In almost all countries, the transition from a centrally planned economy to a market economy caused high unemployment. The governments attempted to ease the changeover to a market economy for the unemployed by introducing several passive and active labour market policies. This paper first points out which effects were to be expected of such policies from the perspective of Austrian Economics. These theoretical hypotheses are then tested empirically. It turns out that the hypotheses deducted from Austrian Economics theory are impressively (...) corroborated by the empirical evidence.Dans presque tous les pays, la transition d’une économie centralement planifiée vers une économie de marché ont provoqué un chômage élevé. We present an information-theoretic interpretation of quantum formalism based on a Bayesian framework and devoid of any extra axiom or principle. Quantum information is construed as a technique for analyzing a logical system subject to classical constraints, based on a question-and-answer procedure. The problem is posed from a particular batch of queries while the constraints are represented by the truth table of a set of Boolean functions. The Bayesian inference technique consists in assigning a probability distribution within a real-valued probability (...) space to the joint set of queries in order to satisfy the constraints. The initial query batch is not unique and alternative batches can be considered at will. They are enabled mechanically from the initial batch, quite simply by transcribing the probability space into an auxiliary Hilbert space. It turns out that this sole procedure leads to exactly rediscover the standard quantum information theory and thus provides an information-theoretic rationale to its technical rules. In this framework, the great challenges of quantum mechanics become simple platitudes: Why is the theory probabilistic? Why is the theory linear? Where does the Hilbert space come from? In addition, most of the paradoxes, such as uncertainty principle, entanglement, contextuality, nonsignaling correlation, measurement problem, etc., become straightforward features. In the end, our major conclusion is that quantum information is nothing but classical information processed by a mature form of Bayesian inference technique and, as such, consubstantial with Aristotelian logic. Der folgende Kommentar richtet das Augenmerk auf die Frage, wie weit Kontroversität in politischen Debatten an Schulen reichen sollte. Johannes Drerup schlägt in seiner Studie „Kontroverse Themen im Unterricht“ dazu unter anderem ein politisches Kriterium vor, um die Reichweite von Kontroversität zu bestimmen. Der Orientierungsrahmen dafür besteht nach Drerup aus liberal-demokratischen Grundwerten. Tasten Positionen diese an, sollten diese nicht Teil politischer Kontroversen an Schulen sein. Doch sind solche Werte klar zu bestimmen und eignen sie sich zur didaktischen Konkretion an Schulen? (...) So sinnvoll beispielsweise normative Bezüge zu Menschenrechten sind, so oft werden sie im politischen Alltag in Deutschland und darüber hinaus verletzt – von unterschiedlichen Akteuren. Sollte nicht eine kritische Auseinandersetzung mit der Missachtung von Menschenrechten Gegenstand schulischer Bildungsarbeit sein anstatt damit zusammenhängende Positionen aus der Kontroverse auszuschließen? Besonders problematisch erscheint es, das Extremismuskonzept heranzuziehen, um solche Akteure zu charakterisieren, die liberal-demokratische Werte mutmaßlich verletzen. Schließlich gibt es einerseits auch in der politischen Mitte und staatlichen Apparaten demokratiegefährdende Tendenzen. Andererseits kann das Label „extremistisch“ genutzt werden, um missliebige Positionen im politischen Streit willkürlich zu schwächen. Welche Positionen aus Sicht von Schüler*innen eine Bedrohung für demokratische Gesellschaften darstellen, sollte im Rahmen politischer Bildung abgewogen werden, nicht jedoch a priori feststehen. This pioneering study is one of the first English-language books to address Jewish theology from a postmodern perspective, probing the question of how it has the potential to survive the postmodern onslaught that some see as heralding the collapse of religion. Basing her arguments on both philosophical and theological scholarship, the author shows how postmodernism might actually be a resource for rejuvenating religion. Her response to the conception of theology and postmodernism as competing systems of thought is based on a (...) close critical study of Rav Shagar (Shimon Gershon Rosenberg) and Tamar Ross. She analyzes their writings through the lens of the most radical continental postmodern philosophers and cultural critics in order to offer a compelling theology compatible with their world-view. Whether the reader considers postmodernism to be inherently problematic or merely inconsequential, this study demonstrates why reconsidering these preconceptions is one of the most pressing issues in contemporary Jewish thought. This article analyzes business power in the context of noisy politics by comparing business involvement in two British referendum campaigns: one about membership in the European Communities in 1975, and the Brexit referendum about European Union membership in 2016. By exploring these two contexts, the article seeks to identify the conditions under which business elites can and cannot be effective in a context of noisy politics. Three key factors are identified as determinants of business influence during periods of noisy politics: (...) the incentives to get directly involved in noisy politics; the legitimacy of business involvement; and, finally, the capacity to act in a cohesive way. The article shows that these factors have changed substantially over the last four decades because of wider changes in the nature of capitalism, and their impact on business power in the United Kingdom and more generally is discussed. The opinions expressed are not those of the General Motors management.The first section attempts to document, through the use of Harvard Business Review articles, a shift in the notion of managerial responsibility from a narrowly focused role responsibility to a more widely focused moral responsibility.

Here is a discussion that deals with storytelling by the teacher for the children, considering their contributions to the development of languages in the early years of lementary school. We assumed as the fact that a recovery of the first contact of children with the texts, which are normally through the oral narratives, potentiates the development of oral, reading and writing in an integrated manner. Therefore, we work with oral language and its importance is often overlooked by most schools. Understand, (...) according to Barthes, Echeverría, Sholles and Kellog, that the narratives are grown in different social groups, especially through the spoken, and is what makes the narrative form is the way to fundamentally discursive for humans formation. Furthermore, we believe, as Andaló, that work with oral narratives allow children, even before being literate, playing the stories and understand them, telling yourself with them and with the world. Most of the experiences we have in working with this approach in the public schools who teach in the towns of Candelaria and Vera Cruz , or in theoretical discussions with students in the Courses of Pedagogy -UNISC, shows that the creation of adequate space in school to playing oral stories is like a trigger mechanism for integrated learning – under the gaze of the multidimensional complexity – of speaking, reading and writing capabilities to understand how action and reflection in the world . That is, supported by authors such as Kaufman and Rodríguez, Gil Neto, Bettelheim, Busatto, Abramovich, Amarilha and Saraiva, we defended the thesis that storytelling enhances the development of oral, to training children as readers and texts producers, inserting them into living a socially desirable.Apresentamos aqui uma discussão que trata da contação de histórias pela professora e pelas crianças, considerando suas contribuições para o desenvolvimento das linguagens nas séries iniciais do Ensino Fundamental. Adotamos como pressuposto o fato de que uma valorização do primeiro contato das crianças com os textos, que normalmente se dá por meio de narrativas orais, potencializa o desenvolvimento da oralidade, leitura e escrita de forma integrada. Por isso, debatemos o trabalho com a linguagem oral e sua importância, muitas vezes negligenciada pela maioria das escolas. Compreendemos, de acordo com Barthes, Echeverría, Sholles e Kellog, que as narrativas são cultivadas nos diversos grupos sociais, specialmente através da oralidade, e é isso que faz com que a narração se constitua em uma forma discursiva básica para a formação dos seres humanos. Além disso, pensamos, conforme Andaló, que o trabalho com narrativas orais permite que as crianças, ainda antes de estarem alfabetizadas, contem e compreendam as histórias e a si mesmas, narrando-se com elas e com o mundo. A maioria das vivências que temos no trabalho com essa abordagem, seja nas escolas públicas em que lecionamos, nos municípios de Candelária e Vera Cruz , seja nos debates teóricos com alunas nos cursos de Pedagogia da Unisc, dão conta de que a criação de espaços adequados na escola para a contação de histórias constitui-se em um mecanismo desencadeador das aprendizagens integradas – sob o olhar multidimensional da complexidade – da expressão oral, da leitura e da escrita, que compreendemos como capacidades de ação e reflexão no mundo . Ou seja, respaldados em autores como Kaufman e Rodríguez, Gil Neto, Bettelheim, Busatto, Abramovich, Amarilha e Saraiva, defendemos a tese de que contar histórias potencializa tanto o desenvolvimento da oralidade quanto a formação das crianças como leitoras e produtoras de textos, inserindo-as em uma convivência social desejável. This article analyzes the evolution of state capacity in Peru during the recent commodity boom. Peru’s economic growth happened in a context in which inclusive democratic institutions were at play for the longest period ever registered in the country and at a time when political elites decided to invest considerable resources in developing state capacity. This case illustrates how boom-led economic growth can lead to the institutional strengthening of a weak state. However, state capacity continues to be low in Peru. (...) The causal mechanism that yields such continuity differs from those entertained in classic path-dependent explanations of state capacity in Latin America. The article identifies a novel mechanism that helped reproduce the Peruvian path intertemporally. This relational mechanism suggests that state capacity remains low because of the relatively enhanced capacities of state challengers to locally fend off and contest an otherwise much stronger state apparatus. The article argues, on that basis, the need to employ a relational analysis that gauges net state strength with respect to the power acquired by relevant non-state actors who might challenge state authority across different local arenas. Classic conceptualizations of state capacity are indeed relational, but conventional applications are predominantly unilateral and, thus, misleading. Unilateral notions of state capacity are those that focus on either state efforts and investments to assert state capacity or, alternatively, on the presence of challenges that curtail the levels of actually observed state capacity. Contemporary philosophers of mind tend to assume that the world of nature can be reduced to basic physics. Yet there are features of the mind consciousness, intentionality, normativity that do not seem to be reducible to physics or neuroscience. This explanatory gap between mind and brain has thus been a major cause of concern in recent philosophy of mind. Reductionists hold that, despite all appearances, the mind can be reduced to the brain. Eliminativists hold that it cannot, and that this (...) implies that there is something illegitimate about the mentalistic vocabulary. Dualists hold that the mental is irreducible, and that this implies either a substance or a property dualism. Mysterian non-reductive physicalists hold that the mind is uniquely irreducible, perhaps due to some limitation of our self-understanding. In this book, Steven Horst argues that this whole conversation is based on assumptions left over from an outdated philosophy of science. While reductionism was part of the philosophical orthodoxy fifty years ago, it has been decisively rejected by philosophers of science over the past thirty years, and for good reason. True reductions are in fact exceedingly rare in the sciences, and the conviction that they were there to be found was an artifact of armchair assumptions of 17th century Rationalists and 20th century Logical Empiricists. The explanatory gaps between mind and brain are far from unique. In fact, in the sciences it is gaps all the way down.And if reductions are rare in even the physical sciences, there is little reason to expect them in the case of psychology. Horst argues that this calls for a complete re-thinking of the contemporary problematic in philosophy of mind. Reductionism, dualism, eliminativism and non-reductive materialism are each severely compromised by post-reductionist philosophy of science, and philosophy of mind is in need of a new paradigm. Horst suggests that such a paradigm might be found in Cognitive Pluralism: the view that human cognitive architecture constrains us to understand the world through a plurality of partial, idealized, and pragmatically-constrained models, each employing a particular representational system optimized for its own problem domain. Such an architecture can explain the disunities of knowledge, and is plausible on evolutionary grounds. (shrink)

In this carefully argued critique, Steven Horst pronounces the theory deficient.

Horst Bredekamp’s subject is the astute deployment and perennial resonance of the startling image of the body politic that dominates the frontispiece to Leviathan: a treatise on the psychology of the individual and the dynamic of the multitude, published in 1651 by the English philosopher Thomas Hobbes. Affirming the centrality of such a figural device for this pioneering theorist of the state, Bredekamp goes on to address the art-historical dimension of the mesmerising etched title-page. In his central chapters he (...) explores the extraordinary range of sources – from socio-cultural tradition to scientific advances – on which the author and his artist-collaborator may have drawn. In conclusion, he reveals Hobbes to be no less passionate than shrewd in his belief that the constraints and amenities of a tolerable life in common attest to the potency of the visual. As appendices, two essays and catalogues explore the portraits made of Hobbes as well as illustrations that appeared in his other works, thus systematically completing the exploration of the images connected with this exceptional philosopher. Many virtue epistemologists conceive of epistemic competence on the model of skill —such as archery, playing baseball, or chess. In this paper, I argue that this is a mistake: epistemic competences and skills are crucially and relevantly different kinds of capacities. This, I suggest, undermines the popular attempt to understand epistemic normativity as a mere special case of the sort of normativity familiar from skilful action. In fact, as I argue further, epistemic competences resemble virtues rather than skills—a claim that (...) is based on an important, but often overlooked, difference between virtue and skill. The upshot is that virtue epistemology should indeed be based on virtue, not on skill. (shrink)

Epistemic constitutivism (EC) holds that the nature of believing is such that it gives rise to a standard of correctness and that other epistemic normative notions (e.g., reasons for belief) can be explained in terms of this standard. If defensible, this view promises an attractive and unifying account of epistemic normativity. However, EC faces a forceful objection: that constitutive standards of correctness are never enough for generating normative reasons. This paper aims to defend EC in the face of this objection. (...) I do so in two steps. First, I dispute a crucial assumption underlying the case against EC: that constitutive standards of correctness in general are ‘reason-giving’ only if and because there is also a prior reason to comply with them. Second, I outline a strategy of how EC can meet the challenge of explaining what’s special about the activity of believing such that, unlike other standard-governed activities, it is capable of generating normative reasons. This book introduces an account of cognitive architecture, Cognitive Pluralism, on which the basic units of understanding are models of particular content domains. Having many mental models is a good adaptive strategy for cognition, but models can be incompatible with one another, leading to paradoxes and inconsistencies of belief, and it may not be possible to integrate the understanding supplied by multiple models into a comprehensive and self-consistent "super model". The book applies the theory to explaining intuitive reasoning and cognitive (...) illusions and explores implications for epistemology, semantics, and disunity of science. (shrink)

Someone acts in a morally worthy way when they deserve credit for doing the morally right thing. But when and why do agents deserve credit for the success involved in doing the right thing? It is tempting to seek an answer to that question by drawing an analogy with creditworthy success in other domains of human agency, especially in sports, arts, and crafts. Accordingly, some authors have recently argued that, just like creditworthy success in, say, chess, playing the piano, or (...) archery, creditworthy moral success is a matter of getting things right by way of manifesting a relevant skill. My main aim in this paper is to bring out an important structural difference between moral creditworthiness and creditworthiness in sports, arts, and craft, undermining attempts to use examples of the latter as a model for understanding the former. As an alternative, I propose an account of morally creditworthy action, according to which such action is a matter of manifesting virtue, not skill—a claim that's based on an important, but underappreciated, difference between the sorts of excellences constituting virtues and skills. The paper thus contributes to a more nuanced picture of normative achievements across different domains of human agency, highlighting largely overlooked structural dissimilarities among them. Many hold that theoretical reasoning aims at truth. In this paper, I ask what it is for reasoning to be thus aim-directed. Standard answers to this question explain reasoning’s aim-directedness in terms of intentions, dispositions, or rule-following. I argue that, while these views contain important insights, they are not satisfactory. As an alternative, I introduce and defend a novel account: reasoning aims at truth in virtue of being the exercise of a distinctive kind of cognitive power, one that, unlike ordinary (...) dispositions, is capable of fully explaining its own exercises. I argue that this account is able to avoid the difficulties plaguing standard accounts of the relevant sort of mental teleology. (shrink)
