Risk and crisis communication (RCC) is a current ethical issue subject to controversy, mainly due to the tension between individual liberty (a core component of fairness) and effectiveness. In this paper we propose a consistent definition of the RCC process in public health emergencies (PHERCC), which comprises six key elements: evidence, initiator, channel, publics, message, and feedback. Based on these elements and on a detailed analysis of their role in PHERCC, we present an ethical framework to help design, govern and (...) evaluate PHERCC strategies. The framework aims to facilitate RCC, incorporating effectiveness, autonomy, and fairness. It comprises five operational ethical principles: openness, transparency, inclusivity, understandability, and privacy. The resulting matrix helps understanding the interplay between the PHERCC process and the principles of the framework. The paper includes suggestions and recommendations for the implementation of the PHERCC matrix. (shrink)

From industrial design, the scope and relationships between these definitions - now better visible - were analyzed, which always belonged to the design field of the discipline, from which an attempt was made to identify how they influence innovation, design and development of new products. Finally, it is concluded on its strategic relevance for the application in public and private organizations. Italian Constitutional Justice in Global Context is the first book ever published in English to provide an international examination of the Italian Constitutional Court, offering a comprehensive analysis of its principal lines of jurisprudence, historical origins, organization, procedures, and its current engagement with transnational European law. The ItCC represents one of the strongest and most successful examples of constitutional judicial review, and is distinctive in its structure, institutional dimensions, and well-developed jurisprudence. Moreover, the ItCC has developed a distinctive voice among (...) global constitutional actors in its adjudication of a broad range of topics from fundamental rights and liberties to the allocations of governmental power and regionalism. Nevertheless, in global constitutional dialog, the voice of the ItCC has been almost entirely absent due to a relative lack of both English translations of its decisions and of focused scholarly commentary in English.This book describes the "Italian Style" in global constitutional adjudication, and aims to elevate Italian constitutional jurisprudence to an active participant role in global constitutional discourse. The authors have carefully structured the work to allow the ItCC's own voice to emerge. It presents broad syntheses of major areas of the Court's case law, provides excerpts from notable decisions in a narrative and analytical context, addresses the tension between the ItCC and the Court of Cassation, and positions the development, character, and importance of the ItCC's jurisprudence in the larger arc of global judicial dialog. The papers collected in this volume are based on the best contributions to the conference of the Italian Society for Logic and Philosophy of Science (SILFS) that took place in Milan on 8-10 October 2007. The aim of the Society, since its foundation in 1952, has always been that of bringing together scholars - working in the broad areas of Logic, Philosophy of Science and History of Science - who share an open-minded approach to their disciplines and regard them as (...) essentially requiring continuous confrontation and bridge-building to avoid the danger of over-specialism. In this perspective, logicians and philosophers of science should not indulge in inventing and cherishing their own "internal problems" - although these may occasionally be an opportunity for conceptual clarification - but should primarily look at the challenging conceptual and methodological questions that arise in any genuine attempt to extend our objective knowledge. As Ludovico Geymonat used to put it: " good] philosophy should be sought in the folds of science itself." Contributions are distributed into six sections, five of which - "Logic and Computing," "Physics and Mathematics," "Life Sciences," "Economics and Social Sciences," "Neuroscience and Philosophy of Mind" - are devoted to the discussion of cutting-edge problems that arise from current-day scientific research, while the remaining section on "General Philosophy of Science" is focused on foundational and methodological questions that are common to all areas. L'absence de travaux sur les missions intérieures jésuites en Espagne et au Portugal ne correspond pas à l'abondance des documents qui attestent une forte activité missionnaire depuis la deuxième moitié du XVIe siècle. Le caractère fondamentalement quadragésimal de l'activité initiale des jésuites déterminera le sens pénitentiel des missions ibériques et, par conséquent, les stratégies missionnaires elles-mêmes. Les formes de « présentation » des jésuites et le genre de prédication qu'ils adressent aux fidèles sont des exemples de ces stratégies, vouées à (...) l'objectif final, propres aux missions pénitentielles, de mener les fidèles à la « conversion ». Toutefois, cette idée de conversion prend un sens politique, qui trouve sa manifestation la plus évidente dans l'activité de pacification des communautés. L'action accomplie par les jésuites auprès des saisonniers dans les madragues de Conil et de Zahara en Andalousie montre le rôle joué par la mission intérieure comme moyen d'articulation du corps social, selon les modèles de comportement et d'organisation politique de l'époque. Este trabajo busca responder al siguiente interrogante: ¿es posible resolver confl ictos entre normas constitucionales que disponen derechos fundamentales sin necesidad de ponderar? Para ello expondremos la teoría que, para los casos de confl ictos constitucionales de derechos, propone reconstruir sistemas normativos. Esta teoría está representada en los trabajos de Moreso, Mendonca y Martínez Zorrilla y se presenta como una alternativa a la ponderación. Concluiremos que, si bien esta teoría puede resultar un buen complemento a la hora de formalizar las (...) decisiones judiciales sobre asuntos constitucionales, no puede reemplazar de plano a la ponderación, pues ésta siempre subyacería latente. Ello puede vislumbrarse con claridad en los casos donde derechos sociales fundamentales pretenden validez, en cuyo contexto la ponderación se presenta como algo conceptualmente necesario. (shrink)

Although the idea of dignity has always been applied to human beings and although its role is far from being uncontroversial, some recent works in animal ethics have tried to apply the idea of dignity to animals. The aim of this paper is to discuss critically whether these attempts are convincing and sensible. In order to assess these proposals, I put forward two formal conditions that any conception of dignity must meet and outline three main approaches which might justify the (...) application of dignity to animals: the species-based approach, moral individualism and the relational approach. Discussing in particular works by Martha Nussbaum and Michael Meyer I argue that no approach can convincingly justify the extension of dignity to animals because all fail to meet the formal conditions and do not provide an appropriate basis for animal dignity. I conclude by arguing that the recognition of the moral importance of animals and their defense should appeal to other normative concepts which are more appropriate than dignity. (shrink)

This paper examines the relationship between The Good Society by Walter Lippmann and the ordoliberal ideals. The first part analyses the core elements of a new liberalism – centered on the axiomatic theory of the competition to which the subjects and their jobs must be aligned by the representative government. The second part shows how this approach used by Lippman is in the background of the Colloque Walter Lippmann, that took place in Paris in 1938, and that is often considered (...) as the moment in which the neoliberal discourse emerged. Eventually, the third part focuses on the idea of the neoliberal government of society and on the meaning of the Liberalism Agenda developed during the works of the aforementioned Colloque. (shrink)

In this chapter we discuss the role of conscious and unconscious inference in theories of delusion formation. Two competing accounts aim to shed light on the formation of delusions: according to explanationism, the delusional belief is offered as an explanation for anomalous experience; according to the endorsement theory, the delusional belief is an acknowledgement that the anomalous experience is veridical. Whereas explanationists argue that the delusional belief is inferred from experience, endorsement theorists argue that there need be no inference from (...) the experience to the delusional belief. Here we put pressure on the idea that the two accounts can be distinguished on the basis of whether inference is involved in delusion formation and argue that they are both compatible with the increasingly influential idea that Bayesian inference is responsible for the adoption of the delusional belief. One of the models of delusion formation focusing on Bayesian inference is the Coltheart model (Coltheart, Menzies, and Sutton, 2010) which we discuss in detail in the chapter. We show that, given its features, the model does not fit neatly under either explanationism or the endorsement theory. (shrink)

We will present a three-valued consequence relation for metainferences, called CM, defined through ST and TS, two well known substructural consequence relations for inferences. While ST recovers every classically valid inference, it invalidates some classically valid metainferences. While CM works as ST at the inferential level, it also recovers every classically valid metainference. Moreover, CM can be safely expanded with a transparent truth predicate. Nevertheless, CM cannot recapture every classically valid meta-metainference. We will afterwards develop a hierarchy of consequence relations (...) CMn for metainferences of level n. Each CMn recovers every metainference of level n or less, and can be nontrivially expanded with a transparent truth predicate, but cannot recapture every classically valid metainferences of higher levels. Finally, we will present a logic CMω, based on the hierarchy of logics CMn, that is fully classical, in the sense that every classically valid metainference of any level is valid in it. In this work we discuss logical structures related to indistinguishable particles. Most of the framework used to develop these structures was presented in [17, 28] and in [20, 14, 15, 16]. We use these structures and constructions to discuss possible ontologies for identical particles. In other words, we use these structures in order to characterize the logical structure of quantum systems for the case of indistinguishable particles, and draw possible philosophical implications. We also review some proposals available in the literature (...) which may be considered within the framework of the quantum logical tradition regarding the problem of indistinguishability. Besides these discussions and constructions, we advance novel technical results, namely, a lattice theoretical structure for identical particles for the finite dimensional case. This kind of approach was not present in the scarcely literature of quantum logic and indistinguishable particles. (shrink)

This paper addresses the critiques based on trade-offs and normativity presented in response to our target article proposing the Public Health Emergency Risk and Crisis Communication (PHERCC) framework. These critiques highlight the ethical dilemmas in crisis communication, particularly the balance between promoting public autonomy through transparent information and the potential stigmatization of specific population groups, as illustrated by the discussion of the mpox outbreak among men who have sex with men. This critique underscores the inherent tension between communication effectiveness and (...) autonomy versus fairness and equity. In response, our paper reiterates the adaptability of the PHERCC framework, emphasizing its capacity to tailor messages to diverse audiences, thereby reducing potential stigmatization and misinformation. Through community engagement and feedback integration, the PHERCC framework aims to optimize the effectiveness of communication strategies while addressing ethical concerns. Furthermore, by involving affected communities in the communication strategy from the onset, the framework seeks to minimize ethical trade-offs and enhance the acceptance and effectiveness of public health messages. This paper outlines how the focus on how communicative signals might emerge and how the capacity to interpret them might develop, does not yet explain what type of motivation is required to actually deal with those signals. Without the consistent production of appropriate responses to the production of communicative signals, there would be no point in producing any signal. If language is a tool to accomplish things with others, we need to understand what would lead to cooperation. The first step (...) consists in avoiding the blind belief that all cooperation requires some prosocial attitude. A great deal of cooperation can occur while each participant in the interaction is selfishly attempting to maximize their own benefits or minimizing damaging consequences.I describe how different types of turn-taking can be achieved via different levels of cognitive complexity and how interpretive turn-taking requires a great deal of cognitive abilities that great apes possess. Finally, I provide empirical evidence of social manipulation in non-human primates. Given our awareness of the occurrence of social manipulation during cooperation among human adults, it seems necessary to reconsider to what degree human communication and language evolution require unique prosocial motivations. According to the received view in epistemology, inferential knowledge from non-knowledge is impossible – that is, in order for a subject to know the conclusion of their inference, they must know the essential premises from which that conclusion is drawn. In this book, Federico Luzzi critically examines this view, arguing that it is less plausible than intuition suggests and that it can be abandoned without substantial cost. In a discussion that ranges across inference, testimony and memory he analyses the (...) full range of challenges to the view, connecting them to epistemological cases that support those challenges. He then proposes a defeater-based framework which allows the phenomenon of knowledge from non-knowledge across these three epistemic areas to be better understood. We present a generalization of the problem of pattern recognition to arbitrary probabilistic models. This version deals with the problem of recognizing an individual pattern among a family of different species or classes of objects which obey probabilistic laws which do not comply with Kolmogorov’s axioms. We show that such a scenario accommodates many important examples, and in particular, we provide a rigorous definition of the classical and the quantum pattern recognition problems, respectively. Our framework allows for the introduction of (...) non-trivial correlations between the different species involved, opening the door to a new way of harnessing these physical resources for solving pattern recognition problems. Finally, we present some examples and discuss the computational complexity of the quantum pattern recognition problem, showing that the most important quantum computation algorithms can be described as non-Kolmogorovian pattern recognition problems. The Rovelli relational interpretation of quantum mechanics is based on the assumption that the notion of observer-independent state of a physical system is to be rejected. In RQM the primary target of the theory is the analysis of the whole network of relations that may be established among quantum subsystems, and the shift to a relational perspective is supposed to address in a satisfactory way the general problem of the interpretation of quantum mechanics. Here I discuss two basic issues, that (...) I take to be serious open problems of the interpretation. First, I wish to show—mainly through an analysis of the so-called third person problem—that it is far from clear what a relativization of states to observers exactly achieves and in what sense such an approach really advances our understanding of the peculiar features of quantum phenomena. Second, I argue that the claim, according to which RQM is able to preserve locality, is at best dubious. I conclude that further work needs to be done before RQM may aspire to become a satisfactory interpretational framework for the main foundational issues in quantum mechanics. (shrink)

Federico Zuolo | : Most contemporary Western laws regarding the treatment of animals in livestock farming and animal slaughter are primarily concerned with the principle that animal suffering during slaughter should be minimized, but that animal life may be taken for legitimate human purposes. This principle seems to be widely shared, intuitively appealing and capable of striking a good compromise between competing interests. But is this principle consistent? And how can it be normatively grounded? In this paper I discuss (...) critically this principle. I argue that this principle can be justified on the ground of respect for the value commitment toward animal welfare, which is held by many people. The advantage of this perspective is its inclusiveness: it can justify without contradiction the principle at stake and allow for the admissibility of religious slaughter while promoting animals’ interest in not suffering. This justification also has the advantage of being compatible with the cultural and religious pluralism of contemporary societies. | : La plupart des lois contemporaines portant sur le traitement des animaux, leur élevage et les techniques d’abattage en usage en Occident se préoccupent principalement du principe selon lequel la souffrance des animaux doit être minimisée durant l’abattage, mais reconnaissent que les animaux peuvent être tués à des fins humaines légitimes. Ce principe semble être largement accepté par la société, séduisant intuitivement et susceptible de constituer un bon compromis entre des intérêts concurrents. Mais ce principe est-il cohérent? Et quel peut être son fondement normatif? Dans cet article, j’aborde ce principe de manière critique. J’affirme que ce principe peut être justifié dans le cadre du respect de l’engagement envers le bien-être des animaux, lequel est soutenu par de nombreuses personnes. L’avantage de cette perspective est son caractère inclusif : elle permet de justifier de manière non contradictoire le principe en question et rend acceptable l’abattage rituel tout en faisant la promotion de l’intérêt des animaux à la non-souffrance. Cette justification présente également l’avantage d’être compatible avec le pluralisme culturel et religieux qui caractérise les sociétés contemporaines. (shrink)

According to the principle of Knowledge Counter-Closure , knowledge-yielding single-premise deduction requires a known premise: if S believes q solely on the basis of deduction from p, and S knows q, then S must know p. Although prima facie plausible, widely accepted, and supported by seemingly compelling motivations, KCC has recently been challenged by cases where S arguably knows q solely on the basis of deduction from p, yet p is false or p is true but not known . I (...) explore a view that resolves this tension by abandoning KCC in the light of these challenges, and which acknowledges their force but also their limits. Adopting this view helps identify the epistemic constraints that operate on the premises of knowledge-yielding deduction, clarifies the epistemic role of deduction, and allows us to distil the kernel of truth in the motivations that are standardly taken to support KCC.
