Nietzsche is absent from today’s growing debate on slavery past and present. In this article I argue that his views on the subject add a pertinent, if challenging, dimension to this wide-ranging discussion. Nietzsche’s analysis is capable of contributing to our understanding of this multifaceted phenomenon in a number of respects. I look at Nietzsche’s use of the controversial notions of slavery, understood both historically and in the context of modern society, to explore such central concerns of political anthropology as (...) the nature and role of leadership, and the questions of development and inequality. The key focus of Nietzsche’s examination concerns slavery as an enduring facet of human existence. He sees it becoming an important hallmark of the industrial culture as a barometer of modern society’s physiological well-being, as well as acting as the repository for its externalities. Nietzsche’s genealogical inquiry leads him to explore the psychological content of slavery and to conceptualise it in terms of human vulnerability, which increases susceptibility to exploitation. In these respects, Nietzsche’s views resonate with pertinence today and deserve closer critical attention and scrutiny – something Nietzsche would undoubtedly welcome. (shrink)

The purpose of the study is to reveal the main actions of the major central banks during the COVID - 19 pandemic and their main impact on the world stock markets. The scientific novelty consists in identifying the key results of the impact of the pandemic in general and the restrictive measures of national governments, in particular, on the dynamics of the state of the stock markets of the world, namely, the level of decline in the main stock indexes of (...) the S &P 500, Dow Jones and NASDAQ. The measures taken by the central banks of the United States, Japan, England and other developed and developing countries of the world to provide financial assistance to commercial banks and other financial organizations related to the purchase of government bonds at a "zero" rate, targeting the yield of government bonds, reducing key rates and other measures are summarized. It is indicated that the influx of new private investors provided a great help to the stock market, for which many Central Banks introduced special programs and preferences. As a result, the main measures taken by the Central Bank of the Russian Federation to stabilize the financial situation in the country and the domestic stock market, in particular, are summarized. ABSTRACT Few texts in the history of science and philosophy have achieved the level of interpretative indeterminacy as a short manuscript tract by Isaac Newton, known as ‘De gravitatione’. On the basis of some new evidence, this article argues that it is an introductory fragment of some lectures on hydrostatics delivered in the of spring 1671. Taking seriously the possibility of a pedagogical purpose, it is then argued that the famous digression on space, far from articulating a sophisticated metaphysics that (...) may have owed something to Henry More, was a simple piece of mixed-mathematical prolegomena designed to facilitate the subsequent geometrical argumentation. In this regard, Newton was doing the same as his mentor, Isaac Barrow, had done in his own mathematical lectures; both drew heavily on the explicitly anti-metaphysical approach of Pierre Gassendi. It is shown that More himself would have almost certainly opposed Newton’s approach. The excesses of metaphysical readings of Newton’s intentions are challenged; there is no warrant for reading the digression as directly relevant to the Principia. (shrink)

The notion of dialogue occurs frequently in current debates. Yet it is often used too broadly. Rather than as a proper concept, it is sometimes unintentionally applied in an ambiguous manner, whereas at other times it is used deliberately to mean that which is plurivocal. Dialogue is one of those passwords that everyone takes to be a “good thing,” even if it is understood very differently from what it is. When such a term is used so loosely and in many (...) different contexts, it tends to lose its original form and meaning, as well as any sense of its having a definite content. (shrink)

Introduction. One of the drivers of the Russian regions’ development is traditionally considered to be local universities and the scientific activity development, in particular. However, such a belief is usually based on speculative conclusions and is not subjected to detailed empirical testing. The purpose of the study is to assess the relationship between the development of science in universities in Russian regions and indicators of regional development according to 2017—18 data. Methods. The authors use methods of generalization, grouping, assessment of (...) indicators of central tendency and variations, as well as methods of correlation analysis. The study is based on the data from regional statistics presented on the official website of Russian Statistics Agency, as well as data from monitoring the universities effectiveness, commissioned by the Ministry of Science and Higher Education of the Russian Federation. Scientific novelty of the research. For the first time, the authors present an empirical analysis of the relationship between indicators of socioeconomic development of Russian regions and indicators of scientific activity in universities in the region. The study is characterized by using a sample of homogeneous regions. The sample excluded regions that did not have significant scientific results, as well as regions that are leaders in economic development. As a result, a “core” of 57 Russian regions with similar characteristics of both economic development and the results of scientific activity was investigated. This increased the practical significance of the conclusions and their reliability. Results. As a result of the study, it was found out that there is a statistically significant relationship between all indicators of regional development and science in universities. However, a deeper analysis made it possible to establish that this relationship is indirect. In some cases, we can talk about the opposite influence - regional development on scientific results in universities. Conclusions. It was found that the indicators used in the public administration system for assessing the effectiveness and efficiency of scientific activity are not key in terms of their impact on regional development. It was revealed that publications in leading world databases and in the Russian Science Citation Index (RSCI) are equally related to regional development. It has been determined that in a number of cases, within the considered sample, it is possible to distinguish two groups of regions with a different nature of the relationship between regional development and science in universities. In their useful logic for a computer network Shramko and Wansing generalize initial values of Belnap’s 4-valued logic to the set 16 to be the power-set of Belnap’s 4. This generalization results in a very specific algebraic structure — the trilattice SIXTEEN 3 with three orderings: information, truth and falsity. In this paper, a slightly different way of generalization is presented. As a base for further generalization a set 3 is chosen, where initial values are a — incoming data is (...) asserted, d — incoming data is denied, and u — incoming data is neither asserted nor denied, that corresponds to the answer “don’t know”. In so doing, the power-set of 3, that is the set 8 is considered. It turns out that there are not three but four orderings naturally defined on the set 8 that form the tetralattice EIGHT 4 . Besides three ordering relations mentioned above it is an extra uncertainty ordering. Quite predictably, the logics generated by a –order (truth order) and d –order (falsity order) coincide with first-degree entailment. Finally logic with two kinds of operations ( a –connectives and d –connectives) and consequence relation defined via a –ordering is considered. An adequate axiomatization for this logic is proposed. This book considers the emergence of dialectic out of the spirit of dialogue and traces the relation between the two. It moves from Plato, for whom dialectic is necessary to destroy incorrect theses and attain thinkable being, to Cusanus, to modern philosophers—Descartes, Kant, Hegel, Schleiermacher and Gadamer, for whom dialectic becomes the driving force behind the constitution of a rational philosophical system. Conceived as a logical enterprise, dialectic strives to liberate itself from dialogue, which it views as merely accidental and (...) even disruptive of thought, in order to become a systematic or scientific method. The Cartesian autonomous and universal yet utterly monological and lonely subject requires dialectic alone to reason correctly, yet dialogue, despite its unfinalizable and interruptive nature, is what constitutes the human condition. This article deals with the question of the interrelation between two papers, both called, in short, “Onomatodoxy”, dedicated to the doctrine of Name-glorification (Imiaslavie, Onomatodoxy), both of which were created in line with the Neo-Patristic movement in the Russian philosophy of the Silver Age. One of these papers is by Alexei Losev and the other by Pavel Florensky. In my opinion, there are sufficient grounds to state that Losev’s “Onomatodoxy” was written either after Florensky created his own “Onomatodoxy”, i.e., after (...) November 1922, or, at the earliest, after Florensky started to give clandestine lectures about Onomatodoxy in Moscow (where Losev lived), i.e., not earlier than spring 1921. Therefore, Losev’s article “Onomatodoxy” could have been intended for the religious-philosophical collection of articles planned for publishing by Yaschenko in 1922 in Berlin. (shrink)

This paper attempts to provide a rationale for a 'model of the public sphere' in terms of hermeneutic ontology that begins from Heidegger's Being and Time. However, this Heideggerian hermeneutic ontology will both be weakened and extended through a dialogue with social theory, which occupies a central place in this paper. More specifically, the main aim of this paper is to suggest some ideas to bridge the gap between the ontological focus on the hermeneutic fore-structure of being-in-the-public-sphere and the focus (...) of social theory on the nexus between constructing identity and narrative, the result of which is the idea of the public sphere as an openended intercultural dialogue. We explore a possibility of generalization of classical truth values by distinguishing between their ontological and epistemic aspects and combining these aspects within a joint semantical framework. The outcome is four generalized classical truth values implemented by Cartesian product of two sets of classical truth values, where each generalized value comprises both ontological and epistemic components. This allows one to define two unary twin connectives that can be called “semi-classical negations”. In this paper we introduce a new type of nets with bounded types of distributed resources . Linear Logic to describe the behaviour of BR-nets is defined. It is based on Girard's Linear Logic but captures not only consumption of resources but their presence as well. Theorem of soundness and completeness of the proposed axiomatization is proved and the complexity of the provability problem is established for the general case and some particular ones.

It is now clear that two prominent nuclear domains, interchromatin granule clusters (IGCs) and Cajal bodies (CBs), contribute to the highly ordered organization of the extrachromosomal space of the cell nucleus. These functional domains represent structurally stable but highly dynamic nuclear organelles enriched in factors that are required for different nuclear activities, especially RNA biogenesis. IGCs are considered to be the main sites for storage, assembly, and/or recycling of the essential spliceosome components. CBs are involved in the biogenesis of several (...) classes of small RNPs as well as the modification of newly assembled small nuclear RNA. We have summarized data on the molecular composition, structure, and functional roles of IGCs and CBs in the nuclei of mammalian somatic cells and oocytes of some animals with a special focus on insects. We have focused on similarities and differences between the IGCs and CBs of oocytes and the well‐studied CBs and IGCs of cultured mammalian somatic cells. We have shown the heterogeneous character of oocyte IGCs and CBs, both in structure and molecular content. We have also demonstrated the unique capacity of oocytes to form close structural interactions between IGC and CB components. We proposed to consider these joint structures as integrated entities, sharing the features of both IGCs and CBs. (shrink)

The outburst of antiracist protests in the USA in 2020 demonstrates how deeply this society’s present-day problems are rooted in its past. From this perspective, a study of the cultural memory of the time of the Civil War and the abolition of slavery, the key moment in the contemporary American nation formation, is especially relevant and important. The cultural frontier between the North and the South that had appeared as an outcome of differences in US history has not disappeared up (...) to now. By example of the complexity and inconsistency of the historical memory of the Civil War, slavery, and its abolition in the USA manifested in their visual representations, the article documents how through collective memory, history does not just invade modernity but is present in it, particularly in the form of memorials, monuments, museum expositions, and therefore determines the nation’s modernity to a large degree. This book explores the major differences between the kinds of risk encountered in different sectors of industry - production and services - and identifies the main features of accidents within different industries. Because of these differences, unique risk-mitigation measures will need to be implemented in one industry that cannot be implemented in another, leading to large managerial differences between these broad economic sectors. Based on the analysis of more than 500 disasters, accidents and incidents - around 230 cases from the (...) production sector and around 280 cases from the service sector - the authors compare the risk response actions appropriate within different sectors, and establish when and how it is possible to generalize the experience of dealing with risks in any given industry to a wider field of economic activity. This book is mainly intended for executives, strategists, senior risk managers of enterprise-wide organizations and risk management experts engaged in academic or consulting work. By setting out clearly the sector differences in risk management, the authors aim to improve the practice of general risk assessment with regard to identifying and prioritizing risks, and of risk control with regard to planning appropriate mitigation measures. In 2004 Atserias, Kolaitis, and Vardi proposed $\text {OBDD}$ -based propositional proof systems that prove unsatisfiability of a CNF formula by deduction of an identically false $\text {OBDD}$ from $\text {OBDD}$ s representing clauses of the initial formula. All $\text {OBDD}$ s in such proofs have the same order of variables. We initiate the study of $\text {OBDD}$ based proof systems that additionally contain a rule that allows changing the order in $\text {OBDD}$ s. At first we consider a proof (...) system $\text {OBDD}$ that uses the conjunction rule and the rule that allows changing the order. We exponentially separate this proof system from $\text {OBDD}$ proof system that uses only the conjunction rule. We prove exponential lower bounds on the size of $\text {OBDD}$ refutations of Tseitin formulas and the pigeonhole principle. The first lower bound was previously unknown even for $\text {OBDD}$ proofs and the second one extends the result of Tveretina et al. from $\text {OBDD}$ to $\text {OBDD}$.In 2001 Aguirre and Vardi proposed an approach to the propositional satisfiability problem based on $\text {OBDD}$ s and symbolic quantifier elimination $ algorithms). We augment these algorithms with the operation of reordering of variables and call the new scheme $\text {OBDD}$ algorithms. We notice that there exists an $\text {OBDD}$ algorithm that solves satisfiable and unsatisfiable Tseitin formulas in polynomial time, but we show that there are formulas representing systems of linear equations over $\mathbb {F}_2$ that are hard for $\text {OBDD}$ algorithms. Our hard instances are satisfiable formulas representing systems of linear equations over $\mathbb {F}_2$ that correspond to checksum matrices of error correcting codes. (shrink)

The paper deals with the enactivist approach to the problem of consciousness. The problem of consciousness is the problem of naturalistic explanation of phenomenal aspects of our experience. According to classical cognitive science, we can explain all mental states as functional, representational states. Many philosophers disagree with this view. They demonstrate that phenomenal qualities of conscious states cannot be understood in terms of mental representations. Contemporary debates about the nature of phenomenal qualities are the debates between representationalists and anti-representationalists. The (...) arguments proposed by anti-representationalists demonstrate the insufficiency of classical representational approach. But it doesn't mean that we should accept the existence of qualia - special nonrepresentational phenomenal properties. It is possible to defend representationalism by reconsidering the nature of mental representations. This article examines the transformation of the concept of mental representation in cognitive science over the last few decades. It demonstrates that the notion of representation in action discussed in enactivist theories can help us to provide the foundation for naturalistic understanding of conscious experience. (shrink)

The emergence of Russia as a dominant force in Europe from the early nineteenth century onward was characterized by growing tensions between Russians and Poles as seen in the recurring Russian suppression of Polish uprisings. F. H. Duchinski who, like other Polish intellectuals, tried to uncover the root causes of these political tensions, concluded that Russians were neither Slavic nor European, but Asians, and it was this fact alone, he believed, that accounted for the continuing Russian hostility toward the Poles.

While Western political scientists have a variety of opinions on democracy and how its institutions could be improved, they almost never argue about the validity of democracy as a form of government. Of course, it would be unfair here to ignore the presence of an authoritarian streak in Western thought. Thomas Hobbes comes to mind most immediately. Yet the views of those thinkers with an authoritarian bent have become marginalized in present-day discourse; or, to be more precise, it is assumed (...) that their views on the importance of a strong government are irrelevant to the present. The assumption that a strong regime might be necessary in non-Western societies is thought to be the product of these authoritarian/totalitarian societies' elite classes—that is, a justification for imposing the power of the elite upon the people. Most Western political scientists are convinced that democracy is the best of all possible forms of government. (shrink)
