The persistent struggle waged by the Soviet Union and the other socialist countries for peaceful coexistence among states with differing social systems has greatly increased the authority of this humanitarian policy in the eyes of the peoples of the world. Belligerent appeals for an outright rejection of peaceful coexistence are heard less and less frequently, even among the ideologists of imperialism. They are compelled to adapt themselves to the situation and to camouflage themselves with the masks of the peacemaker. Bourgeois (...) professors of social science say they are for peace and peaceful coexistence. However, these concepts are sometimes given such a distorted interpretation that all real content evaporates. "Peaceful coexistence and the cold war," we read, for example, in the words of the British professor, Hugh Seton-Watson, "are literally the same thing." [All quotations from non-Russian sources are retranslated from the Russian.] Thus, a single sentence suffices, by an act of sophistry, to transform peaceful coexistence into a state of international tension and intensive war preparations. The ideologists of imperialism deny, in essence, the possibility of cooperation between the socialist and capitalist countries in the process of peaceful coexistence. (shrink)

In this paper I describe three similar projects, and investigate origins of their success. All of them are non-governmental and non-profit voluntary international initiatives that developed from small local projects. I claim that the basis of their success is universality of their underlying philosophy.

This book examines what value if any, the state has for the pursuit of progressive politics; and how it might need to be re-thought or reimagined to deliver transformative change. Is it possible to reimagine the state in ways that open up projects of political transformation? This interdisciplinary collection provides alternative perspectives to the 'antistatism' of much critical writing and contemporary political movement activism. Contributors explore ways of reimagining the state that attend critically to the capitalist, neoliberal, gendered and racist (...) conditions of contemporary polities, yet seek to hold onto the state in the process. Drawing on postcolonial, poststructuralist, feminist, queer, Marxist, and anarchist thinking, they consider how states might be reread and reclaimed for radical politics. At the heart of this book is state plasticity - the capacity of the state conceptually and materially to take different forms. This plasticity is central to transformational thinking and practice, and to the conditions and labour that allow it to take place. But what can reimagining do; and what difficulties does it confront? This book will appeal to academics and research students concerned with critical and transformative approaches to state theory, particularly in governance studies, politics and political theory, socio-legal studies, international relations, geography, gender/sexuality, cultural studies and anthropology. In my 1993 IJPS paper it was suggested that postmodernist verdicts on ‘the death of philosophy’ relied on a rejection of any ‘substantive’ or ‘metaphysical’ notion of truth. The present paper relates these verdicts to Wittgenstein’s alleged ‘philosophical quietism’. In both cases, for example, there is a rejection of ‘depth’. Various characterisations of Wittgenstein’s position are questioned, including the idea that his quietism consists in showing the impossibility of sceptical challenges to our ‘hinge’ propositions and beliefs. It is then argued, (...) however, that recognition of the groundlessness of beliefs (and practices), far from curing ‘vertigo’ or ‘Angst’, is apt to inspire it. In a final section, I propose that the ‘metaphysical horror’ at the impossibility of articulating grounds for our beliefs can be allayed only by the thought that these answer to a reality that cannot be articulated and must therefore remain a mystery. One role for philosophy might be to cultivate a sense of this mystery and trace its implications for how we should live. (shrink)

The Liberal Arts model of undergraduate education within small, internationally-focused University Colleges is becoming increasingly popular in Europe. This trend is most notable in the Netherlands, where the liberal arts model is acclaimed as filling a gap in Dutch undergraduate education at conventional research universities. This paper explores the status of the Dutch University College as simultaneously continuing the liberal arts tradition of the US, with its civic and pedagogic values, and providing a truly modern education preparing students to find (...) innovative and inter-disciplinary solutions to the complex problems which define contemporary society. It concludes that the traditional role of a liberal arts education in cultivating intellectual rather than vocation skills does not have to exclude its appeal as providing the skills necessary for professional success in global sectors of the 21 st century knowledge economy. This study explores the ethical and religious dimensions of international cooperation and conflict resolution within the framework of global governance, emphasizing the role of moral philosophy and theological perspectives in shaping diplomatic strategies. By integrating religious ethics with global political discourse, the research examines how faith traditions, including Confucianism, Christianity, and Islamic thought, contribute to peacebuilding, multilateral engagement, and the pursuit of global justice. Focusing on China’s approach to international governance, this study highlights the influence of _Confucian (...) moral philosophy_—particularly the principles of harmony (_he_), collective well-being, and reciprocity—on its diplomatic and conflict-resolution strategies. Confucian ethics, deeply rooted in notions of moral governance and virtue-based leadership, intersect with broader religious traditions advocating for justice, peacemaking, and global stewardship. Through case studies such as the _Belt and Road Initiative (BRI)_, China’s response to the _COVID-19 pandemic_, and its mediation efforts in _South Sudan_, this paper examines how ethical principles inform China’s engagement in international diplomacy, balancing practical political strategies with a vision of moral responsibility and global harmony. Beyond Confucianism, this study draws comparisons with Christian and Islamic perspectives on global governance, analyzing how religious teachings on peace, justice, and stewardship shape diplomatic ethics and multilateral cooperation. By situating international governance within the broader discourse of religious and philosophical thought, the research argues that ethical and theological principles remain central to shaping fair, sustainable, and morally responsible frameworks for conflict resolution and diplomatic engagement. This study contributes to the discourse on religious philosophy and global ethics, advocating for a more integrated approach to international governance that incorporates theological reflections on justice, reconciliation, and the moral obligations of states. Future research should further explore the role of interfaith dialogue in conflict resolution and the potential for religious principles to foster ethical global governance in an increasingly interconnected world. The paper reports the findings of a study of CPAs designed to determine whether they tend to find factors related to their professional environment (especially the guides to professional conduct of the American Institute of Certified Public Accountants) to be more helpful than factors related to their business environment when faced with ethics problems. Like internal auditors surveyed earlier, the CPAs tend to view a number of factors in their business environment to be even more helpful than factors related to (...) their professional environment in dealing with ethical dilemmas. Despite the reality of intersex individuals whose biological markers do not necessarily all point towards a traditional binary understanding of either male or female, the vast majority of sports divide competition into categories based on a binary notion of biological sex and develop policies and regulations to police the divide. In so doing, sports governing bodies (SGBs) adopt an imperfect model of biological sex in order to serve their particular purposes, which, typically, will include protecting the fundamental sporting value of (...) fair competition. Yet, one potential consequence of enforcing such an approach would seem to be the exclusion or marginalization of individuals whose biological development does not fit within the binary model, whether due to genetics or through a choice to undergo medical intervention to better represent a chosen gender identity. Any such exclusion or marginalization will inevitably tend to undermine another fundamental value of sport, that of inclusivity. In the context of those with differences of sex development, SGBs appear to be faced with a difficult problem: dealing with a conflict between two fundamental values of sport. Different approaches to this problem have been suggested, with some academics proposing that sports organisations, in general, ought to prioritise fairness above, while others suggest the need to ‘balance’ competing values or even to prioritise inclusion over fairness. However, it is argued that any of these approaches are, in principle, justifiable as any sport should be free to prioritise or balance its own values. What seems more important for any SGB is the need for a rational and transparent justification of regulations that pursue fair competition at the expense of inclusivity. Furthermore, where fair competition and inclusivity are fundamental values, any such justification would seem to demand adherence to some basic norms. First, the regulations should be built on (and articulate) a consistent and principled basis of what ‘fair competition’ means in a particular sport. Second, any regulations should only exclude or restrict participation to the minimum degree necessary to achieve the sense of fair competition so articulated. Third, SGBs should be transparent about what their values are and where their priorities lie so that participants and other stakeholders are able to make an informed choice as to whether they wish to participate in, support, or be associated with a particular sport. With reference to the adoption of the Eligibility Regulations for Athletes with Differences of Sex Development (the ‘DSD Regulations’) by the International Association of Athletic Federations (IAAF), this article seeks to evaluate whether the approach of the IAAF satisfied these basic requirements. This book characterizes a notion of type that covers both linguistic and non-linguistic action, and lays the foundations for a theory of action based on a Theory of Types with Records (TTR). Robin Cooper argues that a theory of language (...) based on action allows the adoption of a perspective on linguistic content that is centred on interaction in dialogue; this approach is crucially different to the traditional view of natural languages as essentially similar to formal languages such as logics developed by philosophers or mathematicians. At the same time, he claims that the substantial technical advantages made by the formal language view of semantics can be incorporated into the action-based view, and that this can lead to important improvements in both intuitive understanding and empirical coverage. This enterprise uses types rather than possible worlds as commonly employed in studies of the semantics of natural language. Types are more tractable than possible worlds and offer greater potential for understanding the implementation of semantics both on machines and in biological brains. (shrink)

In this paper I return to Hegel's dispute with Kant over the conceptual ordering of external and internal purposiveness to distinguish between two conceptions of teleology at play in the contemporary function debate. I begin by outlining the three main views in the debate (the etiological, causal role and organizational views). I argue that only the organizational view can maintain the capacity of function ascriptions both to explain the presence of a trait and to identify its contribution to a current (...) system, for it is the only view that considers teleology as a natural cause. To establish how teleology can be considered as a natural cause, advocates of the organizational view return to Kant's analysis of internal purposiveness. However, while Kant identifies the requirements that an object must meet to satisfy the demands of teleological judgment, I suggest that he denies that we can know whether they are truly met. I argue that Hegel's philosophy of nature is better equipped to determine how internal purposiveness can be considered as a natural cause, for it grounds organization in a form of purposiveness that is more fundamental than a designer's intention. Against the growing trend in philosophy toward naturalistic analysis, Kant’s Critique of the Power of Judgment has gained significant attention. Some scholars suggest that Kant’s insights bear on our aesthetic appreciation of nature, others on our account of the life sciences. In this paper I draw these lines of inquiry together to identify two overlooked dimensions of Kant’s project: the role of moral hope in problematizing the limits of natural science and the role of culture in providing a solution. Kant (...) argues that we cannot think consistently unless we are able to conceive of nature as a domain that is hospitable to human freedom. His response is to identify the productive capacity of the imagination to transform the material of nature into something more. While the prevailing conception of nature today is at best indifferent and at worst antagonistic to human habitation, this dimension of Kant’s work has much to bear on contemporary thought. (shrink)

For the past two decades, the humanistic disciplines have been dominated by poststructuralist theories and, more recently, a not unrelated curricular philosophy best defined as hardline multiculturalism, much discussed and often misunderstood. When linked together, they form an internal contradiction that is the moral challenge of liberal education today. Traditional political alignments cannot explain current divisions among the humanities professoriate. Ideological quarrels only obscure a deeper moral debate between an ascendant poststructuralism and a resurgent liberal humanism. It is important to (...) reappropriate liberal humanism in an effort to revitalize humanistic inquiry and renew its place in creative public discourse, and check a danger posed by poststructuralism's fascination with power and epistemological relativism which threaten to erase the ethical border between education and indoctrination. Hegel's theory of tragedy has polarized critics. In the past, many philosophers have claimed that Hegel's theory of tragedy removes Kant's critical insights and returns to pre-critical metaphysics. More recently, several have argued that Hegel does not break faith with tragic experience but allows philosophy to be transformed by tragedy. In this paper I examine the strength of this revised position. First I show that it identifies Hegel's insightful critique of Kant's theoretical assumptions. Yet I then argue that it fails (...) to note the practical importance of Kant's separation of knowledge and aesthetics. I propose an alternative approach to tragedy that builds from the revised view and yet maintains the autonomy of aesthetics. Tragedy represents an action, a set of events that are internally unified and yet cannot be reduced to theory. This is to say that tragedy confronts us with an aesthetic sphere of making and doing that, while constrained, is incessantly open and free. (shrink)

This paper develops the idea, articulated by Martin Buber among others, that a religious sense cannot be identified independently of sensory and practical engagement with the world of ordinary experience. It begins by rejecting the ‘doxastic’ model’ on which religiousness is equated with propositional belief. Criticisms, however, are made of some attempts to soften the contrast between belief and practice. The religious sense, which need not be a theistic one, is understood in terms of a sense of the mystery or (...) ineffability of things – one that has become occluded in modernity. This sense, in turn, is understood in terms of how it may be cultivated and exemplified in and through practices. This claim is elaborated by considering the East Asian notion of ‘Ways’ – practices, like ‘The Way of Tea’, that aim at self-cultivation and spiritual enlightenment. Gardening, in particular, has been regarded as an exemplary Way through which a sense of mystery is cultivated and shaped. The paper concludes by proposing that, when engaged in appropriately and mindfully, almost any ordinary practice may both reflect and confirm an attunement to a mystery that is diffused over the world at large. The article is devoted to the study of the historical context of the cities’ development as subjects of international relations, their evolutionary transformation from political and security unions, through political and religious unions to large agglomerations capable of conducting independent international activities, taking into account their own socio-economic, cultural and educational interests of their residents. Using an interdisciplinary approach that combines historical, legal, political science, and management disciplines, the author has revealed the multifaceted use of such concepts as (...) «partner cities», «twin cities», «municipal cooperation», «decentralized cooperation of cities» etc., which proves that their use as synonymous definitions indicating a non-governmental, horizontal international level of cooperation between individual local actors is not sufficiently regulated.The study outlined the criteria for selecting a partner city. The historical way of the formation of global and regional international organizations and associations of municipalities, which developed recommendations for in-depth cooperation between cities of different political systems to exchange experience, deepening of cooperation in the environment of modern management in the context of urbanization, is highlighted. It is proved that such initiatives are based on intercultural cooperation, the foundations of the international and national law, which strengthens the reputation and foreign policy integration strategies of the state as a whole. It has been found that often in the process of decentralization, localization, and manifestation of their own subjectivity, cities are more effective and faster in making decisions, establishing international forms of cooperation, and implementing the most important projects. The purpose of this paper is to propose a framework of ethics education that promotes the structured learning of ethics in the accounting discipline. The Ethics Education Framework (EEF) is based on three key inter-related components that includes: Rest’s (1986) Four-Component Model of ethical decision-making and behaviour; the key cognitive and behavioural objectives of ethics education; and the discrete and pervasive approaches to delivering content. The EEF providesuniversity students and professional accountants a structure to learn to identify, analyse, and resolve (...) ethical issues to the point of action. The EEF is a four-stage learning continuum represented as a set of building blocks which introduces ethical concepts and then reinforces and develops new levels of understanding with progressive stages. This paper describes the EEF, and includes a discussion of how it compares with other ethics education models, and an analysis of the support through responses by professional organisations (based on an Exposure Draft issued by the International Federation of Accountants (IFAC), as the initial International Education Practice Statement). The IFAC has now revised its International Education Standard (IES 4) in relation to ethics, with a commentary period till July 2011. (shrink)

Despite a common agenda of normative analysis of the international order, philosophical work on international political morality and international law and legal scholarship have, until recently, worked at a distance from one another.The mutual suspicion can be traced to different aims and methodologies, including a divide between work on matters of deep structure, on the one hand, and practical institutional analysis and prescription, on the other. Yet international law is a key part of the normative practices (...) ofstates, has a direct effect on state behavior, and, as a meth-odological matter, can contribute to good theorizing onmatters of international ethics. Recently, philosophical workhas demonstrated a greater engagement with the moral aspects of international law. One strand of scholarship has treated the rules of international law as a proper subject for philosophical inquiry. Another has used international legal rules to support moral arguments about aspects of the international order. Future dialogue and cooperation would benefit both fields, in particular on the challenges to global cooperation from nationalism and on strategies for allocating responsibilities among global actors for rectifying global harms. There seems to exist a general consensus on how to conceptualize cooperation in the field of international relations (IR). We argue that this impression is deceptive. In practice, scholars working on the causes of international cooperation have come to implicitly employ various understandings of what cooperation is. Yet, an explicit debate about the discipline's conceptual foundations never materialized, and whatever discussion occurred did so only latently and without much dialog across theoretical traditions. In this paper, (...) we develop an updated conceptual framework by exploring the nature of these differing understandings and situating them within broader theoretical conversations about the role of cooperation in IR. Drawing on an array of studies in IR and philosophy, our framework distinguishes between three distinct types of cooperative state interactions – cooperation through tacit policy coordination (‘minimal’ cooperation), cooperation through explicit policy coordination (‘thin’ cooperation), and cooperation based on joint action (‘thick’ cooperation). The framework contributes to better theorization about cooperation in two main ways: it allows scholars across theoretical traditions to identify important sources of disagreement and previously unnoticed theoretical common ground; and the conceptual disaggregation it provides grants scholars crucial theoretical leverage by enabling type-specific causal theorization. In this paper, I will argue that Rawls’s duty of assistance offers an incomplete picture of our international social and economic responsibilities. I will start by presenting the two main interpretations of the ‘Rawlsian circumstances of egalitarian distributive justice’ – the first requiring the existence of a ‘certain kind’ of cooperation, the second the existence of a ‘certain kind’ of interaction with the will – and then show that none of them rules out the applicability of international (...) principles of egalitarian distributive justice. My argument will draw on societies’ participation in the World Trade Organisation (WTO). So, in the second section I will show that even though this organization is not endowed with a centralized coercive authority, its participants are asked to accept significant constraints on their behaviour and are therefore owed a special justification for these constraints. I will also suggest that the alleged voluntariness of this organization may not only be contested (especially when developing societies are involved), but may also not be sufficient to rule out requirements of distributive equality. In the third section, I will show that, as any system of cooperation, the WTO gives rise to requirements of fairness and that, given the purpose it claims to serve, not all inequalities that can be traced back to so-called ‘domestic’ factors can be considered justified. More specifically, I will argue that the fairness of the WTO requires that all its participants be given a fair chance of benefiting from global market competitions, and that this is likely to entail significant egalitarian distributive duties among societies. This paper explores the evolution of cooperative societies through the lens of Gilbert Simondon's cybernetic process philosophy, emphasizing the preservation of cooperative identity. Cooperative societies, which promote values such as equality and solidarity, face challenges in maintaining their identity amidst technological advancements and changing socio-economic conditions. Traditional theories of organisational identity, which focus on centrality, distinctness, and continuity, fall short in addressing the dynamic nature of cooperative evolution. Simondon's philosophy offers a robust framework for understanding these transformations. Key concepts like (...) the associated milieu, metastability, and transduction are applied to analyse the genealogical development of cooperative societies. Findings suggest that cooperative identity is not static but evolves with technological integration, co-evolving with their environment and governance models. This interdependence highlights the crucial role of technology in shaping cooperative structures and behaviours. The study contributes to management theory by providing a nuanced perspective on organisational identity and its evolution. It underscores the importance of understanding the dynamic interplay between technology and cooperative values. By integrating Simondon's philosophical insights with cybernetic principles, this research offers a comprehensive view of how cooperative societies adapt and thrive in a technologically driven world. The Introduction is divided into three parts. Part I presents a brief history of the rules-based international order. It shows that-between 1945 and the first decade of the twenty-first century-the international system evolved from a primarily sovereignty-based order to a much more rules-based order. However, since about 2008 or 2010, we have witnessed significant backsliding towards a more sovereignty-based order, especially in the areas of international trade and international human rights law. Part II briefly surveys the (...) major, current threats to the rules-based international order. Finally, Part III outlines a potential strategy to mitigate those threats in the interest of preserving a rules-based international order that is consistent with liberal, humanitarian values. The several chapters in the book generally support the conclusion that the rules-based international order confronts significant challenges, but it is not unraveling-at least, not yet. Climate change is the biggest wild card in trying to predict the future. If the world's major powers-especially the United States and China-cooperate with each other to combat climate change, then other threats to the rules-based order should be manageable. If the world's major powers fail to address the climate crisis by 2040 or 2050, the other threats addressed in this volume may come to be seen as trivial in comparison. (shrink)

In the article, I analyze the significance of moral disposition and freedom concepts in the philosophy of Anthony Ashley Cooper, 3rd Earl of Shaftesbury (1671–1713), and their connection to the issues of personal identity and aesthetic experience. I point out that personal identity and freedom are not inherently given to a person but rather the goal of personality development. In this way, I compliment the interpretation presented by Laurent Jaffro and Ruth Boeker, indicating that the moral rigour characteristic of the (...) Stoic stance is mitigated in Shaftesbury’s view by the belief in the sympathy that connects people and the importance he attaches to the experience of beauty. Shaftesbury thus understands freedom as the result of self-improvement and internal teleological determination of the person, as well as political freedom, which is the outcome of free public debate. The postulate of social and political liberty links Shaftesbury with freethinkers such as John Toland and Anthony Collins. (shrink)

Unnatural States is a radical critique of international theory, in particular, of the assumption of state agency--that states act in the world in their own right. Peter Lomas argues that since the universal states system is inequitable and rigid, and not all states are democracies anyway, this assumption is unreal, and to adopt it means reinforcing an unjust status quo. Looking at the concepts of state, nation, and agency, Lomas sees populations struggling to find an agreed model of the (...) state, owing to inherited material differences; and unsurprisingly, among theorists of the nation, only controversy and a great confusion of terms. Meanwhile, the functional incarnations of the state agent are caricatures: the mandarin state, the lawyer state, the landlord state, the heir-to-history state, and the patriot state. Yet recent developments in international theory (constructivism, scientific realism, postmodernism) sacrifice state agency only at the price of an unhelpful abstraction. The states system is dysfunctional and obsolete, Lomas contends, and international theory must be recast, with morality as central, to inspire and to guide historic change. He focuses in his conclusion on prescriptions for change, led by four moral concerns: human rights, weapons of mass destruction, relations between rich and poor societies, and the environment. "I begin this book," writes Lomas, "with the commonest commonplace of international theory, to expose it as a meaningless cliche. In the masterly hands of Hobbes, it was elaborated into a shock formula for organized society, a reading of history as civilization's failure. Kant sought to rescue morality from Hobbes and create the structures of modernity, but Kant's influence is coming to an end. In the Cold War, politicians disagreeing over another philosopher almost brought the world to an end. Hence the challenges of our time. These are primary and profound. Philosophers have done much to define the modern world. The point of international theory is to change it.". (shrink)

Achieving the global benefits of artificial intelligence (AI) will require international cooperation on many areas of governance and ethical standards, while allowing for diverse cultural perspectives and priorities. There are many barriers to achieving this at present, including mistrust between cultures, and more practical challenges of coordinating across different locations. This paper focuses particularly on barriers to cooperation between Europe and North America on the one hand and East Asia on the other, as regions which currently have (...) an outsized impact on the development of AI ethics and governance. We suggest that there is reason to be optimistic about achieving greater cross-cultural cooperation on AI ethics and governance. We argue that misunderstandings between cultures and regions play a more important role in undermining cross-cultural trust, relative to fundamental disagreements, than is often supposed. Even where fundamental differences exist, these may not necessarily prevent productive cross-cultural cooperation, for two reasons: (1) cooperation does not require achieving agreement on principles and standards for all areas of AI; and (2) it is sometimes possible to reach agreement on practical issues despite disagreement on more abstract values or principles. We believe that academia has a key role to play in promoting cross-cultural cooperation on AI ethics and governance, by building greater mutual understanding, and clarifying where different forms of agreement will be both necessary and possible. We make a number of recommendations for practical steps and initiatives, including translation and multilingual publication of key documents, researcher exchange programmes, and development of research agendas on cross-cultural topics. Neither game theory nor unilateral moral duties (God-given or otherwise) can explain the explicit language (...) of cooperation in developing and enforcing principles of military ethics and the law of armed conflict. -/- The ethic of cooperation is borne of various motivations: reciprocity, self-preservation, and efficiency, to be sure, but also a sense of warrior honor and concern with human rights. This shared morality can persist despite making it more difficult for one side or the other to win and, unfortunately, its well-meaning motivations often lead to unintended tragic consequences. -/- This book explores three manifestations of this significant yet overlooked ethic of cooperation in warfare: (1) for a “fair fight,” (2) to protect classes of individuals (e.g., non-combatants or prisoners of war), and (3) to end the war quickly. Such cooperation can take unexpected forms, from ad hoc decisions on the battlefield to institutionalization in international law, and is the source of some critical tensions in one of the most significant developments in warfare in recent years: namely, how to handle terrorism or other forms of warfare that lie outside the purview of international law. -/- Each type of ECW raises questions internal to that ethic, such as inconsistencies in the concept of “parity” across different weapons bans, contradictions within the warrior ethic that heavily influence—and therefore confuse—notions of the “fair fight,” the disconnect between what protections a person receives and his responsibility for the war (e.g., political leaders), or the limited decisiveness of outcomes generated by very short wars. -/- Their simultaneous application also generates significant tensions and raises questions about the proper relationship of ECW to the immediate goal of war itself, which is to win, and thus yield either a political settlement or a justicial decision. For example, the ECWs for a “fair fight” and to protect classes of individuals can make it harder to win the war, but even more concerning is that they can also kill more people, which in the latter case contravenes its very purpose. -/- Human history is in some ways the story of trying to concurrently wage and tame war, and the architecture of warfare itself is informed by the ECW, in particular: (a) the political nature of war, (b) the abdication from jus ad bellum judgments in order to concentrate on justice within war (jus in bello), and (c) the ways in which modern nation-states collude to define “legitimacy” in war. -/- The combination of these three features leave questions of justicial right and responsibility for war disturbingly unresolved, it also generates new challenges in a geopolitical context in which cooperative and non-cooperative (e.g. contemporary terrorism) forms of warfare clash. Contacts between Polish historians, French historians and French centers of historiography – espcially with the prestigious milieu of Fernand Braudel's Annales – were unusual and extraordinary in comparison with other forms of scientific cooperation with foreign countries: both with the West and the “friendly countries.” Because of the undeniable uniqueness of these relations many scholars from various countries claim that the annalistic methodology “influnced” Polish historiography. What is characteristic, however, is that these statements are most often completely a priori. (...) This paper is a reflection on the nature of the methodological influence of one historical school on the other and discusses such a possibility, taking into consideration models of circulation of ideas proposed by Pierre Bourdieu and Jerzy Maternicki. It is also an attempt at answering whether historical sciences are able to freely interfere on a supra-national level or whether they are by nature characterized by provincialism, understood here as a limitation to national frameworks outside of which they cannot be understood. The funding of higher education is under stress. On the one hand, the benefits of universities for economic prosperity and growth are increasing as universities graduate more students; undertake a greater share of scientific research; and, through cooperation with business, stimulate the technological advance of the private sector. At the same time, government funding of higher education is stagnating or even falling in many countries. The book brings together the views of an international group of experts on the (...) financing of higher education. They examine funding trends in Asia, Europe and the United States and present practical proposals for the reform of university funding and operations and examples of successful ways of building links between industry and universities that can be mutually beneficial and supplement government funding of higher education. The volume comprises a selection of papers delivered at the 24th IVR World Congress. All papers address the challenge of the construction of a Global Ethics in the context of fragmented and pluralist societies, in which the idea of an Ethical Space seems to be an unachievable project, but also an indispensable device for cooperation between individuals, communities and states.The idea of a Global Ethics is to be constructed from within different traditions and environments with a mutual understanding and (...) exchange of opinions. In this volume, we combine the ideas of Harmony (typical of the traditional Chinese legal philosophy) and of the Rule of Law (as it is understood in Western societies) to new ideals. By acknowledging the potential that these ideals have on a global scale, the papers of the first section, Ethical Dimensions of the Rule of Law address some of the key ethical problems in today's world. In the discipline of international relations there are contending general theories or theoretical perspectives. Realism, also known as political realism, is a view of international politics that stresses its competitive and conflictual side. It is usually contrasted with idealism or liberalism, which tends to emphasize cooperation. Realists consider the principal actors in the international arena to be states, which are concerned with their own security, act in pursuit of their own national interests, and struggle for power. (...) The negative side of the realists’ emphasis on power and selfinterest is often their skepticism regarding the relevance of ethical norms to relations among states. National politics is the realm of authority and law, whereas international politics, they sometimes claim, is a sphere without justice, characterized by active or potential conflict among states.
