only at the point of arrival. If understood in this way, however, the revisionists' contributions are hardly innovative. In the decade of the 1960s, a series of studies, propelled by the spread in Latin America of Marxist thought and social history, as well as by the increasing presence of American and European historians in the field, had already destabilized Manichean emplotments of the Revolution of Independence as a struggle between liberty and oppression.3 These studies introduced a number of nuances that questioned the objective basis of the states that emerged from the rupture of colonial ties. Instead, they demonstrated that the new states were the result of the contingent process of formation rather than its premise. [End Page 594] Yet it is not here that the profound transformation of the discipline has occurred. Revisionists do concentrate their criticism on the contents of nationalistic narratives, but leave untouched the theoretical premises on which these narratives rest. Background A topic of great concern in bioethics is the medical research conducted in poor countries sponsored by wealthy nations. Western drug companies increasingly view Latin America as a proper place for clinical research trials. The region combines a large population, modern medical facilities, and low per capita incomes. Participants from developing countries may have little or non alternative means of treatment other than that offered through clinical trials. Therefore, the provision of a valid informed consent is important. (...) Methods To gain insight about some aspects of the informed consent procedure in a major cancer centre in Mexico, we conducted a three-step evaluation process: 1) a ten point multiple choice survey questionnaires, was used to explore some aspects of the patients' experiences during the informed consent process, 2) researchers' knowledge about specific aspects of the informed consent was evaluated in this study using survey questionnaires; and 3) the comprehensibility, readability and number of pages of the consent forms were analysed. The socioeconomic and educational level of the patients, were also considered. Results were reported using a numerical scale. Results Thirty five patients, 20 doctors, and 10 individuals working at the hospital agreed to participate in the study. Eighty three percent of the patients in the study were classified as living in poverty; education level was poor or non existent, and 31% of the patients were illiterate. The consent forms were difficult to understand according to 49% of the patients, most doctors agreed that the forms were not comprehensible to the patients. The average length of the IC documents analysed was 14 pages, and the readability average score was equivalent to 8TH Grade. Conclusion The results presented in this work describe some relevant characteristics of the population seen at public health care institutions in Mexico. Poverty, limited or no education, and the complexity of the information provided to the patients may question the validity of the informed consent procedure in this group of patients. (shrink)

Pocock, Virtue, Commerce, and History1In 1973, Roberto Schwarz published a paper that profoundly marked a generation of thinkers in Latin America: "As idéias fora do lugar" ("Misplaced Ideas").2 It was originally intended to provide a theoretical framework for "progressivist" authors to counter the influence of nationalistic tendencies that, in the 1960s and 1970s, were particularly noticeable among the leftist political organizations.3 Yet, the concept of "misplaced [End Page 149] ideas" soon proved especially productive for theorizing the problematic development of ideas in Latin American history. Schwarz's text thus became the fundamental point of reference for those in the field who intended to question the hitherto predominant paradigms in cultural and literary critique, which were mostly inspired by the Romantic-nationalistic tradition. Notwithstanding, a quarter of a century later, Schwarz's original contribution in this regard needs to be reassessed. In the course of the last twenty-five years, the apparent loss of the national states' centrality helped to reveal the inherent complexity of the processes of cultural exchange hidden behind a perspective that still tended to conceive of them exclusively in terms of inter-national relationships. Furthermore, a series of new developments in the disciplines specifically dedicated to analyzing those kinds of exchange processes compels us to reconsider some of the implicit assumptions in Schwarz's concept and reformulate it.The object of this paper is to explore, in the light of the new realities of the last fin-de-siècle, new perspectives regarding the dynamic of ideas and cultural exchange in peripheral areas (of which Latin American is only a particular case), utilizing the new conceptual tools provided by the recently developed disciplines and theories in the field. Ultimately, the present work intends to raise a broader, epistemological, issue, whose relevance exceeds the local context. As it shows, the shortcomings in Schwarz's theory spring from a crude linguistic view, which is inherent in the "history of ideas," that reduces language exclusively to its referential function. A more precise distinction of the different levels of language will thus help to reveal aspects and problems that Schwarz's perspective obliterates. Yet, as this paper also intends to demonstrate, Schwarz's original intellectual project may be disentangled from its linguistic premises and recovered for cultural critique. Applied in a new way, it can still provide a theoretical framework to comprehend the intricacies of the processes of cultural exchange, and, more specifically, the problematic dynamics of ideas in Latin America that Schwarz intended to analyze. On Places and Non-Places of Ideas In order to understand the sense of Schwarz's notion of "misplaced ideas" we must place it within the conceptual framework in which it emerged. With it, Schwarz aimed to translate into a cultural key the postulates of the so-called "dependency theory," the core of which took shape in the "Seminar [End Page 150] on Marx," organized in São Paulo in the early 1960s (and in which Schwarz participated). As is well known, that theory intended to refute the "dualistic" approaches that viewed the peripheral areas as vestiges of a precapitalistic world that tends historically to disappear. The nations in this area would thus replicate the same pattern of linear development of central countries. On the contrary, dependency theory postulated the existence of a complex dynamic between the center and the periphery, the two representing instances inherent in capitalist development, thus forming a single, interconnected system. Logic and philosophy of logic have increasingly become areas of research and great interest in Latin America and Spain, where significant work has been done and continues to be done in both of these fields. The goal of this volume is to draw attention to this work through a collection of original and unpublished papers by specialists from Latin America and Spain. Some of the papers are of importance for set-theory and model theory. They cover topics (...) such as the foundations of paraconsistency, the use of paraconsistent logic as a basis for set-theory, and the methodological aspects in both the justification of new axioms in set theory and the formalization of pre-theoretic notions. Other papers are related to epistemic logic. They deal with the issues of abduction and the choice of the simplest hypothesis, the definition of group probability, and the nature of explanation and understanding in such logic. There are also papers on logical paradoxes, the semantics of names, and the nature of relations. Max A. Freund is Professor of Logic and Philosophy at the University of Costa Rica and the National University of Costa Rica.
