1 Evidence-based policy requires researchers to provide the answers to ecological questions that are of interest to policy makers. To find out what those questions are in the UK, representatives from 28 organizations involved in policy, together with scientists from 10 academic institutions, were asked to generate a list of questions from their organizations. 2 During a 2-day workshop the initial list of 1003 questions generated from consulting at least 654 policy makers and academics was used as a basis for (...) generating a short list of 100 questions of significant policy relevance. Short-listing was decided on the basis of the preferences of the representatives from the policy-led organizations. 3 The areas covered included most major issues of environmental concern in the UK, including agriculture, marine fisheries, climate change, ecosystem function and land management. 4 The most striking outcome was the preference for general questions rather than narrow ones. The reason is that policy is driven by broad issues rather than specific ones. In contrast, scientists are frequently best equipped to answer specific questions. This means that it may be necessary to extract the underpinning specific question before researchers can proceed. 5 Synthesis and applications. Greater communication between policy makers and scientists is required in order to ensure that applied ecologists are dealing with issues in a way that can feed into policy. It is particularly important that applied ecologists emphasize the generic value of their work wherever possible. (shrink)

Sa phrase « personal identity is not what matters » est inspirée d'une approche réductionniste de l'identité personnelle qui consiste à dire que la personne humaine se réduit à un corps, un cerveau et une série d'événements mentaux causalement liés. Dans cette optique, ce qui compte, c'est la continuité psychologique. Cet article vise à montrer que dans des dynamiques de reconnaissances, l'identité (...) personnelle peut compter dans la définition de l'identité personnelle à travers le temps ; en deux mots, que l'identité personnelle compte. Partant des conceptions narrativistes défendues par Paul Ricoeur et Charles Taylor, j'en viens à défendre une théorie constructiviste-institutionnaliste de l'identité personnelle qui prend en considération le caractère institué et construit de l'identité personnelle. This book provides an overview of key features of (philosophical) materialism, in historical perspective. It is, thus, a study in the history and philosophy of materialism, with a particular focus on the early modern and Enlightenment periods, leading into the 19th and 20th centuries. For it was in the 18th century that the word was first used by a philosopher (La Mettrie) to refer to himself. Prior to that, 'materialism' was a pejorative term, used for wicked thinkers, as a near-synonym (...) to 'atheist', 'Spinozist' or the delightful 'Hobbist'. The book provides the different forms of materialism, particularly distinguished into claims about the material nature of the world and about the material nature of the mind, and then focus on materialist approaches to body and embodiment, selfhood, ethics, laws of nature, reductionism and determinism, and overall, its relationship to science. For materialism is often understood as a kind of philosophical facilitator of the sciences, and the author want to suggest that is not always the case. Materialism takes on different forms and guises in different historical, ideological and scientific contexts as well, and the author wants to do justice to that diversity. This edited volume is a comprehensive presentation of views on the relations between metaphysics and logic from Aristotle through twentieth century philosophers who contributed to the return of metaphysics in the analytic tradition. It is perhaps most useful to approach the Doctor-Patient relationship (DPR) by admitting that it’s complicated. We review some of the strategies that have been employed to mitigate this complexity, zeroing in on one that promises to capture the main features of the DPR without eliminating some of its more important, existential components; pieces of the puzzle that must be retained if we are to avoid oversimplification and the errors that can arise by ignoring important foundational properties. We believe that (...) a useful way to look at the DPR and to capture essential features that must be balanced in the process is provided by Partnership Theory and its definition in terms of the so-called domination and partnership systems. We apply this theory to the DPR and investigate the implications of this application to health care. We see that in the absence of mitigating circumstances, adoption of the patient-as-partner model serves healthcare well and is flexible enough to accommodate circumstances that dictate modifications. In this essay, we defend the design of the Salk polio vaccine trial and try to put some limits on the role schemata should play in designing clinical research studies. Our presentation is structured as a response to de Freitas and Pietrobon who identified the CONSORT statement as a schema that would have, had it existed at the time, ruled out the design of the Salk polio vaccine trial of 1954 in favor of a completely randomized controlled clinical trial. We (...) argue that large-scale public health interventions often require evidence beyond simple efficacy, the limit of what an RCT can provide, and that the design actually adopted for the Salk trial represented a reasonable—albeit imperfect—compromise. This is of more than historical interest in that many contemporary studies are of the scale and scope to require a more pragmatic, rather than explanatory, approach to study design. (shrink)

Research shows that the physician’s personal attributes and social characteristics have a strong association with their end-of-life decision making. Despite efforts to increase patient, family and surrogate input into EOL decision making, research shows the physician’s input to be dominant. Our research finds that physician’s social values, independent of religiosity, have a significant association with physician’s tendency to withhold or withdraw life sustaining, EOL treatments. It is suggested that physicians employ personal social values in their EOL medical coping, because they (...) have to cope with existential dilemmas posed by the mystery of death, and left unresolved by medical decision making mechanisms such as advanced directives and hospital ethics committees. A well-known, early example is the biblical story of King Solomon, who used the absurdity of the procedure to help adjudicate a dispute between two women who each claimed to be the mother of a contested child. Solomon reasoned that his proposal to split the child into two, giving half to each woman, would be abhorrent to the real mother, and when one of the women objected (...) while the other thought the proposal was "only fair," the choice between the women was made obvious.Things, however, are not always so clear-cut, and it is not difficult to find arguments that point to the advantages that accrue to those that simplify matters.... Despite its importance, the linkage between genetic and cultural evolution has until now been little explored. An understanding of this linkage is needed to extend evolutionary theory so that it can deal for the first time with the phenomena of mind and human social history. We characterize the process of gene-culture coevolution, in which culture is shaped by biological imperatives while biological traits are simultaneously altered by genetic evolution in response to cultural history. A case is made from both theory (...) and evidence that genetic and cultural evolution are inseverable, and that the human mind has tended to evolve so as to bias individuals toward certain patterns of cognition and choice rather than others. With the aid of mathematical models we trace the coevolutionary circuit: The genes prescribe structure in developmental pathways that lay down endocrine and neural systems, imposing regularities in the development of cognition and behavior; these regularities translate upward into holistic patterns of culture, which can be predicted in the form of probability density distributions ; natural selection acts within human history to favor certain epigenetic rules over others; and the selection alters the frequencies of the underlying genes. The effects of genetic and cultural changes reverberate throughout the circuit and are consequently tested with the passage of each life cycle. In addition to modeling gene-culture coevolution, we apply methods from island biogeography and information theory to examine the cultural capacity of the genes, the factors determining the magnitude of cultural diversity, and the possible reasons for the uniqueness of the human achievement. The Belmont Report’s distinction between research and the practice of accepted therapy has led various authors to suggest that these purportedly distinct activities should be governed by different ethical principles. We consider some of the ethical consequences of attempts to separate the two and conclude that separation fails along ontological, ethical, and epistemological dimensions. Clinical practice and clinical research, as with yin and yang, can be thought of as complementary forces interacting to form a dynamic system in which the whole (...) exceeds the sum of its parts. Just as effective clinical practice cannot exist without clinical research, meaningful clinical research requires the context of clinical practice. We defend this thesis by triangulation, that is, by outlining how multiple investigators have reached this conclusion on the basis of varied theoretical and applied approaches. More confidence can be placed in a result if different methods/viewpoints have led to that result. (shrink)

In a society that is increasingly reliant on complex technologies, there are vital interests at stake in the ethics education of technical professionals. To promote professional behavior that will enhance the long-term well-being of all citizens and their environment, ethics education should be free of industry bias and use resources developed by independent academic and professional organizations. Recently, however, corporations have attempted to involve themselves in engineering ethics education (through the American Society of Engineering Education) as a spinoff of their (...) n-house employee ethics training. This article examines the “industry perspective” on ethics education offered by Boeing and Lockheed-Martin Corporations and reviews Lockheed-Martin’s “Ethics Challenge” game. The aerospace industry’s narrow focus on employee workplace behavior overlooks larger public-interest concerns. Engineering ethics education must include developing ethical awareness and a sense of social responsibility. (shrink)

The community college movement has been eager to embrace the accelerating changes brought about by global capital and facilitated by information technology. Leadership for the community college role in globalization has been cultivated by the American Association of Community Colleges and the League for Innovation in the Community College. As the administrators of publicly funded community colleges view themselves as managers and CEOs in a competitive market for education, the colleges look to private industry for funding. Meanwhile, the voice of (...) the community college is nearly silent with regard to environmental destruction and human rights abuses e xacerbated by globalization. This article will focuse on the role of community colleges in facilitating and cheerleading the corporate global economy while attenuating dissenting world views that would promote a more just and sustainable future. The author starts from the traditional American notion that technology might offer a way to decrease the horror and suffering of warfare. He points out that historically this assumption is flawed in that past technological advances, from gunpowder weapons to bombers, have only made warfare more--not less--bloody. With a relentless logic, Colonel Dunlap takes to task those who say that the Revolution in Military Affairs has the potential to make war less bloody. He covers the technological landscape from precision-guided munitions (...) and Information Warfare to the use of space for military operations to raise issues that could pose difficult ethical, legal and moral problems for statesmen and soldiers. Some of these conundrums are so confounding that the author could claim that in all humility his only purpose was to raise these issues to prompt debate. But Colonel Dunlap takes the next step to outline several broad thematic avenues that may help us all address the difficult problems that lie ahead. (shrink)

This paper uses the intuition from the game of chickento model client-auditor financial reporting and audit effort strategies. Within an ethical context, our model is concerned with the client misreporting and its detection by the auditor. The paper uses a welfare game(similar to the game of chicken) to more formally model client-auditor strategies. The welfare game is then extended to provide additional insight into ethical and audit effort issues.Such a welfare gameprovides equilibrium in mixed strategies. This mixed strategy solution makes (...) possible four outcomes from the game: 1) Financial Statements are fairly presented by client and the auditor performs a normal audit, 2) Financial Statements are fairly presented by client and the auditor performs an extended audit (over auditing), 3) Financial State-ments are misstated by client and detected by the auditor, and 4) Financial Statements are misstated by client and not detected by the auditor (audit failure despite no intended unethical action on the part of the auditor). I argue that sport hunting is a right thing according to Leopold’s land ethic. First, I argue that what Leopold means by a “thing” (“A thing is right...”) is not a human action, as is generally assumed, but rather a practice of conservation that is an activity connecting humans to the land. Such an “outdoor” activity emphasizes internal rewards and the achievement of excellence according to standards which at least partially define the activity. To say that hunting is a right (...) thing is to say that the practice of sport hunting tends in the direction of the land ethic. The actions of individual hunters are judged to be ethical or not by the standards of the practice; these standards are in turn evaluated by the precepts of the land ethic. Second, I discuss how the practical standards are evaluated. I argue that the concepts of integrity, stability, and beauty, contrary to some interpretations, are not inherent values of the biotic community, but rather labels carefully chosen by Leopold as three conduits for the ecological conscience necessary for the land ethic: the ethical, the ecological, and the aesthetic. I show that Leopold uses this model for his own evaluation of the practice of hunting as well as his evaluation of other practices of conservation. Thus, to ask about whether sport hunting is a right thing is to ask about the historical evolution of the standards of this practice and, of equal importance, about the future direction of these standards with regard to the land ethic. Louis Frédéric Ancillon was a member of the Prussian Academy of Sciences and Belles Lettres whose imagined dialogue between Berkeley and Hume was read to the Academy in 1796 and published in 1799. It is important as an indicator of the reception of Hume and Berkeley in francophone philosophical circles in late eighteenth-century Prussia. Our introduction is followed by an English translation with notes.

The first part of the paper sketches the rationale for the classical theistic thesis that, though God is not really related to the world, the world is really related to God. Part II delineates four sets of recent criticisms ofthis thesis: (a) an objection which assesses it as conflating transparent and opaque construals of intentional propositions, (b) a dilemma which regards it as undermining either free divine creativity or God’s knowledge of the contingent, (c) arguments which view its adherence to (...) an absolute divine immutability and independence as in conflict both with God’s knowledge of a changing creation and with human knowledge of God, and (d) two religiously inspired objections which contend that the thesis is contradictory to the biblical claim that God is personally related to the world. Part III develops the linguistic essence of the classical thesis through the syntactical insights of Sommers’ logic and defends it against the objections posed. (shrink)

The purpose of this paper is to review the rising influence of commercialism in American medicine and to examine some of the consequences of this trend. Increased competition subverts physician collegiality, draws hospitals into for-profit ownership and behavior, and leads clinical investigators into secrecy and possibly into bias and abuse. Medicine faces a deprofessionalization evidenced in loss of control over the clinical setting and over self-regulation. Health care becomes a commodity relying on cultivation of desires instead of satisfaction of needs, (...) even as many basic needs go unmet. Patients become consumers empowered with lawsuits and the connection of medicine to the relief of suffering is attenuated. Medical encounters are increasingly impersonal, dominated by specialization, technology, and bureaucracy. Patients are losing their physician-advocates to new conflicts of interests, physicians are losing their impulse to charity, and trust in the doctor-patient relationship and in medicine generally is eroding. Since the publication of Husserl's Logische Untersuchungen at the outset of this century, the notion of phenomenology has had a long and important history on the European continent. Of the many claims made on its behalf perhaps the most interesting is that phenomenology is able to ground philosophical assertions in a manner which is neither purely formal nor purely empirical, i.e., that phenomenology as a method is capable of transcending this very distinction. For example, phenomenologists argue that their reduction of (...) essences provides a way of knowing which is neither analytic nor synthetic but both. Having reached such an eidetic intuition phenomenologists claim to have attained a non-trivial universality and necessity. (shrink)

Technical expertise must be accompanied by an appreciation of the social, political, and moral questions involved in its application. However, because such questions do not serve a utilitarian purpose in achieving short-term economic advantage, they are generally considered as superfluous frills, lying outside the framework of technical education. Therefore, a new philosophy is proposed—one that incorporates values thought to be important for a humane, just, and sustainable society.
