Non-invasive prenatal testing is at the forefront of prenatal screening. Current uses for NIPT include fetal sex determination and screening for chromosomal disorders such as trisomy 21. However, NIPT may be expanded to many different future applications. There are a potential host of ethical concerns around the expanding use of NIPT, as examined by the recent Nuffield Council report on the topic. It is important to examine what NIPT might be used for before these possibilities become consumer reality. There is (...) limited research exploring views of women on possible future uses of NIPT, particularly those of women who have undergone NIPT. In this study, we examined the views of women who undertook NIPT previously on the acceptability of and interest levels in using NIPT for a number of current and possible future applications. These included several medical conditions encompassing psychiatric, neurodevelopmental and adult-onset conditions as well as non-medical traits such as intelligence. One thousand women were invited to participate and 235 eligible surveys were received. Women generally reported an interest in using NIPT for medical conditions that severely impacted quality of life and with an onset earlier in life and stressed the importance of the accuracy of the test. Concerns were raised about the use of NIPT for non-medical traits. Respondents indicated that termination of pregnancy was not their only reason for testing, particularly in the case of sex. These results can further inform the ethical debate around the increasing integration of NIPT into healthcare systems. (shrink)

Generative AI programs can produce high-quality written and visual content that may be used for good or ill. We argue that a credit–blame asymmetry arises for assigning responsibility for these outputs and discuss urgent ethical and policy implications focused on large-scale language models.

It is a pleasure for me to give this opening address to the Royal Institute of Philosophy Conference on ‘Explanation’ for two reasons. The first is that it is succeeded by exciting symposia and other papers concerned with various special aspects of the topic of explanation. The second is that the conference is being held in my old alma mater, the University of Glasgow, where I did my first degree. Especially due to C. A. Campbell and George Brown there was (...) in the Logic Department a big emphasis on absolute idealism, especially F. H. Bradley. My inclinations were to oppose this line of thought and to espouse the empiricism and realism of Russell, Broad and the like. Empiricism was represented in the department by D. R. Cousin, a modest man who published relatively little, but who was of quite extraordinary philosophical acumen and lucidity, and by Miss M. J. Levett, whose translation of Plato's Theaetetus formed an important part of the philosophy syllabus. (shrink)

Identifying the necessary and sufficient conditions for individuating and classifying diseases is a matter of great importance in the fields of law, ethics, epidemiology, and of course, medicine. In this paper, I first propose a means of achieving this goal, ensuring that no two distinct disease-types could correctly be ascribed to the same disease-token. I then posit a metaphysical ontology of diseases—that is, I give an account of what a disease is. This is essential to providing the most effective means (...) of interfering with disease processes. Following existing work in the philosophy of medicine and epidemiology (primarily Christopher Boorse; Caroline Whitbeck; Alexander Broadbent), philosophy of biology (Joseph LaPorte; D.L. Hull), conditional analyses of causation (J.L. Mackie; David Lewis), and recent literature on dispositional essentialism (Stephen Mumford and Rani Anjum; Alexander Bird), I endorse a dispositional conception of disease. Following discussion of various conceptions of disease-identity, their relations to the clinical and pathological effects of the diseases in question, and how diseases are treated, I conclude (i) that diseases should be individuated by their causes, and (ii) that diseases are causal processes best seen as simultaneously acting sequences of mutually manifesting dispositions. My title is of course a variation on Professor H. D. Lewis' well-known Our Experience of God . There he expounded a variety of religious intuitionism, which stands in the line of Schleiermacher, Rudolf Otto and Martin Buber. These and other writers have characteristically made ‘the move to experience’, as a new blend of natural and revealed theology. The move makes a great deal of sense. On the one hand it grounds belief at a time when the older natural theology (...) apparently had crumbled. On the other hand, it points to the dynamics of religious inspiration and gave a new perspective on revelation. It softens both reason and faith, of course, but it also provides a defence against skepticism. It fits well with a liberal attitude to scriptures and tradition. So there are manifest advantages of the move to experience, for those who wish to make it in the context of the Western theistic tradition. The writers I cited above, and Professor Lewis himself, have discussed religious experience from a mainly Western and theistic angle – even Otto with his great comparative concerns did so; and more needs to be said about the nature of religious experience in the broader context of Eastern and other religions. Lewis, however, paid attention to this wider problem, for instance in his 1963 article ‘Buddha and God’. In some respects this issue of the relationship of apparently non-theistic religions to theism is the most important one in contemporary crosscultural philosophy of religion. (shrink)

Smart communities have recently gained much attention. Researchers have been trying to tackle a number of challenges faced by smart communities. Interoperability is one key challenge that occurs due to different systems using different knowledge representations. To solve interoperability problems, ontologies are seen as a promising solution as they provide a commonly agreed vocabulary for representing data that are understandable by stakeholders of smart communities. Smart communities make use of Internet of Things (IoT) and ubiquitous networks (...) to support communication among objects and devices in such environments. Smart campuses are examples of smart communities. Recently, many articles related to ontologies focusing on smart communities and smart campuses in IoT environments, have been published. This paper presents a Systematic Literature Review that has been conducted using Google Scholar. 18 ontologies for smart communities/smart campuses have been identified and analyzed out of 341 articles from year 2010 to 2019. The review classifies the ontologies in terms of domain, ontologies being reused, availability online, limitations, language adopted and coverage. It additionally discusses on the standards, the level of expressiveness, the ontology development approaches and methodologies adopted by the identified ontologies. Our analysis shows that the identified ontologies have been developed based on different ontological commitments. None of them have come up with a core semantic model that models different collaborating domains in a smart campus such as smart learning, smart management, smart governance, smart room, smart health, smart library and smart parking among others and that enhances cross-domain interoperability in a such an environment. These comments are concerned to show that direct realism about perception is quite compatible with the physical and neuroscientific story. Use is made of D.M. Armstrong's account of perception as coming to believe by means of the senses. What we come to believe about is the bird on the gatepost, say. So the account is direct realist. But it is obviously compatible with the scientific story which explains how the coming to believe comes about. We can also identify beliefs with (...) brain states. (shrink)

Smart grids are rolling out internationally, with the United States nearing completion of a significant USD4-plus-billion federal program funded under the American Recovery and Reinvestment Act. The emergence of smart grids is widespread across developed countries. Multiple approaches to analyzing the benefits of smart grids have emerged. The goals of this white paper are to review these approaches and analyze examples of each to highlight their differences, advantages, and disadvantages. This work was conducted under the auspices of (...) a joint U.S.-China research effort, the Climate Change Working Group Implementation Plan, Smart Grid. We present comparative benefits assessments of smart grid demonstrations in the U.S. and China along with a BA of a pilot project in Europe. In the U.S., we assess projects at two sites: the University of California, Irvine campus, which consists of two distinct demonstrations: Southern California Edison’s Irvine Smart Grid Demonstration Project and the UCI campus itself; and the Navy Yard area in Philadelphia, which has been repurposed as a mixed commercial-industrial, and possibly residential, development. In China, we cover several smart-grid aspects of the Sino-Singapore Tianjin Eco-city and the Shenzhen Bay Technology and Ecology City. In Europe, we look at a BA of a pilot smart grid project in the Malagrotta area west of Rome, Italy, contributed by the Joint Research Centre of the European Commission. The Irvine sub-project BAs use the U.S. Department of Energy Smart Grid Computational Tool, which is built on methods developed by the Electric Power Research Institute. The TEC sub-project BAs apply Smart Grid Multi-Criteria Analysis developed by the State Grid Corporation of China based on the analytic hierarchy process with fuzzy logic. The B-TEC and TNY sub-project BAs are evaluated using new approaches developed by those project teams. JRC has adopted an approach similar to EPRI’s but tailored to the Malagrotta distribution grid.
