In order to manage the electricity consumption information of microgrid users, the reliability of electricity information collection is studied in this paper. The normal communication between the acquisition terminal and the smart meter is a key factor affecting the accurate collection of power information; it is the basis for ensuring the operation of the microgrid as well. In order to improve the reliability of the low power line communication between the acquisition terminal and smart meters, this article (...) first uses the static networking method to layer the smart meters and select relays from them and then select the optimal communication path based on integrating communication quality and relay forwarding number dynamically, which could avoid the signal conflict problem caused by simultaneous communication. Finally, by analyzing the influence of the time-varying power line channel on the smart meter communication, a method based on the integrated communication quality and the relay number to consider the time variability of low power line communication is proposed. Choosing the optimal path of the smart meters when the communication path is abnormal can not only establish a new communication path for communication in time, but also avoid communication failures caused by the time-varying channel. Through MATLAB simulation, the time-varying dynamic network of the power line channel is introduced in this paper, which improves the reliability of the smart meter communication and has certain guiding significance for the actual smart meter network construction in microgrid. The continuous development of information communication technology facilitates the conventional grid in transforming into an automated modern system. Internet-of-Things solutions are used along with the evolving services of end-users to the electricity service provider for smart grid applications. In terms of various devices and machine integration, adequate authentication is the key to an accurate source and destination in advanced metering infrastructure (AMI). Various protocols are deployed to lead the identification between two parties, which require high computation time and communicational (...) bit operations for system development. Therefore, Kerberos-based authentication protocols were designed in this study with the assistance of elliptic curve cryptography to manage the mutual authentication between two parties and reduce the time and bit operations. The protocols were evaluated in a widely adopted tool, AVISPA, which builds an understanding of the proposed protocol and ensures mutual authentication without unauthorized knowledge. In addition, upon comparing security and performance assessments to the current schemes, it was found that the protocol in this study required less time and bits to transmit information. Consequently, it effectively provides multiple security features making it suitable for resource constraint smart meters in AMI. (shrink)

Proactively including the ethical and societal issues of new technologies could have a positive effect on their acceptance. These issues could be captured in terms of values. In the literature, the values stakeholders deem important for the development of technology have often been identified. However, the relative ranking of these values in relation to each other have not been studied often. The best worst method is proposed as a possible method to determine the weights of values, hence it is used (...) in an evaluative fashion. The applicability of the method is tested by applying it to the case of smart meters, one of the main components of the smart grid. Purpose The purpose of this paper is to demonstrate privacy concerns arising from the rapidly increasing advancements and use of artificial intelligence technology and the challenges of existing privacy regimes to ensure the on-going protection of an individual’s sensitive private information. The authors illustrate this through a case study of energy smart meters and suggest a novel combination of four solutions to strengthen privacy protection. Design/methodology/approach The authors illustrate how, through smart meter obtained energy data, home energy (...) providers can use AI to reveal private consumer information such as households’ electrical appliances, their time and frequency of usage, including number and model of appliance. The authors show how this data can further be combined with other data to infer sensitive personal information such as lifestyle and household income due to advances in AI technologies. Findings The authors highlight data protection and privacy concerns which are not immediately obvious to consumers due to the capabilities of advanced AI technology and its ability to extract sensitive personal information when applied to large overlapping granular data sets. Social implications The authors question the adequacy of existing privacy legislation to protect sensitive inferred consumer data from AI-driven technology. To address this, the authors suggest alternative solutions. Originality/value The original value of this paper is that it illustrates new privacy issues brought about by advances in AI, failings in current privacy legislation and implementation and opens the dialog between stakeholders to protect vulnerable consumers. The 2003 blackout in the northern and eastern U.S. and Canada which caused a $6 billion loss in economic revenue is one of many indicators that the current electrical grid is outdated. Not only must the grid become more reliable, it must also become more efficient, reduce its impact on the environment, incorporate alternative energy sources, allow for more consumer choices, and ensure cyber security. In effect, it must become smart. Significant investments in the billions of dollars are being (...) made to lay the infrastructure of the future Smart Grid. However, the authors argue that we must take great care not to sacrifice consumer privacy amidst an atmosphere of unbridled enthusiasm for electricity reform. Information proliferation, lax controls and insufficient oversight of this information could lead to unprecedented invasions of consumer privacy. Smart meters and smart appliances will constitute a data explosion of intimate details of daily life, and it is not yet clear who will have access to this information beyond a person’s utility provider. The authors of this paper urge the adoption of Dr. Ann Cavoukian’s conceptual model ‘SmartPrivacy’ to prevent potential invasions of privacy while ensuring full functionality of the Smart Grid. SmartPrivacy represents a broad arsenal of protections, encapsulating everything necessary to ensure that all of the personal information held by an organization is appropriately managed. These include: Privacy by Design; law, regulation and independent oversight; accountability and transparency; market forces, education and awareness; audit and control; data security; and fair information practices. Each of these elements is important, but the concept of Privacy by Design represents its sine qua non. When applying SmartPrivacy to the Smart Grid, not only will the grid be able to, for example, become increasingly resistant to attack and natural disasters—it will be able to do so while also becoming increasingly resistant to data leakage and breaches of personal information. The authors conclude that SmartPrivacy must be built into the Smart Grid during its current nascent stage, allowing for both consumer control of electricity consumption and consumer control of their personal information, which must go hand in hand. Doing so will ensure that consumer confidence and trust is gained, and that their participation in the Smart Grid contributes to the vision of creating a more efficient and environmentally friendly electrical grid, as well as one that is protective of privacy. The ability to collect fine-grained energy data from smart meters has benefits for utilities and consumers. However, a proactive approach to data privacy is necessary to maximize the potential of these data to support low-carbon energy systems, and innovative business models.

Coordination of a power system with the phasor measurement devices in real time on the load and generation sides is carried out within the context of smart grid studies. Power systems equipped with information systems in a smart grid pace with external security threats. Developing a smart grid which can resist against cyber threats is considered indispensable for the uninterrupted operation. In this study, a two-way secure communication methodology underpinned by a chaos-based encryption algorithm for PMU devices (...) is proposed. The proposed system uses the IEEE-14 busbar system on which the optimum PMU placement has been installed. The proposed hyperchaotic system-based encryption method is applied as a new security methodology among PMU devices. The success of results is evaluated by the completeness of data exchange, durations, the complexity of encryption-decryption processes, and strength of cryptography using a microcomputer-based implementation. The results show that the proposed microcomputer-based encryption algorithms can be directly embedded as encryption hardware units into PMU and PDC devices which have very fast signal processing capabilities taking into considerations the acceptable delay time for power system protection and measuring applications and quality metering applications which is 2 ms and 10 ms, respectively. While proposed algorithms can be used in TCP or UDP over IP-based IEEE C37.118, IEC 61850, and IEC 61850-90-5 communication frameworks, they can also be embedded into electronic cards, smartcards, or smart tokens which are utilized for authentication among smart grid components. Purpose – Research described in this paper focuses on a need to consult inhabitants about a new technical solution introduced in a country-wide scale like it is in the case of a smart metering system – finally, all energy consumers will become its users. Its social acceptance is required. So it is a good example of an ethical approach to introduce an innovative solution in the society. The conducted research was intended to help developing strategy to build appropriate relationships (...) with energy consumers during the planned exchange of energy meters and to prepare energy consumers to make use of all functionality of the installed meters. The course of the conducted research and its results are presented. The paper aims to discuss these issues. Design/methodology/approach – The described forms of cooperation with people are direct interviews in focus groups and a questionnaire survey involving representative social sample. They are described as a case study. An agenda of each interview and also a content of a questionnaire cover topics within the area of natural environment protection, a need to save energy, individual activities leading to energy saving, smart metering, its benefits and potential threats including risk of intrusion privacy. Selected results are included. Findings – Consultations based on focus groups and questionnaire surveys have been well accepted by the participants. Respondents feel a need to express their opinions on a given subject. Citizens' attention concerns mostly the economic aspects of a new system. Energy consumers are able to formulate and declare strong and weak points of smart meters. Some threats concerning intrusion of privacy have been expressed by respondents and included in the paper. Practical implications – General conclusion is the following – each large system is not only a set of technical devices and software routines but it is also a system built by humans and for humans. Wide consultations on a smart metering bring benefits and help ensuring social acceptance. The raising social awareness of the need to save energy is one more benefit from the undertaken activities. An importance of consulting people about new solution involving all inhabitants is emphasized. Direct and structured interviews are the preferred form of social consultations. it is highlighted by some of the pollsters involved in the survey that respondents tell the truth rather in a direct conversation than in a remote mode via internet. Originality/value – The described research took place in November 2012. Earlier only technical experts and academia were involved in discussions concerning smart metering. Selected data are included to show results of the research. The presented approach may help interested parties to introduce new solution and to avoid social opposition, rejection of the idea and misunderstandings. (shrink)

To date, research examining the socio-spatial effects of smart city technologies have charted how they are reconfiguring the production of space, spatiality and mobility, and how urban space is governed, but have paid little attention to how the temporality of cities is being reshaped by systems and infrastructure that capture, process and act on real-time data. In this article, we map out the ways in which city-scale Internet of Things infrastructures, and their associated networks of sensors, meters, transponders, actuators (...) and algorithms, are used to measure, monitor and regulate the polymorphic temporal rhythms of urban life. Drawing on Lefebvre, and subsequent research, we employ rhythmanalysis in conjunction with Miyazaki’s notion of ‘algorhythm’ and nascent work on algorithmic governance, to develop a concept of ‘algorhythmic governance’. We then use this framing to make sense of two empirical case studies: a traffic management system and sound monitoring and modelling. Our analysis reveals: how smart city technologies computationally perform rhythmanalysis and undertake rhythm-making that intervenes in space-time processes; distinct forms of algorhythmic governance, varying on the basis of adaptiveness, immediacy of action, and whether humans are in-, on-, or, off-the-loop; and a number of factors that shape how algorhythmic governance works in practice. This paper examines the limits and possibilities of topological approaches in the social analysis of technology. It proposes that topology should be considered not just as a theory to be adopted, but equally as a device that is deployed in social life in a variety of ways. Digital technologies help to make clear why: these technologies have facilitated the spread of a topological imagination, but they have also enabled a weak form of topological imagination, one that leaves in place deterministic (...) ideas about technology as the principal driver of social change. This paper examines this situation and alternatives to it through an empirical case, that of smart electricity meters. On the one hand, these technologies enable only a limited ‘expansion of the frame’ on technology, one in which the primacy of technology is maintained. But they are also used to render relations between technology and society more complexly. I explore topological devices deployed in this second way, such as the digital visualization tool of tag clouding and propose that this device enables an empirical mode of critique: here, topology does not just help to foreground the entanglement of the social and the technical, it also helps to dramatize the contingent, non-coherent unfolding of issues. The emergence of large-scale social media systems, such as Wikipedia, Facebook, and Twitter, has given rise to a new multi-disciplinary effort based around the concept of social machines. For the most part, this research effort has limited its attention to the study of Web-based systems. It has also, perhaps unsurprisingly, tended to highlight the social scientific relevance of such systems. The present paper seeks to expand the scope of the social machine research effort to encompass the Internet of Things. One (...) advantage of this expansion is that it helps to reveal some of the links between the science of social machines and the sciences of the mind. A second advantage is that it furthers our conceptual understanding of social machines and supports the quest to derive a philosophically-robust definition of the term “social machine.” The results of the present analysis suggest that social machines are best conceived as systems in which a combination of social and technological elements play a role in the mechanistic realization of system-level phenomena. The analysis also highlights the relevance of cognitive science and the philosophy of mind to our general understanding of systems that transcend the cyber, physical, and social domains. (shrink)

Two essays on utilitarianism, written from opposite points of view, by J. J. C. Smart and Bernard Williams. In the first part of the book Professor Smart advocates a modern and sophisticated version of classical utilitarianism; he tries to formulate a consistent and persuasive elaboration of the doctrine that the rightness and wrongness of actions is determined solely by their consequences, and in particular their consequences for the sum total of human happiness. In Part II Bernard Williams offers (...) a sustained and vigorous critique of utilitarian assumptions, arguments and ideals. He finds inadequate the theory of action implied by utilitarianism, and he argues that utilitarianism fails to engage at a serious level with the real problems of moral and political philosophy, and fails to make sense of notions such as integrity, or even human happiness itself. World Athletics have introduced regulations preventing female athletes with certain differences in sex development from competing in the female category. We argue these regulations are not justified and should be removed. Firstly, we examine the reasoning and evidence underlying the position that these athletes have a substantial mean difference in performance from other female athletes such that it constitutes an advantage, and argue it is not sufficient. Secondly, if an advantage does exist, it needs to be demonstrated it is unfair. (...) We argue the advantage would not be unfair because to say otherwise relies on a presupposition about whether these athletes are female, which involves contradictory and inconsistent definitions of sex. Thirdly, we contend that even if it is established that there is an advantage and it is unfair, the response of requiring athletes to take testosterone-suppressing medication is not appropriate and is unfair. Non-invasive prenatal testing is at the forefront of prenatal screening. Current uses for NIPT include fetal sex determination and screening for chromosomal disorders such as trisomy 21. However, NIPT may be expanded to many different future applications. There are a potential host of ethical concerns around the expanding use of NIPT, as examined by the recent Nuffield Council report on the topic. It is important to examine what NIPT might be used for before these possibilities become consumer reality. There is (...) limited research exploring views of women on possible future uses of NIPT, particularly those of women who have undergone NIPT. In this study, we examined the views of women who undertook NIPT previously on the acceptability of and interest levels in using NIPT for a number of current and possible future applications. These included several medical conditions encompassing psychiatric, neurodevelopmental and adult-onset conditions as well as non-medical traits such as intelligence. One thousand women were invited to participate and 235 eligible surveys were received. Women generally reported an interest in using NIPT for medical conditions that severely impacted quality of life and with an onset earlier in life and stressed the importance of the accuracy of the test. Concerns were raised about the use of NIPT for non-medical traits. Respondents indicated that termination of pregnancy was not their only reason for testing, particularly in the case of sex. These results can further inform the ethical debate around the increasing integration of NIPT into healthcare systems. (shrink)

Motivational enhancement in sport – a form of ‘neuro-doping’ – can help athletes attain greater achievements in sport. A key question is whether or not that athlete deserves that achievement. We distinguish three concepts – praiseworthiness, prizeworthiness, and admiration – which are closely related. However, in sport, they can come apart. The most praiseworthy athlete may not be the most prizeworthy, and so on. Using a model of praiseworthiness as costly commitment to a valuable end, and situating prizeworthiness within the (...) boundaries of the sport, we argue that motivational enhancement in some cases can be compatible with desert. The identity theory of mind holds that states and processes of the mind are identical to states and processes of the brain. Strictly speaking, it need not hold that the mind is identical to the brain. Idiomatically we do use ‘She has a good mind’ and ‘She has a good brain’ interchangeably but we would hardly say ‘Her mind weighs fifty ounces’. Here I take identifying mind and brain as being a matter of identifying processes and perhaps states of the (...) mind and brain. Consider an experience of pain, or of seeing something, or of having a mental image. The identity theory of mind is to the effect that these experiences just are brain processes, not merely correlated with brain processes. (shrink)
