Classifying accounts of institutionalized social norms that rely on individual rule-following as ‘sociological’ and accounts based on individual opportunity-seeking behavior as ‘economic’, the paper rejects purely economic accounts on theoretical grounds. Explaining the realworkings of institutionalized social norms and social order exclusively in terms of self-regarding opportunityseeking individual behavior is impossible. An integrated sociological approach to the so-called Hobbesian problem of social order that incorporates opportunityseeking along with rule-following behavior is necessary. Democratic conceptions of politics are tacitly or explicitly predicated upon a functioning arena for the formation of public opinion in an associated media-space. Policy-making thus requires a reliable connection to processes of ‘public’ will formation. These processes formed the focus for Habermas’s influential study on the public sphere. This contribution presents a look at more recent ‘structural transformation’, the causes of which are by no means limited to social media communication, and examines its consequences. It proceeds in three steps: 1) (...) in some proximity to Habermas, but also by means of the theory of resonance, it seeks to determine the kind of public sphere that a democratic polity requires; 2) an analysis of problems within the contemporary public sphere will feed into 3) a discussion of the conditions for the restoration of a ‘functioning political public sphere’. Hartmut Rosa advances an account of the temporal structure of society from the perspective of critical theory. He identifies three categories of change in the tempo of modern social life: technological acceleration, evident in transportation, communication, and production; the acceleration of social change, reflected in cultural knowledge, social institutions, and personal relationships; and acceleration in the pace of life, which happens despite the expectation that technological change should increase an individual's free time. According to Rosa, both the structural and (...) cultural aspects of our institutions and practices are marked by the "shrinking of the present," a decreasing time period during which expectations based on past experience reliably match the future. When this phenomenon combines with technological acceleration and the increasing pace of life, time seems to flow ever faster, making our relationships to each other and the world fluid and problematic. It is as if we are standing on "slipping slopes," a steep social terrain that is itself in motion and in turn demands faster lives and technology. As Rosa deftly shows, this self-reinforcing feedback loop fundamentally determines the character of modern life. (shrink)

The paper starts by identifying dynamic stabilization as a defining feature of modern societies. This term refers to the fact that such a society requires (material) growth, (technological) augmentation and high rates of (cultural) innovation in order to reproduce its structure and to preserve the socioeconomic and political status quo. The subsequent sections explore the mechanisms and consequences of this mode of social reproduction, proceeding in three steps. First, three key aspects or ‘motors’ of dynamization are identified, namely the mechanisms (...) of (socio-economic) appropriation, (socio-cultural) acceleration and (socio-political) activation. In the second step, we argue that this ‘Triple-A-Mode’ of dynamic stabilization necessarily entails a logic of incessant escalation which eventually threatens to undermine itself, leading to a multifaceted process of destabilization. Unmistakable signs of this can be seen in the current financial, democratic, ecological and psychosocial crises. The third and last part briefly and very preliminarily sketches out the possible contours of a ‘post-growth’ society which could move beyond the current mode of dynamic stabilization. (shrink)

The Convention on Biological Diversity opens the possibility to negotiate a legally binding Biosafety Protocol to assess and minimize risks in the field of transboundary transfer, handling, and use of organisms modified by genetic engineering. Two principles— the Precautionary Principle and the Principle of Familiarity—guiding the risk assessment as basis of import decisions on such organisms are discussed. Developing and European industrialized countries favor the Precautionary Principle. The U.S., Australia, Japan, and some others call for the Principle of Familiarity. These (...) two principles exhibit opposite effects on scientific progress in general and on scientific methodology of risk assessment in particular. With the example of risk assessment by the U.S. company Monsanto discussed below, it could be illustrated that the Principle of Familiarity opens the way for superficial evaluations based on citing arbitrary references while the Precautionary Principle is an incentive for developing and applying sound methodology in experimental risk assessment. on the transboundary transfer of such LMOs, for example, on the international exchange of and trade with transgenic seeds, grains, animals, or bacteria. The negotiations are based on Articles 19.3 and 8(g) of the Convention on Biological Diversity, elaborated during the Earth Summit in Rio de Janeiro, Brazil, in 1992, and on Decision II/5 of the Second Conference of the Parties to this Convention in Jakarta, Indonesia, in 1995 (see the appendix; for more documents, see www.biodiv.org). Until the Fourth Conference of the Parties in 1998, 172 states ratified this convention. This conference decided to finish the Biosafety Protocol in February 1999. In 1998, transgenic crops were allowed to be planted in eight (75%) countries of the world. As the country with the largest acreage of transgenic crops and as the main trader of LMOs, the United States cannot become a member of the protocol until it has ratified the Convention on Biological Diversity. O cuidado espiritual é um componente essencial para a qualidade dos serviços em cuidados paliativos (CP). Este artigo apresenta a revisão da literatura empírica sobre cuidadores(as) espirituais que atuam nos Cuidados Paliativos. O método utilizado foi a revisão integrativa, com levantamento nas bases Periódicos CAPES, PsycARTICLES e PubMed. Após exame das 643 publicações encontradas, 54 estudos foram selecionados para análise, categorizados em quatro grandes temas: “identidade dos(as) cuidadores(as) espirituais”, “capacitação dos(as) cuidadores(as) espirituais”, “atuação dos(as) cuidadores(as) espirituais” e “impactos da atuação (...) dos(as) cuidadores(as) espirituais”. O suporte espiritual é fator vital para o bem-estar e a qualidade de vida no fim da vida, sendo que o cuidado paliativo transdisciplinar é fundamental para prover atendimento às necessidades espirituais e psicossociais, o que será facilitado pela adoção de métodos padronizados. Currículos de treinamento e ferramentas de avaliação específicos permitem a avaliação sistemática nos resultados dos pacientes, familiares e clínicos. Considerando a importância da religiosidade no contexto cultural brasileiro, o aprofundamento do tema do cuidado espiritual é de grande relevância para profissionais que trabalham em CP. A Bioética e a Teologia são chamadas a contribuir com estudos nessa área a fim de que o cuidado espiritual possa ser efetivamente integrado nas equipes de CP. (shrink)

The greatest risks of Covid-19 are not arising from its direct effects on morbidity and mortality but from exaggerated aspirations to control such effects politically. A swift transformation from an epidemic to an endemic state of affairs may in case of a disease with comparatively low and unequally distributed mortality like covid-19 be an option, too. This needs to be laid out but it is not the task of science to plead for this or any other option.

ZusammenfassungDie christlichen Kirchen sind in der Bundesrepublik Deutschland nach dem staatlichen öffentlichen Dienst die größten Arbeitgeber. Dies betrifft insbesondere das Gesundheits- und Sozialwesen. Nach der Gründung der Bundesrepublik haben die Kirchen ein eigenes individuelles und kollektives Arbeitsrecht aufgebaut, das in wichtigen Punkten vom staatlichen Recht abweicht. In der Weimarer Republik hatten die staatlichen Arbeitsgesetze hingegen auch für sie gegolten. Seit den 1950er Jahren stützen sie die Sonderbestimmungen ihres eigenen Arbeitsrechts darauf, dass ihre Beschäftigten sich in einer „Dienstgemeinschaft“ befinden. Dieser Begriff (...) entstammt der Rechtsordnung des NS-Staats. Der Aufsatz geht auf derzeitige rechtliche Kontroversen ein und kritisiert, dass die Kirchen sich zu extensiv auf ihr korporatives Selbstbestimmungsrecht berufen. Zurzeit betonen sie den religiösen Charakter der von ihnen getragenen Einrichtungen des Gesundheits- und Sozialwesens zum Teil noch stärker als zuvor. Für die Zukunft zeichnet sich die Notwendigkeit gesetzlicher Eingrenzungen ab. (shrink)

Ordinary clocks do not measure time in the common and Newtonian sense, and there is a similar problem for spatial measurements due to effects of motion and gravitation. Einstein’s theories of relativity are based on the denial of the possibility of the ‘absolute’ measurements that would be required. Nevertheless, here it is shown how such measurements can be performed. For this purpose, a “light clock” (or equivalent) is linked with a “space-time odometer” that counts the zero crossings in the field (...) of the cosmic microwave background radiation. The readings of these two instruments allow to calculate the time interval and the length of their path in Euclidean space even in the presence of local variations in gravitational potential. The historian and religious scholar Ernst Ludwig Ehrlich (1921-2007) was among the most influential minds in the post-Shoah German-speaking Jewish world. In 1943, with the help of Christian friends, he escaped from Berlin to Switzerland, where as a student, he became a spokesman in Jewish-Christian dialogue. Hartmut Bomhoff narrates how despite the experience of expulsion, life in the underground, and flight, Ehrlich became a bridge-builder.

IntroductionConstructing narratives that can combat people’s unease about their sense of belonging, by providing a sense of certainty and steadfastness, is a recurrent affect in the history of humanity.1 Perhaps change is, however, the only constant in this history. Over a hundred years ago, Max Weber bemoaned the transition to a rationalized modernity as “the disenchantment of the world,”2 which in turn had been inspired by similar concerns expressed by Friedrich Schiller in his poem “The Gods of Greece” (“Die (...) Götter Griechenlands”) at the end of the eighteenth century.3 Intensifying scholarly debates across the humanities and social sciences, asking questions about what people experience as fundamental changes to the fabric of their lived realities and how they cope with it, further indicate that Western societies are in transition in the present day. There is, however, disagreement over whether the human condition simply observes changes or whether it transforms into a qualitatively new stage, one that has been termed postmodernity, late modernity, and liquid modernity.4 Nevertheless, there is a consensus among scholars that contemporary realities unfold in contrast to social imaginaries that have defined Western societies and senses of belonging since the “global transformation” took place in the nineteenth century. This transformation still “underpins core aspects of contemporary international relations,” as Barry Buzan and George Lawson contend.5 Even today, social imaginaries are narrated—and criticized as such—in grand terms, often with a focus on the nation and a (however conceived) glorious future. In this paper one aspect of Leibniz' optical ideas, the law of refraction, is the main topic. This law had been formulated before him by Snellius, Descartes and Fermat. Their mathematical equations are analogous in the relations between the geometrical parameters and the optical resistances, but they differ concerning the velocities of light. From the Leibnitian point of view this situation has its reasons in uncompletely developed principles. Leibniz had shown that the solution of this problem requires a new metaphysics (...) as well as other mathematical, namely infinitesimal methods, which are connected in Leibniz by his dynamics. As one of the influences of his dynamical statement, the beginning of a new type of physical explanation will be demonstrated, which replaced the construction of mechanical models in the 18th century. Conceptualizing behavior decision theoretically as being ‘pulled’ (by an expected future) is fundamentally different from conceptualizing it as ‘pushed’ (or determined by past conditions according to causal laws). However, the fundamental distinction between teleological and non-teleological explanations not withstanding, decision-theoretic and evolutionary ‘ways of world making’ lead to strikingly similar forms of political, philosophical, and economic models. Common Hobbesian roots can account historically for the emergence of such a common ‘PPE’ outlook, while a game-theoretic framework of indirect evolution can accommodate (...) the fundamental methodological tension between teleological and non-teleological approaches or the ‘humanities’ and the ‘science’ traditions in PPE’s disciplines. Abastract The article analyses the intense public debate between the author Martin Walser and Ignatz Bubis caused by Walser's speach on the occasion of the award of the »Friedenspreis des Deutschen Buchhandels 1998«. lt argues that the conflict is based on two different conceptions of democratic public, public moral, and the function of moral elites in public. Both conceptions have religious implications and analogies in traditional theological conceptions of social corporations.

"Philosophy and Economics I," treats "Methods and Models" of "Economic Philosophy." "Philosophy and Economics II" deals with "Morals." In both cases an effort to integrate many strands of modern philosophy and economics via decision theoretic language is made. Regardless of this decision theoretic background the treatment is non-technical. The aspiration is to sketch some tools that may be used in search of what philosophers call a "wide reflective equilibrium" on foundational matters of economics as well as of philosophy. The presentation (...) will enable an advanced undergraduate or beginning graduate student from fields like, philosophy, economics, law, political science and sociology to use the tools, arguments and paradigm examples provided to search for her or his own reflective equilibrium on matters of economic philosophy. Specialists from the aforementioned fields may find the text useful, too, as an accessible account of an increasingly elaborate intellectual discourse on "philosophy, politics and economics.". If we are to find the criteria for critical analyses of social arrangements and processes not in some abstract, universalist framework, but from the guiding ‘self-interpretations’ of the societies in question, as contemporary contextualist and ‘communitarian’ approaches to social philosophy suggest, the vexing question arises as to where these self-interpretations can be found and how they are identified. The paper presents a model according to which there are four interdependent as well as partially autonomous spheres or ‘levels’ of socially relevant (...) self-interpretation that have to be taken into account equally in order to provide a sound basis for social and political criticism. Thus, it is from the tensions and incoherences between (A) social ideas and doctrines, (B) social institutions and practices, (C) individual beliefs and convictions, and (D) body-practices and habits that social pathologies can be identified and possible solutions can be envisaged. Für eine ethische Beurteilung des Einsatzes moderner Informations- und Kommunikationstechnologien sowie autonomer Assistenzsysteme im Berufsfeld Pflege empfiehlt es sich zunächst, empirische Informationen über Wirkungen und Folgen dieser Technologien aus unterschiedlichen Perspektiven einzuholen. Allerdings ist die Studienlage erweiterungsbedürftig. Auch wenn die Diskussion eher tentativ auf der Grundlage von vorsichtigen Annahmen geführt werden kann, so schälen sich dennoch in der internationalen pflegewissenschaftlichen Debatte sehr ambivalente Bewertungen heraus. Eine der Kontroversen betrifft die Frage, inwieweit und in welchem Maße Pflege als Beziehungsarbeit technisch substituiert (...) werden kann oder darf; inwieweit sich dadurch nicht nur Strukturen der Wahrnehmung und Aufmerksamkeit wandeln, sondern soziokulturelle Bedingungen von Hilfe, Unterstützung und Befähigung grundlegend verändern. Assistenztechnologien werden nicht nur das widersprüchliche Verhältnis von Sicherheit, Überwachung, Kontrolle und Entmündigung verschärfen. Unter dem Einfluss moderner Informationstechnologien wird sich auch der Status professionellen Wissens wandeln. Von erheblichem Gewicht ist schließlich, ob möglicherweise sozialanthropologische Grundannahmen wie beispielsweise die der leiblichen Responsivität und personalen Authentizität obsolet werden. Die ethische Beurteilung erfolgt aus verschiedenen Bewertungsperspektiven. Aus deontologischer Sicht hat sich die Akzeptanz neuer Technologien daran zu bemessen, inwieweit deren Wirkungen mit normativen Ansprüchen und Integritätsinteressen (Selbstbestimmung, Sicherheit) betroffener Personen vereinbar sind. Aus Sicht einer Ethics of Care wird es darum gehen, inwieweit durch den Einsatz von Assistenztechnologien nicht nur psychophysische Entlastungen (Pflegepersonal, Patient*innen, ältere Menschen), nicht nur bessere Informationsflüsse bewirkt werden können. Nicht weniger bedeutsam ist die Frage, ob soziale Netzwerke entwickelt, Möglichkeiten der Teilhabe verbessert und kreative Potenziale der Selbstorganisation und der Selbstwirksamkeit gefördert werden können. Während der größte Teil der Bevölkerung die kieferorthopädische Therapie, also die Veränderung der Zahn- bzw. Kieferstellung, als eine Behandlung betrachtet, die vor allem auf eine Verbesserung des Erscheinungsbildes zielt, sehen der kieferorthopädische und zahnärztliche Berufsstand sowie auch private und öffentliche Kostenträger in bestimmten Abweichungen von Zahn- oder Kieferstellungen eine Gefährdung der oralen Gesundheit und der Funktionsfähigkeit des Gebisses. Letztere Auffassung bestimmt das ärztliche Handeln in der Kieferorthopädie und begründet auch die Übernahme zumindest bestimmter Leistungen durch die gesetzlichen Krankenkassen. Anhand aktueller (...) wissenschaftlicher Erkenntnisse lassen sich jedoch in vielen Fällen keine (akuten oder potentiellen) gesundheitlichen oder essentiellen funktionellen Beeinträchtigungen und Risiken abweichender Zahnstellungen nachweisen. Ziel dieses Aufsatzes ist es, diesem Widerspruch nachzugehen. Im Folgenden werden wir aufzeigen, welche Faktoren die Anbieter kieferorthopädischer Leistungen beeinflussen, welches die entscheidenden Gründe und Grundlagen für die Behandlung sind und an welchen Kriterien sich die Leistungsübernahme durch die Krankenkassen orientiert. Dabei wird deutlich werden, dass die formalen Kriterien von Behandlung und Kostenübernahme, die tatsächliche Behandlungs- und Kostenerstattungspraxis, die Erwartungen derjenigen, die Behandlungsleistungen in Anspruch nehmen und der aktuelle Stand der Forschung zu erwartbaren Funktionsbeeinträchtigungen durch Zahnstellungsvariationen nicht zwanglos zu vereinbaren sind. Erforderlich erscheint ein interdisziplinärer normativer Diskurs über die Frage, wie die diagnostizierten Spannungen aufzulösen wären. Als Anregung für einen solchen Diskurs werden wir im Ausblick alternative Lösungsstrategien vorstellen. (shrink)
