In this article, we articulate and defend a contextual approach to political theory. According to what we shall call ‘iterative contextualism’, context has two important roles to play in determining what is required by justice. First, it is through the exploration and evaluation of multiple contexts that general principles are devised, revised and refined. Second, significant weight should be given to the norms to be found in specific contexts because the people affected by those norms strongly identify with them. Having (...) said this, the application of general principles to particular contexts may still result in recommendations which deviate to some degree from the prevailing norms. In this case, we shall argue that although justice requires something other than what local norms say, what is required is likely to be intimated by the relevant context. Thus, whilst considerations of identification act as significant constraints on iterative contextualists’ thinking, the idea of intimations provides them with an important resource. (shrink)

The analysis of dispositions is used to consider cases where the effect of one disposition operating is the existence of another disposition. This may arise from rearrangements within aggregated structures of dispositional parts, or, it is argued, also as stages of derivative dispositions within a set of multiple generative levels. Inspection of examples in both classical and quantum physics suggests a general principle of `Conditional Forward Causation': that dispositions act 'forwards' in a way conditional on certain circumstances or occasions already (...) existing at the `later' levels. In cognitive psychology there appears to be a creative tension between models that use connections of a network, and models that use rules for symbol manipulation. The idea of a connectionist network goes back to McCulloch & Pitts [1943] and Hebb [1949], and finds recent revival in the `parallel distributed processing' (PDP) models that have been extensively examined in the last few years (see e.g. Rumelhart et al. [1986]). In the intervening years, however, the predominant explanations of psychology have been (...) in terms of rules for the manipulation of symbolic structures (e.g. since Newell & Simon [1963]). Because of the tension between these different approaches (see e.g. Fodor & Pylyshyn [1988]), there is great interest in the formulation of `hybrid systems' which combine connectionist components with traditional symbolic processing. I attempt below to outline the general architecture of such a hybrid system. (shrink)

My thesis is that modern neurological discoveries overthrow the classical dualism which assigns all the constitutive activity of perception to the mind and leaves the body a purely passive role. The paper is in four parts: first I will present the traditional theory, using Berkeley's concept of activity as the key; then I will summarize the relevant aspects of contemporary neurology; third, the incompatibility of these two approaches will be discussed; finally, I will propose that we must reject the materialistic (...) notion of the body and grant it a power of activity which was formerly held to be the monopoly of the mind. The ability to predict the actions of other agents is vital for joint action tasks. Recent theory suggests that action prediction relies on an emulator system that permits observers to use information about their own motor dynamics to predict the actions of other agents. If this is the case, then predictions for self-generated actions should be more accurate than predictions for other-generated actions. We tested this hypothesis by employing a self/other synchronization paradigm where prediction accuracy for recording of self-generated movements (...) was compared with prediction accuracy for other-generated movements. As expected, predictions were more accurate when the observer’s movement dynamics matched the movement dynamics of the recording. This is consistent with that idea that the observer’s movement dynamics influence the predictions they generate. (shrink)

As even a cursory glance at Peirce’s Collected Papers makes apparent, he is an extremely unsystematic and difficult writer. In this paper, I want to sort out some of the main arguments that connect his verificationism with his realism and his metaphysics. I pay particular attention to his contrast between individuals and universals and its bearing on his doctrine of perceptual judgment and abductive inference. In the final section, I turn to two criticisms of Peircean realism urged by Quine and, (...) in conclusion, offer some suggestions as to what is needed for a full critical evaluation of it. (shrink)

BackgroundFunding agencies have long used panel discussion in the peer review of research grant proposals as a way to utilize a set of expertise and perspectives in making funding decisions. Little research has examined the quality of panel discussions and how effectively they are facilitated.MethodsHere, we present a mixed-method analysis of data from a survey of reviewers focused on their perceptions of the quality, effectiveness, and influence of panel discussion from their last peer review experience.ResultsReviewers indicated that panel discussions were (...) viewed favorably in terms of participation, clarifying differing opinions, informing unassigned reviewers, and chair facilitation. However, some reviewers mentioned issues with panel discussions, including an uneven focus, limited participation from unassigned reviewers, and short discussion times. Most reviewers felt the discussions affected the review outcome, helped in choosing the best science, and were generally fair and balanced. However, those who felt the discussion did not affect the outcome were also more likely to evaluate panel communication negatively, and several reviewers mentioned potential sources of bias related to the discussion. While respondents strongly acknowledged the importance of the chair in ensuring appropriate facilitation of the discussion to influence scoring and to limit the influence of potential sources of bias from the discussion on scoring, nearly a third of respondents did not find the chair of their most recent panel to have performed these roles effectively.ConclusionsIt is likely that improving chair training in the management of discussion as well as creating review procedures that are informed by the science of leadership and team communication would improve review processes and proposal review reliability. The cerebellum has been hypothesized to play a role in a variety of movement timing tasks that involve the processing of temporal information on a variety of timescales. Braitenberg, Heck & Sultan propose a new theory of cerebellar function that is able to account for movement timing on the order of a couple of hundred milliseconds. However, this theory does not account for the rôle the cerebellum plays in the acquisition and retention of adaptively timed discrete movements that are on (...) the order of 200 to 1000 milliseconds, and therefore does not account for the entire temporal range of cerebellar dependent processing.
