Background Denmark has implemented a comprehensive, nationwide pharmaceutical information system, and this system has been evaluated by the Danish Council of Ethics. The system can be seen as an exemplar of a comprehensive health information system for clinical use. Analysis The paper analyses 1) how informed consent can be implemented in the system and how different implementations create different impacts on autonomy and control of information, and 2) arguments directed towards justifying not (...) seeking informed consent in this context. Results and Conclusion Based on the analysis a heuristic is provided which enables a ranking and estimation of the impact on autonomy and control of information of different options for consent to entry of data into the system and use of data from the system. The danger of routinisation of consent is identified. The Danish pharmaceutical information system raises issues in relation to autonomy and control of information, issues that will also occur in relation to other similar comprehensive health information systems. Some of these issues are well understood and their impact can be judged using the heuristic which is provided. More research is, however needed in relation to routinisation of consent. (shrink)

Each information system leads to a hierarchy of binary relations on the object set in a natural way; these relational systems can serve as frames for the semantics of modal logics. While relations of indiscernibility and their logics have been frequently studied, the situation in the case of relations which distinguish objects is much less clear. In this paper, we present complete logical systems for relations of complementarity derived from information systems.

Contemporary Information Systems management incorporates the need to make explicit the links between semiotics, meaning-making and the digital age. This focus addresses, at its core, pure rationality, that is, the capacity of human interpretation and of human inscription upon reality. Creating the new real, that is the motto. Humans are intrinsically semiotic creatures. Consequently, semiotics is not a choice or an option but something that works like a second skin, establishing limits and permeable linkages between: human thought and human's (...) infinite world of imagination; and human action, with its correspondent infinite world of intentionality, of desire and of unexplored possibilities. Two instances are contrasted as two reading lenses of current business reality: IS governance and industry 4.0. These phenomena correspond to the need to take accountability, transparency and responsibility into account, when designing IS and when using such systems through the ecology of connectivity, Big Data and the Internet of Things. Political, social and cultural dimensions are brought into the equation, when addressing the question of the relevance and adequateness of IS theory and practice to respond to contemporary challenges. Under the background of the information age, scientific research and engineering practice have developed vigorously, resulting in many complex optimization problems that are difficult to solve. How to design more effective optimization methods has become the focus of urgent solutions in many academic fields. Under the guidance of such demand, intelligent optimization algorithms have emerged. This article analyzes and optimizes the modern artificial intelligence teaching information system in detail. On the basis of determining the network architecture, a (...) detailed demand analysis was carried out, and the overall structure optimization of the network was given; the business process and data flow of the main modules of the website were optimized. In order to further enhance the local search ability of the algorithm, a multiclass interactive optimization algorithm is proposed in combination with the Euclidean distance-based clustering method, which changes the teaching mode from “one-person teaching” to “multiperson teaching.” This clustering method has lower complexity and is beneficial to enhance the utilization of neighborhood information. At the same time, in order to enhance the diversity of the population and strengthen the connection between the subgroups, after the teaching phase, the worst students in each subgroup are allowed to learn from the best teachers of the population, and after the learning phase, individuals in a random subgroup are allowed to learn from other subgroups. The algorithm was tested in the experimental environment of unconstrained, constrained, and an engineering problem. From the test results, it can be seen that the algorithm is not easy to fall into the local optimum. Compared with other algorithms, the solution accuracy is higher and the stability is better. And it performed well in engineering optimization problems, thus verifying the effectiveness of the strategy. (shrink)

Purpose The purpose of this paper is to explore the ethical issues surrounding information systems practice with a view to encouraging greater involvement in this aspect of IS research. Information integrity relies upon the development and operation of computer-based information systems. Those who undertake the planning, development and operation of these information systems have obligations to assure information integrity and overall to contribute to the public good. This ethical dimension of information systems has attracted (...) mixed attention in the IS academic discipline. Design/methodology/approach The authors are a multidisciplinary team providing a rich, diverse experience which includes professional and information ethics, management information systems, software engineering, data repositories and information systems development. Each author has used this experience to review the IS ethics landscape, which provides four complimentary perspectives. These are synthesised to tease out trends and future pointers. Findings It is confirmed that there is a serious lack of research being undertaken relating to the ethical dimension of the Information Systems field. There is limited crossover between the well-established multidisciplinary community of Computer Ethics research and the traditional Information Systems research community. Originality/value An outline framework is offered which could provide an opportunity for rich and valuable dialogue across the two communities. This research tackled the challenges public secondary schools in Sagbayan District, Bohol, faced regarding records management. The study employed a mixed research design, combining both descriptive-qualitative and descriptive- quantitative methods. The qualitative phase involved conducting in-depth interviews and focus group discussions with relevant stakeholders involved in records management. On the other hand, the quantitative phase utilized survey questionnaires to gather data from relevant stakeholders to determine the acceptability of the proposed MIS among end-users. The first phase findings revealed various challenges (...) in records management faced by the schools, such as inefficient manual record-keeping systems, difficulties in data retrieval, and the risk of data loss due to inadequate backup procedures. These challenges highlighted the need for a comprehensive, technology-driven solution to streamline records management processes and ensure data security. The evaluation results in the second phase showed that the developed Management Information System (MIS) was well-accepted among the end users. The absence of any significant difference in the level of acceptability among the participants further validated the system's suitability for addressing their specific needs. The successful implementation of the MIS proved to be an effective solution to the records management challenges faced by the public secondary schools in Sagbayan District, Bohol. (shrink)

The goal of the paper is to analyse some specific features of a very central concept for top-level ontologies for information systems: i.e. the concept of artefact. Specifically, we analyse the relation to be a copy of that is strongly linked to the notion of artefact and—as we will demonstrate—could be useful to distinguish artefacts from objects of other kinds. Firstly, we outline some intuitive and commonsensical reasons for the need of a clarification of the notion of artefact in (...) ontologies for information systems, and we analyse some characterisations of the notion given by two top-level ontologies (Cyc and Wordnet). Secondly, we introduce and critically analyse Tzouvaras’ notion of copy. Thirdly, we try to complete an analysis of copy by distinguishing three kinds of copies: replicas (Tzouvaras’ notion of copy), rigid copies, and functional copies. With the help of these three notions we outline a first and preliminary distinction between artefacts, objects of art and natural objects. (shrink)

The aim of this paper is to provide insights into how information practitioners can develop further their awareness on ethical issues. In the context of the paper, awareness means able to identify and deal with issues of ethics in activities of information systems planning, development and use. The paper begins by presenting two areas which IS practitioners can initially explore to develop their ethical awareness. These areas are: IS Methodologies and Codes. The first area emphasises ethical awareness by (...) using methodologies. The second element aims to encourage ethical awareness by following principles. In both areas, self‐reflection is identified as a key element for awareness. Using Foucault’s ideas on power and ethics, a critical understanding of ethical awareness based on self‐reflection is presented to complement ethical awareness developments. This understanding is defined in terms of two elements of inquiry: Power relations analysis and ways of being ethical. As a technique of social control based on the collection of information, surveillance has been a central instrument of any administrative power since the modern era. Surveillance, however, can be carried out in different ways and these can provide important information on the basic features of a particular political system. Indeed, the introduction of surveillance measures has an impact on key relationships of a political system, such as liberty and security, autonomy and authority. When a political (...) system is, like the European Union (EU), in a dynamic and build-up phase, by analysing its surveillance practices one can even discern the trajectories of its developments. The paper analyses two surveillance measures in the EU: the Schengen Information System (SIS) and the Directive 2006/24/EC on data retention. It puts forth the argument that the reference to security as a value enables the EU to compensate its legitimacy deficiencies and to develop into a power system characterised by a more supranational structure than before. In fact, it outlines modalities through which information systems reconfigure value space and give details to forces enacted consequently.FindingsThe Yoox case study throws light on the fact that, actually, information systems can be a useful instrument not only for reformulating business models but also dynamics that characterize entire business sectors.Research limitations/implicationsThe perspective proposed is limited to marginal aspects of the fashion business, i.e. global brands such as Armani have been involved in pursuing new online distribution channels outsourcing these services to a Dot.com company like Yoox.Originality/valueA business such as a virtual boutique for a multi‐brand fashion and design is imitable due to the worldwide competition. The fact that Yoox became a provider of e‐commerce platform, forming the logistical side to the marketing strategies on the net, changes the scenario significantly. Yoox's mission is not only to sell fashion online but to provide a technological platform for e‐commerce. In this way, Armani, at first, was a Yoox provider but now it is also a customer. This paper represents the attempt to define a methodology that can evaluate the degree to which companies' information systems correspond to needs determined by the objectives of sustainability the firm imposes on itself. The result is the creation of a general model which define the correct approach to evaluating information systems - a model which should be adapted to the specificity of each single company which intends to adopt it. In the chart indicated, we obviously have not considered (...) activities connected to the implementation of the survey system, which are particular to each company's situation. The first part of the paper consists of an overall introduction to the approach that has been used to assess the of Granarolo, one of the Italian companies involved. The case study contains a profile of the company, the analysis of its MIS referred to the three dimensions of sustainability, and an evaluation of the strong points and issues to be developed. This approach to evaluate the gap between desired requirements of an information system for sustainability and current data available in a firm, has proved its consistency and usefulness. It helps to understand where data are, which dimensions, spheres, stakeholders account for and what is the level of integration between different information systems existing in the firm. (shrink)

The research on the information system and emotional intelligence in the corporate social responsibility of criminal justice modules in Piura 2023 analyses how the information system and emotional intelligence influence corporate social responsibility. The study, of a quantitative and explanatory nature, was carried out with a sample of 100 collaborators of the Criminal Justice Modules of Piura. Using questionnaires and ordinal logistic regression analysis, it was found that both emotional intelligence and an effective information (...) class='Hi'>system are essential to improve corporate social responsibility in these modules. Purpose– The purpose of this paper is to present a novel mnemonic, ACTIVE, inspired by Mason's 1985 PAPA mnemonic, which will help researchers and IT professionals develop an understanding of the major issues in information ethics.Design/methodology/approach– Theoretical foundations are developed for each element of the mnemonic by reference to philosophical definitions of the terms used and to virtue ethics, particularly MacIntyrean virtue ethics. The paper starts with a critique of the elements of the PAPA mnemonic and then proceeds to (...) develop an understanding of each of the elements of ACTIVE ethics, via a discussion of the underpinning virtue ethics.Findings– This paper identifies six issues, described by the mnemonic, ACTIVE. ACTIVE stands for: autonomy, the ability of the individual to manage their own information and make choice; community, the ethical effect of an information systems on the community which it supports; transparency, the extent to which the derivation of content and process in an information system is made clear; identity, the social and ethical effect of an information system on the definition and maintenance of the distinctive characteristics of a person; value, the value or moral worth placed on information associated with an individual and hence on the relationship with the individual; and empathy, the ability of the information systems professional to emotionally connect with the user and the extent to which the information system distances or connects.Originality/value– The paper applies virtue ethics to developing a tool to help information professionals reflect on their ethical practice in developing and supporting information systems. Complexity has emerged as the new norm in the 21st century, and IS projects play a significant role in organisations to address various socio-political concerns. The purpose of this paper is to understand what are the relevant constructs for measuring IS project complexity. A model for measuring IS project complexity is developed using PLS-SEM. The model reveals that organisational complexity, technical complexity, and uncertainty underpin IS project complexity. Organisational complexity in terms of project team, stakeholder management, and strategic drive should (...) be managed by the project manager. Technical complexity was established in terms of project goals, requirements management, technology management, and norms and standards. Uncertainty in IS projects exists in terms of skills management, the triple constraint, and activity management. Suggestions were provided to guide IS project managers on how to manage each construct and alleviate the level of project complexity. This paper presents an updated and different perspective on measuring and managing IS project complexity. The findings would serve as additional building blocks to further elucidate IS project complexity understanding and assist with improving the value of these projects. This paper aims to identify computerized management information systems resources and their relationship to the development of performance in the Electricity Distribution Company in Gaza. This research used two dimensions. The first dimension is computerized management information systems and the second dimension the Development of Performance. The control sample was (063). (360) questioners were distributed and (306) were retrieved back with a percentage of (85%). Several statistical tools were used for data analysis and hypotheses testing, including reliability correlation (...) using Cronbach’s alpha, “ANOVA”, Simple Linear Regression and Step Wise Regression. The overall findings of the current study suggested the presence of a statistically significant relationship between resources (physical, software, and human and organizational) for the computerized management information systems and the development of performance in the Electricity Distribution Company in Gaza. The study recommended the following: The need to strengthen the company's management interest in the potential of computerized management information systems and using them in the computerization of all the company's activities. And the need to involve workers and users in the design of computerized management information systems and assessment and development process. And strengthen the relationship between users and information systems personnel in the department responsible for the system. And it is essential that the company is developing the infrastructure for information technology in general, and computerized management information systems, in particular for the development of performance. And increase interest in providing resources (physical, software, and human and organizational) for the computerized management information systems. The term information has become a universal and omnipresent keyword in almost all areas of our modern world—be it in science or society in general. This is not only obvious from the naming of whole scientific branches like Information Theory, Information Science or Informatics but even more from common speaking—characterising our present time and society as information age viz. information society. However, what information might mean, is by no means clear and there is a (...) wide range of interpretations covering, among others, its technical, communicational, educational, mental, and scientific aspects. But is the use of the same term justified when adopted in Biology, Physics, Archaeology, Law, Communication Technology, and Informatics (to list just a few of the involved scientific branches) or do its different uses at least have some common characteristics—some sort of common denominator? Is information natural, e.g. manifesting itself as a material phenomenon residing in organisms, stars, atoms, or genes, or is it just a cultural product of human communication, thinking, and interpretation? In this article, we try to clarify some of the most important interpretations, discuss and contrast them with the Informatics point of view. Interpretations range from taking information as material, transferable signals (following Shannon’s Information Theory or the genetic approaches), treating it as a sign (following a semiotic approach), as a commercial product (now common in Web-based Information Business) to considering it a pure mental phenomenon bound to humans or human-like individuals or even to groups and societies. Based on these interpretations, we shall throw a critical glance on current trends in human science and society—focusing on the now popular concept of information society —and then derive some theses and guidelines for further research escorting the growth and dispersal of information technology. As it will turn out, an information society which defines itself through the number of computers, internet connections and network links is based on a very narrow, techno-centric concept of information. However, a reflection on the educational and cultural aspects of information might lead to a better-qualified society consisting of responsible and critical citizens. (shrink)

Information Technology is a new tool in education that continually changes and offers new opportunities for teaching and learning. In general, the effects of IT are complex and depend upon people’s decisions about development and use. This study investigates the ethical issues in education in terms of Information Systems students’ attitudes at Saudi universities towards digital piracy. The differences in the ethical decision-making process, ethical awareness, and intention to perform questionable acts is examined. The authors tested for differences (...) in attitudes toward eighteen different questionable actions by using three different factors. The measures of awareness capture the extent to which respondents felt that a particular action was unethical according to each of several ethical criteria. This work explored information technology ethics in several ways. The work analyzed whether information technology use is viewed by individuals as an ethical topic and demographic differences were explored. Significant differences were found in many cases between demographic groups based on ethical issues. These findings can be used to target and address ethical issues and enforcement in information systems curriculum. (shrink)

The aim of this study is to gain an understanding of why employees misuse information systems resources in the workplace. Rather than consider “intention,” as existing behavioral research commonly does, this study investigates actual behavior and employs IS resource misuse as the dependent variable. Data from a web-based survey are analyzed using the partial least squares approach. In light of the dual-process approach and the theory of planned behavior, the findings suggest that IS resource misuse may be both an (...) intentional type of behavior and an unreasoned action. Perceived behavioral control influences employees’ IS resource misuse actions via their desires or intentions, whereas attitude toward such misuse affects these actions via employees’ desires alone. Subjective norm is found not to affect employees’ IS resource misuse via either desires or intentions. In terms of its theoretical contribution, this study considers unethical behavior in information systems by incorporating a dual-process model and the theory of planned behavior. With regard to its managerial significance, the study’s results will help managers to better understand why employees commit IS resource misuse within organizations. (shrink)

Insofar as disagreement may in principle regard most of (maybe all) facets of information system ontologies’ [ISOs] debate, it may also produce a plurality of views – sometimes inconsistent with each other – on ISOs’ development and design. This paper analyzes a view that makes the recognition of – and provides a theoretical foundation for – such a plurality of views a trademark: perspectivism (on ISOs). The aim is to show what exactly endorsing perspectivism consists of, and how (...) perspectivism differs from different, competing views. Section 2 introduces the main claims of perspectivism, and remarks that perspectivism mainly deals with ISOs’ development and design. As for ISOs’ development, Sect. 3 considers domain’s partition and systematization, by distinguishing perspectivism from realism and relativism. Section 3 also shows that perspectivism implies some sort of variantism on ISOs’ representational primitives, about which perspectivism may not differ from its rivals. As for the ISOs’ design, Sect. 4 points out that despite perspectivism grants the possibility to use any procedural approach, principle, and ontological language, it is not committed to uphold that all those approaches, principles, and languages are legitimate. Although the literature on social innovation has focused primarily on social enterprises, social innovation has long occurred within mainstream corporations. Drawing upon recent scholarship on social movements and institutional complexity, we analyze how movements foster corporate social innovation (CSI). Our context is the adoption of green information systems (“green IS”), which are information systems employed to transform organizations and society into more sustainable entities. We trace the historical emergence of green IS as a corporate response to increasing demands (...) for sustainability reporting, a key social innovation that environmental activists helped to create. Drawing upon extensive survey data from more than 400 U.S. firms, we then examine how managers perceived environmental activism in relation to broader field pressures for change and how their perceptions of both were related to green IS adoption. The results reveal that activists were more effective at influencing adoption indirectly by transforming organizational fields than by directly influencing corporate managers. Combined with the historical analysis, these findings suggest that CSI emerged out of ongoing interactions between activists, corporate managers, and other influential actors within a broader social innovation system. Activists helped to create conditions for social innovation, but corporations took the lead in developing new practices. (shrink)

As an EU state, Lithuania has become an active member of the eEurope 2005 initiative, implementing the goals set forth in the strategic plan for the development of information society in Lithuania. Information technologies introduced into various areas of life open up new, more convenient opportunities to receive services and information. The modernization of state management becomes an integral factor for ensuring continuous social development. The objective of this paper is to study practical aspects of the application (...) of specialized knowledge in the investigation of crimes on electronic data and information systems security and to offer some recommendations for the investigation and prevention of such crimes. This article is the first of a two part study. In the next article, the authors intend to present aspects of prevention in crimes against electronic data and information systems security. The current (still limited) use of the notion of informativeness in the domain of information system ontologies seems to indicate that such ontologies are informative if and only if they are understandable for their final recipients. This paper aims at discussing some theoretical issues emerging from that use which, as we will see, connects the informativeness of information system ontologies to their representational primitives, domains of knowledge, and final recipients. Firstly, we maintain that informativeness interacts not (...) only with the actual representational primitives, but also with their variability over time. Secondly, we discuss the correspondence between representational primitives and domains of knowledge of those ontologies. The exponential digitization of medical data has led to a transformation of the practice of medicine. This change notably raises a new complexity of issues surrounding health IT. The proper use of these communication tools, such as telemedicine, e-health, m-health the big medical data, should improve the quality of monitoring and care of patients for an information system to "human face". Faced with these challenges, the author analyses in an ethical angle the patient-physician relationship, sharing, transmission and storage (...) of medical information, setting pins to an ethic for the digitization of medical information. Drawing on good practice recommendations closely associated with values, this model is developing tools for reflection and present the keys to understanding the decision-making issues that reflect both the technological constraints and the complex nature of human reality in medicine. A conception of an information system has been introduced by Pawlak. The study has been continued in works of Pawlak and Orlowska and in works of Vakarelov. They had proposed some basic relations and had constructed a formal system of a modal logic that describes the relations and some of their Boolean combinations. Our work is devoted to a generalization of this approach. A class of relation systems and a complete calculus construction method for these systems are (...) proposed. As a corollary of our main result, our paper contains a solution of a Vakarelov's problem: how to construct a formal system that describes all the Boolean combinations of the basic relations. The development of an information society and information technologies does not result in positive consequences only. Individuals with criminal intent also find their niche. Information security includes the creation of the input, processing and output processes of protection. The objective of information security is to protect the system of values, to protect and ensure accuracy and integrity and to minimize losses that may be incurred if the information is modified or destroyed. In the development (...) of an information society, the new visible changes in the legislation for the classification of crimes–crimes against computers–altered the concept of electronic crime data and information system security concepts. This article presents a brief analysis on the concept of the change of crimes against security of electronic data and information systems, the legislation analysis, the crimes against security of electronic data systems and information dynamics and its relationship with business factors. Despite the fact that information systems ontologies [ISOs] support the mutual understanding between human beings and software applications, human beings and software applications do not understand ISOs' contents in the same way. The same applies to ontological integration. This paper attempts to account for such discrepancies by emphasizing that while human being can have access to entities represented in ISOs, software applications cannot.

In the text, I discuss the abilities and challenges of information systems interoperability. The anticipated and expected result of interoperability is to improve the provision of public utility services to citizens and companies by means of facilitating the provision of public utility services on the basis of a “single window” principle and reducing the costs incurred by public administrations, companies, and citizens, resulting from the efficiency of the provision of public utility services. In the article, the conceptual framework of (...) interoperability is elaborated upon. Moreover, information systems and public registers for entrepreneurs in Poland exemplify whether the interoperability may be applied and, if so, whether interoperability fulfils its targets to the extent of e-Government services for entrepreneurs. Following the theory of Boolean algebras with modal operators , in this paper we investigate Boolean algebras with sufficiency operators and mixed operators . We present results concerning representability, generation by finite members, first order axiomatisability, possession of a discriminator term etc. We generalise the classes BAO, SUA, and MIA to classes of algebras with the families of relative operators. We present examples of the discussed classes of algebras that arise in connection with reasoning with incomplete information.

Although many information system ontologies (ISOs) claim to be parsimonious, the notion of parsimony seems to influence the debate on ISOs only at the level of vague and uncritical assumption. To challenge this trend, the paper aims to clarify what it means for ISOs to be parsimonious. Specifically, section 2 shows that parsimony in computer science generally concerns software design and, together with elegance, is one of the two aspects of the broader notion of simplicity. Section 3 transforms (...) the main claims of parsimony in software design into claims about the content of ISOs, the combination of which is hereafter called “parsimony of content”—where “content” refers only to the content of ISOs. Sections 4-7 discuss the application of this parsimony to the design of ISOs, and outline different kinds (and combinations) of parsimony of content. Finally, section 8 considers whether parsimony of content could provide some criteria both for selecting and/or classifying the contents of ISOs and for choosing between different and equally consistent ISOs. PurposeThe purpose of this paper is to explore a particular philosophical underpinning for Information Systems (IS) research – critical systemic thinking (CST). Drawing upon previous work, the authors highlight the principal features of CST within the tradition of critical research and attempt to relate it to trends in the Italian school of IS research in recent years, as exemplified by the work of Claudio Ciborra but also evident in work by, e.g. Resca, Jacucci and D'Atri.Design/methodology/approachThis is a conceptual paper (...) which explores CST, characterised by a focus on individual uniqueness, and socially‐constructed, individual worldviews as generators of human knowing.FindingsThe paper draws on work by Heinz Klein in which he elaborated three constitutive stages in critical research: interpretive, genealogical and constructive. The authors introduce a fourth, reflective stage and discuss five categories of critical research, reflecting different perspectives on emancipation, culminating in emergent expressionism, associated with Ciborra and the Italian school more generally.Research limitations/implicationsThis paper discusses approaches to CST and how they might have practical implications in IS development. The distinction between approaches founded in logical empiricism and those founded in hermeneutic dialectics are considered and the development of critical and systems strands are discussed.Practical implicationsThe paper addresses CST as an approach to development of information systems. Such approaches enable users to explore their individually unique understandings and create a constructive dialogue with one another, which emancipates and empowers users to own and control their own development processes and hence build more productive and usable systems.Social implicationsA focus on research which is oriented towards emancipation in the tradition of critical social theory.Originality/valueThe paper draws on extensive theoretical research carried out by the authors over a period of more than ten years in CST and synthesises the practical implications. In ‘The Human Condition’ Hannah Arendt presents a picture of what it is to be human based on the activities that we humans undertake. She distinguishes three forms of activity fundamental to our lives –labor, work and action. In her view the western intellectual tradition hasfailed to take proper account of the distinctions between the three activities. She considers that this way of categorising human actions is important to understanding the way that modern life has developed and seeks to describe (...) each one as fully as possible. Labor refers to the actions required to meet the unceasing need to satisfy our bodily needs. Work includes all those activities by which physical products are produced. It is through work that man transforms raw materials into tools and creates the human world we live in. However it is the third type of activity –action which promises to shine a different light on both the way organisations make use of Information and Communications Technology and the role current research methods play in developing our understanding of the potential value to be obtained by organisations from this technology. This paper presents Arendt’s analysis of these three human activities and then explores the implications for business research methods –in particular those applied within the Information Systems discipline. The purpose of this study is to identify the requirements of computerized Management Information Systems and their role in improving the quality of administrative decisions in the Palestinian Ministry of Education and Higher Education. The authors used the descriptive analytical method and the questionnaire method to collect the data. (247) questionnaires were distributed on the study sample and (175) questionnaires were collected back with a recovery rate of (70.8). The study showed a number of results, the most important of (...) which are: There exist a role for computerized management information system requirements in improving the quality of administrative decisions in the Ministry of Education and Higher Education. This result is due to the existence of the support and attention by the senior management in the Ministry of Education and Higher Education by 65.06%, the physical requirements available for the use of computerized Management Information Systems are available by (72.19%), and the software requirements for the use of computerized Management Information Systems are available at 67.74%. The results found that the human requirements available for the use of computerized Management Information Systems are available at (68.33%). The results showed that the organizational requirements that assist in the use of information systems are available at (64.19%). There are no statistically significant differences between respondents' responses to the role of computerized management information system requirements in improving the quality of administrative decisions in the Ministry of Education and Higher Education attributable to the variables(Gender, academic qualification, age, career level), while there are statistically significant differences in the role of computerized management information system requirements in improving the quality of administrative decisions in the Ministry of Education and Higher Education due to variable years of service. The study concluded that the Ministry of Education and Higher Education is able to cope with the external environmental changes rapidly and the limited time available for the collection and analysis of information. This means that administrative information systems should be used by increasing the approval of senior management on Management Information Systems in making their decisions, and to involve the employees in making any change and keep abreast of technical developments and try to use external bodies to advise in the field of computerized information systems, and work to increase coordination between the different departments of the ministry. A multilingual disaster information system (MLDI) has been developed to overcome the language barrier during times of natural disaster. MLDI is a web-based system that includes templates in nine languages so that translated texts can be made available immediately. Mobile phone e-mail with graphic text is a useful tool for delivering multilingual disaster information. The visibility of graphic text on mobile phones was measured and found to be equivalent to the built-in font. However, visibility deteriorates as (...) the character size becomes smaller, especially, on displays with poor resolution. This article also discusses the necessity of multilingual information and measures for a safe and barrier-free society. (shrink)

In 2013, I've transformed the each_co_uk server side system (aspx / c#) to the client system of a few javascript files ≈400KB potentially webassembly, without plugins / 3rd party / css.. The system maximally reuses functions & data to apply: 1) Linguistic principle of arbitrariness of the sign maximizing repetitions, 2) Multi layer logic of the chess composition, 3) Information Theory minimizing entropy. Some of these ideas were presented at conferences in Santorini, Adelaide, Geneva, Daejon and (...) virtually. Philosophically, any system only organizes the existing reality (information), but can't create it. Its fragmentation easily leads to illusions (entropy): e.g. Zeno's Achilles can't overtake the slower tortoise because as he gets closer, the tortoise gets a bit further, so he gets closer and closer but never reaches her. So the more are logic and data fragmented in various layers (server, javascript, css, sql, frameworks..), the less capable system is. (shrink)

The growing diffusion of perspectivism within the debate on information system ontologies [ISOs] does not correspond to a thorough analysis of what perspectivism specifically consists of. This paper aims to fill this void. First, I show what supporting perspectivism in information system ontologies [PISO] means in terms of (minimal) claims and implications; then I argue that the definitions of ISO implicitly assume PISO’s (minimal) claims or, in other words, that ISOs presuppose and maintain PISO. Section 2 (...) presents the main definitions of ISO. Section 3 specifies what claims are common to all perspectivists in ISO. Sects. 4–7 analyze the implications of those claims. Section 8 explores the chance of multiple perspectivisms within ISOs’ domain. Finally, Sects. 9–10 assume that, if PISO’s (minimal) claims and (their) implications can be inferred from ISO’s definitions, then ISOs are perspectivist, or PISO’s minimal claims are assumptions underlying ISOs. This article reports the findings of a survey examining whether gender differences influence the degree to which individuals recognize unethical conduct in the use and development of information technology. The results show that, on the average, there is a significant gender gap in the recognition of unethical behavior in information systems. Although, women are better able to recognize unethical actions described in information systems scenarios than men, the existence of statistically significant differences varies depending upon the nature (...) of the ethical dilemma. The findings of this study provide both managers and researchers valuable understanding regarding the differences (and similarities) in the reactions of individuals of both genders to unethical situations in information systems.
