The claim that an information revolution is underway is scrutinized in this paper. Particular attention is given to the notions that new information technology will radically increase human choice and rationality in decision-making. The literature on informatics and technology is selectively reviewed in order to determine whether the present use of technology seems to predict an increased choice and rationality in the future; earlier technologies have had this effect; and past social predictions of this type have proven generally (...) correct. We reach a mixed or negative conclusion in every case. Although the possibility of an information revolution cannot be dismissed, neither can it be readily accepted at this point unless we significantly diminish what is normally meant by a 'revolution'. This article is an overview of the philosophy of informatics with a special regard to some Polish philosophers. It juxtaposes the informationistic worldview with the long-prevailing mechanical conceptualization of nature before introducing the metaphysical perspective of the information revolution in sciences. The article shows also how ontic pancomputationalism – regarded as an update to structural realism – could enrich the philosophical research in some classical topics. Taking as an assumption the existence of an informatics revolution nowadays and that the examination of studies and debates related to it may allow the identification of questions of a philosophical nature, the present study aims to identify and formulate some of these questions, as well as to investigate whether the historical controversy about monopsychism, which occurred at the University of Paris in 1270, can be considered a theoretical framework capable of providing contributions to these philosophical questions. When URUCIB was created, we did not know we were making an Executive Information Systems. In those days, the development of information technology was very nascent, and its impact on developing countries was even more limited. This paper tells how a government imagined using these resources and put them at the service of its management to have real-time information to guide decision-making. It shows how an interdisciplinary team of professionals from informatics, cybernetics, economics, statistics, and politics worked to create (...) a state-of-the-art system in its time, using available information and communication technologies. It shows the challenges that had to be overcome, both technological and cultural, and how this was carried out. It compares the experience of Uruguay with a previous and similar one in Chile fourteen years earlier. It then argues some of the main problems faced and claims the innovative character of the project. Finally, it draws some conclusions from experience. Distinguished British cybernetics expert Prof. Stafford Beer was hired as an advisor, the President of the Republic, Dr. Julio María Sanguinetti, gave his enthusiastic support and project leader Eng. The actuality is presentd the conditions for solving informational society’s problems that require use of informational method or approach, because the information society is the theory and practice of solving the informatization problems of society aimed at solving the problems of influence of informatization on society’s development. The main goal of the article is the conceptualization of informational society’s ideas, that create a new philosophy of society which acts as an ideology of modern thinking. The result of the study is an information society as a qualitatively new state of civilization is a progressive development of civilization, in accordance to its scientific and technical achievements demonstrates the high threshold, to which all advanced advanced states seek. After all, information culture, information ideology and information philosophy can achieve such successes, to reach the threshold of development in conditions of information revolution that absorbed all developed countries of the world. As a result of the analysis, scientific and methodological approaches to solution of problems of the information society's technologization have been formed in order to overcome the biggest obstacles connected with the informatization of society and the lack of information. Nowadays, the Internet forms the informatiological basis of society through information of the Internet network and owing to the Internet. A quiet revolution in genetics is increasingly rendering our milieu strange and artificial. Epigenomics, informatic cousin of epigenetics, is a xenoforming process, giving birth to an alien milieu, replacing the natural with the technical. If epigenetics is understood as the heritable changes in gene expression that do not alter DNA sequence, epigenomics takes as object the set of epigenetic modifications. Environmental, social, even political aspects of life’s variability are re-understood digitally in epigenomic profiles, the previous categories computationally accounted for (...) as potential triggers of epigenesis. Following Gilbert Simondon, the xenoforming procedures of epigenomics can be understood as the concretization and adaptation processes of a technical object, the invention of which gives birth to a technogeographic milieu. The urgency of the research problem and its significance for theory and practice. The present time turns to be a qualitatively new stage that differs from the previous ones, namely by huge deployment of the modern period of the scientific and technological revolution, the consequence of these processes is posthuman turn. The main content of this turn is that people in their activities go beyond objective reality. The aim and objectives of the article. The aim of the research is (...) socio-philosophical analyses of the processes of posthuman formation in the conditions of societies’ techologization and informatization.The aim setting necessitates attaining the following research objectives: to consider the processes of posthuman formation; to analyse the nature of the scientific and technological revolution’s deployment and its influence on the formation of the man’s modern type; to reveal the peculiarities of introducing the scientific and technological achievements in all spheres of societies’ vital activity as well as its consequences for human development. Materials and methods. The research materials were represented by different approaches of both national and Western researchers regarding a new stage of the scientific and technological revolution, which, in fact, creates conditions for the posthuman’s emergence and development. A wide range of philosophical and general scientific methods of research was used in the work including metaphysical, dialectical and phenomenological methods as well as generalization, comparative analysis, system analysis and others. The research results. It is an undeniable fact that the modern man can not imagine their life without technology and gadgets. And this creates one of the main requests and tasks for humanity – that is to create a balance of the interaction between the man and technology, to find out the ways for people to conquer the consequences of the technical development. In our opinion, it is worth starting with the organization of our own behavior, which if necessary has to include interconnection with the nature, with other people, and so on. Conclusion. The consequences of such artificially created disparity will be unprecedented because earlier, despite all the differences, people were united by one important factor – they belonged to the same species of Homo Sapiens. Now then the mankind will be divided into two species. The posthuman’s emerging can destroy the whole system of liberal democracy currently existing in the west countries which basis, for example, is formed by natural rights concept implying that people are born equal in rights and are endowed with rights by birth. But this idea will lose its meaning as soon as the first posthuman appears. It is natural to ask the question whether people will share the general human nature if being divided into some species. During the earlier historical stages of development, the man just managed to overcome the disparity which had prevailed for almost the entire previous history. Nowadays the man risks ending up in a more unfair world than ever before. These dangers are caused by accelerated development of biotechnologies and their introducing into all spheres of human activity. Therefore, the consequences of the cultural and anthropological crisis the modern mankind is experiencing now are threatening and even disastrous for the existence and development of the individual. Indeed, the emergence of the posthuman is not a long-term prospect. We are witnessing the onset of posthuman. Technology gradually and steadily is replacing human. The mankind has to find a balance of human-technology interaction to survive as a species as well as to encourage and develop their human features. Since the man’s transformation into the posthuman would rather describe the death of human. Methods and approaches - synergistic, anthropological, axiological, which allowed penetrating the essence of the information and communication society, analyze the socio-anthropological, socio-economic and socio-cultural dimensions of the information and communication society. The result of the research - the modern information world, informationalism and the economy are completely dependent on networks and are created by information technologies, which in general forms an information and communication paradigm of society. It is not necessary to have a keen ear in order to find out that the steps we take towards the future sound hollow. But it is necessary to have concentrated hearing if one wishes to find out which type of vacuity resonates with our progress. There are several types of vacuity, and ours must be compared to others, if the aim (...) is to understand it. The incomparable is incomprehensible. If we affirm that our situation is incomparable, we give up the effort to grasp it. The comparison that imposes itself is to the vacuity of the Baroque. There are innumerable traces in the present that evoke the Baroque. We bear the mark of the same somber rationalism (logics, informatics, cybernetics), and of the same magic and fanatic irrationalism (mass media, phantastic ideologies). But there is a decisive difference. Humanity advanced over a stage during the Baroque. All of its gestures, even the most sincere, were marked by theatricality. The vacuity that resonated under its feet was of the void under the stage. Baroque man represented. 1 For example he represented faith in waging religious wars. Baroque vacuity was the consequence of a medieval loss of faith in dogmas . Our vacuity is different. We do not represent anything. Our world is not a stage. We are not actors, and if we act, it is not to represent a drama, but to divert the audience's attention and our own from the subjects that really matter. We act like criminals that try to hide their tracks. We pretend. Our progress is a farce. The vacuity under our feet is not Baroque. We have not lost our faith in dogmas: we have lost faith in ourselves . We are as counter-reformists as was the Baroque (we want to cover up the recent revolution with warm cloths), but for different reasons. Although comparable with the Baroque, in certain aspects, our situation is in fact incomparable to any other. That is because an incomparable, unheard of, never before seen event happened recently, which emptied the ground we tread. Auschwitz . Other posterior events; Hiroshima, the Gulags, are nothing but variations of the first. Therefore every attempt to grasp the present leads to the following questions: how was Auschwitz possible? How can we live after this? Such questions relate not only to the ones directly or indirectly responsible, and not only to those who were directly or indirectly hit by it: they relate to everyone who takes part in our culture. Because what is so incomparable, unheard of, never before seen and therefore incomprehensible in Auschwitz, is that it was there that Western culture revealed one of its inherent virtualities. Auschwitz is a characteristic realization of our culture. It is neither the product of a particular Western ideology, nor of specific “advanced” industrial techniques. It springs directly from the depths of culture and of its concepts and values. The possibility to realize Auschwitzes is implicit within our culture from the very start: the Western “project” already harbored it, although as a remote possibility. Auschwitz lies within the initial program of the West, which progressively realizes all of its virtualities as history unfolds. That is why the question that Auschwitz poses before us is not: how did it happen? It serves no purpose to “explain” Auschwitz. The fundamental question is: how was it possible? Because what is being questioned is not the extermination camp, but the West. Thus one other question: how to live within a culture henceforth unmasked? Everything that happened afterwards resonates with such a question, with such vacuity. Every economic, social, political, technical, scientific, artistic, philosophic event is corroded by such an undigested question. The distance that separates us from the event does not mitigate the abyss, it erodes it even deeper. Because the distance progressively dissolves the aura of the horror that envelops the event, and it progressively opens up a vision of the scene. It progressively reveals that there all of our categories, all of our “models”, suffered an irreparable shipwreck. Auschwitz was a revolutionary event, in the sense that it overthrew our culture. Insofar as we seek ways to cover up such revolution with trips to the moon or with genetic manipulations, we are counter-revolutionaries: we are inverting the course of history in order to cover up the past. The unspoken in Auschwitz is not the mass murder, it is not the crime . It is the ultimate reification of people into amorphous objects, into ashes. The Western tendency towards objectification was finally realized and it was done so in the shape of an apparatus . The SS were functionaries of an extermination apparatus, and their victims functioned in function of their own annihilation. The extermination camp's program, once it started functioning, developed in an automatic fashion, autonomous from the decisions of the initial programmers, even if, as it effectively did, it contributed to the defeat of the programmers. The SS and the Jews functioned one in function of the other like cogwheels. The models for such functionality were provided by the highest of Western values: the SS behaved like “heroes” and the Jews like “martyrs”. This is an apparatus that functions at a borderline situation: objective even beyond death. What has just been said is intolerable. We cannot accept it and so we mobilize arguments against it. Good arguments. The SS behaved like criminals: they removed the gold teeth from the cadavers. The Jews behaved like victims: they rose up in the Warsaw ghetto. Such arguments are true, but they do not reach the nucleus, the “ eidos ” of the phenomenon: they do not grasp it. Although there was “normal” behavior: (theft, murder, revolt, heroism), there was also “abnormal” behavior: functionality during a borderline situation. And this is what counts. There, for the first time in the history of humanity, an apparatus was put into operation that was programmed with the most advanced techniques available, which realized the objectification of man, together with the functional collaboration of man. The previous horrors committed by Western society against other societies and against itself (and there are many) were crimes . They were violations of Western models of behavior: anti-Christian, anti-human, irrational. So that it is possible to condemn them and continue to be Western, even if the horror is so colossal, such as the enslavement of Africans. However, it is not possible to condemn Auschwitz and continue to adhere consciously to the West. Auschwitz is not a violation of Western models of behavior, it is, on the contrary, the result of the application of such models. Our culture allowed its mystifying mask to fall and must be rejected in toto if we admit that the purpose of every culture is to allow for the convivial existence of men that recognize each other mutually as subjects. However: it is not possible to reject one's own culture. It is the ground we tread . Those who seek to reject their own culture (as Nietzsche did in rejecting Judeo-Christianity), fall victim to madness. Those who reject their culture's models, are incapable of grasping the world in which they live. Cultural models are traps to catch the world. Those who seek to substitute their own models for other's (for example by shouting “Hare Krishna”) will find that such exotic models have already been caught by the very models to be substituted. There is no exit: we are condemned to use our models and to serve such models, even after they have been unmasked, if we wish to continue living. The only alternative would be to commit suicide. That is: we must continue our economic, political, scientific, artistic, philosophic activities despite Auschwitz. We must continue progressing despite everything . That is why there are those who recommend that we should seek to forget what happened, that we should repress the event. They sustain that enough has already been said and written about the subject and that it is time to “overcome” it. But such an ostrich strategy reveals itself disastrous. Because the result is that Auschwitz transfers itself from Poland of the 1940s to the post-industrial society of the future. What characterizes the extermination camp is precisely that it is not an event that can be “overcome”, because it is the first realization of an inherent virtuality within the Western project, which will repeat itself in other formats unless we become totally conscious of it. The advantage (if this is an appropriate term) that Auschwitz offers us, is to give us a concrete example of the West’s tendency towards the apparatus. For the first time in our history it is possible for us to experience concretely the utopia inherent in our culture. For the first time in our history we have the experience that utopia, no matter in what form, towards which we progress, is the extermination camp. Everywhere we can observe, as of now, the emergence of variations on the theme “Auschwitz”. Everywhere apparatus spring, just like mushrooms after a Nazi rain, from the ground that has become rotten. Certainly: such new apparatus are not externally similar to the Nazi extermination camps. Their labels are different, as are the ideologies that pretend to inspire them. Even the apparatus that admittedly envision extermination, such as the Gulags, the ones of a future nuclear war, or the ones that functioned in Vietnam, claim to be different from Auschwitz. Others claim to be “friends of mankind”, such as the scientific, technical and administrative apparatus. But such labels and such ideologies are deceptive and serve only to cover up the essence of apparatus. They are all just like Auschwitz, black boxes that function with complex inner-workings in order to realize a program. They all function according to an inertia that is inherent to them and such functionality escapes , from a certain point, the control of their initial programmers. In a final analysis such apparatuses function, all of them, towards the annihilation of all their functionaries, including their programmers. Exactly because they objectify and dehumanize man. Thus Western culture reveals itself as a project that seeks to transform itself into an apparatus. What characterizes the West is its capacity for an objectifying transcendence. Such transcendence allows for the transformation of all phenomena, including the human phenomenon, into an object of knowledge and manipulation. The space for such transcendence opened up thanks to Judeo-Christianity and resulted, in the course of our history, in science, technique and recently, in Auschwitz. The ultimate objectification of the Jews into ashes is the ultimate victory of the spirit of the West. It is social technique taken to the extreme. Certainly: the transformation of men into ashes is primitive, incipient social technique that progressively refines itself. It will be followed by less brutal objectifications, such as the robotization of society. But it does not matter which form it will assume: it will always be an objectifying manipulation of mankind. Although the apparatus of the immediate future are not necessarily incineration ovens, all will be, and not only the nuclear ones, apparatus for the annihilation of man. The Western program contains several virtualities, not only apparatus. Numerous virtualities have not yet been realized. In this sense the “history of the West” has not ended yet, the Western game continues. But all not-yet realized virtualities are infected by apparatus. That is why it has become currently impossible to engage ourselves in the “ progress of culture .” As it would be to engage ourselves in our own annihilation. We have lost our faith in our culture, in the ground we tread. That is: we have lost faith in ourselves. It is this hollow vibration that follows our steps towards the future. What remains is for us to analyze the event “Auschwitz” in all its details in order to discover the fundamental project that realized itself there for the first time, so that we may nurture the hope to project ourselves out of that project. Out of the history of the West. This is the “post- historical” climate in which we are condemned to live from hereon. NOTES 1. This paper presents a historical view of the rise of mathematical universalism in modern times. It argues that 20th century mathematical revolution laid the foundations for a new universalism which extended to physics, economics, informatics, and recently biology. It describes the role played by the organization of mathematical work for closer co-operation among scientists on an international scale throughout the century, and stresses the importance of mathematics in the education process.

Many problems in software development can be traced to a narrow understanding of professional responsibility. The author examines ways in which software developers have tried to avoid accepting responsibility for their work. After cataloguing various types of responsibility avoidance, the author introduces an expanded concept of positive responsibility. It is argued that the adoption of this sense of positive responsibility will reduce many problems in software development.

This paper is a revised and extended version of a keynote contribution to a recent conference on Cognitive Informatics. It offers a brief summary of some of the core concerns of other contributions to the conference, highlighting the range of issues under discussion; and argues that many of the central concepts and preoccupations of cognitive informatics as understood by participants--and others in the general field of computation--rely on ill-founded realist assumptions, and what has been termed the functionalist view (...) of representation. Even if such ideas--albeit in a revised form -- can be defended, there must be a more extensive engagement with the literature and issues outside the confines of the computing and computational orthodoxy. Informatics is generally understood as a “new technology” and is therewith discussed according to technological aspects such as speed, data retrieval, information control and so on. Its widespread use from home appliances to enterprises and universities is not the result of a clear-cut analysis of its inner possibilities but is rather dependent on all sorts of ideological promises of unlimited progress. We will discuss the theoretical definition of informatics proposed in 1936 by Alan Turing in order to show (...) that it should be taken as final and complete. This definition has no relation to the technology because Turing defines computers as doing the work of solving problems with numbers. This formal definition implies nonetheless a relation to the non-formalized elements around informatics, which we shall discuss through the Greek notion of téchne. (shrink)

Cells are cognitive entities possessing great computational power. DNA serves as a multivalent information storage medium for these computations at various time scales. Information is stored in sequences, epigenetic modifications, and rapidly changing nucleoprotein complexes. Because DNA must operate through complexes formed with other molecules in the cell, genome functions are inherently interactive and involve two-way communication with various cellular compartments. Both coding sequences and repetitive sequences contribute to the hierarchical systemic organization of the genome. By virtue of nucleoprotein complexes, (...) epigenetic modifications, and natural genetic engineering activities, the genome can serve as a read-write storage system. An interactive informatic conceptualization of the genome allows us to understand the functional importance of DNA that does not code for protein or RNA structure, clarifies the essential multidirectional and systemic nature of genomic information transfer, and emphasizes the need to investigate how cellular computation operates in reproduction and evolution. Informatics and the Foundations of Legal Reasoning represents a close collaboration between a wide range of disciplines and countries. Fourteen papers, together with a long analytical introduction by the editors, were selected from the contributions of legal theorists, computer scientists, philosophers and logicians who were members of an International Working Group supported by the European Commission. The Group was mandated to work towards determining how far the law is amenable to formal modeling, and in what ways computers might assist (...) legal thinking and practice. The book is the result of discussions held by the Group over two and half years. It will help students and researchers from different backgrounds to focus on a common set of topics of increasing general interest. It embodies the results of work in progress and suggests many issues for further discussion. A stimulating text for undergraduate and graduate courses in law, philosophy and computer science departments, as well as for those interested in the place of computers in legal practice, especially at the international level. This paper attempts to address the general questionwhether information technologies, as applied in thearea of medicine and health care, have or are likelyto change fundamental concepts regarding disease andhealth. After a short excursion into the domain ofmedical informatics I provide a brief overview of someof the current theories of what a disease is from amore philosophical perspective, i.e. the ``valuefree'' and ``value laden'' view of disease. Next, Iconsider at some length, whether health careinformatics is currently modifying fundamentalconcepts of disease. (...) To this question I will answerlargely in the negative, and I will provide the sketchof some arguments from current research programs inmedical informatics why I think this is the case. Thisargumentation is supported by a detailed account ofhow the disease profile for beriberi heart disease,used in one of the major medical informaticsdiagnostic programs, QMR (and its ancestorINTERNIST-1), was developed, and why at least thisprogram essentially follows received views oftraditional medicine.The one main exception to theconformity of this program to ``received'' views of adisease occurs when the program's designers need tofine-tune a disease definition. This fine-tuning is tocomport with the expert's perspective on the disease,including his or her epistemic values, as well as theprogram's other resources for diagnosing components ofa disease. The main question in this article deals with the contribution of informatics to development. As an approach to an answer, it is pointed out in the first place, that there is not just one informatics and that “development” does not admit of only one definition. After delimiting the relevant concept of development, it is suggested that if informatics is to collaborate in its achievement it is essential to rely, in the Third World, on socially responsible technicians. The article discusses the theory and practice of software development in the light of design theory. It tries to show that the design process cannot be forced into a predefined operational sequence. To underline this, the history of design methods is retraced, showing that such approaches were abolished not only in practice, but also the theory of design. The essay then discusses the cognitive framework of contemporary design theory and closes with the proposal that informatics should redefine itself as (...) a design discipline in order to tackle the problems of interaction design. The current informal practice of pharmacometrics as a combination art and science makes it hard to appreciate the role that informatics can and should play in the future of the discipline and to comprehend the gaps that exist because of its absence. The development of pharmacometric informatics has important implications for expediting decision making and for improving the reliability of decisions made in model-based development. We argue that well-defined informatics for pharmacometrics can lead to much needed improvements (...) in the efficiency, effectiveness, and reliability of the pharmacometrics process. The purpose of this paper is to provide a description of the pervasive yet often poorly appreciated role of informatics in improving the process of data assembly, a critical task in the delivery of pharmacometric analysis results. First, we provide a brief description of the pharmacometric analysis process. Second, we describe the business processes required to create analysis-ready data sets for the pharmacometrician. Revolutions: Finished and Unfinished, From Primal to Final is an important philosophical contribution to the study of revolution. It not only makes new contributions to the study of particular revolutions, but to developing a philosophy of revolution itself. Many of the contributors have been inspired by the philosophical approaches of Eric Voegelin or Eugen Rosenstock-Huessy, and the tension between these two social philosophies adds to the philosophical uniqueness and richness of the work.

This book offers a fresh framework for the historical understanding of revolutions and ideas about revolution.

The hymns of the French Revolution have not yet attracted much attention from historians, who generally consider them as accessory ornaments of civic festivals. However, their omnipresence during the decade 1790–1799 – reflecting considerable institutional as well as collective emotion investment – contradict this rather summary judgment. This article shows how revolutionary hymns constituted one of the most representative and original artistic-political experiments of the period, whose role was to translate political discourse into collective emotions. Their main architect was (...) Marie-Joseph Chénier, famous playwright, Jacobin and deputy at the Convention, who wrote the words of most of the great Parisian hymns between 1790 and 1795. This little-known aspect of Chénier's oeuvre offers us a new lens through which to analyse the creation of a revolutionary culture that aimed to be permanent but was in fact constantly re-elaborated as the Revolution attempted to present itself as a coherent totality, capable of integrating its successive phases and revisions. Against this façade of unity, largely constructed in retrospect, the study of revolutionary hymns illuminates the clashes and the successive tensions as official doxa underwent a delicate work of redefinition in response to changing historical circumstances. Cognitive informatics is a cutting-edge and profound interdisciplinary research area that tackles the fundamental problems of modern informatics, computation, software engineering, artificial intelligence, cognitive science, neuropsychology, and life sciences. Almost all of the hard problems yet to be solved in the above areas share a common root in the understanding of mechanisms of natural intelligence and cognitive processes of the brain. Cognitive informatics is perceived as a new frontier that explores the internal information processing mechanisms of the brain, and their engineering applications in computing and the information technology industry. The comments on the French Revolution by the young Marx and Engels are well-known and have been abundantly discussed. However, what is less known is that they belonged to a generation of German intellectual activists who, in the 1830s and 1840s, constantly used the French Enlightenment as a key reference to assess contemporary German philosophy and political life. This article provides an analysis of the two diverging positions on such questions articulated by two representatives of this generation: Ludwig Börne (...) who elaborated a German version of Jacobinism, and Bruno Bauer, a young Hegelian who promoted a German philosophical revolution whose radicalism and spiritual depth was capable of surpassing that of the French Revolution. Thus, as underlined by Lucien Calvié, the relationship of German intellectuals to the French Revolution during the Vormärz (pre-March) appears as an ambiguous one: just as the fox with the grapes in La Fontaine’s fable, left-wing Germans viewed revolutionary France with a mixture of envy and frustration. In spite of the seeming heterogeneity of topics in its title - Revolutions, Systems, and Theories - this volume purports to be something more than a random collection of Essays in Political Philosophy. The Colloquium of the Philosophy Department of the University of Western Ontario (29-31 Octo­ ber, 1971) at which initial versions of the first eight papers were delivered was entitled 'Political Theory'; and while the organizers anticipated and indeed welcomed topicality in the issues accorded priority arid in the (...) empirical evidence invoked, they were also hoping for a reasonably comprehensive explorat ion of some of the central issues of political philosophy. For this reason it was quickly decided that in such a field a philosophical focus on clarification of ordering concepts required the suppIement - and test - of researches into more particular subject maUers by social scientists. Thus, to speak in general terms (where the specializatlons and their taxonomies multi­ ply fissiparously!), contributors include political scientists, economists and sociologists (Barnard, Baston, Tullock, Rapoport) as well as philosophers (Scriven, Morgenbesser, Braybrooke, TayIor), and juxtaposed as proponents and commentators ·to generate exchanges across disciplinary frontiers. While the five additional invited papers are alI by professional philosophers, they extend the original Colloquium either by continuing controversy on its funda­ mental issues (e. g., Rubinoff, Nielsen, Roy) or by their continued explorations in what are acknowledged to be boundary areas (e. g., Schick, Wartofsky). The article examines Mary Wollstonecraft’s interpretation of revolutionary movements, particularly through her analysis of the French Revolution. Wollstonecraft examines the oppression of women as a form of slavery, but also uses it as a lens through which to denounce socio-economic injustices and propose radical change. Her critique of mercantile society and property contrasts with her rethinking of the domestic sphere as an alternative political space. The article shows how these reflections lead to a rethinking of femininity and the construction (...) of a new female subjectivity based on collective independence, proposing a relational autonomy beyond the disillusionment of revolutionary hopes. The article focuses on Vincenzo Cuoco’s attempt to learn theoretical and political lessons from the failed Neapolitan Revolution of 1799. His Saggio storico sought to steer a course between revolution and reaction, arguing that practical reforms should be couched in terms that reflected traditional understandings within Neapolitan popular culture. He highlighted the responsibility of political leaders to shape popular culture rather than to impose ‘ideal’ solutions to political questions. The position he espoused (linking normative political theory to historical (...) context) became a dominant motif in later liberal nationalist positions, enabling moderates to champion constitutional reform without embarking on radical economic and social change. Supplementary to matter and energy, information is the third essence for modeling the natural world. An emerging discipline known as cognitive informatics is developed recently that forms a profound interdisciplinary study of cognitive and information sciences, and tackles the common root problems sharing by informatics, computing, software engineering, artificial intelligence, cognitive science, neuropsychology, philosophy, linguistics, and life science. CI focuses on internal information processing mechanisms and the natural intelligence of the brain. This paper describes the historical development of (...) informatics from the classical information theory and contemporary informatics, to CI. The domain of CI, and its interdisciplinary nature are explored. Foundations of CI, particularly the brain versus the mind, the acquired life functions versus the inherited ones, and generic relationships between information, matter, and energy are investigated. The potential engineering applications of CI and perspectives on future research are discussed. It is expected that the investigation into CI will result in fundamental findings towards the development of next generation IT and software technologies, and new architectures of computing systems. An explicit formal-ontological representation of entities existing at multiple levels of granularity is an urgent requirement for biomedical information processing. We discuss some fundamental principles which can form a basis for such a representation. We also comment on some of the implicit treatments of granularity in currently available ontologies and terminologies (GO, FMA, SNOMED CT).

The revolution in science and technology exercises an enormous influence on the processes of socialization of the human being under the conditions of an advanced socialist society, thereby becoming one of its significant objective factors. Significant changes in the conditions of the functioning both of the individual and of socialist society as a whole are occurring under the influence of the revolution in science and technology.
