PurposeTo evaluate the prevalence and treatment patterns of speech and language disorders in Germany.MethodsA retrospective analysis of data collected from 32% of the German population, insured by the statutory German health insurance. We used The International Statistical Classification of Diseases and Related Health Problems, 10th revision, German Modification codes for stuttering, cluttering, and developmental disorders of speech and language to identify prevalent and newly diagnosed cases each year. Prescription and speech therapy reimbursement data were used to evaluate treatment patterns.ResultsIn 2017, (...) 27,977 patients of all ages were diagnosed with stuttering. Stuttering prevalence peaks at age 5 years. Cluttering was diagnosed in 1,800 patients of all ages. Developmental disorders of speech and language were identified in 555,774 AOK-insurants. Treatment data indicate a substantial proportion newly diagnosed stuttering individuals receive treatment, with slightly fewer than 20 sessions per year, on average. We confirmed a previous study showing increased rates of atopic disorders and neurological and psychiatric comorbidities in individuals with stuttering, cluttering, and developmental disorders of speech and language.ConclusionThis is the first nationwide study using health insurance data to analyze the prevalence and newly diagnosed cases of a speech and language disorder. Prevalence and gender ratio data were consistent with the international literature. The crude prevalence of developmental disorders of speech and language increased from 2015 to 2018, whereas the crude prevalence for stuttering remained stable. For cluttering, the numbers were too low to draw reliable conclusions. Proportional treatment allocation for stuttering peaked at 6 years of age, which is the school entrance year, and is later than the prevalence peak of stuttering. (shrink)

Most of the time, democratic theory and political science treat as the object of their inquiry normal politics, institutionalized power, and consolidated democracies. Cognitive science is experiencing a pragmatic turn away from the traditional representation-centered framework toward a view that focuses on understanding cognition as "enactive." This enactive view holds that cognition does not produce models of the world but rather subserves action as it is grounded in sensorimotor skills. In this volume, experts from cognitive science, neuroscience, psychology, robotics, and philosophy of mind assess the foundations and implications of a novel action-oriented view of cognition. In this note, we show that the first-order logic IKω is sound with regard to the models obtained from continuum-valued Łukasiewicz-models for first-order languages by treating the quantifiers as infinitary strong disjunction/conjunction rather than infinitary weak disjunction/conjunction. Moreover, we show that these models cannot be used to provide a new consistency proof for the theory of truth IKTω obtained by expanding IKω with transparent truth, because the models are inconsistent with transparent truth. Finally, we show that whether or not this (...) inconsistency can be reproduced in the sequent calculus for IKTω depends on how vacuous quantification is treated. (shrink)

La circolazione dell’Arte della guerra di Machiavelli ha dato un fondamentale contributo allo sviluppo della cultura militare europea in volgare del Cinquecento. Questo saggio analizza alcuni specifici aspetti della ricezione di quest’opera nella produzione scrittoria militare del tempo e in particolare si concentra su quegli elementi di pensiero legati al tema delle “armi proprie” fortemente propagandato dal libro machiavelliano. A questo proposito, si è qui deliberatamente scelto di offrire l’esempio di due opere diverse per natura ideologica e altezza cronologica: l’una (...) risalente alla prima metà del Cinquecento, l’altra originatasi nell’ambito delle guerre di religione e della diaspora dei protestanti francesi in area elvetica. Si tratta, in effetti, di due libri che permettono di comprendere sfumature poco note del processo di riuso di certi concetti machiavelliani che all’epoca potevano essere considerati politicamente controversi. Al tempo stesso, le due opere sono capaci di far risaltare le difficoltà che emergono ogni volta che si prova ad applicare il moderno concetto di autore a testi nati in un contesto caratterizzato da un continuo riutilizzo e dalla rielaborazione di temi ed elementi ascrivibili a una lunga e articolata tradizione di scrittura militare che si sviluppò lungo il corso del secolo, la quale, tuttavia, aveva trovato un momento di passaggio cruciale nel contributo di Machiavelli. 'Microphysicalism', the view that whole objects behave the way they do in virtue of the behaviour of their constituent parts, is an influential contemporary view with a long philosophical and scientific heritage. In _What's Wrong With Microphysicalism?_ Andreas Hüttemann offers a fresh challenge to this view. Hüttemann agrees with the microphysicalists that we can explain compound systems by explaining their parts, but claims that this does not entail a fundamentalism that gives hegemony to the micro-level. At most, it shows (...) that there is a relationship of determination between parts and wholes, but there is no justification for taking this relationship to be asymmetrical rather than one of mutual dependence. Hüttemann argues that if this is the case, then microphysicalists have no right to claim that the micro-level is the ultimate agent: neither the parts nor the whole have 'ontological priority'. Hüttemann advocates a pragmatic pluralism, allowing for different ways to describe nature. _What's Wrong With Microphysicalism?_ is a convincing and original contribution to central issues in contemporary philosophy of mind, philosophy of science and metaphysics. There is thus a tension between respecting the preferences of the people and making policy based on our best scientific knowledge. Deciding how to make policy in the light of this tension requires an understanding of why citizens sometimes disagree with the experts on what is risky and what (...) is safe. In this paper, we examine two highly influential theories of how people form beliefs about risks: the theory that risk beliefs are errors caused by bounded rationality and the theory that such beliefs are part and parcel of people’s core value systems. We then discuss the implications of the psychological theories for questions regarding liberal-democratic decision making: Should policy be responsive to the preferences of citizens in the domain of risk regulation? What risk-regulation policies are legitimate? How should liberal-democratic deliberation be structured? | : Dans de nombreux cas, le public veut restreindre une activité ou une technologie qu’il croit être dangereuse, mais que les experts scientifiques considèrent être sécuritaire. Il y a alors une tension entre le respect des préférences des gens et des politiques fondées sur nos meilleures connaissances scientifiques. What are the metaphysical commitments which best 'make sense' of our scientific practice? In this book, Andreas Hüttemann provides a minimal metaphysics for scientific practice, i.e. a metaphysics that refrains from postulating any structure that is explanatorily irrelevant. Hüttemann closely analyses paradigmatic aspects of scientific practice, such as prediction, explanation and manipulation, to consider the questions whether and what metaphysical presuppositions best account for these practices. He looks at the role which scientific generalisation play in predicting, testing, and explaining (...) the behaviour of systems. He also develops a theory of causation in terms of quasi-inertial processes and interfering factors, and he proposes an account of reductive practices that makes minimal metaphysical assumptions. Escape from worldly dealings can be sought on a number of routes – music may open one of them. For its matter, sound, is forever fleeting, and in its realm, before and beyond language, no duties and obligations arise. Yet these features are not, as they seem, rooted in the nature of music; rather, they were shaped thus in the history that art underwent in Europe during the 19th century.

‘Form’ was a fundamental category of European philosophy from its beginnings in ancient Greece until the 19th century. As Aristotle’s examples show, it originated in craft. Making a pot out of clay is a paradigm case of giving form to matter. During its long career in philosophy, this concept of humble origin expanded into a category for everything: In the 18th century, vide Kant, cognition could have a form (and even had to have it), or ethical decisions, or the experience (...) of beauty. Yet even vis-à-vis much simpler examples objections arise; already a rock, though it must have a shape, will not have form in the same sense as, e.g., a pot. In terms of being true to worldly phenomena, there is a high prize to pay for Western philosophy’s universalization of the concept of form. (shrink)

The relationship between art and knowledge is subject to historical change. In the early 19th century, the view was still prevalent that art was about eternal values, especially beauty, whereas science was entirely involved in historical time: The former was seen as contemplative, the latter as searching. But ever since, most artists have given up that stance and hence the once imagined detachment from historical time. They search, and sometimes research, too. Ancient mythology related music to pain in a twofold way. Pain is the punishment inflicted for producing inferior music: the fate of Marsyas; music is sublimation of pain: the achievement of Orpheus and of Philomela. Both aspects have played defining roles in Western musical culture. Pain’s natural expression is the scream. To be present in music at all, pain needs to be transformed. So even where music expresses pain, at the same time it appeases that very pain. Unlike the scream, (...) musical dissonance is articulate. While pain’s presence in music has to be mediated and in a way remote, it can be more differentiated than any immediate natural expression of it. Pain itself offers no structure to those who are overcome by it; rather it tends to disintegrate their lives. Music, on the other hand, is audible order in time. Such order may thus appear to be merely imposed on pain; yet it can also reveal something about pain by way of contextualizing it. (shrink)

We study the problem of tiling a polyomino P with as few squares as possible such that every square in the tiling has a non-empty intersection with the boundary of P . Our main result is an algorithm which given a simply connected polyomino P computes such a tiling of P . We indicate how one can improve the running time of this algorithm for the more restricted row-column-convex polyominoes.
