The present essay has as objective to present a series of thoughts about the process of "data management" which it is given in goverment institutions and that it could be hepful to really exposs the potencials and limitations of a "making".

Vladimir Aleksandrovich Smirnov was born on March 2, 1931. He graduated from Moscow State University in 1954. From 1957 till 1961 he was a lecturer in philosophy and logic at the Tomsk University. Since 1961 his scientific activity continued in Moscow at the Institute of Philosophy of Academy of Sciences of the USSR. From 1970 and till the last days of his life V. A. Smirnov was lecturer and then Professor at the Chair of Logic at Moscow State University. V. (...) A. Smirnov played an important role at the Institute of Philosophy of Russian Academy of Sciences being the Head of Department of Epistemology, Logic and Philosophy of Science and Technology, and the Head of Section of Logic. Last years he was the leader of the Centre of Logical Investigations of Russsian Academy of Sciences. In 1990-91 he founded a new non-goverment Institute of Logic, Cognitive Sciences and Development of Personality for performing research, teaching, editorial and organization activity in the field of humanities. At the Department of Philosophy of Moscow State University and at the Institute of Philosophy V. A. Smirnov and his close colleagues have founded a Russian logical school which brought up many talented researchers who work at several scientific centres in various countries. (shrink)

Advances in the life sciences are occurring with extreme rapidity and accumulating a great deal of knowledge about life’s vital processes. While this knowledge is essential for fighting disease in a more effective way, it can also be misused either intentionally or inadvertently to develop novel and more effective biological weapons. For nearly a decade civil-academic society as well as States Parties to the Biological and Toxin Weapons Convention have recognised the importance of dual-use biosecurity education for life scientists as (...) a means to foster a culture of responsibility and prevent the potential misuse of advances in the life sciences for non-peaceful purposes. Nevertheless, the implementation of dual-use biosecurity education for life scientists has made little progress in institutions of higher learning. Professional societies and academic organizations have worked from the bottom-up in developing online dual-use biosecurity education modules that can be used for instruction. However, top-down help is needed from goverments if further progress is to be made in implementing biosecurity education for life scientists. (shrink)

Art and Authority explores the sources, nature, and limits of artistic freedom. K. E. Gover draws upon real-world cases and controversies in contemporary visual art to offer a better understanding of artistic authorship and authority. Each chapter focuses on a case of dispute over the rights of an artist with respect to his or her artwork.

In a recent article, Hans Maes argues that examples drawn from contemporary visual art shed new light on the long-standing and seemingly intractable debate between Hypothetical Intentionalism (HI) and Moderate Actual Intentionalism (AI). He presents two test cases that, he argues, tilt the scale in favour of AI. In this paper I re-examine Maes's two test cases, and argue that neither succeeds as a test case. The first case fails because it confuses a relevant fact about the artwork with the (...) artist's intentions for the work. The second case fails because the work in question does not count as an utterance. The failure of Maes's examples suggests that the interpretive norms surrounding contemporary visual art cannot settle the debate between AI and HI. (shrink)

The aim of this inquiry is to determine whether printmaking is best understood ontologically as analogous to a work-performance relation. Are prints the visual analogue of symphonies? My motivation for pursuing the comparison of printmaking to music is twofold. First, because relatively little has been written on the ontology of fine art prints, our use of an already developed body of scholarship will help us to gain some traction on the question. Second, within the existing literature on the ontology of (...) prints, there seems to be a persistent confusion about the difference between what makes a print an artwork, and what makes it a genuine or authentic artwork, signed or in some other way ratified by a given artist. I conclude by suggesting that prints are indeed ontologically unusual insofar as they occupy an intermediate position between pure multiples, of which there can be an unlimited number of tokens, and singular artworks that consist of one physical object. In this essay I call attention to the fact that there is a work of art in Heidegger’s “The Origin of the Work of Art,” and yet almost no one talks about it: the C. F. Meyer poem “Roman Fountain.” This critical silence is all the more ironic, since (1) it is a self-sufficient artwork, and not just described or mentioned in the text; and (2) the poem’s fountain, as man-made spring, seems to speak to—if not speak of—Heidegger’s thesis concerning (...) the Ur-sprung of the artwork itself. I argue that the poem illuminates a central problem or question concerning the status of art as mimesis, and I suggest that the reason why this poem tends to be overlooked amid the “obsessive” critical attention that it otherwise attracts can be found within the essay itself. The 1990 Visual Artists Rights Act (VARA) is a provision of U.S. copyright law that seeks to protect the noneconomic rights of artists, called "moral rights." These rights are due to the "presumed intimate bond between artists and their works."1 In the United States it protects rights of artistic attribution and integrity: the artwork cannot be claimed as the work of another, and it cannot be distorted. In some cases VARA protects artworks from destruction. But what is the nature of (...) this intimate bond? The human blood coagulation system comprises a series of linked glycoproteins that upon activation induce the generation of downstream enzymes ultimately forming fibrin. This process is primarily important to arrest bleeding (hemostasis). Hemostasis is a typical example of a molecular machine, where the assembly of substrates, enzymes, protein cofactors and calcium ions on a phospholipid surface markedly accelerates the rate of coagulation. Excess, pathological, coagulation activity occurs in “thrombosis”, the formation of an intravascular clot, which in the most dramatic form (...) precipitates in the microvasculature as disseminated intravascular coagulation. Thrombosis occurs according to a biochemical machine model in the case of atherothrombosis on a ruptured atherosclerotic plaque, but may develop at a slower rate in venous thrombosis, illustrating that the coagulation machinery can act at different velocities. The separate coagulation enzymes are also important in other biological processes, including inflammation for which the rapid conversion of one coagulation factor by the other is not a prerequisite. The latter role of coagulation enzymes may be related to the old and probably maintained function of the coagulation machine in innate immunity. One of the important determinants of development during the transition to adulthood is the undertaking of social roles characteristic of adults, also in the area of finishing formal education, which usually coincides with beginning fulltime employment. In the study discussed in this paper, it has been hypothesized that continuing full-time education above the age of 26, a phenomenon rarely observed in Poland, can be considered as an unpunctual event that may be connected with difficulties in the process of identity formation. (...) Relationships between identity dimensions and identity statuses, and age and educational context were analyzed. 693 individuals aged 19-35 took part in the study. The participants attended three types of educational institutions: full-time university studies, part-time university studies, and full-time post-secondary school. Among the students of full-time university studies predictable dependencies, also in respect of highlevels of indicators of identity crisis and a high frequency of diffused identity occurrence, were observed. Such dependencies were not found in the group of full-time post-secondary school students. (shrink)

First published in 1749 and reissued here in its 1765 printing, this novel by Sarah Fielding attempts to encourage young women to lives of virtue and benevolence through the story of nine girls living with their governess, Mrs Teachum, in a school in the north of England. The girls, aged between eleven and fourteen years old, learn the feminine graces and manners from various lessons and field trips organised by their teacher, as well as through the tales they tell each (...) other. Skilled in conveying moral messages in this educational context, Fielding, whose brother was the novelist Henry Fielding, had also published anonymously The Adventures of David Simple. The present work is particularly notable for being the first novel written in English expressly for children. An important text in eighteenth-century literature, it will appeal especially to readers interested in the history of women's education. (shrink)

Over the past 50 years, Nelson algebras have been extensively studied by distinguished scholars as the algebraic counterpart of Nelson's constructive logic with strong negation. Despite these studies, a comprehensive survey of the topic is currently lacking, and the theory of Nelson algebras remains largely unknown to most logicians. This paper aims to fill this gap by focussing on the essential developments in the field over the past two decades. Additionally, we explore generalisations of Nelson algebras, such as N4-lattices which (...) correspond to the paraconsistent version of Nelson's logic, as well as their applications to other areas of interest to logicians, such as duality and rough set theory. A general representation theorem states that each Nelson algebra is isomorphic to a subalgebra of a rough set-based Nelson algebra induced by a quasiorder. Furthermore, a formula is a theorem of Nelson logic if and only if it is valid in every finite Nelson algebra induced by a quasiorder. (shrink)

In this paper, we are interested in the effects of institutional context on public attitudes towards climate policies, where institutions are defined as the conventions, norms and formally sanctioned rules of any given society. Building on a 2014 survey experiment, we conducted thirty qualitative interviews with car-owners in Oslo, Norway, to investigate the ways in which institutional context and political-value orientation affect public attitudes towards emissions policies. One context (presented as a text treatment) highlighted individual rationality, emphasising the ways (...) in which local pollution impacts the individual citizen; the other highlighted social rationality, emphasising the wider significance of carbon emissions and global responsibility for climate change. We analysed the effects of these contexts on attitudes, finding that institutional context influenced individuals’ perspectives as well as their attitudes towards climate policies. Groups with different value orientations differed in terms of their evaluations but not their interpretations of these contexts. (shrink)

This paper examines and illustrates the process of setting technical intercommunication standards through a case‐study taken from the electronic voting industry. It begins by addressing the large number of types of standards and the many ways in which they are created. The tensions between the speed to market, stakeholder involvement, the mode of production and the legitimacy of a standard are explored. The modes of standards production are then presented in a linear model. The preceding discussion sets the context for (...) a case which presents attempts to standardise the large number of competing electronic voting solutions. The importance of which actors back and influence a standard’s development up to successful adoption is exposed. The vital role government can play in preventing a standards market failure is raised and recommendations are offered on how governments can improve their contributions to standardisation. (shrink)

Response to Gover (2015) on Trogdon and Livingston (2015) on artwork completion.

The symposium on Francesco Guala’s Understanding Institutions was thought provoking. Five critical papers took issue with Guala’s reconciliation of the game-theoretical view of institutions and the rule-governed view. We offer some critical commentary that adopts a different perspective. We agree that institutions are central to social life and, thus, also to the social sciences; they are also prior to and more fundamental than individuals. We add some historical points on the ways previous philosophers thought about institutions, (...) and we come at this from a philosophical viewpoint that is not that of analytic philosophy but rather that of Popper’s critical rationalism. In that framework, we espouse an idea of the relation between philosophy and the philosophy of science that is different from that of Guala and his commentators, and we recommend a reformist philosophy of institutions that is neither radical nor traditionalist and that makes better sense of the institution of the scholarly symposium than do... Individuals, Institutions, and Markets offers a theory of how the institutional framework of a society emerges and how markets within institutions work. The book shows that both social institutions, defined as the rules of the game, and exchange processes can be analyzed along a common theoretical structure. Mantzavinos' proposal is that a problem solving model of individual behavior inspired by the cognitive sciences provides such a unifying theoretical structure. Recent years have seen an immense upsurge in developing the notion of institution with the aim of updating and reconfiguring its conceptualisation to make it correspond to present times. The stakes are high as the current Western institutional framework struggles to ensure its historical continuation—conceived broadly as political, economic, social, scientific, artistic, and other institutions—as the predominant global dispositive. In the article, we first review the current most significant orientations and disciplines that focus on institutions and proceed with (...) a critical assessment of relevant events. In the second part, we question the subjective process and subjectivation of an institutional framework. If we reject the linguistic, empirical, or hermeneutic approaches, how can we capture the dynamics of change in a framework? What indicates that a subjective process is taking place? We draw on the cases of St. Paul and Giordano Bruno to illuminate the Law’s historical repetition through cumulative cultural growth in re-inscribing the subjectivization of faithful and enduring—i.e. universalist—operations of rupture and dispute leading to a Decision against reigning particularisms of institutional setups. We investigate two under-explored factors in mitigating the risk of corporate fraud and regulatory enforcement against fraud, namely institutional investors and political connections. The role of institutional investors in the effective monitoring of a firm’s management is well established in the literature. We further observe that firms that have a large proportion of their shares held by institutional investors have a lower incidence of enforcement actions against corporate fraud. The importance of political connections for enterprises, whether in a developed market (...) such as the United States or an emerging market such as China, has been established by previous studies. However, we find evidence of another positive effect of political connections: they may reduce the incidence of enforcement action against corporate fraud. We also find that political connections play a more significant role in reducing regulatory enforcement incidents against non-state-owned enterprises and firms in weaker legal environments, whereas institutional ownership plays a more important role in reducing regulatory enforcement incidents against state-owned enterprises. How can gift and gift-giving studies be relevant to the study of institutions and vice versa? This is the question we broadly address in the introduction to this symposium while drawing on the contributing articles and sketching out a possible future research in a perspective of integration between these two fields of study. Is the gift an institution? What types of methodological approaches would be most suitable in view of such integration? We define the gift as transfers underpinned by (...) institutions, including customs and norms. We contend that the institutional thought can employ empirical and qualitative research methods used by anthropology and that there are important and fruitful lines of tension between gift-giving and institutions – from the relationship between freedom and obligation to the role of third sector between state and market – worthy of further research in the future.
