Basic Formal Ontology (BFO) is a top-level ontology consisting of thirty-six classes, designed to support information integration, retrieval, and analysis across all domains of scientific investigation, presently employed in over 350 ontology projects around the world. BFO is a genuine top-level ontology, containing no terms particular to material domains, such as physics, medicine, or psychology. In this paper, we demonstrate how a series of cases illustrating common types of change may be represented by universals, defined classes, and relations employing the (...) BFO framework. We provide discussion of these cases to provide a template for other ontologists using BFO, as well as to facilitate comparison with the strategies proposed by ontologists using different top-level ontologies. Disaster response is a highly collaborative and critical process that requires the involvement of multiple emergency responders (ERs), ideally working together under a unified command, to enable a rapid and effective operational response. Following the 9/11 and 11/13 terrorist attacks and the devastation of hurricanes Katrina and Rita, it is apparent that inadequate communication and a lack of interoperability among the ERs engaged on-site can adversely affect disaster response efforts. Within this context, we present a scenario-based terrorism case study to (...) highlight the challenges of operational disaster command and response. In this article, which is based on the French emergency response doctrine, we outline a semantics-based common operational command system that is designed to guarantee an efficient information flow among ERs. Our focus is on offering to all ERs, a real-time operational picture of the situation in order to enable multilevel coordination among firefighters, police, healthcare units, public authorities, and other stakeholders. Our approach consolidates information to promote timely sharing of data among ERs. The proposed system is based on an ontology that has been developed to represent the different types of knowledge on the part of ERs, providing a shared vocabulary that covers a variety of interoperability concerns. The ability to access and share data is key to optimizing and streamlining any industrial production process. Unfortunately, the manufacturing industry is stymied by a lack of interoperability among the systems by which data are produced and managed, and this is true both within and across organizations. In this paper, we describe our work to address this problem through the creation of a suite of modular ontologies representing the product life cycle and its successive phases, from design to end of (...) life. We call this suite the Product Life Cycle (PLC) Ontologies. The suite extends proximately from The Common Core Ontologies (CCO) used widely in defense and intelligence circles, and ultimately from the Basic Formal Ontology (BFO), which serves as top level ontology for the CCO and for some 300 further ontologies. The PLC Ontologies were developed together, but they have been factored to cover particular domains such as design, manufacturing processes, and tools. We argue that these ontologies, when used together with standard public domain alignment and browsing tools created within the context of the Semantic Web, may offer a low-cost approach to solving increasingly costly problems of data management in the manufacturing industry. Competitive pressure and diversity of consumer demand are driving manufacturing companies to rely more and more on improved knowledge management practices. As a result, multiple software systems are being created to support the integration of data across the product life cycle. Unfortunately, these systems manifest a low degree of interoperability, and this creates problems, for instance when different enterprises or different branches of an enterprise interact. (...) Plantinga claims that if an essence suffers from transworld depravity, then it is not possible for God to actualize a world in which the instantiation of that essence only does what is right. If every essence suffers from transworld depravity, then it is not possible for God to actualize a world in which there is moral good but no moral evil. I begin by describing possible (...) worlds that imply it is impossible for every essence to suffer from transworld depravity. I then show how to modify the concept of transworld depravity to avoid this problem, and to allow for the possibility that every essence suffers from transworld depravity. This new formulation of transworld depravity has an interesting consequence, and this leads to an alternative free will defense that is not based on the concept of transworld depravity. I introduce the concept of an unobtainable world, and use this to develop an alternative version of the free will defense that is preferable to one based on the concept of transworld depravity. Basic Formal Ontology (BFO) is a top-level ontology used in hundreds of active projects in scientific and other domains. BFO has been selected to serve as top-level ontology in the Industrial Ontologies Foundry (IOF), an initiative to create a suite of ontologies to support digital manufacturing on the part of representatives from a number of branches of the advanced manufacturing industries. We here present a first draft set of axioms and definitions of an IOF upper ontology descending from BFO. Abstract In light of the complexity of unfolding disasters, the diversity of rapidly evolving events, the enormous amount of generated information, and the huge pool of casualties, emergency responders (ERs) may be overwhelmed and in consequence poor decisions may be made. In fact, the possibility of transporting the wounded victims to one of several hospitals and the dynamic changes in healthcare resource availability make the decision process more complex. To tackle this problem, we propose a multicriteria decision support service, based (...) on the Analytic Hierarchy Process (AHP) method, that aims to avoid overcrowding and outpacing the capacity of a hospital to effectively provide the best care to victims by finding out the most appropriate hospital that meets the victims’ needs. The proposed approach searches for the most appropriate healthcare institution that can effectively deal with the victims’ needs by considering the availability of the needed resources in the hospital, the victim’s wait time to receive the healthcare, and the transfer time that represents the hospital proximity to the disaster site. The evaluation and validation results showed that the assignment of hospitals was done successfully considering the needs of each victim and without overwhelming any single hospital. (shrink)

In recent years there has been a number of promising technical and institutional developments regarding use of ontologies in industry. At the same time, however, most industrial ontology development work remains within the realm of academic research and is without significant uptake in commercial applications. In biomedicine, by contrast, ontologies have made significant inroads as valuable tools for achieving interoperability between data systems whose contents derive from widely heterogeneous sources. In this position paper, we present a set of principles learned (...) from the successful Open Biomedical Ontologies (OBO) Foundry initiative to guide the design and development of the Industrial Ontologies Foundry (IOF), which is a counterpart to the OBO Foundry initiative for the manufacturing industry. Although the last decade has seen a proliferation of ontological approaches to arguments, many of them employ ad hoc solutions to representing arguments, lack interoperability with other ontologies, or cover arguments only as part of a broader approach to evidence. To provide a better ontological representation of arguments, we present the Arguments Ontology (ArgO), a small ontology for arguments that is designed to be imported and easily extended by researchers who work in different upper-level ontology frameworks, different logics, and different (...) approaches to argument evaluation. Unlike most ontological approaches to arguments, ArgO utilizes Basic Formal Ontology (BFO) as an upper-level ontology, and may be used alongside other commonly used ontologies in the BFO framework, including boththe Information Artifact Ontology (IAO), and the Information Entity Ontology (INFO). Critically, our proposal is principled, based on rigorous definitions and formal axioms out of which characterizations of arguments naturally fall. It is our hope that ArgO may assist researchers in many projects, including: integrating heterogeneous sources of evidence, structuring the content of semantic wikis, and enhancing semantic reasoning. GPs usually care for their patients for an extended period of time, therefore, requests to not only discontinue a patient’s treatment but to assist a patient in a suicide are likely to create intensely stressful situations for physicians. However, in order to ensure the best patient care possible, the competent communication about the option of physician assisted suicide as well as the assessment of the origin and sincerity of the request are very important. This is especially true, since patients’ requests (...) for PAS can also be an indicator for unmet needs or concerns. Twenty-three qualitative semi-structured interviews were conducted to in-depth explore this multifaceted, complex topic while enabling GPs to express possible difficulties when being asked for assistance. The analysis of the gathered data shows three main themes why GPs may find it difficult to professionally communicate about PAS: concerns for their own psychological well-being, conflicting personal values or their understanding of their professional role. In the discussion part of this paper we re-assess these different themes in order to ethically discuss and analyse how potential barriers to professional communication concerning PAS could be overcome. Recent discussion of the problem of evil has centered around what is known as the probabilistic or evidential argument from evil. According to this argument the evil in our world is evidence against the existence of God, even though evil is logically consistent with God’s existing. Based on this it is claimed it is irrational to believe one of the traditional theistic religions, unless there is overwhelming positive evidence to counter this negative evidence. One of the most important and widely (...) discussed versions of this argument is due to Paul Draper.1 In this paper I will look at Draper’s argument and argue that he has made a simple fundamental error; as a result his argument is irrelevant to most theists. After discussing this error in Draper’s argument, I will discuss probabilistic arguments from evil from the perspective of confirmation theory. The error in Draper’s argument is easily made and could occur in any probabilistic argument from evil; looking at confirmation theory and probabilistic arguments from evil will provide insight into reasoning about evil and belief in God. Disputes over territory are a major contributing factor to the disruption of international relations. We believe that a cumulative, integrated, and continuously updated resource providing information about such disputes in an easily accessible form would be of benefit to intelligence analysts, military strategists, political scientists, and also to historians and others concerned with international disputes. We propose an ontology-based strategy for creating such a resource. The resource will contain information about territorial disputes, arguments for and against claims pertaining to sovereignty, (...) proffered evidence for such claims, political and military motives (overt or hidden), and associated conflicts. In this chapter, I investigate two recent arguments by Michael Tooley that begin with some facts about evil and conclude that the probability of God existing is low or extremely low. Tooley's first argument fails because it relies on a very controversial assumption about unknown rightmaking and wrongmaking properties. Tooley's second argument makes use of some ideas about formal inductive logic and logical probability that Carnap developed, but this argument fails because it applies Carnap's ideas in ways that conflict with (...) our inductive intuitions. George Schlesinger has recently presented a reply to Hume’s argument concerning miracles. Schlesinger argues that probability theory and some simple assumptions about miracles show that testimony for a miracle increases the probability of God existing; furthermore this testimony can raise the probability of God existing enough that it is rational to believe that God exists. I argue that one of the assumptions that Schlesinger makes is false, and that the justification Schlesinger gives for it does not succeed. Thus I claim (...) Schlesinger’s reply to Hume fails. In this chapter probability and confirmation theory are used to investigate the problem of evil, concentrating on whether a theist should consider our ignorance of a good reason for God to permit evil to support a non-religious alternative over a typical theist's beliefs. It is argued that according to Likelihoodism, our ignorance of a good reason does not favor a competing hypothesis over the religious view that there is an incomprehensible good reason for God to permit evil. Bayesian accounts of (...) comparative confirmation, which are alternatives to Likelihoodism, have the same result. Furthermore, according to both Likelihoodism and Bayesian accounts of contrastive confirmation, our ignorance of a good reason for God to permit evil may actually support typical religious beliefs over the alternative hypotheses. Philosophers have often attempted to use counterfactual conditionals to analyze probability. This article focuses on counterfactual analyzes of epistemic probability by Alvin Plantinga and Peter van Inwagen. I argue that a certain type of counterfactual situation creates problems for these analyses. I then argue that Plantinga's intuition about the role of warrant in epistemic probability is mistaken. Both van Inwagen's and Plantinga's intuitions about epistemic probability are flawed.

In this paper I wish to argue that counterfactual analyses of causation are inadequate. I believe the counterfactuals that are involved in counterfactual analyses of causation are often false, and thus the theories do not provide an adequate account of causation. This is demonstrated by the presentation of a counterexample to the counterfactual analyses of causation. I then present a unified theory of causation that is based upon probability and counterfactuals. Managing complex disaster situations is a challenging task because of the large number of actors involved and the critical nature of the events themselves. In particular, the different terminologies and technical vocabularies that are being exchanged among Emergency Responders may lead to misunderstandings. Maintaining a shared semantics for exchanged data is a major challenge. To help to overcome these issues, we elaborate a modular suite of ontologies called POLARISCO that formalizes the complex knowledge of the ERs. Such a shared vocabulary (...) resolves inconsistent terminologies and promotes semantic interoperability among ERs. In this work, we discuss developing POLARISCO as an extension of Basic Formal Ontology and the Common Core Ontologies. Functionally graded materials (FGMs) have been used in many different kinds of applications in recent years and have attracted significant research attention. However, we do not yet have a commonly accepted way of representing the various aspects of FGMs. Lack of standardised vocabulary creates obstacles to the extraction of useful information relating to pertinent aspects of different applications. A standard resource is needed for describing various elements of FGMs, including existing applications, manufacturing techniques, and material characteristics. This motivated the creation (...) of the FGM Ontology (FGMO) in 2016. Here, we present a revised and expanded version of the FGM Ontology, which includes enrichments along four dimensions: (1) documenting recent FGMs applications; (2) reorganising the framework to incorporate an updated representation of types of manufacturing processes; (3) enriching the axioms of the ontology; and (4) importing mid-level ontologies from the Common Core Ontologies (CCO) and Product Life Cycle (PLC) Ontologies. Disaster response requires the cooperation of multiple emergency responder organizations (EROs). However, after‐action reports relating to large‐scale disasters identity communication difficulties among EROs as a major hindrance to collaboration. On the one hand, the use of two‐radio communication, based on multiple orthogonal frequencies and uneven coverage, has been shown to degrade inter‐organization communication. On the other hand, because they reflect different areas of expertise, EROs use differing terminologies, which are difficult to reconcile. These issues lead to ambiguities, misunderstandings, and inefficient (...) exchange of data and information among those involved, which can impede the response process and slow decision making. We, therefore, hypothesize that promoting semantic interoperability across ERO information systems might improve information exchange among stakeholders and thereby allow a more coherent response to the disaster. We propose an ontology‐based messaging service on the basis of the Emergency Data Exchange Language (EDXL) standards. The parties involved will continue to use the terminologies to which they are accustomed, but the system will resolve inconsistencies and thereby enhance mutual understanding among EROs by ensuring semantic translation of the exchanged information. The evaluation of the semantic translation demonstrated the effectiveness and accuracy of the proposed service. (shrink)

This paper explores the classical idea of complementarity in mathematics concerning the relationship of intuition and axiomatic proof. Section I illustrates the basic concepts of the paper, while Section II presents opposing accounts of intuitionist and axiomatic approaches to mathematics. Section III analyzes one of Einstein's lecture on the topic and Section IV examines an application of the issues in mathematics and science education. This paper discerns two types of mathematization, a foundational and an explorative one. The foundational perspective is well-established, but we argue that the explorative type is essential when approaching the problem of applicability and how it influences our conception of mathematics. The first part of the paper argues that a philosophical transformation made explorative mathematization possible. This transformation took place in early modernity when sense acquired partial independence from reference. The second part of the paper discusses a series of examples (...) from the history of mathematics that highlight the complementary nature of the foundational and exploratory types of mathematization. The report describes an application of ontologies to the analysis of wind turbine manufacturing data. We show how applying ontologies to composite materials data may facilitate the discovery of optimum composite material designs that will deliver maximum wind turbine blade performance within environmental constraints.

In a recent article Ian Hacking argues that there can be cases where no probabilities may correctly be ascribed to individual members of a population, while probabilities are correctly ascribable to the population as a whole. In this paper a simple artificial coin-flipping model for such probabilities, not 'grounded from below' is constructed. The inferences licensed by this model and a consequence of the model for the theory of statistical tests is explored.

A recent discussion of Hume’s argument concerning the rationality of accepting a belief that a miracle has occurred is given by J. L. Mackie in The Miracle of Theism. Mackie believes that Hume’s argument is essentially correct, although he attempts to clarify and strengthen it. Any version of Hume’s argument depends upon one’s conception of miracles and laws of nature; I will argue that Mackie commits a simple logical error and that given his conception of laws of nature and miracles (...) there is no reason to reject rational belief in miracles. During the first phase of Greek mathematics a proof consisted in showing or making visible the truth of a statement. This was the epagogic method. This first phase was followed by an apagogic or deductive phase. During this phase visual evidence was rejected and Greek mathematics became a deductive system. Now epagoge and apagoge, apart from being distinguished, roughly according to the modern distinction between inductive and deductive procedures, were also identified on account of the conception of generality as continuity. Epistemology of mathematics today only remembers the distinction, forgetting where they agreed, in this manner not only destroying the unity of the perceptual and conceptual but also forgetting what could be gained from Aristotelian demonstrative science. In this article I investigate Rowe's recent probabilistic argument from evil. By using muddy Venn diagrams to present his argument, we see that although his argument is fallacious, it can be modified in a way that strengthens it considerably. I then discuss the recent exchange between Rowe and Plantinga over this argument. Although Rowe's argument is not an argument from degenerate evidence as Plantinga claimed, it is problematic because it is an argument from partitioned evidence. I conclude by discussing the (...) modified argument and the epistemic framework Rowe is assuming in his argument. (shrink)

This paper investigates the justification of certain beliefs central to scientific realism. Some have claimed that the underdetermination of a theory by empirical evidence implies that belief in the truth of the theory and in the existence of the corresponding unobservable entities is unjustified. It is argued that the justification of certain realist beliefs is similar to the justification of our perceptual beliefs. Neither are justified by argument from more basic beliefs, and their underdetermination by the evidence does not affect (...) their justification. (shrink)

This article seeks to show the interaction between cultural and anatomic evolution in the birth and differentiation of cultures and languages. The diversity which characterizes our world does not preclude logical regularities due to the coherence of the human mind, which evolved slowly through the paleontological phases of its emergence over millions of years. The anatomical retroaction of the hominids is analyzed to show that, in the long run, anatomy reflected ‘cultural selection’.
