The rise of mechanistic science in the seventeenth century helped give rise to a heated debate about whether teleology—the appearance of purposive activity in life and in mind—could be naturalized. At issue here were both what is meant by “teleology” as well as what is meant “nature”. I shall examine a specific episode in the history of this debate in the twentieth century with the rise of cybernetics: the science of seemingly “self-controlled” systems. Against cybernetics, Hans Jonas argued that cybernetics (...) failed as a naturalistic theory of teleology and that the reality of teleology is grounded in phenomenology, not in scientific explanations. I shall argue that Jonas was correct to criticize cybernetics but that contemporary work in biological organization succeeds where cybernetics failed. I will then turn to contemporary uses of Jonas’s phenomenology in enactivism and argue that Jonas’s phenomenology should be avoided by enactivism as a scientific research program, but that it remains open whether enactivism as a philosophy of nature should also avoid Jonas. Artikeln är en översikt av den tysk-judiska invandringen till Sverige från 1770-talet och framåt. Till en början skedde invandringen till stor del i form av kedjemigration från Mecklenburg. Många i pionjären Aaron Isaacs släktkrets invandrade, likaså i släktkretsen kring hans kompanjon Abraham Aaron. Under 1800-talet fortsatte frivilliginvandringen men nu i mindre form av kedjemigration och med mer differentierad geografisk bakgrund än tidigare. Så småningom kom invandringen från Tyskland numerärt att överflygas av den så kallade östjudiska invandringen; av de judar (...) som bodde i Sverige 1880 var bara åtta procent födda i Tyskland och 1920 mindre än fem procent. Många tysk-judiska invandrare vid denna tid, såsom bankmannen Louis Frænckel, gjorde betydelsefulla insatser i det svenska industriundret. Trots den restriktiva invandringspolitiken på 1930-talet kom ett antal tysk-judiska flyktingar till Sverige, såväl individuellt som genom särskilda kvoter. Många blev betydande aktörer i olika sektorer av samhället, och några blev internationellt kända namn som författaren och Nobelpristagaren Nelly Sachs och kärnfysikern Lise Meitner. Många flyktingar fick dock inte arbete som motsvarade deras utbildningar. Bland ”1945 års räddade” fanns tämligen få från Tyskland. (shrink)

When an agent suffers in their capacity as a knower, they are a victim of epistemic injustice. Varieties of epistemic injustices have been theorised. A salient feature across these theories is that perpetrators and victims of epistemic injustice belong to different social groups. In this paper, I argue for a form of epistemic injustice that could occur between members of the same social group. This is a form of epistemic injustice where the knower is first a victim of historical and (...) continuing oppression. Secondly, they internalise and appreciate the systems that harm them as a knower. This is possible because the victim subscribes to perniciously formed epistemic systems. This form of epistemic injustice is a valuable explanatory tool for non-standard and obscure instances of epistemic injustice where the victim a) accepts and appreciates the injustice they experience and b) is even the seeming perpetrator of the injustice against themselves. Fox and Spector use multiple instances of the exhaustivity operator EXH to derive the correct meaning of utterances that include pitch-focus marked disjunction in downward-entailing environments. They argue that the \ operator evaluates alternatives to be used by EXH. Though the method is sound and gets the right result, we argue that the way in which EXH would need to interact with other instances of EXH, as well as other focus-sensitive elements, is at odds with how EXH is used to (...) explain other phenomena. Specifically, the analysis in Fox and Spector predicts intervention effects for cases where EXH interacts with other focus-sensitive elements. This is problematic for many cases in which EXH is used to derive the desired inferences. We propose a different way of focus association for EXH that would work for the approach introduced in Fox and Spector as well as elsewhere. In addition, our account does not require a covert element to be focused. (shrink)

We introduce a mathematical framework for quantifying fine-tuning in general physical settings. In particular, we identify two distinct perspectives on fine-tuning, namely, a local and a global perspective --- and develop corresponding measures. These measures apply broadly to settings characterized by an arbitrary number of observables whose values are dependent on an arbitrary number of parameters. We illustrate our formalism by quantifying fine-tuning as it arises in two pertinent astrophysical settings: in models where a significant fraction of the dark matter (...) in the universe is in the form of primordial black holes, and in scenarios that derive the fraction of protons in habitable dark-matter halos from underlying models of cosmic inflation. To reduce negative emotional responses and to stimulate prosociality, constructive journalism promotes the inclusion of positive emotions and solutions in news. This study experimentally tested whether including those elements indeed increased prosocial intentions and behavior among children, and whether negative emotions and self-efficacy are mediators in this regard. To this end, children were exposed to an emotion-based, solution-based, or non-constructive news video. Results showed that emotion-based and solution-based news reduced children’s negative emotions compared to non-constructive news. No direct effects for (...) prosocial intentions were found, but solution-based news led to less prosocial behavior than emotion-based and non-constructive news. Moreover, negative emotions served as a mediator, self-efficacy did not. The more negative emotions were elicited by a news story, the higher the prosocial intentions and behavior. In conclusion, a constructive style of reporting helps to reduce children’s negative emotional responses but subsequently hinders prosociality. (shrink)

Nick Bostrom considered a number of simulations and contended that the probability that we are living in one of them is high or at least nonzero. I present arguments to refute the claim that we are or might be in any one of them.

Milton Friedman's famous methodological essay contains, along with much else, some strands that look as though they were taken from the “empirical-scientific” fabric described by Karl Popper. Think, for example, of Friedman's conviction that the way to test a hypothesis is to compare its implications with experience. Or of his more or less explicit espousal of the view that while no amount of facts can ever prove a hypothesis true, a single “fact” may refute it. Or of his assertion that (...) hypotheses are to be accepted only as provisionally true, and then only after repeated efforts to refute them have failed. The appearance of these Popperian ideas is not surprising. (shrink)

The debate over risk-related standards of decisional capacity remains one of the most important and unresolved challenges to our understanding of the demands of informed consent. On one hand, risk-related standards benefit from significant intuitive support. On the other hand, risk-related standards appear to be committed to asymmetrical capacity—a conceptual incoherence. This latter objection can be avoided by holding that risk-related standards are the result of evidential considerations introduced by (i) the reasonable person standard and (ii) the standing assumption that (...) patients have capacity. This evidential approach to justifying risk-related standards of capacity avoids the most significant challenges faced by extant views while grounding risk-related standards in two fairly uncontroversial views in biomedical ethics. What is it for a duty or obligation to be directed? Thinking about paradigmatic cases such as the obligations generated by promises will take us only so far in answering this question. This paper starts by surveying several approaches for understanding directed duties, as well as the challenges they face. It turns out that shared agency features something similar to the directedness of duties. This suggests an account of directedness in terms of shared agency – specifically, in terms of the (...) so-called practical intimacy that holds between individuals when they act together. The final section addresses a challenge to the shared agency approach posed by legal wronging in tort law. (shrink)

The ability to be creative is often considered a unique characteristic of conscious beings and many efforts have been directed at demonstrating a relationship between creativity and the personality construct of psychoticism. The present study sought to investigate this link explicitly by focusing on discrete facets of creative cognition, namely the originality/novelty dimension and the practicality/usefulness dimension. Based on Eysenck’s conceptualisation of psychoticism as being characterised by an overinclusive cognitive style, it was expected that higher levels of psychoticism would accompany (...) a greater degree of conceptual expansion and elevated levels of originality in creative imagery, but would be unrelated to the practicality/usefulness of an idea. These hypotheses were confirmed in 80 healthy participants who were contrasted based on their EPQ psychoticism scale scores. Our findings suggest that the link between psychoticism and creativity is based on associative thinking and broader but weak top-down activation patterns rather than on goal-related thinking. Human rights protect the conditions of a minimally decent life of which mental health is an indispensable element. Adequate care for mental health is thus recognized as part of the human right to health. However, for populations living far from urban centers, adequate in-person (mental) health care is often extremely costly and thus not provided. Digital mental health care options have become an effective alternative to in-person treatment. Benefitting from these new digital opportunities, though, requires sufficient access to the internet. Because everyone has a human right to adequate health care, and digital mental health care is now an effective option for progressively realizing this human right for people who live in remote regions, these people also have to be understood to have a right to access to the internet. This right to internet access creates duties for public authorities and the international community to create the required digital infrastructure and (where needed) to cover the costs of internet access where this is the only feasible way of delivering, or progressively realizing, the mental health care that is indispensable for having the opportunity to lead minimally decent lives. This article examines how scientists and regulators distribute the benefit of the doubt about drug safety under conditions of scientific uncertainty. The focus of the empirical research is the regulatory controversy over the hepatorenal toxicity of benoxaprofen in the United Kingdom and the United States. By scrutinizing the technical coherence of the arguments put forward by industrial and government scientists, it is concluded that these scientists are willing to award the commercial interests of the pharmaceutical industry an enormous benefit of (...) the sccentific doubt, which is not consistent with the best interests of patients. Interpretative flexibility, the burden of proof falling on regulators and their trust in, and dependence on, industrial scientists facilitates that distribution of the benefit of the scientific doubt. However, regulatory authorities' need for viability and the rationality common to opposing scientific views suggest that it is possible, in principle, to alter this dominant trend. To achieve adequate patient protection, drug regulation in the United Kingdom and the United States requires extensive reform. Some preliminary policy changes are sketched. (shrink)

The 21st Century Cures Act is a major act of legislation that contains numerous changes to drug and device regulation. The House of Representatives passed the Act after considerable interest group lobbying, but the bill and the key changes made during its drafting remain controversial. Using publicly disclosed records of written comments on the bill, we reviewed the key areas of lobbying activity and the compromises made in the final text. We focused on legislative provisions relating to management of the (...) National Institutes of Health, incentives for medical product development, and approval standards for new drugs and devices. By the end of the first comment period, the Committee received 118 comments. Most respondents were patient organizations, professional societies, and pharmaceutical and device companies. Overall, the majority of public comments were positive, although public health and consumer organizations were underrepresented in the number of submitted comments. As the legislative process continued, the draft bill underwent several changes relating to NIH funding, market exclusivity provisions, and scrutiny of regulatory evidentiary standards. Understanding the key statutory provisions and how they have evolved could help patients, researchers, and advocates make more informed comments on the bill and future health care legislation. This paper offers a preliminary assessment of the reactions of public agricultural researchers to three terms used currently in the debate surrounding reduced input farming systems: organic, alternative, and sustainable agriculture. It is argued that these terms have been appropriated by the land grant system and their critical content removed to make them palatable to more mainstream agricultural researchers. A national sample of agricultural production researchers is explored, and disciplinary differences in attitudes toward the three terms are assessed. We conclude (...) that sustainable and alternative agriculture do appear acceptable to the mainstream of production researchers, consistent with the hypothesis that they have been appropriated by the land grant system. Moreover, reasons why organic agriculture remains unacceptable are suggested. (shrink)

What are the implications for agency – and in particular, the idea of acting for reasons – if we are to take seriously the notion of collective responsibility? My thesis is that some cases of individuals subject to a collective form of responsibility and blame will force us to make sense of how it is that an individual can be entitled to collective reasons for action, i.e. entitled to a reason had in the first place by a plurality of individuals (...) together rather than any one of them alone. This entitlement makes it possible for the collective reason to be a reason for which one acts, even if one’s contribution on its own makes little or no difference in the collective effort. Although a full defense of this entitlement cannot be undertaken here, I will gesture at how this might work by suggesting that intentions function to preserve reasons for action. . (shrink)

ABSTRACT:The objective of this essay is to develop the argument that placebos are a species of metaphor and to demonstrate that an analysis of the figurative trope can help us elucidate the power of the placebo response. The cognitive and embodied responses to both metaphors and placebos stem from the transfer of meaning between two domains, each with rich allusive properties that in turn depend on highly ramified and interconnected neural webs. Metaphors and placebos require an appropriate cultural backdrop for (...) their linguistic and cognitive work and are dependent on shared social forms of life. More specifically, metaphors rely on an intersubjective connection and imply that a relational entanglement between doctor and patient is necessary to the effect of placebos in the clinical setting. Agassi’s radical skepticism leads to the following practical suggestion: When investors consider the likelihood that a suggested innovation will materialize, they should refer to the question: does this idea (that this innovation materializes) raise or reduce the strangeness of the world? And to answer this question, they should examine if the suggested technology is consistent with accepted scientific theories, and if it explains unexpected phenomena.
