Postmortem evidence of chronic traumatic encephalopathy (CTE) in the brains of American National Football League players who suffered concussions while playing have intensified concerns about the risks of concussion in sport.1 Concussions are frequently sustained by amateur and professional players of Australia’s three most popular football codes (Australian football, rugby league, and rugby union) and, to a lesser extent, other contact sports such as soccer. The European Union approach to data protection consists of assessing the adequacy of the data protection offered by the laws of a particular jurisdiction against a set of principles that includes purpose limitation, transparency, quality, proportionality, security, access, and rectification. The EU's Data Protection Directive sets conditions on the transfer of data to third countries by prohibiting Member States from transferring to such countries as have been deemed inadequate in terms of the data protection regimes. In theory, each jurisdiction is (...) evaluated similarly and must be found fully compliant with the EU's data protection principles to be considered adequate. In practice, the inconsistency with which these evaluations are made presents a hurdle to international data-sharing and makes difficult the integration of different data-sharing approaches; in the 20 years since the Directive was first adopted, the laws of only five countries from outside of the EU, Economic Area, or the European Free Trade Agreement have been deemed adequate to engage in data transfers without the need for further administrative safeguards. Current discussions about concussion in sport are based on a crucial epistemological question: whether or not we should believe that repetitive mild Traumatic Brain Injury causes Chronic Traumatic Encephalopathy. This epistemological question is essential to understanding the ethics at stake in treating these cases: indeed, certain moral obligations turn on whether or not we believe that mTBI causes CTE. After discussing the main schools of thought, namely the CTE-sceptic position and the CTE-orthodox position, this article examines the concussion debate in (...) sport and asks if its current articulation helps to answer whether or not we should call for responsive, ethical action. Reading the Communist Manifesto against the contemporary background of massive unemployment, the author argues that Marx's theory of work is no longer adequate to tackle the problem of `workers without work' and suggests that it has to be reformulated in such a way that its normative intuitions and its critical impulses can be maintained. In the first part, he presents a philosophical critique of Marxism that is inspired by Jürgen Habermas and Hannah Arendt. Finally, in the last part, the author presents an ideological critique of Marxism that is inspired by Marcel Mauss' sociology of the gift. Criticising the contractualist assumptions of workfare solutions, he proposes a package solution for a radical decommodification of the labour market by means of a disjunction of income and work. Crisis management is a complex problem raised by the scientific community currently. Decision support systems are a suitable solution for such issues, they are indeed able to help emergency managers to prevent and to manage crisis in emergency situations. However, they should be enough flexible and adaptive in order to be efficient to solve complex problems that are plunged in dynamic and unpredictable environments. The approach we propose in this paper addresses this challenge. First, we expose a modelling of information (...) for an emergency environment. Then, we describe an architecture of a multiagent DSS that deals with these information in order to prevent and to manage crisis situations. We focus here on the first level of the system mechanism which intends to perceive and to reflect the evolution of the current situation. Finally, we provide an implementation and an experimentation of the approach using the RoboCupRescue Simulation System. (shrink)

On se propose d’étudier ici l’unité, la diversité et l’évolution de la pensée de Merleau-Ponty à travers ses deux principaux recueils d’essais, Signes publié en 1960, et Sens et non-sens, paru en 1948, dont l’un annonce l’ouvrage posthume sur Le visible et l’invisible (1964), et l’autre prolonge de l’intérieur la Phénoménologie de la perception (1945). On est ainsi conduit à comprendre comment le problème fondamental de la pensée de Merleau-Ponty autorise la diversité de son œuvre, entre philosophie, sciences humaines et (...) politique, sans espoir de synthèse ou de système, mais conjurant aussi toute dispersion et toute résignation. L’évolution même de cette pensée d’une étape à l’autre en confirme le double héritage, autour d’une intuition centrale et d’une variété irréductible d’expériences. (shrink)

Les concepts scientifiques, même usés, même désuets, ne sont jamais définitivement périmés. Ils peuvent toujours faire retour dans les conjonctures théoriques ultérieures. Cela tient à la nature très particulière du concept, irréductible aux descriptions positivistes : issus de l’expérience et ayant vocation à en rendre raison, les concepts représentent autant d’arrachements à l’expérience et de survols explicatifs de l’expérience. Des épistémologues antipositivistes du xxe siècle ont été attentifs à de telles caractéristiques philosophiques. L’utilisation de méthodes informatiques dans la conception pré-clinique de molécules thérapeutiques s’est développée à partir de 1970 dans le cadre d’une stratégie dite de « rational drug design ». Une analyse de cette approche est d’abord développée. Deux contextualisations de ces pratiques sont ensuite proposées. Certains résultats de l’historiographie des médicaments permettent, premièrement, de préciser la doctrine particulière du médicament à laquelle cette stratégie se rattache. Deuxièmement, puisque la rationalité déclarée de cette dernière s’appuie sur des outils scientifiques développés en (...) (bio)chimie, une analyse de leur statut épistémologique est conduite en étudiant leur émergence. Ceci permet de comprendre les spécificités que la rationalité véhiculée par ces outils computationnels comporte (représentation de la matière particulière dont la validité est uniquement pragmatique, emploi d’un grand nombre de données empiriques, réalisation d’estimations et approximations, diffusion de ces dernières sous forme de programmes informatiques). Being part of a culture seems, on the face of it, empirically describable, and verifiable. But in fact that kind of participation is not so easy to characterize. Our existence as members of a culture is given to us fleetingly, and in awarenesses tightly locked to the awareness of the other, who is not our culture. Being part of aculture therefore is part of knowing yourself as limited. But to what are you limited? You are limited to being a presence (...) other than that of the other that you are defined off against. It is thus worth noting that being of a culture is a fleetingly given awareness of a condition in which your not being something else is what defines you. The logical consequence of this structural situation is that you, or I, exist foremost as a site, rather than as a substance, in our occupying a post within culture. (shrink)

Among the casualties of the rush to relativism is a central tenet of classical thought: that great works of literature are great in and of themselves and not because of the needs and values of their time. This “canon-based view,” supply taken for granted by Johnson, Arnold, Pope, and Eliot, has long since been shown the door by views ranging from Marxism to today’s cultural studies. These views hold that the great works become great because of the values and concerns (...) of their own times, and they remain effectual, if they do, because of the ways they speak to their times’ concerns. I work every day in the Cornell College Library. Usually on the ground floor level, where the fast computers are. The other day I took an early afternoon break, and went up to the second floor reading room to get a copy of The Times and relax. As I passed through the reading room I saw a Japanese student sitting at the long reading table, studying his physics text. He was sitting up straight; the hard back book was standing vertical (...) in front of him on the table, three feet away. The room was pretty silent and the boy was concentrating. I got my paper and took it back to the lower level to read. I read for twenty minutes, then returned to my computer, where I worked for an hour and a half. I finished my online teaching for the day, I packed up my stuff, climbed back up the stairs to the reading room, crossed the room to exit. At that point, tired and stretching, I usually don’t observe much. But this time I noticed the same Japanese student. He was still in the same position, sitting upright looking at his book, balancing it firmly in both hands. He seemed still to be in the same position of attention: nothing had changed, I felt, except the design on the page: a different graph of a different color. This essay illustrates senses in which linear time can be proven to be non existent. Yet, as the essay agrees, the practical use of linear time, as an organizational principle in life, is unquestionable. Do we live a lie by relying on the non existent to undergird our lives? Or is lie a misleading, and naïve, word for our solution to this state of affairs?

Le but de cet article est de comprendre, sur le cas privilégié de la philosophie « française » au tournant du siècle, comment l’on passe de l’histoire de la philosophie à sa caractérisation nationale, ce qui conduit aussi à deux perspectives complémentaires : comprendre comment cette caractérisation nationale de la philosophie peut se lier à la caractérisation philosophique de la nation, notamment dans la période dont la Première Guerre mondiale fut le terme, comprendre aussi quelle autre conception des lieux, problèmes (...) et moments de la philosophie est possible, qui articule ses dimensions individuelles, communes et historiques. On est ainsi conduit à la lecture de textes précis sur la philosophie française, notamment de Bergson, à un double retour sur le « moment 1900 » en philosophie, et à quelques perspectives plus générales sur l’histoire de la philosophie elle-même. Présente d’emblée, cette pensée connaît cependant deux étapes, comme si l’accent passait de la nécessité à ses effets, étapes que l’on étudie à travers deux (...) textes précis commentés comme les classiques qu’ils devraient être dans la philosophie du XXe siècle en France. C’est aussi par là que Simone Weil rejoint les principaux de ses contemporains, parmi lesquels Camus et Cavaillès, et ainsi le cœur du moment de la Seconde Guerre mondiale, en philosophie comme ailleurs.— This paper intends to show how the core of Simone Weil’s thought is to be found less in a philosophy of necessity as such, than in a philosophy of the encounter between necessity and human soul, and the effects of that encounter, from woe to love, and including truth. However constant, this thought evolves through a difference of accent, as if the stress went from necessity to its effect ; this difference is here studied through the reading of two major writings, which deserve to be considered as XXth Century philosophical classics. It is also through this central thought that Simone Weil meets with such major contemporary philosophical figures as Camus and Cavaillès, and thus with what should be called the moment of the Second World War, in philosophy as elsewhere.
