This paper looks beyond the mostly technical and business issues that currently inform the design of knowledge-based systems (e.g., expert systems) to point out that there is also a social and organisational (a socio-organisational) dimension to the issues affecting the design decisions of expert systems and other information technologies. It argues that whilst technical and business issues are considered before the design of Expert Systems, that socio-organisational issues determine the acceptance and long-run utility of the technology after (...) it has been implemented. It shows how four issues within the organisation can affect the design or the after-effects of the design and implementation of the technology. This paper examines the international information technology (IT) sourcing decision from an ethical perspective. The internationalsourcing of IT activities, termed IT offshoring in this paper, has received considerable attention recently. Differing views on IT offshoring prevail, ranging from the protection view that IT offshoring steals jobs away from the domestic economy, to the market view that it creates jobs and improves the overall global economy through market efficiencies. Despite the large amount of material devoted to managing and evaluating (...) the practice of IT offshoring, the ethical issues surrounding the decision has received little attention. This paper seeks to address that need, examining the IT offshoring decision through the application of a series of ethical frameworks. Several normative theories of ethics, including stockholder theory, stakeholder theory, social contract theory, utilitarianism, and a Kantian’ categorical imperative framework, are employed to gain insights into the ethical aspects of this practice. Our resulting framework represents an early attempt to examine the ethics of the IT offshoring and provides managers with practical guidelines and insights when addressing the IT offshoring decision. As information technologies have become synonymous with progress in modern society, several ethical concerns have surfaced about their societal implications. In the past few decades, information technologies have had a value-laden impact on social evolution. However, there is limited agreement on the responsibility of businesses and innovators concerning the ethical aspects of information technologies. There is a need to understand the role of business incentives and attitudes in driving technological progress and to understand how they steer (...) the ethics discourse on technology. In the information technology industry, there is an observed trivialization of ethics supported by a business driven and technology-centric approach to ethics. This trivialization rests on hardened beliefs, ideologies, and arguments which hint at reduced accountability for business and tend to individualize social responsibility. The phenomenon of ethics trivialization needs to be duly addressed to resolve the tensions between business needs and ethical concerns. This paper has identified from literature and conceptually analyzed the beliefs and ideologies underlying ethics trivialization which undermine ethics in business contexts. The paper has attempted to address the business concerns indicated by this phenomenon as well as highlight the weaknesses of its assumptions, rhetoric, and justifications. The aim of this paper is to systematically present the justifications in favor of and against the practice of ethics trivialization in the information technology domain, thereby highlighting the need to develop frameworks for assessment of ethical responsibility, accountability, and democratization of the value trade-offs involved in the design of technologies. Information and communication technology is changing many aspects ofhuman endeavour and existence. This is beyond dispute for most. Whatare contested are the social and ethical implications of thesechanges. Possible sources of these disputes are the multiple ways inwhich one can conceptualize and interpret the informationtechnology/society interrelationship. Each of these ways ofconceptualization and interpretation enables one to see theinformation technology/society relationship differently and thereforeconstrue its social and ethical implications in a different manner. Atthe center of this (...) technology/society interrelationship we find manycomplex questions about the nature of the human, the technical,agency, autonomy, freedom and much more. This is indeed a vastintellectual landscape, which can obviously not be explored here inits fullness. This entry is about just one particular perspective onthis landscape. It is primarily concerned with the phenomenologicalapproach to interpreting information technology and its social andethical implications. It should be noted from the start that there isnot a unified phenomenological tradition or approach to informationtechnology in particular, or other phenomena more generally. Thephenomenological tradition consists of many different approaches thatshare certain characteristics but not all. We may however suggest, with Don Ihde,that they all accept that “phenomenology investigates theconditions of what makes things appear as such [as that which we takethem to be].” Differently stated, phenomenology suggests thatthere is a co-constitutive relationship between us and the phenomenawe encounter in our engagement with the world. In this sensephenomenologists would suggest that to understand thetechnology/society relationship we need to reveal how theyco-constitute each other—i.e. draw on each other for theirongoing meaning and sense. We will elaborate more precisely what thismeans in section 2 below. However, in order to understand the distinctiveness of thephenomenological approach other possible ways of interpreting thistechnology/society relationship will also be outlined brieflybelow., It can be said that information technology has become in a very realsense ubiquitous. Most everyday technologies such as elevators,automobiles, microwaves, watches, and so forth depend onmicroprocessors for their ongoing operation. Most organizations andinstitutions have become reliant on their information technologyinfrastructure to a lesser or greater degree. Indeed informationtechnology is seen by many as a cost-efficient way to solve amultitude of problems facing our complex contemporary society. One canalmost say that information technology has become construed as thedefault technology for solving a whole raft of technical and socialproblems such as health provision, security, governance, etc. Onecould also argue that it has become synonymous with society’sview of modernization and progress. For most it seems obvious thatinformation technology has made it possible for humans to continue toconstruct increasingly complex systems of coordination and socialordering—systems without which contemporary society would not beable to exist in its present form. To say the least, we, ascontemporary human beings, have our manner of being made possiblethrough a rather comprehensive entanglement with information andcommunication technology. Indeed, the economic, organizational andsocial benefit of information technology is not widely disputed. Thedispute is more often about the way information technology is changingor transforming the social domain, and in particular, the ethicaldomain. This dispute is largely centered around different ways ofconceptualizing and interpreting the nature of our entanglement withinformation technology. The study examines the need to train future teachers using modern information and communication technologies in the context of adaptation to the aspects of postmodern society. It was found that contemporary postmodern education is impossible without application of information and communication technologies, the use of which gradually leads to changes in the content, the methods and technologies of training future teachers. The analysis of scientific literature, which confirms recognition of ICT as a key technology of the 21st (...) century and the urgency of the problem of development and application of educational technologies capable of modernizing and reforming traditional forms of education in order to meet the level of education of future teachers to the present-day requirements. The current trends of ICT in the training of future teachers in postmodern times are considered, modern practices of ICT use which are the most popular in the educational process of future teachers are singled out. The content of the following compulsory components, according to the authors, of professional training of future teachers, is generalized and concretized: didactic, legal, social and methodological. Discussion issues and perspective directions of future scientific research related to complex ethical contradictions due to uncertainty or lack of necessary knowledge, unexpected effects and insufficient transparency of functioning of information and communication technologies are outlined. Symptom Checker Applications (SCA) are mobile applications often designed for the end-user to assist with symptom assessment and self-triage. SCA are meant to provide the user with easily accessible information about their own health conditions. However, SCA raise questions regarding ethical, legal, and social aspects (ELSA), for example, regarding fair access to this new technology. The aim of this scoping review is to identify the ELSA of SCA in the scientific literature. A scoping review was conducted to (...) identify the ELSA of SCA. Ten databases (e.g., Web of Science and PubMed) were used. Studies on SCA that address ELSA, written in English or German, were included in the review. The ELSA of SCA were extracted and synthesized using qualitative content analysis. A total of 25,061 references were identified, of which 39 were included in the analysis. The identified aspects were allotted to three main categories: (1) Technology; (2) Individual Level; and (3) Healthcare system. The results show that there are controversial debates in the literature on the ethical and social challenges of SCA usage. Furthermore, the debates are characterised by a lack of a specific legal perspective and empirical data. The review provides an overview on the spectrum of ELSA regarding SCA. It offers guidance to stakeholders in the healthcare system, for example, patients, healthcare professionals, and insurance providers and could be used in future empirical research to investigate the perspectives of those affected, such as users. The purpose of this paper is to present some of the findings (which were reported on more extensively in earlier work) regarding the visibility of gender issues in the literature on selected information and communication technologies (ICTs) with a view to make predictions about potential ethical issues that the application of these ICTs may bring about in the future. On the basis of the analysis of around 100 published sources, which dealt with various aspects of selected ICTs, conclusions have (...) been drawn regarding gender issues and concerns that the applications of these ICTs may cause. The authors' analysis is theoretically informed by critical discourse analysis (CDA) which assumes that texts, both written and spoken, as well as other forms of symbolic representations, are indicative of social practices. Of particular methodological relevance was the survey of methods of text and discourse analysis presented in Titscher et al and especially the application of keyword search as a way to measure the prominence of each investigated method. This approach to literature surveying proved very useful in selecting analytic material: only those published sources on the selected four ICTs have been included in the survey, for which the analysis of keywords, abstracts and indexes of terms indicated authors' interest in gender issues. Findings - First, ICTs such as affective computing, ambient intelligence, and artificial intelligence, have been found to have the potential of positively affecting gender power relations and thus positively affecting gender balance in the areas of labour market related to ICT across EU countries and worldwide. Second, more research on the relationship between gender and ICT design, application and representation is needed, so as to enhance a better understanding of ethical issues resulting from unequal participation of women and men in all aspects of ICT production and implementation, which in itself is an ethical dilemma with which both the ICT business and legislators have to grapple. The paper offers insight into the relationship between the level of attention devoted to particular ICTs by ICT researchers, as evidenced in the reviewed literature, and the likelihood of the application of a particular ICT in the future, which is looked at and assessed from a gender perspective. The interdisciplinary field of neurorobotics looks to neuroscience to overcome the limitations of modern robotics technology, to robotics to advance our understanding of the neural system’s inner workings, and to information technology to develop tools that support those complementary endeavours. The development of these technologies is still at an early stage, which makes them an ideal candidate for proactive and anticipatory ethical reflection. This article explains the current state of neurorobotics development within the Human Brain Project, originating (...) from a close collaboration between the scientific and technical experts who drive neurorobotics innovation, and the humanities and social sciences scholars who provide contextualising and reflective capabilities. This article discusses some of the ethical issues which can reasonably be expected. On this basis, the article explores possible gaps identified within this collaborative, ethical reflection that calls for attention to ensure that the development of neurorobotics is ethically sound and socially acceptable and desirable. The diffusion of digital information and communication technologies is strongly supported by many countries of the world. Today, as well as in the past, new technologies are charged with high expectations, but at a closer look one can see that these expectations then are very different from now. Today they depend on the various interests of different groups of people. Globally acting enterprises see DICT as essential stra-tegic instruments in gaining competitive power; some governments hope to reach military hegemony, (...) others to control terrorism and crime, while grass root movements expect to become more influential on some aspects of society. The paper identifies and analyses basic tendencies which promote the various hopes: the effects of DICT on reducing production and transaction costs, and the possibility to transform information goods into marketable services or commodities. In today's post-pandemic reality, human capital plays one of the leading roles in ensuring economic growth. The intensification of innovative processes in the context of post-pandemic social constructivism, the widespread use of information technology, intellectualization of labor, etc. In the context of post-pandemic social constructivism, transformations of the content and structure of human capital take place, make adjustments to the process of its formation, accumulation, use and change the nature of the impact of human capital on (...) economic development. In today's post-pandemic reality, there are many problems both in the field of the formation of innovatively oriented human capital and in the sphere of its use, which necessitates the search for ways to effectively manage these processes in order to ensure the balanced development of production factors in the context of the formation of an innovative economy in the country. The article analyzes the main methods and aspects of cognitive psychology that can be useful in the development of human capital. In particular, special attention was paid to the development of emotional intelligence and emotional competence. The reason for choosing precisely such elements of cognitive psychology as the level of emotional intelligence and emotional competence is that they are a prerequisite for successful self-realization of a person and, as a result, an important prerequisite for successful management of human capital in the conditions of post-pandemic social constructivism. Demnach ist es eine wirklich anschauliche, wirklich erfahrene und erfahrbare Welt, in der sich unser ganzes Leben praktisch abspielt. Technisierung bedeutet (...) eine Veränderung dieses menschlichen Weltverhältnisses. Husserl attestierte seinerzeit eine Lebensweltvergessenheit, die zu einer Krise Europas und des europäischen Menschentums beitragen würde. Daher setzte er sich für eine Rehabilitierung der Lebenswelt als Sinnesfundament ein. Diese berühmte Diagnose und jene Massnahme sind seit Husserls Tagen immer wieder aufgegriffen worden. Wird die Digitalisierung die Welt in eine komplett künstliche Welt transformieren, die den Zusammenhang von persönlicher Erfahrung, Leiblichkeit, gesellschaftlichen Institutionen und Erscheinungen der Natur aufgekündigt hat? Objectives: Technology can assist and support both people with dementia and caregivers. Recently, technology has begun to embed remote components. Timely with respect to the pandemic, the present work reviews the most recent literature on technology in dementia contexts together with the newest studies about technological support published until October 2020. The final aim is to provide a synthesis of the timeliest evidence upon which clinical and non-clinical decision-makers can rely to make choices about technology in (...) the case of further pandemic waves.Methods: A review of reviews was performed alongside a review of the studies run during the first pandemic wave. PsycInfo, CINAHL, and PubMed-online were the databases inspected for relevant papers published from January 2010.Results: The search identified 420 articles, 30 of which were reviews and nine of which were new studies meeting the inclusion criteria. Studies were first sorted according to the target population, then summarized thematically in a narrative synthesis. The studies targeting technologies for PWD were categorized as follows: monitoring and security purposes, sustaining daily life, and therapeutic interventions. Each category showed potential benefits. Differently, the interventions for caregivers were classified as informative, psycho-education programs, psychosocial-supportive, therapeutic, and cognitive/physical training. Benefits to mental health, skills learning, and social aspects emerged.Conclusions: The evidence shows that technology is well-accepted and can support PWD and caregivers to bypass physical and environmental problems both during regular times and during future pandemic waves. Nevertheless, the lack of a common methodological background is revealed by this analysis. Further and more standardized research is necessary to improve the implementation of technologies in everyday life while respecting the necessary personalization. (shrink)

In contemporary society, information unsurprisingly morphed into commodity. The IT industry that functions in the market economy and that perceives information as commodity encountered numerous problems that are related to specific features of information. These problems triggered two parallel developments aiming at the protection of intellectual property claimed for the creation of informational contents. On the one side, traditional intellectual property laws were expanded to cover certain aspects of privately owned or privately claimed cultural information. On (...) the other side, new technological devices were developed to provide technological protection for information defined as private property. Tensions and rivalry between both areas of regulation, legal and technological, became particularly visible within the debate about Digital Rights Management (DRM). This debate emerged as a response to institutionalized legal protection of intellectual property that was frequently perceived in the concerned industry as rigid and inadequate. Nowadays, tensions between legal and technological means of protection remain problematic in the emerging law of information. These tensions are rooted in mutually excluding economic interests, yet also in the concepts in which they are expressed and regulated. Therefore, this essay analyzes processes of concept creation in the named approaches to information perceived as commodity. It shows that the adequate solution of regulatory problems depends upon the clarification of conceptualization processes in legislative initiatives rather than on compromises related to economic interests of stakeholders taking part in the debate about the appropriate attribution of digital property rights. This essay concludes upon the idea that legislative measures constitute the most efficient mechanism to regulate social conflicts, not only in the area of digital law. As a further consequence of this finding, the author proposes an overhaul of the concept of copyright as the first step towards a better conceptual framing of the law of cultural contents. (shrink)

La scalabilità è una proprietà desiderabile di sistemi informatici associata a metriche di performance. Più precisamente, un sistema è definito scalabile quando riesce a gestire, senza calo di prestazioni, un numero crescente di elementi, processi, quantità di lavoro e/o quando può essere espanso a piacimento. Progettare un sistema scalabile garantisce un’ottimizzazione dei costi e delle prestazioni, e della produttività di un’azienda. Questi scopi sono stati perseguiti, dagli anni Ottanta, attraverso numerosi studi sulla scalabilità, che sono stati sviluppati in un ambito (...) esclusivamente tecnologico. Tuttavia, negli ultimi anni è sorto il bisogno di estendere la tradizionale prospettiva tecnologica della scalabilità perché troppo limitata considerata al di fuori delle organizzazioni e applicata alle situazioni di uso quotidiano delle nuove tecnologie. Per esempio, le rubriche dei telefonini sono tecnicamente scalabili: grazie alla funzione di ricerca, essi offrono un accesso immediato alle informazioni indipendentemente dal numero dei contatti memorizzati. Inoltre, il supporto di memorie digitali esterne molto capienti permette di inserire un numero pressoché illimitato di contatti. Le versioni più avanzate delle rubriche degli smartphones sono integrate anche con i social network come Facebook. Dal punto di vista cognitivo, negli utenti si crea un’illusione di essere in grado di gestire efficacemente reti sociali sempre più estese e ricche di contenuti. In realtà, vari studi hanno dimostrato che esistono dei limiti alla gestione di relazioni sociali rilevanti, quali il famoso numero di Dunbar. Pertanto, la prospettiva tecnologica sulla scalabilità è limitata nel senso che essa riesce a descrivere solo la performance di un sistema informatico, ma non ne spiega l’impatto su performance cognitiva e sociale. Un approccio alternativo potrebbe essere basato sul presupposto che la scalabilità è una proprietà importante non solo per computer e reti informatiche, ma anche per esseri umani e reti sociali. La comprensione della correlazione fra scalabilità tecnologica e umana, renderebbe possibile migliorare il design delle tecnologie per uso quotidiano. Per esempio, le rubriche dei telefonini, come anche i siti di social network, potrebbero ottimizzare l’accesso ai contenuti in base al significato delle relazioni sociali e della situazione nella quale sono considerate. Si può ipotizzare che la comprensione della scalabilità, sia umana sia tecnologica, possa permettere di migliorare la performance dell’azione individuale e/o collettiva. Socionics, un programma interdisciplinare di ricerca che integra sociologica e informatica, offre la possibilità di estendere la definizione di scalabilità anche ai sistemi sociali. Al contrario della prospettiva tradizionale della scalabilità, che è incentrata sull’aspetto quantitativo, Socionics pone al centro dell’analisi il problema da risolvere, che è analizzato sia dal punto di vista quantitativo sia da quello qualitativo . Grazie a Socionics, nell’articolo sono introdotti i concetti di scalabilità cognitiva e scalabilità sociale, che descrivono la capacità di gestire elegantemente a livello individuale o collettivo quantità crescenti di lavoro, e/o adattarsi alla loro complessità crescente. Il processo di valutazione della scalabilità cognitiva e sociale di un problema si compone di tre fasi: la prima riguarda la definizione del contesto dell’attività a cui il problema è associato. Questo richiede di specificare gli attori coinvolti, le risorse disponibili e i compiti che essi stanno svolgendo, individualmente o in gruppo. La seconda fase si propone di identificare i bisogni legati al contesto, che servono a capire in che misura il sistema è riuscito a soddisfare il bisogno, ovvero a misurare la performance. Nella terza e ultima fase si considera la funzione delle ICT nella risoluzione del problema, al fine di capire se le ICT abbiano alleviato, accentuato o rimosso eventuali limitazioni cognitive e/o sociali. Lo stesso problema è scalabile da un punto di vista cognitivo e/o sociale se esso è risolto in modo efficace al variare dei suoi elementi quantitativi e qualitativi. Per una prima valutazione dell’approccio, è discusso il problema della coordinazione sociale tramite telefonini, che non è ridotto semplicemente al numero di persone che i telefonini riescono a mobilizzare, ma anche alla qualità e impatto della loro performance. In conclusione, i concetti di scalabilità cognitiva e sociale offrono l’opportunità di informare la progettazione e favorire l’adozione di ICT grazie alla comprensione di come gli aspetti di scalabilità tecnologica influiscano sulla performance individuale e collettiva, e viceversa.Scalability has been for long time presented as a desirable property of a networked computer system associated to measure of its performance. As information and communication technologies become ubiquitous, a need of describing scalability also from a human perspective has emerged. Indeed, technical scalability only describes the performance of a computer system, but it does not explain anything about its impact on cognitive and social performance. Without acknowledging that technical scalability does not imply human scalability, there is the risk of not realizing the full potential of ICT in the everyday life. By adopting the Socionics approach, we extend the technical view of scalability with two additional concepts, namely cognitive and social scalability. These concepts describe the capacity to process individually or collectively growing volumes of work gracefully, and/or to adjust to their increasing complexity. The notion of social scalability is then evaluated in the activity-context of social coordination through mobile devices. We conclude that by improving our understanding of scalability issues, we may positively inform the design and use of ICT not only from the viewpoint of technical performance, but also for that of individual and collective performance. The research is devoted to a discussion of social and humanitarian problems associated with tectonic changes in human life against the backdrop of total digitalization. The author's attention is focused on the uniqueness of the modern situation: never before have innovative technologies had the ability to penetrate so rapidly and deeply into the foundation of modern society, have they become so widespread and accessible to almost all peoples and cultures. At the same time, the undeniable public good and the (...) most serious threats to society that digital reality technologies bring with them are in a very close relationship. This is especially true for artificial intelligence systems. Innovations transform the entire world order, bringing radical changes not only to the material sphere of life, but also to the spiritual and moral state of a person. The research notes that the introduction of information and communication technologies into the life of modern society occurs without reliable support on the results of preliminary experimental research, without taking into account a deep professional and responsible assessment of the social and psychological consequences of their impact on the individual and on society as a whole. As a result, at this stage, society is constantly faced with many negative aspects of the impact of high-tech means. The work examines some of them: a decrease in cognitive and analytical abilities, the devaluation of human labor, the criminalization of cyberspace, the spread of Deepfake technology. Particular attention is paid to the problem associated with the possibility of using information technology as a tool of psychological influence. Information and psychological warfare is implemented on the basis of social networks and artificial intelligence technologies, which provides the enemy with the opportunity to achieve superiority without the use of military force. Information and humanitarian actions in cyberspace, carried out by Western countries in order to destabilize our society, destroy its value foundations, reformat the consciousness, worldview and spiritual and moral qualities of citizens, are becoming increasingly large-scale and aggressive. The work notes that digitalization is gaining momentum, plunging society deeper into new circumstances and requiring decisive action aimed at overcoming the many threats specific to the modern high-tech era. The work of Luciano Floridi lies at the interface of philosophy, information science and technology, and ethics, an intersection whose existence and significance he was one of the first to establish. His closely related concepts of a philosophy of information (PI), informational structural realism, information logic (IL), and information ethics (IE) provide a new ontological perspective from which moral concerns can be addressed, especially but not limited to those arising in connection with the new (...) class='Hi'>information and communication technologies. In this paper, I relate Floridi's approach to another novel perspective, namely, that of an extension of logic to complex real processes, including those of information production and transfer. This non-propositional, non-truth-functional logic (logic in reality (LIR)) is grounded in the fundamental dualism (dynamic opposition) inherent in energy and accordingly present at all levels of reality. The LIR description of the dynamics of processes and their evolution is relevant to what Floridi refers to as the possible non-linguistic aspects of information. It suggests answers to some of Floridi's “outstanding problems” in PI related to the ontological status of information and how it is used in cognition. Floridi's IL retains the formal structure of the doxastic and epistemic logics from which he correctly distinguishes it and is the basis for his conceptual PI. However, LIR fulfills Floridi's implied requirement that logic be regarded as a natural phenomenon dealing with other natural phenomena, recovering its original philosophical function. LIR provides a logical foundation for discussion of ethical questions based on kinds of information that complements IL. Both are reconsiderations of logic that, as Marijuan suggests, may be necessary for the advancement of information technology in an ethical direction (cf. also Brenner). IE focuses on entities as constituted by information in an overall strategy that generalizes the concept of moral agents. LIR and its related ontology naturalize critical aspects of Floridi's theses, especially, the moral value of being as such and a non-separable joint responsibility of individuals and groups. I compare IE to other current approaches to ethics and information technology (e.g., phenomenological and social constructivist). Ethical information is defined “ecologically” in process terms as reality in a physical space (cf. Floridi), with an intentional “valence,” positive and negative, in the morally valued interaction between producer and receiver. LIR is neither topic-neutral nor context independent and can support an ethics involving apparently contradictory perspectives (e.g., internalist and externalist). Ethics involves practical reasoning, and unlike standard logics, LIR supports Magnani's approach to abductive reasoning in rational moral decision making. The basis of moral responsibility and the consequent behavior of individuals involved in information and communications technologies is the same logical–metaphysical principle of dynamic opposition instantiated at other levels of reality. The way moral responsibilities are actively accepted (or not) by individuals supervenes on their primitive psychological structure, which in turn reflects an evolutionary development grounded in the fundamental dualism of the physical world. The paper concludes with some suggestions of areas of philosophical research, such as causality, identity, and the ontological turn, where convergence of the Floridi and LIR approaches might be envisaged. Their overall motivation is the same, namely, the development of strategies for reinforcing and increasing ethical sensitivity wherever possible. The ethical information concept outlined in the paper supports the function of IE, assigned to it by Floridi, of potentially determining what is right and what is wrong. (shrink)

Decentralized clinical trials (DCTs) have the potential to advance the conduct of clinical trials, but raise several ethical issues, including obtaining valid informed consent. The debate on the ethical issues resulting from digitalization is predominantly focused on direct risks relating to for example data protection, safety, and data quality. We submit however, that a broader view on ethical aspects of DCTs is needed to touch upon the new challenges that come with the DCT practice. Digitalization has impacts that go beyond (...) its direct purposes, by shaping behaviors, experiences, social relations, and values. We examine four elements of the informed consent procedure that are affected by DCTs, while taking these soft impacts of technologies into account: (i) informing participants and testing understanding, (ii) freedoms in relation to responsibilities and burdens, (iii) trust in participant-researcher relations, and (iv) impacts on the concept of privacy. Our analysis reveals that a broad view is key for optimal conduct of DCTs. In addition, it provides insight into the ethical impacts of DCTs on informed consent. Technologies such as DCTs potentially have profound impacts which are not immediately addressed by the existing regulatory frameworks, but nonetheless important to recognize. These findings can guide future practices of DCTs to foster the important values of clinical research in this novel approach for conducting clinical trials. (shrink)

In recent years, the design and production of information systems have seen significant growth. However, these information artefacts often exhibit characteristics that compromise their reliability. This issue appears to stem from the neglect or underestimation of certain crucial aspects in the application of Information Systems Design (ISD). For example, it is frequently difficult to prove when one of these products does not work properly or works incorrectly (falsifiability), their usage is often left to subjective experience and somewhat (...) arbitrary choices (anecdotes), and their functions are often obscure for users as well as designers (explainability). In this paper, we propose an approach that can be used to support the analysis and re-(design) of information systems grounded on a well-known theory of information, namely, teleosemantics. This approach emphasizes the importance of grounding the design and validation process on dependencies between four core components: the producer (or designer), the produced (or used) information system, the consumer (or user), and the design (or use) purpose. We analyze the ambiguities and problems of considering these components separately. We then present some possible ways in which they can be combined through the teleological approach. Also, we debate guidelines to prevent ISD from failing to address critical issues. Finally, we discuss perspectives on applications over real existing information technologies and some implications for explainable AI and ISD. (shrink)

Digital inequality and digital justice are pressing issues in today's world. This work examines the socio-philosophical aspects of these problems and proposes measures to achieve digital justice. The authors draw attention to the fact that digital inequality can manifest itself in various forms, such as access to information, technology and resources, as well as opportunities to participate in the digital economy. This can lead to increased social inequalities and limited opportunities for the development of individuals and society (...) as a whole. To achieve digital justice, the authors propose a number of measures, such as improving access to digital technologies and resources, ensuring equal opportunities to participate in the digital economy, and protecting consumer rights and data privacy. They also draw attention to the need to promote digital literacy and education so that people can make effective use of digital technologies and resources. The authors also examine digital inequality and digital justice in the context of monopoly and free speech. They point out that some companies that declare their social responsibility may use their monopolistic position in the market to limit freedom of speech and access to information. In this context, the authors suggest strengthening the role of the state in regulating the digital economy and protecting consumer rights. In conclusion, the research is a valuable contribution to the field of research on digital inequality and digital justice. It emphasizes the need to take into account the socio-philosophical dimensions of these issues and suggests measures to achieve digital justice. It also draws attention to the importance of cultural and historical sensitivity in the development of digital policies and resources. (shrink)

In the years that have passed since publication of the Club of Rome's seminal report "Limits to Growth," the issues raised in terms of development, resource use and the environment have become ever more pressing. The potential of advances in science and technology to affect all aspects of life, including development, was then little understood. Today's unparalleled burst in scientific and technological creativity has given new options and opportunities to the world economic system. Central to this process is a (...) series of concepts which includes the scientification of technology, by which technology is increasingly generated and developed on scientific bases, the breaking down of interdisciplinary barriers and mankind's new found capacity literally to invent resources, leading to the emergence of whole categories of new materials. These changes make possible a new approach to economic growth, relying on decentralization and flexibility and the selection of technology mixes best suited to different socio-economic and cultural contexts. In parallel, the key importance above all of the information technologies is producing a dematerialization of goods, a trend exemplified by the shift from product oriented to function oriented industries. The new technologies of the 1980s are cross-fertilizing and self-disseminative. They are creating an exceptional number of innovative options in processes, products, services, organization and markets. Mature industrial sectors can undergo a process of rejuvenation to recover competitiveness by the grafting of advanced technologies onto traditional activities. The results are already evident in industrialized countries, such as Italy. The flexibility offered by the new technologies offers perhaps our best hope for a solution to the widening gap between rich and poor nations, contrary to the belief that identifies in advances in science and technology the seeds of a process of polarization dividing the world. The countries of the United States, Japan and Western Europe--the so-called Triad Power--dominate the emerging technologies and their applications. In fact, given the pace of today's technological revolution, developing countries are effectively excluded from active participation in the process of technological change. New technologies are not "off the peg," they have to be learned and controlled, to be introduced into an existing flexible system possessing trained manpower and an adequate capital base. Introduction into the Third World, where these essential conditions are frequently lacking, will not be a painless process. Technology transfer without adaptation is likely to have undesirable cultural and societal disadvantages. North and South are simultaneously experiencing radically different processes of evolution: the former, through restructuring and innovation; the latter, through the drive for more quantitative growth. Continuing stress on quantitative growth carries with it the risk that other goals--environmental quality, even the eradication of poverty--may suffer. Here lies the possibility that unless economic patterns change, today's imbalance between the haves and the have nots may be perpetuated or even consolidated. The countries of the North individually all face problems in addressing these issues. The international banking system is hamstrung with the problems of Third World debt. Primary producers no longer command high prices for their raw materials on world markets and so this source of development funding is also drying up. The need is therefore for a global approach. In each Third World situation, specific needs and requirements must be identified to be tackled via technology blending, whereby a mix of emerging and traditional technologies is selected to raise the quality of output to the levels now demanded by a sophisticated world economy. Another important area is that of energy, together with the worsening environmental and even climatic effects of energy policies. The need is for a long term strategic view to marshall the contribution new technologies can make to improving the lot of mankind in full respect for his environment. Technological change also implies societal change. In labor markets, labor mismatch creates pockets of employment which are difficult to eradicate. Yet, overall, the hope is that expanding economic horizons will create unlimited opportunities for new jobs and new skills. The key is education and training. A feed and feedback mechanism between education and the economy represents an intangible investment in the future. Economic growth, technological innovation, development of culture and society, have always moved together with synergism. Current changes are not so much just physical as conceptual. We are passing from a mechanical (or mechanistic) society to one that can be termed cybernetic. Causality, sequentiality and hierarchy are giving way to a functional interdependence at a systems level. Greater participation will produce more opportunities for self-fulfillment. As old social equilibria collapse, management of social change can be seen to be as important as management of technological change. The technological revolution has deep roots in Western culture. It is a liberating force that can lead to greater cultural enrichment. By understanding the changes now underway, we can ensure that the new pattern of society that emerges from exploitation of the new technologies retains man at its center and so benefits the whole of humanity. Paul Ricœur has been one of the most influential and intellectually challenging philosophers of the last century, and his work has contributed to a vast array of fields: studies of language, of history, of ethics and politics. However, he has up until recently only had a minor impact on the philosophy of technology. Interpreting Technology aims to put Ricœur’s work at the centre of contemporary philosophical thinking concerning technology. It investigates his project of critical hermeneutics for rethinking (...) established theories of technology, the growing ethical and political impacts of technologies on the modern lifeworld, and ways of analysing global sociotechnical systems such as the Internet. Ricœur’s philosophy allows us to approach questions such as: how could narrative theory enhance our understanding of technological mediation? How can our technical practices be informed by the ethical aim of living the good life, with and for others, in just institutions? And how does the emerging global media landscape shape our sense of self, and our understanding of history? These questions are more timely than ever, considering the enormous impact technologies have on daily life in the 21st century: on how we shape ourselves with health apps, how we engage with one-another through social media, and how we act politically through digital platforms. Modernity’s grand plans were designed far from where we stand today. The prerogative of progress as an ideological imperative that defined colonialism as a natural balance between the ‘developed’ societies’ moral duty to rescue ‘underdeveloped’ peoples from their fate of myth and superstition created education. Education that functions as an instrument that is used to facilitate the integration of generations into the logic and aesthetics of the status quo and to bring about conformity to the hegemonic cultural form of western (...) technological consumer capitalism. This article explores whose education and for whom was it created by the imperial ideologies, not of nineteenth- or twentieth-century colonialism but for twenty-first-century western technological consumer neo-colonialism. From South Africa’s Apartheid era Liberation before education to Paulo Freire’s practice of freedom, this article questions the practices of new technologies, art and technology education at the edge of the disenfranchised. The traditional frameworks of education are on an ideological and methodological crisis worldwide. The hegemony of knowledge has ruptured away from academia. The linearity of thought has burst open as an omni-directional array. The hierarchy of authorship is contested and the audiences are becoming users and participants. As the ubiquity of information technologies, the emergence of connectedness, cheap chips and the presage of the Internet of things permeates every aspect of a particular section of people clustered in specific cities and spread out around the globe, a unique consciousness is evolving where a new collaboration paradigm is gaining a place of balance between us, nature and our technologies, our positions on social justice, and is evolving a symbiotic outlook at other cultures and societies. This book aims to offer an empirically-informed philosophical framework for understanding the technological construction of power, allowing for a differentiated vocabulary for describing various senses of technological power, while bridging together social and political theory, critical studies of technology, philosophy and ethics of technology.

The article focuses on exploring the directions for implementing innovative analytical-statistical technologies as a tool for monitoring and detecting corruption in the state. To achieve this goal, the author clarifies the content of key concepts, defines the essence of innovative analytical-statistical technologies, and analyzes the applications of these technologies as elements of the state’s anti-corruption policy. It is determined that modern analytical-statistical technologies are integral to information technologies, which have emerged as a separate branch of production known as the (...) information industry. Information technologies, including analytical-statistical ones, are realized through information systems, which combine technical tools (computers, communication devices and channels, peripherals, input/output devices, etc.) with software applications that facilitate the functioning of the technical components and analytical aspects, including the mathematical component (statistics). The use of analytical-statistical technologies as a tool to counter corruption at the state level is driven by the specificity of the corruption identification process. The application of relevant technologies is possible when perceiving corruption as a form of fraud. Therefore, the search for corruption in modern society requires a comprehensive approach, utilizing mathematical, analytical, and psychophysical research methods. This approach enables not only the identification but also the prediction of probable instances of abuse. Five directions for implementing innovative analytical-statistical technologies in anti-corruption activities are identified: 1) automation of data collection and processing; 2) automation of communication and office processes; 3) automation of direct management processes; 4) automation of decision-making processes and development; 5) development of expert systems. It is noted that analytical-statistical technologies find the most implementation in four of the identified directions: data collection/processing, direct management, decision support, and expert support. Digital technologies are frequently considered as lacking material aspects. Today, it is evident that behind digital technologies lies a huge and complex material infrastructure in the form of fiber optic cables, servers, satellites, and screens. Postphenomenology has theorized the relations to material things as embodiment relations. Taking into account that technologies can also have hermeneutic aspects, this theory defines hermeneutic relations as those in which we read the world through technologies. The article opens with a review of some theoretical developments (...) to hermeneutic relations with a special focus on digital technologies. The article suggests that in the digital world, material hermeneutics needs to be updated as it shifts from a scientific to an everyday technological context. Now, technologies not only “give voice” to things, they also produce new meanings to informational structures and direct users to certain meanings. When it comes to digital technologies, especially those involving artificial intelligence (AI), the technology actively mediates the world. In postphenomenological terms, it possesses a technological intentionality. The postphenomenological formula should be updated to reflect this type of technological intentionality, by reversing the arrow of intentionality so that it points to the user, rather than from the user. Purpose– The purpose of this paper is to create a conceptual framework, based on a structured literature review, to analyze the digital disability divide and help find solutions for it. A digital disability divide exists between people with impairments and those without impairments. Multiple studies have shown that people without impairments are less likely to own a computer or have an Internet connection than are people with impairments. However, the digital disability divide is seen in relation not only to access (...) but also to accessibility and use. For people with impairments, new technological innovations offer solutions for everyday challenges, such as finding information, communicating with others and using electronic services.Design/methodology/approach– For this study, 4,778 conference and journal publications were systematically analyzed.Findings– A number of key findings emerged. This field is relatively new, and the literature is highly focused on the technological and social aspects of the digital disability divide, with technology and societal attributes being the core sub-attributes for a comprehensive model. The previous literature did not significantly study the consequences of the financial situation of individuals; rather, the predominant focus was on the have-nots and countries with low income potentials. Furthermore, motivation reveals a compelling case within the digital disability divide subset.Originality/value– The review provides a consolidated view of past research on the general topic of the digital disability divide and the attributes that affect it. With no time for long term investing, we invent dangerously compressed derivatives yet also revive sustainable local businesses. In politics, presentism drives both the Tea Party and the Occupy movement. In many ways, this was the goal of digital technology--outsourcing our memory was supposed to free us up to focus on the present. But we are in danger of squandering this cognitive surplus on trivia.
