Many have interpreted Wittgenstein as advocating a form of behaviourism. Through an examination of Wittgenstein's own remarks about behaviourism, and further textual evidence from his notebooks, it is shown that categorizing Wittgenstein as a 'behaviourist', of whatever ilk, serves not merely to obstruct an appreciation of his thinking, but perversely to distort Wittgenstein's views by flying in the face of the central critical thrusts of his later philosophy.

Cohen and Meskin 2006 recently offered a counterfactual theory of information to replace the standard probabilistic theory of information. They claim that the counterfactual theory fares better than the standard account on three grounds: first, it provides a better framework for explaining information flow properties; second, it requires a less expensive ontology; and third, because it does not refer to doxastic states of the information-receiving organism, it provides an objective basis. In this paper, I show that none of these is (...) really an advantage. Moreover, the counterfactual theory fails to satisfy one of the basic properties of information flow, namely the Conjunction principle. Thus, I conclude, there is no reason to give up the standard probabilistic theory for the counterfactual theory of information. (shrink)

The ideological impact of Émile Durkheim on Turkish political and social thought has long been analyzed within the framework of Ziya Gökalp’s nationalist thought. This article seeks to show that there were also liberal followers of Durkheim as seen in the works of particularly Ahmet Ağaoğlu. Ağaoğlu’s social liberalism carried Durkheimian motifs as we see in his constant emphasis on division of labor and functional differentiation as integral elements of the modern liberal mentalité, and in the importance he imputed to (...) intermediary groups to protect the rights of the individual. One of the issues discussed about the subject of faith in divine scripture is the preservation of the revelation. For instance, is "the preservation of revelation" possible both in terms of the Qurʾān and previous texts of revelation? What are the reasons for its possibility or impossibility with reference to the historical and sociological reality? If protection is possible, is its source the divine authority or human elements? If the divine authority is dominant, did this authority only manifest itself in (...) the Qurʾān? Could the Qurʾān be different in this respect than the previous holy books? Likewise, the recognition that the Qurʾān has survived to the present day without any changes or distortion since its revelation leads to the question of why other books lacked this quality. The answers for this question are based on the argument that the Qurʾān, unlike other holy scripts, is "under divine protection"; therefore, it is not possible to change or distort it. Thus, the study first briefly discusses issue of whether the Torah, Psalms and the Gospel preserved their originality and then draws attention to the Qurʾān. Although the protection of the authenticity of the Qurʾān is beyond dispute, the nature of this preservation and what stages it covers are controversial. In this context, the interpretations commonly made regarding the commonly cited the verse of Surah al-Hijr (15/9) were examined, and this verse was majorly interpreted by the early commentators as the preservation of the Qurʾān which concerns the revelation process. In the tafsirs written in the first three Hijri centuries in particular, it makes sense that the issue of the preservation of the Qurʾān is addressed in relation to the process of its revelation and that the protection relates to a process in which Allah and the Prophet were involved. On the other hand, in the commentaries written in later times, it is clearly seen that the interpretations evolved into the idea that the Qurʾān is under the guarantee of divine protection forever. In the present study, which was carried out to reveal what could be the reasons for the change in the interpretations of the aforementioned verse in the commentaries, we discovered particular reasons. Therefore, one could say that there are sectarian motives underlying the different interpretations of the verse in question. (shrink)

In the standard and traditional view, the concept of conditional probability is defined with what is known as the ratio formula: the probability of B given A is the ratio between the probability of A and B and the probability of A. It is well known that this definition does not match the conceptual and mathematical expectations that we have from conditional probability, especially for the probability values at the limits. Thus, as pointed out by several philosophers such as Popper (...) and Hájek, it is fair to conclude that we have yet to have a satisfactory definition for the concept of conditional probability. E.J. Lowe, in a debate with Dorothy Edgington, proposed two different definitions of conditional probability, and unfortunately his definitions have gone unnoticed in the literature. In this paper, my main aim is to renew interest in Lowe’s definitions. I achieve this aim by showing that E.J. Lowe’s definitions have great potential in providing us with a satisfactory definition of conditional probability.Standard Olasılık kuramında bir olayın bir diğer olaya koşullu olasılığı rasyo formülü olarak bilinen bir formül ile tanımlanmaktadır. Indonesia consists of more than 17,000 islands separated for hundreds of thousands of years making both the biodiversity and culture diverse. Strong connection between people and biodiversity form a vast array of traditional knowledges retaliated to the conservation and use of biological diversity. During the last 3 decades, tremendous advancement on science and technology has been able to uncover the intrinsic value of biodiversity. Many lead chemical compounds have been isolated and identified, and has opened up huge opportunities in developing (...) new business based on biodiversity. International cooperation between Japan and Indonesia successfully isolated more than 1,000 species of actinomycetes from diverse ecosystems and more than 30% are new species. This group of microbe is important for future pharmaceutical industries. The consciousness on intrinsic value of biodiversity is, however, only being understood by countries having high science and technology capacity. The intrinsic value of biodiversity remains abstract to most of the people in the developing and less developed nations. The Convention on Biological Diversity (UN-CBD), Cartagena and Nagoya Protocol are legal documents to ensure conservation, sustainable use and sharing of the benefit from the utilization of biodiversity and its components. There is a high demand for the developed nations on access to biodiversity to uncover its benefit. The mechanism on access, fair and equitable sharing of the benefit from the utilization of biodiversity and its component are certainly full of ethical dilemma. For this, there is a great need for the developing country having rich biodiversity find the most appropriate way to manage biodiversity and traditional knowledge for their prosperity. Trust between countries rich in biodiversity and countries having high science and technology capacity is a crucial factor. Greater transparency and the recognition on comprehensive rights of people providing biodiversity is a key element in maintaining trust. Ethical standards cannot depend solely on rules or guidelines. This article introduces this special issue of Knowledge, Technology and Policy. It also explains why Luciano Floridi’s Philosophy of Technology is chosen as the topic of the special issue.

A business entity established and owned by a village is designed to support the community in meeting their daily needs, enhancing their knowledge, and providing business and employment opportunities. This requires an institution capable of managing these activities effectively. The institution in question must be able to generate profits because the potential within a village is intended to promote the welfare of the local community. This study examines village institutions functioning as economic entities, commonly known as Village-Owned Enterprises (BUMDes). The (...) study also explores the legal status of these entities and their role in implementing programs aimed at building a prosperous society. The research findings confirm that BUMDes, as regulated by Government Regulation Number 11 of 2021 and the Regulation of the Minister of Villages, Development of Disadvantaged Regions, and Transmigration Number 3 of 2021, have legal entity status. This means that these institutions are recognized and regulated by law, allowing them to engage in business activities legally, while also being responsible for adhering to applicable laws and regulations. The village government wholly owns these business institutions, and their mission is to manage and develop the village's economic potential. Additionally, BUMDes are intended to create jobs, enabling village communities to meet their basic needs, increase their income, and advance the local economy. The legal framework governing these institutions must be a focus for stakeholders to ensure the creation of legal justice, certainty, and benefits. (shrink)

Until the very recent days of the Turkish Republic, when every effort is being made to adopt the ways of Western civilization, it has been the picturesque and wellnigh universal custom for shops to carry on their walls small placards, usually framed, and these placards have contained in beautiful Arabic writing verses from the Quran, traditions of Muhammed, rhymed and unrhymed sayings which have for generations been passed down from father to son. Coffee-houses, barber shops, booksellers, grocery stores, pharmacies, candy (...) stores, fruit-stands, private houses even, all have decorated their walls with more or less artistically copied bits of wisdom from the past. In general there is no record of the authors or sources from which the sayings have come. They reflect in some measure also the thought of Turkish society as that thought has been passed on through the centuries. In order to get a picture of social relationships in the old Ottoman state it will perhaps be of value to study these texts and learn what we can from them of the social life and ideals of everyday folk in Constantinople from the earliest days down to the period which is just passing. There was a close relationship between these mottoes and their owners. The mottoes reflected in the first place the life philosophy of those who wrote them, and they served to mould the attitude toward life of successive generations. Not only religious belief, but attitudes toward the world and its problems, toward methods and standards of business dealing, are all touched upon in these texts. (shrink)

This paper presents the algebraic and Kripke modelsoundness and completeness ofa logic over Boolean monoids. An additional axiom added to thelogic will cause the resulting monoid models to be representable as monoidsof relations. A star operator, interpreted as reflexive, transitiveclosure, is conservatively added to the logic. The star operator isa relative modal operator, i.e., one that is defined in terms ofanother modal operator. A further example, relative possibility,of this type of operator is given. A separate axiom,antilogism, added to the logic (...) causes the Kripke models to support acollection of abstract topological uniformities which become concretewhen the Kripke models are dual to monoids of relations. The machineryfor the star operator is shownto be a recasting of Scott-Montague neighborhood models. An interpretationof the Kripke frames and properties thereof is presented in terms ofcertain CMOS transister networks and some circuit transformation equivalences.The worlds of the Kripke frame are wires and the Kripke relation is a specializedCMOS pass transistor network. In many cases, mosques have been accused by anti-terror agencies as a potential place to spread transnational Islamic ideologies. This study examines the perceptions of mosque administrators (ta’mīr) about Pancasila, Islamic sharia and transnational ideology. This research took place in South Tambun, a densely populated subdistrict in Bekasi, West Java. Mostly populated by urbanites, it has heterogeneous religious understanding. A quantitative research method with descriptive statistics is used in this study to analyse the results of the survey conducted. Furthermore, a (...) qualitative technique is carried out through a series of interviews conducted with the respondents. Triangulation is carried out to increase the validity and credibility of the findings. The results showed that 40% of mosque administrators surveyed thought that transnational ideologies were not in accordance with the spirit of Pancasila. Meanwhile, the remaining 40% and 20% of respondents, respectively, consider transnational ideologies to be dangerous to social order, and divisive. The qualitative analysis shows that the respondents do not want the implementation of Islamic sharia and an Islamic state within the Indonesian constitutional framework.Contribution: This research can be used by policymakers and anti-terror agents to proportionally and participatively involve mosque administrators to narrow the wiggle room for the spread of transnational ideology. This study documents how multicultural education is constructed and implemented in a local pesantren in Tabanan, Bali, Indonesia, namely PBBI (Pesantren Bali Bina Insani). It demonstrates that the multicultural education in this pesantren is based upon the reality of religious, cultural, ethnic, group, and gender diversity that exists surrounding the pesantren. Teaching and administrative staff of this pesantren consist of Muslims and Hindus. Students come from the different socio-cultural backgrounds. Inclusive and tolerance values are incorporated into the curriculum of the (...) pesantren. Multicultural education in this pesantren has become a strategic instrument for adaptation to the Hindu environment where it is located. The pesantren teaches students how to implement Islamic teaching on pluralism and inclusivism in their daily activities. (shrink)

Cross-cultural differences in argumentation may be explained by the use of different norms of reasoning. However, some norms derive from, presumably universal, mathematical laws. This inconsistency can be resolved, by considering that some norms of argumentation, like Bayes theorem, are mathematical functions. Systematic variation in the inputs may produce culture-dependent inductive biases although the function remains invariant. This hypothesis was tested by fitting a Bayesian model to data on informal argumentation from Turkish and English cultures, which linguistically mark evidence quality (...) differently. The experiment varied evidential marking and informant reliability in argumentative dialogues and revealed cross-cultural differences for both independent variables. The Bayesian model fitted the data from both cultures well but there were differences in the parameters consistent with culture-specific inductive biases. These findings are related to current controversies over the universality of the norms of reasoning and the role of normative theories in the psychology of reasoning. (shrink)

River conservation is rooted in the importance of managing watersheds (D.A.S.) in Indonesia, with 42,210 watersheds forming the basis for management policies. To ensure ecosystem sustainability, these policies consider various aspects such as land conditions, water quality, and regional land use. However, the reality on the ground shows that rapid urbanization and a lack of public awareness have led to river pollution and damage to riverbanks. Therefore, more robust conservation efforts are required to achieve environmental justice. This research employs a (...) normative juridical method and focuses on the Cirebon area. The findings reveal that implementing urban river conservation policies in Cirebon includes controlling illegal construction, conducting community outreach on the importance of river protection, and executing environmental rehabilitation programs to raise awareness of the negative impacts of unauthorized development. Despite progress in data collection and action planning, challenges such as community resistance and budget constraints continue to hinder the effectiveness of policy implementation. Collaboration between the Government, communities, and other stakeholders is essential to ensure the success of these conservation efforts. (shrink)

Hilmi Omar Budda (1894-1952) has played a significant role in the process of institutionalization of History of Religions in Turkey. He, who was the first academician in the field of History of Religions in Turkey, lectured for many years in Dâru’l-Funûn (Ottoman University) Faculty of Divinity, which was found in 1924. Then he worked in department of Institute of Islamic Sciences, which was a branch of Istanbul University Faculty of Arts, by pursuing his same position and career. After that, (...) Budda lectured in Ankara University Faculty of Divinity, which was found in 1949, as the first academic person of the department of History of Religions. Budda, who wrote many scientific studies and trained a large number of students during his academic life roughly thirty years, filled a gap in the field of History of Religions in the early years of republic period. Even though there are some scientific problems in his writings and views on issues, this article deals with Budda’s contributions to the History of Religions and his role in the formation of such a discipline in Turkey. This study, besides, mentions about Budda’s academic sides by analyzing his scientific writings composed of books, articles and columns. (shrink)

PREFACE WORD -/- Hilmi Ziya Ülken was born and educated in Istanbul during the last period of the Ottoman Empire and worked in many fields of the intellectual life of the newly established Republic. Although he was interested in many fields of social sciences, he gained fame in the fields of Turkish thought and Islamic philosophy, and undertook important tasks in revealing and introducing medieval Islamic thinkers and post-Tanzimat Turkish thought. Again, due to his deep knowledge of Eastern and (...) Western philosophies, he was a thinker who made comparative studies and revealed the similarities and differences in both cultures. Apart from philosophy, which is his main field of interest, he also wrote works in the fields of sociology, anthropology, logic, history, novels, poetry, painting, miniature painting and even calligraphy. Ülken served as a bridge to the disconnect in our culture due to the Alphabet Revolution through the works he wrote and the students he trained. He made great contributions to Turkish-Islamic thought with his maturity period works, especially when he was a faculty member in the field of systematic philosophy at Ankara University Faculty of Theology. The philosophy of being, which constitutes the main axis of our study, is intertwined with metaphysics and ontology. Metaphysics, which deals with the question of "what being is", and ontology, which seeks to answer the question of "what kind of the same things exist in essence", are closely related; in fact, it is almost impossible to separate these two fields. Metaphysics, or the philosophy of being, is the most important and yet the most problematic field of philosophy. This is because throughout the history of philosophy there are many philosophers who do not see metaphysics as a field of philosophy. Especially in the Enlightenment period, metaphysics was seen as unobservable and incapable of meaningful discourse because it included topics such as God, the soul and universals. Some positivist thinkers even saw metaphysics as a continuation of animist discourse, the biggest obstacle to progress and Enlightenment, and criticized it severely. As a continuation of this understanding, metaphysics has been viewed negatively in our country since the early years of the Republic, and some philosophers have ignored an important field of philosophy by saying, "Metaphysics is not philosophy; philosophy is not metaphysics." In fact, in contemporary Western philosophy, Heidegger, Heidegger, Heidegger, Heidegger, Heidegger, Heidegger, Heidegger, Heidegger, Heidegger, Heidegger, Heidegger. In fact, in contemporary Western philosophy, philosophers such as Heidegger (1889-1976), Sartre (1905-1980) and Merleau-Ponty (1908-1961) attempted to demolish metaphysics in order to solve the problem of existence, but in doing so they themselves had to do metaphysics. When we ignore metaphysics, we ignore an important field of philosophy and an important function of the philosopher. Because in the pithy words of Ibn Rushd (1126-1198), "Man is a being who does metaphysics." Again, according to the Andalusian philosopher Ibn Bâjce (1077-1139), a virtuous society is one that emphasizes the metaphysical dimension of human beings. Although Ülken grew up in a period when metaphysics was viewed negatively, he wrote many works in this field and attached great importance to metaphysics. In fact, one of his first works was Metaphysics (1928), which is important in this respect. In addition, one of his mature works, Being and Becoming (1968), which is a summary of his philosophy, also shows the importance he attached to metaphysics. Ülken attached great importance to the philosophy of being (ontology) in his philosophical studies. He even wrote on this subject in his Felsefe Dersleri: Bilgi ve Vücûd Nazariyeleri (Metafizik) (Philosophy Lectures: Knowledge and Body Theory -Metaphysics) (1928), Aşk Ahlâkı (Love Ethics) (1931), İnsanî Vatanperverlik (Humanitarian Patriotism) (1933), and Varlık ve Oluş (Being and Becoming) (1968). These works on ontology are among the first publications in his field in Turkish. According to him, the basic subject of philosophy is existence. Other fields should be built on this philosophy. During our study, the most important problem was the change in Ülken's thought between his works. We also encountered difficulties such as the scattered nature of his works, the lack of a systematic system, the lack of methodological sensitivity in footnotes and citations, and the use of some terms in their original form instead of their Turkish equivalents. PREFACE WORD -/- Hilmi Ziya Ülken was born in Istanbul during the last period of the Ottoman Empire, was educated during this period and worked in many areas of the intellectual life of the newly established Republic. Although he was interested in many fields of social sciences, he gained fame in philosophy, sociology, history of thought and literature. Again, he undertook important tasks in revealing and introducing medieval Islamic thinkers and post-Tanzimat Turkish thought, and due to his deep knowledge (...) of Eastern and Western philosophies, he made comparative studies in these fields and tried to reveal the similarities and differences in both cultures. Many graduate studies, book chapters and articles have been written about such an important thinker whose works are also recognized abroad. Among the thinkers of the Republican Era, Ülken is one of the most studied names. In this study, Ülken's biography, his intellectual adventure, his understanding of philosophy and his ideas about the life of thought are discussed panoramically, and the bibliographic information obtained about his articles and other works that have not yet been fully revealed has been added to the study. Another important document added to this study is Ülken's biography written in his own handwriting. Our hope is that with the completion of the information missing in this study, a complete portrait of Ülken will be revealed. When Ülken's works are taken into consideration, it is understood that he wrote works in many fields of social sciences. The fact that he did not concentrate on a certain field but worked in many fields has been a frequently criticized aspect of him. In this sense, we think that the phrase "A Thinker of Mütebahhir", which we wrote as a subtitle to the title of our study, defines him very well. Many names have used the adjective mütebahhir, which means ocean and depth in Ottoman Turkish, about Ülken. While Necati Öner used it in a positive sense, names such as Cemil Meriç (1916-1987) and İsmail Tunalı (1923-2015) used it in a sense that includes negative connotations, such as saying words in every field, his knowledge is unlimited but formless and non-systematic, and Salâh Birsel (1919-1999) wrote on every subject. On the other hand, scholars such as Kurtuluş Kayalı and Ali Utku, who have recently conducted competent studies on Ülken, have emphasized that Ülken - contrary to popular belief - thought and worked within a system and was very sensitive about his system of thought. When Ülken's works are examined in general, it is seen that many of them were formed by turning lecture notes into books, and this situation caused many problems. This situation led to problems such as the disorganization of his works, the lack of a certain systematization, the lack of the necessary methodological sensitivity in footnotes and citations, and the use of some terms in their original language instead of their Turkish equivalents. When we look at the life stories of important thinkers in the history of thought, we observe that they were not only influenced by the social, political, economic, etc. conditions of the period in which they lived, but also that they influenced these conditions in the period in which they lived. The best example of this situation among the thinkers of the early years of the Republic is Ülken. When his works are examined in chronological order, it is noticeable that his ideas constantly changed, that he had to defend the ideas he criticized from time to time, and that he was in a constant search. He explained his works in many fields by saying that he wrote works that would be a source for his own works and that he served as a bridge to the past. The fact that he was a doyen in many fields of social sciences despite having a Mülkiye education can be explained by his self-education. Ülken, who set an example for academics and thinkers with his hard work, diligence, and lifestyle of constantly reading, researching and writing, carried out very important works in his 73 years of life. As Öner, a student of his who knew him closely, says: "In his daily life, Ülken was either reading, writing or philosophizing." Again, Tunalı says about his diligence that "when he was finishing a book, he would have written another book!" It can be said that one of Ülken's efforts was to establish a tradition of sociology and philosophy in Turkey by recognizing the disconnect in our world of thought. Ülken expressed this to his student Necati Öner by saying, "We are a quarter in philosophy, you will be half, and then we will be complete!" While the influence of philosophers and sociologists who came to our country with the educational reforms was quite limited, Ülken succeeded in establishing a tradition in Istanbul Sociology and Ankara Theology. For this reason, important sociologists and philosophers of our country, such as Baykan Sezer (1938-2002) and Kurtuluş Kayalı (born 1949), admitted that "we are students of the Ülken tradition" even though they were not his direct students. Ülken provided an important opening in the social sciences with his methodology that analyzed the problems he dealt with in depth, tried to deal with all aspects of the issues and made synthesis attempts between different ideas. In addition, with the newly established Republic, he made great efforts to collect and translate sources in many fields, especially philosophy, and to carry out activities on a philosophical basis. The fact that his works continued to attract attention in every period after him and were reprinted and read again and again reveals the centrality of his role in the intellectual life of the Republican period. In this study, in which the life, philosophy and thoughts of Hilmi Ziya Ülken, whose valuable contributions to Turkish-Islamic thought are undeniable, have been tried to be presented in general terms, the articles and book chapters I have written about Ülken in various journals and book chapters and whose titles I have given in the bibliography and bibliography section have also been utilized. I hope that this monographic study will make a small contribution to the studies on Ülken, who deserves to be remembered with mercy and gratitude. -/- . (shrink)

The Endangered Species Act of 1973 is America's strongest environmental law. Its citizen-suit provision—permitting “any person” whomsoever to sue on behalf of a threatened or endangered species—awards implicit intrinsic value, de facto standing, and operational legal rights to listed species. Accordingly, some cases had gone forward in the federal courts in the name of various listed species between 1979 and 2004, when the Ninth Circuit Court of Appeals ruled that animals could not sue in their own name. Because the Supreme (...) Court has interpreted its habitat destruction as the “taking” of a listed species, some have argued that enforcement of the ESA's critical-habitat-protection provision is a “regulatory taking” of private property without just compensation, contrary to the Fifth Amendment of the Constitution. The courts have not agreed. The ESA citizen-suit provision appears to waive federal-court standing requirements devolved from Article III of the U.S. Constitution, creating much confusion and mutually contradictory rulings. A series of cases reconciles the ESA's citizen-suit provision with the particularized and concrete “injury-in-fact” standing requirements devolved from Article III. (shrink)
