The article describes the basic elements of an ethical infrastructure that manifest themselves as mechanisms regulating the relationship between public servants and the public, being the part of professional activities. Ethics for public servants is defined as the system of regulations of conduct, procedure and rules, and relationships and principles of public-service relationship that is most appropriate set of deeply understood and concretized norms of morality inherent in this society. According to the authors, the main problem of a civil servant (...) professional ethics is the fact that its activities must meet not only the Constitution of Ukraine and current legislation, but also moral principles and norms. Стаття присвячена аналізу умов та чинників функціонування органів виконавчої влади та органів місцевого самоврядування в контексті проблеми їх кадрового забезпечення. Розглядається зарубіжний досвід кадрового менеджменту в системі державного та місцевого управління з метою його використання на відповідних рівнях. Надаються рекомендації щодо вдосконалення кадрових процедур підготовки, підбору та призначення державних службовців, включаючи підвищення кваліфікації кадрів.

У статті проаналізовані сучасні вимоги законодавства України до процедури добору кадрів в органи місцевого самоврядування. Особливості проведення перевірок щодо кандидатів на посади місцевого самоврядування показано у світлі законодавства про очищення влади та боротьбу з корупцією. Визначені актуальні проблемні питання, з якими стикаються кадровики при прийнятті на роботу претендентів на посади "ззовні" та при переведенні державних службовців, або прирівняних до них посадових осіб. Запропоновані шляхи вдосконалення добору кадрів на службу в органах місцевого самоврядування.

The present study sets out to discuss a literary work as a reflection of topophrenia, a space of anguish, which contains the data of both the abandoned space and of the new home, which are hypostasized in positive or negative emotions that the exiled writer experiences. Focusing on the exile and the space in Norman Manea’s works, this article proves the existence of an original view about this experience. New neural models for anorexia nervosa are emerging as a result of increased research on the neurobiology of AN, and these offer a rationale for the development of new treatment technologies such as neuromodulation. The emergence of such treatment technologies raises new ethical questions; however these have been little discussed for AN. In this article, I take an empirical approach and explore how young women who suffer from AN perceive treatment technologies in light of the concept of authenticity. Interview data (...) showed that participants in this study did not seem to unconditionally adhere to treatment modalities that only imply laborious self-work, such as therapy. The data also showed that they were willing to accept new treatment possibilities such as pharmacological or brain-directed treatment strategies, which they view as having potential instrumental value in coping with certain symptoms of the illness. However, such modalities can pose threats to patients’ authenticity, especially with regard to self-discovery. I argue that, in a context where there is an increased interest in brain-directed treatment strategies for AN, studies should continue to explore the ethical and psychological impact of such treatment technologies on individuals. Science fiction cinema proposal for Bioethic education Proposta do cinema de ficção científica para educar em Bioética Posthumanism state that technologies will eliminate aging, improve cognitive, physical and psychological skills and keep alive human minds by uploading them in machines as artificial intelligence. These beliefs, as constant features in science fiction films, could be useful to educate medical students in Bioethics. We propose some of these science fiction films related with technological changes of humans and the noxious consequences: Being turned (...) into a humanoid created by genetic engineering; a slave or a merchandize without rights; discrimination because of eugenesic genetic manipulation; and/or the creation of cyborgs of mass destruction. Also, the movies can show the reader issues of ethnic supremacy dilemmas, identity impersonate and ambition, impersonal intelligence and conscience and identity transpass after death. These films will help teachers to analyze with students the moral limits of science and technologies. This article presents J. Srzednicki’s epistemological conception and confronts it generally with contemporary versions of epistemological relativism.

The purpose of the study is to determine the relationship between the economic well-being of countries and their openness to external markets. The scientific novelty consists in the comparison of two groups of countries with different characteristics and identifying specific patterns of the impact of selected macroeconomic factors on GDP. The article presents an econometric analysis and contains regression equations for each state. Interpretation of the coefficients of the derived models makes it possible to estimate changes in GDP with the (...) change of indicators. As a result, it was revealed that export is the most stable and strongly influencing the economy of all countries macroeconomic factor, and the strength of influence depends on the level of development of the country. The stability of GDP in developing countries is largely achieved through the regulation of internal factors, and in developed countries through exports regulation. (shrink)

Review of Sorin Şipoş, Silviu Dragomir – istoric, (Oradea: Editura Universităţii din Oradea and Chişinău: Editura Cartdidact, 2009), 547 p.

BACKGROUND: Ontologies play a major role in life sciences, enabling a number of applications, from new data integration to knowledge verification. SNOMED CT is a large medical ontology that is formally defined so that it ensures global consistency and support of complex reasoning tasks. Most biomedical ontologies and taxonomies on the other hand define concepts only textually, without the use of logic. Here, we investigate how to automatically generate formal concept definitions from textual ones. We develop a method that uses (...) machine learning in combination with several types of lexical and semantic features and outputs formal definitions that follow the structure of SNOMED CT concept definitions. RESULTS: We evaluate our method on three benchmarks and test both the underlying relation extraction component as well as the overall quality of output concept definitions. In addition, we provide an analysis on the following aspects: How do definitions mined from the Web and literature differ from the ones mined from manually created definitions, e.g., MeSH? How do different feature representations, e.g., the restrictions of relations' domain and range, impact on the generated definition quality?, How do different machine learning algorithms compare to each other for the task of formal definition generation?, and, What is the influence of the learning data size to the task? We discuss all of these settings in detail and show that the suggested approach can achieve success rates of over 90%. In addition, the results show that the choice of corpora, lexical features, learning algorithm and data size do not impact the performance as strongly as semantic types do. Semantic types limit the domain and range of a predicted relation, and as long as relations' domain and range pairs do not overlap, this information is most valuable in formalizing textual definitions. CONCLUSIONS: The analysis presented in this manuscript implies that automated methods can provide a valuable contribution to the formalization of biomedical knowledge, thus paving the way for future applications that go beyond retrieval and into complex reasoning. _Nauman Faizi’s _God, Science, and the Self (2021)_ is a powerful and philosophically robust exploration of Muhammad Iqbal’s masterpiece _Reconstruction of Religious Thought in Islam_. In this book, Faizi’s reading of Iqbal takes an analytic approach. He argues that Iqbal uses two distinct epistemic tendencies, which he terms “Representational” and “Pragmatic.” In tracing these tendencies, Faizi posits that Iqbal’s pragmatic tendency serves as a correction for his representational tendency, that the presence of both tendencies causes confusions in Iqbal’s work, and (...) that these are understandable and expected markers of Iqbal writing within epistemological conflict. Faizi’s analytical approach helps explicate Iqbal’s arguments but appears to be in tension with _Reconstruction’s_ non-analytical methodology. _. (shrink)

Focusing on the controversial birth control pills Yaz and Yasmin, this article explores how debates about the safety of these drugs have materialized in risk evaluations and the management of technological risk. Drawing on in-depth interviews with stakeholders and content analysis of legal, medical, and regulatory documents, I highlight how professional contraceptive risk assessment is characterized by systemic uncertainty and doubt, resulting in increased responsibility for users themselves to manage the drugs’ potentially increased risks of venous thromboembolism. The analysis centers (...) on three key areas in the assessment process that denote disagreement: risk measurement in postmarket surveillance data, the distinctiveness of the drugs’ benefits when compared to other contraceptive technologies, and the weighing of the risks and benefits against each other. While professionals negotiate uncertainty both in epidemiological research and in clinical practice, users are constructed as agents who should manage risk individually. Such processes are underlined by a diffusion of responsibility in the systemic management of contraceptive risk. This article suggests, more broadly, that medical technologies can be conceptualized as artifacts that are instrumental in the dispersion of risks. (shrink)

The aim of the experiment was to evaluate the adaptive responses of biomechanical and electromyographic parameters to vertical unloading when walking during the 4-month isolation experiment SIRIUS-19 in the ground-based space station model. The study involved 6 healthy international crew members of the SIRIUS-19 project aged 34 ± 6.2 years. Body Weight Unloading conditions was created by the h/p/cosmos airwalk system. The locomotor test included walking with a sequential change of BWU modes: 5-min walking with 0% BWU, 5-min walking with (...) 65% BWU and 5-min walking with 85% BWU. Ground Reaction Force was recorded by the h/p/cosmos treadmill device. Muscle Lab Model 4000e device was used to record the electromyographic signals of the hip and shin muscles. The locomotor test was performed twice before GBI, monthly during GBI and 1 week after leaving isolation. The results obtained before GBI demonstrate that the changes of support and proprioceptive afferentation signals play significant role in reorganizing of the biomechanical structure of motor acts and the development of new movement patterns. The results of the study are consistent with the previously obtained results of other studies in this direction. Despite the fact that during the GBI the participants of the experiment performed regular physical training, a decrease in the performance indicators values was detected, especially pronounced after 100 days of GBI. This is probably due to limited space of a space station model, as well as the development of a special motor stereotype in it. Noteworthy are the results obtained after the 4th session of the experiment, indicating the effect of sensorimotor learning. We think that the data obtained in this study will be useful in research both in gravitational physiology and in clinical medicine. (shrink)

Prolific research suggests identity associates with pro-environmental behaviours that are individual and/or group focused. Individual PEB is personally driven, self-reliant, and are conducted on one's own. Group focused PEB is other people-reliant and completed as part of a group. A wide range of identities have been related to PEBs. For example, a recent systematic qualitative review revealed 99 different types of identities studied in a PEB context. Most studies were correlational, few had an experimental design. However, the relationships between all (...) these identities and PEBs have so far not been tested quantitatively with meta-analytical techniques. As such, a clear overview of this field is currently lacking. Due to the diverse nature of the field, a priori hypotheses were not possible and relatively broad definitions of identity had to be used to encompass all types of identities and the diverse meanings of identity that have been included in PEB research. What prior theory did allow for was to assess the distinction between two main types of identity, namely how people label, describe, and recognise oneself individually, or as part of a group. Our overall goal was thus to assess the current state of knowledge on identities and PEBs. In 104 studies using a meta-regression following the preferred reporting items for systematic reviews and meta-analyses guidelines, our random-effects meta-analysis showed that the overall concept of identity associated with PEB with a medium Pearson's r. Furthermore, we found that individual identities associated more strongly with PEBs than group identities. The associations between individual and group identities were stronger when the identity and PEB were from the same category. Methodologically, the findings revealed that group identities and group PEBs were most strongly associated for self-reported rather than observed PEBs. Overall identity associated most strongly with group PEBs in the field rather than in the lab and in student- rather than non-student samples. We discuss the theoretical and practical implications. Gaze following is the ability to use others’ gaze to obtain information about the environment. As such, it may be highly adaptive in a variety of socio-ecological contexts, and thus be widespread across animal taxa. To date, gaze following has been mostly studied in primates, and partially in birds, but little is known on the gaze following abilities of other taxa and, especially, on the evolutionary pressures that led to their emergence. In this study, we used an experimental approach to (...) test gaze following skills in a still understudied taxon, ungulates. Across four species, we assessed the individual ability to spontaneously follow the gaze of both conspecifics and human experimenters in different conditions. In line with our predictions, species followed the model’s gaze both with human and conspecific models, but more likely with the latter. Except for guanacos, all species showed gaze following significantly more in the experimental conditions. Despite the relative low number of study subjects, our study provides the first experimental evidence of gaze following skills in non-domesticated ungulates, and contributes to understanding how gaze following skills are distributed in another taxon—an essential endeavor to identify the evolutionary pressures leading to the emergence of gaze following skills across taxa. The essay examines the Underground Man's ambivalent position in Dostoevskij's hierarchy of values in light of the Nietzschean concept of ressentiment To elucidate the problem of free will in Notes from Underground, I propose to supplement Nietzsche's theory with the concept of ressentiment as developed by Max Scheler, whose endorsement of Christian love as a means of overcoming ressentiment suggests an affinity with Dostoevskij's own deeply religious worldview. With the help of Schelerian phenomenology, I read the novel as an early (...) statement of the problem of Christian freedom in Dostoevskij's oeuvre. Like the "Pro and Contra" section of The Brothers Karamazov, Notes from Underground turns our attention to the "costs" of the Christian ideal: in a world exposed to the ultimate horizon of desire through Christ, those lacking the serenity of faith may be doomed to the merciless torment of ressentiment. Since the wife-husband team of Anne Case and Angus Deaton popularized the term deaths of despair, psychologists have become more interested in decoupling despair from clinical depression and anxiety. Despair’s central marker is the loss of hope. It is characterized by feelings of social and spiritual isolation, meaninglessness, hopelessness, helplessness, demoralization, and shame. Causes of despair are complex, ranging from individual (e.g., grief, bad health, addiction, abuse), to societal (e.g., social and cultural dislocation, unemployment, economic disaster, poverty), to a combination (...) of both. Sometimes, acknowledging and/or addressing despair’s material causes is enough. But the problem with despair is that it tends to generate a vicious cycle of self-defeat. Often, it manifests in self-perpetuating negative cognitive biases, self-defeating emotional reactions, and self-destructive behavior. To break free, the person must address the psychological and spiritual roots of her despair. Here, I offer insights from a Christian tradition grounded in the monastic spirituality of the Desert Fathers in the hopes that these might help a therapist seeking to do just that. After distinguishing between an emotion and a sin of despair, I locate the latter’s roots in the vices of acedia and pride. Finally, I point to the virtue of humility as a traditional cure for despair. (shrink)

The multiplicity of Islamic interpretations is reflected in the heterogeneous nature of the Romanian Muslim communities. The internal fragmentation and disunity of Muslim communities, intra-Islamic difficulties, ideological and sectarian rivalry, success of Salafism among certain groups, the absence of stronger and more visible Islamic alternative discourses and the lack of interest in finding adequate mechanisms to facilitate the integration of the new Muslims in society are some of the general problems of the Romanian Muslims. Local Islamic revival has an ethno-cultural (...) dimension, a religious and even a political one as external disputes are imported in the Romanian context and affects the way Muslims define and practice Islam. Some Rroma and indigenous Tatar-Turkish adopted the neo-traditionalism consolidated in the second half of the last century and promoted by the most active Sunni NGOs in Romania. Some converts emancipated from the ideological control by conservative and neoconservative Islamic currents and are in search of progressive or mystical interpretations; other new Muslims found safety in the Salafi’s certitudes and rigid rules. Case study findings presented in this article may suggest that the more it depends on formal rituals, external behavior and rigid canonical displays of religiosity, the more fragile the Muslim identity becomes. A vulnerable constructed Self conceives differences and alterity as an attack against personal identity, hence the increasing aggressive and intolerant, superior Salafi attitudes. The more it is built on universal values, inner experience, ethical convictions, the more open and capable of integrating alterity and fostering positive relations with people of different religions becomes Muslim identity. The employee motivation at the organizational level is naturally quantified in achieving performance goals. In this paper are studied the motivational factors from the perspective of employee work performance reflected, vertically, in the organizational performance and further in the macroeconomic performance. Using an empirical study in which the observed data were obtained through a survey conducted in this year among the Romanian employees, in this paper we validate three hypotheses that establish the association of employee performance, on the one hand (...) with proactive personality traits and on the other hand with certain motivational factors. As well, we highlight some managerial implications that can contribute to increasing workplace performance by using of appropriate motivational factors. (shrink)

This introductory paper analyzes the Orthodox, Catholic, and Protestant sects, which form the core of the Ecumenical movement. The development of the feminine problem in the ecumenical movement took shape in 1948, at the first Conference of the E.C.C., when Sarah Chakko presented a report on the place and role of women in church. Among the most important women’s achievements we must mention: The International Day of Prayer, the creation of the Department on Cooperation of Men and Women in Church (...) and Society (1954), and The Ecumenical Decade for Churches in Solidarity with Women (1988- 1998). Beyond the dogmatic and theological differences between the three sects and between the places that they assign to women, women’s contribution to the development of the Ecumenic Movement is increasing. W tekście podjęto zagadnienie wartości operatywno-heurystycznego prozdrowotnego kształtowania postaw inspirowanego filozoficzną koncepcją Juliana Aleksandrowicza. Tło rozważań stanowią obecne we współczesnej kulturze tendencje rozwoju ultratechnologii. Z uwagi na odcięcie się medycyny od korzenia filozofii zachodzi konieczność przewartościowania dziedzictwa neopozytywistycznego oraz redefinicji pojęć: „zdrowie” i „choroba”. Problem decyzyjny „życie albo śmierć”, definiowany w kategoriach dysjunkcji, narzuca nowy sposób interpretacji pojęć moralnych. Idea autokreacji w procesie przywracania dobrze stworzonej natury jest w tej koncepcji równoważona przez subiektywne poczucie zdrowia, odnoszone do szerokiego kontekstu fizycznego (...) i psycho-duchowego, społecznego, środowiskowego. Myśl ta znalazła odzwierciedlenie w przyjętej przez Juliana Aleksandrowicza koncepcji holistycznie ujmowanego zdrowia jako wartości moralnej. --------------- Zgłoszono: 21/04/2021. The paper delineates a study of executive functions, construed as procedural working memory, from a motivational perspective. Since WM theories and motivation theories are both concerned with purposive activity, the role of implicit evaluations observed in goal pursuit can be anticipated to arise also in the context of cognitive control, e.g., during the performance of the Stroop task. The role of positive and negative affect in goal pursuit consists in controlling attention resources according to the goal and situational requirements. Positive (...) affect serves to maintain goals and means in the scope of attention, whereas negative affect activates the inhibition of non-functional contents, e.g., distractors and irrelevant objects. Adaptation to conflict proceeds via sequential triggering of negative and positive affect. Moreover, it was demonstrated that the focus on action or reflection changes the scope of contents subjected to implicit control. Therefore, I suggest that the motivational system, to a large extent, plays the role of the Central Executive. The paper opens a discussion and proposes studies on affective mechanisms of cognitive control. (shrink)

The article substantiates the need for the creation of local integrated social services in the system of social protection of the population. The paper studies the essence of the organization of work on the principle of "single window" and field work "social mobile office".

In this paper, I will discuss new approaches to investigating increasingly influential, yet under-researched, theoretical assumptions regarding the role dialogic interaction plays in cognitive development. I will present a psychological theory that refines social learning models by integrating them with schema-theoreticperspectives. I will then review Philosophy for Children pedagogy, demonstrating how it can provide a useful context for conducting empirical studies of learning theories that emphasize the use of dialogue for promoting individual argumentation development. Next, I will describe a research (...) design and data-analytic tools used to examine the educational potential of engagement in a philosophical dialogue for the development of argumentation. Finally, I will present preliminary results of a study evaluating the connections between 1) specific features of group interactions experienced by elementary school students and 2) individual student performance on multiple measures of argumentation. Nietzsche is one of the most controversial and disputed philosophers, especially because of his association with Hitler and Nazism, but also through his upsetting philosophical decisions that deny the possibility of any morality centered on good and evil as absolute values in themselves. As for his association with Hitler, the sources prove that Nietzsche’s philosophy has nothing to do with the justification or support of the nationalist-socialist dictatorship. In addition, any connoisseur of his work can easily see that Hitler does (...) not fit at all with the description of the overman that Nietzsche conceptualizes and identifies with. As for morality, it seems to support a relativization of the values of good and evil until their dissolution, but a closer look can see that the morality of the masters accredited by Nietzsche is one of austerity, balance, respect, honor, dignity, of preferring loneliness to the amusement of the crowd. All these are values that even Christianity proposes. Lonely and incomprehensible, the master, Nietzsche lives a lifestyle similar to Christian ascetics. And just as the philosopher claims that the life of the masters should not be passed through the sieve of ordinary moral evaluations, who could judge in terms of “good” or “bad” the way the austere ones lived?
