The fault prediction and abductive fault diagnosis of three-phase induction motors are of great importance for improving their working safety, reliability, and economy; however, it is difficult to succeed in solving these issues. This paper proposes a fault analysis method of motors based on modified fuzzy reasoning spiking neural P systems with real numbers for fault prediction and abductive fault diagnosis. To achieve this goal, fault fuzzy production rules of three-phase induction motors are first (...) proposed. Then, the rMFRSNPS is presented to model the rules, which provides an intuitive way for modelling the motors. Moreover, to realize the parallel data computing and information reasoning in the fault prediction and diagnosis process, three reasoning algorithms for the rMFRSNPS are proposed: the pulse value reasoning algorithm, the forward fault prediction reasoning algorithm, and the backward abductive fault diagnosis reasoning algorithm. Relying on the universality of quantum mechanics and on recent results known as the “threshold theorems,” quantum information scientists deem the question of the feasibility of large‐scale, fault‐tolerant, and computationally superior quantum computers as purely technological. Reconstructing this question in statistical mechanical terms, this article suggests otherwise by questioning the physical significance of the threshold theorems. Electromechanical actuators are more and more widely used as actuation devices in flight control system of aircrafts and helicopters. The reliability of EMAs is vital because it will cause serious accidents if the malfunction of EMAs occurs, so it is significant to detect and diagnose the fault of EMAs timely. However, EMAs often run under variable conditions in realistic environment, and the vibration signals of EMAs are nonlinear and nonstationary, which make it difficult to effectively achieve fault diagnosis. (...) This paper proposed a fault diagnosis method of electromechanical actuators based on variational mode decomposition multifractal detrended fluctuation analysis and probabilistic neural network. First, the vibration signals were decomposed by VMD into a number of intrinsic mode functions. Second, the multifractal features hidden in IMFs were extracted by using MFDFA, and the generalized Hurst exponents were selected as the feature vectors. Then, the principal component analysis was introduced to realize dimension reduction of the extracted feature vectors. Finally, the probabilistic neural network was utilized to classify the fault modes. The experimental results show that this method can effectively achieve the fault diagnosis of EMAs even under diffident working conditions. Simultaneously, the diagnosis performance of the proposed method in this paper has an advantage over that of EMD-MFDFA method for feature extraction. (shrink)

Despite the outpouring of interest in tort and criminal theory over the last thirty years, not much progress has been made toward understanding the basic concepts for analyzing liability. Common law theorists of torts and criminal law tend to accept the conventional distinction between objective and subjective standards and the view that objective negligence is not really fault in the way that subjective negligence is. The author’s view is that this distinction between objective and subjective standards is misunderstood and (...) that, in fact, so-called objective negligence is a test of fault or culpability in the same way that subjective standards are. This paper seeks to defend inadvertent negligence as a proper basis for blaming someone for causing harm, whether in the context of tort law or criminal law, whether the standard is regarded as objective or subjective. The first part of the paper, the historical part, engages in an extended analysis of Oliver Wendell Holmes’ writings on negligence. The second part of the paper, the philosophical part, addresses the general question of how people can be considered at fault and be blamed for not knowing critical attributes of their conduct, which might be either matters-of-fact or matters of moral evaluation. This thesis analyzes from a philosophical perspective different models for nonmonotonic inference, belief revision and the handling of inconsistencies. ;The first chapter serves as an introduction to the subject, giving examples and analyzing the main concepts. As a result of these discussions, this thesis tries to: produce a refined map of the main notions related to this subject, maintain that there can be a fault tolerant logic that stands in support of fault tolerant reasoning, and defend the use (...) of deductive databases as models for changes of belief. ;The second chapter explores monotonic proposals to deal with uncertain reasoning. These include logics based on a classical notion of consequence, interpretations of defeasible reasoning as containing implicit premises, and systems in which temporal change is an integral part of the representation of states of affairs, via temporal indices or more elaborate devices. ;The third chapter explores quantitative approaches to nonmonotonic reasoning like dispositional logic, and theories of probabilistic reasoning including Bayesian, certainty factors, and Dempster-Shafer. ;The fourth chapter explores qualitative approaches. Here we mention conditional, default, and nonmonotonic logics, and the circumscription and autoepistemic formalisms. ;The fifth chapter studies different proposals to deal with contradictions. It starts with a review of the types of belief inconsistencies, and then it presents mechanisms to prevent, control or correct them. I explore paraconsistent logics, specially relevance logics, to "bracket" the area of conflict and allow inferences about non-related topics to continue unaffected. Then I examine different methods to get rid of the inconsistencies, including the use of dependency-directed backtracking and of relevance logic. ;Finally, I present my conclusions, and mention some of the open problems. The safety and stability of the power supply system are affected by some faults that often occur in power system. To solve this problem, a criterion algorithm based on the chaotic neural network and a fault detection algorithm based on discrete wavelet transform are proposed in this paper. MATLAB/Simulink is used to establish the system model to output fault signals and travelling wave signals. Db4 wavelet decomposes the travelling wave signals into detail signals and approximate signals, and these (...) signals are combined with the two-terminal travelling wave location method to achieve fault location. And the wavelet detail coefficients are extracted to input to the proposed chaotic neural network. The results show that the criterion algorithm can effectively determine whether there are faults in the power system, the fault detection algorithm has the capabilities of locating the system faults accurately, and both algorithms are not affected by fault type, fault location, fault initial angle, and transition resistance. This paper argues that rectificatory justice should supplement distributive justice in allocating priority of access to scarce medical resources. Where a patient is at fault for the scarcity of healthy organs a principle of restitution requires that she should give priority to the faultless. Such restitution is non-punitive, and is akin to reparation in civil law, not criminal law. The article deals with the concept of the court’s fault in the action for damages against a state suffered due to infringement of European Union law. The author searches for the right position of the criterion in the system of the conditions of state liability and discusses whether European Union law establishes a uniform standard of fault, or at least the guidance on the application of the criterion that would enable uniform national judicial practices concerning state liability for (...) the infringements attributable to the courts of last instance. The article also analyses national legal regulation and jurisprudence of several Member States such as France, Belgium and Italy, providing the definitions of different forms of fault and (or) examples of their practical implementation. The objective of this study is to propose a new operation method based on the universal grey number to overcome the shortcomings of typical interval operation in solving system fault trees. First, the failure probability ranges of the bottom events are described according to the conversion rules between the interval number and universal grey number. A more accurate system reliability calculation is then obtained based on the logical relationship between the AND gates and OR gates of a fault (...) tree and universal grey number arithmetic. Then, considering an aircraft landing gear retraction system as an example, the failure probability range of the top event is obtained through universal grey operation. Next, the reliability of the aircraft landing gear retraction system is evaluated despite insufficient statistical information describing failures. The example demonstrates that the proposed method provides many advantages in resolving the system reliability problem despite poor information, yielding benefits for the function of the interval operation, and overcoming the drawback of solution interval enlargement under different orders of interval operation. The classification frameworks for fault diagnosis of rolling element bearings in rotating machinery are mostly based on analysis in a single time-frequency domain, where sensitive features are not completely extracted. To solve this problem, a new fault diagnosis technique is proposed in the mixed domain, based on the crossover-mutation chaotic particle swarm optimization support vector machine. Firstly, fault features are generated using techniques in the time domain, the frequency domain, and the time-frequency domain. Secondly, the weighted maximum (...) relevance minimum redundancy algorithm is adopted to reduce the dimension of the feature set and to establish the representative feature set. Thirdly, a new crossover-mutation strategy is suggested to reduce the local minima in optimization, and an optimization disturbance is added. Finally, the support vector machine is optimized using the improved chaotic particle swarm to improve fault classification diagnosis. The effectiveness of the proposed new bearing fault diagnostic technique is verified by experimental tests under different bearing conditions. Test results showed that the bearing fault classification accuracy of CMCPSO-SVM in the mixed domain was much higher than those in a single feature domain. (shrink)

‘No-fault unbelief’ can be named the view that there are those who do not believe in God through no moral or intellectual fault of their own. This view opposes a more traditional one, which can be named ‘flawed unbelief’ view, according to which religious unbelief signals a cognitive or moral flaw in the non-believer. Since this charge of mental or moral flaw causes a certain uneasiness, I oppose the former view, i.e. ‘no-fault unbelief’, with a strategy that (...) has nothing to do with the latter. I assume that ‘no-fault unbelief’ is correct and show what consequences follow for both unbelievers and believers. I conclude that the assumption in question is superficially beneficial but deeply detrimental to unbelievers, and by contrast, it is superficially detrimental and deeply beneficial to believers. The Quine-Duhem thesis states that we always have a choice about how praise or blame are distributed in cases of scientific justification. But in many scientific examples, there is simply no room to doubt that a particular hypothesis is responsible for a refutation or established by the observations. Fault Tracing gives a theory of independent justification from different sets of evidence. Using both real and artificial examples, it shows how to play independently established hypotheses against each other to determine (...) whether an arbitrary hypothesis needs to be altered in the light of (apparently) refuting evidence. This is a theory of the functioning of background knowledge in scientific justification, which allows for justification from the evidence independently of values. A traditional picture is that cases of deontic constraints--- cases where an act is wrong (or one that there is most reason to not do) even though performing that act will prevent more acts of the same morally (or practically) relevant type from being performed---form a kind of fault line in ethical theory separating (agent-neutral) consequentialist theories from other ethical theories. But certain results in the recent literature, such as those due to Graham Oddie and Peter Milne in "Act (...) and Value", do not sit well this traditional wisdom. My aim in this paper is to argue that both the traditional wisdom and Oddie and Milne are mistaken. I begin by looking more closely at the traditional wisdom and why it fails (§1). Then I develop my account of this fault line in ethical theory and its importance (§2). Finally I show that a diagnosis of where Oddie and Milne go wrong follows as a corollary of this new account (§3). An important upshot will be that discussions of cases of deontic constraints would do best to focus on the account of the nature and importance of the cases identified in this paper rather than continuing to work with the mistaken traditional picture. Shawn is wearing only a thin hospital gown and socks, (...) but the cold doesn’t seem to bother him. I’m his self-appointed chaperone so he can sit outside and vape.“I hope you don’t think you’re doing me a favor,” he says. “I should be able to do this in my room.”What Shawn doesn’t realize is that I’ve turned my day upside down for him and this vape. He is off balance and at high risk for falls and so he can’t leave his room without someone watching him. I yearned to do something human for Shawn and so I spent hours chasing for permission from his primary medical team. We etch out an agreement that just because I am offering to take Shawn outside, he shouldn’t expect the same from others.Shawn is gaunt and toxic appearing, and visitors stare at us as they enter the hospital with one patron mouthing to me, “Are you alright?” as if I’m there against my will, but I see what they see. I watch as a stringy mess of brown hair falls away from his upturned face; his eyes are closed against the sunlight. On the other side of coin, these regional blocs cultivated free trade within but remained protectionist vis-àvis the outside, thereby impeding the progress of the multilateral trade system. But also the soaring number of WTO member states accompanied by their incompatible interests, its ambitious agenda spanning over 20 diverse issues and, in particular, the single undertaking approach emerged as the Doha’s Round “stumbling (...) blocks”. The development of vaccines against SARS-CoV-2 (COVID-19) presented a unique set of challenges. There was a global need for safe, effective vaccines against a new virus. In response to the development of vaccines for COVID-19 (some of which used novel technologies), there was a proliferation of no-fault compensation schemes (NFCS) for COVID-19 vaccine injuries. We identified 28 national vaccine injury NFCS operating in December 2019. Just 2 years later, over 130 countries had some NFCS coverage for COVID-19 vaccines. This (...) rapid expansion was primarily driven by the creation of three multinational schemes. The COVID-19 Vaccines Global Access (COVAX) scheme covers vaccines given under the COVAX framework in 92 low and middle-income countries across the globe. The African Vaccines Acquisition Trust (AVAT) scheme covers vaccines administered under the AVAT framework in 36 African and Caribbean countries. The UNICEF scheme covers vaccines administered by UNICEF in 18 Asian countries.Because of the sudden expansion of no-fault compensation for vaccine injury, especially in developing economies, more research on the foundations, procedures and outcomes of NFCS is needed. In this article, we examine how these NFCS meet the needs of individual claimants and society more widely. To do so, we first review the rationales offered to support the creation of vaccine injury NFCS. We then argue that, in order to achieve their function as compensation mechanisms, NFCS should be accessible and offer substantive and procedural justice to claimants. Finally, we focus on transparency and accountability as necessary requirements to allow scrutiny over existing NFCS and their wider impacts. (shrink)

Playing an important role in electromechanical systems, hydraulic servo system is crucial to mechanical systems like engineering machinery, metallurgical machinery, ships, and other equipment. Fault diagnosis based on monitoring and sensory signals plays an important role in avoiding catastrophic accidents and enormous economic losses. This study presents a fault diagnosis scheme for hydraulic servo system using compressed random subspace based ReliefF method. From the point of view of feature selection, the scheme utilizes CRSR method to determine the most (...) stable feature combination that contains the most adequate information simultaneously. Based on the feature selection structure of ReliefF, CRSR employs feature integration rules in the compressed domain. Meanwhile, CRSR substitutes information entropy and fuzzy membership for traditional distance measurement index. The proposed CRSR method is able to enhance the robustness of the feature information against interference while selecting the feature combination with balanced information expressing ability. To demonstrate the effectiveness of the proposed CRSR method, a hydraulic servo system joint simulation model is constructed by HyPneu and Simulink, and three fault modes are injected to generate the validation data. In the philosophy of religion, ‘no-fault unbelief’ represents the view that a person can fail to believe that God exists through no fault of their own. On the other hand, ‘flawed unbelief’ says a person is always culpable for failing to believe that God exists. In a recent article in Sophia, Roberto Di Ceglie argues that some might find the usual reasons for rejecting ‘no-fault unbelief’ to be offensive. In light of this, he proposes an alternative rejection (...) of ‘no-fault unbelief’ based on the consequences it entails for both non-believers and believers. I argue that Di Ceglie does not do nearly enough to establish these consequences. I conclude that his rejection of ‘no-fault unbelief’ is at best incomplete or at worst false. (shrink)

This is a broad survey of the chronology of the rift between continental and analytic philosophy, starting in 1899. Whereas at that time there was no discernible divide, as the twentieth century progresses we can see a gradual parting of the ways in which philosophy was done, culminating in a period of maximum separation in 1945-68, followed by some convergence. There is one substantial historical thesis proposed, and facts are adduced from the chronology to back it up: that the divide (...) was never absolute, never purely geographical, and above all that it was not inevitable, but was largely the product of accidental historical circumstances, of which the most crucial was the flourishing of totalitarianism in Europe and the disruption caused by two world wars. The author investigates the necessity of fault as the prerequisite of contractual civil liability. The author makes the conclusion that Lithuanian law, following most of the countries belonging to the civil law tradition and contrary to the common law systems, as well as Vienna convention, UNIDROIT principles, PECL and DCFR, begins with the theory that fault is a requirement for contractual liability. Strict liability in Lithuanian law is the exception of this general rule. Nevertheless, the author argues that (...) the general rule is subject to important exceptions, and the practical importance of these exceptions is as great as the cases falling within the general rule. In case of no agreement of the parties or any provision of law regarding fault as the necessary prerequisite for contractual liability, in Lithuania, similar to France, the distinction between the obligations to produce a given result and the obligations to use reasonable care is essential: according to Article 6.200(4) of the Lithuanian Civil Code (hereinafter – the CC), a party in breach of an obligation to use best efforts is liable for fault. In my brief comments I cannot address all that is raised, but can touch upon everyone’s discussion briefly.In her commentary, Gwen Adshead reflects on her experience as a forensic psychiatrist and therapist for violent offenders. Although Adshead discusses a number of important points, I found her insight into why some vices find (...) their way into psychiatric classification particularly compelling and thought provoking. I will here interpret these in my own terms. Dr. Adshead implies that a (perhaps) assumed folk psychology underlies our motivation to classify (as disorder) some, but not all vices. The contribution of this folk psychology does not depend on particular details, but rather, the folk psychology concerns the degree to which the vice–actor’s actions are amenable to explanation, or are transparently understandable or interpretable. We (think we) understand why prostitutes sell themselves and why tax evaders cheat; their folk psychologies are variously constituted by moralistic constructs like desperation, oppression, licentiousness, greed, opportunism, and indignation. In contrast, some offenses step outside our empathic realm: the pedophile, or the serial killer, or even the persistently acting-out child provoke onlookers to wonder, “There has to be something wrong with a person who does that!” “Loud” symptoms in themselves do not qualify; seemingly incomprehensible loud symptoms fit better into the “sick” category. Indeed, in a recent translation of Foucault’s lectures at the College de France, Foucault describes the “monster” as combining “the impossible and the forbidden.” (Foucault 1999, 56) When confronted with the impossible and forbidden, the lust for classification is irresistible.Adshead’s wonderment about the use of “really” to question the explanation of wrongful conduct (what’s “really” going on) leads naturally to Michael First’s discussion. The Diagnostic and Statistical Manual of Mental Disorders (DSM)-IV really tries to make a firm distinction between vice and mental disorder, and First describes the DSM approach.Drawing on his experience as the DSM-IV Text Editor, Dr. First provides a particularly lucid presentation of the distinction between what I call “vice” and mental disorder. He supplies vivid examples to illustrate his points. The DSM key for distinguishing disorder from vice is whether “the deviance or conflict is a symptom of a dysfunction in the individual.” As other commentators point out later, First notes that the “vice action” (a term coined by Morse in his own commentary following) may disguise a number of possible explanations: the car thief may simply be seeking thrills and profit, or may be motivated by a delusion—leading to alternative explanations for the behavior. Sometimes the explanation for vice actions are transparent—as in the red Mustang example, but other times they are not so clear. The DSM approach requires the clinician to [End Page 51] make an explanatory claim in order to distinguish the appearance of vice versus the appearance of disorder. I think everyone would agree that an explanation of the phenomenon is required in distinguishing vice from disorder, so that much can be accepted.In my view, the problems with the DSM account are three: (1) The requirement for an internal psychological dysfunction is an easy claim to make for virtually any vice condition. The prostitute’s vice may be attributable to childhood trauma, deviant social learning, pathological desire to sexually control others, and so on. The tax evader may in turn have a pathological resentment of authority combined with a desperate financial situation and a pathological denial and avoidance of paying taxes. Every misbehavior has its psychology, and if we proclaim this psychology is abnormal or deviant, then we have an “internal dysfunction.” Indeed, it is easy to proclaim a psychology as abnormal if it is less than an ideal response to circumstances, or even an adequate response to circumstances; after all, not everyone who is exposed to sexual trauma becomes a prostitute nor does every financially desperate individual cheat on taxes. The DSM’s overinclusiveness on this account defaults to an arbitrariness about what counts as a legitimate (or not) internal dysfunction. This paper outlines a multidimensional conception of Multiple Personality Disorder (MPD) that differs from the 'orthodox' conception in terms of the content of its commitment to the reality of the self. Unlike the orthodox conception it recognizes that selves are fuzzy entities. By appreciating the possibility that selves are fuzzy entities, it is possible to rebut a form of fictionalism about the self which appeals to clinical data from MPD. This essay brings into relief a deep, implicit, recapitulative pattern in Ricoeur’s thinking that cuts across this explicit “conceptual asceticism.” Specifically, it highlights this recapitulative pattern in Ricoeur’s treatment of prophecy in the Hebrew Bible; his understanding of utopia and ideology; the functioning of symbols in The Symbolism of Evil and of sublimation in Freud and Philosophy . On these topics Ricoeur extended his typical (...) generosity toward all that might appear to be outdated, primitive, and even regressive in our collective and personal humanity. The frequently recapitulative nature of Ricoeur’s insights indicates the importance not just of the content of his thought but also the way in which he did his thinking, a pattern which above all was generous, even to a fault. In Indian logic, Nigrahasthāna (fault) generally refers to the occasion of defeat in debates. The fundamental theme of Vādanyāya is to discuss the issue of fault in debates. Based on the standpoint of Buddhist logic, Dharmakīrti in Vādanyāya, starting from the argumentative structure and rules of Buddhism, creatively developed the theory of fault in his debate logic, which can also be seen as a revision of the theory of fault in the Nyāya school. Delving into the (...) logic and culture of the Nyāya school, he critically analyzed and accepted various types of faults in the Nyāyan list of faults. Dharmakīrti’s thoughts about fault can be explored from four aspects: first, establishing the logical rationality of debate; second, innovating the classification criteria of faults; third, criticizing the theory of fault in the Nyāya school; and fourth, accepting the reasonable types of faults in the Nyāya school. In philosophy, a debate can live forever. Nowhere is this more evident than in ethics, a field that is fueled by apparently intractable dilemmas. To promote the wellbeing of many, may we sacrifice the rights of a few? If our actions are predetermined, can we be held responsible for them? Should people be judged on their intentions alone, or also by the consequences of their behavior? Is failing to prevent someone’s death as blameworthy as actively causing it? For generations, questions (...) like these have provoked passionate arguments and counterarguments, but few clear answers. Here, we offer a psychological account of why philosophical dilemmas arise, why they resist resolution, and why scientists should pay attention to them. Building on a family of recent proposals (Cushman & Young, 2009; Greene, 2008; Sinnott- Armstrong, 2008), we argue that dilemmas result from conflict between dissociable psychological processes. When two such processes yield different answers to the same question, that question becomes a “dilemma”. No matter which answer you choose, part of you walks away dissatisfied. This explanation of philosophical dilemmas has an important payoff for psychological research, and we discuss two specific cases in which it has yielded promising results. In each case, social neuroscience has played an important role in distinguishing the psychological processes responsible for producing a dilemma. This, we suggest, is no accident; cognitive neuroscientific methods are particularly well-suited to dissociating independent psychological processes (Henson, 2006). Consequently, philosophers’ dilemmas provide a reliable guide toward productive cognitive neuroscience by identifying the contours of distinct psychological process. The research we review below focuses particularly on moral dilemmas, which is our own area of expertise. Gumport chronicles the rise of "industry logic," as a departure from "social institution logic," in public higher education in the latter twentieth century. Industry logic refers to colleges restructuring for financial efficiency and developing more ties with industry. Since the 1970s, increased public scrutiny and demands for accountability have pushed colleges to become more corporatized and privatized. Gumport's sociological analysis is grounded in data from nine in-depth case studies that span three sectors of public higher education.
