At the beginning of the COVID-19 pandemic, high hopes were placed on digital contact tracing. Digital contact tracing apps can now be downloaded in many countries, but as further waves of COVID-19 tear through much of the northern hemisphere, these apps are playing a less important role in interrupting chains of infection than anticipated. We argue that one of the reasons for this is that most countries have opted for decentralised apps, which cannot provide a means of rapidly informing users (...) of likely infections while avoiding too many false positive reports. Centralised apps, in contrast, have the potential to do this. But policy making was influenced by public debates about the right app configuration, which have tended to focus heavily on privacy, and are driven by the assumption that decentralised apps are “privacy preserving by design”. We show that both types of apps are in fact vulnerable to privacy breaches, and, drawing on principles from safety engineering and risk analysis, compare the risks of centralised and decentralised systems along two dimensions, namely the probability of possible breaches and their severity. We conclude that a centralised app may in fact minimise overall ethical risk, and contend that we must reassess our approach to digital contact tracing, and should, more generally, be cautious about a myopic focus on privacy when conducting ethical assessments of data technologies. Such apps can now be downloaded in many countries, but as second waves of COVID-19 are raging, these apps are playing a less important role than anticipated. We argue that this is because most countries have opted for app configurations that cannot provide a means of rapidly informing users of (...) likely infections while avoiding too many false positive reports. Mathematical modelling suggests that differently configured apps have the potential to do this. These require, however, that some pseudonymised data be stored on a central server, which privacy advocates have cautioned against. We contend that their influential arguments are subject to two fallacies. First, they have tended to one-sidedly focus on the risks that centralised data storage entails for privacy, while paying insufficient attention to the fact that inefficient contact tracing involves ethical risks too. Second, while the envisioned system does entail risks of breaches, such risks are also present in decentralised systems, which have been falsely presented as ‘privacy preserving by design’. When these points are understood, it becomes clear that we must rethink our approach to digital contact tracing in our fight against COVID-19. There are no data in this work. (shrink)

Ryan Tonkens has issued a seemingly impossible challenge, to articulate a comprehensive ethical framework within which artificial moral agents satisfy a Kantian inspired recipe—"rational" and "free"—while also satisfying perceived prerogatives of machine ethicists to facilitate the creation of AMAs that are perfectly and not merely reliably ethical. This series of papers meets this challenge by landscaping traditional moral theory in resolution of a comprehensive account of moral agency. The first paper established the challenge and set out autonomy in Aristotelian terms. (...) The present paper interprets Kantian moral theory on the basis of the preceding introduction, argues contra Tonkens that an engineer does not violate the categorical imperative in creating Kantian AMAs, and proposes that a Kantian AMA is not only a possible goal for Machine ethics research, but a necessary one. This is a long review of a long book, the longest to my knowledge on what educational aims and the curriculum that flows from them should be. The first half of the review is devoted to a brief summary of each of the eleven chapters. The second half raises some critical points. These cover remarks about R.S. Peters' alleged traditionalism; the salience of climate change considerations among educational aims; the claim that the arts, like the sciences, make progress; seeing the (...) elements of morality as a toolbox. The longest critical discussion is about Kitcher's notion of human fulfillment and whether he is right in his view that we should see it in terms of a successful life-plan aimed at furthering ‘the human project’. Drawing on contemporary agency theory and the phenomenological-existential tradition, this paper uses Mr. Stevens, the narrator-butler of Kazuo Ishiguro’s The Remains of the Day, to examine the interplay and potential tensions between different aspects (and thus different standards) of human agency. Highlighting the problem of mission creep described by John Martin Fischer, in which a notion expands beyond the original purpose, I use Stevens’s thoughts on dignity to outline three different ways actions can (or can fail to) trace back to (...) agents—autonomy as self-control, authenticity as sincerity, and authenticity as ownership. I then propose that the way Stevens embraces and acts consistently within his subservient professional role (autonomy as self-control) weakens his ability to take responsibility for his life in the sense required by authenticity as ownership. Because the self-responsibility of authenticity requires normative flexibility (the ability to revise and reshape one’s commitments and values), when normatively inflexible agents act in self-controlled ways according to their roles or welfare standards, they may limit their ability to take responsibility for their lives. In addition to illuminating debates about whether robust human agency is compatible with subservience, the normative flexibility involved in authenticity has implications for human agency more broadly. According to the thesis of Strong Predictionism, we typically have stronger evidence for a theory if it was used to predict certain data, than if it was deliberately constructed to accommodate those same data, even if we fully grasp the theory and all the evidence on which it was based. This thesis faces powerful objections and the existing arguments in support of it are seriously flawed. I offer a new defence of Strong Predictionism which overcomes the objections and provides a (...) deeper understanding of the epistemic importance of prediction. I conclude by applying this account to strategies for defending scientific realism. (shrink)

To solve the problem of induction we had first better know what it is. Some ways of formulating the worry about induction are underwhelming as they depend on assumptions that don’t survive much scrutiny. Perhaps the most disturbing argument for inductive skepticism appeals to the claim that we could not possibly be justified in taking our inductive methods to be reliable independently of our use of those methods. And the use of inductive methods cannot give us justification to suppose that (...) they are reliable. I argue for a new way to escape the first horn of this dilemma. (shrink)

Hubert Dreyfus’s work in the phenomenology of agency is distinctive for the privileged and central position he gives to our ability to navigate the everyday world. Drawing on the existential-phenomenological tradition—particularly the work of Heidegger and Merleau-Ponty—Dreyfus characterizes skillful embodied engagement with the world (skillful coping) as the paradigmatic instance of human intelligence and agency. He uses the notion of skillful coping to push against the emphasis on deliberation he finds in the traditional view of human agency. One of Dreyfus’s (...) central claims is that the complex understanding involved in skillful coping need not be highly reflective. -/- Dreyfus connects the ability to respond to the particular significances of a concrete situation with typically existential concerns, such as authenticity. The way Dreyfus connects skillful coping with authenticity exemplifies his syncretic approach in which he synthesizes and, arguably, extends the work of thinkers such as Heidegger and Merleau-Ponty. -/- The concluding section examines one worry about Dreyfus’s characterization of expertise within the skillful coping paradigm. Specifically, does Dreyfus’s rejection of the tradition’s emphasis on deliberation lead him to excessively minimize the role of deliberation as one develops and expands expertise? My suggestion is that there is space for such deliberate learning and skill development for experts within the framework Dreyfus proposes. To flesh out the place of deliberate learning, I draw on both Dreyfus and Merleau-Ponty to suggest how intentionally (and deliberately) trying to live in a certain way is not at odds with but is ultimately crucial for the expertise of absorbed, fluid, and skillful coping in a practical world. Propositional attitude verbs, such as think and want, have long held interest for both theoretical linguists and language acquisitionists because their syntactic, semantic, and pragmatic properties display complex interactions that have proven difficult to fully capture from either perspective. This paper explores the granularity with which these verbs’ semantic and pragmatic properties are recoverable from their syntactic distributions, using three behavioral experiments aimed at explicitly quantifying the relationship between these two sets of properties. Experiment 1 gathers a measure of 30 (...) propositional attitude verbs’ syntactic distributions using an acceptability judgment task. Experiments 2a and 2b gather measures of semantic similarity between those same verbs using a generalized semantic discrimination task and an ordinal scale task, respectively. Two kinds of analyses are conducted on the data from these experiments. The first compares both the acceptability judgments and the semantic similarity judgments to previous classifications derived from the syntax and semantics literature. The second kind compares the acceptability judgments to the semantic similarity judgments directly. Through these comparisons, we show that there is quite fine-grained information about propositional attitude verbs’ semantics carried in their syntactic distributions—whether one considers the sorts of discrete qualitative classifications that linguists traditionally work with or the sorts of continuous quantitative classifications that can be derived experimentally. The authors apply the issue life cycle model to analyze the 1999 through 2001 dispute between the Securities and Exchange Commission and the accounting profession concerning auditor independence. The analysis also brings additional insights that extend understanding of the issue life cycle and issues development. This analysis highlights the roles of a trigger event, the shift of an issue from a technical concern to a public debate, and likely recurrence. The reappearance of the auditor independence issue in 2002 with accounting (...) scandals is consistent with the article’s findings and highlights the use of the issue life cycle model and issue evolution. Originally published in 1990. Each of the 12 chapters in this book build upon an approach to the analysis of spoken and written texts that is centred upon the recipient rather than the producer, for the abilities of listeners and readers deserve much attention. This book should be of interest to students and lecturers of linguistics, literary studies, English, education, communication studies and psychology.

This “common sense” exploration of the basics of philosophical ethics speaks directly to the reader, and draws examples from real-life situations.

It is widely thought that genetic counselors should work with parents “nondirectively”: they should keep parents informed and support their decisions. But this view misconceives human decisionmaking by failing to recognize that value choices are constructed within and constrained by a community. Acknowledging that decisions involve interaction with and responsibility toward others leads to a “dialogical” model of counseling, in which genetic counselors may question and guide parents’ decisions.

We distinguish traditional cognition theories from hierarchically complex stacked neural networks that meet many of Newell's criteria. The latter are flexible and can learn anything that a person can learn, by using their mistakes and successes the same way humans do. Shortcomings are due largely to limitations of current technology.

I am grateful to Dirk Moses for taking the time to study my work so assiduously and to comment on it so perspicuously. His essay is eminently well-informed and even-handed, and I have little to add to or correct of his characterization of my many, long on-going, and admittedly flawed attempts to deconstruct modern historical discourse. He understands me well enough and I think that I understand his objections to my position. We do not disagree on matters of fact, I (...) think, but we have different notions about the nature of historical discourse and the uses to which historical knowledge can properly be put. (shrink)

A simple experimental paradigm creates the powerful illusion that one is touching one’s own hand even when the two hands are separated by 15 cm. The participant uses her right hand to administer stimulation to a prosthetic hand while the Examiner provides identical stimulation to the participant’s receptive left hand. Change in felt position of the receptive hand toward the prosthetic hand has previously led to the interpretation that the participant experiences self-touch at the location of the prosthetic hand, and (...) experiences a sense of ownership of the prosthetic hand. Our results argue against this interpretation. We assessed change in felt position of the participant’s receptive hand but we also assessed change in felt position of the participant’s administering hand. Change in felt position of the administering hand was significantly greater than change in felt position of the receptive hand. Implications for theories of ownership are discussed. (shrink)

Beck discusses the works on religion of the six philosophers he considers most germane to contemporary issues: Spinoza, Hume, Kant, Nietzsche, James, and Santayana. "I have tried to choose men whose independence of mind was such that they often appeared to their contemporaries to be enemies of religion". He first addresses the question, What is secular philosophy? And then explains the differences between the "families" of secular philosophers, before examining both their life and works.

Two views of theistic faith are presented in this book. Some contributors see faith as a set of beliefs about God and seek substantiation for those beliefs. Others perceive faith less as a set of beliefs than as a special way of living in relationship to God. The connection between these two views is an intriguing theme winding through the collection and explicitly addressed by Michael A. Brown in the closing essay. The epistemology of religion is now one of the (...) most exciting and controversial areas in philosophy of religion. These eleven essays by recognized leaders in the field and outstanding new voices exhibit the diversity of approaches and the subtle unity of concerns that characterize the best work in this discipline. The repeated comparison of religious beliefs and their justification with scientific theories and their testing is especially useful. (shrink)

Restoration skills training is a mindfulness-based course in which participants draw support from a natural practice setting while they learn to meditate. Well-established conventional mindfulness training can improve psychological functioning but many perceive it as demanding and fail to sustain practice habits. Applying non-inferiority logic, previous research indicated that ReST overcomes compliance problems without compromising the benefits gained over 5 weeks’ training. This article applies similar logic in a 6-month follow-up. Of 97 contacted ReST and CMT course completers, 68 responded (...) and 29 were included with multiple imputation data. The online survey included questions about their psychological functioning in three domains and the forms and frequencies with which they had continued to practice mindfulness after the course. Former ReST participants continued, on average, to show higher dispositional mindfulness and fewer cognitive lapses compared to pre-course ratings. Improved psychological functioning in one or more domains was demonstrated by 35%, as determined by a reliable change index. Again, analyses detected no indications of any substantive disadvantages compared to the more demanding, established CMT approach. Compared to the CMT group, more ReST participants had also continued to practice at least occasionally. Continued practice was linked to sustained improvements for ReST but not clearly so for CMT. ReST participants thus continued to use the skills and sustained the improvements in psychological functioning that they had gained in the course, further supporting the utility of ReST as a health intervention.
