This article theorises the relationship between 1970s US Third World queer and feminist movements and Latin American anti-imperialist revolutions of the late twentieth century. I focus upon the historically occluded relationships between Third World feminists and queers in Chile and the United States throughout the transition to neoliberalism. My archive includes June Jordan’s little-known writings on Chile, the writings of Audre Lorde, and, primarily, a 1973 Third World feminist poetry reading staged in San Francisco shortly after the Pinochet coup. By (...) assembling this unconventional archive, I intervene into the domestication of US anti-racist queer, black and feminist of colour politics. I argue for the profoundly internationalist foundation of these formations. I work to re-animate a moment when the affective economies of anti-colonial ‘global revolution’ opened up space for the imagination of joint struggle – allowing a visceral sense of struggle’s urgency and vitality in ways that have since been partially eclipsed. At the turn of the twenty-first century, historical studies of internationalism--above and beyond the call to the workers of the world to unite--have become the norm in a relatively short space of time. This shift has occurred in the context of a historical vogue for 'transnationalism,' that is, capturing experiences that traversed and transcended the borders of nation-states both within and beyond the European world. The work of the diplomatic historian Akira Iriye has been central to these developments, illuminating the (...) traces of a distinctively twentieth century history of 'cultural internationalism' that resonated through the realms of politics. Following in the footsteps of Iriye and others--including feminist and pacifist historians who had long engaged the internationalist past--a new cohort of international historians, often sensitive to cultural analyses and with expertise in imperial and transnational as well as national histories, are now accruing broad-ranging evidence of the geographies of internationalism and the political and economic reach of its various strands at critical moments in the twentieth century. This paper examines the contest between Canadian American industrialist Cyrus Eaton and the Pugwash scientists’ leadership for influence over the early Pugwash scientists’ conferences. Eaton's activism has generally been dismissed in the historical literature as ineffective, naive and too uncritical of the Soviet Union. This paper argues that he was genuinely committed to international peace and security, that Eaton shared with Pugwash scientists a belief in the importance of intellectuals to global unity, and that he worked to bring about greater (...) international peace and understanding through both his personal activism and his own conferences held in the town of Pugwash. Eaton, however, favoured a broader push for peace, which included participation by a wider range of intellectuals and a call for rapprochement with the Soviet Union. These differences between Eaton and the Pugwash scientists, I argue, were more than simply about approach: they represented different internationalist visions and manifested in different conceptualizations for the Pugwash scientists’ conferences. Eaton hoped to incorporate non-scientists and humanism into the conferences, and integrate them into his own broader conference programme at his Thinkers’ Lodge at Pugwash. The scientists, however, wanted to keep their conferences as distinctly scientists’ events, tied to science and its authority. (shrink)

That science is fundamentally universal has been proclaimed innumerable times. But the precise geographical meaning of this universality has changed historically. This article examines conceptions of scientific internationalism from the Enlightenment to the Cold War, and their varying relations to cosmopolitanism, nationalism, socialism, and ‘the West’. These views are confronted with recent tendencies to cast science as a uniquely European product.

Within educational philosophy and theory, there has been an international re-turn to envision study as an alternative formation to disrupt the defining learning logic. As an enrichment, this paper articulates “Daoist onto-un-learning” as an Eastern form of study, drawing upon Roger Ames’s interpretation of the ancient Chinese correlative cosmology and relational personhood thinking. This articulation is to dialogue with the conceptualizations of study shared by Giorgio Agamben, Derek Ford, and Tyson Lewis, and unfolds in three steps. First, I examine how (...) their conceptualizations of study constrain the studier-doing-study logic as a commonsensical expression of “foundational individualism” and anthropocentric disordering. Second, re-invoking the ancient Chinese wisdom, I envision “Daoist onto-un-learning” as a non-individualistic and non-anthropocentric form of study, re-configuring study and learning no longer as two disparate, if not necessarily oppositional, formations but into a Daoist bipolar yin-yang movement. Finally, I story-tell my doctoral research experience as a Daoist onto-un-learning journey, a spiralling learning-study movement, to unpack the ways it suspends and overturns the modern-Western trap/trope of anthropocentric-foundational individualism. In so doing, this paper further internationalizes and supplements the current study scholarship in relation to learning in a way so-far hardly explored yet cross-culturally provocative. (shrink)

In the years of National Socialism, and even during World War II, German scientists traveled abroad extensively. While international travels by natural scientists were studied in some detail, travels by scholars in the humanities have been studied to a much lesser degree, even though travel documents offer valuable insights into the regulated internationality of National Socialism. – We provide a first overview of international travels of scholars in the humanities between 1933 and 1945. The examples demonstrate how travelling academics dealt (...) with conflicting expectations, justified their intentions, articulated disappointment, offered pragmatic advice for the further shaping of contacts abroad, and in this way became active participants of the resource ensemble of academia and politics. The study is based on extensive material from the political archive of the Auswärtiges Amt and the archive of the Reichsministerium für Wissenschaft, Erziehung und Volksbildung from the Bundesarchiv which to this date have been hardly explored. The Westphalian model of international relations has given us a zero-sum game of winners and losers that has proven to be ineffective in addressing the pressing issues of our times. Philosopher Zhao Tingyang has argued that by conceptualizing international relations from the planetary perspective of tianxia, we can develop a sense of "worldness" that at once acknowledges the plurality of moral ideals defining of the world's cultures and seeks practical ways to formulate a shared morality for the solidarity needed to (...) bring the world's people together. In this spirit, political theorist Michael Walzer, in his Thick and Thin: Moral Argument at Home and Abroad, wants "to endorse the politics of difference and, at the same time, to describe and defend a certain sort of universalism." For Walzer "thin" morality does not mean minor or emotionally shallow morality; on the contrary, thin and intensity come together as "morality close to the bone." Turning to alternative philosophies, the contributors to this volume seek to move beyond liberal thinking on a minimalist ethic to include other cultural values-those of the Confucian, Buddhist, Indian, Islamic, Ubuntu, Japanese, European, and Jewish traditions. In order to reconceive of the world as a world, these scholars seek to formulate an answer to the contemporary challenge of a fragmented and failing Westphalian "internationality," and in so doing, to offer possible conceptions of a shared and practicable morality sorely needed at a planetary scale. This paper explicates and defends a social-naturalist conception of internationality and intentions, where internationality of scientific expressions is fundamental. Meanings of expressions are a function of their place in language-systems and of the relations of systems to object-level evidence and associated community activities-including deliberation and experiment. Naturalizing internationality requires social-intellectual reconstruction exemplified by the scientific community at its best. This approach emphasizes normative elements of pragmatic conceptions of meaning and their function in orientation. The aim of the paper is to investigate the impact of the Greek language on modern legal languages in the United Kingdom and United States of America. The focus is placed on terms with the prefix cyber- of Greek origin that have recently enriched the English legal languages in connection with the fact that certain new phenomena have been regulated by laws as a result of the development of new technologies. Therefore, the authors have investigated the occurrence of terms with (...) the prefix cyber- in legislation and other legal texts. Apart from the analysis of borrowings in the English legal languages, the authors have also investigated the occurrence of equivalent terms in Greek and Cypriot legislation and other genres of legal texts. Furthermore, the analysis involved the investigation of the occurrence of terms with the analysed prefix cyber- in European Union legislation and terminological databases to find out whether the borrowings may become internationalisms of Greek origin. Furthermore, the authors have also investigated whether for those terms with a prefix of Greek origin there are synonyms in the languages under scrutiny of non-Greek origin. (shrink)

Around the turn of the twentieth century, microbiologists in Western Europe and North America began to organize centralized collections of microbial cultures. Collectors published lists of the strains they cultured, offering to send duplicates to colleagues near and far. This essay explores the history of microbial culture collections through two cases: Johanna Westerdijk’s collection of phytopathogenic fungi in the Netherlands and Ernst Georg Pringsheim’s collection of single-celled algae at the German University in Prague. Historians of science have tended to look (...) at twentieth-century biological specimen collections as either repositories of communal research materials or storehouses of economically important biological variation. An examination of Westerdijk’s and Pringsheim’s collections illustrates how collectors, researchers, and patrons ascribed different kinds of value to collections featuring distinctive microbial life forms. This essay argues that characteristics of cultivated microorganisms, such as a fungus’s propensity to infect crops or an alga’s amenability to experimentation, shaped the trajectories of Westerdijk’s and Pringsheim’s collections as these collectors developed relationships with colleagues and patrons. Letters between Westerdijk and Pringsheim open a window onto divergences in their approaches to collecting cultures, while also shedding light on the aspirational internationality of the collections that resulted. The historiography on the concept of race in the post-war sciences has focused predominantly on the UNESCO campaign against scientific racism and on the Anglo-American research community. By way of contrast, this article highlights the history of the concept of race from a thus far unexplored angle: from Swiss research centres and their global interconnections with racial researchers around the world. The article investigates how the acceptance, resonance, and prestige of racial research changed during the post-war years. It analyses what (...) resources could be mobilised that enabled researchers to carry out and continue scientific studies in the field of racial research or even to expand them and link them to new contexts. From this perspective, the article looks at the dynamics, openness, and contingency of the European post-war period, which was less stable, anti-racist, and spiritually renewed than retrospective success stories often suggest. The pronounced internationality of Swiss racial science and its close entanglement with the booming field of human genetics in the early 1950s point to the ambiguities of the period’s political and scientific development. I argue that the impact of post-war anti-racism on science was more limited than is frequently assumed: it did not drain the market for racial knowledge on a continent that clung to imperialism and was still shaped by racist violence. Only from the mid 1950s onwards did a series of unforeseen events and contingent shifts curtail the importance of the race concept in various sectors of the human sciences. (shrink)

After the French Revolution, the codification movement led to the introduction of the Dutch Civil Code and the Commercial Code of 1838. These codifications were generally regarded as the bedrock of a dogmatic system in which little space was left for customs and customary law. Mercantile jurists, such as Holtius and Levy, were opponents of the legalistic approach of the new codifications. They tried to separate mercantile law from civil law in order to protect mercantile law from excessive legalistic influences. (...) According to them, mercantile law was characterised by internationality, custom as its main source of law, continuity through an extended mercantile legal history and by good faith and mutual trust between the merchants. Out of these, the historicity and homogeneity of a strong community of merchants are particularly in line with a traditional and conservative view on society. Holtius and Levy, however, had little in common with their Christian-conservative contemporaries. On the one hand, they rather seemed to foreshadow the kind of liberal-conservatism as expressed by Hayek during the 20th century. On the other hand, their ideas have much in common with different lex mercatoria –traditions developed by authors as Goldman and Schmitthoff. On the aspects of historicity and internationality Holtius and Levy seem to have much in common with Hayek whereas concerning communality and the legal nature of customary law there are more similarities with the lex mercatoria-traditions. The World Federation of Scientific Workers (WFScW) and UNESCO share roots in the Social Relations of Science (SRS) movements and in the Franco-British scientific relations which developed in the 1930s. In this historical context (the Great Depression, the rise of Fascism and the Nazi use of science, the social and intellectual fascination for the USSR), a new model of scientific internationalism emerged, where science and politics mixed. Many progressive scientists were involved in the war efforts against Nazism, and tried to (...) prolong their international commitments into peacetime. They contributed to the establishment of the WFScW and of UNESCO in 1945–1946. Neither the WFScW nor UNESCO succeeded in achieving their initial aims. Another world emerged from the immediate post-war years, but it was not the world fancied by the progressive scientists from the mould of scientific internationalism. The aim of this article is to follow the path from the Franco-British networks towards the establishment of the WFScW and UNESCO; from an ideological scientific internationalism towards practical projects. It is to understand how these two bodies came to embody two different scientific internationalisms during the Cold War. (shrink)

The relevance of the research topic. After the World War II the leaders and intellectuals of the world were forced to look for new principles and methods of management. New theories for analysis of complex systems appeared. The D. Meadows’ group from the Club of Rome and other analysts discovered the fact of the deepening humanity in an irreversible and deadly crisis. Up to now, economists and politicians have not offered a way to guarantee rescue. However, there is a consensus (...) that hopes can be linked to the development of education and science in the world. The phrase “internationalization of higher education ” is used more and more often, and the number of scientific works is growing rapidly. However, in our opinion, the phenomenon of IHE is perceived superficially because of inattention to the latest scientific achievements, which are not followed by humanities scholars. This caused our interest and stimulated the desire to prove that global process of IHE started in accordance with the laws of the evolution of industrial production. The purpose of our study is to apply the theory of analysis of very large systems to the phenomena of kinds and variants internationalization to obtain the most probable scenarios for human progress. The task of the study is seen in the critical analysis of the trend we noted in the process of training the PhD-level professional in space and time and transforming the figure of a young worker from a national to an international “product” of the systems of education and training. The methodology of the research was dictated by the chosen goal and tasks under the pressure of the grandiose object – a complex of educational systems in a globalized planet environment. This is due to the use of the means of many sciences, theories of systemic research and a multidisciplinary approach in the conditions of global evolutionism. The results of the study in their essence, are still based on historical methods, in conjunction with the achievements of young sciences – synergetics, theories of complex systems, and others. An original table was created to match the agrarian, industrial and informational societies – those within which the system of higher education had been developed. The direction of its characterization has proven that the autonomy of universities has been diminished at present, the size of the whole system and its orientation towards political and economic demands have increased. It is indicated at the time when the high school began to lose its national character and to acquire features of internationality. It is noted that this coincided with the growth of the volume and impact of globalization and its study mainly within the humanities. The widespread representation of the interaction in higher education with the influences of globalization and internationalization, the basic definitions and differentiation, etc. is presented. The newest data on internationalization within the universities and far beyond them in state and interstate institutions are presented. The conclusions and recommendations formulated and proved the main hypothesis of our study and its main result. It consists in the fact that the higher school in general began to reproduce the path of industry with its variant of internationalization – a combination of products of many countries. We argue that in higher education the division of time and space of educational programs, institutions, places of internship, etc. began. Instead of ensuring PhD competences within a single state, basic schooling is found to be more profitable in one place, the profile secondary is in the other, the baccalaureate or master’s program in the country “A”, postgraduate study somewhere in “B”, the final professional development in the best world’s centers of MBA or some other training in London or Harvard. From this follows the following conclusion: Ukraine’s resources are already inadequate for the preparation of national personnel of the highest world quality. The problem of the nation is articulated as the philosophical problem of the relation between the political and the non-political in the context of modernity. When the political relevance of traditional non-political bonds is removed, a new cohesion needs to be found between free and equal individuals. Three solutions are possible. The liberal-universalistic solution claims that there is no other source of unity than the political process itself; it finds the ingredients of political loyalty in the common rational agreement upon (...) principles of democracy. The nationalistic solution is an attempt to find those ingredients in particularistic allegiances of a non-political, ethnic-cultural nature. Both solutions, present in the old French-German debate on the nation, as well as in recent debates between liberalism and communitarianism, are criticized. Their revival in recent times is explained by the fact that they both represent an erosion of the political sphere that is characteristic for a post-ideological society. The first neglects the specific determinateness of the political, reducing it to the internationality of the market or to the moralism of rights. The second neglects the political nature of democratic legitimation by founding it on the claim to embody a particular culture or „Volk”. — In a discussion with Sandel, it is agreed that the political dimension needs a determinate form of collective identity and a non-contractual form of foundation. This form should not be situated however in the imaginary givenness of an ethnic-cultural context, but in the common undertaking of the moral task of institutionalizing ideals of liberty. These ideals are not an abstract set of principles, but are necessarily mediated by a particular common heritage or a political culture. Finally it is shown that such interpretation of nation or national citizenship is parallel to recent philosophical endorsement of ideals of civic republicanism or constitutional patriotism. (shrink)

In a 2012 review article, Anthony P. Maingot made a case for each generation rewriting history according to its own needs and preoccupations. Everyone, he suggested, has their own C.L.R. James. Everyone, perhaps, except students of international relations and international history, where references to James’s copious and critical body of work are less common. In the spirit of finding one’s own James, this article employs The Black Jacobins and James’s other magnum opus, World Revolution,1917–1936: The Rise and Fall of the (...) Communist International, to think historically about two interrelated processes of the twentieth century: the rise of the state, and the relationship between nationalisms and internationalisms. Along with encounters with revolutionary Marxism and pan-Africanism, James bore witness to the challenges of the state, and the tensions between nationalism and internationalism that were so central to understanding the twentieth century. New means of transport and communication allowed unprecedented mobility of people, goods and ideas in the late nineteenth and early twentieth century, which contributed to far-reaching economic, social and political changes in a first wave of globalisation. In its genuine transnationality, the European historical avant-garde can be seen as a product of this development. Cosmpolitanism, internationality and internationalism became emblems of the avant-garde in its pursuit of a 'new', modern international culture trangressing 'old' borders and limitations dictated by conceptions of (...) nationhood, linguistic restrictions, and state boundaries. Simultaneously, national and nationalist reflexes can be traced in the avant-garde as well - in a European context marked by a plethora of competing nationalisms. This collection of essays focuses on the transnationality and inter-nationalisms in the European avant-garde as well as on conflicts, paradoxes and debates in the avant-garde as genuinely transnational configuration of artistic movements, which possessed nevertheless many nationalist edges. The book presents a panorama of the historical avant-garde oscillating and operating between transnationality, internationalism and nationalisms of different kinds, both in national cultural fields and a transnational European arena - from Iceland to Greece and from the Pale of Settlement to the Atlantic. Unlike most areas involving taboo, where language-internal innovations tend to dominate, homosexuality is characterized by a basic international vocabulary shared across multiple languages, notably English, French, Italian, Spanish and German. Historically, the lexis of nonnormative gender identity has shared space with that of sexual orientation. This lexicon includes (inexhaustively) the following series of internationalisms:sodomite, bugger, bardash, berdache, tribade, pederast, sapphist, lesbian, uranist, invert, homosexual, bisexual, trans, gay, queer. This common terminology has resulted from language contact in a broad sense, and (...) more specifically from lexical borrowing (loanwords). Several framing devices are expressed through the lexicon: religious censure, distancing in time and space, othering, medicalization or pathologizing, but also in recent decades LGBTQ self-assertion and demands for equality. Rather than necessarily being subject to taboo, then, queerness represents a pragmatically marked semantic field in which the lexicon is highly dependent upon social factors and the communicative context. The main objective of performance sport is to obtain achievements at the highest level through the adequate development of the athlete. The scientific literature demonstrates the fundamental role played by the inclusion of certain psychological variables in the training plan. This study examined the psychological profile of kayak polo players through the variables of burnout, optimism, and mood in the hours prior to the competition, relating these to each other and to some sociodemographic data. A sample of 86 canoeists, 60 (...) men and 26 women, with an age measurement of 24.4 ± 9.1 years belonging to the first male and female kayak polo division, completed the POMS-29, the LOT-R, and the IBD-R. Athletes' levels of optimism were found to be significantly correlated with mood. Optimism also influenced emotional exhaustion. In addition, seniority and internationality were decisive factors in the level of optimism and mood achieved. (shrink)

Representing a crucial intervention in the history of internationalism, transnationalism and global history, this edited collection examines a variety of internationalisms developed by Europeans over the course of the 20th century.

Philosophy of history has been condemned in recent times; however, it is becoming increasingly evident that a new Europe cannot do without a critical philosophy of history that analyses values and gives hierarchical structure to diverse experiences and historical memories. From this hypothesis, a result of previous projects, the project “Philosophy of History and Values in the Europe of the 21st century” has these fundamental objectives: 1) critically analyze the complex forms of conceiving science, history (society), culture (languages, religion), law, (...) ethics and politics, in order to understand the full scope of the idea of Europe in which we find ourselves; 2) systemize them with the proposal for a new critical philosophy of history, based on a “practical turn” that contemplates the elements (real responsibility, solidarity and justice) that should form the foundation of social and ethical political relations; 3) apply them to the constructionof a new Europe, in which implicit diversity and the demands of internationality, interculturality and dialogue between the genders can reconcile itself with the basic principles of universality, equality and justice and with the establishment of minimum human rights. The conclusions of our research will help to provide solutions to conflicts that are occurring in the heart of Europe, which at the high point of globalization, transcend European borders. (shrink)

Moving on after September 11 will require more than just eliminating organized terrorist networks and providing humanitarian aid, crucial as these two interventions are. There is a much larger landscape of multiple devastations in the global south that the global north cannot escape. While socio-economic devastation may not cause terrorism directly, it does promote extreme responses, such as trafficking in people, and can facilitate recruitment of young people for terrorist activity, both random and organized. These multiple devastations need to be (...) addressed - by world and country leaders, by the supra-national system, by NGOs, by global civil society, by corporate economic actors. The article confines itself to the need for governments' action through new specialized multilateralisms and internationalisms. It argues that we can even make a narrow utilitarian case that it is in the global north's interest to address these issues. The particular cases through which the argument is developed are the growing hyper-indebtedness in the global south and the accumulation of contradictions in the immigration regime prevalent in the global north. Examining these is a way of dissecting the nature of the challenge and identifying specific governance deficits. (shrink)

What makes individuals, groups, or even entire countries vulnerable? And why is vulnerability a concern in bioethics? A simple answer to both questions is that vulnerable individuals and groups are subject to exploitation, and exploitation is morally wrong. This analysis is limited to two areas. First is the context of multinational research, in which vulnerable people can be exploited even if they are not harmed, and harmed even if they are not exploited. OBJECTIVES: To review the characteristics and performance of research ethics committees in Spain in the evaluation of multicentre clinical trial drug protocols. DESIGN: A prospective study of 100 applications. SETTING: Forty-one committees reviewing clinical trial protocols, involving 50 hospitals in 25 cities. MAIN MEASURES: Protocol-related features, characteristics of research ethics committees and evaluation dynamics. RESULTS: The 100 applications involved 15 protocols (of which 12 were multinational) with 12 drugs. Committees met monthly (except one). They had a mean number of 12 (...) members, requested a mean of six complete dossiers and nine additional copies of the protocol with a mean deadline of 14 days before the meeting. All applications were approved except three (two of the three were open-label long-term safety trials rejected by the same committee), which were approved by the other committees involved. The mean time from submission to approval was 64 days. The mean time from submission to arrival of the approval document at our offices was 85 days. Twenty-five committees raised queries for 38 of the 97 finally approved applications. Impact of evaluation fee, number of members, queries raised and experience of committees on timings were not statistically significant. CONCLUSION: Obtaining ethical approval is time-consuming. There is much diversity in the research ethics committees' performance. A remarkable delay (> 20 days) exists between the decision and the arrival of the written approval, suggesting administrative or organisational problems. (shrink)

Current bioethical debate is bizarre because it concentrates on exceptional cases while it does not pay attention to underlying value perspectives that determine the agenda of the debate.
