This letter addresses the editorial decision to publish the article, “Research on group differences in intelligence: A defense of free inquiry” (Cofnas, 2020). Our letter points out several critical problems with Cofnas's article, which we believe should have either disqualified the manuscript upon submission or been addressed during the review process and resulted in substantial revisions.

As web analytics become increasingly common in newsrooms worldwide, it is imperative to understand how they are employed to meet news organizations’ journalistic and business goals. This study examines the evolution and applications of web analytics in newsrooms through a comprehensive analysis of relevant literature. It situates the rise of web analytics in the larger historical, social, and financial context. It explores the strategies news organizations adopt to integrate web analytics in news production. After discussing the impact of analytics on (...) news production, the project juxtaposes the pessimistic ethical concerns—primarily the prediction of market logic uprooting journalistic logic—surrounding the use of web analytics in newsrooms with ground realities. Finally, in view of the analysis, we reflect on the ethical concerns against analytics, the state of editorial autonomy in newsrooms, the implications of newly empowered audience for news ecosystem, and conclude with a practical view of analytics in newsrooms. It is argued that editors have a moral responsibility to reject submissions that they felt publication of which may cause harm. However, Ploeg and others suggest that there may exist better alternatives to rejection. He also called for the code of publication ethics to incorporate acknowledgement of the moral responsibility for the effects of publishing, define benefits and harms of publishing, and specify a range of actions an editor may take. This letter highlights a recent such rejection ostensibly made on (...) the basis of harm, but could easily be construed as editorial bias, and supports the call for improving the code of publication ethics to guide editors and secure consistency in decisions. We are addressing this letter to the editors of Philosophical Psychology after reading an article they decided to publish in the recent vol. 33, issue 1. The article is by Nathan Cofnas and is entitled “Research on group differences in intelligence: A defense of free inquiry” (2020). The purpose of our letter is not to invite Cofnas’s contribution into a broader dialogue, but to respectfully voice our concerns about the decision to publish the manuscript, which, in our opinion, fails to (...) meet a range of academic quality standards usually expected of academic publications. Background: Editorial peer review is universally used but little studied. We examined the relationship between external reviewers' recommendations and the editorial outcome of manuscripts undergoing external peer-review at the Journal of General Internal Medicine. Methodology/Principal Findings: We examined reviewer recommendations and editors' decisions at JGIM between 2004 and 2008. For manuscripts undergoing peer review, we calculated chance-corrected agreement among reviewers on recommendations to reject versus accept or revise. Using mixed effects logistic regression models, we estimated intra-class correlation (...) coefficients at the reviewer and manuscript level. Finally, we examined the probability of rejection in relation to reviewer agreement and disagreement. The 2264 manuscripts sent for external review during the study period received 5881 reviews provided by 2916 reviewers; 28% of reviews recommended rejection. Chance corrected agreement on rejection among reviewers was 0.11. In mixed effects models adjusting for study year and manuscript type, the reviewer-level ICC was 0.23 and the manuscript-level ICC was 0.17. The editors' overall rejection rate was 48%: 88% when all reviewers for a manuscript agreed on rejection and 20% when all reviewers agreed that the manuscript should not be rejected. Conclusions/Significance: Reviewers at JGIM agreed on recommendations to reject vs. accept/revise at levels barely beyond chance, yet editors placed considerable weight on reviewers' recommendations. This introduction just aims to be a fast foreword to the special topic now turned into an e-book. The Editorial "Decision-Making Experiments under a Philosophical Analysis: Human Choice as a Challenge for Neuroscience" alongside with my opinion article "Neurophilosophical considerations on decision making: Pushing-up the frontiers without disregarding their foundations" play the real role of considering in more details the articles and the whole purpose of this e-book. What I must highlight in this foreword is that our intention with (...) such a project was to deepen into the very foundations of our current paradigms in decision neuroscience and to philosophically moot its foundations and repercussions. Normal Science (a term coined by Philosopher Thomas Kuhn) works under a research consensus among a scientific community: A shared paradigm, consolidated methods, widespread convictions. Pragmatically, winning formulas must be kept, although, not at any cost. What differentiates a gifted and revolutionary scientist from a more bureaucratic colleague is the capacity and willingness of constantly reevaluating, depurating and refining his/her own paradigm. That is best strategy to avoid that a paradigm itself would gradually come under challenge. In my view, some achievements, in this sense, were brought about in our project. The e-book will be inspiring and informative for both neuroscientists that are concerned with the very foundations of their works and for philosophers that are not blind to empirical evidence. Kant once said: “Thoughts without content are empty, intuitions without concepts are blind”. Paraphrasing Kant we could say: Philosophy without science is empty, science without philosophy is blind. BackgroundTriggered by a series of controversies and diversifying expectations of editorial practices, several innovative peer review procedures and supporting technologies have been proposed. However, adoption of these new initiatives seems slow. This raises questions about the wider conditions for peer review change and about the considerations that inform decisions to innovate. We set out to study the structure of commercial publishers’ editorial process, to reveal how the benefits of peer review innovations are understood, and to describe the (...) considerations that inform the implementation of innovations.MethodsWe carried out field visits to the editorial office of two large academic publishers housing the editorial staff of several hundreds of journals, to study their editorial process, and interviewed editors not affiliated with large publishers. Field notes were transcribed and analysed using coding software.ResultsAt the publishers we analysed, the decision-making structure seems to show both clear patterns of hierarchy and layering of the different editorial practices. While information about new initiatives circulates widely, their implementation depends on assessment of stakeholder’s wishes, impact on reputation, efficiency and implementation costs, with final decisions left to managers at the top of the internal hierarchy. Main tensions arise between commercial and substantial arguments. The editorial process is closely connected to commercial practices of creating business value, and the very specific terms in which business value is understood, such as reputation considerations and the urge to increase efficiency. Journals independent of large commercial publishers tend to have less hierarchically structured processes, report more flexibility to implement innovations, and to a greater extent decouple commercial and editorial perspectives.ConclusionOur study demonstrates that peer review innovations are partly to be understood in light of commercial considerations related to reputation, efficiency and implementations costs. These arguments extend beyond previously studied topics in publishing economics, including publishers’ choice for business or publication models and reach into the very heart of the editorial and peer review process. A profession's values - including its ethical values - are reflected in the degree to which its structures are accessible to people with disabilities. The profession expresses its values through the decisions of its members to effectively address barriers to access or to maintain those barriers through action or inaction. What barriers can block access to the field for psychologists and psychology students with disabilities? What barriers can block access for people with disabilities to the services that psychologists provide? (...) This brief editorial notes three major kinds of such barriers. (shrink)

The ten original studies included in this Research Topic investigate selected assumptions and predictions of parochial altruism theory in detail. We, the editors, are convinced that their highly instructive findings will help researchers interested in parochial altruism, but also in intergroup psychology more generally, to gain a much more fine-grained understanding of the interplay of altruistic and spiteful motives in human decision making in the context of intergroup relations. The broad range of disciplines represented by the authors contributing to this (...) Research Topic and the variety of methods used in their studies are representative for the current interdisciplinary interest in parochial altruism. The most important insight that, in our view, can be derived from the works collected here is that human decision making in intergroup contexts is more complex than suggested by current theory. Thus, we hope that future theorizing on parochial altruism will be stimulated by the evidence gathered in this Research Topic. In this editorial, we briefly highlight central findings reported here, which, to us, appear most informative for prospective enhancements of parochial altruism theory. (shrink)

This special issue contains papers first presented at a conference that was held 14–16 May 2008 at the Centre for Philosophy and Political Economy at the University of Leicester. Each of the papers takes up ideas from the works of Jacques Derrida and seeks to apply these to questions of business, ethics and business ethics. The papers take up quite different parts of Derrida's works, from his work on the animal, narrative and story, the violence of codification and the limits (...) of responsibility to the aporias of decision. As a whole, the papers offer a dangerous gift to business ethics, of which the stakes are here laid bare – if business ethics is to shrug off its philosophical immaturity and take seriously the work of major European thinkers such as Derrida, then many of its assumed categories, concepts and practices will be shown to shudder and tremble, as it becomes possible to demonstrate how they, one by one, unhinge themselves. Using new archival material, this article reconstructs the editorial history of Philosophical Grammar, an edition that Rush Rhees crafted from Wittgenstein's papers. Contrasting the often‐held view that Rhees, in editing Philosophical Grammar, arbitrarily interfered with Wittgenstein's Big Typescript, the article illuminates the work, motives and reasons that underlie Rhees’ editing. Although recent philological evidence supports his editorial decisions, Rhees, at the time, made them based on his desire to do justice to his understanding of Wittgenstein's philosophical orientation. Complex problem solving (CPS) and related topics such as dynamic decision-making (DDM) and complex dynamic control (CDC) represent multifaceted psychological phenomena. In a broad sense, CPS encompasses learning, decision-making, and acting in complex and dynamic situations. Moreover, solutions to problems that people face in such situations are often generated in teams or groups. In turn, this adds another layer of complexity to the situation itself because of the emerging issues that arise from the social dynamics of group interactions. This framing (...) of CPS means that it is not a single construct that can be measured by using a particular type of CPS task (e.g. minimal complex system tests), which is a view taken by the psychometric community. The proposed approach taken here is that because CPS is multifaceted, multiple approaches need to be taken to fully capture and understand what it is and how the different cognitive processes associated with it complement each other. Research into mathematics often focuses on basic numerical and spatial intuitions, and one key property of numbers: their magnitude. The fact that mathematics is a system of complex relationships that invokes reasoning usually receives less attention. The purpose of this special issue is to highlight the intricate connections between reasoning and mathematics, and to use insights from the reasoning literature to obtain a more complete understanding of the processes that underlie mathematical cognition. The topics that are discussed range from the (...) basic heuristics and biases to the various ways in which complex, effortful reasoning contributes to mathematical cognition, while also considering the role of individual differences in mathematics performance. These investigations are not only important at a theoretical level, but they also have broad and important practical implications, including the possibility to improve classroom practices and educational outcomes, to facilitate people's decision-making, as well as the clear and accessible communication of numerical information. This paper offers a new angle on the common idea that the process of science does not support epistemic diversity. Under minimal assumptions on the nature of journal editing, we prove that editorial procedures, even when impartial in themselves, disadvantage less prominent research programs. This purely statistical bias in article selection further skews existing differences in the success rate and hence attractiveness of research programs, and exacerbates the reputation difference between the programs. Social epistemology is a relatively new and booming field of research. It studies the social dimension of the pursuit of acquiring true beliefs and requires philosophical as well as sociological and economic expertise. The insights gained in social epistemology are not only of theoretical interest; they also improve our understanding of social and political processes, as the field includes the analysis of group deliberation and group decision-making. However, surprisingly little work has so far been done on the epistemic properties of (...) group deliberation, belief aggregation, and decision-making procedures. To close this gap, the construction and analysis of formal models are especially promising as formal modeling combines representational adequacy with instructive analytical results. Science policy mandates across the industrialized world insinuate more active roles for publics, their earlier participation in policy decisions, and expanded notions of science and technology governance. In response to these policies, engaged scholars in science studies have sought to design and conduct exercises aimed at better attuning science to its public contexts. As demand increases for innovative and potentially democratic forms of public engagement with science and technology, so also do the prospects for insights from science studies to (...) contribute to policy agendas and institutional capabilities. As an accompaniment to the translation into English of Louis Althusser's 'Letter to the Central Committee of the PCF, March 18th, 1966', this note provides the historical and theoretical context necessary to understand Althusser's 'anti-humanist' interventions into French Communist Party policy decisions during the mid-1960s. Because nowhere else in Althusser's published writings do we see as clearly the political stakes involved in his philosophical project, nor the way in which this project evolved from a 'theoreticist' pursuit into a more (...) practical one, the note also argues that the letter is of importance to Althusser scholars, to historians of Marxist thought, and to those interested in the relevance of Althusser's work to contemporary Marxist philosophy. When the editorial to the first philosophy thematic edition of this journal was published in 2010, critical questioning of underlying assumptions, regarding such crucial issues as clinical decision making, practical reasoning, and the nature of evidence in health care, was still derided by some prominent contributors to the literature on medical practice. Things have changed dramatically. Far from being derided or dismissed as a distraction from practical concerns, the discussion of such fundamental questions, and their implications for matters of (...) practical import, is currently the preoccupation of some of the most influential and insightful contributors to the on‐going evidence‐based medicine debate. Discussions focus on practical wisdom, evidence, and value and the relationship between rationality and context. In the debate about clinical practice, we are going to have to be more explicit and rigorous in future in developing and defending our views about what is valuable in human life. (shrink)

BackgroundAssociations were examined between author-reported uses of reporting guidelines to prepare JNCI: Journal of the National Cancer Institute (JNCI) submissions, editorial decisions, and reviewer ratings for adherence to reporting guidelines and clarity of presentation.MethodsAt submission, authors were asked if they used reporting guidelines to prepare their manuscript and, if so, which one(s). Reviewers rated adherence to reporting guidelines and clarity of presentation. Data were gathered using a customized Editorial Manager Enterprise Analytics Report for submissions with first or (...) final decisions that were submitted between November 1, 2015, and April 30, 2017. Manuscript types that would benefit from the use of reporting guidelines were included. All reviews were included in the analyses. Numerical values were given to each answer (yes, 1; no, 0) or reviewer rating (not applicable, 0; fair, 1; poor, 2; good, 3; very good, 4; and outstanding, 5), and scores were compared using two-sided t tests.ResultsOf 2209 submissions included in the analysis, 1144 (51.8%) indicated that at least one reporting guideline was used. The STROBE guidelines were the most common (n = 531, 24.0%). Of the 2068 (93.6%) submissions that were rejected, 1105 (50.1%) indicated using reporting guidelines and 963 (43.6%) did not (mean [SD] scores of rejected vs not rejected, 0.53 [0.50] vs 0.49 [0.50], P =.47). Of the 1033 ratings for adherence to reporting guidelines, mean (SD) scores for not rejected vs rejected submissions were 3.2 (1.61) vs 2.9 (1.57) (P =.005), and mean (SD) scores for reporting guidelines use vs no use were 3.1 (1.48) vs 2.9 (1.70) (P =.01). Of the 1036 ratings for clarity of presentation, mean (SD) scores for not rejected vs rejected submissions were 3.6 (1.00) vs 3.1 (1.08) (P <.001), whereas mean (SD) scores for reporting guidelines use vs no use were 3.3 (1.04) vs 3.3 (1.10) (P =.64).ConclusionsAmong these JNCI submissions, reporting the use of reporting guidelines was not associated with editorial decisions or with reviewer ratings for clarity of presentation. Reviewer ratings for adherence to guidelines and clarity of presentation were associated with editorial decisions after peer review, and ratings for adherence to guidelines were associated with reported use of reporting guidelines. British courts have adjudicated dozens of medical futility disputes over the past 10 years. Many of these cases have involved pediatric patients. All these judgements are publicly available in searchable legal reporters. And most were covered by the print or broadcast media.1 Yet, as noted by Dressler, none of these earlier cases received even a fraction of the public or scholarly attention that Charlie Gard has received. One might assess the Gard case from two different perspectives. At one level, the (...) Gard case is not unique. It is merely the n+1 medical futility dispute decided by the British courts. Admittedly, the Gard case has a much higher profile than earlier cases. But it announced no new rules or principles. It merely focused a spotlight on an already well-established process for resolving medical futility disputes. However, from another perspective, the Gard case is distinctive in at least five ways from other medical futility cases decided by the British courts. Because these unique features illustrate the limits or weaknesses of current rules and principles, they allude to potential improvements in the dispute resolution process. The papers in this special issue offer many valuable suggestions. After identifying the five unique features of the Gard case, I focus on the most prevalent two questions. Are courts the best forum for resolving these disputes? Is the best interest standard the right test for determining the limits of surrogate decision-making authority? Because the British courts have so many publicly available judgements in medical futility cases, it is possible to identify five distinctive features in the Gard case. First, Charlie’s parents were not asking GOSH clinicians to continue treating Charlie against either their professional judgement or against their personal beliefs. "I say that the strongest principle of growth lies in human choice."Reduced to its most basic task, bioethics is about choices. What is the ethical or unethical decision at a particular biomedical moment? What is most just or unjust for a disabled or infirmed loved one? What feels like the morally right or wrong decision in a healthcare moment? "Should we or shouldn't we" at a medical impasse?Understandably, the question of choice has found an especially prominent and ethically contentious place (...) in disability discourses. Are disabled lives, disabled identities, and disabled bodies themselves best understood as "chosen"? The idea behind this special theme journal issue was to continue the work we have started with the INBIOSA initiative (www.inbiosa.eu) and our small inter-disciplinary scientific community. The result of this EU funded project was a white paper (Simeonov et al., 2012a) defining a new direction for future research in theoretical biology we called Integral Biomathics and a volume (Simeonov et al., 2012b) with contributions from two workshops and our first international conference in this field in 2011. The initial impulse (...) for this effort was given a year earlier by a publication of one of the guest editors of this issue (Simeonov, 2010) in this journal. This time we wish to provide a broader forum and more space to elaborate in detail some of the most interesting concepts we have encountered in our discussions, as well as to invite some new contributions of particular interest in the field. Another goal we had in mind was to collect and review as many provocative perspectives as possible on the same key topic we are interested before making a decision to follow a more focused notion that would lead to a funded research program. Therefore we welcomed the generous suggestion of Professor Denis Noble, FRS, who is also editor of this journal to prepare a special theme issue entitled: “Can biology create a profoundly new mathematics and computation?” It has taken a while to invite and collect the contributions. Most of them had a couple of revision cycles and adjustments after having been thoroughly discussed with colleagues, incl. the editors of this issue. We think that the result we have obtained at the end is a satisfactory one, since we succeeded to integrate a diversity of original, but sometimes controversial and mutually excluding concepts organized within chapters of a self-contained volume. The task of compiling all this was not easy at all. Despite our efforts to position the articles of different authors and themes in a way allowing their easy comprehension and relation to each other within the individual chapters, some of them still require a sort of introduction to dissolve possible ambiguities. This is what we are going to do in the following few paragraphs with the hope that the reader (and some of the authors) would excuse our failures. (shrink)

The present stage in the development of our society is marked by serious changes in social morality. The building of communism is entering a new stage. The man of the communist future is taking shape and being perfected before our eyes. Under these conditions, the Party - and this was emphasized at its Twenty-Fourth Congress - requires of a worker in the arts a thorough examination of contemporary life and of its hero to the full extent of his talent, and (...) demands that his ethical convictions and awareness of spirit be developed. Since this is the case, it is natural that literary criticism faces new, lofty tasks: tasks of analyzing literature in connection with those economic, societal, and moral processes which characterize social existence today. This was stated clearly both at the Party Congress and in the Resolution of the Central Committee of the CPSU "On Criticism in Literature and the Arts" [O literaturno-khudozhestvennoi kritiki]. Psychologists and economists often ask similar questions about human behaviour. This volume brings together contributions from leaders in both disciplines.The editorial introduction discusses methodological differences between the two which have until now limited the development of mutually beneficial lines of research. Psychologists have objected to what they see as an excessive formalism in economic modelling and an unrealistic degree of sophistication in the behaviour of individuals, while economists criticize the absence of a general psychological framework into which most results (...) can be fitted and the lack of welfare implications in their theories. The editors encourage scholars to exploit the strengths of each discipline - the ability of psychologists to understand the feelings and motivation of individuals; and the experience of economists to develop normative frameworks.The editors then highlight the links between the contributions by grouping them according to central themes in the study of rationality and well-being:1. The causes and consequences of 'irrational behaviour';2. The role of anticipatory feelings and imperfect self-knowledge on decision-making; 3. The way in which memory of past events and cost of thinking affect current decisions;4. The interaction between anticipated and remembered utility and its effects on the welfare of individuals; 5. Experimental practice on how to perform controlled experiments to test hypotheses.This exciting volume provides an excellent point of entry for anyone interested in the interface between economics and psychology. In a recent opinion paper, it was argued that individuals with multiple retractions or a record of academic misconduct should not serve as editors, including as editors-in-chief, on the editorial boards of scholarly or academic journals. As a first step towards appreciating how such a policy could be applied in practice, the presence of 30 individuals listed on the Retraction Watch Leaderboard on editorial boards was screened. Six cases are highlighted to gain an appreciation of the potential reputational (...) risks that journals and publishers might incur by including individuals with a tainted academic record on editorial boards. Given the reputational, legal and other risks associated with this type of assessment and decision, more formal positioning and guidance are needed by global ethics policy-related bodies such as COPE, the ICMJE, and the CSE, even more so in journals that claim to follow these organizations’ ethical guidelines. The final two volumes, numbers IV and V, of the Oxford University Press edition of the Collected Works of Kurt Gödel [3]-[7] appeared in 2003, thus completing a project that started over twenty years earlier. What I mainly want to do here is trace, from the vantage point of my personal involvement, the at some times halting and at other times intense development of the Gödel editorial project from the first initiatives following Gödel’s death in 1978 to its completion (...) last year. It may be useful to scholars mounting similar editorial projects for other significant figures in our field to learn how and why various decisions were made and how the work was carried out, though of course much is particular to who and what we were dealing with. My hope here is also to give the reader who is not already familiar with the Gödel Works a sense of what has been gained in the process, and to encourage dipping in according to interest. Given the absolute importance of Gödel for mathematical logic, students should also be pointed to these important source materials to experience first hand the exercise of his genius and the varied ways of his thought and to see how scholarly and critical studies help to expand their significance. This narrative symposium examines the relationship of bioethics practice to personal experiences of illness. A call for stories was developed by Tod Chambers, the symposium editor, and editorial staff and was sent to several commonly used bioethics listservs and posted on the Narrative Inquiry in Bioethics website. The call asked authors to relate a personal story of being ill or caring for a person who is ill, and to describe how this affected how they think about bioethical questions and (...) the practice of medicine. Eighteen individuals were invited to submit full stories based on review of their proposals. Twelve stories are published in this symposium, and six supplemental stories are published online only through Project MUSE. Authors explore themes of vulnerability, suffering, communication, voluntariness, cultural barriers, and flaws in local healthcare systems through stories about their own illnesses or about caring for children, partners, parents and grandparents. Commentary articles by Arthur Frank, Bradley Lewis, and Carol Taylor follow the collection of personal narratives. (shrink)

Editorial independence is a bedrock principle of academic publishing. The growing domination of academic publishing by large, for-profit corporations threatens this independence. There is alarming evidence that large companies too often serve their own business interests and those of powerful clients rather than serving the scientific community and the general public. This evidence includes the publication of infelicitous commercial science and concealing scientific misconduct. We present two case studies in which the UK-based publisher Taylor & Francis interfered in the (...) editorial process by blocking publication of legitimate criticism that had been reviewed and approved for publication by its specialized editors. The integrity of science depends in part on the transparency and intellectual honesty of all stakeholders. The widely acknowledged inadequacies of English libel law are reviewed as context for some of Taylor & Francis’s fearful decisions. (shrink)

Arming uninhabited vehicles is an increasing trend. Widespread deployment can bring dangers for arms-control agreements and international humanitarian law. Armed UVs can destabilise the situation between potential opponents. Smaller systems can be used for terrorism. Using a systematic definition existing international regulation of armed UVs in the fields of arms control, export control and transparency measures is reviewed; these partly include armed UVs, but leave large gaps. For preventive arms control a general prohibition of armed UVs would be best. If (...) that is unattainable, several measures should be taken. An explicit prohibition of autonomous attack, that is without a human decision, should be added to IHL. Concerning armed UVs remotely controlled by a human soldier, recommendations differ according to type or mission. New kinds of uninhabited nuclear-weapon carriers should be banned. Space weapons should be prohibited in general. UVs smaller than 0.2–0.5 m should be banned. Bigger remotely controlled armed UVs not equipped with weapons of mass destruction should be subject to numerical limitations in various categories. For these the Treaty on Conventional Armed Forces in Europe is an important precedent. (shrink)
