A growing number of authors argue that states which are responsible for global temperature rise owe reparative obligations to offer asylum to climate refugees because their decisions have led to the severe harms which climate refugees suffer. The validity and significance of reparative obligations as ideal moral requirements notwithstanding, this paper argues that, in practice, relying on causal responsibility to determine who is owed asylum is likely to produce morally objectionable outcomes. This problem results from a specific attribution problem, namely, (...) the probabilistic reasoning and inherent uncertainties involved in establishing causal responsibility within the complex causal scenario of climate-related refugee movements. Because of this attribution problem, determining who is owed asylum is likely to be both under- and over-inclusive. Both under- and over-inclusion lead to unjustified deprivations of basic rights for some climate refugees. (shrink)

Most refugees residing in the European Union (EU) do not retain their voting rights in states of origin or lack the means to exercise them effectively. Most member states of the EU do not extend voting rights to refugees. This leaves a large population of refugees residing within the borders of the EU in a unique state of disenfranchisement. In this article, I consider this problem from a democratic perspective. Should refugees in the EU have voting rights? My answer turns (...) on three aspects characterizing the circumstances of refugees: First, refugees reside in member states for an indeterminate, and typically protracted, amount of time without any exit options. Second, the political governance of the EU and its member states significantly shapes the lives of refugees. And third, refugees lack effective voting rights, and consequently, a meaningful political membership, in any political community across the world. In turn, based on an all-subjected principle of democratic inclusion, I argue that refugees should be secured state-level voting rights in member states, albeit with a condition of the period of residency. Moreover, they should have immediate voting rights at the supranational institutions of the EU such as the European Parliament. (shrink)

ABSTRACTOn 4 September 2015 asylum seekers who got stranded in Budapest’s Keleti train station began a march to cross the Austrian border. Their aim was to reach Germany and Sweden where they believed their asylum claims would be better received. In this article, I argue that the march should be characterized as an act of civil disobedience. This claim may seem to contradict common convictions regarding acts of civil disobedience as well as asylum seekers. The most common justifications are given (...) with reference to moral rights of citizens and concerns for enhancing justice or democracy within states. Asylum seekers are not members of the European public. How can they be entitled to break the law? I first show that the march displays features of a paradigm case of civil disobedience. Then, I identify moral reasons for asylum seekers to carry out the march acceptable from both strong and weak cosmopolitan perspectives. After that, I point out its corrective, stabilizing and democracy-enhancing roles in the European political landscape. I conclude by emphasizing that conceptualizing the march as an act of civil disobedience is significant in recognizing asylum seekers as political agents making claims within an evolving framework of refugee protection. The objective of Working Group 4 of the COST Action NET4Age-Friendly is to examine existing policies, advocacy, and funding opportunities and to build up relations with policy makers and funding organisations. Also, to synthesize and improve existing knowledge and models to develop from effective business and evaluation models, as well as to guarantee quality and education, proper dissemination and ensure the future of the Action. The Working Group further aims to enable capacity building to improve interdisciplinary participation, to promote knowledge (...) exchange and to foster a cross-European interdisciplinary research capacity, to improve cooperation and co-creation with cross-sectors stakeholders and to introduce and educate students SHAFE implementation and sustainability. To enable the achievement of the objectives of Working Group 4, the Leader of the Working Group, the Chair and Vice-Chair, in close cooperation with the Science Communication Coordinator, developed a template to map the current state of SHAFE policies, funding opportunities and networking in the COST member countries of the Action. On invitation, the Working Group lead received contributions from 37 countries, in a total of 85 Action members. The contributions provide an overview of the diversity of SHAFE policies and opportunities in Europe and beyond. These were not edited or revised and are a result of the main areas of expertise and knowledge of the contributors; thus, gaps in areas or content are possible and these shall be further explored in the following works and reports of this WG. But this preliminary mapping is of huge importance to proceed with the WG activities. In the following chapters, an introduction on the need of SHAFE policies is presented, followed by a summary of the main approaches to be pursued for the next period of work. The deliverable finishes with the opportunities of capacity building, networking and funding that will be relevant to undertake within the frame of Working Group 4 and the total COST Action. BackgroundStudies have found that poor sleep quality is negatively associated with subjective wellbeing in older adults, but the mechanisms underlying are unclear. In this study, we aimed to examine the mediating role of negative emotions and the moderating role of perceived social support in the relationship between sleep quality and subjective wellbeing in older adults with multimorbidity.MethodsA multi-stage random sampling method was used to select a sample of 3,266 older adults aged 60 years and older. The Memorial University of Newfoundland (...) Scale of Happiness, Pittsburgh Sleep Quality Index, Depression Anxiety Stress Scales-21, and Perceived Social Support Scale were used to assess subjective wellbeing, sleep quality, negative emotional states, and perceived social support, respectively. The moderated mediation models were examined using SPSS PROCESS Version 3.3 software.ResultsSleep quality had a significant direct effect on subjective wellbeing in older adults. Negative emotions partially mediated the effect of sleep quality on subjective wellbeing. The indirect effect was moderated by perceived social support.ConclusionNegative emotions increased the negative association between sleep quality and the subjective wellbeing of older adults with multimorbidity, and perceived social support played a moderating role. Psychological and behavioral interventions should be implemented as early as possible to promote mental health and enhance social support level of older adults with multimorbidity, and ultimately improve the subjective wellbeing of older adults. Consequentialists typically think that the moral quality of one's conduct depends on the difference one makes. But consequentialists may also think that even if one is not making a difference, the moral quality of one's conduct can still be affected by whether one is participating in an endeavour that does make a difference. Derek Parfit discusses this issue – the moral significance of what I call ‘participation’ – in the chapter of Reasons and Persons that he devotes to what he (...) calls ‘moral mathematics’. In my paper, I expose an inconsistency in Parfit's discussion of moral mathematics by showing how it gives conflicting answers to the question of whether participation matters. I conclude by showing how an appreciation of Parfit's error sheds some light on consequentialist thought generally, and on the debate between act- and rule-consequentialists specifically. (shrink)

Older adults with age-related hearing loss exhibit substantial individual differences in speech perception in adverse listening conditions. We propose that the ability to rapidly adapt to changes in the auditory environment is among the processes contributing to these individual differences, in addition to the cognitive and sensory processes that were explored in the past. Seventy older adults with age-related hearing loss participated in this study. We assessed the relative contribution of hearing acuity, cognitive factors, rapid perceptual learning of time-compressed speech, (...) and hearing aid use to the perception of speech presented at a natural fast rate, speech embedded in babble noise, and competing speech. Speech perception was modeled as a function of the other variables. For fast speech, age [odds ratio = 0.79], hearing acuity, pre-learning perception of time-compressed speech, and rapid perceptual learning were all significant predictors. For speech in noise, only hearing and pre-learning perception of time-compressed speech were significant predictors. Consistent with previous findings, the severity of hearing loss and auditory processing was strong contributors to individual differences in fast speech and speech in noise perception. Furthermore, older adults with good rapid perceptual learning can use this capacity to partially offset the effects of age and hearing loss on the perception of speech presented at fast conversational rates. Our results highlight the potential contribution of dynamic processes to speech perception. (shrink)

The proposed model overlooks the self-referential and self-perpetuating nature of ownership intuitions. Human knowledge is primarily formed through social interaction within power dynamics. Accordingly, we suggest that legitimate ownership of one object can influence perceptions of legitimate ownership of another object. Ultimately, we argue that ownership intuitions are not independent but embedded in a self-referential system that perpetuates inequality.

But there are likewise cases of ineffable learning where updating by Jeffrey conditionalization is irrational. In this paper, we first characterize a novel class of cases where it is irrational to update by Jeffrey conditionalization. Then we use the d-separation criterion to develop a causal understanding of (...) when and when not to Jeffrey conditionalize that bars updating by Jeffrey conditionalization in these cases. _Foucault’s Law_ is the first book in almost fifteen years to address the question of Foucault’s position on law. Many readings of Foucault’s conception of law start from the proposition that he failed to consider the role of law in modernity, or indeed that he deliberately marginalized it. In canvassing a wealth of primary and secondary sources, Ben Golder and Peter Fitzpatrick rebut this argument. They argue that rather than marginalize law, Foucault develops a much more radical, nuanced and coherent (...) theory of law than his critics have acknowledged. For Golder and Fitzpatrick, Foucault’s law is not the contained creature of conventional accounts, but is uncontainable and illimitable. In their radical re-reading of Foucault, they show how Foucault outlines a concept of law which is not tied to any given form or subordinated to a particular source of power, but is critically oriented towards alterity, new possibilities and different ways of being. _Foucault’s Law_ is an important and original contribution to the ongoing debate on Foucault and law, engaging not only with Foucault’s diverse writings on law and legal theory, but also with the extensive interpretive literature on the topic. I show that Epicurus’ argument presupposes Presentism, and I argue that death is bad for its victim at all and only those times when the person would have been living a life worth living had she not died when she did. Ludwig Wittgenstein's Tractatus Logico-Philosophicus (1922) remains one of the most enigmatic works of twentieth century thought. While it seems unlikely that any method of guaranteeing human-friendliness on the part of advanced Artificial General Intelligence systems will be possible, this doesn’t mean the only alternatives are throttling AGI development to safeguard humanity, or plunging recklessly into the complete unknown. Without denying the presence of a certain irreducible uncertainty in such matters, it is still sensible to explore ways of biasing the odds in a favorable way, such that newly created AI systems are significantly more likely than not (...) to be Friendly. Several potential methods of effecting such biasing are explored here, with a particular but non-exclusive focus on those that are relevant to open-source AGI projects, and with illustrative examples drawn from the OpenCog open-source AGI project. Issues regarding the relative safety of open versus closed approaches to AGI are discussed and then nine techniques for biasing AGIs in favor of Friendliness are presented: 1. Engineer the capability to acquire integrated ethical knowledge.2. Provide rich ethical interaction and instruction, respecting developmental stages.3. Develop stable, hierarchical goal systems.4. Ensure that the early stages of recursive self-improvement occur relatively slowly and with rich human involvement.5. Tightly link AGI with the Global Brain.6. Foster deep, consensus-building interactions between divergent viewpoints.7. Create a mutually supportive community of AGIs.8. Encourage measured co-advancement of AGI software and AGI ethics theory.9. Develop advanced AGI sooner not later. In conclusion, and related to the final point, we advise the serious co-evolution of functional AGI systems and AGI-related ethical theory as soon as possible, before we have so much technical infrastructure that parties relatively unconcerned with ethics are able to rush ahead with brute force approaches to AGI development. Moral Blackmail: Coercion, Responsibility, and Global Justice identifies a novel kind of forced action, yet one that is relatively neglected in ethics and moral philosophy. Moral blackmail occurs when someone is forced to do something because someone else has made all its alternatives morally unacceptable. Ben Colburn explores moral blackmail by first examining existing theories of coercion, responsibility, and voluntary action, and defending its existence from various sceptical metaethical arguments, before arguing that moral blackmail's significance is not limited to the (...) interpersonal: it is also endemic in the structures of distribution and decision-making at the largest scale. To show this, he considers two problems in intergenerational and international justice: the problem of 'passing the buck' in environmental and population policies in the former, and the problem of 'taking up the slack' in situations of partial compliance with the demands of the latter. Recognising these as instances of moral blackmail writ large offers novel solutions to these long-standing philosophical problems, as well as offering proof in use of the account Colburn proposes. In this book, Ben-Yami reassesses the way Descartes developed and justified some of his revolutionary philosophical ideas. The first part of the book shows that one of Descartes' most innovative and influential ideas was that of representation without resemblance. Ben-Yami shows how Descartes transfers insights originating in his work on analytic geometry to his theory of perception. The second part shows how Descartes was influenced by the technology of the period, notably clockwork automata, in holding life to be a mechanical (...) phenomenon, reducing the soul to the mind and considering it immaterial. Ben-Yami explores the later role of the digital computer in Turing's criticism of Descartes' ideas. The last part discusses the Meditations: far from starting everything afresh without presupposing anything that can be doubted, Descartes' innovations in the dream argument, the cogito and elsewhere are modifications of old ideas based upon considerations issuing from his separately developed theories, formed under the influence of the technology, mathematics and science of his age. Adaptive preference formation is the unconscious altering of our preferences in light of the options we have available. Jon Elster has argued that this is bad because it undermines our autonomy. I agree, but think that Elster's explanation of why is lacking. So, I draw on a richer account of autonomy to give the following answer. Preferences formed through adaptation are characterized by covert influence (that is, explanations of which an agent herself is necessarily unaware), and covert influence undermines our (...) autonomy because it undermines the extent to which an agent's preferences are ones that she has decided upon for herself. This answer fills the lacuna in Elster's argument. It also allows us to draw a principled distinction between adaptive preference formation and the closely related phenomenon of character planning. This is the first detailed study in any language of the single most influential theory of the modern state: Samuel von Pufendorf's account of the state as a 'moral person'. Ben Holland reconstructs the theological and political contexts in and for which Pufendorf conceived of the state as being a person. The urban poise is dependent on a particular notion of urban planning: a myriad of actions that can adjust civic life in many places to provoke it towards greater self-esteem. Urban planning is not consecrated by a drawing in the shape of a plan alone, but it must respect the elevation of the stance of an urban spectacle as seen from the sidewalk. The coercion of civic indicators is reappraised by delighting in the figurative stance of the informant city. Small (...) things are done in the city within its existing urban structure so that an edge is applied to what already exists. City blocks might be fractionally altered, holes in the skyline reamed out smooth, and points located strategically so that they can carry their attendant responsibilities. The method is marginally parasitic, for it exists by requiring something else to exist that it cannot readily harbor.Ten points and places of vulnerability have been chosen in the city that poke at its underbelly. Whilst the poises are given names and specific sites, their viability could be felt equally in a different city using changed names. The Appliance House franchises its intention to various matters of civic consequence, ranging from the weather to shopping to the monumental respect for the dead. Each poise is considered integrally related to the wholeness of the city. If any of the Poises becomes disassociated from the city or from other Poises, the prime tenet of urban existence will have been ignored: the over-exertion of one component of urban life will take place at the expense of somebody else. In fourth-century India one of the great geniuses of Buddhism, Vasubandhu, sought to reconcile the diverse ideas and forms of Buddhism practiced at the time and demonstrate how they could be effectively integrated into a single system. This was the Yogacara movement, and it continues to have great influence in modern Tibetan and Zen Buddhism. "Thirty Verses on Consciousness Only," or "Trimshika," is the most concise, comprehensive, and accessible work by this revered figure. Vasubandhu's "Thirty Verses" lay out a path of practice that integrates the most powerful of Buddhism's psychological and mystical possibilities: Early Buddhism's practices for shedding afflictive emotional habit and the Mahayana emphasis on shedding divisive concepts, the path of individual liberation and the path of freeing all beings, the path to nirvana and the path of enlightenment as the very ground of being right now. Although Yogacara has a reputation for being extremely complex, the "Thirty Verses" distills the principles of these traditions to their most practical forms, and this book follows that sense of focus; it goes to the heart of the matter--how do we alleviate suffering through shedding our emotional knots and our sense of alienation? This is a great introduction to a philosophy, a master, and a work whose influence reverberates throughout modern Buddhism. (shrink)

Harry Brighouse and Adam Swift argue that education is a positional good; this, they hold, implies that there is a qualified case for leveling down educational provision. In this essay, Ben Kotzee discusses Brighouse and Swift's argument for leveling down. He holds that the argument fails in its own terms and that, in presenting the problem of educational justice as one of balancing education's positional and nonpositional benefits, Brighouse and Swift lose sight of what a consideration of the nonpositional benefits (...) by itself can reveal. Instead of focusing on education's positional benefits, Kotzee investigates what emphasizing education's nonpositional benefits would imply for educational justice. Drawing on recent work in social epistemology, Kotzee holds that theories of educational justice would benefit from a consideration of the virtue of epistemic justice, and he outlines solutions to a number of problems in the area from this perspective. We develop positive model theory, which is a non first order analogue of classical model theory where compactness is kept at the expense of negation. The analogue of a first order theory in this framework is a compact abstract theory: several equivalent yet conceptually different presentations of this notion are given. We prove in particular that Banach and Hilbert spaces are compact abstract theories, and in fact very well-behaved as such.

Two theses are proposed; regarding the future evolution of the value systems of advanced AGI systems. The Value Learning Thesis is a semi-formalized version of the idea that; if an AGI system is taught human values in an interactive and experiential way as its intelligence increases toward human level; it will likely adopt these human values in a genuine way. The Value Evolution Thesis is a semi-formalized version of the idea that if an AGI system begins with human-like values; and (...) then iteratively modifies itself; it will end up in roughly the same future states as a population of human beings engaged with progressively increasing their own intelligence. Taken together; these theses suggest a worldview in which raising young AGIs to have human-like values is a sensible thing to do; and likely to produce a future that is generally desirable in a human sense. While these two theses are far from definitively proven; I argue that they are more solid and more relevant to the actual future of AGI than Bostrom’s “Instrumental Convergence Thesis” and “Orthogonality Thesis” which are core to the basis of his argument for fearing ongoing AGI development and placing AGI R&D under strict governmental control.
