This article presents the understanding of Eurasianism as an expression of Russia’s essence in the works of N.S. Trubetskoi, P.P. Suvchinskii, P.N. Savitskii, and L.P. Karsavin. We use the cognitive category “historical collective individuality” for a more complete and deeper understanding of Eurasianism as a set of views and approaches, as well as a certain specialized social community of its representatives. The use of this category allows us to reveal Eurasianism as an area of ideas expressing the essence of Russia. (...) N.S. Trubetskoi considers Russian-Turanian unity to be just such an expression of that essence; for P.N. Savitskii, it is the circle of “European and Asiatic/Asian cultures”; for P.P. Suvchinskii, Russia’s great testament is the unification of the people and the intelligentsia under the “all-resolving dome of the Orthodox Church”; and for L.P. Karsavin, Russia’s essence consists in its development as a Eurasian subject or a collective person. In addition, the category of historical collective individuality allows us to reveal Eurasianism as a “gold reserve of life” for Eurasians in exile. Thus, the unity of metaphysics and life sought in Russian philosophy is achieved. We draw conclusions about the historicity of the Eurasianist collective individuality. (shrink)

This article discusses development of the content of the concept “Philosophy Steamer,” which refers to the 1922 expulsion from Russia of a group of intelligentsia who sharply criticized the authorities. The author shows that the group of exiled philosophers was united both by their previous philosophical and social activity and by their joint activity as émigrés. She analyzes the concepts of “historical collective individuality,” “collective person,” and “communal person” introduced by Lev P. Karsavin in order to determine the holistic nature (...) of this exiled social group and its characteristic self-consciousness, behavior, aspirations, and feelings (moods). Examining the event known as the “Philosophy Steamer” through the concepts listed above allows the author to cognize the historical, social, and cultural reality more broadly and productively. The article demonstrates that the concept of a collective person can also be applied to other social groups, thereby extending the methodology of human-studies cognition beyond the study of facts and statistical data. In Russia, the Neo-Kantianism of the Baden school was extensively studied and exceedingly influential, in terms of both its strengths and its weaknesses. The present article outlines the two ways of overcoming W. Windelband’s philosophy. The first is an ontological overcoming via the idea of all-​​unity and sophiology, which replaces Windelband’s concept of a folk soul. The second is an aesthetic overcoming via the recreation of reality in creativity, the work of free theurgy. There seems to be confusion and disagreement among scholars about the meaning of interpersonal forgiveness. In this essay we shall venture to clarify the meaning of forgiveness by examining various literary works. In particular, we shall discuss instances of forgiveness from Homer’s The Iliad, Euripides’ Hippolytus, and Aristotle’s Nicomachean Ethics and we shall focus on the changes that the concept of forgiveness has gone through throughout the centuries, in the hope of being able to understand, and therefore, of being able (...) to use more accurately, contemporary notions of forgiveness. Targeted gene alteration (TGA) is a strategy for correcting single base mutations in the DNA of human cells that cause inherited disorders. TGA aims to reverse a phenotype by repairing the mutant base within the chromosome itself, avoiding the introduction of exogenous genes. The process of how to accurately repair a genetic mutation is elucidated through the use of single‐stranded DNA oligonucleotides (ODNs) that can enter the cell and migrate to the nucleus. These specifically designed ODNs hybridize to the target (...) sequence and act as a beacon for nucleotide exchange. The key to this reaction is the frequency with which the base is corrected; this will determine whether the approach becomes clinically relevant or not. Over the course of the last five years, workers have been uncovering the role played by the cells in regulating the gene repair process. In this essay, we discuss how the impact of the cell on TGA has evolved through the years and illustrate ways that inherent cellular pathways could be used to enhance TGA activity. We also describe the cost to cell metabolism and survival when certain processes are altered to achieve a higher frequency of repair. (shrink)

Harmony has become a major challenge for modern governance in the twenty-first century because of the multi-religious, multi-racial and multi-ethnic character of our increasingly globalized societies. Governments all over the world are facing growing pressure to integrate the many diverse elements and subcultures which make up modern pluralistic societies. This book examines the idea of harmony, and its place in politics and governance, both in theory and practice, in Asia, the West and elsewhere. It explores and analyses the meanings, mechanisms, (...) dimensions and methodologies of harmony as a normative political ideal in both Western and Asian philosophical traditions. The book argues that in Western political thought - which sees politics as primarily concerned with resolving social conflicts and protecting individual rights - the concept of harmony has often been neglected. In contrast, since earliest times harmony or ‘he’ has been a profound theme in Confucian thought, and current leaders of many East Asian governments, and the Chinese government, have explicitly declared that the realisation of a harmonious society is their aim. The book also assesses how harmony is pursued, jeopardized or deformed in the real world of politics, based upon empirical analysis of a variety of different cultural, social and political contexts, including: China, Hong Kong, Singapore, Malaysia, Singapore, Vietnam, Denmark, Latin America and the Scandinavian countries. It shows how harmony as an organizing concept can help to promote new thinking in governance, and overcome problems of modern-day governance like distrust, adversarial conflicts, hyper-individualism, coercive state intervention, and free-market alienation. It also discusses the potential problems posed by the pursuit of harmony, in particular in the grave threat of totalitarianism, and considers how these risks could best be mitigated. (shrink)

© JNCCN-Journal of the National Comprehensive Cancer Network.Background: Next-generation tumor sequencing panels, which include multiple established and novel targets across cancers, are emerging in oncology practice, but lack formal positive coverage by US payers. Lack of coverage may impact access and adoption. This study identified challenges of NGTS coverage by private payers.Methods: We conducted semi-structured interviews with 14 NGTS experts on potential NGTS benefits, and with 10 major payers, representing more than 125,000,000 enrollees, on NGTS coverage considerations. We used the (...) framework approach of qualitative research for study design and thematic analyses and simple frequencies to further describe findings.Results: All interviewed payers see potential NGTS benefits, but all noted challenges to formal coverage: 80% state that inherent features of NGTS do not fit the medical necessity definition required for coverage, 70% view NGTS as a bundle of targets versus comprehensive tumor characterization and may evaluate each target individually, and 70% express skepticism regarding new evidence methods proposed for NGTS. Fifty percent of payers expressed sufficient concerns about NGTS adoption and implementation that will preclude their ability to issue positive coverage policies.Conclusions: Payers perceive that NGTS holds significant promise but, in its current form, poses disruptive challenges to coverage policy frameworks. Proactive multidisciplinary efforts to define the direction for NGTS development, evidence generation, and incorporation into coverage policy are necessary to realize its promise and provide patient access. This study contributes to current literature, as possibly the first study to directly interview US payers on NGTS coverage and reimbursement. (shrink)

Journal of the History of Biology provides a fifty-year long record for examining the evolution of the history of biology as a scholarly discipline. In this paper, we present a new dataset and preliminary quantitative analysis of the thematic content of JHB from the perspectives of geography, organisms, and thematic fields. The geographic diversity of authors whose work appears in JHB has increased steadily since 1968, but the geographic coverage of the content of JHB articles remains strongly lopsided toward the (...) United States, United Kingdom, and western Europe and has diversified much less dramatically over time. The taxonomic diversity of organisms discussed in JHB increased steadily between 1968 and the late 1990s but declined in later years, mirroring broader patterns of diversification previously reported in the biomedical research literature. Finally, we used a combination of topic modeling and nonlinear dimensionality reduction techniques to develop a model of multi-article fields within JHB. We found evidence for directional changes in the representation of fields on multiple scales. The diversity of JHB with regard to the representation of thematic fields has increased overall, with most of that diversification occurring in recent years. Drawing on the dataset generated in the course of this analysis, as well as web services in the emerging digital history and philosophy of science ecosystem, we have developed an interactive web platform for exploring the content of JHB, and we provide a brief overview of the platform in this article. As a whole, the data and analyses presented here provide a starting-place for further critical reflection on the evolution of the history of biology over the past half-century. (shrink)

In this paper we consider, and reject, Harold Langsams defenceof the Theory of Appearing, in this journal (1997), in the faceof three standard arguments against it. These arguments are:the argument from hallucination; the argument from the samecause-same effect principle; and the argument from perceptualtime-gap.

“Why is there something rather than nothing?” This is perhaps one of the most annoying questions posed in recent times by and to philosophers. It has troubled at least two major thinkers in the last and in this century, namely the romantic idealist Friedrich Schelling and the contemporary existentialist Martin Heidegger, since it was first formulated by Leibniz. We can easily get rid of the question as being simplistic; since although it may be true that nothing is simpler than something, (...) we have no notion of what the simplicity of nothing might consist in. Or we can say that the question is related to the theological answer of a benevolent creator, and hence is not able even to be asked within the ambient of the finite human understanding. Or we may say that the question is supremely hypothetical, in that it would presuppose what is not, in fact, the case; and philosophy can be concerned only with what is. Furthermore, to ask the question in any genuine fashion, the nonexistence of the questioner would seem to be required. The question, therefore, appears Zen-like: “What is the answer to a question posed by a nonexistent questioner?”. (shrink)

In this paper we use the contemporary example of trans youth panics to introduce the notion of hermeneutical backlash, in which defenders of an established, unjust hermeneutical regime actively work to undermine and discredit hermeneutical liberation. We argue that the strategies and tropes of the trans youth panic illustrate a general propaganda vulnerability of epistemic liberation movements, and so are troubling for reasons that go beyond their application to trans youth. This exploration of a few specific cases of hermeneutical liberation (...) and hermeneutical backlash calls attention to the need for further theoretical work on the dynamics of struggles for hermeneutical justice.
