This essay proposes African-based ethical solutions to profound human problems and a working African model to address those problems. The model promotes sustainability through advanced agroecological and information communication technologies. The essay’s first section reviews the ethical ground of that model in the work of the Senegalese scholar, Cheikh Anta Diop. The essay’s second section examines an applied African model for translating African ethical speculation into practice. Deeply immersed in European and African ethics, Godfrey Nzamujo developed the Songhaï Centers to (...) solve the problem of rural poverty in seventeen African countries. Harnessing advanced technologies within a holistic agroecological ecosystem, Nzamujo’s villages furnish education spanning the fields of ethics, information communication technology, microbiology, international development, and mechanical, electrical, civil and biological engineering in a community-based and centered development enterprise. The essay proposes a global consortium of ecovillages based on Nzamujo’s model. The final section explores funding methods for the consortium. The conclusion contemplates a return to Africa to supplement environmental ethics that enhance life’s future on earth. (shrink)

We discuss how academically-based interdisciplinary teams can address the extreme challenges of the world’s poorest by increasing access to the basic necessities of life. The essay’s first part illustrates the evolving commitment of research universities to develop ethical solutions for populations whose survival is at risk and whose quality of life is deeply impaired. The second part proposes a rationale for university responsibility to solve the problems of impoverished populations at a geographical remove. This article explores normative questions about what legal rights settled immigrants should have in liberal democratic states. It argues that liberal democratic justice, properly understood, greatly constrains the distinctions that can be made between citizens and residents. The longer people stay in a society, the stronger their moral claims become, and after a while they pass a threshold that entitles them to virtually the same legal status as citizens and eventually easy access to citizenship itself.

In this essay, we examine the use of resting state fMRI data for psychological inferences. We argue that resting state studies hold the paired promises of discovering novel functional brain networks, and of avoiding some of the limitations of task-based fMRI. However, we argue that the very features of experimental design that enable resting state fMRI to support exploratory science also generate a novel confound. We argue that seemingly key features of resting state functional connectivity networks may be artefacts resulting (...) from sampling a ‘mixture distribution’ of diverse brain networks active at different times during the scan. We explore the consequences of this ‘mixture view’ for attempts to theorize about the cognitive or psychological functions of resting state networks, as well as the value of exploratory experiments. Let’s face it, the humanities are in trouble. Last year, in The Chronicle of Higher Education, Thomas H. Benton warned prospective graduate students to avoid doctoral studies in the humanities. His rationale: a job market down 40%, the improbability of tenure, the more certain prospect of life as an adjunct, and eventual outright exile from one’s chosen field. Benton, the pen name of William Pannapacker, an associate professor of English at Hope College in Holland, Michigan, pulled no punches. The Bush administration's military war on terrorism is a blunt, ineffective, and unjust response to the threat posed to innocent civilians by terrorism. Decentralized terrorist networks can only be effectively fought by international cooperation among police and intelligence agencies representing diverse nation‐states, including ones with predominantly Islamic populations. The Bush administration's allegations of a global Islamist terrorist threat to the national interests of the United States misread the decentralized and complex nature of Islamist politics. Undoubtedly there exists a “combat fundamentalist” (...) element within Islamism. But the threat posed to U.S. citizens by Islamist terrorism neither necessitates nor justifies as a response massive military invasions of other nations. Not only does the Bush administration's war on alleged “terrorist states” violate the doctrine of just war, but in addition these wars arise from a new, unilateral, imperial foreign‐policy doctrine of “preventive wars.” Such a doctrine will isolate the United States from international institutions and long‐standing allies. The weakening of these institutions and alliances will only weaken the ability of the international community to deter terrorism. (shrink)

Ever since the publication of Placide Tempel's epoch-making work Bantu Philosophy, African philosophers have worked to dispel the myth that there is no metaphysics in Africa.

Economics is a science - at least positive economics must be. And science is in part applied mathematics, in part empirical observations and tests. Looking at the history of economics, one cannot find much testing done before the twentieth century, and even the collection of data, even in the manner Marx engaged in, was not common in his day. It is true that economic policy is an older field, and in that field much information is deployed for the purpose of (...) prescribing a course of action. But this is not to say that the information procured for that purpose is either based on observation or has been tested. In the seventeenth century some alchemists and economists hoped to boost the economy by manufacturing gold, others feared inflation; and the British Parliament legislated against manufacturing gold. David Hume proved in the eighteenth century - quite a priori - that doubling the quantity of gold will only double the price of each commodity and he thus set things at rest for a while. Later the question was opened again when Marx, for example, showed historically how the gold robbed from the Americas started Europe's boom. Yet the theory - the quantity theory of money, as it is called - which Hume proved a priori, is still contested and still hardly tested to economists' satisfaction: is the price level fixed mainly by the amount of available money? Birch (2022a) proposes a theory-light methodology for studying whether invertebrates have the capacity for (phenomenal) consciousness. The success of any such methodology turns on the positive markers it proposes, and whether they are genuinely ecumenical. After providing an account of what it is for a marker to be ecumenical, it is argued that one of the more influential set of markers offered – unlimited associative learning – clearly counts as positive evidence for consciousness on only a small handful of theories, (...) rendering Birch???s theory-light approach tacitly theory-heavy. What emerges is a broader lesson concerning what exactly is required for the theory-light framework to be successful. (shrink)

ABSTRACT Generative artificial intelligence is transforming the way we make, and think about, art. With prompting from human users, these generative systems now produce aesthetically compelling and seemingly creative works in a variety of artistic domains. In doing so, they challenge the ways we think about artistic credit, about creativity, and about the mechanism of legal copyright, which is meant to protect and promote creativity in a capitalist art market. All of this is currently at play in the courtroom, as (...) artists contest the ways in which their artworks can be rightfully fed into these artificial systems (“the problem of the inputs”), and other artists are challenged over whether they might be credited for the visual images these systems generate (“the problem of the outputs”). Here, we explore these problems as they arise in visual art. We argue that the contested legal landscape surrounding these artificial systems reflects the ways they challenge our received notions of artistic credit and creativity. And we suggest that clarifying or changing the application of copyright in light of their generative capacities will ultimately involve revising our conception of art. (shrink)

The Judeo-Christian mystical tradition is replete with accounts of visions. But the perceptual experiences reputedly involved in these visions are often problematic. The prophet Isaiah is reputed to have seen God in a mystic vision; St Francis to have seen Christ and received the stigmata; Julian of Norwich to have seen Christ's passion; St Teresa of Avila to have seen Christ, the devil, seraphim, and various Saints. Yet at least two fundamental questions immediately arise concerning the perceptual awareness involved in (...) such visionary experiences. First, how could Jewish or Christian mystics have any reasonable certitude of correctly identifying such extraordinary entities as God, angels, and deceased Saints, as figures in their visions? And second, while Catholics, for example, see the Virgin Mary during their visions, Muslims see Muslim saints and Hindus see Hindu deities: why then do mystics tend during their visions to perceive entities which accord with their expectations, entities which are usually regarded as possessing special religious significance exclusively within each mystic's own religious tradition? Explanation of cognition as a special way of being appears in Aristotle without traceable ancestry. Earlier, in Parmenides and in Empedocles, the notion that cognition is somehow equated with the physical constitution of the knower at any given moment had been put forward. But the now rather enigmatic fragments of those thinkers fail to show how this notion foreshadowed any new kind of being over and above the physical. Autobiographical essays can be an indulgence. Often self-congratulatory and low on self-reflection, they seldom serve a purpose other than to stoke nostalgia. So when given this opportunity to write about my life in medicine and bioethics, I decided I would take stock, and not simply celebrate whatever accomplishments I might have had. Rather, I would use this opportunity to look for themes that linked the decades together. My hope was that the process might assemble the mosaic that has been my (...) life into a discernible pattern that could only be seen from a distance, and from the vantage of historical reflection. Concerned researchers of online forums might implement what Bruckman (2002) referred to as disguise. Heavy disguise, for example, elides usernames and rewords quoted prose so that sources are difficult to locate via search engines. This can protect users (who might be members of vulnerable populations, including minors) from additional harms (such as harassment or additional identification). But does disguise work? I analyze 22 Reddit research reports: 3 of light disguise, using verbatim quotes, and 19 of heavier disguise, using reworded phrases. (...) I test if their sources can be located via three different search services (i.e., Reddit, Google, and RedditSearch). I also interview 10 of the reports’ authors about their sourcing practices, influences, and experiences. Disguising sources is effective only if done and tested rigorously; I was able to locate all of the verbatim sources (3/3) and many of the reworded sources (11/19). There is a lack of understanding, among users and researchers, about how online messages can be located, especially after deletion. Researchers should conduct similar site-specific investigations and develop practical guidelines and tools for improving the ethical use of online sources. (shrink)

There have been two major lines of research aimed at capturing resource-bounded players in game theory. The first, initiated by Rubinstein (), charges an agent for doing costly computation; the second, initiated by Neyman (), does not charge for computation, but limits the computation that agents can do, typically by modeling agents as finite automata. We review recent work on applying both approaches in the context of decision theory. For the first approach, we take the objects of choice in a (...) decision problem to be Turing machines, and charge players for the “complexity” of the Turing machine chosen (e.g., its running time). This approach can be used to explain well-known phenomena like first-impression-matters biases (i.e., people tend to put more weight on evidence they hear early on) and belief polarization (two people with different prior beliefs, hearing the same evidence, can end up with diametrically opposed conclusions) as the outcomes of quite rational decisions. For the second approach, we model people as finite automata, and provide a simple algorithm that, on a problem that captures a number of settings of interest, provably performs optimally as the number of states in the automaton increases. Kincaid argues that molecular biology provides little support for the reductionist program, that biochemistry does not reveal common mechanisms, indeed that biochemical theory obstructs discovery. These assertions clash with biologists' stated advocacy of reductionist programs and their claims about the consequent unity of experimental biology. This striking disagreement goes beyond differences in meaning granted to the terms. More significant is Kincaid's misunderstanding of what biochemists do, for a closer look at scientific practice-- and one of Kincaid's examples--reveals substantial progress toward (...) explaining biological function with biochemical models. Newell wanted a theory of cognition to abide by some explicit criteria, here called the Newell Test. The test differs from the Turing Test because it is explicit. The Newell Test will include the Turing Test if its characterization of cognition is complete. It is not. Its use here is open-ended: A system that does not pass it well invites improvement.
