Meeting the security requests in transportation is nowadays a must. The intelligent transport systems represent the support for addressing such a challenge, due to their ability to make real-time adaptive decisions. We propose a new variant of the travelling salesman problem integrating security constraints inspired from ITSs. This optimization problem is called the secure TSP and considers a set of security constraints on its integer variables. Similarities with fuzzy logic are presented alongside the mathematical model of the introduced TSP variant.

A fluent economical collaboration between countries is a major need. European flows of trade and people are supported by efficient connections between main localities from a geographic region, in many cases overriding national borders. This paper introduces three traveling salesmen problem instances based on freely available geographic coordinates of the main cities of France, Portugal and Spain. These instances are unified, generating other four larger instances: three with all pairs of countries and one instance with the settlements from all the (...) three countries. The study includes an analysis of quality of solutions for a version of branch & cut algorithm and some hybrid heuristics including the Lin–Kernighan algorithm. $Bor\mathring{u}vka$, Quick$Bor\mathring{u}vka$ and Greedy algorithms are also used in the hybrid approaches in order to obtain a potential beneficent initial solution for the Lin–Kernighan algorithm. Concorde solver, nowadays state-of-the-art exact software, together with the already mentioned algorithms, is used to test and furthermore analyze the new TSP instances. Some results are represented using online services such as Google Maps, showing the potential integration of the Concorde’s optimum results into commercial routing applications. The very good results provided by the Lin–Kernighan method allow its usage for real medium-sized routing instances. (shrink)

In this paper I argue that the epistemology of trust and testimony should take into account the pragmatics of communication in order to gain insight about the responsibilities speakers and hearers share in the epistemic access they gain through communication. Communication is a rich process of information exchange in which epistemic standards are negotiated by interlocutors. I discuss examples which show the contextual adjustment of these standards as the conversation goes on. Background: This study is the result of findings from a previous dissertation conducted by this author on Student Nurses’ Unethical Behavior, Boundaries, and Social Media. The use of social media can be detrimental to the nurse–patient relationship if used in an unethical manner. Method: A mixed method, using a quantitative approach based on research questions that explored differences in student nurses’ unethical behavior by age (millennial vs nonmillennial) and clinical cohort, the relationship of unethical behavior to the utilization of social (...) media, and analysis on year of birth and unethical behavior. A qualitative approach was used based on a guided faculty interview and common themes of student nurses’ unethical behavior. Participants and Research Context: In total, 55 Associate Degree nursing students participated in the study; the research was conducted at Central Texas College. There were eight faculty-guided interviews. Ethical considerations: The main research instrument was an anonymous survey. All participants were assured of their right to an informed consent. All participants were informed of the right to withdraw from the study at any time. Findings: Findings indicate a significant correlation between student nurses’ unethical behavior and use of social media (p = 0.036) and a significant difference between student unethical conduct by generation (millennials vs nonmillennials (p = 0.033)) and by clinical cohort (p = 0.045). Further findings from the follow-up study on year of birth and student unethical behavior reveal a correlation coefficient of 0.384 with a significance level of 0.003. Discussion: Surprisingly, the study found that second-semester students had less unethical behavior than first-, third-, and fourth-semester students. The follow-up study found that this is because second-semester students were the oldest cohort. Conclusion: Implications for positive social change for nursing students include improved ethics education that may motivate ethical conduct throughout students’ careers nationally and globally for better understanding and promotion of ethics and behavior. AI systems play an increasingly important role in shaping and regulating the lives of millions of human beings across the world. Calls for greater _transparency_ from such systems have been widespread. However, there is considerable ambiguity concerning what “transparency” actually means, and therefore, what greater transparency might entail. While, according to some debates, transparency requires _seeing through_ the artefact or device, widespread calls for transparency imply _seeing into_ different aspects of AI systems. These two notions are in apparent tension with (...) each other, and they are present in two lively but largely disconnected debates. In this paper, we aim to further analyse what these calls for transparency entail, and in so doing, clarify the sorts of transparency that we should want from AI systems. We do so by offering a taxonomy that classifies different notions of transparency. After a careful exploration of the different varieties of transparency, we show how this taxonomy can help us to navigate various domains of human–technology interactions, and more usefully discuss the relationship between technological transparency and human agency. We conclude by arguing that all of these different notions of transparency should be taken into account when designing more ethically adequate AI systems. (shrink)

The aim of the present paper is to provide a comparative account of the manner in which Moritz Schlick and Wilfrid Sellars treat certain aspects surrounding the topic of observational knowledge. By considering Sellars’s allusions to Schlick’s epistemological undertaking within the context of his rejection of givenness, I evaluate the extent to which Schlick can be characterized as a traditional foundationalist. By emphasizing that this is not the case and that Schlick adheres to a non-standard version of epistemological foundationalism, I (...) shed some light on those theoretical elements that allow for a convergence of opinions between the two authors to transpire. Miranda Fricker has introduced the insightful notion of epistemic injustice in the philosophical debate, thus bridging concerns of social epistemology with questions that arise in the area of social and cultural studies. I concentrate my analysis of her treatment of testimonial injustice. According to Fricker, the central cases of testimonial injustice are cases of identity injustice in which hearers rely on stereotypes to assess the credibility of their interlocutors. I try here to broaden the analysis of that testimonial injustice by (...) indicating other mechanisms that bias our credibility assessments. In my perspective, the use of identity stereotypes is just one case among many biases in our credibility judgments. (shrink)

Although there is widespread agreement that our epistemic dependence on other people's knowledge is a key ingredient of our cognitive life, the role of trust in this dependence is much more open to debate. Is trust in epistemic authority—or “epistemic trust” for short—an epistemological notion in any sense, or is it simply a bridge-concept that connects our epistemological concerns to moral issues? Should we depict it in terms of the more familiar sociological notion of trust as a basis for cooperation?

The debate concerning the legitimacy of awarding reparations for historical injustices focuses on the issue of finding a proper moral justification for granting reparations to the descendants of the victims of injustices which took place in the remote past. Regarding the case of Romanian communism as a more recent injustice, and analyzing the moral problems entailed by this historical lapse, within this paper I argue that overcoming such a legacy cannot be carried out, as in the case of historical injustices (...) situated more remotely in time, through the means of selective reparations, such as restitutions or compensations. For, even though they are justified from the perspective of rectificatory justice, selective reparations do not fulfill the requirements of social justice. Rather, I argue that the fall of the Romanian communist regime should have been followed by an equal distribution of all properties illegitimately seized by the state, to all adult Romanian citizens at that time, in order to attain the imperative of equal distribution of property among all citizens. The equal distribution thesis is the only way through which the Romanian society could have complied, at that moment of political and social renewal, with the requirements of justice. I also aim at explaining why other principles of justice, which either have or could have been implemented, cannot be properly justified. Finally, I analyze two main objections which could be invoked against my thesis, namely the economic efficiency objection and the legal realist objection. (shrink)

According to the Extended knowledge dilemma, first formulated by Clark (Synthese 192:3757–3775, 2015) and subsequently reformulated by Carter et al. (in: Carter, Clark, Kallestrup, Palermos, Pritchard (eds) Extended epistemology, Oxford Univer- sity Press, Oxford, pp 331–351, 2018a), an agent’s interaction with a device can either give rise to knowledge or extended cognition, but not both at the same time. The dilemma rests on two substantive commitments: first, that knowledge by a subject requires that the subject be aware to some extent (...) of some features of that knowledge’s sources and, second, that cognitive processes can only be extended if the subject is mostly unaware of the external object. The overwhelming response to the dilemma by proponents of extended knowledge has been to reconcile the demands of knowl- edge with the requirement that genuine extended cognition must lack any conscious encountering of the external artifact that features in the putative extended cognitive process. My approach, thus far unexplored, will be the opposite: I show how extended cognition can be made compatible with a wide range of agential attitudes, including an active form of epistemic hygiene. Consequently, I open the door for a new way of vindicating the possibility of extended knowledge, and call into question some assumptions that lie at the core of extended cognition theory. (shrink)

More precisely, I intend to ascertain the entire affair from the perspective of the philosophy of the humanities. This involves understanding it as an endeavor concerned with the search for regularities. As a result, key notions figuring in the repertoire of this kind of undertaking, primarily those of notes and notebooks, are scrutinized for (...) the purpose of revealing their theoretical function. Language is both a biological and a cultural phenomenon. Our aim here is to discuss, in an evolutionary perspective, the articulation of these two aspects of language. For this, we draw on the general conceptual framework developed by Ruth Millikan (1984) while at the same time dissociating ourselves from her view of language.

This article enriches discussions about the metaphysics of normative facts with conceptual resources from social ontology that metaethics has neglected so far: the resources of Haslanger’s critical realism as social constructionism. By pointing out the viability of understanding reasons as socially constructed facts, the article shows how normative facts can be understood as features of mind-independent reality that are, however, not features of the universe independently of social practices. The move into social ontology allows us to understand normative facts as (...) mind-independent in a more substantial sense than deflationists do, by stressing individual mind-independence, while denying collective mind-independence – the subsistence independently of established human cultures. The new position can fruitfully mediate between realism, error theory and constructivism. Finally, the metaphysical nuances provided by social ontology pave the way for novel approaches to normative change and progress – thereby indicating pathways to normative theorising that many traditional metaethical positions lack. Extended cognition brings with it a particular phenomenology. It has been argued that when an artifact is integrated into an agent’s cognitive system, it becomes transparent in use to the cognizing subject. In this paper, I challenge some of the assumptions underlying how the transparency of artifacts is described in extended cognition theory. To this end, I offer two arguments. First, I make room for some forms of conscious thought and attention within extended cognitive routines, and I question the close (...) association drawn between attention and effort. Second, I vindicate the importance of paying careful attention to individual differences and the diverse ways in which bodies and technologies can be experienced. I end by offering some hints toward an alternative, and more accurate, account of the phenomenology of extended cognition. (shrink)

In its most common usage, “to conjure” means to perform an act of magic or to invoke a supernatural force, by casting a spell, say, or performing a particular ritual or rite. But “to conjure” is also to influence, to beg, to command or constrain, to charm, to bewitch, to (...) move or convey, to imagine, to visualize, to call to mind, or to remember. —Rachael DeLue 2012, para 1.When we create with our Brown hands, feminine energy, and full spirits, we conjure. To exist, survive, and thrive in these bodies is a continuous act of conjuring. Our walks conjure. Our smiles conjure. Our tears conjure. Our laughs conjure. Our words conjure. Our artworks are conjurings. We, a Black/Filipina-American woman, a Dominican-American, and a Black-American woman, are guided by our solidarity with one another and all other Black and Brown female identifying persons whose raced and gendered subjectivities exist both inside and outside of colonization, white supremacy, and patriarchy. We bring to life our colored imaginations and curiosities, and share them with the world. We are united by our need for safety, autonomy as beings, dissolution of trauma, and desire to ask, “What would happen if I…?” Imaginative, curious Women of Color founded the underground railroad, guided captured Africans and Tainos to the mountains, ignited the Civil Rights Movement, organized laborers and immigrants, birthed the #BlackLivesMatter Movement, conceived the #MeToo Movement, and so much more. Like our kindred counterparts, we have an unrelenting urge to examine, question, wonder, desire, speak to, lead, be curious, and “conjure.” As practicing artists and art educators, our critical arts-based practices are grounded in intersectional feminisms like Womanism, Black Feminist Theory, and Chicana Feminist Theory, which allow us to do these very things. El «mundo entero» vive un gran desasosiego al estar inmiscuido en la dominación de la Naturaleza sustentada en la gran inversión económica, desde el paradigma antropocéntrico neoliberal. El objetivo del presente trabajo es reconocer y abrazar epistemologías y metodologías alternativas, entre ellas validar las contribuciones de los pueblos indígenas (PI) como protagonistas de la sustentabilidad y soberanía alimentaria. La investigación es de corte documental y la reflexión personal de más de 20 años de labor junto a los PI en Mesoamérica (...) y los Andes. Valorar dichas contribuciones, es centrarse en sus acervos y corpus cognoscitivos, antes que sea tarde. Son los sabios guardianes de la sustentabilidad biocultural de la Naturaleza y la Vida. Se concluye principalmente que son quienes conocen las claves, llaves y secretos que dan respuesta al reto de estelarizar la sustentabilidad y seguridad alimentaria global, que tanto persigue la humanidad. La sociedad en general y en particular las instancias oficiales, formativas, políticas, corporativas, industriales, de extensión y académicas, deben distinguir a estos actores sociales que soportan hoy la seguridad alimentaria mundial. El hallazgo principal cual severa advertencia, es que al «desaparecer» estaríamos ante un fenómeno descomunal de inseguridad alimentaria mundial. (shrink)

The accuracy principle is one of the key standards of informational privacy. It epitomises the obligation for those processing personal data to keep their records accurate and up-to-date, with the aim of protecting individuals from unfair decisions. Currently, however, different practices being put in place in order to enhance the protection of individuals appear to deliberately rely on the use of ‘inaccurate’ personal information. This article explores such practices and tries to assess their potential for privacy protection, giving particular attention (...) to their legal implications and to related ethical issues. Ultimately, it suggests that the use of ‘inaccurate’ data can potentially play a useful role to preserve the informational autonomy of the individual, and that any understandings of privacy or personal data protection that would tend to unduly limit such potential should be critically questioned. Advancement in internet of things and proliferation in the use of smart devices have raised concerns about the data privacy of online users. This study predicts the consequences of perceived data privacy risks on consumer behaviours in Lagos State, Nigeria using the integrated Entropy-Technique for Order Preference by Similarity to Ideal Solution. We employed Entropy to assign weights to each criterion. Subsequently, responses were systematically ranked to arrive at an inference using TOPSIS. 84.8% agree that any perceived cyber security threat (...) or a breach in their data privacy would stop them from proceeding with the transaction or activity online, or the use of a digital product. Similarly,, agree it is critical that online businesses only ask for customer information that is relevant to the use of the product or service. Thus, the findings indicate that the privacy paradox of enlightened online consumers tends to diminish when they are faced with perceived data privacy and cybersecurity risks. (shrink)

Despite the frequent refrain concerning the paucity of attention paid to pneumatology in the theological discipline, a review of literature over the past fifty years reveals that pneumatology is an idea whose time has come. However, while writings on the Holy Spirit are manifold, systematically developed pneumatologies are not. In response to this reality, this essay explores four contextually constructed pneumatologies based in communities experiencing marginalisation, oppression, and exclusion: Latin American, womanist, Latinx, and black. These pneumatologies not only represent particular (...) ethnic, social, and racial contexts, but also express a particular hermeneutical perspective on the presence and action of the Holy Spirit, i.e., that of liberation. This perspective reflects the conviction that each genuine act of the Holy Spirit is essentially liberating—individually, socially, politically, ecclesially, and theologically. While other effects accompany this experience, liberation emerges at the heart of the encounter with Spirit. Exemplifying this in multiple ways are pneumatology as the irruption of the Spirit by liberation theologian José Comblin, pneumatology as the memory of the future by womanist Linda E. Thomas, the Holy Spirit as the improvisation of God by black theologian David Emmanuel Goatley, and the Spirit dwelling in convivencia by Latinx theologian Néstor Medina. (shrink)

Research biobanks are heterogeneous and exist to manage diverse biosample types with the goal of facilitating and serving biomedical discovery. The perspectives of biobank managers are reviewed, and the perspectives of two biobank directors, one with experience in institutional biobanks and the other with national cooperative group banks, are presented. Most research biobanks are not designed, nor do they have the resources, to return research results and incidental findings to participants or their families.

In this paper I argue that Wittgenstein's aim in the aspect-perception passages is to critically evaluate a specific hypothesis. The target hypothesis in these passages is the Gestalt psychologist Köhler's "isomorphism principle." According to this principle, there are neural correlates of conscious perceptual experience, and these neural correlates determine the content of our perceptual experiences. Wittgenstein's argument against the isomorphism principle comprises two steps. First, he diffuses the substantiveness of the principle by undermining an important assumption that underpins this principle, (...) namely, that there is a unitary concept of seeing. Next, Wittgenstein argues that some forms of aspect-perception involve recognitional capacities, the exercise of which is normatively constrained. The normative nature of aspect-perceiving plays a pivotal role in Wittgenstein's rejection of the isomorphism principle. Aside from the clear exegetical benefits gained from identifying the target hypothesis in the aspect-perception passages as the isomorphism principle, construing the remarks in the way suggested here is also philosophically interesting in its own right: it shows Wittgenstein engaging directly in the mind–body problem, construed as the problem of intentionality. The great majority of phenotypic characteristics are complex traits, complicating the identification of the genes underlying their expression. However, both methodological and theoretical progress in genome‐wide association studies have resulted in a much better understanding of the underlying genetics of many phenotypic traits, including externally visible characteristics (EVCs) such as eye and hair color. Consequently, it has become possible to predict EVCs from human samples lacking phenotypic information. Predicting EVCs from genetic evidence is clearly appealing for forensic applications involving the (...) personal identification of human remains. Now, a recent paper has reported the genetic determination of eye and hair color in samples up to 800 years old. The ability to predict EVCs from ancient human remains opens up promising perspectives for ancient DNA research, as this could allow studies to directly address archaeological and evolutionary questions related to the temporal and geographical origins of the genetic variants underlying phenotypes. This article will examine the claim that personal autonomy is impaired by a paradigmatic instance of serious psychopathology – namely, the condition of being delusional – in light of the hierarchical conception of personal autonomy. This conception of personal autonomy aims at yielding value‐neutral judgements about freedom and self‐governance. I will argue that when viewed from the perspective of this specific conception of autonomy, delusions do not necessarily impair an agent's personal autonomy. In order to establish this claim, I will (...) probe the general idea that delusional subjects are beset by a mental disease that is rationally incapacitating, to which the hierarchical theorist might appeal. I argue that, understood within the parameters set by the commitment to value neutrality, this idea fails to provide support for the claim that delusion necessarily impairs personal autonomy. One contribution this article makes to the effort of understanding how delusion impairs personal autonomy is to help us pinpoint the ways in which our value commitments inform our judgements of impaired personal autonomy in delusional agents. Neuroscientist Maxwell Bennett and philosopher Peter Hacker defend the need to eradicate the mereological fallacy of cognitive neuroscience. This fallacy attributes to the parts of an animal psychological predicates that make sense only when applied to the whole animal. In contrast, philosopher Daniel Dennett argues that it is possible to explain behavior and cognitive abilities by applying the Intentional Stance to the brain, a stance that attributes increasingly simple psychological capacities to increasingly less intelligent homunculi. So, among other things, taking (...) the intentional stance requires i) attributing psychological predicates to the brain and its parts, and ii) gradually replacing psychological predicates with non-psychological predicates.If the criticism of Bennett and Hacker is accepted, these requirements lead to two dilemmas. According to the first, the intentional stance would be inapplicable or fallacious: because it implies incurring in the mereological fallacy, and to deny is equivalent to rejecting the intentional stance. The horns of the second dilemma are dualism and explanatory vacuity: can be interpreted in a dualistic sense because it presupposes the distinction between psychological and non-psychological predicates; however, failing to respect generates an infinite regress. In this article I intend to show that both dilemmas are resolved by focusing on the details of the relationship between the intentional stance and the design stance. (shrink)
