PurposeThe purpose of this paper is to study the evolution of Freedom of Information/Right to Information from an international perspective and analyse it as an indispensable tool for good governance through the use of information and communication technologies with special reference to India.Design/methodology/approachThis study examines the worldwide occurrence of Right to Information with reference to International Covenants, the genesis of RTI Act in India and the use of ICT in India as a tool for empowering the citizen's.FindingsThe study demonstrates that (...) RTI has far reaching impact and it clearly contributes to a better and informed citizenry however the use of ICT in India can further facilitate the access of such records.Research limitations/implicationsThe study focuses on the genesis of RTI from an international perspective but the use of ICT for further facilitating the use of RTI is limited to Indian context.Practical implicationsThe paper will outline a detailed analysis on the present usage of ICT and the initiatives taken for facilitating information dissemination and further provide suggestions for the benefit of civil society towards good governance.Originality/valueThe study is the first to address the issue of the implementation of right to information act through the use of ICT and also suggests methodology for its further improvement. Following on from Roy Bhaskarâe(tm)s first two books, A Realist Theory of Science and The Possibility of Naturalism, Scientific Realism and Human Emancipation, establishes the conception of social science as explanatoryâe"and thence emancipatoryâe"critique. Scientific Realism and Human Emancipation starts from an assessment of the impasse of contemporary accounts of science as stemming from an incomplete critique of positivism. It then proceeds to a systematic exposition of scientific realism in the form of transcendental realism, highlighting a conception of science as explanatory (...) of a structured, differentiated and changing world. Turning to the social domain, the book argues for a view of the social order as conditioned by, and emergent from, nature. Advocating a critical naturalism, the author shows how the transformational model of social activity together with the conception of social science as explanatory critique which it entails, resolves the divisions and dualisms besetting orthodox social and normative theory: between society and the individual, structure and agency, meaning and behavior, mind and body, reason and cause, fact and value, and theory and practice. The book then goes on to discuss the emancipatory implications of social science and sketches the nature of the depth investigation characteristically entailed. In the highly innovative third part of the book Roy Bhaskar completes his critique of positivism by developing a theory of philosophical discourse and ideology, on the basis of the transcendental realism and critical naturalism already developed, showing how positivism functions as a restrictive ideology of and for science and other social practices. _Dialectic_ is now widely regarded as a classic of contemporary philosophy. This book, first published in 1993, sets itself three main aims: the development of a general theory of dialectic, of which Hegelian dialectic can be seen to be a special case; the dialectical enrichment and deepening of critical realism, viz. into the system of dialectical critical realism; and the outline of the elements of a totalizing critique of Western philosophy. The first chapter clarifies the rational core of Hegelian dialectic. (...) Chapter two then proceeds to develop a general theory of dialectic. Isolating the fallacy of 'ontological monovalence', Roy Bhaskar then shows how absence and other negating concepts such as contradiction have a legitimate and necessary ontological employment. He then goes on to give a synoptic account of key dialectical concepts such as the concrete universal; to sketch the further dialectical development of critical naturalism through an account of what he calls four-planar social being; and following consideration of the dialectical critique of analytical reason, he moves on to the real definition of dialectic as absenting absence and in the human sphere, the axiology of freedom. Chapter three extends and deepens critical realism’s characteristic concerns with ontology, science, social science and emancipation not only into the realms of negativity and totality, but also into the fields of reference and truth, spatio-temporality, tense and process, the logic of dialectical universalizability and on to the plane of ethics, where it articulates a combination of moral realism and ethical naturalism, whereby consideration of elemental desire involves commitment to the eudaimonistic society. This is then followed by a sublime discussion of key moments in the trajectory of Western philosophy, the tradition of which can now be seen to be based on what the author calls the unholy trinity of the epistemic fallacy or the reduction of being to knowledge, primal squeeze or the collapse of structure and alethic truth, and ontological monovalence. More than a century after Guido Adler's appointment to the first chair in musicology at the University of Vienna, Music, Criticism, and the Challenge of History provides a first look at the discipline in this earliest period, and at the ideological dilemmas and methodological anxieties that characterized it upon its institutionalization. Author Kevin Karnes contends that some of the most vital questions surrounding musicology's disciplinary identities today-the relationship between musicology and criticism, the role of the subject in analysis and the (...) narration of history, and the responsibilities of the scholar to the listening public-originate in these conflicted and largely forgotten beginnings. Karnes lays bare the nature of music study in the late nineteenth century through insightful readings of long-overlooked contributions by three of musicology's foremost pioneers-Adler, Eduard Hanslick, and Heinrich Schenker. Shaped as much by the skeptical pronouncements of the likes of Nietzsche and Wagner as it was by progressivist ideologies of scientific positivism, the new discipline comprised an array of oft-contested and intensely personal visions of music study, its value, and its future. Karnes introduces readers to a Hanslick who rejected the call of positivist scholarship and dedicated himself to penning an avowedly subjective history of Viennese musical life. He argues that Schenker's analytical experiments had roots in a Wagner-inspired search for a critical alternative to Adler's style-obsessed scholarship. And he illuminates Adler's determined response to Nietzsche's warnings about the vitality of artistic and cultural life in an increasingly scientific age. Through sophisticated and meticulous presentation, Music, Criticism, and the Challenge of History demonstrates that the new discipline of musicology was inextricably tied in with the cultural discourse of its time. In _Philosophy and the Idea of Freedom_ Roy Bhaskar sets out to develop a critique of the work of Richard Rorty, who must be one of the most influential authors of recent decades. In a brilliant tour de force, Bhaskar shows how Rorty falls victim to the very epistemological problematic Rorty himself describes. Roy Bhaskar argues that Rorty’s account of science and knowledge is based on a half-truth. He sees the historicity of knowledge, but cannot sustain its (...) rationality or the reality of the objects it describes. The author further argues that Rorty’s problem-field replicates the Kantian resolution of the third antinomy: we are determined as material bodies, but free as discursive subjects. Rorty’s actualism makes human agency impossible. Developing his own critical realism, Bhaskar shows just where Rorty’s system comes unstuck, and how the philosophical problems to which it gives rise can be rationally resolved and explained. In this process Bhaskar utilizes his critique of Rorty to begin to elaborate his own alternative interpretation and critique of the philosophical conversation of the West. (shrink)

In 2005, Ram Roy Bhaskar was the examiner for a PhD thesis by Dr. Chris Sarra entitled Strong and Smart: Reinforcing Aboriginal Perceptions of Being Aboriginal at Cherbourg State School. Bhaskar described the thesis as ‘an exemplary paradigm of how research should be conducted’ and suggested that it would be ‘invaluable for all future studies of indigenous people in Australia and indeed to educationalists and social theorists throughout the world’. With thanks to Chris Sarra, we are delighted to (...) be able to publish this examiner's report, which illustrates educational themes in Bhaskar's work and provides Bhaskar's response to Sarra's critique of his idea that there is a ‘common core humanity’. In its practical consideration of the question of human identity – a question currently much debated – this report is an excellent and timely complement to Bhaskar’s (2020) article Critical Realism and the Ontology of Persons. It also showcases Bhaskar's concepts of Power1/Power2 and concrete universality/singularity. We hope that publishing this report will draw attention to Sarra's exceptional work which, according to Bhaskar, ‘may well come to take on the role of a paradigm for multi-ethnic and similarly divided and contested communities’. Increasing evidence indicates that extracellular vesicles (EVs) secreted from tumor cells play a key role in the overall progression of the disease state. EVs such as exosomes are secreted by a wide variety of cells and transport a varied population of proteins, lipids, DNA, and RNA species within the body. Gliomas constitute a significant proportion of all primary brain tumors and majority of brain malignancies. Glioblastoma multiforme (GBM) represents grade IV glioma and is associated with very poor prognosis despite the (...) cumulative advances in diagnostic procedures and treatment strategies. Here, the authors describe the progress in understanding the role of EVs, especially exosomes, in overall glioma progression, and how new research is unraveling the utilities of exosomes in glioma diagnostics and development of next‐generation therapeutic systems. Finally, based on an understanding of the latest scientific literature, a model for the possible working of therapeutic exosomes in glioma treatment is proposed. (shrink)

This photo-essay analyzes the politics of dwelling of the inhabitants of ‘outcast’ Calcutta - the city that is the nightmare of urban planners and whose squalor, filth and poverty are taken to be indexes of the failure of the postcolonial urbanism as such. The city that turned itself into a barricade during the street-fighting years of the 1960s is now about to turn its back on its own subalterns (migrants from poorer areas), participating in urban cleansing drives that derive from (...) neo-liberal dictates. Showing that the squatters also dwell and forge solidarities underpinned by an ethic of survival, this essay draws attention to non-state political formations emerging out of the negotiations of the City Form with the non-civic but enabling life-forms prevalent in subaltern Calcutta. A picture has indeed held modern Western philosophy captive, that of the universe as a vast machine whose iron laws are best understood as exceptionless empirical regularities which, as it were, determine the future before it happens. This fantastic conception commands the assent, not just of positivistically-minded naturalists but of all the great anti-naturalists who champion a very different view of human action as a domain of freedom ¿that somehow cheats science¿. The most fundamental move in Roy Bhaskar¿s system (...) of philosophy, the germ of everything that followed, was to reconceptualise the natural world in transcendental realist terms, ¿turning Kant around using his own method¿. On this account, the universe is characterized by deep structures, mechanisms and fields that generate the flux of phenomena, and is in open, creative and emergent process. This completely recasts the terms of the debate between naturalism and anti-naturalism by remedying its false grounds and shows how philosophy can be liberated from its anthropocentric/anthropomorphic prison and rendered consistent with the best insights of modern natural science. There is necessity in nature quite independent of humans, but in an open world causation is multiple and conjunctural, the actual course of the unfolding of being is highly contingent and the bases of human freedom can be understood scientifically. Written as a DPhil thesis when Bhaskar was in his mid-twenties, Empiricism and the Metatheory of the Social Sciences brilliantly launches this reconceptualisation and explores its implications for social science in the course of carrying through the metatheoretical destruction of empiricism. It will be indispensable reading for anyone interested in the development of Bhaskar¿s thought, in transcendental realism, and in the critique of empiricism, more generally of the philosophical discourse of Western modernity. This research explores the historical perspective of business ethics from the viewpoint of the employer–employee relationship by outlining the impact of the changing social contract between employer and employee relations from the end of World War II to the current day; provides the basic definition of the key elements of the organizational social contract and outlines the social contract in employment relations. It also provides what the author believes to be the key drivers in employer–employee relations and the benefits to (...) good employer–employee relations for each individual within the employment relationship. The results of this research indicate a significant shift in business ethics as it relates to the employers relationship to the employee within a work environment. It further shows the state of the employment relationship prior to World War II. Written contracts were unheard of, but rather, the employment agreement was steeped in a tradition that carried the promise sealed with nothing but a handshake. Now employees have little or no rights; and the ones they are given are provided not by the employer, but by government regulation and court precedent. Issues such as time off for illness, sexual harassment, and workers’ compensation are all handled through legal or regulatory means rather than ethical considerations. The research further shows that the distinct lack of leadership within organizations play a significant role in the disintegration of employer–employee relationships. Specifically, how the lack of leadership relates to the emotional intelligence of the leader. Areas such as empathy and social skills are under trained and under developed by organizations. This research shows that the employer who is willing to give employees what they want and need are far more likely to have success, but more importantly, the organizations will be doing the right thing.
