His pseudo-scientific explanations, often incomprehensible for us mortals, thus create a certain connection between the Doctor and the Wizard of Oz, whose magic powers result from a superior knowledge of science. Drawing on the SAGE minutes and other documents, I consider the wider lessons for norms of scientific advising that can be learned from the UK’s initial response to coronavirus in the period January-March 2020, when an initial strategy that planned to avoid total suppression of transmission was abruptly replaced by an aggressive suppression strategy. I introduce a distinction between “normatively light advice”, in which no specific policy option is recommended, and “normatively heavy advice” that does make an explicit recommendation. (...) I argue that, although scientific advisers should avoid normatively heavy advice in normal times in order to facilitate democratic accountability, this norm can be permissibly overridden in situations of grave emergency. SAGE’s major mistake in early 2020 was not that of endorsing a particular strategy, nor that of being insufficiently precautionary, but that of relying too heavily on a specific set of “reasonable worst-case” planning assumptions. I formulate some proposals that assign a more circumscribed role to “worst-case” thinking in emergency planning. In an epilogue, I consider what the implications of my proposals would have been for the UK’s response to the “second wave” of late 2020. (shrink)

The twentieth-century Dutch philosopher Herman Dooyeweerd left behind an impressive canon of philosophical works and has continued to influence a scholarly community in Europe and North America, which has extended, critiqued, and applied his thought in many academic fields. Jonathan Chaplin introduces Dooyeweerd for the first time to many English readers by critically expounding Dooyeweerd's social and political thought and by exhibiting its pertinence to contemporary civil society debates. Clinical Ethics, Ahead of Print. This paper is a response to a recent BMJ Blog: ‘The duty to treat: where do the limits lie?’ Members of the Surrey Heartlands Integrated Care Service Clinical Ethics Group reflected on arguments in the Blog in relation to resuscitation during the COVID-19 pandemic.Clinicians have had to contend with ever-changing and conflicting guidance from the Resuscitation Council UK and Public Health England regarding personal protective equipment requirements in resuscitation situations. St John Ambulance had different guidance (...) for first responders.The situation regarding resuscitation led the CEG to consider ethical aspects of health care professionals’ responses to the need for resuscitation during COVID-19. Members agreed that professionals should, ideally, have the level of PPE required for an aerosol generating procedure. However, there was no consensus regarding professionals’ duty to care when this is not available. On the one hand, it was agreed that the casualty/patient’s interests regarding resuscitation should be prioritised due to professionals’ contract with the public and professional privilege. On the other hand, risk thresholds were considered relevant to individual decision-making and professionals’ duty to care. All agreed that decision-making should not be influenced by rewards or reprimands. It was agreed also that decisions to resuscitate should not be considered as moral heroism or supererogatory - regardless of PPE availability - but rather as ‘minimally decent’. We agreed that it may be acceptable for professionals, with good reasons, to opt out of resuscitation attempts and these should be reflected on and discussed before the event. (shrink)

Some of the authors of the essays on Chinese philosophers prefer the pin yin system of romanization for Chinese names and words, while others prefer the Wade‐Giles system. Given that both systems are in wide use today, important names and words are given in both their pin yin and Wade‐Giles formulations. The author's preference is printed first, followed by the alternative romanization within brackets.

I begin by expressing my sincere thanks to my critics for taking time from their own impressive projects in epistemology to consider mine. Often, in reading their criticisms, I had the feeling of having received more help than I really wanted! But the truth of the matter is that we learn best by making mistakes, and I appreciate the conscientious attention to my work that my critics have shown.

This paper develops and defends a new account of B-theoretic endurantism and a new account of the metaphysics of the quantum state, and highlights the parallels between the considerations that motivate them. These new accounts are both fragmentalist, in the sense that they follow Fine (2005) in invoking a symmetric coordination relation between facts, such that facts that are pairwise incompatible (like Hugh's being happy and Hugh's being sad) can both obtain provided that they are not related by this relation. However, while Fine allows that fragments can be logically incoherent— P can obtain in one fragment while not-P obtains in another—the fragmentalist accounts defended here are motivated even if we insist on logical coherence between fragments. Are there key respects in which character and character defects are voluntary? Can agents with serious vices be rational agents? Jonathan Jacobs answers in the affirmative. Moral character is shaped through voluntary habits, including the ways we habituate ourselves, Jacobs believes. Just as individuals can voluntarily lead unhappy lives without making unhappiness an end, so can they degrade their ethical characters through voluntary action that does not have establishment of vice as its end. Choosing Character presents an account of (...) ethical disability, expanding the domain of responsibility and explicating the role of character in ethical cognition. Jacobs contends that agents become ethically disabled voluntarily when their habits impair their ability to properly appreciate ethical considerations. Such agents are rational, responsible individuals who are yet incapable of virtuous action. The view develops and modifies Aristotelian claims concerning the fixity of character. Jacobs' interpretation is developed in contrast to the overlooked work of Maimonides, who also used Aristotelian resources but argued for the possibility of character change. The notion of ethical disability has profound ramifications for ethics and for current debates about blame and punishment. (shrink)

First-in-human clinical trials represent a critical juncture in the translation of laboratory discoveries. However, because they involve the greatest degree of uncertainty at any point in the drug development process, their initiation is beset by a series of nettlesome ethical questions [1]: has clinical promise been sufficiently demonstrated in animals? Should trial access be restricted to patients with refractory disease? Should trials be viewed as therapeutic? Have researchers adequately minimized risks? The resolution of such ethical questions inevitably turns on claims (...) about future events like harms, therapeutic response, and clinical translation. Recurrent failures in clinical translation, like Eli Lilly's Alzheimer candidate semagacestat, highlight the severe limitations of current methods of prediction. In this case, patients in the active arm of the placebo-controlled trial had earlier onset of dementia and elevated rates of skin cancer [2]. Various authoritative accounts of human research ethics state that decision-making about risk and benefit should be careful, systematic, and non-arbitrary [3]–[5]. Yet, these sources provide little guidance about what kinds of evidence stakeholders should use to ensure their estimates of such events ground responsible ethical decisions. In this article, we suggest that investigators, oversight bodies, and sponsors often base their predictions on a flawed and inappropriately narrow preclinical evidence base. (shrink)

A Companion to all of ancient philosophy will necessarily present the reader with a somewhat shallow (...) overview. Is this really such a good idea? What is its role, when there are already Companions to Early Greek Philosophy, Plato, Aristotle, The Stoics, and Plotinus? The editor answers this by aiming also to provide a "book to accompany survey courses on the history of ancient philosophy." It is challenging to provide an overview of the first millennium and more of Western philosophy, but this pedagogical goal is tougher. David Sedley has managed both tasks well. Although some chapters are not suitable hors d'oeuvres for beginners, all will nourish the hungry and whet the appetite for more. Even those chapters which amount to substantial entrées too rich for novices are excellent meat. There are no reheated leftovers. From beginning to end this is a feast of reason.The book makes abundant use of tables to present large amounts of complex material economically—lists of Plato's dialogues indicate topics, speakers and lengths; Roman philosophers are displayed with biographical notes, school affiliations, and major works; philosophical commentators are given with date and the author and work commented on; nineteen Presocratics are adorned with birthplace, date, key ideas and thumbnail comments. Many of the chapters cultivate an elegant but economical style which must be due in part to editorial encouragement and example. Though it is bound to skip over much, it avoids even the appearance of superficiality. Jill Kraye's chapter on "The legacy of ancient philosophy" to the medieval and modern world is a masterpiece of clarity and compression as well as a superb piece of intellectual history.Kraye's survey concludes the volume. Sedley's substantial introduction begins it by motivating the study of ancient philosophy through two characteristic questions, "What is a good human life?" and "Why isn't the earth falling?" and culminates in a highly informative guide to our various textual sources and a compact demonstration of how they become the editions and translations we use.Jonathan Barnes opens (ch. 1) with a homily on "Argument in ancient philosophy"; splendid stuff, but for all its lucidity, not an ideal appetizer for the survey course students I teach—it's a dessert better served later in the volume. Similarly thematic chapters on "Philosophy and literature" (ch. 8, Martha Nussbaum), "Philosophy and science" (ch. 10, R.J. Hankinson) and "Philosophy and religion" (ch. 11, Glenn Most) set ancient philosophy in broader context. Hankinson splendidly communicates the scientific agenda of the ancient world, perhaps over-emphasizing the mathematical sciences, Galen and scientific epistemology at the cost of "scientific" writers like Strabo, Pliny, and Vitruvius. Nussbaum concentrates on the fourth century B.C. at the expense of later centuries, but gives excellent value on the canonical texts, the Republic and the Poetics. Most's essay explores the interpenetration of religious themes with the philosophical (emphasizing how differently pagan religion interacted with philosophy than does any modern faith) and adds an acute though exaggerated set of observations on the religious quality of the ancient philosophical way of life. It would be hard to locate the saintly sages Most presents as typical in the logical landscape evoked by Barnes.The remaining chapters cover periods and major figures. Malcolm Schofield on the Presocratics (ch. 2), Sarah Broadie on the Sophists and Socrates (ch. 3), Christopher Rowe on Plato (ch. 4), John Cooper on Aristotle (ch. 5), Jacques Brunschwig and David Sedley on Hellenistic philosophy, A.A. Long on Roman (ch. 7), and Frans de Haas on Late ancient philosophy. The authors are all eloquent authorities and it's a menu with no bad choices—though I'm sure my undergraduates will find Cooper's treatment of the figures of Aristotle's syllogisms indigestible. This essay considers the prospects of modeling spacetime as a phenomenon that emerges in the low-energy limit of a quantum liquid. It evaluates three examples of spacetime analogues in condensed matter systems that have appeared in the recent physics literature, indicating the extent to which they are viable, and considers what they suggest about the nature of spacetime.

Presenting a new political and historical theory of the mixed economy, this book is a convincing argument for a challenging social ideal - democratic communitarianism. Individualistic notions of liberty, equality and prosperity are too central to modern life and they need to be balanced by values of `community' and co-operation. Arguing that such a transformation is possible and practical, the author argues that long-term changes must be achieved before economic success can take place in a more fraternal, participative, and democratic (...) society. Changes in immigration policy and legislation have the power to shape and alter the gendering of migration in significant ways, and can have a dramatic effect on the lives and relationships of the men, women and families involved. In this paper, we examine the provisions of the new Immigration Act introduced in South Africa in 2002. The Act, which replaces the outdated Aliens Control Act of 1991, gives considerable cause for concern on gender grounds. Foremost, the Act entrenches a system (...) of male-dominated regional labour migration that has its origins in the 19th-century discovery of gold and diamonds. The male bias in the work permit and other employment-based categories along with the limits to family reunification for those entering for work are likely in effect to discriminate against women to a greater extent than men. While similar gender concerns are common to most immigration policy regimes around the world, the particular circumstances of the South African case, where both skilled and unskilled migration streams are heavily male-dominated, makes them especially acute here. This paper contextualizes migration regimes in South Africa and examines in detail the likely implications of the new Immigration Act. (shrink)

Por lo que, el siguiente texto abarca desde la filosofía Žižekianay el psicoanálisis lacaniano, el fenómeno de la violencia ejercida por la figura del comunista liberal, en un comparativo con el crimen organizado mexicano, intentando desentrañar la estructura básica (...) de la dinámica social que impera en la ayuda humanitaria. Así mismo se define la violencia en general y algunas de sus manifestaciones en la sociedad; estableciendo los elementos esenciales de una ideología, distinguiéndola como una herramienta adecuada para el análisis social, esperado así, resolver cómo se constituye en realidad. Palabras clave: Violencia, sistémica, ayuda humanitaria, goce, realidad.This article presents the analysis of the aid provided by drug trafficking cartels in Mexico. It arises from a critical reading of Slavoj Žižek’s work regarding violence and ideology which lays the foundation for the interpretation of humanitarian aid as a violent act. Hence, the coverage of the article from Žižekian philosophy and Lacanian psychoanalysis, the phenomenon of violence exerted by the figure of the liberal communist, in comparison to Mexican organized crime, trying to unravel the basic structure of social dynamics which prevail in humanitarian aid. Likewise, violence in general and some of its manifestations in society are defined; establishing the essential elements of an ideology, distinguishing it as a suitable tool for social analysis, thus expected, solving how it is actually constituted. How can one Jewish thinker's natural law theory explain morality, divine commandments, and human ordinances; and how do we assess the consistency of that theory when it is mentioned in connection with such diverse areas? The answer lies in the changing meaning of reason in Novak's writings.

This response agrees with Stanovich's emphasis on the need for decentering, and, in response to Beyth-Marom, attempts to clarify the normative-prescriptive-descriptive distinction and point in the direction of prescriptive models. It takes issue with Cabanac and with Lindsay & Gorayska.

A key working hypothesis in neuroscience is ‘materialistic reductionism’, i.e., the assumption whereby all physiological, behavioral or cognitive phenomena is produced by localized neurochemical brain activation (but not vice versa). However, analysis of sub-threshold Weber’s psychophysical stimulation indicates its computational irreducibility to the direct interaction between psychophysical stimulation and any neuron/s. This is because the materialistic-reductionistic working hypothesis assumes that the determination of the existence or non-existence of any psychophysical stimulation [s] may only be determined through its direct interaction [di1] (...) with a given neuron/s [N] that together forms the ‘neural registry’ computational level [NR/di1]. But, this implies that in cases of (initial) sub-threshold (sensory-specific) psychophysical stimulation which is increased above the sensory-specific threshold but below Weber’s psychophysical ‘dv’—the psychophysical computational processing [PCP] produces an apparently ‘computationally indeterminate’ output. This is because materialistic reductionism asserts the contingency of PCP upon the existence of a direct interaction between ‘s’ and ‘N’ within the NR/di1 level, but in the special case of Weber’s sub-threshold psychophysical stimulation the same PCP/di1 also asserts the non-existence of ‘s’ (as demanded by Weber’s psychophysical law). However, given robust empirical evidence indicating the capability of PCP to determine whether (or not) ‘s’ exists, we must conclude that PCP may not be carried out from within NR’s direct interaction between a particular psychophysical stimulation and any set of neuron/s in the brain. Hence, the Duality Principle asserts the conceptual irreducibility of sub-threshold psychophysical stimulation to any direct NR/di1: s-N interaction, thereby challenging the current materialistic-reductionistic assumption. The roots of the formation of a post-Mongol political theology that situated Muslim emperors and sultans at the center of an Islamic cosmos are found in the Ilkhanid court in late thirteenth- and early fourteenth-century Iran. This article investigates the case of the short-lived rebellion of the Mongol governor of Rūm and Mahdi-claimant Temürtash. It demonstrates how the discourse of religious reform was recruited to translate and support the claims of non-Chinggisid commanders to the transfer of God’s favor, thus opposing (...) the Chinggisids’ heaven-derived exceptionalism. Exploring affinities with the Timurid appropriation of the mujaddid tradition a century later, the article argues that Temürtash’s rebellion signaled the early stages of the dispersion of a new political language that freed Muslim kingship from the restrictive genealogical and juridical Sunni models of authority.
