The suppression of trade barriers and liberalization of financial flows inherent to the expansive dynamic of globalization have not extended to international flows of workers. To impede the free movement of workers, restrictive migratory policies have been implemented, and borders have been fortified with walls and fences. In the face of this widespread phenomenon, this chapter presents an alternative consisting of three steps. First, it is noted that in the current migratory context, borders play a key role in reproducing inequalities (...) between countries. Next, it is argued that given the incompatibility of this function with global justice, it is necessary to seek some remedy to put an end to the suffering caused by this structural injustice, a suffering that is endured by an immense number of people unlucky enough to have been born on the wrong side of a border. After presenting a conception of borders that, unlike walls, would enable the movements of people, finally, a scenario is proposed in which the rights of political membership would be reassigned in a cosmopolitan manner and in which borders would usually remain open. Although this does not entail a radical suppression of the aforementioned injustice, its implementation would contribute to not only its reduction but also to the compensation of victims. (shrink)

This radical analysis of the role and importance of historiography interprets the philosophy and theory of history on the basis of historicity as a human condition. Recent years have witnessed a significant expansion in the number of studies positioned at the intersection of the history of science and environmental history. Although these studies continue to navigate lingering methodological tensions, collectively they underscore the promise of a disciplinary cross-fertilization that proved largely latent for the first quarter century or more following environmental history’s emergence as a discrete discipline. This article situates this recent scholarship in the historiographical landscape from which it has emerged. G. W. F. Hegel (1770–1831), the influential German philosopher, believed that human history was advancing spiritually and morally according to God’s purpose. At the beginning of this masterwork, Hegel writes: “What the history of Philosophy shows us is a succession of noble minds, a gallery of heroes of thought, who, by the power of Reason, have penetrated into the being of things, of nature and of spirit, into the Being of God, and have won for us by their (...) labours the highest treasure, the treasure of reasoned knowledge.” In his introduction to this Bison Book edition, Frederick C. Beiser notes the complex and controversial history of Hegel’s text. He makes a case that this English-language translation by E. S. Haldane and Frances H. Simson is still the most reliable one. This article analyzes how the relationship between philosophy and history has been conceived within the study of political thought, and how different ways of conceiving this relationship in turn have affected the definition of the subject matter as well as the choice of methods within this field. My main argument is that the ways in which we conceive this relationship is dependent on the assumptions we make about the ontological status of concepts and their meaning. I start by discussing (...) the widespread view that philosophy and history ought to be viewed as distinct if not incompatible ways of studying political thought, and then go on to describe the view that philosophical and historical approaches should be conceived of as identical or inseparable. I end this article by suggesting that these approaches rather should be viewed as mutually constitutive for the benefit of a more coherent study of political thought. (shrink)

In an original approach to Foucault's philosophy, Christopher Falzon argues for a reading of Foucault as a philosopher of finite transcendence, and explores its implications for ethics. In order to distinguish Foucault's position, Falzon charts the historical trajectory of transcendence as a philosophical concept, starting with the radical notion of transcendence that was introduced by Plato, and which reappears in various forms in subsequent thinkers from the Stoics to Descartes, and from Kant to Sartre. He argues that Foucault's critique of (...) the transcendent subject of humanism is a rejection not of transcendence per se but of radical transcendence in its distinctively modern form. As such, he shows how Foucault's conceptualisation of transcendence as finite enables a picture of the human being as neither fully determined nor a creature of infinite possibilities, but as both subject and object, affected by but also able to affect the world. With the notion of finite transcendence Falzon captures the essence of Foucault's unique philosophy and provides a new insight into his contribution to ethics. The history of science can be better understood against the background of a history of knowledge comprising not only theoretical but also intuitive and practical knowledge. This widening of scope necessitates a more concise definition of the concept of knowledge, relating its cognitive to its material and social dimensions. The history of knowledge comprises the history of institutions in which knowledge is produced and transmitted. This is an essential but hitherto neglected aspect of cultural evolution. Taking (...) this aspect into account one is led to the concept of extended evolution, which integrates the perspectives of niche construction and complex regulative networks. The paper illustrates this concept using four examples: the emergence of language, the Neolithic revolution, the invention of writing and the origin of mechanics. (shrink)

Traditionally, Thomas S. Kuhn’s The Structure of Scientific Revolutions (1962) is largely identified with his analysis of the structure of scientific revolutions. Here, we contribute to a minority tradition in the Kuhn literature by interpreting the history of evolutionary biology through the prism of the entire historical developmental model of sciences that he elaborates in The Structure. This research not only reveals a certain match between this model and the history of evolutionary biology but, more importantly, also sheds (...) new light on several episodes in that history, and particularly on the publication of Charles Darwin’s On the Origin of Species (1859), the construction of the modern evolutionary synthesis, the chronic discontent with it, and the latest expression of that discontent, called the extended evolutionary synthesis. Henry St. John, Viscount Bolingbroke, was the mastermind behind the Treaty of Utrecht in 1713 that ended the War of the Spanish Succession, and a lifelong rival of Britain’s first Prime Minister, Sir Robert Walpole. He is also known for his political use of history based on the saying of Dionysius of Halicarnassus: ‘history is a philosophy teaching by examples’. While much scholarly attention has been paid to Bolingbroke’s historical criticism of Walpole’s Whig oligarchy, his discussion of European (...) international history has been treated as a mere vindication of the Treaty of Utrecht, thus not meriting further investigation. This article reconstructs Bolingbroke’s writings on European politics as a history of British foreign policy. Arguing that his focus was on Britain’s role in maintaining the balance of power, this article demonstrates that, contrary to popular belief, Bolingbroke attacked the Hanoverian government not for its involvement in European politics per se but for its abandonment of the Old System of William III against France. Bolingbroke believed history was repeating itself. As the Stuarts had helped France achieve hegemony half a century ago, the Hanoverians enabled France to regain supremacy in their pursuit of private interests, re-disrupting the European balance of power. Gilles Deleuze's assertion that 'Sartre knew how to invent the New' suggests a vital aspect of the French philosopher, one that departs from the image that has often been presented of him. Criticism of the Soviet Union post 1956, together with the increasing prominence of anti-colonial struggles and a series of experiences that would find their condensation in 1968, pushed Sartre to a continuous rearticulation of his political ideas, on the basis of an intense confrontation with Marx. The measurement of science and technology is now fifty years old. It owes a large part of its existence to the work of the National Science Foundation and the Organization for Economic Cooperation and Development in the 1950s and 1960s. Given the centrality of S&T statistics in science studies, it is surprising that no history of the measurement exists in the literature. This article outlines such a history. The history is cast in the light of social statistics. (...) Like social statistics, S&T indicators are produced mainly by governments but differ in a number of aspects. First, they have not been developed to control individuals. Second, they have taken shape from the start at the international level. Third, they reflect a consensus among states and their organizations. This article shows that this specificity is due to the sociopolitics that drives S&T measurement. (shrink)

Fifteen to twenty years ago one might have been forgiven for thinking that both the philosophy and history of science constituted specialized academic backwaters, far removed from debates in the forefront of either philosophic or public attention. But times have changed; science and technology have in many ways and in many guises become central foci of public debate, whether through concern over nuclear safety, the massive price to be paid for continued research in areas such as high energy physics, (...) the cost of high technology medicine, the spectre of genetic engineering, or the wonders of information processing and the computer revolution. At the same time that there is public questioning of the authority of expert scientific pronouncements and debate about the wisdom of courses of action proposed in the name of technology and progress, there is political pressure to direct eduction in an increasingly scientific and technological direction. But even so, in this country, the history and philosophy of science remain peripheral disciplines, not only in relation to the total academic scene but even in relation to philosophy, which is itself being academically marginalized. Many researchers insist that computational methods will transform the historical profession, while an equally large number reject these claims as unwarranted hype. This study attempts to place the debate in historical and social context. The essay is divided into three parts. The first part offers a brief review of computational history. It asks whether the “computational turn” bears any resemblance to quantitative history and how it fits within the digital humanities. The second part describes the authors’ recent attempts (...) to apply computational methods to an existing project in the history of science using a standardized workflow. It demonstrates that each step of the workflow adds another layer of subjectivity. The third part reflects on what computational methods mean for the historical profession. It systematically reviews the positive aspects of computational history (open access, interdisciplinary collaboration, and new perspectives) as well as the negative aspects (inequality, fragility, and the threat of automation) and offers prescriptions based on the authors’ experiences. I seek to interpret the work of Walter Benjamin in light of the "system programme" of German Idealism, in order to confront an antinomy of contemporary radical thought. Benjamin has been regarded as an anti-Hegelian thinker of the exception. Reading him against the grain, I draw out a concept of counter-tradition that eschews the opposition of intra-historical progress and extra-historical exception. An abrupt break in the prevailing modes of artistic expression, for many, marks the advent of modernism in the early twentieth century, but revisionary attempts to pin down a precise moment of its emergence remain disputed. History of a Shiver proffers a different approach, tracing the first inkling of modernism instead to the nineteenth century's fascination with music.As Jed Rasula deftly shows, melomania--the passion for music--gave rise to concepts like Richard Wagner's "endless melody" and the Gesamtkunstwerk, or total work (...) of art, which in turn infused the arts of the fin de siècle with an aura of expectancy, challenging them to induce musical effects by their own means. Linguistic history, like all history, is written retrospectively. It is written from some historical vantage that allows a critic to survey what has been previously spoken and written and to decide which forms are representative, which aberrant, which tangential, and which proleptic in the ways they figure in a coherent account of language change and development. While speakers use language to accomplish specific tasks in specific situations, historians assemble these utterances into moments of stasis and narratives of change. (...)
