So-called ‘gain-of-function’ (GOF) research is virological research that results in a virus substantially more virulent or transmissible than its wild antecedent. GOF research has been subject to ethical analysis in the past, but the methods of GOF research have to date been underexamined by philosophers in these analyses. Here, we examine the typical animal used in influenza GOF experiments, the ferret, and show how despite its longstanding use, it does not easily satisfy the desirable criteria for ananimal model. We then (...) discuss the limitations of the ferret model, and how those epistemic limitations bear on ethical and policy questions around the risks and benefits of GOF research. We conclude with a reflection on how philosophy of science can contribute to ethical and policy debates around the risks, benefits and relative priority of life sciences research. (shrink)

Objectives—To evaluate a departmental computer system.Design—a. Direct comparison of the time taken to use a manual system with the time taken to use a computer system for lung function evaluation, loan of equipment and production of correspondence. b. Analysis of the accuracy of data capture before and after the introduction of the computer system. c. Analysis of the comparative running costs of the manual and computer systems.Setting—Within a department of respiratory medicine serving a hospital of 1323 beds.Main Outcome Measures—a. Time (...) taken to perform functions with the assistance of computerised methods, in comparison to the manual method used alone. b. Accuracy of data capture. c. Relative running costs.Results—a. The computer system was significantly faster than the manual system for lung function evaluation, loan of equipment, and checking for overdue equipment. The production of correspondence was slightly slower with the computer. b. All outpatient episodes, but only 43 of 65 of inpatient episodes, were captured. Lung function and managerial report data were accurate using both manual and computerised methods. The manual system for equipment loans was inefficient, and use of the computer resulted in the recovery of 221 nebulisers. c. Development costs for 1988–1990 were high. Only £1200 to £1845 per year was recovered directly from staff time saved by the computer but larger savings resulted from changes in work practice. After 10 years the projected deficit is £10 000 per annum in running costs.Conclusions—In comparison with the manual methods, the computer system has shown significant advantages which provide accurate information, with significant favourable effects on working practices. In evaluating computer systems used in clinical practice it is essential to ensure that the projected work practice benefits are achieved without unacceptable costs in staff time, inaccurate data and high financial outlay. Timothy Murphy has done those of us in the field of bioethics a great service by being forthright about how irreligious centers of power work against theology and theologians. This has opened the door to direct and honest conversation about some facts that were previously known but rarely discussed publicly. Now, eight years after Murphy’s important article appeared in the American Journal of Bioethics, there is room to engage the facts and arguments surrounding the role for theology in the field. (...) It is important, first of all, to agree that if theology is to be excluded while other normative traditions included this must be defended on the basis of a coherent set of defensible claims, not merely raw assertions and power plays. Once the field comes to terms with the fact that no coherent set of defensible claims exist which can justify excluding theology from the field, this will create the conditions for the possibility of the kind of intellectual solidarity which can transform bioethics into a field that is at once much more diverse and inclusive while also of its very nature interested in robust debate which includes references first principles and metaphysical foundations. The new science of genomics endeavors to chart the genomes of individuals around the world, with the dual goals of understanding the role genetic factors play in human health and solving problems of disease and disability. From the perspective of indigenous peoples and developing countries, the promises and perils of genomic science appear against a backdrop of global health disparity and political vulnerability. These conditions pose a dilemma for many communities when attempting to decide about participating in genomic research or (...) any other biomedical research. Genomic research offers the possibility of improved technologies for managing the acute and chronic diseases that plague their members. Yet, the history of biomedical research among people in indigenous and developing nations offers salient examples of unethical practice, misuse of data and failed promises. This dilemma creates risks for communities who decide either to participate or not to participate in genomic science research. (shrink)

The history of the dyestuffs industry during the period 1775–1860 is interesting for three reasons. In the first place it was in connection with the manufacture of synthetic dyestuffs, begun in 1856, that the industrial research laboratory and the organization scientist first unmistakably appeared in the last decades of the nineteenth century. Secondly, there are the enigmas of W. H. Perkin, the man who discovered and manufactured the first coal-tar colours, but who retired somewhat abruptly from the industry in 1874: (...) just after the synthesis of alizarine. Thirdly, the dyestuffs industry was in intimate association with the textile industries which had for a long time been subject to frequent radical scientific and technological innovation. Among the most important of these we may mention John Smeaton's classic paper of 1759 on the maximum work obtainable from a given fall of water: a problem important not only for the abstract science of mechanics, but also for the design of waterwheels—the main source of power for the early textile mills. (The waterwheel was not, during the eighteenth century, the epitome of the quaint and picturesque: it was in the van of scientific and technical progress.) Again, the textile industries were quick to employ the Watt rotative engine; previously a two cylinder Newcomen engine had been tried out. Bleaching powders, based on Scheele's discovery of chlorine and its properties, were rapidly adopted: in this context one cannot help contrasting the indifference of medical science to Davy's early suggestion of using nitrous oxide as an anaesthetic; or Faraday's comment in 1818 on the anaesthetic power of sulphuric ether. The textile industries saw, over this period, a rapid succession of new machines, the pace of invention being so hot that in 1832 Charles Babbage reported that machines became obsolete long before they wore out. A Salford cotton mill was the first industrial establishment to use gas lighting: James Thomson, calico printer, introduced gas lighting to the town of Clitheroe when he installed it in his works. And there were many other important technical and scientific innovations. It was to supply these industries, so well accustomed to change, that the synthetic coal-tar dyestuffs were introduced from 1856 onwards. It is interesting that, so far as we can see, the appearance of these synthetic dyestuffs was the last in the series of major innovations in the textiles and related industries: at least until recent times. On September 12, 2008 a Los Angeles commuter train collided with a freight train, killing 25 people and injuring another 135. In chapter 56 of Charles Dickens's Dombey and Son, a passing train collides with a character, running him over and casting "his mutilated fragments in the air."The first of these we might well call an accident. No malicious human agent was at work in that fatal Los Angeles encounter; whenever you have large numbers of vehicles traveling on shared (...) tracks with massive inertial force, then occasionally there will be fatalities—certainly there have been since the dawn of the railway age. In the Summer 2017 NCBQ, Joshua Evans strongly criticized arguments made by Charles Camosy about the possibility of a prenatal child being a material mortal threat to her mother. Here Camosy demonstrates that the formal/material debate remains open for non-dissenting Catholic moral theologians. He also shows that his reference to just-war theory is used to discuss innocence; it is not evidence of a particular methodology. Despite Evans’s claim to the contrary, Camosy notes multiple examples where he affirms the uniqueness (...) of pregnancy and the special duty of parents to children. He argues for full deference to the magisterium in matters where doctrine has been defined and urges solid theological grounding for teachings on abortion when the mother’s life is at risk, especially given the profound personal and political issues at stake. In a short section of his 2015 book Beyond the Abortion Wars, Charles Camosy claims that direct abortion to save the life of the mother is consistent with Catholic principles. Joshua Evans published an essay critical of this view in the Summer 2017 issue of the National Catholic Bioethics Quarterly, to which Camosy responded in the Summer 2018 issue. In the current essay, Evans replies to Camosy’s recent response by offering a further examination of three central issues in dispute: (...) how the history of moral theology bears on public debates, how past authoritative Church teaching applies when the method of moral theology apparently has shifted, and how the analysis of vital conflicts is affected when examined in relation to more fundamental theological considerations. There is perhaps no more important value than fundamental human equality. And yet, despite large percentages of people affirming the value, the resources available to explain and defend the basis for such equality are few and far between. In his newest book, Charles Camosy provides a thoughtful defense of human dignity. Telling personal stories like those of Jahi McMath, Terri Schiavo, and Alfie Evans, Camosy, a noted bioethicist and theologian, uses an engaging style to show how the influence of (...) secularized medicine is undermining fundamental human equality in the broader culture. And in a disturbing final chapter, Camosy sounds the alarm about the next population to fall if we stay on our current trajectory: dozens of millions of human beings with dementia. Heeding this alarm, Camosy argues, means doing two things. First, making urgent and genuine attempts to dialogue with a secularized culture which cannot see how it is undermining one of its most foundational values. Second, religious communities which hold the Imago Dei sacred must mobilize their existing institutions (and create new ones) to care for a new set of human beings our throwaway culture may deem nonpersons. The practice of rights thinking is desirable in modern societies but its scope is restricted by concern for utility and the demands of personal relationships. The result is a hybrid practice no part of which is a foundation for the others. Differences between pure rights thinking, theories of rights and rights talk support a moral pragmatism for which the objects of moral thinking are not decided a priori. The argument draws upon the historical context provided by Bentham, Burke, Locke and (...) Marx. This commentary argues that Evans & Levinson (E&L) should expand their two-track model to a three-track model in which biological and cultural evolution interact with the evolution of an individual's language repertories in ontogeny. It also comments on the relevance of the argument from the poverty of the stimulus and offers a caveat, based on analogous issues in biology, on the metaphor of language as a container, whether of meanings or of other content.

Drawing on Charles Tilly’s work on inequality, democracy and cities, we explore the local level dynamics of democratization across urban settings in India, South Africa, and Brazil. In all three cases, democratic institutions are consolidated, but there is tremendous variation in the quality of the democratic relationship between cities and their citizens. We follow Tilly’s focus on citizenship as the key element in democratization and argue that explaining variance across our three cases calls for analyzing patterns of inequality through (...) the kind of relational lens used by Tilly and recognizing that patterns of contestation are shaped by shifting political relationships between the nation and the city. We conclude that Tilly’s theoretical frame is nicely sustained by the comparative analysis of cases very different from those that stimulated his original formulations. (shrink)

The original text of the Constitution of the United States of America, written over 200 years ago, constitutes the supreme source of law in the American legal system. The seven articles and twenty seven amendments dictate understanding of fundamental principles of the federation’s functioning and its citizens’ rights. The paper aims to present the evolution of the U.S. Constitution’s language interpretation as provided by its final interpreter - the Supreme Court of the United States. Example of the Second Amendment will (...) be analyzed to present the change in understanding of the language grammar and, as a consequence, the sense of the right to keep and bear arms in the light of the Supreme Court’s decision in the case of District of Columbia v Heller ). It will argue for the accuracy of statement of Charles Evans Hughes, former Chief Justice of the U.S. Supreme Court: “We are under a Constitution, but the Constitution is what the judges say it is...”. The world contains objective causal relations and universals, both of which are intimately connected. If these claims are true, they must have far-reaching consequences, breathing new life into the theory of empirical knowledge and reinforcing epistemological realism. Without causes and universals, Professor Fales argues, realism is defeated, and idealism or scepticism wins. Fales begins with a detailed analysis of David Hume's argument that we have no direct experience of necessary connections between events, concluding that Hume was mistaken on this fundamental (...) point. Then, adopting the view of Armstrong and others that causation is grounded in a second-order relation between universals, he explores a range of topics for which the resulting analysis of causation has systematic implications. In particular, causal identity conditions for physical universals are proposed, which generate a new argument for Platonism. The nature of space and time is discussed, with arguments against backward causation and for the view that space and time can exist independently of matter or causal process. Many of Professor Fales's conclusions seem to run counter to received opinion among contemporary empiricists. Yet his method is classically empiricist in spirit, and a chief motive for these metaphysical explorations is epistemological. The final chapters investigate the perennial question of whether an empiricist, internalist and foundational epistemology can support scientific realism. (shrink)
