In this paper, we discuss our approach to developing engaging course content linked to distinct learning outcomes on the topic of academic authorship. Academic authorship is a critical element of research culture and responsible conduct of research (RCR) courses. Drawing on instructional design methods, our online course aims to stimulate critical thinking about ethical authorship practices and to help students develop skills for resolving authorship-related conflicts. The course is scaffolded to facilitate engagement by tying video and podcast-style media, a choice-based (...) interactive simulation, and traditional case study activities, to specific learning objectives. We describe how each instructional technique enhances student engagement and learning for the paired objective, and the benefits of the holistic course design. Finally, we illustrate how RCR instructors can incorporate our materials in full or in part into their own course curricula and encourage others to use our course development approach when designing their own courses. This paper theorizes two dialectic moments in which art is situated. The hypothetical dialectic is based on Hal Foster’s explication of the relationship between the neo-avant-garde and the historical avant-garde which forms the thesis of his text The Return of the Real. This dialect is comprised of an initial moment that delineates the terms of our enunciative and perceptive condition followed by a second that “comprehends,” not completes, the first. I forward Slavoj Žižek’s notion of the stain to characterize this (...) first moment. By looking at the stain, we see the make-up of the whole field of symbolic relations attempting—but ultimately failing—seamlessly to incorporate it. I give Diane Arbus’s use of the stain as a subject as an illustration of this first moment. Further, I posit Žižek’s notion of the act as a method to redialecticize art stuck in this initial moment and made stagnant through cynicism. Acts are moments of absolute freedom, that “[temporarily suspend] the field of ideological meaning” (Enjoy Your Symptom 35). However, I qualify the act in art as a “spectre” of the real: “The Real which returns [as]… an image, a semblance, an ‘effect,’ which, at the same time, [delivers] ‘the thing itself’” (Welcome to the Desert of the Real 18). I use recent collage paintings by Albert Oehlen as illustrations to stage the latter part of my argument. (shrink)

The official narrative on the early history of the Korean state of Silla (trad. 57 BCE–935 CE) was constantly under revision and probably not initially charted until the late seventh or early eighth century. This narrative continued to evolve throughout the remainder of the Silla and early Koryŏ period (918–1392), achieving its final form in the mid-twelfth century with the publication of the Samguk sagi. King Mich’u (trad. r. 262–284) was modeled closely on King Pŏphŭng (r. 514–540) to push Silla (...) origins back several hundred years. Sŏk T’arhae (trad. r. 57–80) and Naemul (trad. r. 356–402) were crafted based on Chinese historiography. The late emergence of the legend of Pak Hyŏkkŏse (trad. 57 BCE–4 CE) as the ultimate founder of Silla in the Koryŏ period reflects the relevance of the Pak descent group in the Silla-Koryŏ transition period and rise of the Pak lineage in the early Koryŏ period. Purpose– The purpose of this paper is to present a novel mnemonic, ACTIVE, inspired by Mason's 1985 PAPA mnemonic, which will help researchers and IT professionals develop an understanding of the major issues in information ethics.Design/methodology/approach– Theoretical foundations are developed for each element of the mnemonic by reference to philosophical definitions of the terms used and to virtue ethics, particularly MacIntyrean virtue ethics. The paper starts with a critique of the elements of the PAPA mnemonic and then proceeds to develop (...) an understanding of each of the elements of ACTIVE ethics, via a discussion of the underpinning virtue ethics.Findings– This paper identifies six issues, described by the mnemonic, ACTIVE. ACTIVE stands for: autonomy, the ability of the individual to manage their own information and make choice; community, the ethical effect of an information systems on the community which it supports; transparency, the extent to which the derivation of content and process in an information system is made clear; identity, the social and ethical effect of an information system on the definition and maintenance of the distinctive characteristics of a person; value, the value or moral worth placed on information associated with an individual and hence on the relationship with the individual; and empathy, the ability of the information systems professional to emotionally connect with the user and the extent to which the information system distances or connects.Originality/value– The paper applies virtue ethics to developing a tool to help information professionals reflect on their ethical practice in developing and supporting information systems. This chapter aims to articulate the motivation behind an insurrectionist philosophy. On this account, insurrectionist philosophy is about rejecting a world (and its norms and intervening background assumptions) and creating the possibility for transvaluation or a radical revolution of values. To shed light on this, McBride offers an account of Leonard Harris’s idiosyncratic philosophy born of strife and struggle, clarifying the role of Alain Locke’s critical pragmatism and the insurrectionist spirit needed to disavow the conventional norms and the intervening (...) background assumptions that lurk tacitly behind the dominant order of things. In _Democracy and Education_, John Dewey devotes a chapter to geography and history. McBride reveals that, until recently, he had not thought much about this chapter; geography and history were compulsory topics to be taught to children. In recent years, having read Katherine McKittrick’s _Demonic Grounds: Black Women and the Cartographies of Struggle_, McBride has been compelled to think more about geographies of dominance; the ways place, terrain, and geography are imbued with racialized and gendered and hierarchal values, (...) which conspire to create boundaries and exclusions. According to Dewey, learning about the geographies of place and histories of groups of people can enrich our connections to this place and its ecology, make the goals of our people more meaningful, and it can boost our inefficaciousness in our immediate surroundings. Failing this, the knowledge we gain from our elders becomes increasingly detached and meaningless. McBride suggests that Dewey suffered from a form of this estrangement (regarding the tacit racially-white Eurodescended coloniality of North America). McBride suggests that the vast majority of our society can conceive of no future world that is not dominated by Eurodescended peoples and thoroughly infused with their techno-industrial norms and values. If our accounts of the social milieu skirt past the dispossession of the first peoples or the enslavement of Afrodescended peoples or the debilitating effects of heteropatriarchy, then it would appear that we are not terribly critical about our past or our connection to place. It would suggest that we are resigned to (or comfortable within) the Eurodescended norms of this place, unable to see any viable alternatives. In the end, McBride suggests that we accept the Deweyan insight but supplement it with the critical study of geographies of domination and cartographies of struggle. (shrink)

This essay examines the grammatical structure underlying the use of the word "conscious". Despite the existence of this grammatical structure, I reject the assumption that actual consciousness has a similar structure. Specifically, I reject the claim that consciousness consists of three subtypes: state consciousness, transitive consciousness, and creature consciousness. I offer an inductive argument and a deductive argument that no such psychological entities exist. The inductive argument: given the lack of evidence or arguments for the entities and given that a (...) tripartite consciousness structure evolved from a tripartite grammatical habit, it would be far too coincidental if the grammatical distinction mirrored a psychological distinction. The deductive argument shows that absurd conclusions follow from assuming the existence of three distinct psychological entities. Furthermore, the verbal habits that motivate the distinction are rendered more intelligible under a "Unitary Thesis", the idea that verbal distinctions involving use of the word "conscious" are unified in their reliance on a single ontological unit, that of conscious experience. This original collection of jurisprudential essays furthers our understanding of the nature of rights. In Part 1, Halpin considers the value of Hohfeldian neutrality when theorising about law in general, and legal rights in particular, and Kurki focuses on Hohfeld's operative notion of power. In Part 2, Kramer rebuts Wenar's objections to his Interest Theory of rights, and May provides a comparative defence of the Interest Theory against Wenar's Kind-Desire theory of claim-rights. Penner then pursues legal doctrine, focusing on whether (...) judges hold the powers of their office as rights, an issue over which Wenar and Kramer have clashed. Sreenivasan, utilising a novel test case involving pure public goods, argues that the third party beneficiary objection to the Interest Theory is fatal. McBride builds on Sreenivasan's Hybrid Theory of claim-rights to construct his new Tracking Theory of rights. This book expands our understanding of a growing, yet largely unstudied phenomenon: the flow of children across borders through intercountry adoption. What explains the spread of intercountry adoption through the international system over time? McBride investigates the interconnected networks of states, individuals, and adoption agencies that have collaborated to develop the practice of intercountry adoption we see today. This book tells the story of how adoption agencies mediate between individuals and states in two ways: first by teaching states about (...) intercountry adoption as a policy, and second by helping states implement intercountry adoption as a practice. McBride argues that this process of states learning about intercountry adoption from adoption agencies has facilitated the global development of the practice in the past seventy years. (shrink)

This article argues that we must distinguish between two distinct currents in the politics of recognition, one centred on demands for equal respect which is consistent with liberal egalitarianism, and one which centres on demands for esteem made on behalf of particular groups which is at odds with egalitarian aims. A variety of claims associated with the politics of recognition are assessed and it is argued that these are readily accommodated within contemporary liberal egalitarian theory. It is argued that, pace (...) Taylor, much of what passes for `identity' or recognition politics is driven by demands for equal respect, not by demands for esteem/affirmation. Given the inherently hierarchical nature of esteem recognition, no liberal state can consistently grant such recognition. Furthermore, these demands pose the risk of intensifying intergroup competition and chauvinism. Esteem recognition is valuable for individuals, but plays a problematic role for egalitarian politics. Socially inspired robotics involves drawing on the observation and study of human social interactions to apply them to the design of sociable robots. As there is increasing expectation that robots may participate in social care and provide some relief for the increasing shortage of human care workers, social interaction with robots becomes of increasing importance. This paper demonstrates the potential of socially inspired robotics through the exploration of a case study of the interaction of a partially sighted social worker with (...) a support worker. This is framed within the capability approach in which the interaction of a human and a sociable robot is understood as resulting in a collaborative capability which is grounded the relationship between the human and the robot rather than the autonomous capabilities of the robot. The implications of applying the case study as an analogy for human–robot interaction are expressed through a discussion of capabilities and social practice and policy. The study is attenuated by a discussion of the technical limits of robots and the extensive complexity of the social context in which it is envisaged sociable robots may be employed. (shrink)

ABSTRACTAccording to interest theorists of rights, rights function to protect the right-holder's interests. True. But this leaves a lot unsaid. Most saliently here, it is certainly not the case that every agent who stands to benefit from performance of a duty gets to be a right-holder. For a theory to allow this to be the case—to allow for an explosion of right-holders—would be tantamount to a reductio thereof. So the challenge for interest theorists is to respect the core of the (...) interest theory while delimiting the set of right-holders in a principled manner. The foremost explicit attempt to do this has invoked Bentham's test. Predictably, invocation of this test has come under attack, with the ultimate aim of challenging the interest theory itself. My purpose in this paper is to render Bentham's test as clearly and accurately as possible. Doing so will raise issues of modality—ultimately in rendering Bentham's test's logical form. Ultimately a core attack on Bentham's test falls away, and, to that extent, the interest theory remains standing as a promising theory of rights. (shrink)

The chorus of doubts concerning the continued viability of the Western liberal tradition itself, in both ideational and institutional aspects, has grown much louder over the past several years. Can this tradition be said to be in a time of twilight – that time that falls? It is this question that would be explored in this paper. While searching the confirmation of the position, indicated in the title of the paper, author turns to contemporary ideological sources of Western liberalism. Such (...) concepts as capitalism, socialism, justice, democracy are considered in this context based on the works of two thinkers, John Rawls and Fred Dallmayr. By stressing ideal justice and ignoring concrete injustice, Rawls’ ideas seem strange even apart from the present crisis. The subsequent evolution of his thoughts is estimated by the author as the transition from daylight to twilight. It has manifested in Rawls’ refusal to apply his principles of justice to the international arena, his condescending attitude toward underdeveloped countries. The atmosphere of The Law of Peoples is still redolent of the assumption of American hegemony. The author wishes to extract from Dallmayr’s book for present purposes is above all his commitment to a version of socialism. But what neither Dallmayr nor Rawls and other liberal thinkers will gainsay is that central to the twilight zone in which we are wandering is the heavy hand of global capitalism. The next problem is that the modern liberal democratic theory has always professed to make the assumption of equality, but it has never fully embraced it. The most important conceptual element in accounting for this failure is the notion of majority rule. The author mentions three difficulties with the idea of majority rule: the problem of time and the problem of the identity of the human units who compose the majority, and the problem of information. He analyzes the recent political evolutions of both the United Kingdom and the United States, and France as well, which have certainly given Western liberalism a badname in many quarters. (shrink)

In this paper, I want to engage in, and move forward, a heated contemporary debate over certain normative positions within the well-known Hohfeldian table of legal relations – a table of dramatic explanatory power. After outlining the uncontroversial core of the table, I will leave the realm of uncontroversiality to enter the realm of controversy. I will enter, and stake out a stance in, a debate over the no-right position. Upon introduction of no-rights, a splinter occurs. There are two positions (...) one might take on no-rights, which I call the Strict Hohfeldian and the Dual. My paper offers decisive reason to favour the latter. Lest there be any doubt – arising from the paper’s chief focus on no-rights – the conclusion is one of great philosophical significance: by the paper’s end, we will, if only at the high level of abstraction at which this paper is pitched, have a complete understanding of Hohfeld’s table. In the not-too-distant future, robots will populate the walks of everyday life, from the manufacturing floor to corporate offices, and from battlefields to the home. While most work on the social implications of robotics focuses on such moral issues as the economic impact on human workers or the ethics of lethal machines, scant attention is paid to the effect of the advent of the robotic age on religion. Robots will likely become commonplace in the home by the end of the (...) twenty-first century as nannies and caretakers, particularly for young children. As a consequence, parents will want to be assured that robots will instruct their children in their values, based upon the moral teachings of their religious tradition. Consequently, parents will need robots programmed with appropriate religious software, installed by corporations but approved by their religious communities, e.g., Catholic robots, Muslim robots, and Lutheran robots. If, as expected, robots will acquire the capacity to engage in independent reasoning, believers will want to incorporate their robots within their religious communities to influence the evolution of robotic religious views. The Robotic Age will therefore present basic theological challenges. If robots simulate human personalities, desires, and fears, can religious communities tailor their doctrine, rituals, and institutions to accommodate these new “converts”? In short, can religion generate “soulless” theologies for the non-human? The Robotic Age promises a challenge unlike any other in the history of religious traditions. Biofundamentalists will undoubtedly resist revolutionary changes in theology, but for many people of faith, it will be difficult to resist appealing to those who appear and act strikingly like human beings. This paper poses questions and entertains speculation about those theological challenges, particularly in Christianity, which believers will face, e.g., concepts of the soul, blood sacrifice and redemption, marriage, and death. When we humans first began to speak, we quickly discovered the need for questions if we were to understand each other. Then came other questions, thousands of them. There were storms and hail, drought and gales, beloved dead parents came to one's dreams, from where? Always someone asked 'Why? Did those parents still exist somewhere? Answers were found by our ancestors.

It is popularly believed that if A owes B a duty of care in negligence, A will not actually have a legal duty to be careful: A will merely be required to pay damages to B if she suffers loss as a result of A's being careless. We can call this the cynical view of duties of care and those who adopt it, cynics. However, it is possible to take a different view of duties of care in negligence, according to (...) which if A owes B a duty of care of some description, A will actually have a legal duty to be careful. We can call this the idealistic view of duties of care in negligence and those who adopt it, idealists. This article explains the importance of the debate between idealists and cynics over the nature of duties of care in negligence and goes on to argue that the cynical view of duties of care in negligence is, in fact, wrong and that the idealistic view of such duties should be preferred. This contribution raises two questions about Talisse’s strategy of grounding democratic norms in a perfectionist account of epistemic agency: first, whether a perfectionist account of epistemic agency is plausible in itself, and second, whether Talisse is right to posit such a close relationship between communities of inquiry and democratic community? Epistemic perfectionism is rejected in favour of a more pluralist view of epistemic agency which starts from an account of the agent’s particular responsibilities. Next it is argued that communities of (...) inquiry are neither democratic, nor is democratic government a condition of their flourishing. Against the grounding strategy, it is argued that those epistemic responsibilities pertinent to the practice of democratic politics can only be determined once we are in possession of a prior account of our civic responsibilities. My strategy in outline: first, I want to set out Fred Dretske's classic challenge to (Closure) – a challenge which began in 1970–1971. Then I want to consider a specific, recent counter‐challenge (...) to Dretske's challenge to (Closure) mounted by John Hawthorne, and to defend Dretske's challenge from Hawthorne's counter‐challenge. Doing this is not to invalidate (Closure). In this regard my conclusions are modest: Dretske's challenge to (Closure) is – or, better: can be made – sophisticated and, so far, unmet. (shrink)

My task here is to articulate my own novel hybrid theory of (claim-)rights, namely, the Tracking Theory of rights. While new, it has historical antecedents. There is nothing (entirely) new under the sun. Its most vivid antecedents come from the fields of epistemology, in particular Robert Nozick's work, and legal philosophy, in particular Gopal Sreenivasan's work. I am happy to stand on the shoulders of giants. Here I want to freshly articulate the theory from the ground up. So the challenge (...) will be to keep the articulation of the Tracking Theory front and centre, but, naturally, indebtedness to Nozick and Sreenivasan will be woven in at multiple junctures. My Tracking Theory will neither stand nor fall with Nozick's. The relation is more subtle. The strategy is to trade on the indubitable subtlety of Nozick's epistemology to capture the structure of a central normative concept. (shrink)

The distinction between egoistic and altruistic motivation is firmly embedded in contemporary moral discourse, but harks back too to early modern attempts to found morality on an egoistic basis. Rejecting that latter premise means accepting that others’ interests have intrinsic value, but it remains far from clear what altruism demands of us and what its relationship is with the rest of morality. While informing our duties, altruism seems also to urge us to transcend them and embrace the other-regarding values and (...) virtues constitutive of a good life. This rather wide conception of morality may strike us today as too demanding. At the same time, however, currently popular impartialist accounts of morality can disrupt much everyday altruism in their insistence that each person’s interests are weighed precisely equally. Having sketched this problematic of altruism, the second half of this Introduction outlines the arguments of the four papers and review essay in this collection, each of which, in a different way, negotiates the difficult relationships between egoism, altruism, morality and impartiality. This essay considers the reception of Albert Memmi's Decolonization and the Decolonized . Memmi himself observed that it is much harder to be a writer about postcolonialism than colonialism. Why would this be true? What can we learn about the difficutlies of postcolonial philosophizing and the politics of decolonization through this publication of Memmi's?

Joseph Raz has introduced an interesting class of statements —detached statements— into the philosophical lexicon. In brief, such statements are normative statements, yet the speaker does not, in so uttering them, express or convey acceptance of the point of view of the hearer to whom they are addressed. I propose to offer a novel analysis of such statements. In brief, such statements will be analysed as wide-scope normative conditionals.

This collection of essays and reviews represents the most significant and comprehensive writing on Shakespeare's A Comedy of Errors. Miola's edited work also features a comprehensive critical history, coupled with a full bibliography and photographs of major productions of the play from around the world. In the collection, there are five previously unpublished essays. The topics covered in these new essays are women in the play, the play's debt to contemporary theater, its critical and performance histories in Germany and Japan, (...) the metrical variety of the play, and the distinctly modern perspective on the play as containing dark and disturbing elements. This symposium examines insurrectionist ethics, the brainchild of Leonard Harris. The position does not stem from one key source; it was born out of Harris’s philosophical interaction with various philosophers over an extended period, including thinkers as diverse as David Walker, Karl Marx, Edward Wilmot Blyden, Alain Locke, and Angela Davis. The driving questions are: What counts as justified protest? Do slaves have a moral duty to insurrect? What character traits and modes to resistance are most conducive to liberation and (...) the amelioration of oppressive material conditions? Insurrectionist ethics is meant to address such questions. In this article, the authors explore the interaction of language and culture through a metaphorical analysis of the ideas written of in Gregory Stock's book, Metaman, as well as explain how education shares the implicit assumptions of Metaman, thus perpetuating and strengthening a modern-day discourse that embeds a technological manifest destiny enveloped in deficiency as a guiding metaphor.

This paper discusses findings from a research study that investigated the experience of being a breastfeeding woman in New Zealand. The study was motivated by a desire to better understand why the majority of New Zealand women wean their infants before 6 months of age, despite the benefits of prolonged breastfeeding being well accepted. Nineteen women, who were breastfeeding or had recently breastfed, were engaged in unstructured interviews about their experience, and the results were examined using a reflective lifeworld research (...) methodology. The findings presented here demonstrate that women often employ an interpretive framework that is aligned with the philosophical tradition of Descartes’ mind–body split, also know as Cartesian dualism. This leads to a widely held perception of the breast as an object, which emerged in the participants’ narratives and is explored using Heidegger's philosophical interpretation of equipment. We conclude that the objectification of the breast in our society fails to provide women with language that describes the breastfeeding experience in a meaningful way, thus undermining women's ability to articulate and reconcile their embodied breastfeeding experiences. Članak je kritičko preispitivanje krize u vladavini zakona u kontekstu suvremene politike u SAD. Tekst navodi neke primjere američke nacionalne i vanjske politike u svezi s tzv. ‘kultom demokracije’. Članak je podijeljen na dva dijela. Prvi se dio bavi izvješćem, koje se bavi, redom, službenim odnosima SAD prema međunarodnom zakonodavstvu; zatim prema moći institucije predsjedništva; te glede uloge Vrhovnoga Suda. Drugi dio ispituje neke filozofijske implikacije američke politike, a u svezi s pitanjima demokracije i vladavine zakona.

Les failles dans la théorie de la démocratie libérale ont été toujours localisées dans au moins deux sphères importantes : celle de la procédure et celle des résultatst. En ce qui concerne la première, le problème réside dans le fait que l’on tâche que «la volonté du peuple» – ou du moins celle du peuple pertinent, des électeurs éligibles – s’exprime à travers des mécanismes signifiants et pratiques. Suivant le consenus partagé jusqu’à récemment par la plupart des théoriciens orthodoxes de (...) la démocratie libérale, les élections à des cops représentatifs et les votes ultérieurs des gagnants de ces élections constituent de tels mécanismes. Or, on constate à tout bout de champ que différentes instances des pouvoirs élus agissent à l’encontre de l’opinion des groupements de personnes qui les ont élus. La théorie de la démocratie libérale dit que, tant que l’on respecte les procédures appropriées permettant l’expression majoritaire de la volonté du peuple quant à ceux qui le représenteront, les représentants sont légitimés à voter contre la volonté apparente du peuple. Or, c’est une pure condradiction pratique. En ce qui concerne la question des résultats, la théorie récente de la démocratie libérale s’est creusé là une fosse encore plus profonde en abandonnant le concept de bien commun, auquel souscrivaient du moins quelques-uns des théoriciens plus traditionnels. La théorie de la démocratie libérale a finalement renoncé à toute fonction critique à l’égard des résultats. Par contre, elle est obligée de ratifier tout résultat, quelque déplorable ou même tragique qu’il puisse être, tant qu’il soit le produit de l’ensemble habilité des procédures et des institutions admises. Or, la nouvelle orientation théorique devra s’attaquer à tous les éléments qui sont absents dans l’approche rawlsienne et dans les écrits de la plupart des disciples libéraux de Rawls : pouvoir, violence, domination, idéologie, décision, interprétation, expression politique, révolution, histoire, économie, biopolitique. On a désespérément besoin de nouveaux modèles opour la philosophie sociale et politique! (shrink)

The unfinished, posthumously published second volume of Jean-Paul Sartre's Critique of Dialectical Reason consists for the most part of a study of the evolution of the Soviet Union under the reign of Stalin. Essentially, Sartre sees this history as amounting to a lengthy deviation from the goal of socialism, a deviation that he regards as thoroughly intelligible in light of social and historical circumstances. Some ten years after abandoning his work on this book, on the occasion of the Soviet invasion (...) of Czechoslovakia, Sartre concluded that this ‘deviation’ was permanent. At the same time, Sartre believed, as he had stated already in Volume I of the Critique, that the post-Stalinist era must be characterized as ‘One World’, a historical turning away from the plurality that had prevailed in all of past human history. The present essay attempts to capture Sartre's approach to history as ongoing ‘totalization’ – conflict-filled, subject to contingency and chance and the frequent occurrence of ‘holes’, and nevertheless intelligible. Although Stalin died many decades ago, and the Soviet Union itself no longer exists as such, it is argued here that Sartre's approach in this book is very useful as a key to the present time. Future history is indeed unpredictable, but Sartre's techniques of historical analysis remain valid. It is also contended, more controversially, that today the ideal of democracy may be in the process of following the path of socialism in the direction of permanent deviation. (shrink)

This article addresses the question of whether judges can take the internal point of view towardtheir legal system's rule of recognition for purely prudential reasons. It takes a fresh look at an underappreciated conceptual argument of Joseph Raz's that answers: no. In a nutshell, Raz argues that purely prudential reasons are reasons of the wrong kind for judges to accept their legal system's rule of recognition. This paper argues that the contrast between direct and representative democracy is less important than that between simple majoritarianism and deliberative i.e., public reason centred, democracy, as only the latter is sufficiently sensitive to the problem of domination. Having explored a range of arguments in favour of direct democracy it is argued that moves in this direction are only warranted when the practice of public reasoning will be enhanced. Both symbolic representation and delegate democracy are rejected in favour of substantive (...) measures to formalise communication between voters and representatives and permit the formal contestation of political decision on the ground that these will provide stronger defences against domination within the political system.
