The Monographs produced by the International Agency for Research on Cancer (IARC) apply rigorous procedures for the scientific review and evaluation of carcinogenic hazards by independent experts. The Preamble to the IARC Monographs, which outlines these procedures, was updated in 2019, following recommendations of a 2018 expert Advisory Group. This article presents the key features of the updated Preamble, a major milestone that will enable IARC to take advantage of recent scientific and procedural advances made during the 12 years since (...) the last Preamble amendments. The updated Preamble formalizes important developments already being pioneered in the Monographs Programme. These developments were taken forward in a clarified and strengthened process for identifying, reviewing, evaluating and integrating evidence to identify causes of human cancer. The advancements adopted include strengthening of systematic review methodologies; greater emphasis on mechanistic evidence, based on key characteristics of carcinogens; greater consideration of quality and informativeness in the critical evaluation of epidemiological studies, including their exposure assessment methods; improved harmonization of evaluation criteria for the different evidence streams; and a single-step process of integrating evidence on cancer in humans, cancer in experimental animals and mechanisms for reaching overall evaluations. In all, the updated Preamble underpins a stronger and more transparent method for the identification of carcinogenic hazards, the essential first step in cancer prevention. (shrink)

Does perceptual consciousness require cognitive access? Ned Block argues that it does not. Central to his case are visual memory experiments that employ post-stimulus cueing—in particular, Sperling's classic partial report studies, change-detection work by Lamme and colleagues, and a recent paper by Bronfman and colleagues that exploits our perception of ‘gist’ properties. We argue contra Block that these experiments do not support his claim. Our reinterpretations differ from previous critics' in challenging as well a longstanding and common view of visual (...) memory as involving declining capacity across a series of stores. Fiona Macpherson (2012) argues that various experimental results provide strong evidence in favor of the cognitive penetration of perceptual color experience. Moreover, she proposes a mechanism for how such cognitive penetration occurs. We argue, first, that the results on which Macpherson relies do not provide strong grounds for her claim of cognitive penetrability; and, second, that, if the results do reflect cognitive penetrability, then time-course considerations raise worries for her proposed mechanism. This symposium examines how various discursive frameworks inform Jewish and non-Jewish interpretations of Jewishness. Although the specific characteristics of these frameworks are context-dependent, the underlying themes remain the same: Jewish identification entails identifying “difference,” and this process of drawing distinctions between Jews and non-Jews gets developed in discursive frameworks of temporality, “race thinking,” nationalism, and genetics, among others. In the broader contexts within which Jewish identification is formulated, these frameworks serve to: delineate categories of people on the basis of socially (...) salient qualities associated with human and other bodies; evaluate these categorical “types” in regard to their determined “desirable” and “undesirable” qualities; implement institutionally sanctioned measures that facilitate the privileging of the people who apparently embody desired qualities; and enforce structural constraints within which people may choose to contest, re-inscribe, re-appropriate, and/or attempt to transform components of the other three networks mentioned above. It also emphasizes the significance of who mobilizes these discourses, with what objectives in mind, and how both factors instantiate discursive and discursively informed concretized outcomes. State militaries have strong interests in developing enhanced warfighters: taking otherwise healthy service personnel (soldiers, marines, pilots, etc.) and pushing their biological, physiological, and cognitive capacities beyond their individual statistical or baseline norm. However, the ethical and regulatory challenges of justifying research into these kinds of interventions to demonstrate the efficacy and safety of enhancements in the military has not been well explored. In this paper, we offer, in the context of the US Common Rule and Institutional Review Board framework, (...) potential justifications for justifying research into enhancing warfighters on the grounds of (1) individual and group risk reduction, (2) protection of third parties such as civilians, and (3) military effectiveness. Gross and Marcelo Dascal The standard view--that the Rhetoric lacks conceptual unity--has strong and prestigious support, stretching over most of the century. To David Ross in 1923 the unity of the Rhetoric was practical, not theoretical; to misunderstand this fact was to see this work, mistakenly, as (...) "a curious jumble of literary criticism with second-rate logic, ethics, and politics, and jurisprudence, mixed with the cunning of one who knows well how the weaknesses of the human heart are to be played upon" (285). So unaltered has been this view over the years that, in 1995, Jonathan Barnes could turn Ross's metaphor into an argument concerning the Rhetoric's lack of intellectual focus: it presents, not one art, but fragments of three arts, and of three arts that exist quite independently of rhetoric. The sections on logic have the closest connections with dialectic and in part overlap with what Aristotle says in the Topics; the sections on the emotions are linked to the ethical and psychological writings; Book III... shares its subject matter with the Poetics. Rhetoric... is a magpie, thieving a piece of one art and a piece of another, and then botching a nest of its own. (Companion 263-64) To Ross and Barnes, while logos, êthos, and pathos are essential to rhetorical invention, and style and arrangement are essential to rhetorical performance, they have nothing conceptually in common. Insofar as disciplinary identity depends on such conceptual unity, rhetorical studies lack such identity.William Grimaldi offers an alternate view; beneath Ross's jumble, he sees as the work's fundamental unifying principle, the enthymeme, which serves both as a form of argument and as a source for arguments about fact, character, and emotion. Through an absorbing investigation into recent, high-profile scandals involving one of the largest kosher slaughterhouses in the world, located unexpectedly in Postville, Iowa, Aaron S. Gross makes a powerful case for elevating the category of the animal in the study of religion. Major theorists have almost without exception approached religion as a phenomenon that radically marks humans off from other animals, but Gross rejects this paradigm, instead matching religion more closely with the life sciences to better theorize human (...) nature. Gross begins with a detailed account of the scandals at Agriprocessors and their significance for the American and international Jewish community. He argues that without a proper theorization of "animals and religion," we cannot fully understand religiously and ethically motivated diets and how and why the events at Agriprocessors took place. Subsequent chapters recognize the significance of animals to the study of religion in the work of Ernst Cassirer, Emile Durkheim, Mircea Eliade, Jonathan Z. Smith, and Jacques Derrida and the value of indigenous peoples' understanding of animals to the study of religion in our daily lives. Gross concludes by extending the Agribusiness scandal to the activities at slaughterhouses of all kinds, calling attention to the religiosity informing the regulation of "secular" slaughterhouses and its implications for our relationship with and self-imagination through animals. Recently, ethicists have posited that consideration of epigenetic mechanisms presents novel challenges to concepts of justice and equality of opportunity, such as elevating the importance of environments in bioethics and providing a counterpoint to gross genetic determinism. We argue that new findings in epigenetic sciences, including those regarding intergenerational health effects, do not necessitate reconceptualization of theories of justice or the environment. To the contrary, such claims reflect a flawed understanding of epigenetics and its relation to genetics that may (...) unintentionally undermine appeals to social justice. We provide a brief summary of epigenetic sciences, focusing on phenomena central to the current ethical discourse. We identify three fallacious modes of reasoning arising from the emergent literature on the ethical and policy implications of epigenetics, including mischaracterization, undue extrapolation, and exceptionalism. We end by discussing how these issues may work against mobilizing health equity policies and present a more modest claim regarding the value of new epigenetic knowledge to health justice by setting this discourse within the context of known themes in biomedical ethics and health policy. New York, Picador, 2003, 131 pp.In the nineteenth century a broadly influential branch of Romantic philosophy insisted that goodness and beauty were intimately related. The goals of ethical and aesthetic education were taken to be one (...) and the same—the cultivation of the kalokagathos or "noble-and-beautiful" individual.1 This robust view of the relation between ethical and aesthetic education is now rarely defended; it was dealt a mortal wound by the inconvenient fact that highly cultured or Gebildete individuals have been implicated in the twentieth century's worst political crimes.This does not mean, however, that connections between ethical and aesthetic projects are no longer made. One such attempt to relate ethics and aesthetic—a bleak, somber, and deeply chastened attempt—is presented in the late Susan Sontag's Regarding the Pain of Others. In this small but dense book, Sontag assesses the hope that the reproduction of images, especially photographic images, of violence and atrocity might help to abolish war, or at least to play a role in combating genocide or the commission of gross violations of the laws of war. While she evidently wishes to find "an antidote to the perennial seductiveness of war," Sontag is doubtful that photography is equal to this moral burden.2Sontag's work concentrates on the aesthetic and ethical challenges that confront any attempt to convey the horrors of war to uninvolved observers. Her focus is thus trained on an attempt to exorcise what she refers to as the "seductiveness of war"; she is not primarily concerned to identify the source of war's allure (though she does have some interesting observations to make on the issue).3 William Pfaff, by contrast, is both repelled and fascinated by the modern embrace of violence. The Bullet's Song: Romantic Violence and Utopia offers an enthralling account of the intellectual and aesthetic forces that provoked the feverish modern love affair with violence and war. Pfaff is at least as doubtful as Sontag, however, that that love affair [End Page 100] is over and that we are in a position to forge a more pacific sensibility. Nevertheless, he insists that if we are to have the slightest hope of avoiding a full-scale repetition of the twentieth-century's "carnival of inhumanity," we need to understand the nature of its romance with violence.So how did that romance come about? The central theme of The Bullet's Song is the consequences of the loss of "chivalry." This, according to Pfaff, was a code that "held that what an individual or society could licitly do to another was limited by a morality linked to the essential values of Western civilization."4 Within this framework, it was expected that states would sometimes go to war with one another, but war was seen merely as an extreme means of settling disputes, not of eliminating entire societies or remaking the world. For individuals, war was presented as "a test of valor, rewarded by 'honor'"—in other words, it was seen as an occasion to test oneself in the light of a set of ideals of conduct that operated as constraints on permissible behavior in war.5 All of this came to a sticky end in the trenches of World War I, replaced by a morally nihilistic idea of total war. Pfaff claims that this moral vacuum proved intolerable to many individuals. They reacted in several different ways. Some attempted to construct "codes of individual transcendence" and "collective will," while others gave themselves over to "utopias based on historical fictions."6This is a very large story, and it is in fact too bulky for the confines of this book. On Saturday, another paper session or panel is followed by the Society’s annual members’ meeting.A highlight of the 2012 SBCS annual meeting was the unanimous approval, first by the governing board and later by the membership in attendance, of a major revision of the society’s bylaws. While aging research and policy aim to promote ‘health’ at all ages, there remains no convincing explanation of what this ‘health’ is. In this paper, I investigate whether we can find, implicit within the sciences of aging, a way to know what health is and how to measure it, i.e. a theory of health. To answer this, I start from scientific descriptions of aging and its modulators and then try to develop some generalizations about ‘health’ implicit within this research. After (...) discussing some of the core aspects of aging and the ways in which certain models describe spatial and temporal features specific to both aging and healthy phenotypes, I then extract, explicate, and evaluate one potential construct of health in these models. This suggests a theory of health based on the landscape of optimized phenotypic trajectories. Various influential ethical theories propose that we should strive to develop morally sound character traits, either because good actions are those that issue from good character traits, or because good traits are those that generally incline us toward actions that are good for some independent reason such as the intentions with which they are performed or the consequences of performing them. This proposal obviously raises questions about the nature and origins of character traits, and our degree of control over them. (...) ArgumentThe tension between theoretical and practical knowledge was particularly problematic for trainee physicians. Unlike civic apprenticeships in surgery and pharmacy, in early modern England there was no standard procedure for obtaining education in the practical aspects of the physician’s role, a very uncertain process of certification, and little regulation to ensure a suitable reward for their educational investment. For all the emphasis on academic learning and international travel, the majority of provincial physicians returned to practice in their home area, because (...) establishing a practice owed more to networks of kinship, patronage and credit than to formal qualifications. Only when practitioners had to rely solely on their professional qualification to establish their status as young practitioners that the community could trust would proposals to reform medical education, such as those put forward to address a crisis of medicine in Restoration London, which are examined here, be converted into national regulation of medical education in the early nineteenth century, although these proposals prefigured many informal developments in medical training in the eighteenth century. The discovery of the engram, the physical substrate of memory, is a central challenge for the sciences of memory. Following the application of optogenetics to the neurobiological study of memory, scientists and philosophers claim that the engram has been found. In this paper, I evaluate the implications of applying optogenetic tools to the localization of the engram. I argue that conceptions of engram localization need to be revised to be made consistent with optogenetic studies of the engram. I distinguish between (...) challenges to vehicle and content localization. First, I consider the silent engram hypothesis. According to this hypothesis, optogenetic studies indicate that synaptic efficacy, the traditional engram-bearing vehicle, is important merely for retrieval. I argue that this interpretation rests upon a misunderstanding of accessibility. Second, I argue that optogenetic-based strategies and findings conflict with preservationist and constructivist views on memory storage. There is an enduring trace, but stored content may change over time and experience, resulting in doubt about what constitutes a single engram. (shrink)

This paper is an attempt to answer the question, ‘could there be causation in a timeless world?’ My conclusion: tentatively, yes. The paper and argument have three parts. Part one introduces salient issues and spells out the importance of this line of investigation. Section two of the paper reviews recent arguments due to Baron and Miller, who argue in favour of the possibility of causation in a timeless world, and looks to reject their arguments developed there. It’s generally assumed that, if an agent x acts by ϕ-ing, then there occurs an event which is x’s ϕ-ing. But what about when an agent tries to do something? Are there such things as attempts? The standard answer is ‘Yes’. But in a series of articles, and now a book, David-Hillel Ruben has argued that the answer is ‘No’: what happens when x tries to ϕ isn’t that an attempt occurs; rather, what happens is simply that a certain subjunctive (...) conditional fact obtains; x tries to ϕ just in case, had all the necessary conditions for success obtained, x would have intentionally ϕ-ed. I defend the existence of attempts. Following Ruben, I frame the issue in terms of the logical form of trying sentences. Against Ruben’s view that such sentences express subjunctive conditionals, I argue that they express existential quantifications over attempts qua events. The hemidesmosome is a complex junction containing many proteins. The keratin cytoskeleton attaches to its cytoplasmic plaque, while its transmembrane elements interact with components of the extracellular matrix. Hemidesmosome assembly involves recruitment of α6β4 integrin heterodimers, as well as cytoskeletal elements and cytoskeleton-associated proteins to the cell surface. In our cell culture models, these phenomena appear to be triggered by laminin-5 in the extracellular matrix. Cell interaction with laminin-5 apparently induces both phosphorylation and dephosphorylation of subunits of α6β4 integrin. There (...) is emerging evidence that such events are necessary for subsequent cytoskeleton anchorage to the hemidesmosome cytoplasmic plaque. Once assembled, the hemidesmosome plays an essential role in maintaining firm epithelial adhesion to the basement membrane, with hemidesmosome disruption being a hallmark of certain devastating blistering diseases. However, the hemidesmosome is more than just a stable anchor, as it may also be the site of signal transduction, mediated by its α6β4 integrin component. Many healthcare agencies are producing evidence-based guidance and policy that may determine the availability of particular healthcare products and procedures, effectively rationing aspects of healthcare. They claim legitimacy for their decisions through reference to evidence-based scientific method and the implementation of just decision-making procedures, often citing the criteria of ‘accountability for reasonableness’; publicity, relevance, challenge and revision, and regulation. Central to most decision methods are estimates of gains in quality-adjusted life-years, a measure that combines the length and quality of survival. (...) However, all agree that the QALY alone is not a sufficient measure of all relevant aspects of potential healthcare benefits, and a number of value assessment frameworks have been suggested. I argue that the practical implementation of these procedures has the potential to lead to a distorted assessment of value. Undue weight may be ascribed to certain attributes, particularly those that favour commercial or political interests, while other attributes that are highly valued by society, particularly those related to care processes, may be omitted or undervalued. This may be compounded by a lack of transparency to relevant stakeholders, resulting in an inability for them to participate in, or challenge, the decisions. The makes it likely that costly new technologies, for which inflated prices can be justified by the current value frameworks, are displacing aspects of healthcare that are highly valued by society. To be human is to be engaged in relationships of friendship, trust, and love. These relationships cannot flourish unless information essential to each relationship is kept within the confines of that relationship--unless the individuals involved have knowledge of, and control over, the information about themselves that is available within their particular relationships. This knowledge of and control over information about oneself is the core of "privacy"; privacy's role in maintaining relationships explains its importance to us. Technological advances in computing have (...) made it possible to glean bits of information about an individual from a variety of relationships--personal, professional, medical, financial--and to combine them into a "virtual mosaic" of that individual.
