This paper reconsiders the event in International Relations (IR) through the writings of Hannah Arendt. The event has for too long been neglected in IR; international events are overwhelmingly conceived as mere happenings that have meaning only within the process and temporal structure of the theory from which they are understood, and as holding no or only limited meaning in and of themselves. In her work on political theory and her reflections on totalitarianism, however, Arendt elaborates a rich view of (...) the event and its relationship to history, one that offers an alternative way of thinking about international relations. Arendt urges us to remain open to the possibility, however difficult, of conceiving of the event as meaningful outside of the processes within which our established mode of thoughts would have us subsume it. This requires on the part of the historian a commitment to judgement, to a recognition of the importance of imagination and impartiality that gives meaning to the event for others. In explicating Arendt's complex notion of the genuine political event, the paper aims not merely to demonstrate the intrinsic interest of this conception of the event to her thought, but to add to the small but growing number of works in IR that have found fruitful new avenues of thought in Arendt's various writings, and also to recent discussions on the proper relationship between history and IR theory. Sentences such as “The ship was sunk to collect the insurance” exhibit an unusual form of anaphora, implicit control, where neither anaphor nor antecedent is audible. The non-finite reason clause has an understood subject, PRO, that is anaphoric; here it may be understood as naming the agent of the event of the host clause. Yet since the host is a short passive, this agent is realized by no audible dependent. The putative antecedent to PRO is therefore implicit, which it normally (...) cannot be. What sorts of representations subserve the comprehension of this dependency? Here we present four self-paced reading time studies directed at this question. Previous work showed no processing cost for implicit vs. explicit control, and took this to support the view that PRO is linked syntactically to a silent argument in the passive. We challenge this conclusion by reporting that we also find no processing cost for remote implicit control, as in: “The ship was sunk. The reason was to collect the insurance.” Here the dependency crosses two independent sentences, and so cannot, we argue, be mediated by syntax. Our Experiments 1–4 examined the processing of both implicit (short passive) and explicit (active or long passive) control in both local and remote configurations. Experiments 3 and 4 added either “3 days ago” or “just in order” to the local conditions, to control for the distance between the passive and infinitival verbs, and for the predictability of the reason clause, respectively. We replicate the finding that implicit control does not impose an additional processing cost. But critically we show that remote control does not impose a processing cost either. Reading times at the reason clause were never slower when control was remote. In fact they were always faster. Thus, efficient processing of local implicit control cannot show that implicit control is mediated by syntax; nor, in turn, that there is a silent but grammatically active argument in passives. The comprehension of anaphoric relations may be guided not only by discourse, but also syntactic information. In the literature on online processing, however, the focus has been on audible pronouns and descriptions whose reference is resolved mainly on the former. This paper examines one relation that both lacks overt exponence, and relies almost exclusively on syntax for its resolution: adjunct control, or the dependency between the null subject of a non-finite adjunct and its antecedent in sentences such as Mickey talked (...) to Minnie before ___ eating. Using visual world eyetracking, we compare the time course of interpreting this null subject and overt pronouns (Mickey talked to Minnie before he ate). We show that when control structures are highly frequent, listeners are just as quick to resolve reference in either case. When control structures are less frequent, reference resolution based on structural information still occurs upon hearing the non-finite verb, but more slowly, especially when unaided by structural and referential predictions. This may be due to increased difficulty in recognizing that a referential dependency is necessary. These results indicate that in at least some contexts, referential expressions whose resolution depends on very different sources of information can be resolved approximately equally rapidly, and that the speed of interpretation is largely independent of whether or not the dependency is cued by an overt referring expression. This article reviews existing state laws related to autonomous vehicle (AV) safety, equity, and automobile insurance. Thirty states were identified with relevant legislation. Of these, most states had one or two relevant laws in place. Many of these laws were related to safety and insurance requirements. Data are needed to evaluate the effectiveness of these laws in order to guide further policy development.

This paper sketches a dispositionalist conception of laws and shows how the dispositionalist should respond to certain objections. The view that properties are essentially dispositional is able to provide an account of laws that avoids the problems that face the two views of laws (the regularity and the contingent nomic necessitation views) that regard properties as categorical and laws as contingent. I discuss and reject the objections that (i) this view makes laws necessary whereas they are contingent; (ii) this view (...) cannot account for certain kinds of laws of nature and their properties. I explain why Ross Cameron's definition of ultimate ontological basis is incorrect, and propose a different definition in terms of ontological dependence, as well as a definition of reality's fundamental layer. These new definitions cover the conceptual possibility that self-dependent entities exist. They also apply to different conceptions of the relation of ontological dependence.

Let us call a property that is essentially dispositional a potency.1 David Armstrong thinks that potencies do not exist. All sparse properties are essentially categorical, where sparse properties are the explanatory properties of the type science seeks to discover. An alternative view, but not the only one, is that all sparse properties are potencies or supervene upon them. In this paper I shall consider the differences between these views, in particular the objections Armstrong raises against potencies.

I discuss the prospects of perspectival realism for resolving the problem of incompatible models or theories in scientific practice. My diagnosis is that the perspectivist can secure the ‘realism’ in her position only by employing suitable relations between the models. It is such relations that do the work, not the general philosophical claim about the perspectival nature of knowledge claims. But appeal to such relations has also been the preferred strategy of scientific realist approaches to the problem. With respect to (...) the problem of incompatible models, then, it is not clear that perspectivism has a clear advantage—even though the issue was among the motivating problems for proposing this view. I suggest, however, that the required inter-model relations embody a narrower notion of perspective, a notion that is explicitly part of the models themselves and that is essential in maintaining a realist view. Some RNases possess preferential cytotoxicity against malignant cells. The best known of these RNases, onconase, was isolated from frog oocytes and is in clinical trials as anticancer therapy. Here we propose an alternative platform for anticancer therapy based on T1 RNases of microbial origin, in particular binase from Bacillus intermedius and RNase Sa from Streptomyces aureofaciens. The recent proposition to eliminate eponyms from physical publications is discussed. The role of eponyms in research and education is analyzed. We show that eponyms constitute an integral part of physical texts and ensure the continuity of scientific research. Their proposed elimination is dangerous for science and the entire human culture and must be rejected.

Philosophical discussions often involve appeals to verdicts about particular cases, sometimes actual, more often hypothetical, and usually with little or no substantive argument in their defense. Philosophers — on both sides of debates over the standing of this practice — have often called the basis for such appeals ‘intuitions’. But, what might such ‘intuitions’ be, such that they could legitimately serve these purposes? Answers vary, ranging from ‘thin’ conceptions that identify intuitions as merely instances of some fairly generic and epistemologically (...) uncontroversial category of mental states or episodes to ‘thick’ conceptions that add to this thin base certain semantic, phenomenological, etiological, or methodological conditions. As this chapter discusses, thick conceptions turn out to have their own methodological problems; some may even leave philosophers in the methodologically untenable position of being unable to determine when anyone is doing philosophy correctly. De gustibus non est disputandum. This maxim reflects a fundamental problem both for the study of markets and for the concern with morals. The problem is the intractability of tastes coupled with their indispensability for both positive and normative economics. Tastes are indispensable in positive microeconomic theory because, under the label ‘preferences,’ they, together with expectations, determine choice and behavior. Tastes are equally indispensable to welfare economics' conception of morally permissible arrangements, because these arrangements must reflect compromises between competing and (...) conflicting preferences. In his 1982 book Wittgenstein on Rules and Private Language, Saul Kripke develops a famous argument that purports to show that there are no facts about what we mean by the expressions of our language: ascriptions of meaning, such as “Jones means addition by ‘+’” or Smith means green by ‘green’”, are according to Kripke’s Wittgenstein neither true nor false. Kripke’s Wittgenstein thus argues for a form of non-factualism about ascriptions of meaning: ascriptions of meaning do not purport to state (...) facts. Define semantic realism to be the view that ascriptions of meaning are apt to be assessed in terms of truth and falsity, and are, at least in some instances, true. Semantic realism, thus defined, is a form of cognitivism about semantic judgement, according to which judgements ascribing meaning express beliefs, states apt for assessment in terms of truth and falsity. Kripke’s Wittgenstein thus argues against semantic realism, and in favour of a form of semantic non-cognitivism.1 En route to semantic non-cognitivism, Kripke’s Wittgenstein argues against dispositionalist theories of meaning, which hold something roughly along the lines of the following: Jones means magpie by “magpie” if and only if Jones is disposed to apply “magpie” to magpies in ideal conditions (where the ideal conditions can be specified in terms that don’t presuppose the notion of meaning, and are such that in those conditions Jones applies “magpie” to a thing if and only if that thing is a magpie). The prediction of protein–protein interactions based on independently obtained structural information for each interacting partner remains an important challenge in computational chemistry. Procedures where hypothetical interaction models (or decoys) are generated, then ranked using a biochemically relevant scoring function have been garnering interest as an avenue for addressing such challenges. The program PatchDock has been shown to produce reasonable decoys for modeling the association between pig alpha-amylase and the VH-domains of camelide antibody raised against it. We designed a biochemically relevant (...) method by which PatchDock decoys could be ranked in order to separate near-native structures from false positives. Several thousand steps of energy minimization were used to simulate induced fit within the otherwise rigid decoys and to rank them. We applied a partial free energy function to rank each of the binding modes, improving discrimination between near-native structures and false positives. Sorting decoys according to strain energy increased the proportion of near-native decoys near the bottom of the ranked list. Additionally, we propose a novel method which utilizes regression analysis for the selection of minimization convergence criteria and provides approximation of the partial free energy function as the number of algorithmic steps approaches infinity. Natural selection of specific protobiomonomers during abiogenic development of the prototype genetic code is hindered by the diversity of structural, spatial, and rotational isomers that have identical elemental composition and molecular mass (M), but can vary significantly in their physicochemical characteristics, such as the melting temperature Tm, the Tm:M ratio, and the solubility in water, due to different positions of atoms in the molecule. These parameters differ between cis- and trans-isomers of dicarboxylic acids, spatial monosaccharide isomers, and structural isomers of (...) α-, β-, and γ-amino acids. The stable planar heterocyclic molecules of the major nucleobases comprise four (C, H, N, O) or three (C, H, N) elements and contain a single –C=C bond and two nitrogen atoms in each heterocycle involved in C–N and C=N bonds. They exist as isomeric resonance hybrids of single and double bonds and as a mixture of tautomer forms due to the presence of –C=O and/or –NH2 side groups. They are thermostable, insoluble in water, and exhibit solid-state stability, which is of central importance for DNA molecules as carriers of genetic information. In M–Tm diagrams, proteinogenic amino acids and the corresponding codons are distributed fairly regularly relative to the distinct clusters of purine and pyrimidine bases, reflecting the correspondence between codons and amino acids that was established in different periods of genetic code development. The body of data on the evolution of the genetic code system indicates that the elemental composition and molecular structure of protobiomonomers, and their M, Tm, photostability, and aqueous solubility determined their selection in the emergence of the standard genetic code. Levinas a cherche a eriger l'ethique en philosophie premiere. Comment ce projet est-il conciliable avec la methode phenomenologique dont il s'est toujours inspire et dont il est reste tributaire tout au long de sa vie? L'auteur essaie d'y repondre en mettant en evidence ce qu'il appelle une phenomenologie sans phenomenalite. Celle-ci s'inscrit expressement dans la tradition de la phenomenologie transcendantale que Levinas prolonge et actualise en promouvant un concept inedit du transcendantal (concu comme conditionnement mutuel du constituant et du constitue (...) ). Au sommet de cette phenomenologie est l' epiphanie du visage, manifestation d'une alterite radicale qui confere le sens a l'apparaissant sur un mode non intentionnel et non phenomenal. C'est autour du visage que s'articulent les categories fondamentales de son parcours: jouissance, demeure, possession, feminite, amour, erotisme, fecondite, etc. Le present ouvrage qui s'appuie essentiellement sur le premier chef d'oeuvre de Levinas (Totalite et infini, paru en 1961) tente d'eclaircir ces concepts, tout en exposant les idees directrices de la philosophie levinassienne de la subjectivite, de la transcendance, du langage, du temps et de la verite. This paper raises the question – based on the works of Marc Richir and Dominique Pradelle – if and how phenomenology deals with an “anti-Copernican” revolution, considering that the motif of a “Copernican” revolution seems to have gone through some modifications that reflect a certain deposition of the constitutive role of the subject. Its fundamental thesis is that a certain dimension “beyond” the Copernican revolution does not reestablish a “Ptolemaic” realism but rather opens a dimension “beneath”: beneath the subject and (...) the object where can take place a mutual relationship between an a-subjective constitutive power and a pre-empirical foundational being. This dimension “beneath” means that the alternative does not concern a “pre-Copernican” realism on the one hand and an “idealism” leaving in the shadows the relationship between the transcendental method and an ontological perspective on the other, but rather puts forward a constructive circularity between the transcendental constitution and an ontological foundation. It follows that “normativity” is not achieved on the basis of pre-given objectivity – because it would mean a petition principia – but draws upon the “pre-immanent generativity”. (shrink)
