Health research has increased during the last decade, which has enhanced the importance of research ethics. However, little is known regarding the knowledge, awareness, attitudes, and practices of investigators in Myanmar. To assess awareness, knowledge, and attitudes of post-graduates regarding research ethics and research ethics committees (RECs) and their informed consent practices and to determine the association between their responses and certain independent factors. We conducted a cross-sectional study using a questionnaire that was distributed to a convenience sample of post-graduates (...) at the Defence Services Medical Academy in Myanmar. We used descriptive, t test, and chi-square statistics to analyze the data. Significance was set at p < 0.05. We obtained surveys from 204 participants, which included 177 MSc and 27 PhDs of whom 63.6% had performed research and 86.5% had prior ethics training. Regarding awareness, 92.2% were aware of an REC at their academy, but only 47.1% were “fully aware” of the functions of an REC and only 52.9% stated they were familiar with ethical principles that govern human subject research. More than 90% thought that research involving human subjects should be submitted to an REC and that post-graduates should have training on research ethics. However, several of their attitudes were sub-optimal; for example, 20.2% said that informed consent is only necessary from the community leader of a village rather than from the individual, 32.8% agreed it is acceptable to fabricate research data, and 33.0% believed that ethical review of research should be restricted to international collaborative research. Calculated mean total attitude scores were statistically significantly higher in post-graduates with PhDs compared with those with MSc and higher in those with knowledge of research ethics principles compared with those lacking such knowledge. Significant gaps exist among post-graduates regarding their knowledge, awareness, and attitudes regarding research ethics and RECs. We recommend that post-graduates receive further training in research ethics to ensure the ethical conduct of research. Further studies should be performed to determine the generalizability of our findings to other institutions in Myanmar. (shrink)

Kant is well known for his restrictive conception of proper science. In the present paper I will try to explain why Kant adopted this conception. I will identify three core conditions which Kant thinks a proper science must satisfy: systematicity, objective grounding, and apodictic certainty. These conditions conform to conditions codified in the Classical Model of Science. Kant’s infamous claim that any proper natural science must be mathematical should be understood on the basis of these conditions. In order to substantiate (...) this reading, I will show that only in this way it can be explained why Kant thought (1) that mathematics has a particular foundational function with respect to the natural sciences and (2) as such secures their scientific status. Heine introduces The Principle of Contradiction in its first English translation. Conze’s account of the history and evolution of the principle of contradiction illuminates the thought of Aristotle, Marx, and Buddha, and provides the groundwork for a new cross-cultural and interdisciplinary approach to philosophical theory and practice.

Historically, blatantly untrue and defamatory conspiracy theories had disastrous consequences for those who were portrayed in them as evil-doers. At the same time, conspiratorial agreements at the expense of the common good between powerful groups in society do exist and have occasionally been uncovered. Against this background, the article describes different ways in which critical theory has looked at conspiracies. First, an attempt is made to show that Max Horkheimer's notes on `rackets' are an ambitious but flawed attempt to theorize (...) conspiracy. It is argued that Horkheimer's theory is imbued by the very conspiracy thinking that he proposed to criticize. Second, the author suggests recovering Franz Neumann's concept of `political alienation' as a more appropriate starting point to think critically about the ethical and epistemological questions raised by conspiracy theories. In the book Science Studies as Naturalized Philosophy, Finn Collin deals with a long-term tendency toward conflict between, on the one hand, a philosophical understanding of scientific cognition and, on the other hand, the empirical science studies that include the cognitive content of sciences as an explanandum. Collin singles out Robert Merton as an advocate of a division of labor that avoids this conflict by delimiting the sociology of science to deal only with the social framework and genesis of science, (...) leaving it to philosophy and epistemology to investigate the justification of truth value and demarcation criteria. In this article, I will focus on Merton’s cudos norms and illuminate their meta-theoretical basis through the inclusion of Habermas’s ideas about rationality, the ‘ideal speech situation,’ his formal pragmatics, and his use of rational reconstruction. I moderne samfund bygger ekspertråd og prognoser i stigende grad på forskning, der tilstræbes at fremtræde som uafhængig af politiske holdninger og interesser. I højkomplekse samfund gør styringshensyn det påkrævet at reducere kompleksitet og forenkle kommunikation mellem relativt autonome delsystemer gennem et afpolitiseret og entydigt fælles sprog. Forskning med kvantificering og standardisering er egnede metoder. Emnet har haft opmærksomhed og været videnskabsteoretisk standardstof stort set siden fagenes fødsel, men repræsentative empiriske undersøgelser, i særdeleshed danske, er faktisk sjældne. Jeg inddrager danske (...) og udenlandske empiriske undersøgelser om forskeres holdninger og vurderinger samt udvalgte eksempler fra mine egne og andres undersøgelser om eksterne interessers påvirkning. Politisering og pression svækker forskningens legitimitet og troværdighed. Legitimitet og tillid kunne øges, hvis eksperter redegjorde for usikkerheden, og hvis der blev etableret rammer, der i højere grad sikrede forskningens uafhængighed. (shrink)

The aim of the article is to give an outline of a value theory suitable for climate ethics, based on a perfectionist account on the convergence between prudential values and moral responsibility. I claim that such a convergence may generate a system of values that specify norms and obligations and attribute responsibility towards future generations, and thereby provides us with a measure of acceptable political action.

This article explores Professor T.F.J. Dreyer's definition for preaching that he developed for preaching in the Netherdutch Reformed Church of Africa (NRCA) three decades ago. Dreyer's own homiletical perspective towards preaching developed continuously through numerous philosophical paradigm shifts since 1989. His basis theory plays an important role in the theological training of the church's students today. The aim of the research is to reflect on the changes, following Dreyer's homiletical development over three decades. The research discovers a strong prophetical character (...) in the homiletical approach of Dreyer and concludes by asking how a kairos moment of prophetical speech can benefit the NRCA. CONTRIBUTION: This research hopes to contribute to the existing research that was done in the homiletical field of traditional Afrikaans-speaking churches in South Africa. The research also contributes by identifying some homiletical perspectives that can help the church to proclaim the gospel in times of transition. (shrink)

Do responsibility voids exist? That is, are there situations in which the group is collectively morally responsible for some outcome although no member can be held individually morally responsible for it? To answer these questions, I draw a distinction between competitive and cooperative decision contexts based on the team-reasoning account of cooperation. Accordingly, I provide a reasoning-based analysis of cooperation, competition, moral responsibility, and, last, potential responsibility voids. I then argue that competitive decision contexts are free of responsibility voids. The (...) conditions for the existence of responsibility voids in cooperative decision contexts depend on the type of uncertainty the group faces, either external or coordination uncertainty. This paper examines two strands of literature regarding economic models of cooperation. First, payoff transformation theories assume that people may not be exclusively motivated by self-interest, but also care about equality and fairness. Second, team reasoning theorists assume that people might reason from the perspective of the team, rather than an individualistic perspective. Can these two theories be unified? In contrast to the consensus among team reasoning theorists, I argue that team reasoning can be viewed as a particular type of (...) payoff transformation. However, I also demonstrate that many payoff transformations yield actions that team reasoning rules out. (shrink)

The purpose of this article is to explore the potential contribution of Axel Honneth's critical theory of recognition to empirical and normative debates on global justice. I first present, very briefly, an overview of recent theories of global distributive justice. I argue that theorists of distributive justice do not pay enough attention to sources of self-respect and conditions for identity formation, and that they are blind toward the danger of harming people's sense of self even by well-intentioned redistributive policies. Honneth's (...) theory suffers from complementary shortcomings; it is anti-technocratic but largely oblivious to the global nature of many contemporary justice claims. Given this situation, I seek to broaden the theory's scope by outlining transnational extensions of the recognition principles of love, rights and solidarity identified by Honneth. In conclusion, I show how utilizing a broadened conceptualization of the struggle for recognition allows us to better understand the changing logic of justice-oriented foreign policies. (shrink)

Should one trust experts? My answer to this question is a qualified ‘no’. In this paper I explore the conditions under which it is rational to trust and defer to experts, and those under which it may be rational to refrain from doing so. I draw on two important factors for an actor’s trust in a partner: trust depends on the partner’s competence and on the partner’s interests. I propose that the conditions under which it is rational to trust and (...) defer to experts depend on the competences of the layperson and the expert, and the degree of interest alignment. I present a model that demonstrates that it can be practically infeasible and even logically impossible to determine the expert’s level of competence and the degree of interest alignment. Although it may sound pessimistic that one can rationally refrain from trusting experts, I will also explore some more optimistic conclusions. (shrink)

Etwa im Jahre 1833 verfasst Heinrich Heine einen kurzen, Fragment gebliebenen Essay Verschiedenartige Geschichtsauffassung, in dem er zwei Interpretationen des historischen Geschehens einander gegenüberstellt: Die Anhänger der einen legen dieses als „trostlosen Kreislauf” aus, in dem sich alle Vorgänge und Prozesse wie Jahreszeiten wiederholen, die Anhänger der anderen Geschichtsdeutung, „die mehr mit der Idee einer Vorsehung verwandt ist”, geben sich der Täuschung hin, als würden „alle irdischen Dinge einer schönen Vervollkommenheit entgegenreifen”. Obwohl Heine an beiden Auffassungen Kritik übt, bekennt er (...) sich doch selbst zehn Jahre später zu ebenso utopischen Ideen, indem er die künftige „Emanzipation des Fleisches” und den Anbruch einer „Demokratie gleichherrlicher, gleichheiliger, gleichbeseligter Götter” verkündet, d. h. einer neuen, glücklichen, sich selbst vergottenden Menschheit, die sündenlos das Leben und alle seine Freuden genießen soll. Diese naiven Vorstellungen verwirft er allerdings schnell und warnt nun als einer der ersten vor den Gefahren der anbrechenden kommunistischen Utopie. Offen bleibt bis heute die Frage, inwieweit Heines Essay auch Friedrich Nietzsche und dessen Idee von der „Wiederkunft des Gleichen” beeinflusst haben mag. Auch wenn Nietzsche hier mit Sicherheit aus verschiedenen Quellen geschöpft hatte, lässt sich doch nicht ausschließen, dass Heines Essay die Rolle einer Art Katalysator hätte spielen können, zumal nachgewiesen ist, dass er Adolf Strodtmanns Ausgabe von Heines Letzten Gedichten und Gedanken aus dem Jahre 1869 in seiner Bibliothek besaß. In 1958, one of the first projects to carry out a systematic archaeological campaign underwater began off the coast of Asia Minor. At Cape Gelidonya, the wreck of a Bronze Age ship was investigated. To understand the concrete problems and working methods of underwater archaeology, it is important to account not only for the tangible objects of research and the technical aids used, but also the natural features and the political framework in which actors operated. Situated in the years between (...) the end of the colonial era and the Cold War, this article traces the biographical paths that brought together central actors at the site of the discovery. This perspective is necessary for understanding why divers who were not established archaeologists initiated and carried out the campaign. The article also analyzes the research of the campaign carried out 1960 and explores some of the difficulties and solutions encountered in working underwater. The article is a contribution to the still unwritten history of underwater archaeology. (shrink)

BackgroundFor many decades, the debate on children’s competence to give informed consent in medical settings concentrated on ethical and legal aspects, with little empirical underpinnings. Recently, data from empirical research became available to advance the discussion. It was shown that children’s competence to consent to clinical research could be accurately assessed by the modified MacArthur Competence Assessment Tool for Clinical Research. Age limits for children to be deemed competent to decide on research participation have been studied: generally children of 11.2 (...) years and above were decision-making competent, while children of 9.6 years and younger were not. Age was pointed out to be the key determining factor in children’s competence. In this article we reflect on policy implications of these findings, considering legal, ethical, developmental and clinical perspectives.DiscussionAlthough assessment of children’s competence has a normative character, ethics, law and clinical practice can benefit from research data. The findings may help to do justice to the capacities children possess and challenges they may face when deciding about treatment and research options. We discuss advantages and drawbacks of standardized competence assessment in children on a case-by-case basis compared to application of a fixed age limit, and conclude that a selective implementation of case-by-case competence assessment in specific populations is preferable. We recommend the implementation of age limits based on empirical evidence. Furthermore, we elaborate on a suitable model for informed consent involving children and parents that would do justice to developmental aspects of children and the specific characteristics of the parent-child dyad.SummaryPrevious research outcomes showed that children’s medical decision-making capacities could be operationalized into a standardized assessment instrument. Recommendations for policies include a dual consent procedure, including both child as well as parents, for children from the age of 12 until they reach majority. For children between 10 and 12 years of age, and in case of children older than 12 years in special research populations of mentally compromised patients, we suggest a case-by-case assessment of children’s competence to consent. Since such a dual consent procedure is fundamentally different from a procedure of parental permission and child assent, and would imply a considerable shift regarding some current legislations, practical implications are elaborated. Methodological individualists often claim that any social phenomenon can ultimately be explained in terms of the actions and interactions of individuals. Any Nagelian version of methodological individualism requires that there be bridge laws that translate social statements into individualistic ones. We show that Nagelian individualism can be put to logical scrutiny by making the relevant social and individualistic languages fully explicit and mathematically precise. In particular, we prove that the social statement that a group of (at least two) agents performs (...) a deontically admissible group action cannot be expressed in a well-established deontic logic of agency that models every combination of actions, omissions, abilities, and obligations of finitely many individual agents. It is widely believed among philosophers and educated people that it is virtuous to be open-minded. Instead of thinking of open-mindedness as universally or unconditionally epistemically valuable, I argue that it is vital to explicate the conditions that must obtain if open-mindedness is to be epistemically valuable. This paper critically evaluates open-mindedness given certain realistic cognitive limitations. I present and analyse a simple mathematical model of open-minded decision-making that incorporates these limitations. The results are mixed. The bad news is that (...) the circumstances where open-mindedness is epistemically valuable may be more restricted than previously thought especially if individuals are incapable of properly evaluating the trustworthiness of sources or the content of received information. The good news is that, if individuals are mildly competent in evaluating the trustworthiness of sources and the content of received information, then there are many circumstances where open-mindedness is epistemically valuable. Machine intelligence already helps medical staff with a number of tasks. Ethical decision-making, however, has not been handed over to computers. In this proof-of-concept study, we show how an algorithm based on Beauchamp and Childress’ prima-facie principles could be employed to advise on a range of moral dilemma situations that occur in medical institutions. We explain why we chose fuzzy cognitive maps to set up the advisory system and how we utilized machine learning to train it. We report on the (...) difficult task of operationalizing the principles of beneficence, non-maleficence and patient autonomy, and describe how we selected suitable input parameters that we extracted from a training dataset of clinical cases. The first performance results are promising, but an algorithmic approach to ethics also comes with several weaknesses and limitations. Should one really entrust the sensitive domain of clinical ethics to machine intelligence? (shrink)

In this paper I discuss in what sense physics, chemistry, and the life sciences constitute a systematic unity according to Kant. I start by discussing Christian Wolff’s views on the hierarchy of sciences. I then argue that in one specific sense physics, chemistry and several life sciences constitute a unity: physics and chemistry provide statements that can be used to provide proofs in the life sciences. However, the unity of physics, chemistry, and the life sciences is limited in scope, since (...) Kant claims that the purposeful unity of organisms is mechanically inexplicable. I finally discuss whether there are laws within the life sciences according to Kant. I argue that the fact that Kant acknowledged that physics and chemistry ground the life sciences does not imply that there are laws of life. The reason is that life sciences of Kant’s time were concerned with explaining the purposeful unity of organisms, which is mechanically inexplicable according to Kant, and the regularities discussed by life scientists in Kant’s time lack a priori grounding. This article analyses the relationship between the Belgian government and the national Nuclear Research Centre (SCK CEN) in the renegotiation of the mission and organization of Big Science in Belgium. While the founding decades of nuclear laboratories are often characterized by ever-increasing budgets and the establishment of large infrastructure, I show that downsizing or transforming Big Science demanded a new form of politics on the organization of science. Drawing on archival material, this article will demonstrate how the mission and management (...) of SCK CEN were critically followed by a variety of stakeholders. Furthermore, the Belgian government explicitly aimed to allow corporate principles to guide the reorganization of the research centre by hiring consultants from Arthur Andersen. This episode in the history of nuclear research invites historians of science to reflect upon both the politics of Big Science in an era in which its original principles were fundamentally questioned and the historical development of new norms and expectations attached to this phenomenon. This article examines recent controversies over the relationship between human rights and intellectual property rights (IPRs). Many activists have claimed that IPRs conflict with human rights. Others have argued that IPRs are themselves human rights. The article approaches the debate as an opportunity to clarify the nature of IPRs in relation to human rights, as well as the nature of contemporary struggles over these rights. After surveying the dual expansion of both human rights and IPRs and rejecting the view that (...) IPRs are rooted in human rights, the author investigates the example of the HIV/AIDS crisis and the global Campaign for Access to Essential Medicines in order to illustrate attempts to represent IPRs as an outright threat to human rights. Highlighting the limitations of a human rights-based critique of IPRs, he concludes by proposing to study contemporary conflicts over IPRs and human rights as struggles for recognition and as struggles over the institutionalization of a transnational “recognition order.”. During the past thirty years, museums of all kinds have tried to become more responsive to the interests of a diverse public. With exhibitions becoming people-centered, idea-oriented, and contextualized, the boundaries between museums and the “real” world are eroding. Setting the transition from object-centered to story-centered exhibitions in a philosophical framework, Hilde S. Hein contends that glorifying the museum experience at the expense of objects deflects the museum's educative, ethical, and aesthetic roles. Utgivelsen av Svarte hefter (Schwarze Hefte) - hans filosofiske dagbøker skrevet i perioden fra 1931-1975 - gir et mer detaljert bilde av Heideggers nazisme. Vi får en tydelig dokumentasjon ikke bare av hans dyrking av Hitler og nasjonalsosialismen, men også av et verdenssyn preget av antisemittisme. I heftene kan vi lese flere (...) konspiratoriske passasjer om en ±metafysisk jødedom?, der jødene er representanter for en verdensomspennende instrumentell rasjonalitet som har banet vei for materialisme og kapitalisme.I lys av dette må vi revurdere vårt forhold til Heidegger som filosof og stille oss følgende spørsmål: Skal vi lese alt Heidegger skrev, i lys av hans tid som nazist? Eller er tenkningen av et slikt format at den uansett går fri fra Heideggers politiske engasjement?Denne antologien er et forsøk på å gå inn på disse spørsmålene. Foruten oversettelser av blant annet deler av Svarte hefter fra tysk til norsk, får vi perspektiver fra en rekke internasjonalt anerkjente Heidegger-forskere som analyserer Heideggers politiske engasjement, antisemittisme, sivilisasjonskritikk og religionskritikk.
