We present an algorithm that can anticipate tax evasion by modeling the co-evolution of tax schemes with auditing policies. Malicious tax non-compliance, or evasion, accounts for billions of lost revenue each year. Unfortunately when tax administrators change the tax laws or auditing procedures to eliminate known fraudulent schemes another potentially more profitable scheme takes it place. Modeling both the tax schemes and auditing policies within a single framework can therefore provide major advantages. In particular we can explore the likely forms (...) of tax schemes in response to changes in audit policies. This can serve as an early warning system to help focus enforcement efforts. In addition, the audit policies can be fine tuned to help improve tax scheme detection. We demonstrate our approach using the iBOB tax scheme and show it can capture the co-evolution between tax evasion and audit policy. Our experiments shows the expected oscillatory behavior of a biological co-evolving system. (shrink)

An energy condition, in the context of a wide class of spacetime theories, is, crudely speaking, a relation one demands the stress-energy tensor of matter satisfy in order to try to capture the idea that "energy should be positive". The remarkable fact I will discuss in this paper is that such simple, general, almost trivial seeming propositions have profound and far-reaching import for our understanding of the structure of relativistic spacetimes. It is therefore especially surprising when one also learns that (...) we have no clear understanding of the nature of these conditions, what theoretical status they have with respect to fundamental physics, what epistemic status they may have, when we should and should not expect them to be satisfied, and even in many cases how they and their consequences should be interpreted physically. Or so I shall argue, by a detailed analysis of the technical and conceptual character of all the standard conditions used in physics today, including examination of their consequences and the circumstances in which they are believed to be violated. In the current literature on scientific explanation unification became unfashionable in favour of causal approaches. We want to bring unification back into the picture. In this paper we demonstrate that resemblance questions do occur in scientific practice and that they cannot be properly answered without unification. Our examples show that resemblance questions about particular facts demand what we call causal network unification, while resemblance questions about regularities require what we call mechanism unification. I draw on the literature on skeptical theism to develop an argument against Christian theism based on the widespread existence of suffering that appears to its sufferer to be gratuitous and is combined with the sense that God has abandoned one or never existed in the first place. While the core idea of the argument is hardly novel, key elements of the argument are importantly different from other influential arguments against Christian theism. After explaining that argument, I make the case (...) that the argument is untouched by traditional skeptical theism. I then consider positive skeptical theism, arguing that while DePoe’s view might provide a response to my argument, it entangles the theist in worries about divine deception. Because traditional skeptical theism and DePoe’s positive skeptical theism constitute the most promising extant strategies for answering my argument, the argument constitutes a serious challenge for the Christian theist. My overall aim, then, is to draw on various strands of the skeptical theism literature to present a challenge for all Christian theists, not just those in the skeptical theist camp, while at the same time revealing some important limitations of skeptical theism. The question of the existence of gravitational stress-energy in general relativity has exercised investigators in the field since the inception of the theory. Folklore has it that no adequate definition of a localized gravitational stress-energetic quantity can be given. Most arguments to that effect invoke one version or another of the Principle of Equivalence. I argue that not only are such arguments of necessity vague and hand-waving but, worse, are beside the point and do not address the heart of the (...) issue. Based on a novel analysis of what it may mean for one tensor to depend in the proper way on another, which, en passant, provides a precise characterization of the idea of a "geometric object", I prove that, under certain natural conditions, there can be no tensor whose interpretation could be that it represents gravitational stress-energy in general relativity. It follows that gravitational energy, such as it is in general relativity, is necessarily non-local. Along the way, I prove a result of some interest in own right about the structure of the associated jet bundles of the bundle of Lorentz metrics over spacetime. I conclude by showing that my results also imply that, under a few natural conditions, the Einstein field equation is the unique equation relating gravitational phenomena to spatiotemporal structure, and discuss how this relates to the non-localizability of gravitational stress-energy. The aim of this investigation is to answer the question of why it is prima facie morally wrong to cause or contribute to the extinction of species. The first potential answer investigated in the book is that other species are instrumentally valuable for human beings. The results of this part of the investigation are that many species are instrumentally valuable for human beings but that not all species are equally valuable in all cases. The instrumental values of different species also (...) have to compete with other human values. Sometimes these other values probably outweigh the value of the continued existence of the species. In general the degree of uncertainty is very high and the precautionaty principle is recommended to deal with these uncertainties. We also found that we have a duty to consider the interests of future generations of human beings and that these duties, in general, speak in favour of preservation. Anthropocentric instrumentalism therefore provides us with rather strong reasons to consider many cases of human caused extinction as prima facie morally wrong. Even so, anthropocentric instrumentalism does not fully account for the moral intuition we set out to investigate. The next potential answer that is investigated in the book is that species have a moral standing in their own right. The result of this part of the investigation is that this idea is highly unlikely, in particular because species cannot have any interests to consider. Anotgher potential answer is that species have intrinsic value in some other meaning that does not imply moral standing. We concluded that it is possible to be subjectively valued as an end and that many species have properties that make them highly suitable for being valued as ends by human beings. Finally, we found that our contributions to the extinction of species in most cases frustrate the interests of many non-human sentient beings. This is true if the species in question is made up of sentient individuals, and it is also true when the species in question is made up of non-sentient individuals that have instrumental value for sentient individuals of other species. There are exceptions to this rule, but all in all it seems that the inclusion of non-human sentient individuals together with us humans as moral objects, in most cases, tip the scale drastically in favour of preservation. The main result of the investigation is that there is not one but several explanations to why it is prima facie morally wrong to contribute to the extinction of species – and all of them are about duties to respect the interests of individual sentient animals, including human beings. If we eventually discover extraterrestrial life, do we have any moral obligations for how to treat the life-forms we find; does it matter whether they are intelligent, sentient, or just microbial—and does it matter that they are extraterrestrial? -/- In this paper, I examine these questions by looking at two of the basic questions in moral philosophy: What does it take to be a moral object? and What has value of what kind? I will start with the first of these (...) questions by looking at the most important attempts to answer this question on our own planet and by asking whether and how they could be applied to extraterrestrial life. The results range from a very strong protection of all extraterrestrial life and all extraterrestrial environments, whether inhabited or not, to total exclusion of extraterrestrial life. Subsequently, I also examine whether extraterrestrial life that lacks moral status can have value to human or alien life with moral status, and if that could generate any obligations for how to treat extraterrestrial life. Based on this analysis, I conclude that extraterrestrial life-forms can have both instrumental value and end value to moral objects, which has strong implications for how to treat them. (shrink)

If we find life on another world, it will be an extremely important discovery and we will have to take great care not to do anything that might endanger that life. If the life we find is sentient we will have moral obligations to that life. Whether it is sentient or not, we have a duty to ourselves to preserve it as a study object, and also because it would be commonly seen as valuable in its own right. In addition (...) to this we would also have a duty to our fellow humans and other earthly life forms not to expose them to danger by advertently or inadvertently exposing them to potentially harmful space organisms. When space exploration turns into exploitation it will therefore be important to be able to show that a world that is up for exploitation is uninhabited before the exploitation starts. Showing that a world is uninhabited is, however, a different kind of task than showing that it is inhabited. The latter task can be accomplished through one positive finding but it is not clear how to go about the former task. In this paper I suggest that it is a gradual process asymptotically approaching certainty rather than a discovery in the traditional sense of the word. It has to be handled in two steps. The first is to connect degree of certainty with research setup. The second is to decide how certain we need to be. The first step is about the number, diversity and quality of observations. The second step is a decision we have to make based on the purpose of the investigation. The purpose and therefore the degree of certainty needed to establish that a world is uninhabited will be different for a world that is up for exploitation than for a world that is not. In the latter case it is only a matter of epistemic values. In the former case also ethical values have to be considered. (shrink)

General relativity poses serious problems for counterfactual propositions peculiar to it as a physical theory. Because these problems arise solely from the dynamical nature of spacetime geometry, they are shared by all schools of thought on how counterfactuals should be interpreted and understood. Given the role of counterfactuals in the characterization of, inter alia, many accounts of scientific laws, theory confirmation and causation, general relativity once again presents us with idiosyncratic puzzles any attempt to analyze and understand the nature of (...) scientific knowledge must face. _Kexue_, or science, captured the Chinese imagination in the early twentieth century, promising new knowledge about the world and a dynamic path to prosperity. Chinese Buddhists embraced scientific language and ideas to carve out a place for their religion within a rapidly modernizing society. Examining dozens of previously unstudied writings from the Chinese Buddhist press, this book maps Buddhists' efforts to rethink their traditions through science in the initial decades of the twentieth century. Buddhists believed science offered an exciting, alternative (...) route to knowledge grounded in empirical thought, much like their own. They encouraged young scholars to study subatomic and relativistic physics while still maintaining Buddhism's vital illumination of human nature and its crucial support of an ethical system rooted in radical egalitarianism. Showcasing the rich and progressive steps Chinese religious scholars took in adapting to science's rising authority, this volume offers a key perspective on how a major Eastern power transitioned to modernity in the twentieth century and how its intellectuals anticipated many of the ideas debated by scholars of science and Buddhism today. Stuart White argues that egalitarians need a diverse toolkit of policy proposals in order to move closer to a just economic system. In particular he argues that a policy of Basic Capital grants should be included in this toolkit along with a variety of other more familiar instruments such as unconditional Basic Income, welfare state services and income supports, and support for worker cooperatives. The various policies in the egalitarian toolkit, however, have implications for issues other than contributing to a (...) more just economic system. In particular, they have implications for the long term stability, transformation, or even transcendence, of capitalism as an economic system. In this article I will argue that unconditional Basic Income has a greater potential to erode capitalism than does Basic Capital. While both of these policies in the egalitarian toolkit may make the economic system statically more just, over time Basic Capital grants are likely to strengthen capitalism as the core structure of the economic system, whereas unconditional Basic Income has the potential to erode the dominance of capitalism. As part of a long-term project of human emancipation, therefore, unconditional Basic Income should have priority over Basic Capital. (shrink)

Throughout Europe, science and technology policy within the environmental field is currently in a process of transformation, which has been characterised by many observers as ecological modernisation. Emphasis is being given to preventive principles and so-called cleaner technologies in the quest for a more sustainable development. Each European country has, however, adapted the new doctrines and practices in distinctive ways. The main aim of the paper is to show how contemporary policies have been shaped by history, more specifically, by institutional (...) and cognitive traditions, and by national policy styles. By comparing 'ecological modernisation ' in Sweden and Denmark, we attempt to indicate how such national cultural differences affect the ways in which science and technology policies in the environmental field are formulated and implemented. För att kunna känna igen liv när vi hittar det och för att veta hur vi skall leta behöver vi ha en uppfattning om vad liv är. Att försöka konstruera en definition av liv hjälper oss också att formulera våra tankar kring vad liv är. De flesta av oss har nog en intuitiv uppfattning av vad liv är, och kan i de flesta situationer utan problem skilja ut vad som är levande från vad som inte är det. Det finns dock (...) situationer när det inte är fullt så enkelt. Man är till exempel inte överens om huruvida virus är liv. Virus kan föröka sig och genomgår evolution men de har ingen egen metabolism vilket många hävdar är en nödvändig egenskap för att vara levande. Numera finns det också datorprogram som har vissa egenskaper gemensamma med sådant som vi normalt kallar liv. De kan till exempel föröka sig och genomgå en slags evolution. Däremot är de inte uppbyggda av DNA, och dessutom är de ju tillverkade av oss. Trots detta finns det de som vill hävda att datorprogram kan vara levande. Å andra sidan finns det desto fler som förnekar det. Många förnekar också att levande datorprogram alls är möjligt. De som gör det kan till exempel hävda att liv måste ha en viss form av kemisk bas eller vara ett resultat av naturligt urval i motsats till urval baserat på regler som vi människor har konstruerat. När man diskuterar utomjordiskt liv så blir det ofta ännu svårare att avgöra vad som är levande än när vi diskuterar liv här på jorden. Utomjordiskt liv kommer förmodligen att vara väldigt olikt det vi normalt kallar liv men någonting bör det ju ha gemensamt med livet på jorden för att det skall vara befogat att använda beteckningen liv om båda. När man letar efter liv i extrema miljöer här på jorden, och i ännu högre grad när man letar efter liv på andra himlakroppar, är det av avgörande betydelse att man har någon slags uppfattning om vad liv är. Det finns framför allt två skäl till det. Det ena är att man behöver kunna avgöra om det man hittar är liv. Det andra är att vi behöver bestämma oss för hur och var vi skall leta (resurserna för att leta efter liv är ju inte obegränsade). Man behöver till exempel välja rätt slags instrument som reagerar på rätt saker. För att kunna göra det behöver man veta vilka egenskaper man skall leta efter, det vill säga man behöver veta vad liv är. (shrink)

My concern in this paper is a debate between Pascal Engel and Richard Rorty documented in the book What’s the Use of Truth? Both Engel and Rorty problematize the natural suggestion that attaining truth is a goal of our inquiries. Where Rorty thinks this means that truth is not something we should aim for at all over and beyond justification, Engel maintains that truth still plays a distinct role in our intellectual and daily lives. Thus, the debate between Engel and (...) Rorty ends in a standoff. In the present paper, I question the claim that truth is not a goal of inquiry. I do so from the point of view of a systematic and general theory of rational goal-setting which has its roots in management science. I argue, in this connection, that Rorty’s central claim rests on a principle of goal-setting rationality that is generally invalid. The bottom line is that the goal of truth, like other visionary goals, is likely to have the positive effect of increasing motivation and effort, and this may offset the drawbacks which Rorty, rightly, calls attention to. In largely following Rorty in this regard, Engel is making one concession too much to his opponent. (shrink)

Sokrates var inte bara en filosofisk nydanare. Genom sitt sätt att involvera sina samtalspartners i den filosofiska processen var han också i hög utsträckning en pedagogisk nydanare. Hans pedagogiska grundidé var den så kallade majeutiska metoden – det vill säga ”barnmorskemetoden”. Med det menade han att han inte överförde sina egna färdiga tankar till den han talade med utan han hjälpte sin samtalspartner att föda sina egna tankar. Inom pedagogiken är det vanligt att använda den så kallade ”Sokratiska metoden” vilket (...) i sin enklaste form bara innebär att man ställer frågor till studenterna. Den här artikeln kommer emellertid att handla om en mer sofistikerad metod som används för begreppsanalys/begreppsdefinition i grupp. Metoden är inspirerad av Sokrates men skiljer sig också en del från hur Sokrates själv grep sig an sina dialoger – åtminstone så som de beskrivs av Platon. Artikeln innehåller en kort historisk och pedagogisk bakgrund men syftar framför allt till att utgöra en praktisk vägledning för genomförande av sokratiska dialoger i filosofiundervisningen. Artikeln bygger framför allt på mina egna erfarenheter av att använda Sokratisk Dialog i undervisningen vid Filosofiska institutionen vid Lunds universitet, Lunds Tekniska Högskola, Sveriges Lantbruksuniversitet och i det privata näringslivet. Artikeln vänder sig till alla som undervisar i filosofi på universitetet eller gymnasiet eller i filosofiska metoder för studenter vid andra utbildningar, t.ex. värdeteori, vetenskapsteori eller tillämpad etik för ingenjörer eller medicinare – eller i vilket annat ämne som helst där det förekommer begrepp som saknar en enkel och knivskarp definition men som är viktiga för ämnet. When the time comes to decide how to govern an extraterrestrial settlement there will be many alternatives to chose from. We will have the opportunity to try new and so far untested theories, but there are also some old forms of government that might be tempting to try again. We might for instance let the company whose activities on the world are the reason for the establishment govern the settlement. This has been tried before on our own planet both because (...) it was seen as convenient and as an incentive for colonisation. In this chapter I will ask what this solution would mean for the civil liberty of the settlers. To answer the question I will look at some historical analogues and have a philosophical discussion. The conclusion is that a settlement governed by a body whose sole reason for existence is to make money for the owners, that is led by a board that answers only to the owners and not to the people, that functions as both government and sole employer, and that has the unlimited power over the life support systems necessary for the survival of the settlers will not be a good basis for civil liberties. The book contains the first part of an investigation aimed at finding out why it is morally wrong to cause species to go extinct. That it is morally wrong seems to be a very basic and widely held intuition. It seems reasonable that a moral theory worth taking seriously ought to be able to account for that intuition. The most common attempt to answer our question is to refer to the instrumental value of the species for human beings – the (...) anthropocentric instrumental approach as I have chosen to call it. This is the answer that is discussed in this book. We have found many ways in which different species have instrumental value for human beings – both individually and as a part of ecosystems and of biodiversity in general. We could not guarantee however that this includes all species. In some cases, it also turned out that the instrumental value of the species in fact favours exploitation maybe even as far to the extinction of the species. We also noticed that there is no guarantee that the instrumental value of the species can always outweigh the competing values that we would gain by different encroachments that contribute to the extinction of the species. We found however that there are some special circumstances that help push the scale in the direction of preservation. I am thinking of some particular types of value such as choice value and transformation value – values that in general seem to favour preservation of species. This principle shows us that it would be rational from an anthropocentric instrumental vantage point to rule in favour of preservation in many of the cases where we are uncertain about the value of the species, about the best way of utilising the value, or about the connection between the species and other species or biodiversity in general. I am finally thinking of the moral principle that we have duties to consider the future interests of generations to come. We found that with a few exceptions it is justified to adopt such a principle. This in combination with the principles of precaution ought in general to urge us not to cause the extinction of species unless we have very trustworthy evidence that they will not turn out to be more valuable alive to future generations in comparison to what we can get from driving them to extinction. In relation to the discussion about the value of other species for human beings, it is worth noticing that all the arguments we have found in favour of preservation would be even stronger – and therefore account even better for the intuition that it is at least prima facie wrong to cause extinction – if we also accepted that other entities than human beings can have moral standing. Finally, we noticed that our moral intuitions strongly indicate that even in the cases where the instrumental value of other species for human beings talks in favour of preservation, there is still something lacking. Something we have to account for in order to totally account for our moral intuition against extinction. The conclusion will have to be that anthropocentric instrumentalism is in favour of preservation in many cases – probably in more cases than is generally acknowledged – but that it is not enough to give a complete account of the intuition that it is prima facie morally wrong to contribute to the extinction of species. This chapter deals with an area of study sometimes called “formal value theory” or “formal axiology”. Roughly characterized, this area investigates the structural and logical properties of value properties and value relations, such as goodness, badness, and betterness. There is a long-standing controversy about whether goodness and badness can, in principle, be measured on a cardinal scale, in a way similar to the measurement of well-understood quantitative concepts like length. Sect. 28.1 investigates this issue, mainly by comparing the properties of (...) the relations “longer than” and “better than”. In Sect. 28.2, some attempts to define goodness and badness in terms of the betterness relation are discussed, and a novel suggestion is made. Sect. 28.3, finally, contains an attempt to define the recently much discussed value relation “on a par with” in terms of the more familiar betterness relation. (shrink)

Hebbian cell-assembly theory and attractor networks are good starting points for modeling cortical processing. Detailed cell models can be useful in understanding the dynamics of attractor networks. Cell assemblies are likely to be distributed, with the cortical column as the local processing unit. Synaptic memory may be dominant in all but the first couple of seconds.

Fairness preferences fundamentally affect individual behavior and play an important role in shaping social and political institutions. However, people differ both with respect to what they view as fair and with respect to how much weight they attach to fairness considerations. In this article, we study the role of family background in explaining these heterogeneities in fairness preferences. In particular, we examine how socioeconomic background relates to fairness views and to how people make trade-offs between fairness and self-interest. To study (...) this, we conducted an economic experiment with a representative sample of 14- to 15-year-old and matched the experimental data to administrative data on parental income and education. The participants made two distributive choices in the experiment. The first choice was to distribute money between themselves and another participant in a situation where there was no difference in merit. The second choice was to distribute money between two other participants with unequal merits. Our main finding is that there is a systematic difference in fairness view between children from low-socioceconomic status families and the rest of the participants; more than 50 percent of the participants from low-SES families are egalitarians, whereas only about 20 percent in the rest of the sample hold this fairness view. In contrast, we find no significant difference in the weight attached to fairness between children from different socioeconomic groups. (shrink)

Professor Dowding has written an interesting and stimulating book on the relevance (R) of general philosophical insights for the conduct of political science enquiry. In this paper, I challenge his positive analysis due to the relevance (R) difficulty. The social sciences have to struggle with a set of philosophical questions, but they hardly belong to general ontological or epistemological theories.
