Advances in genetics and genomics have raised new questions in trout restoration and management, specifically about species identity and purity, which fish to value, and where these fish belong. This paper examines how this molecular turn in fisheries management is influencing wild and native trout policy in Colorado. Examples from two small Colorado watersheds, Bear Creek and Sand Creek, illustrate how framing trout as genetic bodies can guide managers to care for or kill trout populations in (...) the interest of rectifying decades of genetic disruption caused by human activity. While trout management has typically relied on human intervention, the turn to genetic science is prompting new classifications of lineage and taxa, altering long-standing conservation priorities, and reorienting the manipulation of biological processes such as reproduction and dispersal. We present a matrix model for the study of the population dynamics of brown trout Salmo trutta L., introduced in the '60s in the virgin aquatic ecosystems of the Kerguelen Islands. This species clearly acclimatized very well: a portion of the population became migratory and spent a part of its life cycle in the sea, which allowed the rapid colonization of two rivers close to the stream of origin in the same bay (Baie Norvégienne).These migratory trout can become (...) a smolt at 2, 3, or 4 years of age. The model takes into account age and smolt age structures and in a first step considers the fish from the Baie Norvégienne as belonging to a single population. The transition matrix looks like a 32 × 32 Leslie matrix in which some survival rates are not on the subdiagonal. Meehl [1978, 1990a, 1990b] and Faust [1984] argue that significance tests and their interpretation are subject to actuarial and psychological biases, making continued adherence to these practices irrational, and even partially responsible for the slow progress of the ‘soft’ areas of psychology. I contend that familiar standards of testing and literature review, along with recently developed meta-analytic techniques, are able to correct the proposed actuarial and psychological biases. In (...) particular, psychologists embrace a principle of robustness which states that real psychological effects are (1) reproducible by similar methods, (2) detectable by diverse means, and (3) able to survive theoretical integration. By contrast, spurious significant findings perish under the strain of persistent tests of their robustness. Scientific realists contend that theory-conjunction presents a problem for empiricist conceptions of scientific knowledge and practice. Van Fraassen (1980) has offered a competing account of theory-conjunction which I argue fails to capture the mercenary character of epistemic dependence in science. Representative cases of theory-conjunction developed in the present paper show that mercenary reliance implies a "principle of epistemic symmetry" which only a realist can consistently accommodate. Finally, because the practice in question involves the conjunction of theories, a version of realism (...) more robust than the "entity realism" of Cartwright (1983, 1989) and Hacking (1983) is required to explain the success of theory-conjunction. The use of null hypothesis significance testing (NHST) in psychology has been under sustained attack, despite its reliable use in the notably successful, so-called "hard" areas of psychology, such as perception and cognition. I argue that, in contrast to merely methodological analyses of hypothesis testing (in terms of "test severity," or other confirmation-theoretic notions), only a patently metaphysical position can adequately capture the uneven but undeniable successes of theories in "hard psychology." This paper advances a novel argument that speech perception is a complex system best understood nonindividualistically and therefore that individualism fails as a general philosophical program for understanding cognition. The argument proceeds in four steps. First, I describe a "replaceability strategy", commonly deployed by individualists, in which one imagines replacing an object with an appropriate surrogate. This strategy conveys the appearance that relata can be substituted without changing the laws that hold within the domain. Second, I advance a "counterfactual test" (...) as an alternative to the replaceability strategy. Third, I show how the typical objects of cross-modal processes (in this case, auditory-visual speech perception), more clearly irreplaceable than the objects of the unimodal process examined by Burge [(1986) Individualism and psychology, The Philosophical Review, XCV, 3-45], supply a firm basis for a nonindividualist interpretation of such cases. Finally, I demonstrate that the routine violation of the individualist's Replaceability Condition occurs even in unimodal cases - so the violation of the replaceability constraint does not derive simply from the diversity of modal sources but rather from the causal complexity of psychological processes generally. The conclusion is that philosophical progress on this issue must await progress in psychology, or, at least, philosophical progress in accounting for psychological complexity--precisely the vicissitude predicted by a thoroughgoing naturalism. Bishop and Trout here present a unique and provocative new approach to epistemology. Their approach aims to liberate epistemology from the scholastic debates of standard analytic epistemology, and treat it as a branch of the philosophy of science. The approach is novel in its use of cost-benefit analysis to guide people facing real reasoning problems and in its framework for resolving normative disputes in psychology. Based on empirical data, Bishop and Trout show how people can improve their reasoning (...) by relying on Statistical Prediction Rules. They then develop and articulate the positive core of the book. Their view, Strategic Reliabilism, claims that epistemic excellence consists in the efficient allocation of cognitive resources to reliable reasoning strategies, applied to significant problems. The last third of the book develops the implications of this view for standard analytic epistemology; for resolving normative disputes in psychology; and for offering practical, concrete advice on how this theory can improve real people's reasoning. This is a truly distinctive and controversial work that spans many disciplines and will speak to an unusually diverse group, including people in epistemology, philosophy of science, decision theory, cognitive and clinical psychology, and ethics and public policy. Scientific realism has been advanced as an interpretation of the natural sciences but never the behavioral sciences. This book introduces a novel version of scientific realism, Measured Realism, that characterizes the kind of theoretical progress in the social and psychological sciences that is uneven but indisputable. It proposes a theory of measurement, Population-Guided Estimation, that connects natural, psychological, and social scientific inquiry. Presenting quantitative methods in the behavioral sciences as at once successful and regulated by the world, the book will (...) engage philosophers of science, historians of science, sociologists of science, and scientists interested in the foundations of their own disciplines. Part I introduces measured realism beginning with a novel realist theory of measurement (Population-Guided Estimation, or PGE). It examines two other versions of scientific realism — minimal (Hacking) and robust (Boyd, Putnam, and Newton-Smith) — and advances measured realism as best supported by the evidence in the behavioral sciences. It also critically evaluates the anti-realist arguments of van Fraassen, Laudan, and Fine. Part II formulates and develops a version of epistemological naturalism most appropriate to measured realism. Drawing upon the realist theory of measurement developed earlier, it favorably appraises a variety of statistical methods in the behavioral sciences against selected criticisms. It concludes that traditional, narrative methods in the behavioral and social sciences are unreliable by the measures of epistemological naturalism. (shrink)

In the eyes of some of its critics, disjunctivism fails to support adequately the key claim that a particular hallucination might be indistinguishable from a certain kind of veridical perception despite the two states having nothing other than this in common. Scott Sturgeon, for example, has complained that disjunctivism ‘‘offers no positive story about hallucination at all’’ (2000: 11) and therefore ‘‘simply takes [indistinguishability] for granted’’ (2000: 12). So according to Sturgeon, what the disjunctivist needs to provide is a plausible (...) explanation of just how two mental states which have no common component might be indistinguishable for their subject and this in turn will require the telling of a positive story about hallucination. In “Forced to be Free”, Neil Levy surveys the raft of documented decision-making biases that humans are heir to, and advances several bold proposals designed to enhance the patient's judgment. Gratefully, Levy is moved by the psychological research on judgment and decision-making that documents people's inaccuracy when identifying courses of action will best promote their subjective well-being. But Levy is quick to favour the patient's present preferences, to ensure they get “final say” about their treatment. I urge the opposite inclination, (...) raising doubts about whether the patient's “present preferences” are the best expression of their “final say”. When there is adequate evidence that people, by their own lights, overemphasize their present preferences about the future, we should carefully depreciate those preferences, in effect biasing them to make the right decision by their own lights. Realizing the ideal of democracy requires political inclusion for citizens. A legitimate democracy must give citizens the opportunity to express their attitudes about the relative attractions of different policies, and access to political mechanisms through which they can be counted and heard. Actual governance often aims not at accurate belief, but at nonepistemic factors like achieving and maintaining institutional stability, creating the feeling of government legitimacy among citizens, or managing access to influence on policy decision-making. I examine the traditional relationship (...) between inclusiveness and accuracy, and illustrate this connection by discussing empirical work on how group decision-making can improve accuracy. I also advance a Generic Epistemic Principle that any evidence-based decision-making procedures must embrace. Focusing on policy-making, I then measure the distance between these standards and the ones actually implemented in U.S. political settings. Psychological research on individual and group decision-making is a source of normative assessment for existing policy judgment, but it neither rationalizes nor legitimates the actual and typical processes used in U.S. institutions of political decision making. To establish this point, I focus on one characteristic government institution—the U.S. House of Representatives Committee on Science, Space, and Technology—that displays deliberative processes at odds with the sciences they advocate, and with the Generic Epistemic Principle. I explain this discouraging condition in terms of several inveterate factors in U.S. politics: a limitlessly money-driven and endless campaigning process that effectively forces elected representatives to align themselves with money and vote strategically, the use of procedural arrangements known to make people feel politically included when they are not, and the unresponsiveness of a majoritarian (vs. consensus) democracy.
