Метою статті є розкриття змісту геополітичних стратегій головних гравців в Центрально- Азійському регіоні, якими на сьогодні є Росія, Китай і США. Констатується, що взаємна риторика лідерів країн і тональність документів [Стратегій] не приховує того факту, що боротьба між ними в регіоні набирає обертів по мірі зростання ваги економічної, політичної і воєнної складових безпеки. Афганська компанія США (2001-2021 рр.) переросла у стратегію присутності (2015 р.), метою якої стало закріплення присутності у ключовому регіоні «дуги нестабільності» (З.Бжезінський) багатому природними ресурсами. У першу чергу (...) йдеться про енергоносії як нафту і газ, рідкоземельні і дорогоцінні метали та уранову руду. Неабияке значення з боку сторін конкуренції приділяється контролю над існуючою інфраструктурою і майбутнім глобальним проектом на зразок «Один пояс - Один шлях», який в Центральною Азійському регіоні прагне реалізувати Китай. Звернено увагу, що цілі нової геополітичної гри, яка розпочалася з 2015 року кожна сторона намагається обернути у більш прийнятні слогани як-то «демократія і процвітання» - США, «рівноправні відносини близьких по духу й історії народів» - Росія, «виважений діалог з країнами-партнерами» - Китай. Проте, виходячи з того що 30 літня історія незалежності принесли країнам Азійської п’ятірки - Казахстану, Киргизстану, Таджикистану, Туркменістану і Узбекистану досить скромні результати соціально-економічного і культурного розвитку, діючі лідери прагнуть позбутися помилок колишнього керівництва та розширити формат дружніх відносин за рахунок нерегіональних держав. В першу чергу йдеться про проект «тюркської спільноти». Наукова новизна дослідження полягає у розкритті онтологічних основ геополітичних стратегій, які реалізують Росія, Китай і США та можливих реакцій Азійської п’ятірки на ризики які вони можуть нести для безпеки країн і регіону в цілому. The growth of urban violence in Brazil, as in other countries, has led citizens to demand more severe and punitive measures to solve the problem of juvenile crime. One motion submitted to the Brazilian parliament, for instance, proposes to reduce the age of penal majority from 18 to 16 years. Our hypothesis is that popular opinions about this proposal are largely constrained by construal levels and psychological distance. Accordingly, we expect that the knowledge and proximity to the circumstances associated with (...) juvenile transgression will influence opinions about the proposal. To test this hypothesis, we evaluated how opinion against or for the proposal can be explained by psychological distance and moral development theory. We studied two samples, composed of people who do not have a deep experience with the subject and workers from a juvenile justice court. After collecting socio-demographic information from the subjects and their answer to moral dilemmas, the data was subjected to a multivariate analysis by multimodal logistic regression for socio-demographic characteristics, Kohlberg moral stages, and opinion on the reduction of APM as dependent variables. Our findings suggest that 1) opinion about the APM depends on psychological distance and 2) socioeconomic variables may influence the average construal level of adolescent transgressors in the public’s perspective. In the study of human cognitive activity using electroencephalogram (EEG), the brain dynamics parameters and characteristics play a crucial role. They allow to investigate the changes in functionality depending on the environment and task performance process, and also to access the intensity of the brain activity in various locations of the cortex and its dependencies. Usually, the dynamics of activation of different brain areas during the cognitive tasks are being studied by spectral analysis based on power spectral density (PSD) estimation, (...) and coherence analysis, which are de facto standard tools in quantitative characterization of brain activity. PSD and coherence reflect the strength of oscillations and similarity of the emergence of these oscillations in the brain, respectively, while the concept of stability of brain activity over time is not well defined and less formalized. We propose to employ the detrended fluctuation analysis (DFA) as a measure of the EEG persistence over time, and use the DFA scaling exponent as its quantitative characteristics. We applied DFA to the study of the changes in activation in brain dynamics during mental calculations and united it with PSD and coherence estimation. In the experiment, EEGs during resting state and mental serial subtraction from 36 subjects were recorded and analyzed in four frequency ranges: θ1 (4.1–5.8 Hz), θ2 (5.9–7.4 Hz), β1 (13–19.9 Hz), and β2 (20–25 Hz). PSD maps to access the intensity of cortex activation and coherence to quantify the connections between different brain areas were calculated, the distribution of DFA scaling exponent over the head surface was exploited to measure the time characteristics of the dynamics of brain activity. Obtained arrangements of DFA scaling exponent suggest that normal functioning of the brain is characterized by long-term temporal correlations in the cortex. Topographical distribution of the DFA scaling exponent was comparable for θ and β frequency bands, demonstrating the largest values of DFA scaling exponent during cognitive activation. The study shows that the long-term temporal correlations evaluated by DFA can be of great interest for diagnosis of the variety of brain dysfunctions of different etiology in the future. (shrink)

There has been a probabilistic turn in contemporary cognitive science. Far and away, most of the work in this vein is Bayesian, at least in name. Coinciding with this development, philosophers have increasingly promoted Bayesianism as the best normative account of how humans ought to reason. In this paper, we make a push for exploring the probabilistic terrain outside of Bayesianism. Non-Bayesian, but still probabilistic, theories provide plausible competitors both to descriptive and normative Bayesian accounts. We argue for this general (...) idea via recent work on explanationist models of updating, which are fundamentally probabilistic but assign a substantial, non-Bayesian role to explanatory considerations. This paper is concerned with a version of Kamp and Partee's account of graded membership that relies on the conceptual spaces framework. Three studies are reported, one to construct a particular shape space, one to detect which shapes representable in that space are typical for certain sorts of objects, and one to elicit degrees of category membership for the various shapes from which the shape space was constructed. Taking Kamp and Partee's proposal as given, the first two studies allowed us (...) to predict the degrees to which people would judge shapes representable in the space to be members of certain categories. These predictions were compared with the degrees that were measured in the third study. The comparison yielded a test of the account of graded membership at issue. The outcome of this test was found to support the conceptual spaces version of Kamp and Partee's account of graded membership. (shrink)

The Lottery Paradox and the Preface Paradox both involve the thesis that high probability is sufficient for rational acceptability. The standard solution to these paradoxes denies that rational acceptability is deductively closed. This solution has a number of untoward consequences. The present paper suggests that a better solution to the paradoxes is to replace the thesis that high probability suffices for rational acceptability with a somewhat stricter thesis. This avoids the untoward consequences of the standard solution. It has been claimed that epistemic peers, upon discovering that they disagree on some issue, should give up their opposing views and ‘split the difference’. The present paper challenges this claim by showing, with the help of computer simulations, that what the rational response to the discovery of peer disagreement is—whether it is sticking to one’s belief or splitting the difference—depends on factors that are contingent and highly context-sensitive.Keywords: Peer disagreement; Computer simulations; Opinion dynamics; Hegselmann–Krause model; Social epistemology.

This paper studies the learnability of natural concepts in the context of the conceptual spaces framework. Previous work proposed that natural concepts are represented by the cells of optimally partitioned similarity spaces, where optimality was defined in terms of a number of constraints. Among these is the constraint that optimally partitioned similarity spaces result in easily learnable concepts. While there is evidence that systems of concepts generally regarded as natural satisfy a number of the proposed optimality constraints, the connection between (...) naturalness and learnability has been less well studied. To fill this gap, we conduct a computational study employing two standard models of concept learning. Applying these models to the learning of color concepts, we examine whether natural color concepts are more readily learned than nonnatural ones. Our findings warrant a positive answer to this question for both models employed, thus lending empirical support to the notion that learnability is a distinctive characteristic of natural concepts. This paper is concerned with formal solutions to the lottery paradox on which high probability defeasibly warrants acceptance. It considers some recently proposed solutions of this type and presents an argument showing that these solutions are trivial in that they boil down to the claim that perfect probability is sufficient for rational acceptability. I reconstruct Aristotle’s analytical procedure in Prior Analytics I.45 and its metalogical implications. Aristotle’s analysis unfolds three groups of syllogisms: symmetrically analysable, asymmetrically analysable, and non-analysable syllogisms. From the first and the third group could be extracted 27 combinations of the two mutually non-derivable deductive rules. Aristotle’s reduced deductive system in APr. I.7 with the two moods in the first figure (traditionally called Barbara and Celarent) follows this pattern. I demonstrate that the deductive system with Barbara and Celarent is just (...) one of 27 possible complete deductive systems with the two mutually non-derivable syllogistic rules. On top of that, given the fact that there are two combinations of mutually non-derivable conversion rules, I conclude that Prior Analytics hides in itself 54 complete deductive systems with a minimal number of mutually non-derivable rules. Finally, it is commented what might be the role of analysis; to what extent Aristotle could be aware of possibilities presented here; why he still prefers only one deductive system to many others with the same deductive power. Combining relevant and classical modal logic is an approach to overcoming the logical omniscience problem and related issues that goes back at least to Levesque’s well known work in the 1980s. The present authors have recently introduced a variant of Levesque’s framework where explicit beliefs concerning conditional propositions can be formalized. However, our framework did not offer a formalization of implicit belief in addition to explicit belief. In this paper we provide such a formalization. The article deals with the development of sacred art in Galicia at the turn of the 19th and 20th centuries. Masters of Ukrainian icon painting K. Ustinovich, Y. Pankevich, M. Sosenko, P. Kholodny and others. continued the creative process through which the Ukrainian icon for a long historical period of development did not lose its viable direction, did not degenerate into the picture. Mindwandering is associated with both positive and negative outcomes. Among the latter, negative mood and negative cognitions have been reported. However, the underlying mechanisms linking mindwandering to negative mood and cognition are still unclear. We hypothesized that MW could either directly enhance negative thinking or indirectly heighten the accessibility of negative thoughts. In an undergraduate sample we measured emotional thoughts during the Sustained Attention on Response Task which induces MW, and accessibility of negative cognitions by means of the Scrambled Sentences (...) Task after the task. We also measured depressive symptoms and rumination. Results show that in individuals with elevated levels of depressive symptoms MW during SART predicts higher accessibility of negative thoughts after the task, rather than negative thinking during the task. These findings contribute to our understanding of the underlying mechanisms of MW and provide insight into the relationship between task-involvement and affect. (shrink)

Interest in the topic of wisdom-focused education has so far not resulted in empirically validated programs for teaching wisdom. To start filling this void, we explore the emerging empirical evidence concerning the fundamental elements required for understanding how one can foster wisdom, with a particular focus on wise reasoning. We define wise reasoning through a combination of intellectual humility, recognition of world in flux/change, open-mindedness to diverse viewpoints, and search for compromise/integration of diverse perspectives. In this article, we review evidence (...) concerning how wise reasoning can be facilitated through experiences, teaching materials, environments and cognitive strategies. We also focus on educators, reviewing emerging evidence on how the process of explaining and guiding others impacts one’s wisdom. We conclude by discussing the development of wisdom-focused education, proposing that greater attention to the situational demands and the variability in wisdom-related characteristics across social contexts should play a critical role in its development. This paper relates to a formal statement of the mechanisms that are thought minimally necessary to underpin consciousness. This is expressed in the form of axioms. We deem this to be useful if there is ever to be clarity in answering questions about whether this or the other organism is or is not conscious. As usual, axioms are ways of making formal statements of intuitive beliefs and looking, again formally, at the consequences of such beliefs. The use of this style (...) of exposition does not entail a claim to provide a mathematically rigorous formal deductive system. Conventional mathematical notation is used to achieve clarity, although this is elaborated with natural language in an attempt to reduce terseness. In our view, making the approach axiomatic is synonymous with building clear usable tests for consciousness and is therefore a central feature of the paper. The extended scope of this approach is to lay down some essential properties that should be considered when designing machines that could be said to be conscious. In the broader discussion about the nature of consciousness and its neurological mechanisms, it may seem to some that axiomatisation is premature and continues to beg many questions. However, the approach is meant to be open- ended so that others can build further axiomatic clarifications that address the very large number of questions which, in the search for a formal basis for consciousness, still remain to be answered. Of course, in discussions about consciousness many will also argue that the subject is not one that may ever be formally addressed by means of axioms. The view taken in this paper is 'let's try to do it and see how far it gets'. (shrink)

Bayesians have traditionally taken a dim view of the Inference to the Best Explanation, arguing that, if IBE is at variance with Bayes ' rule, then it runs afoul of the dynamic Dutch book argument. More recently, Bayes ' rule has been claimed to be superior on grounds of conduciveness to our epistemic goal. The present paper aims to show that neither of these arguments succeeds in undermining IBE.

The article analyzes the effectiveness of quantum theories of mental experience in relation to two ontological problems - the problem of the existence of consciousness in the material world and the problem of the interaction of consciousness and body. A critical analysis of the quantum theories of consciousness by Penrose-Hameroff, M. Tegmark, G. Stapp, M. Fischer and M.B. Mensky shows that they fail to fully explain how complex physical systems generate mental experience without violating the principle of causal closure of (...) the physical world and the principle of epistemological completeness of physics. Quantum mechanics provides specific processes that are the physical basis of the psyche, but do not explain the phenomenal aspect of subjective reality. Nevertheless, the Heisenberg uncertainty principle gives an understanding of how the interaction of consciousness and body within the scientific picture of the world can be carried out without violating the law of energy conservation. It is shown that the quantum theories of consciousness currently being developed have a predominantly panprotopsychic character, which faces a problem due to the fact that the protomental property of physical systems must be expressed quantitatively and correspond to the value included in the physical equations. As a result, it is concluded that in order to develop quantum theories of consciousness more effectively, it is necessary to give an emergent character, not jumping from the quantum level to the psychic, but explaining the mechanism of the emergence of systemic properties during the sequential transition between different ontological regions of existence, including physical, chemical, biological, neurophysiological and psychic. In this text, I intend to follow Franklin Leopoldo e Silva’s reflections on the Teaching of Philosophy in Secondary Schools. Along the way, I try to show the central role that Franklin Leopoldo e Silva attributes to the History of Philosophy in order to understand the Teaching of Philosophy, with regard to both the function and the content of this teaching, and how this ensures the fundamental role for the critical power of Philosophy in the formation of high school students.

There is widespread agreement that we cannot know of a lottery ticket we own that it is a loser prior to the drawing of the lottery. At the same time we appear to have knowledge of events that will occur only if our ticket is a loser. Supposing any plausible closure principle for knowledge, the foregoing seems to yield a paradox. Appealing to some broadly Gricean insights, the present paper argues that this paradox is apparent only.

Conditionals whose antecedent and consequent are not somehow internally connected tend to strike us as odd. The received doctrine is that this felt oddness is to be explained pragmatically. Exactly how the pragmatic explanation is supposed to go has remained elusive, however. This paper discusses recent philosophical and psychological work that attempts to account semantically for the apparent oddness of conditionals lacking an internal connection between their parts.

Conditionals are sentences of the form 'If A, then B', and they play a central role in scientific, logical, and everyday reasoning. They have been in the philosophical limelight for centuries, and more recently, they have been receiving attention from psychologists, linguists, and computer scientists. In spite of this, many key questions concerning conditionals remain unanswered. While most of the work on conditionals has addressed semantical questions - questions about the truth conditions of conditionals - this book focuses on the (...) main epistemological questions that conditionals give rise to, such as: what are the probabilities of conditionals? When is a conditional acceptable or assertable? What do we learn when we receive new conditional information? In answering these questions, this book combines the formal tools of logic and probability theory with the experimental approach of cognitive psychology. It will be of interest to students and researchers in logic, epistemology, and psychology of reasoning. (shrink)

The sequent system LDJ is formulated using the same connectives as Gentzen's intuitionistic sequent system LJ, but is dual in the following sense: (i) whereas LJ is singular in the consequent, LDJ is singular in the antecedent; (ii) whereas LJ has the same sentential counter-theorems as classical LK but not the same theorems, LDJ has the same sentential theorems as LK but not the same counter-theorems. In particular, LDJ does not reject all contradictions and is accordingly paraconsistent. To obtain a (...) more precise mapping, both LJ and LDJ are extended by adding a "pseudo-difference" operator which is the dual of intuitionistic implication. Cut-elimination and decidability are proved for the extended systems and , and a simply consistent but -inconsistent Set Theory with Unrestricted Comprehension Schema based on LDJ is sketched. This paper seeks to situate the Tartu-Moscow School of Semiotics of the 1960–1980s within the larger European intellectual-historical context from which it sprang, and in which it played a vital role. Analysing the school members’ engagement with their peers throughout Europe, we outline an “entangled history” (histoire croisee) of multi-directional scientific and philosophical influence. In this perspective, we discuss the most productive concepts and methods of Tartu-Moscow semiotics in the fields of general verse theory, intertextual theory and cultural theory.

Unter Berücksichtigung der erzielten Einsichten ist der geschichtliche Entstehungszusammenhang der Schrift Über die Verehrung christlicher Bilder wie folgt zu bestimmen: Mit der Verdrängung aus dem öffentlichen Raum verlor das Christentum immer mehr an sozialer Plausibilität. Trotz der politischen Einbußen verfügten die Christen über eine Fülle der eigenen kulturellen Überlegenheit. Die fehlende Einheitlichkeit bezüglich der theologischen Berechtigung der Bilderverehrung im christlichen Lager gefährdete ein zentrales Element der eigenen kulturellen Tradition. Da die muslimische und jüdische Bilderkritik zum Gewicht der bilderfeindlichen Position innerhalb (...) des Christentums indirekt beitrug, war eine theologische Auseinandersetzung mit ihren Argumenten dringend erforderlich. Es war insofern wichtig, den Standpunkt der Muslime fundiert zu entkräften, als der Islam mit der fortschreitenden Festigung seiner politischen Herrschaft immer überzeugender wirkte. Das christliche Bild bekam in diesem Zusammenhang die Bedeutung eines Symbols der Plausibilität des Christentums, welches es zu erhalten galt. Die Bilderabhandlung Abū urras ist ein Zeugnis des Überlebenskampfes der Christen in der Situation einer fortschreitenden inneren Expansion des Islams. Der Text belegt gleichzeitig, dass dieser Kampf von den Muslimen mit dem Mittel der strukturell-politischen Maßnahmen und des theologischen Arguments geführt wurde. (shrink)

In der philosophischen Literatur finden sich eine ganze Reihe von Positionen zur Definition und zur moralischen Bewertung von Terrorismus. Die meisten Philosophen definieren Terrorismus als eine Form politischer Gewalt. Viele heben die Angsterfahrung der Opfer hervor, die das erste Ziel der Gewalt ist, und unterscheiden sie von weiteren Zielen wie Nötigung oder politischen Veränderungen. In Bezug auf die moralische Bewertung von Terrorismus herrscht Uneinigkeit sowohl was die Grundlage der Bewertung angeht, als auch hinsichtlich des Urteils selbst. Konsequenzialisten bewerten Terrorismus, wie (...) auch andere Handlungen, im Licht seiner Konsequenzen. Deontologen argumentieren hingegen, dass die moralische Bewertung nicht von den Folgen abhängt, sondern vor allem davon, was Terrorismus ausmacht. Folglich schwanken die Positionen zur Moralität von Terrorismus von seiner Rechtfertigung bis hin zu seiner vollkommenen Verurteilung. All diese Positionen kommen in diesem Band zu Wort, der eine Auswahl an philosophischen und politikwissenschaftlichen Essays aus den letzten drei Jahrzehnten versammelt. Die praktische Bedeutung des Themas muss nicht betont werden. Aber Terrorismus ist auch von großem theoretischen Interesse. Denn er liefert eine besonders dramatische Fassung der Frage der Legitimität politischer Gewalt. Und er spitzt eine grundlegende ethische Frage beispielhaft zu: Sollen basale ethische Verbote wie das Verbot des Tötens oder Verstümmelns Unschuldiger als absolute Verbote angesehen werden, oder können sie in Ausnahmefällen angesichts extrem gewichtiger Konsequenzen überschrieben werden?
