El Foro Global de Bioética en Investigación (GFBR por sus siglas en inglés) se reunió el 3 y 4 de noviembre en Buenos Aires, Argentina, con el objetivo de discutir la ética de la investigación con mujeres embarazadas. El GFBR es una plataforma mundial que congrega a actores clave con el objetivo de promover la investigación realizada de manera ética, fortalecer la ética de la investigación en salud, particularmente en países de ingresos bajos y medios, y promover colaboración entre países (...) del norte y del sur.a Los participantes en el GFBR provenientes de Latinoamérica incluyeron a eticistas, investigadores, miembros de comités de ética y representantes de autoridades sanitarias provenientes de Argentina, Brasil, Chile, Colombia, Ecuador, El Salvador, Guatemala, Honduras, Panamá, Perú, Nicaragua y la República Dominicana. Una legítima preocupación por la protección de las mujeres embarazadas y sus embriones o fetos ha llevado a la mayoría de los países de la Región de las Américas a limitar la realización de estudios con mujeres embarazadas exclusivamente a aquellos estudios específicos sobre el embarazo, y a requerir la exclusión sistemática de las mujeres embarazadas o de las mujeres que quedan embarazadas en el curso del estudio. Ciertamente, a lo largo de la historia de la ética de la investigación, se ha creído erróneamente que proteger a una población es sinónimo de excluirla de los estudios. Se sabe ahora que proceder así implica exponer a riesgos mucho mayores a la población que se busca proteger. El embarazo implica cambios fisiológicos sustantivos e impacta profundamente la manera como el cuerpo metaboliza los medicamentos. Sin embargo, por evitar hacer investigación con mujeres embarazadas, no se ha producido la evidencia científica necesaria para tomar decisiones sobre tratamientos e intervenciones preventivas con dosis eficaces y seguras para ellas y sus embriones o fetos. A manera de ilustración, en el 2001 había en los Estados Unidos apenas más de una docena de medicamentos aprobados para uso en el embarazo (1) y en el 2011 la Food and Drug Administration (FDA) aprobó por primera vez en 15 años un medicamento para su uso en el embarazo (2). Como consecuencia de no haber producido la evidencia necesaria, se pone en riesgo la salud de las mujeres embarazadas cada vez que se les da atención médica. Las mujeres embarazadas se enferman y las mujeres enfermas se embarazan, y no se sabe si los medicamentos que se les da son eficaces o siquiera seguros para ellas y sus embriones o fetos. (shrink)

Hacia fines del siglo XIX y principio del XX se desarrolla en la Argentina un importante debate en torno al derecho penal, en el que muchos intelectuales, formados bajo la influencia del biologicismo darwiniano, intervienen para cuestionar el Código Penal, vigente desde 1887. En nuestro trabajo analizamos los desarrollos de José Ingenieros sobre el tema, profundizando el estudio de los conceptos que propone y atendiendo a la transformación radical que éstos implican en lo que hace a la comprensión del derecho, (...) de la delincuencia y de su tratamiento. A lo largo del trabajo reconocemos en las formulaciones de Ingenieros una renovación del campo conceptual en el tratamiento del delito, de acuerdo con un nuevo esquema de estudio e investigación de la delincuencia, una nueva clasificación de los sujetos criminales y nuevo sentido para la institución jurídica. A partir de allí analizamos sus consecuencias en términos de un nuevo mapa disciplinar para el tratamiento de la delincuencia, en el que la psicología pasaría a ocupar un rol protagónico, poniendo de manifiesto sus potencialidades para la intervención normalizadora del campo social. In the end of 19th Century and the beginning of the 20th it develops in Argentine an important discussion around penal law, in which many intellectuals, under the influence of Darwinian biologicism, query the Penal Code, current since 1887. In our article we analyze Jose Ingenieros' explanations about this topic, studying the concepts that he proposes and attending to the radical transformation that they imply for the understanding of law, of crime and of its treatment. In this paper we recognize in Ingenieros' formulations a renovation of the conceptual field in the treatment of crime, according with a new outline of the study and investigation of crime, a new criminal's classification and a new sense for the legal institution. We also analyze its consequences in terms of a new disciplinary map for crime's treatment, in which psychology assumes a central place, showing its potentialities for the normalizing intervention in the social field. This article presents a review on two methods based on dynamic mode decomposition and its multiple applications, focusing on higher order dynamic mode decomposition and spatiotemporal Koopman decomposition. These methods are purely data-driven, using either numerical or experimental data, and permit reconstructing the given data and identifying the temporal growth rates and frequencies involved in the dynamics and the spatial growth rates and wavenumbers in the case of the spatiotemporal Koopman decomposition. Thus, they may be used to either identify and (...) extrapolate the dynamics from transient behavior to permanent dynamics or construct efficient, purely data-driven reduced order models. (shrink)

Como casi todos los conceptos fi losófi cos, el de «validez normativa» tiene altos grados de ambigüedad y de vaguedad. En este trabajo me encargo de analizar la postura de distintos autores que han tratado de dar respuesta a la pregunta ¿qué significa que una norma sea «válida»? Para ello, tomo como hilo conductor la obra de Ernesto Garzón Valdés. Esto se debe a que los trabajos de Ernesto Garzón dedicados a este tema, le ofrecen al lector un análisis crítico (...) y comprensivo de algunas de las posturas teóricas más relevantes sobre el concepto de validez normativa. Asimismo, trabajar a través de su obra tiene un doble benefi cio: por un lado, no sólo nos permite conocer a fondo la postura teórica de autores que pertenecen a distintas corrientes del pensamiento, como Hans Kelsen, H.L.A. Hart, Francisco Suárez o von Wright por ejemplo, sino que, por el otro, nos permite conocer la postura del mismo Garzón y sus críticas a los diferentes modelos conceptuales. (shrink)

Recent Canadian and international events have sparked dialogue and action to address racism within the nursing discipline. While the urgency to seek and implement antiracist solutions demands the attention of nurses, we contend that a contemporary analysis of the mechanisms that continue to perpetuate racism within nursing's theoretical foundation is required first. This study reconsiders the perceived functions of racism within the current state of nursing concepts and theories. In particular, we expose the role that covert racism plays by inadvertently (...) sustaining racism through nursing's theoretical foundation, and how this process strengthens white supremacy. We argue that, in the absence of exposing these covert mechanisms, the development of solutions will be futile in dismantling racism. By making visible the covert mechanisms of racism within nursing's theoretical foundation, we attempt to establish an opportunity for the nursing discipline to dismantle its racist foundation and engage in sustained antiracist action. Lastly, this study demonstrates the need to equip the discipline with a moral commitment to antiracism in an effort to emancipate nursing from its racist legacies. (shrink)

This paper presents an experiential exercise introducing the concept of the personal ethical threshold (PET) to help explain why moral behavior does not always follow moral intention. An individual’s PET represents the individual’s vulnerability to situational factors, i.e., how little or much it takes for members of organizations to cross their proverbial line to act in a way they deem unethical. The PET reflects the interplay among the situation, the particular ethical issue, and the individual. Exploring the PET can help (...) account for why some people are sometimes able to withstand substantial organizational pressures to behave in congruence with their ethical intentions, whereas others crumble in the face of apparently minimal situational forces. We hope that students’ exposure to and subsequent reflection upon their PET, by means of the exercise we present, will foster the development of their moral courage. (shrink)

We present an instrument developed to explain to students the concept of the personal ethical threshold (PET). The PET represents an individual’s susceptibility to situational pressure in his or her organization that makes moral behavior more personally difficult. Further, the PET varies according to the moral intensity of the issue at hand, such that individuals are less vulnerable to situational pressure for issues of high moral intensity, i.e., those with greater consequences for others. A higher PET reflects an individual’s greater (...) likelihood of adhering to the morally correct path, even in the face of high situational pressures (personal costs) and low moral intensity (collective importance). PET questionnaires were completed by 506 students representing eight business schools throughout the United States. Relationships between respondents’ PET and their gender, age, and major field of study, as well as the geographical location of their school, are explored. Results indicate that older students have higher PETs and that students attending schools in the northeastern part of the United States have lower PETs. These findings are discussed. It is argued that the PET instrument can be used to help students identify organizational pressures and intrapersonal processes that can impede their moral behavior in organizations. (shrink)

Resumen: Parece que las últimas tendencias en educación pasan por introducir la gamificación en las aulas y en todas las actividades educativas. La idea de que los contenidos deben interesar a nuestros estudiantes combinada con el convencimiento de que “se aprende mejor jugando”, han llevado a pensar que debemos dar a esos contenidos una forma lúdica o, mejor todavía, convertirlos en juegos. ¿Es la gamificación una moda o una oportunidad? Y en el caso concreto de la educación, ¿se trata sólo (...) de un recurso metodológico para aprender más eficazmente o es una característica que debería tener toda actividad que pretenda ser educativa? ¿Cómo gamificar las clases (de filosofía, en nuestro caso)? The university reform can be considered as the favorable scenario for the explanation of some supposed of the university philosophy. The definitions that were operated at the beginning of the century may have been the basis on which the discourse of university reformism was constructed. In one way or another, both elements are linked. In the article we approach the question from the reading and review of the editorial, philosophical and university proposal of the Revista de Filosofí­a. Cultura, ciencia, educación (...) and Valoraciones. These are two publications that are presented as expressions of university reformism, while trying to delimit the philosophical field. (shrink)

Self-compassion (SC) seems to play an important role in improving Emotion Regulation (ER). Nevertheless, the results of previous studies regarding the links between SC and ER are not consistent, especially facing diverse models of ER (strategy-based vs skill-based). The goal of this prospective study was to evaluate the links between these three concepts, by testing the predictive roles of SC and ER skills on both ER adaptive and maladaptive strategies, using standardised questionnaires and visual analogue scales. Results of regression analysis (...) showed that self-compassion positively predicts cognitive reappraisal, acceptance, problem-solving, relaxation, self-support, tolerance and ER skills and negatively predicts behavioural avoidance, expressive suppression and ruminations. Results also showed that ER skills positively predict cognitive reappraisal, expression, acceptance, relaxation, self-support and tolerance and negatively predicts behavioural avoidance, expressive suppression and ruminations. Results from a mediation model are also promising regarding both the role of ER skills on the effect of SC on adaptive ER strategy use. Even if this study can be associated with common limits of self-report measures, it highlights the role of SC in a model of ER. (shrink)

We establish, generalizing Di Nola and Lettieri’s categorical equivalence, a Morita-equivalence between the theory of lattice-ordered abelian groups and that of perfect MV-algebras. Further, after observing that the two theories are not bi-interpretable in the classical sense, we identify, by considering appropriate topos-theoretic invariants on their common classifying topos, three levels of bi-interpretability holding for particular classes of formulas: irreducible formulas, geometric sentences, and imaginaries. Lastly, by investigating the classifying topos of the theory of perfect MV-algebras, we obtain various results (...) on its syntax and semantics also in relation to the cartesian theory of the variety generated by Chang’s MV-algebra, including a concrete representation for the finitely presentable models of the latter theory as finite products of finitely presentable perfect MV-algebras. Among the results established on the way, we mention a Morita-equivalence between the theory of lattice-ordered abelian groups and that of cancellative lattice-ordered abelian monoids with bottom element. This study utilizes social exchange theory to argue that a more complete picture of the effects of China’s FDI in Africa needs to include non-economic factors, especially institutional forces that incorporate macro political considerations. We propose that economic dependencies created by China’s FDI in Africa are reciprocated by votes in international organizations, and thus, we hypothesize and test that increasing China’s FDI in African nations leads to increased political alignment in international affairs with those African nations. The proposed relationship, however, (...) will be weakened for African countries with stronger governance mechanisms. Using data for China’s FDI in African countries from 2001–2019, we find support for our hypotheses. We find that China’s economic engagement in Africa has resulted in increased political alignment on international issues evidenced by votes in United Nations organizations raising the possibility Africa’s most attractive resource may not be economic, but rather political. This, however, poses the question of whether votes are a ‘resource’ that can be traded for economic purposes. (shrink)

It is a common belief that males have superior visuospatial abilities and that differences in this and other cognitive domains (e.g., math) contribute to the reduced interest and low representation of girls and women in STEM education and professions. However, previous studies show that gender-related implicit associations and explicit beliefs, as well as situational variables, might affect cognitive performance in those gender-stereotyped domains and produce between-gender spurious differences. Therefore, the present study aimed to provide information on when, how and who (...) might be affected by the situational reactivation of stereotypic gender-science beliefs/associations while performing a 3D mental rotation chronometric task (3DMRT). More specifically, we assessed the explicit beliefs and implicit associations (by the Implicit Association Test) held by female and male students of humanities and STEM majors and compared their performance in a 3DMRT after receiving stereotype- congruent, incongruent and nullifying experimental instructions. Our results show that implicit stereotypic gender-science associations correlate with 3DMRT performance in both females and males, but that inter-gender differences emerge only under stereotype-reactivating conditions. We also found that changes in self-confidence mediate these instructions’ effects and that academic specialization moderates them, hence promoting 3DMRT performance differences between male and female humanities, but not STEM, students. Taken together, these observations suggest that the common statement “males have superior mental rotation abilities” simplifies a much more complex reality and might promote stereotypes which, in turn, might induce artefactual performance differences between females and males in such tasks. En este artículo analizamos los límites intrínsecos de nociones como la «dignidad humana» y otros análogos interculturales a la luz de la asimetría ineludible que imponen las reglas inherentes de inclusión, exclusión y jerarquía de todo lenguaje. En este marco, analizamos la excepcionalidad que supone la dignidad humana para el concepto mismo de los derechos humanos. Sobre esa base, sostenemos que es imperativo mantener diferenciados los privilegios que reconocemos a los animales humanos, de los derechos que reconocemos a otros animales (...) no humanos, sin que ello implique argumentar en desmedro de estos últimos. Finalmente, en el marco del análisis epistemológico y lingüístico, reconocemos el carácter paradójico e ineludible de los derechos humanos, que impone «violentamente» un orden de sentido que, en última instancia, parecen fundarse en la exclusiva voluntad del legislador. En este artículo se desarrollará un análisis, delimitado al contexto europeo, sobre cómo las expulsiones colectivas representan una vulneración de derechos humanos, cuál es su impacto y cuál su tratamiento jurídico y jurisprudencial. Para ello se analizarán tres aspectos concretos: en primer lugar, el devenir de la “securitización” de las políticas de control migratorio y su externalización. En segundo lugar, se realizará un estudio de las expulsiones en general, como política de control migratorio, para analizar el caso específico de las (...) expulsiones colectivas. Y, en tercer lugar, se analizará la política migratoria concretada a partir de la firma de convenios de readmisión de la UE o los Estados miembros con países de tránsito y origen, haciendo una breve mención al convenio bilateral firmado por España con Marruecos, con especial atención a la puesta en práctica y la regulación normativa de las devoluciones en caliente. Membrane proteins possess certain features that make them susceptible to the electric fields generated at the level of the plasma membrane. A reappraisal of cell signalling, taking into account the protein interactions with the membrane electrostatic profile, suggests that an electrical dimension is deeply involved in this fundamental aspect of cell biology. At least three types of potentials can contribute to this dimension: (1) the potential across the compact layer of water adherent to membrane surfaces; this potential is affected by (...) classical inducers of cell differentiation, like dimethylsulfoxide and hexamethylenebisacetamide; (2) the potential across the Gouy‐Chapman double layer, which accounts for the effects of extracellular cations in the modulation of differentiation; and (3) the resting potential. This last potential and its governing ion currents can be exploited in localised mechanisms of cell signalling centred on the functional association of integrin receptors with ion channels. (shrink)

La llamada "moral civil" tiene tres características principales: es una "ética de mínimos", es plenamente racional, y se establece por consenso. Sin embargo, la ética no se mide por el número de preceptos, y los sistemas éticos no pueden ser clasificados por un criterio de cantidad. Más aun, es un punto de partida falso considerarla como un pensamiento racional uniforme frente a una pluralidad de creencias religiosas. Y si el consenso es sólo el resultado de una votación, puede fácilmente convertirse (...) en una dictadura de la mayoría. Por tanto, la ética civil tendría que buscarse en el sentido amplio de la justicia en vez de establecer un sistema nuevo. (shrink)
